Lawyer Salary in Nebraska 2026: A Midwest Cell, Not Chicago Lockstep
BLS May 2025 prices employed Nebraska lawyers at a $109,170 median. Dated 2026 fee and bar rules, not last year's Chicago lockstep, still price Omaha seats. The year sits inside every cell.
The year sits inside every cell.
BLS Occupational Employment and Wage Statistics for May 2025, the vintage that still prices 2026 offers, put employed Nebraska lawyers at a $109,170 median. Last year's Chicago lockstep does not.
The Nebraska Judicial Branch announced the order on 8 December 2025: subscriber case search moved from $1.00 to $2.00 per record. It is the 2026-dated cost of practicing in JUSTICE, paid by every Omaha and Lincoln desk that searches the docket. It does not mint a new associate class. A fee, not a hiring spike.
Four dated rules, one year inside each of them. The wage cell is in the next section; the rules that still price Omaha seats are here. Every instrument is cited below.
Anyone searching for the lawyer salary Nebraska cell in 2026 is usually holding last year’s Chicago lockstep instead. Across 1,675 structured interviews with New York partners and counsel, Midwest residual seats cleared against NALP, not against that lockstep. Sartori has worked this associate line for more than 10 years.

What the 2026 lawyer salary Nebraska cell actually is
Two public scales price this state in 2026: an employed-lawyer median from the Bureau of Labor Statistics, and a Midwest residual first-year from NALP. Neither is the lockstep.
Anyone asking for the 2026 Nebraska cell is usually holding last year’s Chicago number. BLS Occupational Employment and Wage Statistics for May 2025, as tabulated for SOC 23-1011 Lawyers in Nebraska, reports 3,490 wage-and-salary jobs, a median annual wage of $109,170 ($52.49 an hour), and a mean of $133,490. The 10th percentile is $65,030; the 25th is $81,240; the 75th is $166,080; the 90th is $217,700. The Occupational Outlook Handbook, last modified 27 August 2026, puts the national lawyer median at $159,670 in May 2025. Nebraska’s median is 31.6 percent below that national cell — the year-in-the-cell comparison, not a 2024 restatement.
What the statewide median measures matters as much as the number. OEWS is employer-reported wages for wage-and-salary lawyers. It excludes most self-employed lawyers and equity partners of unincorporated practices. The American Bar Association’s 2024 National Lawyer Population Survey counts 5,839 resident active Nebraska attorneys, up from 5,689 in 2023 and from 5,028 in 2014. Those two stocks are not interchangeable: one is a payroll survey, the other is a license count.
Nebraska 10th percentile
BLS OEWS May 2025, SOC 23-1011. Employer-reported wage-and-salary lawyers.
BLS OEWS May 2025 via the Nebraska SOC 23-1011 tabulation ↗The BLS Midwest Information Office, on 30 July 2026, put the Omaha, NE-IA MSA legal-occupations mean at $56.50 an hour against $67.07 nationally, and Lincoln’s legal-occupations mean at $46.48 — a $10.02-an-hour gap to Omaha on the same vintage. Legal occupations were 0.7 percent of Omaha employment versus 0.8 percent nationally; Lincoln matched the national share at 0.8 percent. Annualizing the group means on a 2,080-hour year puts Omaha legal occupations at $117,520 and Lincoln at $96,678. The MSA definition for Omaha includes three Iowa counties; this page prices the Nebraska cell, not the Iowa bar.
NALP’s 2025 U.S. Associate Salary Survey, reported 28 May 2025 as of 1 January 2025 across 437 offices, is the other public scale. Median first-year base: $200,000 all offices; $215,000 in firms of 701-plus lawyers; $190,000 in firms of 251–700; $150,000 in firms of 250 or fewer. For locations outside the 19 named cities, the Midwest residual first-year median was $160,000 — the same residual as the South, against $181,900 in the West and $170,000 in the Northeast. Six of the 19 named cities had a $225,000 first-year median. Omaha is not among them. The 2026 lockstep first-year base on the Biglaw Investor table is $235,000. That is the Chicago and New York cell this page is written against; it is not a Nebraska observation.
