General Counsel Salary in Brussels 2026: the indexed euro package.
A dated cash figure in euros and dollars first, then which slice of it a 2026 index is allowed to lift. The published Belgian series is a company-lawyer median. The printed legal-chief basic beside it is an EU official grade.
What a 2026 general counsel salary Brussels figure is made of.
The question is which instrument the offer is written on. A Belgian monthly gross, an EU official's basic salary, and a US total-compensation median are three different documents. Only one of them is a company-lawyer paycheck in this city.
A company that asks for a general counsel salary Brussels number in 2026 is asking for a cell the Belgian survey does not title General Counsel. The Belgian Institute of Company Lawyers, with Vlerick Business School and Vialegis, surveyed 561 company lawyers in autumn 2022 and indexed the cash to June 2023. The top published cell is “legal manager, executive committee member.” Its median fixed monthly gross is €10,648. A 2026 Brussels general-counsel offer is an indexed euro package with a printed ceiling that is not a GC salary.
The European Central Bank’s reference rate on 6 October 2026 was $1.1269 per euro. The Bank publishes that rate for information. It is the average of buying and selling rates, not a price at which a treasury dealt. Every dollar figure on this page uses that single rate. Twelve times €10,648 is €127,776, which is $143,991.
IBJ legal manager on the executive committee, median fixed monthly gross indexed to June 2023: €10,648. Twelve-month product €127,776 ($143,991 at €1 = $1.1269). One million euros funds 7.83 of those twelve-month seats. The thirteenth month is not inside the product. IBJ survey PDF ↗

What the June 2023 median and the July 2025 grid fund
Local currency first, dollars at the 6 October 2026 reference rate, then how many such seats one million euros of fixed gross buys. Each row is one instrument.
There is no published 2026 average general-counsel salary for Brussels that survives a source check. Recruiter salary guides that print one were opened in research and are not used here. The latest cash table the Belgian Institute of Company Lawyers has published is the autumn 2022 survey, indexed to June 2023. The Institute’s own homepage, accessed 7 October 2026, still points readers at that report.
Twelve times a monthly figure is a derived product, stated so a compensation committee can compare years. The survey’s own number is the month. The Staff Regulations’ own number is also the month. Neither instrument includes a thirteenth month. Where the IBJ table says 92 percent of exco legal managers receive one, that premium sits beside the median, not inside it.

The US Fortune 1000 median is omitted from this table because it is not a Brussels instrument. It is on the decoder above as a contrast only. See the sources.
Cent-index bracket
From 1 June 2026, Belgian indexation of the slice above this gross is moderated. Not a salary.
Federal Planning Bureau, 6 October 2026 ↗Two rows are easy to misread. AD16 step 1 at €23,932.55 is the bottom of the top grade, not the top of it. AD16 step 3, the last step on that grade, is €25,986.17 a month from the same 1 July 2025 grid. Times twelve, step 3 is €311,834.04, or $351,406 at the 6 October 2026 reference rate. Even that top step is basic salary. Expatriation allowance, household allowance and the EU tax are outside the line the Official Journal prints in table 1.1.
Twelve times the monthly median is not a total-cash figure, and a thirteenth month is a separate line. Adding the thirteenth month to the exco median, because 92 percent of that cell receive one, produces €138,424, or $155,970. That product is still not bonus, car, or pension.
| Instrument | Thirteenth month inside? | Allowances inside? | 2026 index cap |
|---|---|---|---|
| IBJ exco median, €10,648 | No. 92 percent receive it beside the median. | No. Car, pension and expenses are separate columns. | Yes. The gross sits above €4,000. |
| IBJ solo counsel, €6,917 | No. 89 percent of this cell receive one. | No. | Yes. Still above the bracket. |
| AD16 step 1 basic | No thirteenth month on the EU grid. | No. The line is basic salary only. | No. The Staff Regulations update is not the Belgian cent-index. |
| JC 200 wage, 1 January 2026 | Depends on the contract, not on the index circular. | The +2.21 percent hit actual wages and the sector minima. | Not on that date. The cap starts 1 June 2026. The next JC 200 index is 1 January 2027. |
The employer is a company or an institution, and the two cash documents do not match.
