In-house counsel salary in Riyadh 2026: the stack, not a scale.
No ministry, regulator, or exchange prints a 2026 seniority table for counsel on a Riyadh payroll. The number a company can defend is the wage in the contract, plus GOSI, plus the end-of-service award that wage creates.
The offer moves when the base will not print.
Across 250 structured interviews with Dubai in-house counsel and heads of legal, a Riyadh offer closed when housing was named as wage. PayScale's 27 January 2026 Legal Advisor median is SAR 132,000 on 11 profiles. That print is not the offer.
Saudi employer, all three GOSI branches, on a contributory wage at the SAR 45,000 monthly cap: SAR 63,450 a year. Annuities 9 percent, SANED 0.75 percent, occupational hazards 2 percent. The FAQ still prints those rates. GOSI contributor FAQ ↗

What in house counsel salary Riyadh actually funds
A company that asks for a 2026 scale is asking for a document the market does not produce. The prints that do exist measure a self-reported title, an economy-wide mean, a Saudization counting wage, and a contribution cap.
PayScale’s page titled “Legal Advisor Salary in Saudi Arabia in 2026,” updated 27 January 2026, shows an average base and a median base of SAR 132,000 on 11 salary profiles. At the Saudi Central Bank print of 3.750000 riyals per dollar on 6 October 2026, that median is USD 35,200. The same page’s mid-career band, 5 to 9 years, shows an average total of SAR 261,476 on 7 salaries. Eleven profiles cannot be cut into a Riyadh counsel cell, a senior-counsel cell, and a general-counsel cell. We do not cut them.
Two official wages sit under that median and are easy to misuse. The General Authority for Statistics average monthly wage was SAR 5,835 in the first quarter of 2026, an economy-wide mean for paid employees, carried by Trading Economics. Times twelve, that is SAR 70,020, or USD 18,672. Ministerial Resolution No. 212607 sets SAR 5,500 a month as a wage at which a Saudi bachelor-holder counts toward Saudization. Times twelve, that is SAR 66,000, or USD 17,600. The PayScale median is exactly twice that annualized counting wage. Twice a counting wage is still not a counsel salary. GOSI’s own annuities floor, SAR 1,500 a month, is a third and lower number. A payroll team that treats any of the three as the offer has mixed a gate, a national mean, and a contribution minimum.
| Instrument | SAR / year | USD | What the number measures | Dated |
|---|---|---|---|---|
| PayScale Legal Advisor median base | 132,000 | 35,200 | Kingdom-wide self-reported base. Average equals the median. 11 profiles. Not a Riyadh seniority cell. | 27 Jan 2026 |
| PayScale mid-career average total | 261,476 | — | Average total compensation, 5–9 years, on 7 salaries inside the same page. Not an offer. | 27 Jan 2026 |
| GASTAT mean wage, annualized | 70,020 | 18,672 | SAR 5,835 a month in Q1 2026, times 12. Economy-wide paid employees. Not legal services. | Q1 2026 |
| Saudization counting wage, annualized | 66,000 | 17,600 | SAR 5,500 a month under MHRSD Resolution 212607. A Saudi bachelor counts toward the ratio at this wage. Not a counsel salary, and not the GOSI annuities floor of SAR 1,500. | Resolution 212607 |
| GOSI contributory-wage cap, annualized | 540,000 | 144,000 | SAR 45,000 a month is the maximum wage GOSI charges. Basic plus housing. Cash above the cap does not raise the contribution. | GOSI FAQ |
Annualized rows are the monthly official figure times 12. The PayScale median divides by 3.75 without a remainder. The mid-career total does not, so it stays in riyals. Sources are in the ledger.

11-profile Legal Advisor sample. Not a monthly wage and not a counsel floor.
PayScale, 27 January 2026 ↗The associate lockstep this city also does not publish is a separate page. A Dubai cash median sits on the Dubai in-house salary page. Neither number is converted into a Riyadh counsel band here.
