The first question a Melbourne general counsel asks about lawyer salary Melbourne is what the 2026 seat costs in Australian dollars and in US dollars, by seniority and by who writes the check. Sartori maps about 6,500 lawyers on the Sydney desk that covers this city. Private-practice PQE ladders from search firms are not in this file.

Articled-clerk A$67,145 sits next to the Legal Services Award law-graduate weekly of A$1,291.80 (A$67,174 at 52 weeks) from 1 July 2026, two floors for unadmitted seats rather than a newly admitted solicitor rate. Fair Work Ombudsman published the award pay guide on 24 June 2026. Admitted solicitors and barristers are generally award-free.

Jobs and Skills Australia, citing the ABS Employee Earnings and Hours survey for May 2025 (last pay period on or before 16 May 2025; results released 23 January 2026), reports a national solicitor median of A$2,070 a week for full-time non-managerial employees paid at the adult rate, before tax and salary sacrifice. At 52 weeks that is A$107,640, about US$75,628 at the June 2026 ATO average. Victoria’s share of solicitor employment in the February 2026 Labour Force Survey trend is 28.2 percent; New South Wales is 39.8 percent. That is an occupation median for ANZSCO 2713, not a Melbourne commercial-seat offer and not a PQE rung. The same EEH series puts judicial and other legal professionals (ANZSCO 2712) at a median A$2,803 a week (A$145,756 at 52 weeks, about US$102,408), a mix of judges, magistrates, tribunal members and intellectual-property lawyers, not a private-practice associate scale.

The 2025 QILT Graduate Outcomes Survey puts the undergraduate Law and paralegal studies median annual full-time salary at A$80,000 four to six months after course completion, Australia-wide, all employers, mixing solicitor, paralegal and other destinations. Converted: about US$56,208. The female median in that study area was A$77,000 and the male median A$83,000. A Melbourne head of legal hiring a 2026 graduate is looking at a national higher-education survey, not a Collins Street graduate announcement — no law-firm careers page in the evidence for this page stated a 2026 graduate dollar figure.

Judicial salaries set a public-law ceiling, not a law-firm drawing. The Department of Justice and Community Safety register under the Judicial Entitlements Act 2015, certificate 12 November 2025, effective 28 October 2025, lists a Supreme Court Judge at A$530,080 (about US$372,434 at 0.7026), a County Court judge at A$459,261, and a magistrate at A$367,292. A chief legal officer does not hire those seats. They mark the top of the published Victorian legal-pay stack.

The board does not buy a PQE ladder. It buys a cash cost.
On what the board actually buys
03 On-costs

What the payer actually writes a check for

Base salary is the line a candidate quotes. The line a Melbourne general counsel takes to the board is salary plus superannuation, and then payroll tax once the employer is over the threshold.

What the offer letter saysWhat the board paper says

  1. Base salary The figure in the offer. Award floor, VPS rung, occupation median, or an unpublished private-practice number.
  2. Statutory superannuation A percentage of ordinary-time earnings, capped once earnings clear the maximum contribution base.
  3. Payroll tax and payday timing A Victorian rate on Australian wages above a threshold, plus a seven-business-day super receipt rule from mid-2026.

The Australian Taxation Office set the superannuation guarantee at 12 percent of ordinary-time earnings from 1 July 2025, the final scheduled increase, and restated the rate on 17 April 2026. The 2025–26 quarterly maximum contribution base is A$62,500, so the guarantee caps at A$7,500 a quarter (A$30,000 a year) once ordinary-time earnings exceed A$250,000. From 1 July 2026 the annual maximum contribution base is A$270,830. Across 250 structured interviews with Sydney lawyers, 64 of 91 general counsel, chief legal officers and heads of legal who pay Melbourne seats, over a 24-month window, told Sartori they take salary plus that 12 percent to the board and treat any figure that omits it as incomplete.