The 2026 Brussels general-counsel seat is an in-house job on a Belgian payroll, or an official's job on the Staff Regulations. Law firms sit on panels. They do not employ this seat.
Listed and large companies
The general counsel sits with the executive committee. Belgian remuneration reports price directors and, where published, a leadership group in aggregate. A lawyer who is not a director does not receive a single-figure row.
EU institutions
This is where a Brussels legal-chief basic is actually printed: the AD grid in the Official Journal. The title on the Staff Regulations is not General Counsel. The number is basic monthly salary before allowances.
Banks, insurers and funds
A regulated group in Brussels hires a company lawyer onto a Belgian payroll. The cash conversation is gross, a thirteenth month and a bonus percentage. It is not a US proxy-statement total.
The rest of the IBJ register
Most company lawyers are not the general counsel. Solo counsel and legal-advisor medians are the payroll under and beside the exco seat, and they are the cells a first-GC brief has to stop using.
The protected title in Belgium is bedrijfsjurist or juriste d’entreprise, under the Act of 1 March 2000. The Institute’s membership page, last updated on the English version on 23 April 2026, describes that status as the company-lawyer profession. It is not bar admission, and it is not the headcount of avocats. The annual fee to stay on the register is €414, a figure that belongs in a budget as a cost of the profession, not as pay. A competition counsel hired under that title is a different brief, covered on the Brussels antitrust and competition note.
The company paying and the lawyer earning the seat are reading two different instruments. The company can see an EU grade in the Official Journal and a leadership-team total in its own remuneration report. The lawyer can see a Belgian gross, a thirteenth month and a bonus percentage that the report will not itemize under the name General Counsel. Pasting one document onto the other is how a first offer misses.
Cash is printedCash is withheld
- EU basic salary A grade and a step in the Official Journal. The company can read the basic. Allowances and EU tax are outside that cell, and the title is not General Counsel.
- Belgian company-lawyer gross A survey median for a named function, indexed to a named month. The thirteenth month, the car and the bonus are other columns. The function is legal manager.
- Issuer aggregate Directors, and sometimes a leadership group, are priced together. A general counsel who is not a director has no single-figure row. Dividing the aggregate by headcount does not create one.
Of 88 legal managers who sit on an executive committee in the same interview cohort, over a 24-month window, 61 said a 2026 counterparty had assumed indexation would lift the whole monthly gross, including the slice above €4,000. That is the pricing error. It showed up in drafts from industrial groups and from financial groups. It is not a compliment to the boards that sent the drafts.
The number that cleared was Belgian monthly gross plus a thirteenth month. The board’s first draft had indexed the whole gross as if the September public-sector move applied above €4,000. That is a general counsel at a Euronext-listed insurer, speaking inside the same window. No company is named.
Your 2026 offer is a Belgian gross, a separate thirteenth month, and an index rule that no longer lifts every euro above €4,000. It is not an AD16 basic and it is not a US median converted on Friday.
- Name the month. Fixed monthly gross, twelfth of an annual salary, or basic before allowances. The IBJ cell is the first. The Official Journal line is the third.
- Keep the thirteenth month out. Ninety-two percent of exco legal managers receive one. Putting it inside the €10,648 double-counts a line the survey already split out.
- Apply the bracket. On a 2 percent public-sector move, €10,648 gains €80. The uncapped arithmetic, €212.96, is the number to retire.
- Do not divide an aggregate. A remuneration report that prices a leadership group in one sum does not contain a general-counsel salary. Leave the sum whole.
Your comparable in the Belgian survey is a legal manager on the executive committee, at €10,648 a month of fixed gross indexed to June 2023. The title General Counsel is your contract, not that row.
- Ask which column. Median gross, thirteenth month, bonus, car, flat-rate expenses. The bonus cell beside the exco median is 89 percent receiving, median value 15 percent. Flat-rate expenses in that cell have a median of €220.
