General Counsel Salary in Riyadh 2026: SAR 1 million funds no published seat.
A 2026 general counsel salary in Riyadh is a package an issuer does not print. SAR 1 million of cash divides into three dated prints that are not general-counsel pay, and into zero disclosed GC seats. The payers are large enough to measure.
SAR 1 million of 2026 cash is a count of the wrong prints.
Sartori maps 4,000 lawyers in Dubai. That file records employer and seniority. It does not record a Riyadh general-counsel salary, because no issuer prints one. A company asking what a 2026 general counsel salary Riyadh figure buys is asking how many of the prints that do exist sit inside SAR 1 million.
MHRSD Resolution 212607 counting floor: SAR 5,500 a month, SAR 66,000 a year. SAR 1 million funds 15.15 of those annual wages. A Saudization counting floor, not a general-counsel salary. MHRSD 212607 ↗
Pick a print. The number is how many of those annual figures SAR 1 million of cash contains. The zero is the general-counsel seat. The full arithmetic sits below.
- $900bn
- Public Investment Fund assets under management in the 2025 results carried by Zawya. Not a salary, and not added to the 2024 riyal print.

What a 2026 general counsel salary Riyadh cash figure actually funds
The table is the page. Each row is a dated instrument, the annual figure it actually measures, and how many of those figures SAR 1 million contains. The general-counsel row is empty on purpose.
A 2026 general counsel salary Riyadh figure is a package the issuer does not print. SAR 1 million still has to be divided by something that was printed. There is no published 2026 average general counsel salary for Riyadh that survives a source check. Recruiter salary guides that print one were not used. PayScale’s Attorney/Lawyer series for Saudi Arabia, updated 2 October 2025, puts the median at SAR 77,000 a year on 26 mixed-title profiles. PayScale’s Legal Advisor series, updated 27 January 2026, puts the median base at SAR 132,000 on 11 profiles. Both are Kingdom-wide self-reported samples. Neither is a Riyadh general counsel, and neither is converted here into one.
The only statutory wage that prints next to a legal occupation is the counting floor in MHRSD Resolution 212607: a Saudi bachelor-holder counts toward the legal-profession ratio at a GOSI contributory wage of at least SAR 5,500 a month. Twelve months of that floor is SAR 66,000. SAR 1 million divided by 66,000 is 15.15. Divided by 77,000 it is 12.99. Divided by 132,000 it is 7.58. Divided by a published Riyadh general-counsel salary it is 0, because the denominator was never printed. Contribution percentages are omitted: the primary GOSI rate table was not the instrument recovered, and the SAR 5,500 figure is a counting floor only.
Law Middle East reported on 8 August 2024 that three international-firm leaders put Riyadh associate pay 15 to 20 percent above Dubai counterparts. That sentence is an associate finding, owned by the Riyadh associate salary page. It is not a general-counsel uplift, and applying it to a Dubai GC cell to invent a Riyadh GC cell would manufacture a number this market has not published.
| Instrument | Annual figure | Inside SAR 1 million | What it measures | Dated source |
|---|---|---|---|---|
| GOSI counting floor | SAR 66,000 | 15.15 | SAR 5,500 a month, times 12. A wage at which a Saudi bachelor-holder counts. | MHRSD Resolution 212607 |
| PayScale Attorney/Lawyer median | SAR 77,000 | 12.99 | 26 mixed-title profiles. Not a firm scale and not a GC. | PayScale, 2 October 2025 |
| PayScale Legal Advisor median base | SAR 132,000 | 7.58 | 11 profiles, Kingdom-wide. A title sample, not a Riyadh package. | PayScale, 27 January 2026 |
| Published Riyadh GC cash | None | 0 | No issuer, regulator, or exchange remuneration table. | Measured as absence, 2026 |
Neighbouring-city associate pay is named only to refuse the 15 to 20 percent premium as a GC method. Court volume and firm benches sit on the Riyadh legal-market note.
GOSI counting floor, annualized
SAR 5,500 a month times 12. The wage that makes a Saudi bachelor-holder count. Not a market salary.