A general counsel at a Melbourne-headquartered industry superannuation trustee put it without decoration: they take cash cost to the investment committee, not the advertised base. That is why the decoder above converts two VPS rungs at 1.12 before it converts them at 0.7026. The board does not buy a PQE ladder. It buys a cash cost.

From 1 July 2026 the same 12 percent must arrive. The ATO’s Payday Super rules, last updated 10 August 2026, require the fund to receive the contribution within seven business days of payday, with Single Touch Payroll reporting of qualifying earnings. Penalties on the unpaid superannuation guarantee charge run at 25 or 50 percent depending on prior penalties. Every Melbourne payer — fund, bank, VGSO, Collins Street partnership — writes a faster super check on lawyer payroll from that date, and employment counsel at industry funds pick up the implementation work.

Victorian payroll tax from 1 July 2025 is 4.85 percent (regional employers 1.2125 percent), with an annual deduction of A$1,000,000, a 50 percent phase-out between A$3 million and A$5 million, and no deduction above A$5 million, per the State Revenue Office table updated 10 July 2026. Combined mental-health and COVID-debt surcharges add 1 percent above A$10 million national payroll and 2 percent above A$100 million, on the Victorian share. A boutique with wages under the threshold writes a different check from a major bank with a Melbourne registered office. The rate is a tax setting, not a lawyer salary; it still converts a base into an employer cost once the employer is over the line.

Published AUD figures a Melbourne general counsel can put on one axis without pretending they are one scale. QILT is a 2025 graduate survey; VPS Solicitor 3 and senior VR2 top are 1 May 2026 government rungs not shown in the decoder; NSW government average is FY2023–24 survey; judicial figures are 28 October 2025 statutory salaries.

Solicitor salary Melbourne by who writes the check

Four buyer types pay the 2026 Melbourne lawyer, and the certificate type is the legal geography of the seat.

Law-practice employeeIn-house certificate

  1. Law practices Collins Street partnerships and incorporated practices. The candidate holds an employee or principal certificate.
  2. Corporate legal Banks, industry funds, listed companies. The candidate holds a corporate-lawyer certificate tied to that employer.
  3. Government and the bar VGSO, OPP, Commonwealth desks, CLCs, and an independent bar that sells advocacy rather than employing solicitors.
Victorian lawyers by employer type at 30 June 2025. Incorporated legal practices, corporate bodies, government and community legal centers are the named buckets; the residual includes unincorporated practices and sole practice. A census of certificates, not a count of open roles.

VLSB+C Annual Report 2024–25, Figure 11.

Melbourne CBD held the 16,117 already named; that is where Allens sits at 101 Collins Street, Mallesons at Collins Arch from the independent Australian brand that began 31 March 2026 (Law.asia, 10 December 2025, reporting the joint press release), Herbert Smith Freehills Kramer at 80 Collins Street inside the combined transatlantic firm that took effect 1 June 2025, and Corrs Chambers Westgarth at 120 Collins Street from late 2025. Reuters, on 2 June 2025, put the combined Herbert Smith Freehills Kramer platform at 2,700 lawyers and over US$2 billion in revenue. Those are CBD law-firm practice seats. Incorporated legal practices employed 8,824 lawyers across 3,279 entities, up 7 percent, in the same VLSB+C census. Principals numbered 7,194.

Corporate-body employers accounted for 4,490 lawyers. The in-house buyer a chief legal officer recognizes is a Melbourne-headquartered industry superannuation trustee or a major bank. AustralianSuper, as at 30 June 2026, reported more than A$430 billion and more than 3.6 million members. National Australia Bank Limited’s registered office is Level 28, 395 Bourke Street, Melbourne. Public role titles on that side of the market, anonymized to type: General Counsel, Head of Corporate Legal, Head of Investments Legal, Senior Legal Counsel, Legal Counsel.

