Legal Market Riyadh 2026: Firms, Pay and Hiring Demand

Zawya's 2026 reprint of Ministry of Justice data put Riyadh region court receipts at 279,000 of more than one million Kingdom-wide cases in 2025. The uncovered seat is the in-house lawyer who has to live with that volume — not a generic associate requisition, and not a published pay table.

The uncovered seat is on the payroll.

Zawya, reprinting Ministry of Justice figures in 2026, recorded 279,000 cases received in the Riyadh region in 2025 — the highest of any Saudi region. The legal market Riyadh is that volume plus the in-house lawyer who has to live with it, on a Riyadh contract, with a license the commercial court will recognize.

Lens 01 · Who hires it The RHQ rule put Legal on a Riyadh org chart.

Deloitte’s 3 July 2024 note on Council of Ministers Decisions 337 and 461, in force 1 January 2024, lists Legal as an optional regional-headquarters activity and supporting acquisitions, mergers and divestments as a mandatory one. Headcount: at least 15 full-time employees on RHQ activities within one year, including three at executive-director or vice-president level. The seat is a payroll role. It did not exist as one in 2023.

02 Who hires it

The legal market Riyadh is an in-house problem.

Five buyer types, all with a Riyadh legal personality. The general counsel who pays the figure is usually sitting in one of them; the lawyer who earns it is being hired onto that payroll.

Sartori has worked the Gulf in-house market for five years, for general counsel, chief legal officers and heads of talent at regional headquarters, giga-project companies and CMA-licensed institutions. Over the trailing three years the desk closed 15 in-house searches at a 93 percent completion rate. Of 68 general counsel and heads of legal inside the 250 who sat on a live Kingdom file over a 24-month window, 41 named the Riyadh in-house seat — not a firm-side associate slot — as the one they could not fill from a Dubai roster.

A head of legal at a multinational regional headquarters put it without romance: they staffed the optional Legal activity first because Decision 461, in force 1 January 2024, made government contracting the file that decided whether the RHQ was real; M&A support, though mandatory, stayed with headquarters for another year. The uncovered Riyadh seat is on the payroll, not on a Dubai coverage memo.

Sovereign capitalPrivate payroll

  1. Fund and giga-project companies In-house legal at the Public Investment Fund and at the vehicles that deliver the domestic ecosystems — real estate, entertainment, water, power, NEOM. The company is the client of the Riyadh panel, and also an employer.
  2. Regional headquarters Legal is optional; M&A support is mandatory; fifteen full-time employees make the RHQ real. This is the seat that did not exist as a Riyadh payroll role before the 2024 contracting bar.
  3. Capital-market institutions Funds, ECM, DCM and foreign-ownership counsel inside CMA-licensed houses, plus the listed issuers those houses take to Tadawul. The 1 February 2026 Main Market opening made this desk heavier, not smaller.

Start with the Fund, because its scale is the reason the other four buyers have a file. PIF’s audited 2025 accounts, with a KPMG opinion dated 30 June 2026, record 225 direct investments classified as subsidiaries, associates and joint ventures, and group equity of SAR 2,629,072 million at 31 December 2025. The 2024 Annual Report put total employees at 2,962 and recorded 16 companies established that year. Those are not lawyer counts. They are why a general counsel at a portfolio company is hiring a Head of Legal who can run English project-finance paper and still supervise a Saudi-list advocate for the commercial court.

Named vehicles that employ, or will employ, that desk include ROSHN Group, which describes itself as a PIF real-estate developer with Riyadh, Jeddah and Dhahran communities; Expo 2030 Riyadh Company, launched in the 2025 results; HUMAIN; Red Sea Global; and NEOM, whose careers page states a workforce of more than 100 nationalities with English as the main working language. Qiddiya Investment Company remains on the map after Six Flags Qiddiya City opened. None of those pages is treated here as a verified open requisition. They are the employers a chief legal officer is competing with.

The capital-markets buyer is numbered. Mondovisione, carrying the CMA 2025 Annual Report on 8 June 2026, recorded 32 new capital-market-institution licenses in 2025 and a stock of 215 licensed institutions, with those institutions’ revenues at SAR 20.8 billion. Argaam, citing a CMA report on 22 March 2026, put end-Q4 2025 AUM at SAR 1.244 trillion, with SNB Capital, Al Rajhi Capital, Alinma Capital, Jadwa and Riyad Capital as the five largest. These are Riyadh-centered buy-side and sell-side legal employers, and they are the clients of Chambers Band 1 capital-markets practices.

