In-house counsel salary by industry, 2026

Insurance, banking, pharma, tech, energy, and real estate do not share one lawyer wage. The table below keeps the survey month inside every figure, then separates staff payroll from named-officer pay.

The industry table, with the month in every figure.

Sort the columns if you want. The month travels with the dollar, so a sort cannot turn two survey years into one league table.

Lawyers (SOC 23-1011) employed in the industry. Wage-and-salary only. May 2025 rows are annual percentiles from the BLS public API. May 2023 rows are the published hourly median and annual mean on the OEWS industry profile. Energy is two rows because extraction and electric power are different NAICS codes.

OEWS wages exclude the self-employed and exclude equity. A lawyer employed by a holding company is classified in Management of Companies and Enterprises, not in the operating industry. In May 2023 that headquarters cell held 22,110 lawyers at an annual mean of $237,370 (Bureau of Labor Statistics, lawyers occupation profile).

We graded the replacement off the lawyer who had left. The carrier mean was the number the board would repeat, and the candidate’s current cash sat above it.

03 Read the series before the dollar

Staff payroll, a title survey, and a named-officer total are three different objects.

A company that prices a staff lawyer off a proxy total, or a named general counsel off an industry mean, is using the wrong series.

Payroll of the industryOfficer of one issuer

  1. OEWS by NAICS Every wage-and-salary lawyer the employer classifies in that industry, from the newest counsel to the general counsel if the company’s own NAICS is that industry.
  2. ACC title table Self-reported US in-house pay by job title. National. The executive summary does not print industry dollar medians.
  3. 2026 proxy Sitting general counsel who are named executive officers at the largest US-listed companies. Salary is the smaller number. Total is mostly equity.

The national lawyer median is a fourth number, and it is mostly a law-firm number. The Occupational Outlook Handbook, modified 27 August 2026, puts the May 2025 median annual wage for lawyers at $159,670. The lowest 10 percent earned less than $78,360 and the highest 10 percent earned more than $351,600. Legal services accounted for 52 percent of lawyer jobs, and the May 2025 median in legal services was $157,870. Those wage figures exclude the self-employed. About 863,700 lawyer jobs were counted in 2025, employment that does include the self-employed. None of that is an in-house industry wage.

The insurance-carrier annual mean of $186,420 in May 2025 sits $26,750 above that all-lawyer median of $159,670. The statistics differ: one is a mean inside one industry, the other is a median across all industries. The pharmaceutical manufacturing mean of $277,820 sits $118,150 above the same national median. Using $159,670 as “the” in-house number imports the law-firm midpoint into a company payroll conversation.

Base OEWS reports straight-time wages. It is the series that answers “what do lawyers on this industry’s payroll earn.”
Bonus ACC prints a target short-term incentive by title. OEWS does not. A 2026 offer that matches only the OEWS mean has not priced the bonus.
Equity The 2026 proxy total is where equity shows up. It is not a staff salary, and it is not an industry mean.
The offer Base from the right NAICS and the right month, bonus from the title, equity from whether the seat is an officer.

Pharmaceutical manufacturing paid the higher mean. The median was higher still.

These two rows can be compared. Everything else on the industry table is a May 2023 profile.

Insurance carriers (NAICS 524100) and pharmaceutical and medicine manufacturing (NAICS 325400) are the two May 2025 cells, so they can be compared with each other. The carrier row is insurer payroll. It is not agencies and brokerages (NAICS 524200), and it is not a holding company that owns an insurer. The manufacturing cell employs 400 lawyers. A relocation of one legal department can move a cell that small. Half of those lawyers earned at least the annual median of $296,550, which is $18,730 above the annual mean of $277,820, so an offer anchored on the mean sits below the midpoint.

The prior vintage of that manufacturing cell, May 2023, showed employment of 570 and an annual mean of $244,550, with the hourly median top-coded (Bureau of Labor Statistics, NAICS 325400 industry profile). The published mean is higher and the published headcount is lower. The people in the two cells are not a matched cohort. $277,820 minus $244,550 is $33,270 only as the difference between two published means.

The insurance spread is wide for a reason that matters to both readers. A counsel at the 10th percentile and a counsel at the 90th percentile are $201,290 apart ($302,820 minus $101,530) inside the same NAICS and the same month. Seniority, city, and whether the seat carries the officer title all sit inside that range. The industry mean does not pick them apart. The in-house counsel salary guide takes the next cut, by seniority and metro. This page takes the industry cut.

05 May 2023, same month

Banking, software, energy, and real estate still sit on the May 2023 profiles.