Government employers accounted for 4,075 lawyers. VGSO is exclusive legal services for the State through six branches, self-funded by fees, competing with the panel where work is not reserved. The Office of Public Prosecutions is Victoria’s largest criminal legal practice. ASIC’s Victorian office is Level 7, 120 Collins Street. Community legal centers employed 824 lawyers across 67 centers. The independent bar numbered 2,277 practicing barristers at 30 June 2025, per the Victorian Bar Innovate Reconciliation Action Plan 2025–2027.

A Victorian practicing certificate authorizes one of principal or employee of a law practice, corporate lawyer, government lawyer, barrister, or volunteer at a community legal center. You cannot hold two Australian certificates at once, and a first certificate requires an employing entity. Supervised legal practice after admission is 18 months full-time equivalent if admission was via articles, and two years if admission was via a practical-legal-training course, per VLSB+C supervisee guidance. Leo Cussen Centre for Law lists a domestic Graduate Diploma in Legal Practice fee of A$12,390 for 2026–27 intakes, a cost of becoming the lawyer, not a salary. Policy work, including legal policy, does not count as legal practice. A Senior Legal Policy Officer in a department may be a lawyer by training and still not be the government-lawyer seat a general counsel thinks they are hiring.

Your exposure is a cash-cost band the board will recognize, not a PQE brochure.

  • Print the VPS table first. It is the seniority ladder a finance committee can audit. Then decide whether the seat is government, corporate, or firm-side, because those are different certificates and different on-costs.
  • Add superannuation before you compare cities. A Sydney survey average that omits the 12 percent is not comparable to a Melbourne cash-cost paper that includes it.
  • Budget the counter-offer. In-house employers defend a Melbourne seat because replacement costs them a search, not a secondment, and the incumbent already holds the certificate the new hire must still obtain.
  • Do not use the national solicitor median as a commercial offer. It is an occupation statistic from May 2025. A Collins Street or fund seat that is priced off that median will be rewritten after the first shortlist.

Your reservation price is probably a Sydney number. Your offer letter may be a Melbourne government rung or an unpublished firm band.

  • Know your supervised-practice clock. Eighteen months after articles, two years after a PLT course. Unpaid leave does not count. A principal certificate is generally unavailable while the condition remains.
  • Ask whether the figure includes superannuation. From 1 July 2025 the statutory rate is 12 percent. An offer that is silent on it is incomplete, on either side of the table.
  • Treat Sydney survey averages as a check. In the same interview cohort, 47 of 82 private-practice associates and senior associates over an 18-month window said they use Sydney published survey averages, not a Melbourne PQE table, as their reservation price when weighing an in-house move.
  • A VGSO graduate seat is not on the 2027 market calendar. The office stated on 6 August 2026 that it will not advertise market roles for that intake. Existing Legal Officer bands remain the competing government offer.
Sydney is a check, not a Melbourne scale.
On the Sydney comparator
05 The comparator

Lawyer salary Sydney as a same-country check

The assigned question is Melbourne against Sydney. The honest method is to put two different instruments on the table and refuse to subtract them.

The Law Society of NSW counted 45,208 solicitors at 30 June 2026, of whom 21,872 sat in the city and 14,835 in suburban Sydney. Certificate categories: principal of a law practice 10,727; employee of a law practice 20,140; corporate legal practitioner 9,042; government legal practitioner 5,205. NSW corporate certificates exceed Victoria’s 4,490 corporate-body lawyers at 30 June 2025; the instruments differ (certificate type versus employer entity) and the dates differ by a year. Do not subtract. The 2024 National Profile of Solicitors, an October 2024 snapshot, counted 97,500 practicing solicitors in Australia, with Victoria at 24,301 solicitors — a solicitor census, not VLSB+C’s 30,013 lawyers (solicitors plus barristers) nine months later.

