Salary benchmarks
Head of legal operations salary in 2026
The 2026 number is a grade gap. ACC and Empsight, data effective 1 March 2025, put vice president of legal operations median base at $246,000 and director of legal operations at $178,000. The person paid and the company paying are reading the same two cells.
Head of legal operations salary, by the cell a 2026 audit matches
Every dollar in the table is from the ACC and Empsight 2025 Law Department Compensation Survey, 1,632 U.S. respondents, data effective 1 March 2025. It is the benchmark a 2026 offer is audited against. A 2026 self-reported update was not in the public executive summary.
Head of legal operations salary in 2026 is settled by which published cell the grade audit used. A head who owns the operating model maps to vice president of legal operations: 2025 median base $246,000, 2025 median total cash $285,000. A head graded as director of legal operations maps to 2025 median base $178,000 and 2025 median total cash $212,000. The difference in 2025 median base is $68,000. Analyst, manager and the career path sit on the legal operations salary 2026 page. They are not this seat.
| Seat the 2026 audit matches | 2025 median base | 2025 90th base | 2025 median total cash | 2025 median total target | 2025 target bonus | 2025 LTI eligibility |
|---|---|---|---|---|---|---|
| Vice president, legal operations | $246,000 | Not reported | $285,000 | $308,000 | 30% | 71% |
| Director, legal operations | $178,000 | $263,000 | $212,000 | $220,000 | 20% | 48% |
| Manager, legal operations | $150,000 | $168,000 | $162,000 | $168,000 | 13% | 18% |
| Deputy general counsel (not this seat) | $280,000 | $371,000 | $368,000 | $424,000 | 30% | 67% |
| General counsel / chief legal officer (not this seat) | $330,000 | $506,000 | $410,000 | $503,000 | 35% | 63% |
Total cash is base plus actual bonus. Total target direct compensation adds target long-term incentive. It is not realized stock. The vice president of legal operations row suppresses the 90th percentile, the long-term-incentive target and the long-term-incentive dollar amount. Do not fill those cells in. Deputy and general counsel rows are on this instrument so a head is not priced off them. Stage bands for the general counsel seat are a different series.

Pick the cell the audit actually used
The same 1 March 2025 medians, as a switch. The bar is the cell, not a recommendation.
The 2025 median-base gap: vice president of legal operations at $246,000 against director of legal operations at $178,000. Data effective 1 March 2025. A difference of two published medians, not a median of person-level gaps.
The director 90th base, $263,000 in 2025, clears the vice president median base. A high director letter can print a larger base than a median vice president letter and still be the wrong job. The overlap is below.
Three 2025 gaps, and the $212,000 figure that is a trap
Each gap is the difference between two medians published in the same 2025 executive summary. It is not the median of person-level differences, which that summary does not report.
WorkstreamOperating model
- Manager Owns a workstream. Spend, a tool, or a process. The cell under the director.
- Director Leads a function inside a grade the HRIS already has. The cell most audits pick for a “head.”
- Head Owns the operating model: outside counsel, intake, the panel, the number the general counsel takes upstairs.
On the ACC and Empsight 2025 survey, data effective 1 March 2025, three gaps separate vice president of legal operations from director of legal operations. Median base: $246,000 against $178,000, a gap of $68,000. Median total cash: $285,000 against $212,000, a gap of $73,000. Median total target direct compensation: $308,000 against $220,000, a gap of $88,000. Target bonus is 30 percent against 20 percent. Long-term-incentive eligibility is 71 percent against 48 percent. The director median long-term-incentive amount is $50,000. The vice president long-term-incentive amount is not reported.
The cells overlap at the top of the director row. The 2025 90th base for a director of legal operations is $263,000, which is $17,000 above the 2025 vice president median base of $246,000. The 2025 90th total cash for a director is $313,000, above the vice president median total cash of $285,000. A letter at the director 90th can outprint a median vice president letter. The job in the letter is still the job the grade says it is.
The false compromise is exact. The arithmetic mean of the two 2025 median bases is $212,000. That is also the 2025 director median total cash. An audit that “meets in the middle,” or that pastes the director cash figure into the base line of a head offer, prices the operating-model owner at the director’s total cash and calls it a concession. It is the director cell under another name.
Manager median base, 2025
Legal operations manager. Target bonus 13 percent. Median total cash $162,000.
