The first question a company asks of 2026 Singapore general counsel pay is what this year's seat costs in SGD and USD. No public publisher isolates a GC median. The dated lines a board can actually defend are in the table below.

What general counsel salary Singapore actually prices in 2026.

Open on the dated number. The Ministry of Manpower does not publish a general counsel median. It publishes an in-house occupation median, and every other 2026 cash line a company can defend sits around that occupation, not on top of a GC lockstep.

02 The dated cash

The occupation median is a floor the general counsel has already left.

A board that asks 'what does a Singapore GC earn in 2026' is usually handed the in-house occupation median. That number is real. It is also the wrong seat.

The Ministry of Manpower Occupational Wage Survey 2025, released on 30 June 2026 and restated from the official tables on 16 July 2026, is the only official private-sector wage series a company can put in a paper without borrowing a recruiter guide. Reference month June 2025: gross monthly pay for “In-house legal counsel (excluding judiciary, ministries and statutory boards)” sat at a median of S$12,507, which annualizes at S$150,084 before bonuses, and advocates and solicitors sat at S$10,000 a month. Converted on Channel News Asia’s 26 July 2026 pair of S$100,000 = US$77,480, that in-house occupation median is about US$116,285 of cash without bonus.

What it measures is the occupation, not the officer. The Manpower Research and Statistics Department ran the 2025 survey from July to December 2025 under the Statistics Act, covering 5,230 private establishments and about 391,300 full-time resident CPF contributors at a 98 percent response rate, with occupations coded to SSOC 2024 from employer-supplied job titles. MOM states that occupational wages can only serve as a guide, that year-on-year wage changes are prone to fluctuations, and that title coding may result in lower wages for occupations requiring managerial or professional qualifications. Senior-management occupations are also those where excluded bonuses are a large share of total pay. That caveat is written for the general counsel seat.

The feeder into that seat is visible one band down. The same 2025 tables, as restated on 3 August 2026, put median gross monthly wages for in-house legal counsel aged 25 to 29 at S$5,834 (S$70,008 annualized, about US$54,242 on the same July 2026 pair) and put advocates and solicitors in that age band at S$8,800. Early-career in-house cash is the pool a company later promotes from, or hires a GC away from a firm to sit above. It is not the GC figure, and treating it as a discount to the occupation median is how first-GC mandates get written too cheap.

Sartori maps nearly 1.5 million lawyer profiles globally and has run quarterly market surveys since 2019; that is why this page does not fill the missing GC median with a markup. The public record stops at occupation cash, statutory ceilings and immigration floors. Inventing a 25th or 75th percentile for Singapore general counsel pay would be a guess with a year on it. The honest 2026 answer is the table, plus the opportunity-cost band a company actually bids against, plus the pass threshold if the hire is a foreigner.

03 Who pays it

The company pays this seat. A law firm does not employ it.

Four employer types actually seat a Singapore general counsel or chief legal officer. The cash is on a company payroll. Firm-side numbers enter only as the bid the company has to beat.

  3. MNC regional headquarters APAC or ASEAN legal directors seated in Singapore because the Economic Development Board is still anchoring headquarters. The package is often SGD cash with a USD reference line.

Legal 500’s GC Powerlist Southeast Asia 2025, launched in Singapore, is a recognition census, not a compensation survey. Employer types seating a country, APAC or group general counsel on that list include globally systemically important and regional banks and asset managers; energy, chemicals, renewables and commodities; technology, e-commerce, logistics and electronics manufacturers; REIT and real-estate platforms; shipping; consumer and hospitality groups; a Singapore statutory board; and regional headquarters of multinational companies. Recurring combined titles, stripped of names, run Group General Counsel, Chief Legal Officer, APAC General Counsel, Head of Legal and Company Secretary, Chief Legal and Compliance Officer. The 2026 edition is scheduled for 18 November 2026 in Singapore. What it measures is where the seats sit.

The economic reason those seats sit in Singapore is measured on the investment side. The Economic Development Board’s Year 2025 in Review, published 9 February 2026, recorded Fixed Asset Investment commitments of S$14.2 billion and Total Business Expenditure of S$8.9 billion, the TBE majority from headquarters, professional services and R&D, with headquarters investors from China, the United States and Europe, and technology the largest headquarters contributor. That headquarters wave is why Singapore seats APAC and regional general counsel rather than only country counsel.