The May 2025 HTML industry pages are not published as static profiles. These five cells are the latest HTML profiles that name the lawyer row.

Credit intermediation and related activities (NAICS 5221 and 5223 only, industry code 5220A1) employed 5,540 lawyers in May 2023. The annual mean was $230,180. The hourly median was $105.83 and the hourly mean was $110.67, so the mean sits above the middle. The employment relative standard error was 3.6 percent, the tightest of these May 2023 cells. The cell is depository credit and related activities. It excludes nondepository credit and it excludes securities.

That exclusion is the banking mistake. Securities and related financial investment (NAICS 523000) employed 6,770 lawyers in May 2023 at an annual mean of $264,110. The hourly median was top-coded. A board that calls both populations “banking” will import a broker-dealer mean into a depository payroll, a difference of $33,930 between the two published annual means ($264,110 minus $230,180), same occupation, same month.

Software publishers (NAICS 513200) employed 3,620 lawyers in May 2023 at an annual mean of $217,260. The hourly median was $104.86 and the hourly mean was $104.45, so a long right tail is not pulling the cell. The employment relative standard error was 12.7 percent. The cell is publishers, not cloud hosting and not the whole technology sector.

Energy is two payrolls. Oil and gas extraction (NAICS 211100) employed 370 lawyers in May 2023 at an annual mean of $225,780. The hourly median and the hourly mean were both $108.55. Employment relative standard error was 10.0 percent. The count is small because it is the operator’s own payroll, not oilfield services and not the parent holding company. Electric power generation, transmission and distribution (NAICS 221100) employed 980 lawyers at an annual mean of $213,590. The hourly median was $104.23 and the hourly mean was $102.69. A single “energy average” would hide a $12,190 gap between those two May 2023 means ($225,780 minus $213,590).

Real estate (NAICS 531000) employed 3,650 lawyers in May 2023 at an annual mean of $216,260. The hourly median was $89.13 and the hourly mean was $103.97, so the mean sits above a typical seat. The employment relative standard error was 8.9 percent.

Annual mean wage, lawyers, May 2023 only. Securities is shown as a neighbor, not as the banking row. Headquarters counsel (Management of Companies) are omitted here because they are not one of the six industries; their May 2023 annual mean was $237,370.

06 2026 proxy season

Named general counsel pay reverses the staff-salary story in technology.

Technology is the reversal. The median salary, $570k, is $166k below the energy-and-resources median salary of $736k, and it is $10k above the real-estate median salary of $560k, the lowest published sector salary median in the set. The technology median total, $5.79m, is second only to financials at $6.66m. Equity is doing the work in the technology package. Energy and healthcare pay more salary. A staff wage and a named-officer total describe different jobs.

Stage still sets the general counsel’s own cash, separate from industry. For 2026, a Series B–C first general counsel is $240k–$340k base with a 20–40 percent bonus. Growth-stage and pre-IPO is $300k–$420k base with a 30–60 percent bonus. A PE-backed portfolio general counsel is $280k–$420k base with a 25–50 percent bonus. Mid-cap listed is $450k–$650k base with a 60–100 percent bonus. Large-cap listed base is $650k–$1.1m. Deputy general counsel and head of legal sit at $220k–$380k base. The $4.76m median total is proxy-disclosed total compensation. It does not belong in the base column.

07 National titles, 1 March 2025

The in-house title survey does not price these six industries in dollars.

Association of Corporate Counsel and Empsight, 1,632 US respondents. Use it for the title stack and for who says they will move. Do not read a bar chart that has no printed dollars as a wage.

The 2025 Law Department Compensation Survey, data effective 1 March 2025, reports national medians by title. A general counsel who is the company’s only lawyer had a median base of $234,000, median total cash of $255,000, and median total target direct compensation of $280,000, with a short-term incentive target of 20 percent. A general counsel or chief legal officer had a median base of $330,000, median total cash of $410,000, and median total target direct compensation of $503,000, with a short-term incentive target of 35 percent. Long-term incentives were available to 63 percent of that title, at a median target of 40 percent.

Down the stack, still national and still 1 March 2025: deputy general counsel median base $280,000 and median total cash $368,000, target bonus 30 percent. Associate general counsel median base $245,000 and median total cash $294,000. Managing attorney median base $239,000. Expert attorney median base $227,000. Senior attorney median base $201,000 and median total cash $228,000. Attorney median base $148,000 and median total cash $160,000. Company size moves these faster than the title label. At companies with revenue of $5 billion or more, the general counsel and chief legal officer median base was 44 percent higher than at companies under $1 billion, and total target direct compensation was 173 percent higher, with the large-company median above $1 million. Associate general counsel base was 36 percent higher and total target direct compensation 75 percent higher.