Public offtakers close the buyer map. Legal 500’s Saudi Arabia page, carrying a 7 November 2025 DLA Piper release, names Saudi Water Partnership Company as client on the Jubail–Buraydah Independent Water Transmission Pipeline, a 35-year BOOT with a total project value of approximately USD 2.2 billion. Chambers Global 2026 Projects & Energy records Saudi Power Procurement Company as client on a tender for four gas-fired plants totaling 1,800 MW. White & Case’s Saudi page describes regular representation of Saudi Aramco. The in-house counterpart at those offtakers is the lawyer a general counsel hires so the panel is not also the owner of the company’s risk.

Arab News, on 24 August 2025, reported 34 regional-headquarters licenses in the second quarter of 2025, and cited SPA in March for nearly 600 international companies that have established bases in Saudi Arabia since 2021. GASTAT’s Q3 2025 FDI bulletin recorded a net inflow of SAR 24.9 billion that quarter. The RHQ legal counsel sits in Riyadh so the group can bid on government and SOE work. That is the uncovered seat the rest of this page is about.

03 The Vision 2030 file

What the in-house lawyer actually does all week.

The SCCA docket grew faster in value than in count between 2024 and 2025. That is the mix a head of legal at a giga-project company is already living inside.

The Civil Transactions Law, Royal Decree M/191 of 18 June 2023, in force 17 December 2023, is the contract code the Riyadh Commercial Court actually applies. Zamakhchary’s contemporaneous reading is that parties may agree limitations, exclusions of liability, and liquidated damages. A commercial counsel who still drafts as if uncodified fiqh defaults will govern has not updated the playbook. Al Eqtisadiah, on 3 May 2025, recorded about 21,100 commercial cases in the first four months of 2025, up 16.4 percent year on year, with sale, lease and supply disputes about 55 percent of that flow.

Riyadh is where that volume concentrates. The same Al Eqtisadiah extract put the Riyadh Commercial Court at about 9,100 cases, 43.2 percent of the national commercial total in that window — Makkah 5,479, Eastern Province 3,821, Madinah 1,000. The prior-year comparator, published 8 June 2024, had already shown the same shape: 8,935 cases at the Riyadh Commercial Court, about 43.6 percent of 20,500 national commercial filings through May 2024. Riyadh region led all court receipts at 279,000 in 2025; the commercial cut is sharper still. That is a derived read from two Ministry of Justice series, not a lawyer-FTE.

Commercial cases, first four months of 2025, by court. Riyadh took 43.2 percent of the national commercial total. Jurisdiction threshold stated in the same extract: original claim above SAR 100,000.

Al Eqtisadiah, 3 May 2025, citing a Ministry of Justice statistical extract.

Arbitration is the other half of the same construction file. The SCCA 2025 Annual Report registered 182 cases, up 52 percent from 120 in 2024, with USD 1.09 billion in dispute, up 242 percent year on year. The 2024 report had already put construction and engineering at 38 percent of the industry mix. SCCA news on 22 June 2026 said cases registered in the first half of 2026 already exceeded 200, and that the SCCA Court had issued 821 determinations from May 2023 through June 2026. The file got heavier faster than it got more numerous: amount in dispute grew several times faster than case count.

Greenfield paperClaims and enforcement

  1. Project finance and PPP BOOT water pipelines, gas-fired offtake, sukuk programs, Islamic and conventional facilities. English and New York documentation with a Saudi-law overlay.
  2. Construction disputes SCCA clauses, commercial-court pleadings, liquidated damages under the Civil Transactions Law. The 2026–2030 capital cycle makes this heavier where scopes change.
  3. Markets and enforcement paper Foreign-ownership onboarding after 1 February 2026, Nafith registration before 28 October 2026, PDPL transfers, GAC filings on portfolio M&A.

The capital cycle is shifting under that mix. Zawya, carrying Reuters after the 15 April 2026 PIF board, reported the governor stating that local investment should be 80 percent and international 20 percent, down from a high of 30 percent, with six domestic ecosystems including NEOM, and a public statement that The Line is not a 2030 must-have. Treat those as attributed gubernatorial statements, not as a statute and not as a cancelled-project headcount. The hiring consequence is still real: in-house legal at PIF and giga-project companies moves toward private-sector co-investment, offtake and ecosystem joint ventures, while construction disputes and restructuring rise where scopes change.