ACC / Empsight 2025, data effective 1 March 2025The arithmetic mean of the two 2025 median bases is $212,000. That is also the 2025 director median total cash.
The person paid, and the company paying, are auditing different mistakes
Same table. The person is checking whether the letter is the job. The company is checking whether finance graded the job before anyone was called.
A 2025 director letter and a 2025 vice president letter can describe the same hours. They do not describe the same pay.
Read the letter against the 1 March 2025 cells in the table, not against the title. A base near $178,000 with a 20 percent target is the director cell. A base near $246,000 with a 30 percent target is the vice president cell. The survey does not report a 90th for that cell.
The same 2025 survey pools vice president and director of legal operations on hours. That combined group peaks in the 45-to-55 hour week, with averages clustering around 47 to 50 hours. Across all 1,632 respondents the average week is 47 hours: 49 percent report 40 to under 50 hours, and 35 percent report 50 to under 60. Manager and analyst of legal operations sit tighter, with a mean closer to 45 hours. The survey splits the head and the director on pay and pools them on the week. The hours chart is what makes the two jobs look the same. The compensation chart does not.
Three scope questions decide which cell you are actually being offered. Do you own outside-counsel spend, or a report on it? Do you own intake, or a queue inside someone else’s system? Do you hold the panel to a billing protocol, or forward invoices? If the answer is the second half of each question, the manager cell is the honest comparison: 2025 median base $150,000, target bonus 13 percent, median total cash $162,000. The title “head” does not move that cell.
Write the cell into the requisition before anyone is called. The search cannot repair a director grade that finance has already locked.
Price the operating-model owner on the vice president cell before outreach. The 2025 median-base gap to the director cell is $68,000, data effective 1 March 2025. Do not average the cells. The arithmetic mean of the two 2025 median bases is $212,000. That is also the 2025 director median total cash.
Do not borrow the seats next door. Deputy general counsel median base on the same 2025 survey is $280,000, which is $34,000 above the vice president of legal operations median. General counsel and chief legal officer median base is $330,000, which is $84,000 above, on median total cash of $410,000. Those rows are in the table so they stay out of the offer. How the general counsel seat is built, by company stage, is a different page.
The clock on this seat, from 12 legal-operations placements since 2017, is a shortlist in 20 days and an accepted offer in 9 weeks. The fee is 25 to 30 percent of total first-year compensation. Thirty percent of the fee is paid as a retainer at engagement. Replacement on this seat is six months, not the twelve months that attaches to a general counsel, chief legal officer or chief compliance officer search. The method is hiring a head of legal operations. The desk is legal operations recruiting.
Twelve placements, and the gap the opening budget did not close
The 12 legal-operations placements since 2017 are the book. Cuts inside that book are Sartori and Partners data. They are not a second ACC table.
Of 12 legal-operations placements since 2017, Sartori & Partners data shows 8 were a company’s first head of legal operations, counted through September 2026. Of those 8, 5 opened with finance grading the seat as a director. Across the same 8 files and the same window, the median gap between the opening budget and the accepted base was $42,000. That move is smaller than the $68,000 gap between the two 2025 median bases. The files did not fully close the published gap.
4 of those 8, at listed or private-equity-backed companies with revenue above $1 billion, closed from January 2024 through September 2026 at an accepted base of $255,000 to $315,000. On the same 12 files, a head at a growth-stage or private-equity-backed company sat at $210,000 to $280,000 with a target bonus of 20 to 30 percent, and a head at a listed company around $1 billion or more sat at $240,000 to $320,000 with a target bonus of 20 to 35 percent. The hiring guide prints this series, and it also prints one blended first-head line of $220,000 to $320,000 with a target bonus of 20 to 35 percent. That line is the blended read of the two bands. It is not a third band. The 4 recent bases sit inside the listed band.
| Segment | Base | Window | What closed |
|---|---|---|---|
| First head of legal operations | 8 of 12 | 2017 through September 2026 | Median opening budget $42,000 below the accepted base |
| First head, opened on the director grade | 5 of those 8 | 2017 through September 2026 | Finance’s opening grade was director |
| First head, listed or PE, revenue above $1 billion | 4 of those 8 | January 2024 through September 2026 | Accepted base $255,000 to $315,000 |
| Titled head, scope of a manager, revenue under $250 million | 3 of 12 | 2021 through 2024 | Accepted base at or below the 2025 director median of $178,000 |
| General counsel who had audited the legal-ops grade | 36 counsel | Q1 2026 wave; audits in the prior 18 months | 22 of 36 mapped a head title to the director benchmark |
The finding that cuts the other way sits in the fourth row. Sartori & Partners data shows 3 of the 12 placements closed at an accepted base at or below the director median of $178,000. 2 of those 3 sit inside the 8 first-head files. All 3 were companies under $250 million of revenue, closed in 2021 through 2024, where the title said head and the work was a manager’s. Those offers did not move to the vice president cell. Matching them to it would have priced a workstream as an operating model. The bands in the paragraph above describe files where the person owned the operating model. They do not describe these 3.