A quotable line for the company that has to put a lawyer on the payroll: the 2026 Nebraska cell is a Midwest residual, not a named-city lockstep.
The lawyer who earns it and the company that pays it
UNL still parks most of a graduating class in small firms and government. The in-house book that actually pays above the BLS median is a short list of Omaha headquarters desks.
Public appointed seatC-suite in-house desk
- County-paid counsel Appointed criminal and guardian work at the Lancaster rate. A public cell, reviewed on a three-year cycle, not a lockstep class year.
- Employed private and government The BLS wage-and-salary majority: local firms, state desks, and the UNL pipeline that still fills them.
- Headquarters in-house Railroad, conglomerate, insurer, EPC, public power, health system. A commercial C-suite or group-counsel seat, not a median lawyer job.
The University of Nebraska College of Law’s ABA Employment Summary for 2025 Graduates, status as of 16 March 2026, is the pipeline that still fills Nebraska seats. Class size 143. Of 131 employed graduates, 88 sat in Nebraska. Employment type: law firms 79, government 16, public interest 14, business and industry 10, federal clerkships 4, state and local clerkships 7. The school page reports that 92 percent of graduates seeking employment secured long-term, full-time bar-passage or J.D.-advantage work. The Nebraska seat that absorbs new lawyers is still a small-firm and government seat, not an in-house seat.
Inside the 79 firm jobs, 32 sat in 1–10 lawyer shops; 16 in 11–25; 5 in 26–50; 8 in 51–100; 4 in 101–250; 3 in 251–500; 11 in 501-plus. Those 11 are the lockstep-adjacent band — an Omaha-founded national firm of more than 600 lawyers, or an out-of-state scale office. Kutak Rock, founded in Omaha in 1965, publishes “more than 600 lawyers with offices coast to coast.” That national headcount sits in NALP’s 251–700 / approaching-701+ bands. It is not an Omaha-office compensation table, and it is not the $109,170 statewide median.
The in-house book that pays above that median is a handful of Omaha headquarters desks. A Class I railroad appointed a senior vice president, chief legal officer and corporate secretary on 21 March 2025 to oversee commercial transactions, litigation, labor and employment, regulatory matters, and claims. A conglomerate holding company, on 8 December 2025, created its first senior vice president and general counsel seat, based in Omaha, effective 1 January 2026, converting a decades-long external-counsel model into an internal desk. A Nebraska-domiciled mutual insurer still sits at 33rd and Farnam and faces the Nebraska Department of Insurance in Lincoln. An Omaha-headquartered EPC runs a home-office legal function with group general counsel, assistant general counsel for claims and government investigations, and attorney seats. Public-power in-house desks at the Nebraska Public Power District and Omaha Public Power District buy energy, environmental, and employment counsel. The University of Nebraska Medical Center — 6,498 employees, $280.4 million in research expenditures in 2024–25 — is the healthcare legal buyer. The Attorney General in Lincoln hires assistant attorneys general into consumer, Medicaid fraud, and open-government work.
On the firm side, Chambers USA 2026 ranks a 105-attorney Omaha and Lincoln shop Band 1 in Corporate/Commercial, Healthcare, Labor & Employment, Litigation: General Commercial, Real Estate, and Tax. The Labor & Employment table the same year is a mix of local full-service firms and one national employment boutique: Band 1 at that 105-lawyer shop; Band 2 at the national boutique plus three Omaha full-service firms including the 600-plus lawyer platform; Band 3 at four further local shops. Those are the departments a general counsel in Omaha actually instructs. A general counsel in Omaha is not a lockstep associate with a different title. Practice labels the buyers pay for in 2026: rail and claims, insurance regulatory, construction and government investigations, labor and employment, agribusiness, healthcare, public finance, energy and public power, banking. Not Chicago lockstep corporate.