The Ministry of Finance Budget Statement 2026FY puts the fiscal overlay on the same point. Preliminary 2025FY real GDP was about 4.4 percent (non-oil about 5.0 percent); 2025FY revenues were expected around SAR 1,091 billion, 7.8 percent below budget, oil-price driven; the 2025FY deficit around SAR 245 billion, 5.3 percent of GDP, narrowing to about SAR 165 billion, 3.3 percent of GDP, in 2026FY. Public-procurement and giga-project legal demand does not vanish. Counsel who can handle scope change, claims and PPP risk-transfer become scarcer than pure new-build project-finance newly qualifieds.

Two further files have dated clocks. White & Case’s 4 May 2026 client alert, reading CMA Board Decision 2026-2-1, records that the Main Market opened to all foreign-investor categories from 1 February 2026, with remaining caps of under 10 percent per issuer for non-resident investors excluding Foreign Strategic Investors, and 49 percent aggregate foreign ownership excluding FSIs. White & Case also advised Arabian Centres Company (Cenomi Centers) on a SAR 4.5 billion domestic retail sukuk program and a SAR 2.05 billion inaugural issuance listed on Tadawul, in an 18 December 2025 release. CMA 2025 figures put corporate sukuk and debt offering proceeds at SAR 50.7 billion against equity-market proceeds of SAR 33.9 billion. Issuer general counsel and capital-markets counsel in Riyadh are the buy-side of those figures.

Expo 2030 is the long file. Business Wire, via the Financial Post on 25 August 2026, reported that Saudi Arabia and the Bureau International des Expositions signed the See Agreement after BIE General Assembly approval in June 2026. Expo dates are 1 October 2030 to 31 March 2031; the framework covers visas, tax and customs, and participation contracts. PIF’s 2025 results named Expo 2030 Riyadh Company as the vehicle that will build and operate facilities. Hiring for pavilion, procurement and international-organization counsel starts at general-counsel and projects-counsel seniority in 2026, not in 2029.

Around the legal desk sits a labor market that is not a lawyer census and should not be quoted as one. GLMM’s compilation of GASTAT register-based Labour Market Statistics puts “Professional, scientific and technical activities” employment at 277,561 in Q1 2025, up from 250,588 in Q1 2024 and 88,617 in Q1 2021. Construction — the sector that feeds the project-finance and disputes files — stood at 3,396,663 in Q1 2025 against 2,816,018 in Q1 2024. A chief legal officer who staffs the Riyadh seat as if the surrounding project workforce were static is reading the wrong series.

04 Why it stays open

The requisition is open because the gate is statutory.

A foreign firm's branch cannot give Saudi-law advice except through a listed Saudi lawyer. That sentence, from the Code of Law Practice, is why a Dubai coverage model fails the 2026 file.

Of the 15 closed Gulf in-house searches over three years, 9 were Riyadh-reporting seats — RHQ legal, giga-project-company legal, or CMI legal. Of those 9, 6 required a Saudi practicing license on the payroll or a listed Saudi advocate under the hire’s supervision. Of those same 9, 3 ran past the 4-to-7-month typical window. The stall was the license-plus-residence gate, not the shortlist. We still quote 4 to 7 months as typical because the other six closed inside it; the three that did not are the ones we now brief at kickoff.

A general counsel at a PIF-owned giga-project company told us the requisition kept bouncing because every English-law projects counsel they liked could not plead, and every Saudi-list advocate they liked could not run the English documentation. That is the dual file in one testimony. The uncovered seat is typically a mid-to-senior in-house counsel or a resident counsel who can hold a Saudi practicing license, or supervise one, and still run English or New York documentation.

A shortlist existsThe court will hear them

  1. The pleading monopoly Appearance before the bodies in Article 1 of the Code is reserved to Saudi lawyers on the Ministry of Justice practicing list. A non-Saudi consultant may advise, with five years’ practice, and may not plead.
  2. Residence and the offshoring cap Two representing partners, 180 days each. Consultancy referred abroad may not exceed 30 percent of the office’s consultancy works. Dubai-based coverage of the Saudi-law file is structurally capped.
  3. The dual file English or New York paper for lenders and offtakers; Saudi-law advocacy for the commercial court and the Board of Grievances. One person who can do both, or a reporting line that joins them, is the scarce unit.