- Read the cap before you sign. A gross already above €4,000 does not take a full 2 percent public-sector index on the whole amount after 1 June 2026.
- Ignore the inbound rewrite unless you are inbound. The allowance moved from 30 percent to 35 percent and the €90,000 tax cap was abolished for pay from 1 January 2025. Thirty-five percent of €127,776 is about €44,722. The old cap never bound this median.
- Do not benchmark the institution. AD16 step 1 is an official’s basic. Leaving an institution for a company means leaving that grid, not carrying it across as a private-sector floor.
The company paying and the lawyer earning the seat are reading two different instruments.
The legal-manager median sits on a payroll that also funds the counsel under it.
One exco package does not staff the department. The survey's own ladder, from legal advisor to the executive-committee manager, is the rest of the fixed gross.
The IBJ ladder under the exco median is published in the same table. A legal manager who is not on the executive committee has a median fixed monthly gross of €8,109, or €97,308 over twelve months and $109,655. Solo legal counsel sits at €6,917. A legal advisor sits at €6,203. A company that funds the exco seat at the median and staffs the rest of the desk at the advisor median is running two labor markets on one payroll. The survey title for the top cell remains legal manager. It does not become General Counsel because the reporting line is shorter.
The median bonus printed beside the exco cell is 15 percent, and 89 percent of that cell receive a bonus at all. The legal manager who is not on the exco shows 74 percent receiving a bonus, median value 12 percent. Those are June 2023 survey columns. They are not a 2026 target bonus a board may invent in the offer letter, and they are not equity.
Holiday does not climb with the title. In the same report, median annual leave excluding public holidays, converted to full-time, is 31 days for the exco legal manager and 31 days for the legal manager who is not on the exco. Solo counsel and legal advisors sit at 30. A candidate who prices the exco seat as a holiday gain is pricing a column that did not move.
Sartori maps roughly 4,000 lawyers in Brussels. That coverage is a record of who sits in-house and in firms. It is not a cash survey, and it is not the global map. The global map is 1,480,000+ lawyers. Cash for this page comes from the IBJ table and the Official Journal, not from the map.
The seat's 2026 change is the index rule, not a new average.
Inflation, the public-sector pivot and the private-sector anniversary do not fall on the same day. A Brussels general counsel prices all three, and none of them publishes a 2026 salary cell.
Already appliedStill ahead
- January full index Joint Committee 200 moved on its anniversary, before the cap existed in force. That raise is in the wage. It is not a precedent for the next anniversary.
- June start of the cap The moderation window opened. Sector calendars that had already indexed did not rerun. Sectors that index later meet the cap on their next date.
- September public move Civil-service salaries and social benefits took the pivot, on the bracket. A private-sector employment contract does not automatically copy that month.
- Next private anniversary Joint Committee 200’s next index is the first one inside the moderation window. The percentage is not known until the health-index formula prints.
Statbel’s 29 September 2026 release put the September health index at 103.76 and the smoothed health index at 101.20, on a 2025=100 base. Health-index inflation that month was 4.00 percent. The consumer-price index was 104.42. The Federal Planning Bureau’s 6 October 2026 forecast page records that the pivot index of 100.28 was crossed in June 2026, so social benefits and civil servants’ salaries were indexed in September 2026. The same page states the consequence of the cent-index: the 2 percent applied only up to €2,000 gross a month for benefits and only up to €4,000 gross a month for civil-service salaries. The next pivots on that page are 102.29, forecast for November 2026, and 104.34, forecast for April 2027. Those two dates are forecasts.
The private-sector calendar that covers a large share of Belgian white-collar staff is Joint Committee 200, the auxiliary joint committee for employees. Securex reported on 23 December 2025 that pay in that committee rose 2.21 percent on 1 January 2026, from the smoothed health index of November and December 2025 over the same months of 2024. Securex also wrote that the cent-index limit was not applied on that date, because the legislation was not yet in force. Acerta, the same week, put the population at more than 500,000 white-collar employees and noted a wage norm of 0 percent for 2025–2026 on top of indexation. The January move was indexation. It was not a negotiated raise, and it was not capped.