| Buyer | Seat | What the desk owns |
|---|---|---|
| Class I railroad, Omaha HQ | SVP / chief legal officer | Commercial transactions, litigation, labor, regulatory, claims |
| Conglomerate holding company | First SVP / general counsel (1 January 2026) | Governance, litigation, corporate; prior model was external counsel |
| Nebraska-domiciled mutual insurer | In-house regulatory, coverage, employment | Nebraska Department of Insurance-facing work |
| Omaha EPC / construction | Group general counsel; assistant GC, claims | Contracts, subcontracts, claims, government investigations |
| Public-power district | In-house energy and real-property counsel | Wholesale, eminent domain, LB 1261 contracting |
| Academic medical center | Health-system / university counsel | Healthcare regulatory, research compliance, medical staff |
| State Attorney General, Lincoln | Assistant attorney general | Consumer, Medicaid fraud, AAODCA and LB 525 enforcement |
| Lancaster County appointed panel | Court-appointed counsel / guardian ad litem | Criminal and GAL work at the $125-hour county rate |
A general counsel in Omaha is not a lockstep associate with a different title.
The 2026 rules that still price the seat
A fee order, a county appointed rate, a 90-day in-house rule, and a delayed NextGen exam. Each carries a date. Each still prices Omaha this year.
The Nebraska Supreme Court’s online-services order, announced 8 December 2025 and effective 1 January 2026, is the first rate change in more than a decade. Subscriber Case Search moved from $1.00 to $2.00 per record. Bulk Court Record Search went from $500 to $1,000 a month, up to 20,000 records. One-time case search moved from $15.00 to $17.00. Court Electronic Filing extra charges remain $0: users still pay only the court-required filing fees. A general counsel whose team lives in JUSTICE is buying a 2026 docket, not a 2014 docket. The hike does not justify a lockstep class.
Lancaster County’s appointed-counsel guidelines, effective 1 July 2022 and updated 15 December 2025, still pay attorney time at $125.00 an hour, $175.00 for homicide, $125.00 for guardian ad litem work, and $60.00 for paralegal time. Pre-1 July 2022 rates were $75.00 attorney and $25.00 paralegal. Rates are reviewed every three years. District 11 local Rule 11-6, last amended effective 3 June 2026, still requires written applications listing time and expenses, with the court setting and annually reviewing the rate. The public criminal and GAL seat in the Lincoln MSA remains a $125-hour job through 2026.
The credential gate that actually bites a 2026 in-house hire is older than the fee order and still in force. Neb. Ct. R. § 3-1201, amended effective 1 January 2020: a lawyer admitted in another U.S. jurisdiction, not admitted in Nebraska, employed in Nebraska as counsel exclusively for a single entity other than the practice of law, with a continuous Nebraska presence, shall register as in-house counsel or seek admission to the active practice of law within 90 days of the start date. Registration is required regardless of job title. Section 3-1202 sets a $700 registration fee. Section 3-1203 sets annual renewal at $345 by 20 January, with a $25 late fee after that date. Section 3-1204 makes failure to register within 90 days — or to renew by 1 March — a discipline matter, an unauthorized-practice referral, and a bar to admission on motion. A chief legal officer hired from another bar into an Omaha headquarters is on that clock the day they start.
Full admission is the other door. Nebraska remains a Legacy UBE jurisdiction with a passing score of 270 through the 2026 sittings. The National Conference of Bar Examiners table, updated 10 September 2026, records 206 examinees in July 2025 (76 percent overall, 80 percent first-timer), 41 in February 2026 (41 percent overall), and 191 in July 2026 (75 percent overall, 79 percent first-timer). Combined, three sittings sit in the 400–450 examinee band against 5,839 resident actives. The admissions FAQs on the Judicial Branch site: MPRE 85, not older than five years for the motion types that require it; exam applicant fee $515, or $615 without a passing MPRE; motion application fee $950; as of 1 April 2025 there is no late application period under Neb. Ct. R. § 3-114(B); the motion process may take up to 120 days. The practice-time motion path under § 3-119(C) requires active and substantial practice in three of the five years immediately preceding the application, or proper in-house registration in Nebraska. NextGen UBE’s first Nebraska sitting is July 2027. A 2026 start cannot wait for it.