The Code of Law Practice, in the MISA-hosted English PDF exported 29 January 2025, is the credential gate. A foreign firm needs a distinguished international reputation, at least 10 years’ establishment, representation in at least three countries, and at least two partners representing the firm, each residing at least 180 days a year. The license runs five years; the issuance and renewal fee is SAR 1,000. Form is a professional company with one or more Saudi practicing lawyers, or a branch. Branch scope is limited: international-law advice, non-Saudi-law advice, ADR, specialized-project advice, and Saudi-law advice only through a listed Saudi lawyer.

Decision 186, Minister of Justice, 25/1/1444 AH, adds the operating constraints that keep the seat in Riyadh. Saudi headcount on legal-nature work must at least match localization rates applicable to Saudi firms; 20 training hours per legal-nature employee per year; the value of consultancy referred abroad not to exceed 30 percent per year, excluding non-Saudi-law work for work outside the Kingdom. A temporary license is one per year except ministerial exception, with 10 percent of project legal-nature work by value assigned to a Saudi licensed to practice. The partner representing the office needs at least 10 years’ relevant experience including at least 3 years after obtaining a practice license.

The UK Law Society’s 12 August 2022 briefing of the 16 February 2022 royal-decree package is useful as a contemporaneous professional-body read, and it is not the 2025 statutory text where they diverge. It recorded the then-draft 50 percent Saudi-lawyer ratio, proposed to increase to 70 percent, the end of associations, and the 30 percent cap on fee income outside the Kingdom. Where the 2022 briefing and Decision 186 conflict, the regulation governs. Individual Saudi licenses, under Article 7 of the Code, cost SAR 2,000 to issue and SAR 1,000 to renew, on a five-year term. Saudi Bar Association basic membership is required within 90 days of license.

Personal data is a separate in-house file with a closed compliance clock. DLA Piper’s Data Protection Laws of the World compilation, accessed 2026, records the PDPL in force on 14 September 2023, with controllers generally having until 14 September 2024 to comply, plus transfer regulations and an overlay of SAMA, NCA and CST sector rules. Khoshaim dated a 3 September 2024 item on personal-data transfer outside the Kingdom and standard contractual clauses. PDPL counsel and DPO-adjacent seats at RHQs, banks and giga-project companies are 2024–2026 hires, not a 2027 project.

The Investment Law, Royal Decree M/19, in force 12 February 2025, replaces the old foreign-investment license with registration, a national register of investors, and an excluded-activities list. MISA Decision 1086 implementing regulations, in force with the Law, continue RHQ and Special Economic Zone licensing. A public-policy counsel inside an RHQ who cannot work the register and the prohibited/restricted lists is not doing the 2025 job. GAC economic-concentration guidelines, flagged on Khoshaim’s 14 July 2025 bulletin list, sit next to that desk on any PIF, CMI or RHQ acquisition.

Four ways a legal seat is allowed to exist in Riyadh. Pleading, Saudi-law advice and where the person must sit are different questions; mixing them is how a requisition stays open.
Form Pleading Saudi-law advice Where the person sits
Professional company with Saudi practicing lawyer(s) Yes, via the Saudi partner Full profession Two representing partners, 180 days each
Foreign-firm branch No Only through a listed Saudi lawyer Two representing partners, 180 days each; 30% offshoring cap
In-house RHQ legal / compliance No — the company is the client Owns the government-procurement file above SAR 1 million At least 15 RHQ FTEs including three ED / VP within one year
Temporary project license No 10% of project legal-nature work (by value) assigned to a Saudi licensed to practice One per year except ministerial exception
05 Who is on the panel

Law firms Riyadh companies actually instruct.

Law.com International, on 28 October 2025, counted more than 20 Global 200 firms with a Saudi practice license. That is a lower bound, not the Ministry of Justice special-list total.

Firm-side demand is the context a general counsel uses to price a make-versus-buy, not the spine of this page. Chambers Global 2026 Band 1 in banking and finance is AS&H Clifford Chance, Khoshaim & Associates, Latham & Watkins LLC, and Linklaters. Band 2 includes Ashurst Perkins Coie, Baker McKenzie Law Firm, King & Spalding Abdulaziz Al Fahad Law Firm LLC, Norton Rose Fulbright, and White & Case. Capital markets Band 1 adds Baker McKenzie and White & Case to the same AS&H, Khoshaim, Latham and Linklaters set. Projects and energy Band 1 is Latham, Linklaters and White & Case.