Income in the Law Society of NSW 2025 Annual Profile is a voluntary survey of NSW certificate holders, asked for FY2023–24. Average income across all respondents was A$184,980. Sector averages: corporate legal A$235,439 (about US$165,419 at 0.7026); private practice A$194,987 (about US$136,998); government legal A$152,978 (about US$107,482). Full-time and part-time combined: 61 percent of corporate legal respondents sat over A$150,000 versus 40 percent of private practice and 37 percent of government; 45 percent of corporate sat over A$200,000 versus 27 percent private and 11 percent government. Private practice by firm size: 35 percent of respondents in practices with 50 or more principals earned more than A$250,000, versus 9 percent in practices with one to four principals. Location: 24 percent of full-time major-city solicitors reported over A$250,000 versus 8 percent regional. Sydney is a check, not a Melbourne scale.

Five published instruments a Melbourne general counsel can cite in 2026. They are not one scale: years, populations and methods differ. USD uses the ATO June 2026 monthly average of 0.7026. This is not a private-practice PQE ladder.

06 Demand

What 2026 work actually prices on a Melbourne desk

A salary page that stops at the table misses why a general counsel is hiring at all. Several dated rules changed what work is compulsory in 2026.

Voluntary notificationCompulsory process

  1. Merger clearance Acquisitions that meet revenue and value tests wait for the competition regulator before they complete.
  2. Lawyer AML programs Property, company, trust, financing and restructuring work becomes a designated service with an enrolment duty.
  3. Payday superannuation The same statutory contribution must reach the fund on a payday clock, which is both an on-cost and a practice file.

Australia’s mandatory merger-control regime is in effect from 1 January 2026, replacing a voluntary judicial-enforcement model, as the ACCC states on its mergers pages. Large merged-firm tests: combined Australian revenue of at least A$200 million and either the target’s Australian revenue at least A$50 million or global transaction value at least A$250 million. Very-large-acquirer tests: acquirer-group Australian revenue at least A$500 million and target Australian revenue at least A$10 million. Asset and voting-power overlays commence 1 April 2026. Competition and M&A seats at Collins Street firms, and in-house counsel at serial acquirers with a Melbourne headquarters, sit on a clearance clock. This page does not invent a notification headcount.

AUSTRAC table-6 designated services apply to lawyers from 1 July 2026. By 27 August 2026 AUSTRAC counted 6,500 lawyer enrolments nationwide. Litigation-only work and merely ancillary advice sit outside the sufficiently-linked test; legal aid commissions, community legal centers and barristers acting for Australian government bodies have exemptions. The hiring consequence is an AML compliance officer inside incorporated practices that do property, private M&A, funds and restructuring, not a graduate mill.

Treasury’s Annual Report 2024–25, published 24 October 2025, recorded 1,362 commercial foreign-investment proposals approved at a value of A$251.5 billion. The 19 May 2026 Budget package starts a conditions review on existing approvals from 1 July 2026 and will not give FIRB approval first where the ACCC has not decided the competition element. Melbourne funds desks that already run FIRB files pick up sequencing work, not a junior-hiring wave.

ASX recorded 92 new listings in calendar 2025 and A$6.3 billion raised by new listings, in its 5 February 2026 review. Follow-on capital was A$36.8 billion. The Reserve Bank cash rate, after three 2025 cuts to 3.60 percent, was hiked three times in 2026 to 4.35 percent from 6 May 2026 and held there through 12 August 2026. Deal timing in 2026 sits against a tighter policy setting than the February ASX outlook assumed. ASIC counted 14,722 companies entering external administration for the first time in 2024–25, up 33.2 percent, in Corporate Insolvency Update Issue 37 (September 2025). Restructuring seats are the other side of the same cycle.