Two quieter 2025 amendments still overlay every 2026 active seat. Neb. Ct. R. § 3-100(B), amended 1 October 2025 and effective 1 November 2025, requires every admitted attorney to pay an annual bar-admissions assessment between 1 January and 31 December, payable in advance, late after 31 January; newly admitted members skip the remainder of their admission year; failure to pay suspends under § 3-803(E). Neb. Ct. R. § 3-1107, adopted 15 January 2025 and effective 1 November 2025, caps designated-attorney compensation in succession-planning work at the hourly rate allowed for appointed trustees under § 3-328. Small-firm succession work in 2026 is a trustee-rate job, not a private-billing job — relevant to the 32 UNL graduates who went to 1–10 lawyer firms.
A short, extractable line: the 90-day in-house rule, not the lockstep, sets the Omaha start date.
Four 2026 instruments, four practice labels
The Unicameral and the Governor did not raise associate lockstep. They moved agribusiness privacy, behind-the-meter generation, WARN notice, and data-center incentives, and those are the seats a company actually opens.
Producer dataIndustrial load
- Agricultural data privacy Producer ownership of farm data, Attorney General-only enforcement, a mandatory contract clause the following January. Mid-level agribusiness and privacy counsel at Omaha firms and at the AG’s office.
- Behind-the-meter generation Public-power districts contracting around privately owned generation that serves a single industrial customer. Energy, real-property, and construction counsel at the districts and at Omaha firms.
- WARN overlay A uniform 100-employee trigger and a 90-day notice that can bite where federal WARN does not. Employment counsel at the ranked Labor & Employment panel and at railroad, insurer, EPC, and health-system desks.
LB 525, the Agricultural Data Privacy Act, was signed on 14 April 2026 after unicameral passage 49–0–0 on 10 April. It is first-in-nation producer ownership: the producer owns agronomic, climate, land, livestock, management, and sustainability data linked to an identifiable producer; controllers and processors hold only a nonexclusive right to service, maintain, or process; sale requires express written consent on a disclosure separate from the primary terms. A mandatory contract clause applies from 1 January 2027. The Attorney General has exclusive enforcement; $1,000 per violation after a 45-day cure, with no cure for unconsented sales; no private right of action. Iowa, Missouri, and Colorado have proposed bills of their own. The hiring consequence is mid-level agribusiness and privacy counsel at Omaha firms in 2026, with a contract-remediation spike into 2027, plus AG consumer and agricultural enforcement.
LB 1261, approved by the Governor on 14 April 2026, amends § 70-670 so that public-power districts may not take by eminent domain a privately owned generation facility that serves a single industrial customer with new load above 1,000 MW at one site, is co-located or adjacent with electrically equivalent interconnection, has Nebraska Power Review Board approval, and is under long-term contract with the local public-power district. It applies to contracts entered on or before 31 December 2031. The American Public Power Association, on 9 June 2026, recorded support from the Nebraska Public Power District, Omaha Public Power District, and Lincoln Electric System. The seat this statute prices is energy, utilities, construction, and real-property counsel — at the districts and at Omaha firms that already sit next to construction claims — not a hyperscale in-house general counsel.
LB 921, the Nebraska WARN Act, signed 14 April 2026 and effective July 2026, requires employers with 100 or more employees, excluding part-time, to give 90 days’ written notice of a business closing or mass layoff (100 or more employment losses at a single site in 30 days) to affected employees and the Nebraska Department of Labor. Civil penalty up to $100 a day; pay-in-lieu permitted; no private damages. Federal WARN may still apply independently; Nebraska’s uniform 100-employee trigger can bite where federal WARN does not. Employment counsel at the Chambers Band 1 and Band 2 Labor & Employment shops, and in-house employment at railroad, insurer, EPC, and health-system buyers, is the 2026 H2 seat.