A Kingdom-wide median on 11 profiles is a title sample. It is not a Riyadh counsel scale.
Four payrolls hire the counsel. None of them prints the cash.
The buyer is a company. A Riyadh law office may bid for the same person. It does not employ this seat, and it does not publish this seat's wage.
Regional headquarters
Legal now sits on a Riyadh org chart because the headquarters does. The package is a payroll seat with a wage definition, not a coverage memo from another Gulf city.
Capital-market institutions
The Capital Market Authority licenses the institutions. Their legal seats are employees of the institution. None of those licenses prints a counsel salary.
Giga-project companies
Portfolio companies around the Public Investment Fund hire counsel onto a project payroll. The award and the contribution follow the wage in the contract.
Tadawul issuers
A listed energy, bank, or industrial group hires a head of legal or a senior counsel. The exchange prints market capitalization. It does not print the counsel's cash.
9 of the 15 closed Gulf in-house files reported to a Riyadh payroll: a regional headquarters, a giga-project company, or a capital-market institution. The other 6 did not. Who is opening the requisition in the wider market, and which statute puts the file in the Kingdom, is the Riyadh legal market note. The wage those 9 files had to define before anyone signed is the payroll question.
Tadawul prints the market. The Saudi Central Bank prints the peg. The Capital Market Authority prints licenses. The Public Investment Fund prints assets and revenue in its own releases. None of those pages carries a line labeled counsel. A remuneration committee that arrives with a spreadsheet of those institutional numbers still does not have a salary. It has proof that the employer can pay. The amount is still the contract.
Wage undefinedWage in the contract
- Headline riyal One number in the offer letter. Allowances named later, or not named. The award and the contribution have nothing agreed to grip.
- Side letter Housing or school fees promised beside the contract. A lender and a labor office can both decline to treat the letter as wage.
- Housing inside the wage Basic plus housing is the contributory wage, up to the cap, and it is the last wage the end-of-service award uses. The committee can see both.
- Cash above the cap Riyals past the monthly contribution ceiling still count in the award if the contract calls them wage. They do not raise GOSI.
GOSI, the award, and a wage that is not taxed.
Three statutory pieces sit on every Riyadh payroll. The rates below are the ones GOSI and the Ministry still print. They are not a counsel survey.
GOSI’s contributor FAQ, read 7 October 2026, prices three branches. The Annuities Branch is 18 percent of the contributory wage, 9 percent from the employer and 9 percent from the Saudi contributor. SANED, the unemployment branch, is 0.75 percent from each side. Occupational hazards are 2 percent, paid only by the employer, for workers of any nationality. The registration page defines the annuities base as the basic wage plus the housing allowance. The maximum contributory wage is SAR 45,000 a month. An expatriate is outside the annuities and SANED branches. The employer’s entire GOSI line for that hire is the 2 percent hazards charge.
At the cap, the Saudi employer’s year is the sum of those branches: annuities SAR 48,600, SANED SAR 4,050, hazards SAR 10,800. The hazards slice is also the whole expatriate employer line for a year at the cap. The Saudi contributor deducts SAR 52,650 a year at the same cap, which is the same riyal amount as the extra the employer pays to move from an expatriate line to a full Saudi line. The FAQ, read 7 October 2026, still prints 9 percent. A payroll team should use that printed rate until GOSI publishes a different one, and should re-read the FAQ before the offer goes out.
The end-of-service award is a separate debt. The Ministry of Human Resources states it as half a month of wage for each of the first five years and a full month for each year after that, on the last wage, with a fraction of a year in proportion. Wage, in that article, is the basic wage plus the other increases the contract sets for the work. Five years is therefore 2.5 months of last wage. If that last wage equals the GOSI cap, the award is SAR 112,500, or USD 30,000 at 3.75. Counsel are not paid the cap. The arithmetic shows the accrual a committee creates when it sets a wage, and the accrual it erases when it parks housing outside the contract.