MHRSD Resolution 212607 ↗A 2026 general counsel salary Riyadh figure is a package the issuer does not print. SAR 1 million still has to be divided by something that was printed.
The employer is a fund, a headquarters, or an issuer — not a law firm.
The cash cell is unpublished. The institutions that would pay it are not. A compensation committee can size the seat against those institutions and against the headquarters rule, then write the package in the offer.
The Public Investment Fund
2025 assets above $900 billion and revenue of $120 billion. The 2024 report had put assets at SAR 3,424 billion. The two prints are not added.
Portfolio companies
225 direct investments classified as subsidiaries in the 2025 accounts, KPMG opinion dated 30 June 2026. Each one can be a general-counsel payer.
Regional headquarters
34 new RHQ licenses in the second quarter of 2025. Legal is optional on the activity list. The headquarters itself is at least 15 full-time employees.
Issuers and institutions
Tadawul at SAR 8,817.60 billion on 31 December 2025. 215 capital-market institutions at year-end. $4.1 billion of Saudi IPO proceeds in 2025.
Start with the Fund, because its scale is why the other three cards have a file. Zawya’s carriage of the Public Investment Fund’s 2025 results puts assets under management above $900 billion and revenue at $120 billion. The 2024 annual report had printed assets of SAR 3,424 billion. Those are successive descriptions of the Fund, not a sum. The consolidated financial statements for the year ended 31 December 2025, with a KPMG opinion dated 30 June 2026, classify 225 direct investments as subsidiaries. A group general counsel at that payer is pricing a portfolio of that width. The salary itself remains off the public page.
The headquarters rule is the reason a multinational writes the salary in Riyadh rather than in Dubai. Deloitte’s note of 3 July 2024 on Council of Ministers Decisions 337 and 461, in force 1 January 2024, lists Legal as an optional regional-headquarters activity and support for acquisitions and mergers as mandatory. For government work above SAR 1 million, a company without that headquarters generally cannot take the contract. MISA’s Investor Guide, 12th edition, March 2025, puts the headquarters at at least 15 full-time employees, 3 of them executive directors or vice presidents, within a year. Arab News, on 24 August 2025, reported 34 regional-headquarters licenses issued in the second quarter of 2025. One general counsel can be one of the 3 senior employees. The general counsel is not the rest of that 15-person headquarters.
Issuers are the third payer. Argaam, on 4 January 2026, put Tadawul market capitalization at SAR 8,817.60 billion on 31 December 2025. Argaam, citing the Capital Market Authority on 22 March 2026, put CMA-supervised assets at SAR 1.244 trillion at the end of the fourth quarter of 2025. Mondovisione’s account of the CMA 2025 annual report, 8 June 2026, counts 215 licensed capital-market institutions at year-end. Arab News, citing Kuwait Financial Centre (Markaz) on 11 January 2026, put Saudi IPO proceeds at $4.1 billion in 2025. An issuer general counsel on that calendar is running listings, ongoing disclosure, and the foreign-investor opening. The remuneration report still does not price the seat.
Your exposure is a Riyadh payroll seat whose cash line was never in a survey, inside a headquarters test and a portfolio you can already count.
- Divide SAR 1 million only by a printed instrument. 15.15, 12.99, and 7.58 are the quotients. Zero is the disclosed GC seat. Do not promote a Legal Advisor median into the chair.
- Name housing and schooling as their own lines. Of 4 general-counsel and chief-legal-officer files, 3 did. The 1 that did not is the file that ran long.
- Decide the city before the shortlist. Files that signed inside 16 working days were the ones where Riyadh was already the answer.
- Count the headquarters, not the title. 15 full-time employees, 3 of them senior. A general counsel is one seat on that chart. Mergers support is mandatory even when Legal is optional.
- Price the fee on the whole package. The retained fee is 25 to 30 percent of total first-year compensation. An unstated housing line is an unstated fee base.
Your value is a Riyadh residence plus the English or New York paper the lenders will sign, and a reporting line that can plead. The PayScale median is not your offer.
- Ask where housing sits. Across 250 structured interviews, 36 of 70 approvers said the first candidate question was housing and schooling, not base.
