Salary · Luxembourg in-house
In-House Counsel Salary in Luxembourg 2026: the June index moved every contract.
A dated euro figure first, then the dollar conversion. Luxembourg does not print a counsel census. What it did print, on 1 June 2026, was a 2.5 percent rise in every salary.
Every Luxembourg gross rose 2.5 percent on 1 June 2026.
Sartori maps 2,500 lawyers in Luxembourg. That file records title and employer. It does not record cash. A company asking what 2026 counsel pay actually did is asking what the wage index did to a contract it already had.
Annual contribution ceiling from 1 June 2026: EUR 166,279.56, twelve times the monthly maximum of EUR 13,856.63. EUR 1 million of payroll funds 6.01 years at that ceiling. Long-term care insurance is outside the cap. Guichet.lu ↗

A legal counsel salary Luxembourg figure is the June payroll, then the dollar conversion.
The table is the public record. Local currency first, dollars at the ECB reference rate of 6 October 2026, then what the number actually measures. A counsel band that no statute prints is kept out of this table.
There is no published 2026 average for in-house counsel in Luxembourg that survives a source check. What can be dated, converted and divided is the wage index, the social minimum, and the contribution ceiling. STATEC’s Statnews No. 19, dated 29 May 2026, set the application level at 992.24 from 1 June 2026, up from 968.04, a 2.5 percent rise in salaries, wages and pensions. Provisional inflation on the national consumer price index was 2.3 percent for May 2026. The National Pension Insurance Fund confirmed the same move that day.
The European Central Bank’s reference rate on 6 October 2026 was EUR 1 = USD 1.1269. Dollar columns use that rate, half-up to the nearest dollar. Billion totals use one decimal. The ECB states that reference rates are for information and are not necessarily dealing rates.

Unskilled annual minimum
EUR 33,255.96, twelve times EUR 2,771.33. Shown rounded on the marker only.
Guichet.lu, 4 June 2026 ↗The ceiling is the bend a counsel package hits. At EUR 13,856.63 a month, USD 15,615, pension and the other capped schemes stop on the excess. Long-term care, on the same Guichet.lu table, has no ceiling. Wages above the annual cap of EUR 166,279.56 are still wages. They are not pensionable on the capped schemes.
On EUR 1 million of annual gross, the 2.5 percent tranche is EUR 25,000, which is USD 28,173 at the 6 October rate. A budget written in January on the old index of 968.04 was short that amount from the June payroll onward.
The cohort that records counsel gross is Sartori’s, not the state’s. Across 250 structured interviews with Luxembourg in-house counsel and heads of legal over the 24 months ending September 2026, three slices reported a gross base. Those reads are not a CSSF statistic.
| Slice of the cohort | Base, EUR | Base, USD | What else sits on it |
|---|---|---|---|
| Junior company counsel, 0–3 years. 36 of 250. | €85,000–€110,000 | $95,787–$123,959 | Base only. The June index applies on top of whatever the contract already said. |
| Funds or management-company counsel, 4–7 years. 78 of 250. | €120,000–€165,000 | $135,228–$185,939 | The upper end crosses the annual contribution ceiling of EUR 166,279.56. |
| General counsel or head of legal, bank or management company. 41 of 250. | €200,000–€320,000 | $225,380–$360,608 | Bonus of 20–40 percent of base, where a bonus was reported. Not equity. |
The three slices sum to 155 of the 250 interviews. The rest were compliance, corporate and specialist seats that did not cluster into a band. A 2.5 percent June lift on the junior floor of EUR 85,000 is EUR 2,125 a year, USD 2,395. On a general-counsel base of EUR 320,000, it is EUR 8,000 a year, USD 9,015.
A company that budgeted 2026 payroll in January was short 2.5 percent from the June payroll onward.
The employer is a company, a manager or a bank. The Bar is not the payroll.
The 2026 Luxembourg counsel seat is an in-house job. Law firms sit on the panel. They do not employ this thesis.
Management companies
Authorized investment fund managers employed 7,745 people in Luxembourg at 30 June 2026. The counsel seat sits on that payroll: delegation, liquidity tools, and the loan-origination rules that apply from 16 April 2026.
Banks
118 banks at 31 August 2026, 48 of them branches, with 26,575 employees at 30 June 2026. Counsel here is a bank employee, not a Tableau avocat.
Companies outside the CSSF perimeter
Holding companies and industrial groups hire the same employee status, the same 2.5 percent index on 1 June 2026, and the same contribution ceiling.
The CSSF’s financial-center sheet dated 17 September 2026 puts 7,745 people at authorized investment fund managers and 26,575 at banks, both as at 30 June 2026. Banks’ combined balance sheet that day was EUR 1,027.6 billion (USD 1,158.0 billion). Profit before provisions and taxes for the half-year was EUR 5.3 billion (USD 5.97 billion). Banks numbered 118 at 31 August 2026, of which 48 were branches. Part I funds under the 2010 law numbered 1,492 at 31 July 2026. These are employer censuses, not a count of people titled counsel.