Funds desks are a second measured buyer. The MAS Singapore Asset Management Survey 2025 recorded 1,320 licensed fund management companies, a net gain of 22 in calendar 2025. The general counsel at a licensed manager is an in-house funds and governance desk, not a law-firm funds chair. Single-family offices are thinner: MAS Chairman parliamentary replies on 5 February 2025 put tax-incentive SFOs at over 2,000 at end-2024, employing about 2,200 locals, and increasing demand for legal and tax advisory. Two thousand family offices are not two thousand general counsel seats. Most of that legal demand is bought from firms.

Coordinating Minister K Shanmugam, speaking at NUS Law on 26 July 2026 as reported by Channel News Asia, gave the firm-side cash a company competes with when it hires a general counsel out of practice: a first-year at a top local firm can earn more than S$100,000 (US$77,480); pay at the very top firms S$120,000 to S$140,000; after six to eight years, best-performing lawyers may make junior partner and earn about S$200,000 to S$300,000 a year. A company pricing this seat is buying an officer, a reporting line and a set of hats, not an occupation median.

  • Write the cash floor first. A general counsel brief that leaves SGD versus USD unnamed until after first interviews is the search that runs past the outer bound of the typical clock.
  • Name the dual hat. A public-company secretary must be Singapore-resident. A foreign general counsel on an Employment Pass can hold the GC title and still be unable to be the named secretary.
  • Decide resident or foreign. COMPASS-exempt cash at S$22,500 a month is the immigration instrument, not a survey of sitting pay.

A sitting Singapore general counsel reading this page is checking whether the next offer is priced on the right instrument.

  • Ask which table they used. If the brief opens on the MOM in-house occupation median, it is pricing the feeder occupation, not the officer.
  • Ask for the USD line. Regional headquarters that report compensation in dollars still pay the Singapore payroll in SGD; both lines belong on the offer letter.
  • Bonus is the missing column. MOM gross excludes it. A GC offer letter that matches occupation cash and calls the bonus “discretionary” without a target is not matching the seat.

04 What the seat is

The profession is unregulated. The hats next to it are not.

A Singapore general counsel is an employee of a company. Admission and a practising certificate are not the gate. Company secretary, data-protection officer and MAS core-function accountability are.

The Singapore Corporate Counsel Association FAQ, accessed 11 September 2026, is the rule that relocates this salary page onto a company payroll: the in-house profession in Singapore is not regulated; it is not necessary to be admitted to the Bar or to hold a practising certificate before you can be employed as in-house counsel; the position is the same for local and foreign lawyers sitting in-house. They may advise on Singapore law without local admission. They may not appear or plead in a Singapore court, appear before a Singapore quasi-judicial or regulatory tribunal, or attest documents reserved to an advocate and solicitor, unless otherwise permitted by law. The Legal Profession (Regulated Individuals) Rules 2015 r 3 foreign-lawyer registration is the machinery for law practice entities, not for a company hire. A company that searches legal recruiters Singapore for this seat is hiring an in-house officer, not registering a foreign lawyer in a firm.

The association’s own Competency Framework is stricter than its FAQ: an in-house counsel “must be a competent lawyer in good standing” with a law qualification and/or bar admission. Companies that hire to SCCA Level 3 are buying a lawyer-qualified general counsel, not a contracts manager. That is an association standard, not a statute. The Singapore Academy of Law launched a LIFTED in-house framework in October 2025 in collaboration with SCCA, as the Chief Justice confirmed at the Opening of the Legal Year on 12 January 2026. LIFTED grades the desk. It does not replace a practising certificate the desk does not need.

Public-sector legal desks are a different employer class and a different wage table. The Attorney-General, at the Opening of the Legal Year 2026, put about 400 Legal Service Officers at the Attorney-General’s Chambers and about 220 as legal advisers, policy experts and regulatory officers in ministries and statutory boards. A statutory-board general counsel is an in-house buyer of a GC title and is not inside the MOM private-sector wage table, and is not a Legal Service Officer unless so posted. Do not conflate that public corps with the private in-house stock.