- Read the three wrong prints. SAR 66,000, SAR 77,000, and SAR 132,000 are real. They describe a counting floor, a mixed-title median, and a Legal Advisor median. They do not describe this chair.
- Know which of the 15 employees you are. Executive director or vice president is a different grade from a counsel seat inside the same headquarters. Get the grade in the letter.
- Name the advocate you will supervise. Court representation stays with a Saudi lawyer on the Ministry list. A foreign general counsel who cannot plead still has to staff the person who can.
- Separate this chair from the associate cell. The associate salary in Riyadh is a different quota and a different premium. Year-four moves into a fund or an issuer are how that cell empties.
The general counsel salary also has to fund the advocate underneath it.
A Riyadh general counsel who cannot appear still owns the pleading. The package is the chair plus the reporting line that holds the Ministry license, and the disputes book that reporting line will see.
Decision 461, in force 1 January 2024, is why the signature sits in the Kingdom for government work above SAR 1 million. The Code of Law Practice keeps court representation with a licensed Saudi lawyer. A foreign general counsel can run the English paper, the lenders’ documents, and the board. The commercial-court filing still needs a listed advocate in the reporting line or on the panel. The salary conversation that ignores that second person is a conversation about half the seat. The Riyadh market note owns the license map. This page owns what that map does to the package.
The disputes book under the chair is already dated. The Saudi Center for Commercial Arbitration registered 182 cases in 2025, against 120 in 2024, and the 2025 report puts the amount in dispute at USD 1.09 billion. That is administered arbitration, not the commercial-court census. A general counsel at a giga-project company or an issuer with construction counterparties is supervising that book whether or not the GC appears. Headcount under the GC — disputes counsel, projects counsel, a listed advocate — is a cost the unpublished cash line still has to carry. It is not a fourth PayScale bar.
Of 15 closed Gulf in-house searches over three years, 9 were Riyadh-reporting: regional-headquarters legal, giga-project legal, or capital-markets legal. Of those 9, 3 ran past the 4 to 7 month band. Of the 9, 4 were general-counsel or chief-legal-officer briefs. 1 of those 4 is inside the 3 that ran long. The other long files were not this chair. The stall on the chair was a package line, not a missing SAR table.
3 of those 4 offers named housing and schooling as lines of their own. The offer that folded them into a single cash number, or left them out, is the offer that ran past the 4 to 7 month band. Across the same interview cohort, over a 24-month window, 29 of 52 in-house counsel who had received a Riyadh general-counsel offer said the letter did not state whether housing sat inside base. The cohort is 250 structured interviews. The 52 are the people who had the letter in hand.
Most firms sent regional CVs. They mapped who had actually built a sanctions desk, including people not in the Kingdom. The search closed in ten weeks.
The package is being rewritten by the headquarters rule and the disputes book, not by a new salary survey.
Four instruments change what a 2026 Riyadh general counsel has to cover. None of them publishes the cash.
Every headquartersNamed payer only
- Headquarters test A full-time headquarters bench, with a senior grade inside it. Legal is optional. Mergers support is mandatory. The general counsel is a grade on that chart.
- Government threshold Government work above the contracting bar pulls the contract onto a company that holds the headquarters. The salary follows the contract.
- Issuer calendar A dated market capitalization, a supervised-assets print, and a year of IPO proceeds. Disclosure and listings sit under the issuer general counsel.
- Disputes book A dated arbitration caseload and an amount in dispute. The general counsel supervises the advocate. The salary does not buy the right to appear.
The headquarters test is already in force. Decisions 337 and 461 took effect on 1 January 2024. Deloitte’s 3 July 2024 reading is the one a compensation committee can hand to a board: Legal optional, acquisitions support mandatory, and a contracting bar for companies with no regional headquarters. MISA’s March 2025 investor guide is the headcount: 15 full-time employees, 3 at executive-director or vice-president grade. A 2026 offer that calls someone General Counsel and grades them as one of the 15 full-time employees has described a counsel seat and a senior seat at once. The package should say which one.