Financial-center employment inside Luxembourg, excluding branches abroad, was 52,185 at 30 June 2026. Including those branches the total is 61,732. The bank-employment note published the same week says the series includes transfers between the financial sector and the rest of the economy. A higher stock is not, by itself, a hiring boom.
Cash is statutoryCash is negotiated
- The index and the minimum Every Luxembourg salary moves on the same day, by the same percentage. A counsel contract does not opt out.
- The contribution ceiling Pension and most other schemes stop at a monthly maximum. Long-term care does not. Pay above the line is still wages.
- The board’s number Bonus, a 13th month, a benefit in kind. None of that is in the Guichet table. It is the offer.
A 2026 budget that ignored the 2.5 percent tranche STATEC announced on 29 May was already short on 1 June.
- Separate the floor from the offer. EUR 2,771.33 and EUR 13,856.63 are statutory. They do not price a funds counsel or a general counsel.
- Read the census as a census. 7,745 people at fund managers and 26,575 at banks are not open counsel seats.
- Price an employee, not an avocat. The Bar’s 3,405 members are in independent practice. Put the June index on the employment contract.
- Fee, if you retain a search. Sartori is retained only. The fee is 25–30 percent of first-year total compensation. Thirty percent of that fee is paid at engagement and kept if the search is cancelled. Replacement cover is 12 months for a general counsel, chief legal officer or chief compliance officer, and 6 months for other in-house seats.
Gross rose 2.5 percent on 1 June 2026 whether or not the employer changed. The negotiation is everything above that tranche.
- Name the instrument. Base, bonus, a 13th month, and whether long-term care is the only contribution still running above the ceiling.
- The Tableau is a different job. An avocat practices independently. An employment contract at a manager or a bank does not keep that status. Advice the statute reserves to an avocat stays outside.
- The ceiling is not a pay cap. EUR 166,279.56 a year is where pension contributions stop. A higher gross is still wages, and it is not fully pensionable.
The Bar’s 3,405 avocats are not the in-house payroll. The company hires an employee the Tableau does not list.
Leaving the Bar changes the legal status. The index does not change with it.
A lateral move in this city is a change of status before it is a change of cash. The June tranche hits both sides of the move.
The European e-Justice Portal, last updated 20 April 2023, describes a Luxembourg lawyer as a member of an independent liberal profession under the amended Act of 10 August 1991, and required to be on a bar register in order to practice. On that account, lawyers alone give legal advice regularly for remuneration and draft private acts for others. The 3,405 people on the Tableau at 16 January 2025, in the Bar’s February 2026 report, are that practicing profession. The counsel a manager puts on its own books is an employee. A line that says “draft the offering document as our avocat” describes a job the employment contract does not create.
Cash changes shape. The index does not. A law-firm salary and a company salary, when Luxembourg employment law governs the contract, both took 2.5 percent on 1 June 2026. STATEC’s bulletin covers salaries, wages and pensions. The negotiation that is actually different is bonus, title, and whether a private-practice associate conversation has been mistaken for a published number.
Of the 41 general counsel and heads of legal in the cohort, 9 said their 2026 base moved only by that statutory index. For those 9, there was no second raise.
Status changesCash may not
- Avocat on the Tableau Independent practice and bar registration. Not an employment contract with the client.
- Employed counsel Company payroll, wage index, contribution ceiling. Work that needs an avocat stays outside.
- Named function A conducting-officer brief at a manager or a bank is still an employment contract. The salary sits on that contract.
- The June tranche Hits staff on both sides of the move on the same morning. It is not a signing bonus.
Assets rose. The number of funds fell. The counsel seat did not get easier.
A shorter list of vehicles, a larger book, and a manager rulebook that applied from 16 April 2026.
The CSSF’s quarterly table, published 28 July 2026, puts net assets of supervised undertakings at EUR 6,731.3 billion on 30 June 2026 (USD 7,585.5 billion). In December 2025 the same series was EUR 6,199.4 billion across 3,036 undertakings. By June, assets were higher by EUR 531.9 billion, 8.6 percent, and undertakings were fewer by 68, 2.2 percent, at 2,968. Fund units stood at 13,268, down from 13,319 in December 2025. The counsel is not being hired because the vehicle count grew.
Set next to the 7,745 people at authorized fund managers, EUR 6,731.3 billion is about EUR 869 million of supervised fund assets per manager employee. The series are different populations: not every supervised fund is managed in Luxembourg, and managers also run vehicles outside that table. The ratio is a scale check. It is not a salary.