Resignation changes the fraction, not the definition of wage. The Ministry’s English article gives no award if service on resignation is under two years, one third from two years up to five, and two thirds when service is above five and under ten. The Ministry’s Arabic explainer of 16 August 2023 states the full award once service reaches ten years. PwC’s individual tax summary, last reviewed 29 July 2026, records no Saudi tax on earnings that come only from employment, so the award is not an income-tax event for the counsel. It is still a cash event for the company.
| Piece | Saudi counsel | Expatriate counsel | Who writes the check |

| Occupational hazards | Employer, 2 percent | Employer, 2 percent | Employer only |
| End-of-service award | On the last wage | On the last wage | Employer at exit |
| Housing in a side letter | Not contributory wage | Not contributory wage | The letter, if anyone honors it |
The number I can take to the committee is the one that still holds after housing is inside the wage. A single riyal figure copied from another Gulf city does not.
Housing inside the wage is the term that moves the candidate.
The cohort did not describe a missing scale. It described offers that named a riyal figure and left the wage undefined.
Of 54 senior legal counsel in that cohort who had received a written Riyadh offer over an 18-month window, 33 said the term that moved them was whether housing sat inside the wage, not the headline riyal. Of those 33, 11 declined because the allowance sat in a side letter a mortgage lender would not treat as wage. The 54 are senior counsel, not heads of legal, so they are not the Kingdom-file cut on the market note. 11 declines inside 33 written offers is the part of the story that does not flatter a clean “add a housing line” fix. The line was there. It was in the wrong document.
A general counsel at a giga-project company in Riyadh put the same point on the employer’s side of the table. The committee can defend a wage. It cannot defend a net figure pasted across from another city and then split, after the candidate has a bank letter in hand, into basic, housing, and a residual. The rewrite costs the process its median. It does not cost the market a new survey.
Your exposure is a wage definition, a GOSI branch, and an award. A PayScale median of SAR 132,000 does not staff any of the three.
- Write housing into the wage. Basic plus housing is what GOSI and the award both read, up to the monthly cap. A side letter is a promise with a weaker audience.
- Separate the two GOSI lines. At the cap the employer’s hazards-only year is the expatriate line. The Saudi line adds annuities and SANED on both sides of the payroll.
- Match the GOSI registration. The contributor FAQ still prints 9 percent annuities. Confirm that rate on the registration before the offer goes out.
- Leave the associate bid aside. Matching a law-office package without defining wage buys a conversation with a firm, not a signed employment contract.
Your take-home is the wage minus any Saudi contributor deduction. There is no employment income tax to add back, and a side letter is not the award.
- Ask which riyals are wage. Housing, transport, and a fixed monthly amount the contract names all feed the last-wage calculation. A discretionary bonus does not, if the contract says so.
- Name your GOSI branch. A Saudi registration deducts annuities and SANED. An expatriate registration does not. The employer still owes hazards either way.
- Check the resignation cut. Under two years the Ministry’s article pays none on resignation. The full accrual is a termination case, or a long service case.
- Ignore the title sample. The Legal Advisor median is a Kingdom-wide sample on 11 profiles. Your offer is one contract in Riyadh.
The files that signed had already defined the wage.
Sartori's Gulf in-house desk typically closes in a band of months, not a week. The offer-to-acceptance clock is shorter, and it slips when the first offer is a single riyal figure.
The desk has worked Gulf in-house search for 5 years. Of 15 closed searches over three years, completion is 93 percent. Counter-offers landed on 31 percent of the line. The median from offer to acceptance is 16 working days. The typical search runs 4 to 7 months. Those are the line figures. They are not a promise that a license, a residence, or a wage rewrite will fit inside the short end of the band.
Of the 9 Riyadh-reporting files inside those 15, 7 closed only after housing was written into the contract as wage. Median offer-to-acceptance on those 7 was 11 working days. The other 2 left the desk as a single SAR number, housing still in a side letter. Both closed, after a rewrite. Their median was 28 working days. The rewrite is the finding that cuts against us. The first offer was ours, and it was the offer the lender would not use.