Asked about the coming year, the share responding very likely or likely to change jobs was 5 percent in insurance (2 percent very likely and 3 percent likely), 14 percent in oil and gas (7 and 7), 15 percent in real estate (4 and 11), 18 percent in financial services (7 and 11), 21 percent in technology (10 and 11), and 22 percent in pharmaceutical and medical devices (10 and 12). Across all respondents, 28 percent had changed jobs in the prior two years, up from 25 percent in the 2024 survey. The average merit increase, for people who were not promoted, was 3.5 percent. Reported hours per week were 47.8 in oil and gas, 47.8 in pharmaceutical and medical devices, 47.2 in technology, 46.6 in insurance, 46.6 in real estate, and 45.7 in financial services.

The participant mix is a warning about sample size, not a wage. Technology was 16 percent of respondents, financial services 10 percent, insurance 6 percent, pharmaceutical and medical devices 4 percent, oil and gas 3 percent, and real estate 3 percent. Thirty-five percent of respondents worked at companies with $5 billion or more in revenue. An industry with 3 percent of 1,632 people is about 49 respondents before any title split. That is why this page does not invent an insurance or pharma dollar from the ACC industry chart.

08 Accepted offers

What cleared in these industries from January 2024 to September 2026.

Senior-counsel acceptances are one count. Banking deputy general counsel and heads of legal are a second count, inside the deputy tally, not inside the 33.

From January 2024 to September 2026 Sartori closed 33 senior-counsel offers in insurance, pharmaceutical manufacturing, technology, energy, and real estate. That 33 sits inside 87 senior and specialist in-house counsel placed since 2017, itself inside 400+ placements (230+ in-house). The split:

  • Technology, 9 offers, median base $275,000. Equity was in the package on 7 of the 9.
  • Insurance, 8 offers, median base $228,000. The gap versus the technology median is $47,000.
  • Pharmaceutical manufacturing, 6 offers, median base $305,000. Highest senior-counsel median of the five.
  • Energy, oil-and-gas operators and electric utilities combined, 5 offers, median base $262,000.
  • Real estate, 5 offers, median base $215,000. Lowest of the five. 3 of the 5 had no equity.

Banking is not in that 33. Deputy general counsel and head of legal at depository credit institutions, not at broker-dealers, accounted for 6 accepted offers in the same window, inside 47 deputy general counsel and heads of legal since 2017. The median base was $310,000 and the target bonus was 30 percent. That base sits inside the firm’s 2026 deputy band of $220k–$380k. The 30 percent target matches the national ACC deputy general counsel short-term incentive target effective 1 March 2025. The match is a coincidence of two series, not a reason to treat the ACC national median base of $280,000 as the banking offer. The banking median base in this window was $30,000 above that national deputy median.

Set the senior-counsel medians next to the national ACC senior-attorney median base of $201,000, effective 1 March 2025, and the distance is the point of an industry cut. The insurance median of $228,000 is $27,000 above that national senior-attorney median. The technology median of $275,000 sits above the national managing-attorney median base of $239,000 and just under the national division-general-counsel median base of $279,000. The pharmaceutical median of $305,000 sits above that division-general-counsel base and below the national general counsel and chief legal officer median base of $330,000. The real-estate median of $215,000 sits between the senior-attorney median and the expert-attorney median base of $227,000. ACC did not publish those comparisons. They are the national title table read against this window’s acceptances.

One result does not flatter the search. Of 18 pharmaceutical and energy senior-counsel processes opened from January 2024 to September 2026, 7 ended with no offer because the company’s base was more than 12 percent under the candidate’s current cash. The other 11 are the 6 pharmaceutical acceptances and the 5 energy acceptances. A base imported from a different industry, or a May 2023 mean used as a 2026 officer salary, is what stopped those searches.

The Hartford insurance search is the other uncomfortable fact. A mutual insurance group hired a senior regulatory counsel at a $228,000 base, the insurance median of this window, and the accepted offer landed in week 14. The firm’s senior-counsel median, across industries since 2017, is 8 weeks to an accepted offer and 18 days to a shortlist. Fourteen weeks is slower than that median. The regulatory seat took the extra time because the cash had to be rebuilt after the board opened on the incumbent’s old base. General counsel searches are a different clock: 24 days to a shortlist and 11 weeks median to an accepted offer, range 8 to 16, across 52 general counsel and chief legal officer searches since 2017. Offer acceptance on the firm’s searches is 96 percent. Retention is 97 percent at 12 months and 91 percent at 24 months. The replacement window is 12 months for a general counsel, chief legal officer, or chief compliance officer, and 6 months for other roles.