The Supreme Court of Victoria, in its 2024–25 annual report tabled 4 December 2025, recorded 8,026 initiations, up 9.6 percent. Commercial Court initiations were 3,495, up 10.7 percent. Common Law Division initiations were 3,743, up 11.3 percent. Associate Judges’ Chambers and Specialist Lists hearings grew 26.4 percent to 10,747. Disputes seats at CBD firms, VGSO Litigation and Dispute Resolution, and the independent bar inherit that run-rate. Victoria Legal Aid delivered more than 490,000 services in 2024–25, with 80 percent of legal assistance services delivered by private practitioners, 17 percent in-house and 3 percent community legal centers, and paid A$31.7 million to barristers at the private bar. Victorian bail reforms staged from 26 March and 26 August 2025, as Victoria Legal Aid LawHub recorded (page updated 27 May 2026), moved armed robbery, aggravated burglary, home invasion and carjacking onto the exceptional-circumstances test — a crime-list pricing fact for OPP solicitor advocates, not a commercial PQE rung.

07 The search

How a Melbourne associate seat actually closes

Sartori has worked Melbourne associate seats from the Sydney desk for 5 years. Over the trailing three years that desk closed 20 associate searches at a 93 percent completion rate, on a typical timeline of 6 to 12 weeks.

Of those 20 closed associate searches, 12 were in-house or government seats — corporate or government certificates at funds, banks, listed companies and Victorian public bodies — and 8 were private-practice associate seats at CBD partnerships. Median offer-to-acceptance on the desk is 12 working days. Counter-offer incidence is 34 percent. Quarterly surveys have run since 2019; the global mapping frame behind the city coverage is nearly 1.5 million lawyer profiles.

Five of those 20 closed files were re-scoped after the first shortlist because the hiring company had budgeted the Jobs and Skills Australia national solicitor median as if it were a Melbourne commercial-seat offer. That is the finding that does not flatter the method: we still closed the files, and we still watched a median of four extra weeks disappear inside the 6-to-12-week window while the band was rewritten. Our own data cannot see private-practice PQE pay in Melbourne. We will not invent a ladder to fill the gap.

A head of legal at a Victorian government department told us they lose Solicitor 3 lawyers to Collins Street firms because the enterprise-agreement path is published and the private-practice premium is not. That is the other side of the missing ladder: the government number is knowable; the firm number is a conversation. Associates in the same cohort already said they use a Sydney survey average as their reservation price rather than a Melbourne brochure.

Two composite seats, no names

Investments counsel at a Melbourne-headquartered industry fund. Corporate certificate, Senior Legal Counsel, FIRB and unlisted-asset work against a three-digit-billion member book. The first band the company brought was the national solicitor median. The revised band sat between VPS senior solicitor and the NSW corporate average they used as a ceiling. Time to fill: 10 weeks, inside the desk window. Superannuation at 12 percent was on the board paper from the second draft. No candidate name, no trustee name.

Commercial associate at a Collins Street international partnership. Employee certificate, mid-level, ACCC-notification and public M&A process after 1 January 2026. The search closed in 8 weeks. A counter-offer appeared, consistent with the 34 percent desk rate; the 12-day acceptance window still held. The complication was not origination credit. It was whether the company on the other side of the deal had already budgeted a clearance clock into the lawyer’s first six months. No firm name, no candidate name.

Companies filling an in-house seat start with in-house and general counsel recruiting. Associate seats on the firm side sit on associate and attorney recruiting. The national occupation frame is lawyer salary in Australia 2026; the city check is lawyer salary in Sydney 2026. How we coin cohorts and telemetry is on the research program page.

Lawyer salary in Melbourne: questions from both sides of the offer

What is a lawyer salary Melbourne figure in 2026?

There is no single 2026 Melbourne private-practice ladder; the published admitted-solicitor floor is A$75,971 on the Victorian Public Service Legal Officer scale from 1 May 2026. Jobs and Skills Australia, citing the ABS Employee Earnings and Hours survey for May 2025, puts the national solicitor median at A$2,070 a week (about A$107,640 a year). Converted at the ATO June 2026 monthly average of US$0.7026 per Australian dollar, that median is about US$75,628 before superannuation. A Melbourne general counsel still has to add the 12 percent superannuation guarantee from 1 July 2025, and should treat Sydney survey averages as a same-country check rather than as Melbourne cash.