Separately, inside the 230+ in-house placements since 2017, a Tadawul-listed energy company in Riyadh hired a cross-border head of legal, with London and Houston coverage, in 10 weeks. That file is not one of the 15. The head of talent described the search as a mapping problem first: people who had built a sanctions desk, including people who were not in the Kingdom. The wage still had to be a wage. Those 10 weeks are one closed file, not the Gulf desk’s typical band.
The search is retained. The fee is 25 to 30 percent of the hire’s total first-year compensation, and 30 percent of that fee is paid at engagement. A counsel seat that is not a general counsel, chief legal officer, or chief compliance officer carries a 6-month replacement guarantee. A general-counsel seat carries 12 months. Sartori maps about 4,000 lawyers in Dubai. The Riyadh payroll question is read off that Gulf map, one offer at a time.
BriefSignature
- Define the wage Basic, housing, and any other fixed monthly amount go in the contract before names are approached. A side letter is a known stall.
- Match the registration Saudi and expatriate GOSI lines are different checks. The offer names which one the payroll will run.
- Hold the rewrite If the first offer was a single figure, the lender’s question arrives before acceptance. The clock from offer to signature is the thing that moves.
Most firms sent regional CVs. They mapped who had actually built a sanctions desk, including people not in the Kingdom. The search closed in ten weeks.
Riyadh in-house pay: the questions companies ask
What is in house counsel salary Riyadh in 2026?
PayScale’s 27 January 2026 Legal Advisor median is SAR 132,000 on 11 profiles, or USD 35,200 at 3.75, and it is not a Riyadh band. That sample is Kingdom-wide and too thin to split into counsel, senior counsel, or general counsel. The company funds GOSI and an end-of-service award on top of whatever wage the contract actually defines.
Is employment pay for a Riyadh in-house counsel taxed?
PwC’s Worldwide Tax Summaries, last reviewed 29 July 2026, record no income tax on employment-only earnings. The company still pays GOSI. A Saudi contributor also has a deduction; an expatriate contributor does not.
What does the employer pay GOSI on a Saudi in-house counsel?
At the SAR 45,000 monthly cap, the three branches on the GOSI FAQ cost the employer SAR 63,450 a year. That is 9 percent annuities, 0.75 percent SANED, and 2 percent occupational hazards. An expatriate at the same cap costs the employer the hazards branch only: SAR 10,800 a year. The FAQ, read 7 October 2026, still prints the 9 percent annuities rate.
How is end-of-service pay calculated after five years in Riyadh?
Five years accrue 2.5 months of last wage. At a last wage equal to the SAR 45,000 GOSI cap, that is SAR 112,500. The Ministry of Human Resources calculates the award on the last wage, which includes the increases the contract sets, and the cap figure is the ceiling, not a counsel salary. Resignation cuts the award: none under two years, one third from two years up to five, two thirds above five and under ten.
How long does a Riyadh in-house counsel search take to close?
The Gulf in-house desk typically closes in 4 to 7 months, and the median from offer to acceptance is 16 working days across 15 closed searches. Completion on those 15 files is 93 percent. A Tadawul-listed energy company in Riyadh hired a cross-border head of legal in 10 weeks; that file sits in the 400+ placements since 2017 (230+ in-house), not inside the 15.
Why does a Riyadh offer fail when the headline number looks competitive?
Of 54 senior counsel in the Dubai interview cohort who received a written Riyadh offer, 11 declined because housing sat in a side letter. Lenders and the end-of-service formula both read the wage in the contract. A single riyal figure with the allowance beside it is a different package from the same riyals inside the wage.
GOSI, the Ministry, the peg, and the thin public print.
The rates are the FAQ and the Ministry article. The median is PayScale's 11-profile page. The desk figures are Sartori & Partners data.