A privately held real estate owner lost 2 finalists before the base moved. That search is inside the real-estate count above, not a second sample. The quote above is the chief human resources officer: the board had priced the counsel seat against a property-manager band.

Ask which series the number came from before you treat it as your market.

An OEWS industry mean is everyone coded as a lawyer on that payroll. In real estate the May 2023 hourly median is $89.13 against an hourly mean of $103.97, so the annual mean of $216,260 sits above the middle. Ask whether the offer is base only. The ACC senior-attorney median total cash, effective 1 March 2025, is $228,000 against a median base of $201,000. A base that matches a mean, and a bonus of zero, is a different package.

A 2026 proxy total is a named executive’s year, mostly equity. Technology’s $5.79m median total (n=48) is not a senior-counsel base. The salary median in that sector, $570k, is still the officer. Compare a senior-counsel offer with the senior-counsel medians above, base with base, and then ask what bonus and equity are actually in the letter.

Price the NAICS you actually employ people in, then the title, then whether the seat is an officer.

Use the row whose month you can say out loud. Do not put the securities mean of $264,110 on a depository payroll. Do not price an electric utility off the oil-and-gas row. In real estate, the May 2023 hourly median of $89.13 is the midpoint.

Then leave the mean. A large-cap listed general counsel is a $650k–$1.1m base in the 2026 bands, before any proxy total. A deputy or head of legal is $220k–$380k base. The search is retained. The fee is 25–30 percent of the hire’s total first-year compensation. Thirty percent of that fee is paid at engagement and kept if the search is canceled. In-house counsel salary by industry: questions

What is in house counsel salary by industry in 2026?

$186,420 was the May 2025 annual mean for lawyers employed by insurance carriers, against $277,820 in pharmaceutical manufacturing the same month. Those two cells are the current OEWS industry means. Credit intermediation, software publishers, oil and gas extraction, electric power, and real estate are published on the May 2023 industry profiles, at annual means of $230,180, $217,260, $225,780, $213,590, and $216,260. A May 2023 mean is not a rank against a May 2025 mean.

How large is the May 2025 gap between pharmaceutical manufacturing and insurance carriers?

$91,400 separates the two May 2025 annual means: $277,820 at pharmaceutical and medicine manufacturing and $186,420 at insurance carriers. The pharmaceutical median is $296,550, which is $18,730 above that mean, on employment of 400. The insurance median is $168,620 on employment of 12,060. Both figures are BLS OEWS, SOC 23-1011, wage-and-salary workers.

What did credit-intermediation lawyers earn in the May 2023 OEWS?

$230,180 was the May 2023 annual mean for 5,540 lawyers in credit intermediation (NAICS 5221 and 5223 only). The hourly median was $105.83 and the hourly mean was $110.67. That cell excludes securities firms, where the May 2023 lawyer annual mean was $264,110 on employment of 6,770. It also excludes nondepository credit (NAICS 5222).

What is the 2026 proxy median salary for a technology general counsel who is a named executive?

$570k was the median salary, and $5.79m the median total, for 48 technology general counsel in the 2026 proxy season. Energy and resources paid a higher median salary, $736k, on a lower median total of $5.19m (n=14). Financials paid the highest median total, $6.66m (n=23), with a median salary of $730k. These are named-officer packages, mostly equity, not staff payroll.

How many senior-counsel offers did Sartori close across these industries from January 2024 to September 2026?

33 senior-counsel offers were accepted from January 2024 to September 2026, with a technology median base of $275,000 and an insurance median base of $228,000. The pharmaceutical median base was $305,000 (n=6), energy $262,000 (n=5), and real estate $215,000 (n=5). A separate banking cell, deputy general counsel and head of legal, was 6 accepted offers at a median base of $310,000. To price a live seat, talk to Sartori.

What share of pharmaceutical and energy senior-counsel processes stalled before an offer?

7 of 18 pharmaceutical and energy senior-counsel processes opened from January 2024 to September 2026 closed with no offer. In each stalled search the company's base sat more than 12 percent under the candidate's current cash. The other 11 became the 6 pharmaceutical and 5 energy acceptances in that window. The firm's senior-counsel median, across all industries since 2017, is 8 weeks to an accepted offer and 18 days to a shortlist.