The issuer calendar does not wait for a salary survey. Market capitalization of SAR 8,817.60 billion at 31 December 2025, CMA-supervised assets of SAR 1.244 trillion at the end of the fourth quarter of 2025, 215 licensed institutions, and $4.1 billion of IPO proceeds are separate objects. They share a general counsel only when the company is the issuer, the institution, or the sponsor. A fund general counsel at the Public Investment Fund is a further object: 225 subsidiaries in the 2025 accounts, assets above $900 billion, revenue of $120 billion, and a 2024 asset print of SAR 3,424 billion that is not added to the 2025 dollar print.
The arbitration book is the load most often left out of the cash conversation. 182 SCCA cases in 2025, against 120 in 2024, with USD 1.09 billion in dispute, is a supervision problem for the general counsel of a projects company. It does not confer a right of audience, and it does not fill in the empty cell in the SAR 1 million table. External panel spend sits beside the salary. This page does not invent a panel rate. It records that the rate is a second check, written to a firm, and that the GC package is the check written to the employee.
Price the package in lines, then run the search on two clocks.
The firmwide general-counsel clock and the Gulf in-house clock are both real. They measure different files. The Riyadh chair sits inside the Gulf file, and one energy search closed faster than that file's typical band.
Across 38 general-counsel and chief-legal-officer searches since 2017, the shortlist arrives in 24 days and the median time to an accepted offer is 11 weeks. Offer acceptance on retained mandates is 96 percent. The replacement term on a retained general-counsel search is 12 months. The fee is 25 to 30 percent of total first-year compensation, and 30 percent of the fee is the retainer paid at engagement. Those are firmwide terms. They do not invent a Riyadh cash band. They do require the letter to state the compensation the percentage applies to.
Sartori has worked the Gulf in-house market for 5 years. The Riyadh hub opened in 2022. Over the trailing three years the Gulf desk closed 15 in-house searches, 93 percent of them completed, at a counter-offer incidence of 31 percent, with a median of 16 working days from offer to signature. The typical file runs 4 to 7 months. 9 of the 15 were Riyadh-reporting. 4 of those 9 were the general-counsel or chief-legal-officer chair this page is about.
A head of talent at a Tadawul-listed energy company in Riyadh described the search that closed in ten weeks: “Most firms sent regional CVs. They mapped who had actually built a sanctions desk, including people not in the Kingdom. The search closed in ten weeks.” That hire was a cross-border head of legal, with London and Houston coverage, not one of the 4 general-counsel files. It is the dated proof that a Riyadh legal chair can sign inside a quarter when the letter is about the work and the city. The 4 GC files are the set that shows what happens when the letter is about a borrowed cash cell instead.
A general counsel at a regional-headquarters industrial group in Riyadh told us, “The cash was the easy line. The offer stalled until housing and a Saudi advocate were written as their own lines.” That matches the file. 2 of the 4 GC searches were repriced after the shortlist. 1 of those 2 ran past the 4 to 7 month band, and it is the same file that omitted housing and schooling as separate lines. Counter-offers on the Gulf line still land at 31 percent. The uncomfortable number is not the counter-offer. It is the 2 briefs we allowed to leave week one with a Dubai cash cell still in the draft.
Across 250 structured interviews with Dubai in-house counsel and heads of legal, the housing question showed up twice. 36 of 70 approvers, over 24 months, said candidates asked about housing and schooling before they asked about base. 29 of 52 recipients said the letter never located housing inside or outside base. Sartori maps 4,000 lawyers in Dubai. That map records who holds the seat. It does not record the allowance. Every allowance figure we work with comes from the letter, not from the map.
Companies hiring the chair, rather than reading the arithmetic, start with in-house and general counsel recruiting. A first legal hire, as distinct from a replacement general counsel, is sequenced in the first general counsel guide. The Abu Dhabi general-counsel cell, which does have a dated UAE tracker and still does not confer a court card, is a different emirate: general counsel salary in Abu Dhabi. A retained conversation starts at a call or through the hiring desk.
Riyadh general counsel salary: questions from both sides of the table
What is a general counsel salary in Riyadh in 2026?