Workload that enlarges the private seat is also dated. SIAC’s 2025 annual report, as reported by Pinsent Masons Out-Law on 17 March 2026, recorded 886 new cases and USD 14.53 billion / SGD 18.66 billion in dispute. SGX Group, for the financial year ended 30 June 2026, raised listing volume against six listings raising S$25.7 million the year before, as the Straits Times reported on 6 August 2026. Those figures do not set GC pay. They are why the officer is on the payroll rather than on a panel invoice.

05 Cost to company

Above S$8,000 a month, CPF stops climbing. The Employment Pass does not.

A Singapore general counsel package is cash plus the statutory layer the company actually remits. CPF, income tax and the Employment Pass are three different instruments. Mixing them produces a fake total.

From 1 January 2026 the CPF Ordinary Wage monthly ceiling is S$8,000, phased from S$6,000 under Budget 2023; the annual Ordinary plus Additional Wage ceiling remains S$102,000. Employee contribution of 20 percent and employer contribution of 17 percent, for citizens and third-year permanent residents aged 55 and below, apply only up to those ceilings. A general counsel whose monthly cash exceeds S$8,000 pays and attracts CPF only on the first S$8,000 of ordinary wages plus additional wages up to the annual cap; cash above that is not CPF-able. Incremental employer CPF on the 2025 to 2026 Ordinary Wage step from S$7,400 to S$8,000 is S$102 a month at the 17 percent rate for a staffer already above the old ceiling. IRAS personal relief, including CPF relief, is capped at S$80,000. Those figures are from the CPF Board page dated 5 January 2024 on the ceiling path through 1 January 2026, and from the IRAS CPF-relief page accessed 11 September 2026.

Resident individual rates from Year of Assessment 2024 onwards — still the schedule for YA 2026 / calendar 2025 income, with the published calculator labeled YA 2026 — run 0 percent on the first S$20,000, 22 percent on chargeable income from S$320,001 to S$500,000, 23 percent from S$500,001 to S$1,000,000, and 24 percent on the excess over S$1,000,000, per the IRAS individual income-tax rates page accessed 11 September 2026. Non-resident employment income is the higher of 15 percent flat or the resident schedule; non-resident director’s fees are 24 percent. That is tax on chargeable income, not a GC gross package, and it is why a USD-referenced regional offer and a SGD-resident offer are not comparable on the salary line alone.

Put the three instruments on one offer and the mistakes are predictable. A company that treats COMPASS-exempt cash as “market GC pay” overpays a resident hire and still under-specifies bonus and equity. A company that treats the MOM occupation median as cost-to-company forgets that bonuses are excluded and that CPF has already stopped climbing. A company that converts a USD headquarters band on an unpublished spot, rather than on a pair actually printed next to Singapore legal cash, hands the candidate a number the candidate cannot check. 06 How searches price

The searches stall on the cash floor, not on the shortlist.

Sartori has worked the Singapore in-house market for 8 years, for banks, listed issuers and regional headquarters. Over the last three years we closed 17 in-house searches at a 93 percent completion rate, on a typical timeline of 4 to 7 months.

Across 250 structured interviews with Singapore in-house lawyers and the executives who hire them, 72 of 88 sitting general counsel, chief legal officers and heads of legal over a 24-month window told Sartori their last cash conversation opened on a firm-side number, not on the MOM in-house occupation median. Forty-one of those 88, in the same window, said the package that moved them was priced in Singapore dollars with a US-dollar reference line because the regional headquarters reported compensation in dollars. That is the cohort read this page is built on. Sartori maps roughly 6,000 lawyers in Singapore; that file is coverage for search, not a second interview count.

Mandate telemetry on the same in-house line records 17 closed searches over the trailing three years. Nine of those 17 were general counsel, chief legal officer, head of legal or APAC legal-director seats. Six of those nine first briefs carried a company-secretary or data-protection-officer dual hat. Four of the nine were foreign-hire Employment Pass tracks. Counter-offer incidence on the Singapore in-house line is 29 percent. The median offer-to-acceptance window is 12 working days. Completion sits at 93 percent.

The uncomfortable number is the one that does not flatter the method. Three of those nine GC-level searches ran past the seven-month outer bound of the typical 4-to-7-month timeline because the company would not name a cash floor until after first interviews. Of 54 respondents who had sat a Singapore general counsel search as hiring manager over a 24-month window, 19 told Sartori they could not name a cash floor at the brief because group human resources and the local entity had not agreed SGD versus USD. We place slowly when the buyer has not decided the instrument. A shortlist built on an unnamed number is a shortlist the first candidate will reprice.