The independent Saudi full-service firms hold the pleading franchise. Khoshaim & Associates publishes “over fifty lawyers, professionals, and specialists” across Riyadh and Jeddah. Legal 500 dispute resolution, accessed 2026, puts AlDhabaan & Partners in association with Eversheds Sutherland, Derayah LLPC, and Khoshaim in Tier 1. Quinn Emanuel sits in Riyadh in association with Alrubayyi & Attorneys. These are the employers of Saudi-list advocates who must appear on Ministry of Justice pleadings. A company that staffs in-house without a relationship to that franchise will relearn it the first time a commercial-court filing is due.

Published on-the-ground headcount, treated as landscape and not as a census: White & Case’s Saudi page states approximately 38 lawyers in Riyadh and more than 140 across the Middle East, with a foreign-firm license granted and more than 30 lawyers with fluent Arabic. Baker McKenzie’s Saudi page, after taking a majority interest in Legal Advisors, Abdulaziz Alajlan & Partners in 2024, states a team of over 60 experienced lawyers, a MISA RHQ license, and a 15 December 2025 relocation of the Riyadh office to Laysen Valley. Clyde & Co publishes 14 partners, 29 lawyers, 55 total staff, and a 2009 year of establishment, with Chambers Global 2026 quotes on the page emphasizing employment law and construction and engineering disputes.

The statutory forms are visible on the nameplates. Clifford Chance’s Riyadh page gives the legal entity as Abuhimed Alsheikh Alhagbani and Clifford Chance Law Firm — the professional-company form in Article 50(1), not a branch. Latham practices in cooperation with the Law Office of Salman M. Al-Sudairi. King & Spalding’s Riyadh office was established in 2025 when Abdulaziz H. Al Fahad & Partners joined the firm. Kirkland’s Riyadh office and Middle East Regional Headquarters opened in 2023, now at Tadawul Tower, King Abdullah Financial District. Gowling WLG obtained a Saudi law license and opened in Riyadh in association with AlGhazzawi & Partners, per Law.com International on 28 October 2025 — the association-to-license transition in real time, and the reason “over 20” is a floor still being added to.

A lawyer weighing a move should read those nameplates as a credential map, not as a job board. Dual qualification — Saudi Arabia and the United States, or English and Saudi — is what Kirkland and White & Case advertise. The Code’s own gates are more precise: bachelor in Sharia or Law, two years’ experience (reduced for higher degrees), Saudi Bar Association membership within 90 days; non-Saudi consultant, five years, no pleading; foreign-firm representing partner, ten years including three post-license. English-law funds counsel as a DIFC or ADGM product is owned by a Gulf sibling on funds and Islamic finance. This page does not restate that table.

A firm hiring that partner is briefed on lateral partner recruiting in Riyadh: the license form, the non-compete, and the move clock.

06 What pays

The figure exists. A published table does not.

No regulator or exchange publishes a Riyadh seniority-by-seat cash table. The lawyer who earns the 2026 figure and the general counsel who pays it are looking at the same scarcity.

PayScale’s “Legal Advisor Salary in Saudi Arabia in 2026” page, last updated 27 January 2026, is based on 11 salary profiles. It shows an average and median base of SAR 132,000, a displayed range of SAR 8,000 to SAR 473,000, and a mid-career (5–9 years) average total compensation of SAR 261,476 based on 7 salaries. The SAR 8,000 floor is not usable as an annual professional wage. This is a Kingdom-wide “Legal Advisor” sample, not a Riyadh table, and not a seniority-by-seat band. We do not convert it.

A published pay table does not exist; the price of the seat is the license plus the residence. Sartori’s Gulf in-house counter-offer incidence is 31 percent. A head of talent at a Riyadh-based CMA-licensed institution told us they will always try to hold a dual-qualified counsel because replacing one restarts the 180-day residence clock. That is why the company that copies a London newly-qualified scale, or a Dubai net-comp comparison, is pricing a market this page does not own. The in-house counsel salary guide collects published bands where they exist. Riyadh is not yet one of those metros. The Riyadh in-house salary note prices the GOSI and end-of-service stack a company funds when no seniority table is published. A published pay table does not exist; the price of the seat is the license plus the residence. Sartori’s Gulf in-house counter-offer incidence is 31 percent. The in-house counsel salary guide collects published bands where they exist. Riyadh is not yet one of those metros. What SAR 1 million of 2026 cash funds, when the missing cell is the general counsel, is the Riyadh general counsel salary note.