In the Q1 2026 wave of the quarterly survey Sartori & Partners has run since 2019, 36 general counsel had commissioned a grade audit of the legal-operations seat in the prior 18 months. 22 of those 36 had mapped a head title onto the director benchmark. That is the audit error the $68,000 gap measures, counted in a different instrument from the 12 placements.
The grade audit had the head on the director band. The offer that closed used the vice president cell. Finance lost six weeks treating the title as the job.
A two-person function and a ten-person function do not share a cell
CLOC's 2025 report sizes the function. The 2026 report says lawyer headcount is not the release valve. Neither report is a salary table.
CLOC’s 2025 State of the Industry report, drawn from the 2024 Harbor Law Department Survey, puts the median legal-operations function at 5 full-time employees, unchanged since 2023. Companies under $3 billion of revenue report a median of 2. Companies from $3 billion to $15 billion report 4. Companies from $15 billion to $40 billion report 7. Companies above $40 billion report 10. Technology departments staff the function hardest, at 0.39 legal-operations employees per $1 billion of revenue. Headcount does not rename the cell. A two-person function and a seven-person function are still graded by scope.
CLOC’s 2026 State of the Industry report, released 2 March 2026 from the 2025 Harbor survey of 135 law departments with median revenue of $13 billion, found 32 percent of departments expecting attorney-headcount increases. Thirty-seven percent expected outside-counsel spend to rise, down from 58 percent a year earlier. Regulatory workload was up at 63 percent of departments and cybersecurity at 58 percent. The operator is how a flat lawyer bench still moves that work. Grading that operator as a director, because the HRIS has a director and does not have a vice president of legal operations, is how the $68,000 gap gets into the letter.
Thomson Reuters’ 2026 Legal Department Operations Report records the perception gap that makes the under-grade easy to defend. Eighty-six percent of general counsel view the department as a significant contributor to organizational objectives. Seventeen percent of other C-suite executives agree. Staffing and resourcing constraints are the top hurdle those general counsel name. The C-suite that does not see the department reaches for the director cell. The general counsel who does see it is then hiring an operating-model owner on a function-lead grade.
How to read a 2026 head of legal operations offer
Four lines decide whether the letter is the vice president cell, the director cell, or the $212,000 trap.
Line one is base. The cell year is 2025 even when the offer is dated 2026, from 1,632 respondents, data effective 1 March 2025. If the printed base is $212,000, stop. The arithmetic mean of the two 2025 median bases is $212,000. That is also the 2025 director median total cash. It is not a surveyed head salary.
Line two is the target bonus. The 2025 vice president target is 30 percent, on a median short-term incentive of $86,000, and eligibility is 100 percent. The director target is 20 percent, on a median of $35,000, and eligibility is 93 percent. Copying the director percent onto a vice president base mixes the cells. The gap between the published median total-cash figures is $73,000. Do not rebuild it by adding the base gap to the incentive gap. Total cash is its own median.
Line three is long-term incentive. Eligibility in 2025 is 71 percent at vice president and 48 percent at director. The director median amount is $50,000. The vice president amount and the vice president target percent are not reported. Median total target direct compensation is $308,000 against $220,000. The gap on that line is $88,000.
Line four is scope, and it decides the other three. Intake, e-billing, and a panel protocol are the operating model. A dashboard inside someone else’s team is the 2025 manager cell: median base $150,000, median total cash $162,000, long-term-incentive eligibility 18 percent.
- The title already in the HRIS.
- Last year’s director band, carried forward.
- A midpoint that equals director total cash.
- Outside-counsel spend, with a number.
- Intake the lawyers will actually use.
- A panel on a billing protocol.
A NYSE-listed software group in Austin hired the operating model, not the director title
Confirmed placement, inside the 12. Shortlist in 21 days. Accepted offer in week 9. The pay series for the seat is the table above, not this clock.