How does solicitor salary Melbourne compare with a lawyer salary Sydney check?

Sydney is a later, different instrument, not a Melbourne scale: the Law Society of NSW 2025 Annual Profile reported a corporate-legal average of A$235,439 for FY2023–24. Private-practice respondents averaged A$194,987 and government legal A$152,978. Those figures sit one financial year behind 2026 cash cost, cover NSW certificate holders, and mix full-time with part-time. At 30 June 2026 NSW had 45,208 solicitors against Victoria’s 30,013 lawyers at 30 June 2025 — different dates and a solicitor census versus a lawyer census. Use the Sydney numbers as a ceiling and a distribution, not as a Collins Street offer letter.

What does a Melbourne general counsel actually budget beyond base salary?

Add the 12 percent superannuation guarantee on ordinary-time earnings from 1 July 2025, then Victorian payroll tax at 4.85 percent once Australian wages clear A$1,000,000. The ATO 2025-26 quarterly maximum contribution base is A$62,500, so statutory super caps at A$7,500 a quarter (A$30,000 a year) once ordinary-time earnings exceed A$250,000. From 1 July 2026 Payday Super requires the fund to receive the contribution within seven business days of payday. Large national payrolls also pick up the 1 percent and 2 percent mental-health and COVID-debt surcharges above A$10 million and A$100 million.

What does a Victorian government solicitor earn from 1 May 2026?

An admitted VPS solicitor starts at A$75,971 (Solicitor 1) and a principal solicitor tops at A$191,084 on Schedule C from 1 May 2026. Articled clerks start at A$67,145. Cash cost at the 12 percent superannuation guarantee is about A$85,088 (US$59,782) at the admitted minimum and about A$214,014 (US$150,366) at the principal top, using the ATO June 2026 average of 0.7026. These are VGSO and departmental Legal Officer bands, not a private-practice market rate. The Fair Work Commission approved the agreement on 12 August 2024; wages rise 3 percent a year over its life.

Is there a published private-practice PQE salary scale for Melbourne in 2026?

No non-search publisher issued a 2026 Melbourne PQE ladder, and this page does not invent one. VLSB+C counted 30,013 registered Victorian lawyers at 30 June 2025; that census is a headcount, not a pay table. The Legal Services Award law-graduate rate of A$1,291.80 a week from 1 July 2026 is a floor for unadmitted staff in covered private practices, not a newly admitted solicitor rate. Admitted solicitors and barristers are generally award-free. What a Collins Street partnership actually pays a third-year commercial lawyer is not in a primary document we can cite, so it is omitted.

How long does it take to fill a Melbourne associate or in-house legal seat?

Sartori’s Sydney desk that covers Melbourne closes associate searches in 6 to 12 weeks, with a 93 percent completion rate across 20 files in three years. Median offer-to-acceptance is 12 working days. Counter-offer incidence on the desk runs at 34 percent. Of those 20 closed files, 5 were re-scoped after the first shortlist because the hiring company had budgeted the national solicitor median as a Melbourne commercial offer — that is the delay that is inside our control to prevent and that we still see. Supervised legal practice after admission is 18 months or two years depending on the pathway, which is a credential clock, not a search clock.

VPS dollars are the 1 May 2026 Schedule C column. The national solicitor median is ABS EEH May 2025 as reported by Jobs and Skills Australia, an occupation statistic, not a Melbourne commercial band. NSW income figures are FY2023–24 survey averages, not 2026 Melbourne cash cost. USD figures use the ATO June 2026 monthly average of 0.7026. Mandate counts, counter-offer incidence and offer-to-acceptance windows are Sartori telemetry for the Sydney associate desk that covers Melbourne.

Interview findings, mandate telemetry and the 34 percent counter-offer rate come from the continuous research program described on our research page. Compensation data is general information, not financial, career or legal advice. Actual pay varies by employer, certificate type, seniority, hours and bonus eligibility.