KPMG’s 16 July 2026 note places the first moderation period from 1 June 2026 through 31 December 2027. Monthly wages up to €4,000 stay fully indexed. The portion above €4,000 is capped until 2 percent of indexation has been absorbed. PwC’s note on the wage-moderation statute describes the same public-sector result: on the first 2 percent pivot after 1 June 2026, the slice above €4,000 was not indexed. Applied to the IBJ exco median, a 2 percent move produces €80 (2 percent of €4,000) rather than €212.96 (2 percent of €10,648). The monthly gap is €132.96. Over twelve such months it is €1,595.52. That gap is the 2026 change in what an offer grows by. It is not a cut to the gross already in payment.
Joint Committee 200 indexes once a year, on 1 January. Its next indexation falls on 1 January 2027, inside the first moderation period. No final percentage for that date is used here. Forecasts published by payroll firms through early autumn 2026 were not the formula, and they are omitted. The 2026 change is which slice of gross the index is allowed to lift.
The inbound-taxpayer rewrite is a different statute and a smaller population. Deloitte’s 19 December 2025 alert records that parliament approved the draft on 12 December 2025. For the special tax regime, the tax-free “costs proper to the employer” rose from 30 percent to 35 percent of gross, the €90,000 annual cap on that allowance was abolished, and the minimum gross fell from €75,000 to €70,000, for remuneration from 1 January 2025. Andersen’s note on Circular 2026/C/51 of 1 April 2026 confirms those three tax points. A Brussels general counsel already above €127,776 of fixed gross over twelve months was inside the old minimum. The abolished cap binds only when 35 percent of gross exceeds €90,000, which is gross above €257,143. The median cell does not get there.
Price the gross, then run the Brussels file on its own clock.
Firmwide, accepted offers on general-counsel and chief-legal-officer mandates land at a median of 11 weeks across 52 GC and CLO placements since 2017. The Brussels in-house book is a different measurement.
Of 15 closed Brussels in-house searches over three years, 4 were general-counsel or head-of-legal seats. The rest were specialist counsel under a sitting general counsel. 2 of those 4 ran past the 4-to-7-month band. In both, the board’s first number was either an AD16 basic or a US total-compensation median, or it assumed a full 2 percent index on a monthly gross already above €4,000. The shortlist was not the stall. The first offer was. That is a miss in the opening number, and it is the part of the book that does not flatter the work.
One file inside the band, described by category only: a Euronext-listed insurer in Brussels hired its general counsel in 6 months, after the remuneration committee rewrote the draft onto Belgian fixed gross plus a thirteenth month. No employer and no lawyer is named. Counter-offer incidence on the Brussels in-house line is 27 percent. Median working days from offer to signature are 13. Completion on that book is 93 percent.
We lost the first draft because the remuneration committee had printed an AD16 basic next to a general-counsel title. The candidate was a company lawyer, not an EU official. That is a chief people officer at a Brussels-headquartered industrial group, inside the same three-year book.
BriefSignature
- Name the gross Fixed monthly gross in euros, indexed or not, with the thirteenth month written as its own line. If the brief cannot separate those two numbers, it is not a brief.
- Name the index rule Joint committee, anniversary date, and whether the slice above the cent-index bracket moves. A US median has no answer to that question.
- Name the deputies The exco package is one line. Counsel, advisor and panel spend are the rest of what the company is buying in the same year.
The company that wants the file inside that band has three decisions before a shortlist circulates. First, whether the seat is a general counsel, a legal manager on the executive committee, or a combined legal-and-compliance officer: those jobs do not share the IBJ row. Second, whether the first offer is fixed monthly gross, twelve times that gross, or twelve times plus the thirteenth month. Third, whether the 2026 index is stated as €80 on a 2 percent public-sector illustration or as a full percentage of the whole gross. A brief that cannot answer those three spends the first weeks discovering them, and the counter-offer at day 13 is then a conversation about a number that was never the number.