What can be dated, for both readers, is the capital that funds the file. PIF 2025 results, as carried on Zawya, put assets under management above $900 billion, 2025 revenue at $120 billion, and cumulative domestic investment at more than $199 billion since 2021. The 2024 Annual Report had put AUM at SAR 3,424 billion. CMA-supervised AUM exceeded SAR 1.2 trillion at end-2025 and printed at SAR 1.244 trillion at end-Q4 2025. Tadawul market capitalization was about SAR 8,817.60 billion at 31 December 2025, per Argaam on 4 January 2026. Arab News, reporting Kuwait Financial Centre (Markaz) on 11 January 2026, put Saudi IPO proceeds at $4.1 billion of a GCC total of $5.1 billion, with 13 Main Market IPOs raising $3.7 billion and 23 Nomu offerings raising $336 million. None of those figures is a salary. They are why the in-house seat is senior.

For the lawyer who earns the figure, the compensation conversation in 2026 is therefore about scope, reporting line, and whether the role sits inside the 15-FTE RHQ bench or on a giga-project-company payroll with a listed advocate underneath. For the general counsel who pays it, the same conversation is about whether a Riyadh firm panel can still own the signature. Decision 461 says that for government work above SAR 1 million, it generally cannot. The cash number will be set in the offer. The scarcity that sets it is already on the statute book.

A published pay table does not exist; the price of the seat is the license plus the residence.

07 Running the search

Design the search from the license, backwards.

Sartori's Gulf in-house desk typically closes in 4 to 7 months. Median offer-to-acceptance is 16 working days. The files that signed inside that window had already decided the hire would sit in Riyadh.

Two composites from the same 15-file telemetry, described by category only. A European industrial group needed an RHQ Legal and Compliance counsel so it could bid on Ministry of Energy work above SAR 1 million. The search closed in five months. The complication was not cash; it was finding a counsel who would relocate to Riyadh rather than cover from Dubai. A counter-offer arrived from the Dubai regional office. The candidate signed in 14 days once the company confirmed the role sat inside the 15-FTE RHQ bench.

A PIF-owned real-estate developer needed a Head of Legal who could run English PPP paper and supervise Commercial Court pleadings. The search took seven months, at the upper bound of the typical window. Two English-qualified projects lawyers could not appear. One Saudi-list advocate could not run the English file. The hire was a bilingual counsel with a listed advocate in the reporting line. That is the dual file, paid for in calendar rather than in a printed band.

Your exposure is a Riyadh payroll seat that a Dubai coverage memo cannot hold. Sartori’s Gulf in-house counter-offer incidence is 31 percent, and the employers who defend are the ones who would otherwise restart a residence clock.

  • Write two specifications. One for the legal work, one for the license the commercial court will recognize. Confusing them produces a role nobody can fill.
  • Decide the city before the shortlist. Files that signed inside 16 working days were the ones where Riyadh was already the answer, not a negotiation.
  • Budget the dual reporting line. If the hire is English-qualified, name the listed advocate they will supervise. If the hire is a Saudi-list advocate, name who owns the English paper.
  • Do not import a London band. There is no published Riyadh seniority table. Price the scarcity, then set the cash in the offer.
  • Use the panel for overflow. More than 20 Global 200 firms hold a Saudi license. That is not a substitute for the 15-FTE RHQ rule.

Your value is a license the court will recognize plus English or New York paper the lenders will sign — and that combination does not travel on a Dubai contract.

  • Know your list status. Ministry of Justice practicing list, non-Saudi consultants list, or neither. Najiz is the register. Employers who ask early are running a real process.
  • Residence is the offer. A representing-partner seat that cannot meet 180 days is not a Riyadh seat. Do not treat a coverage plan as a relocation.
  • SBA membership has a clock. Basic membership within 90 days of license, under Article 21bis. It is administrative until it delays a start date.
  • The 10-year / 3-year gate is real. Foreign-firm representing partners need ten years including three post-license. Non-Saudi consultants need five years and cannot plead.
  • Ask where the role sits on the RHQ bench. Inside the 15 FTE, or adjacent to it, changes both the work and the tax overlay. Get it in the letter.