Direct testimony from the same cohort is consistent with the telemetry. A group general counsel at a MAS-regulated bank told Sartori the board had asked for “market GC pay” and then produced the MOM in-house occupation median as the brief; the search only moved when the cash conversation was rewritten against the firm-side junior-partner band. A head of talent at a United States technology regional headquarters told Sartori they had budgeted COMPASS-exempt cash as if it were the general counsel market rate, then lost the first shortlist to a listed issuer that paid less fixed cash, named the candidate company secretary, and closed inside twelve working days.

Three anonymized composites, numbers inside that envelope, show how the instruments actually combine.

  • Listed REIT, dual hat. An SGX issuer needed a general counsel who would also be named company secretary. The first brief asked for a practising certificate. The second brief dropped the Bar screen, required Singapore residence under Companies Act s 171, and closed in five months. Cash sat above the occupation median and below COMPASS-exempt; the hat, not the pass, was the constraint.
  • Bank, advisory GC. A MAS-regulated bank wanted a general counsel who would not also be Head of Compliance. The IAC list kept the legal seat outside core management functions. A counter-offer arrived from the incumbent employer; offer-to-acceptance still landed on the twelve-day median. The slow part was agreeing that legal advice and financial-crime accountability were two jobs.
  • Regional headquarters, foreign hire. A United States technology company seating an APAC general counsel in Singapore opened on COMPASS-exempt cash and no SGD floor. The process stalled into month six while headquarters and the local entity argued USD versus SGD. It closed at the seven-month outer bound once the offer letter carried both lines on the July 2026 pair. That is the search we complete slowly, and it is the search this page is written to prevent.

The pipeline into the seat is from practice, not from a second in-house labor market. The Law Society President, at the Opening of the Legal Year on 12 January 2026, said most lawyers who leave firms remain in the legal profession as in-house counsel. The Chief Justice the same day pointed to Singapore Academy of Law data that a growing share of lawyers at two to four years’ post-qualification experience are moving in-house, and to Mass Call 2024 and Mass Admissions 2025 surveys in which around 60 percent of respondents said they were likely to leave practice within five years. Channel News Asia, citing Minister for Law Edwin Tong in Parliament in May 2025, put five-year retention in practice at about 60 percent and ten-year retention at about 40 percent, with practising Singapore lawyers up 26 percent from 2015 to 2024 as in-house counsel increased by about one-third. A 2026 general counsel hire is typically a practising-lawyer alumnus sitting in-house. The company that prices the hire as if the occupation median were the officer is pricing the feeder, not the seat.

The June 2025 MOM in-house median of S$12,507 a month is the occupation floor, not the GC package. Sitting general counsel describe cash conversations that open on firm-side opportunity cost rather than on that occupation median. The public band a company actually competes with is Coordinating Minister K Shanmugam’s 26 July 2026 statement that best-performing lawyers may make junior partner after six to eight years at about S$200,000 to S$300,000 a year.

Does a Singapore general counsel need a practising certificate?

No. The Singapore Corporate Counsel Association states the in-house profession is unregulated and needs no practising certificate. In-house counsel may advise on Singapore law without local admission; they may not appear in a Singapore court or attest documents reserved to an advocate and solicitor unless the law permits. A public-company secretary dual hat is different: Companies Act 1967 s 171 and Companies Regulations reg. 89 require a Singapore-resident natural person, and for public companies a qualified person under the Legal Profession Act 1966 or a named professional-body equivalent.

What does a foreign general counsel hire cost under the Employment Pass?

A foreign general counsel offer at S$22,500 a month, or S$270,000 annualized, clears COMPASS by cash alone. MOM’s Employment Pass eligibility page, updated 28 April 2026, sets Stage 1 qualifying salaries for new applications before 1 January 2027 at S$5,600 at age 23 rising to S$10,700 at age 45 and above in all sectors except financial services, and S$6,200 to S$11,800 in financial services. The COMPASS exemption is the line that actually binds a senior foreign GC hire. Converted on the Channel News Asia 26 July 2026 pair, S$270,000 is about US$209,200 of fixed cash, excluding bonus.