Quarterly surveys of this market have run since 2019. What they do not give Brussels is a listed-company general-counsel cash distribution. When a board asks for one, the honest answer is the June 2023 median, the July 2025 basic, the September 2026 index bracket, and a search that fails if the first offer is an official’s grade or a US median.
If you are the company putting this lawyer on the payroll, the next conversation is a search brief. Sartori’s in-house and general counsel recruiting desk runs that brief. A first general counsel sits on first general counsel. Replacement of a sitting general counsel sits on GC succession. An AI Act workload under the same officer is a different seat, on the EU AI Act counsel note. The research method is on the methodology page.
Brussels general-counsel cash: common questions
What is a general counsel salary Brussels figure in 2026?
The latest published Belgian company-lawyer median for a legal manager on the executive committee is €10,648 a month, indexed to June 2023. That cell comes from the Belgian Institute of Company Lawyers’ survey of 561 company lawyers, run in autumn 2022 with Vlerick Business School and Vialegis. Twelve times the median is €127,776, or $143,991 at the European Central Bank reference rate of 6 October 2026 ($1.1269 per euro). It is fixed monthly gross. It is not a 2026 average, and the survey’s title for the cell is not General Counsel.
How many Brussels seats does €1 million of fixed gross fund?
One million euros funds 7.83 seats at the €127,776 twelve-month median. At the exco upper quartile of €157,692 it funds 6.34 seats. At the EU AD16 step-1 basic of €287,190.60 a year it funds 3.48 seats. At the solo-counsel median of €83,004 it funds 12.05 seats. The US Fortune 1000 general-counsel median of $2.95 million, reported by Above the Law on 1 August 2025, is €2,617,801 at the same reference rate, or 0.38 of a seat per €1 million.
Does the 2026 Belgian index cap change a €10,648 gross?
A 2 percent move applied only to the first €4,000 adds €80 a month, not €212.96. The Federal Planning Bureau’s 6 October 2026 note says the September 2026 public-sector indexation used that bracket for civil-service salaries. The slice of a €10,648 gross above €4,000 is €6,648, and on a pure 2 percent pivot it does not move. Joint Committee 200’s +2.21 percent on 1 January 2026 was still a full index, because the cap starts 1 June 2026.
Is EU AD16 pay a Brussels general-counsel salary?
AD16 step 1 basic pay is €23,932.55 a month from 1 July 2025, and it is an EU official’s basic salary. The Official Journal of 11 December 2025 prints that grid under Article 66 of the Staff Regulations. Annualized, step 1 is €287,190.60 before expatriation allowance, family allowances and EU tax. It is 2.25 times the IBJ exco median month. A company that pastes it into a Belgian employment contract is pricing an institution, not a company lawyer.
How long does a Brussels in-house general-counsel search take?
The Brussels in-house line closes in a typical 4 to 7 months, with 13 working days from offer to signature. Of 15 closed Brussels in-house searches over three years, 4 were general-counsel or head-of-legal seats. 2 of those 4 ran past seven months. Completion on the 15-file book is 93 percent. Counter-offer incidence on the line is 27 percent. A Euronext-listed insurer in Brussels hired its general counsel in 6 months.
Does the inbound-taxpayer rewrite change this median?
Not for the median cell. The tax-free allowance rose from 30 percent to 35 percent of gross, and the €90,000 cap was abolished, for remuneration from 1 January 2025. Thirty-five percent of the €127,776 twelve-month median is about €44,722, still under the old cap. The cap starts to matter only once gross exceeds €257,143. The minimum gross to enter the regime fell from €75,000 to €70,000, which is below this cell. A Brussels general counsel who is not an inbound taxpayer is outside the regime entirely.
The June 2023 survey, the July 2025 grid, and the 2026 index.
Company-lawyer cash comes from the IBJ-IJE report. EU basic salaries come from the Official Journal. The 2026 index comes from Statbel, the Federal Planning Bureau, and the payroll notes that fixed the January move.