There is no published 2026 general counsel salary Riyadh band. SAR 1 million of cash funds 15.15 annual wages at the MHRSD Resolution 212607 counting floor of SAR 5,500 a month (SAR 66,000 a year), 12.99 PayScale Attorney/Lawyer medians of SAR 77,000 (26 profiles, updated 2 October 2025), or 7.58 PayScale Legal Advisor median bases of SAR 132,000 (11 profiles, updated 27 January 2026). None of those prints is a general-counsel package. The Public Investment Fund’s 2025 results, carried by Zawya, put assets above $900 billion and revenue at $120 billion. That is the scale of a payer, not a salary.
How many Riyadh general-counsel seats does SAR 1 million fund?
Zero published seats. No regulator, exchange, or issuer remuneration table prints a 2026 Riyadh general-counsel cash figure, so SAR 1 million cannot be divided into a disclosed GC seat the way a London public-body salary can. Divided by the three prints that do exist, the same million riyals funds 15.15 counting-floor annual wages, 12.99 mixed-title attorney medians, or 7.58 Legal Advisor median bases. A board that treats any of those quotients as a headcount of general counsel is buying the wrong instrument.
Who pays a general counsel in Riyadh?
The checks are written by the Public Investment Fund and its portfolio, by regional headquarters, and by capital-market institutions and Tadawul issuers. PIF’s audited 2025 accounts, with a KPMG opinion dated 30 June 2026, classify 225 direct investments as subsidiaries. Arab News reported 34 regional-headquarters licenses in the second quarter of 2025. The Capital Market Authority’s 2025 annual report, via Mondovisione on 8 June 2026, counted 215 licensed capital-market institutions. Arab News, citing Markaz on 11 January 2026, put 2025 Saudi IPO proceeds at $4.1 billion.
Does a Riyadh general counsel package include housing?
The offer has to say so. Across 250 structured interviews, over a 24-month window, 36 of 70 general counsel and heads of talent who had approved a Riyadh general-counsel offer said the candidate’s first question was housing and schooling, not base. Of 4 general-counsel and chief-legal-officer files inside 9 Riyadh-reporting searches, 3 named housing and schooling as separate lines. The 1 that did not is the file that ran past the 4 to 7 month band.
How long does a Riyadh general-counsel search take?
Across 38 general-counsel and chief-legal-officer searches since 2017, the shortlist arrives in 24 days and the median time to an accepted offer is 11 weeks. On the Gulf in-house line the typical file runs 4 to 7 months, with a median of 16 working days from offer to signature. Of 15 closed Gulf in-house searches over three years, 9 were Riyadh-reporting and 4 of those 9 were general-counsel or chief-legal-officer briefs. 1 of those 4 ran past the 4 to 7 month band. Completion on the 15 files is 93 percent. A Tadawul-listed energy company in Riyadh hired a cross-border head of legal in ten weeks.
What does a company pay Sartori to run this search?
Retained only. The fee is 25 to 30 percent of the hire’s total first-year compensation, and 30 percent of that fee is paid as a retainer at engagement. On a Riyadh general counsel, total first-year compensation includes the housing and schooling lines the letter names, not a base copied from a Dubai cell. The replacement term on a retained general-counsel search is 12 months. Offer acceptance on retained mandates is 96 percent.
Printed instruments, the headquarters rule, and the Gulf research program.
Cash quotients come from the counting floor and two PayScale samples. Payer scale comes from PIF, Tadawul, the CMA, and the 2025 IPO tally. Headquarters rules come from Deloitte's reading of Decisions 337 and 461 and from MISA's March 2025 investor guide.

Each public figure measures a named instrument: a counting floor, a self-reported median, a fund result, a market capitalization, an assets-under-management print, a license count, or an arbitration caseload. None of those instruments is a Riyadh general-counsel salary. PIF's 2025 dollar results and the 2024 riyal asset print are not added. Sartori figures are the Gulf in-house file: 15 closed searches, 9 Riyadh-reporting, 4 of them general counsel or chief legal officer. 1,480,000+ lawyers are mapped globally.