Directive (EU) 2024/927 amends the manager and UCITS directives on delegation, liquidity tools, reporting, depositaries and loan origination. Member States apply those measures from 16 April 2026, and the enhanced reporting from 16 April 2027. Elvinger Hoss reported on 10 March 2026 that Luxembourg’s law of 3 March 2026, published on 9 March, follows that calendar without gold-plating. For a management company’s counsel, 2026 is the year the policies and the loan-origination limits have to match the text. The vehicle count, by itself, does not explain a raise.
A gross last written before June 2026 has already taken this index, then whatever the employer added on purpose. Treating the statutory lift as a discretionary raise is how a January budget misses June.
Price the index first. Then run the search on the Luxembourg clock.
The firm-wide general-counsel clock and the Luxembourg in-house clock are not the same number. Using the shorter one to brief this city is how files slip.
Sartori has placed more than 230 in-house lawyers since 2017. Firm-wide, a general-counsel or chief legal officer search reaches a shortlist in 24 days and an accepted offer in a median of 11 weeks, range 8 to 16. Acceptance on those searches is 96 percent. Retention is 97 percent at 12 months and 91 percent at 24 months. The guarantee is 12 months for a general counsel, chief legal officer or chief compliance officer, and 6 months for other in-house searches. That clock is not a Luxembourg average.
On the Luxembourg in-house line the clock is slower. Sartori has worked this market for 5 years and closed 12 in-house searches over the trailing three years, at a 93 percent completion rate. The typical range is 4 to 7 months. Median time from offer to signature is 15 working days. Counter-offers appeared in 27 percent of those processes. 3 of the 12 ran past seven months. The miss is a brief priced on a private-practice scale nobody can show, or a base that ignored the June index.
One file inside that set: a CSSF-authorized management company in Luxembourg hired a senior funds counsel. The shortlist was out on day 22. The accepted offer was in week 19. The gross was rewritten after 1 June so the statutory tranche was inside the number rather than a surprise on the first payroll. The counsel was not on the Tableau, and the offering documents stayed with outside counsel.
The package we first wrote matched a private-practice associate conversation we could not document. The counsel we hired had already carried a CSSF file. We reset the gross after the June index, and the offer was accepted.
Legal counsel salary in Luxembourg: common questions
What is a legal counsel salary Luxembourg figure in 2026?
It is a company gross that rose 2.5 percent on 1 June 2026, when STATEC moved the wage-index level to 992.24. There is no official census of in-house counsel pay. Across 250 structured interviews, a 4-to-7-year funds counsel gross base sits at EUR 120,000–165,000, and a general counsel or head of legal at a bank or management company at EUR 200,000–320,000 before a 20–40 percent bonus. Dollars use the ECB rate of 6 October 2026, EUR 1 = USD 1.1269.
How many years of the contribution ceiling does EUR 1 million buy?
EUR 1 million buys 6.01 years of one person paid at the annual ceiling of EUR 166,279.56. The same million buys 25.06 years at the skilled social minimum of EUR 39,907.08, or 30.07 years at the unskilled annual of EUR 33,255.96. Those are statutory floors and a contribution bend, from Guichet.lu as at 1 June 2026. They are not a counsel offer.
Who employs in-house counsel in Luxembourg?
Authorized fund managers employed 7,745 people and banks employed 26,575, both at 30 June 2026. The CSSF’s September 2026 financial-center sheet puts employment inside Luxembourg, excluding foreign branches, at 52,185. The Bar’s 3,405 avocats, counted on 16 January 2025, are a different population.
Can an in-house counsel in Luxembourg remain an avocat?
The European e-Justice Portal, updated 20 April 2023, calls the avocat an independent liberal profession under the Act of 10 August 1991. The Bar counted 3,405 members on 16 January 2025. A company employee is not that register. Work the statute reserves to an avocat stays with outside counsel.
How long does a Luxembourg in-house counsel search take to close?
Sartori’s Luxembourg in-house line typically runs 4 to 7 months, with a median of 15 working days from offer to signature. Of 12 closed searches over three years, 3 ran past seven months, and completion on the line is 93 percent. Counter-offers landed on 27 percent of those processes. Firm-wide, a general-counsel search reaches a shortlist in 24 days and an accepted offer in a median of 11 weeks. Luxembourg in-house files run longer than that GC clock.
What does a move from a Luxembourg law firm to a company change in the paycheck?
The 1 June 2026 tranche added 2.5 percent to every Luxembourg gross, including a cross-border contract governed by Luxembourg law, whether or not the firm and the company were negotiating. Above EUR 13,856.63 a month, pension and most other contributions stop; long-term care does not. Sartori’s fee, if the company then runs a retained search, is 25–30 percent of first-year total compensation, with 30 percent of that fee paid at engagement.