A NYSE-listed software group in Austin hired its first head of legal operations: a thin pool, a shortlist in 21 days, an accepted offer in week 9. That file sits inside the 12 legal-operations placements since 2017. The median on the book is a shortlist in 20 days and an accepted offer in 9 weeks. The general counsel, NYSE-listed software, Austin, put the constraint in one sentence: “Legal operations was the unglamorous brief. They did not pretend the pool was deep. Three weeks to a shortlist of people who had stood up intake and e-billing.” The file is written up as a legal operations hire at a listed software group in Austin.
The same separation belongs in the offer. Pay context for the career ladder, which does not price this seat, is the legal operations salary 2026 page. The grade gap between the 2025 director cell and the 2025 vice president cell is this page. A chief financial officer at a private-equity-backed healthcare platform described the weeks the grade costs when the two are mixed: “The grade audit had the head on the director band. The offer that closed used the vice president cell. Finance lost six weeks treating the title as the job.”
Companies pricing the seat can brief a search or talk it through before the grade is locked. The instrument is the same either way: the ACC and Empsight 2025 cells, data effective 1 March 2025, and a 12-file book that does not always close the $68,000 gap.
Legal operations was the unglamorous brief. They did not pretend the pool was deep. Three weeks to a shortlist of people who had stood up intake and e-billing.
Head of legal operations salary: direct answers
What is the head of legal operations salary in 2026?
Head of legal operations salary in 2026 is the vice president cell, not a midpoint. The ACC and Empsight 2025 Law Department Compensation Survey, data effective 1 March 2025, puts U.S. vice president of legal operations median base at $246,000 and median total cash at $285,000. Director of legal operations median base is $178,000 and median total cash is $212,000. The 90th percentile on the vice president row is not reported, because that cell has fewer than ten respondents. A 2026 self-reported update was not in the public executive summary, so these 1 March 2025 cells are the audit benchmark.
How large is the salary gap between a director of legal operations and a vice president?
The 2025 median-base gap is $68,000: $246,000 at vice president of legal operations against $178,000 at director, data effective 1 March 2025. Median total cash differs by $73,000 ($285,000 against $212,000). Median total target direct compensation differs by $88,000 ($308,000 against $220,000). Target bonus is 30 percent at vice president and 20 percent at director. These are differences of published medians across 1,632 U.S. respondents, not a median of person-level gaps.
Should a company match a head of legal operations to the director benchmark?
Only when the scope is a director's. The arithmetic mean of the two 2025 median bases is $212,000, which is also the director median total cash. An audit that splits the difference, or that copies director total cash into the base line, prices an operating-model owner at the director's cash. Use the vice president cell when the hire owns outside counsel, intake and the panel. The career ladder under that seat is on the legal operations salary 2026 page.
How does head of legal operations pay compare with a deputy general counsel or a general counsel?
Deputy general counsel median base is $280,000 on the same 2025 survey, $34,000 above vice president of legal operations. Data effective 1 March 2025. General counsel and chief legal officer median base is $330,000, which is $84,000 above, and median total cash is $410,000. The head is neither seat. Deputy pay is on the deputy general counsel salary page; general counsel pay by stage is on the general counsel salary page.
What did accepted offers on Sartori legal-operations searches actually clear?
Of 12 legal-operations placements since 2017, Sartori & Partners data shows 8 were a company's first head, counted through September 2026. 5 of those 8 opened graded as director. Across those 8, the median gap from opening budget to accepted base was $42,000. 4 first-head files at listed or private-equity-backed companies above $1 billion of revenue, closed January 2024 through September 2026, accepted $255,000 to $315,000 base. 3 of the 12 closed at or below the $178,000 director median base. In a Q1 2026 survey wave, 22 of 36 general counsel who had audited the seat in the prior 18 months had mapped a head title to the director benchmark. Median time on the book is 20 days to a shortlist and 9 weeks to an accepted offer.
How long does hiring a head of legal operations take, and what does the search cost?
Median of 12 legal-operations placements since 2017: a shortlist in 20 days and an accepted offer in 9 weeks. A NYSE-listed software group in Austin hired its first head of legal operations with a shortlist in 21 days and an accepted offer in week 9. The fee is 25 to 30 percent of total first-year compensation, with 30 percent of the fee paid as a retainer at engagement, and a six-month replacement term. The search itself is hiring a head of legal operations.