The service view of this book sits on our in-house counsel recruiting page. Companies building a Riyadh legal function from a blank org chart should start with hiring your first general counsel and with building in-house legal teams; the sequencing questions there come before the license questions on this page.

Questions from both sides of the Riyadh offer

What is the legal market Riyadh hiring in 2026?

Mid-to-senior in-house counsel: RHQ legal after 34 licenses in Q2 2025, plus desks at 215 CMA-licensed institutions. The uncovered seat is a bilingual lawyer who can supervise a Ministry of Justice practicing license and still run English or New York documentation. Firm-side demand is real — Law.com International counted more than 20 Global 200 firms with a Saudi license on 28 October 2025 — but it is the context, not the spine. English-law funds counsel as a DIFC or ADGM product is a different page.

What does a Riyadh in-house lawyer earn in 2026?

No regulator or exchange publishes a Riyadh seniority-by-seat cash table; the only self-reported tracker rests on 11 profiles. PayScale’s Saudi Arabia “Legal Advisor” page, updated 27 January 2026, shows a median base of SAR 132,000 on that thin sample, with a displayed range that is not usable as a professional wage. We do not convert it into NQ, mid-level or general-counsel bands. The price of the seat is the license plus the residence, which is why counter-offers on Sartori’s Gulf in-house desk hit 31 percent.

Can our Dubai-based general counsel cover the Saudi file from the regional office?

Structurally no: Decision 186 caps consultancy referred abroad at 30 percent, and representing partners must reside 180 days a year. A branch cannot give Saudi-law advice except through a listed Saudi lawyer. From 1 January 2024, government agencies generally may not contract with a company that has no regional headquarters in the Kingdom, subject to a SAR 1 million threshold and listed exceptions. Coverage from Dubai is a 2023 model. The 2026 file sits in Riyadh.

Which law firms Riyadh companies actually instruct on Vision 2030 work?

Chambers Global 2026 Band 1 in banking and finance is AS&H Clifford Chance, Khoshaim & Associates, Latham & Watkins, and Linklaters. Capital markets Band 1 adds Baker McKenzie and White & Case. Projects and energy Band 1 is Latham, Linklaters and White & Case. Independent Saudi firms — Khoshaim, Derayah, Al-Jadaan — hold the pleading franchise the commercial court actually requires. White & Case publishes approximately 38 lawyers in Riyadh; Baker McKenzie, more than 60; Clyde & Co, 14 partners and 29 lawyers.

How long does a Riyadh in-house legal search take?

Sartori’s Gulf in-house desk typically closes in 4 to 7 months; 3 of 9 Riyadh-reporting seats in our 15-file telemetry ran past that window. Completion on the 15 closed searches over three years is 93 percent. Median offer-to-acceptance is 16 working days — and the files that signed inside that window were the ones where the company had already decided the hire would sit in Riyadh.

Should we hire this seat in-house, or keep a Riyadh firm panel?

Bring it in when Decision 461 or a Ministry of Justice pleading monopoly makes the signature yours; keep a Riyadh panel for overflow. More than 20 Global 200 firms now hold a Saudi license. RHQ rules require 15 full-time employees on RHQ activities within one year, including three at executive-director or vice-president level, and Legal is a named optional activity. A general counsel who treats the Riyadh firm panel as a substitute for that FTE has not staffed the RHQ.

PIF assets under management and IFRS group accounts are different objects and are not added. SCCA caseload is administered ADR, not commercial-court volume. GOSI professional, scientific and technical employment is an ISIC band, not a lawyer count. PayScale n=11 is cited only to explain why this page carries no seniority-by-seat cash table. The Line 80/20 split is an attributed gubernatorial statement carried by Zawya from Reuters, not a statute.

Our own numbers — the interview cohort, the mandate telemetry, the counter-offer incidence and the offer-to-acceptance window — come from the continuous research program described on our research page, which sets out the cohorts, the survey waves running since 2019, and the mapping coverage behind every Sartori figure quoted above. Sartori maps roughly 4,000 lawyers in Dubai; that coverage is how the Gulf desk sees a Riyadh general counsel’s brief. Globally the program maps nearly 1.5 million lawyer profiles.