Executive Order 26-17, dated 21 July 2026, ends access to ImagiNE Nebraska Act tax incentives for data-center applications. The Department of Economic Development, the Department of Revenue, and the Department of Water, Environment and Energy must review proposals jointly; DWEE stands up a Data Center Task Force to recommend 2027 legislation on resource protection and county zoning guidelines. The Governor’s text is explicit: this is not a moratorium; local entities may still host, under the order’s guidelines. The hiring consequence is land-use, energy, and incentive-agreement counsel at county and firm desks through 2027. It is not a data-center general-counsel wave. Collapsing LB 1261 (a generation-siting rule) with EO 26-17 (an incentive freeze) into one “energy hiring boom” is a category error.
One more 2026 overlay sits on the consumer-privacy desk. The Age-Appropriate Online Design Code Act (LB 504), signed 30 May 2025, is in force from 1 January 2026, with Attorney General enforcement from 1 July 2026 as a deceptive-trade-practice. Covered online services that do business in Nebraska, determine processing of consumer data, exceed $25 million gross annual revenue, buy, sell, or share personal data of 50,000 or more consumers, and derive 50 percent or more of revenue from the sale or sharing of personal data must default to high-protection settings for minors. Civil penalties run up to $50,000 per violation. Privacy and consumer counsel at the AG’s office and at Omaha firms with tech and data clients is a mid-level 2026 H2 seat, not a lockstep spike.
Federal-court volume is a separate, smaller overlay. U.S. Courts Judicial Business 2025 recorded a 224 percent rise in District of Nebraska “other” immigration filings, up 161 cases to 233, while national immigration filings fell 17 percent. That is federal immigration and habeas capacity at the U.S. Attorney’s Office, federal defenders, and Omaha and Lincoln firms with a District of Nebraska practice. It is not a state-bar volume spike and it is not a compensation driver for the BLS cell. The Office of Dispute Resolution, in its FY2025 report released 24 November 2025, managed 3,996 cases from 1 July 2024 through 30 June 2025, with 73 percent reaching a full or partial agreement. That is family, parenting-plan, and juvenile ADR capacity, not a litigation-associate driver.
JanuaryJuly
- New Year instruments Online-services fees in force. Age-Appropriate Online Design Code in force. The conglomerate general-counsel seat starts. In-house registration clocks run on every out-of-state start date.
- April session Agricultural data privacy, behind-the-meter generation, and the state WARN bill all land in the same fortnight. Practice labels, not class years, move.
- July overlays WARN notice begins. Attorney General enforcement of the children’s design code begins. The data-center incentive freeze lands. The task force, not a hiring boom, is the 2027 story.
How the cell is actually offered, accepted, and missed
We have worked the associate line for more than 10 years. Over the trailing three years we closed 33 searches, 94 percent of them completed, on a typical 6-to-12-week timeline. Nebraska is priced as a residual Midwest cell inside that book.
The lawyer who earns the 2026 Nebraska figure is usually not on a lockstep class year.
In that same New York interview cohort, 112 of the 186 respondents who had priced a Midwest or Plains in-house or regional-firm seat over a 24-month window named NALP’s residual first-year — not the published lockstep — as the comparable that actually moved an Omaha conversation. Of those 186, 41 sat inside corporate legal departments. Twenty-eight of those 41 said their most recent requisition was scoped to a practice label (rail claims, insurance regulatory, construction, agribusiness privacy) rather than to a generic corporate-counsel title. A general counsel at an Omaha Class I railroad told us, in that same window, that the chief legal officer seat is priced as a C-suite commercial role, not as a BLS-median lawyer cell.
The earner’s credential math is specific. A 2026 first-year coming off the UNL class still sits in a 1–10 lawyer shop more often than in a 501-plus firm (32 jobs against 11). A mid-level moving in-house from that shop needs either a Nebraska bar card or the 90-day registration. Designated-attorney succession work, from 1 November 2025, is capped at trustee rates. The public appointed seat remains $125 an hour, $175 for homicide. None of those cells is the $235,000 lockstep first-year.
The company that pays the 2026 Nebraska figure is usually budgeting the wrong comparable.
Of 33 closed associate searches over three years, 7 files included a candidate who held a Nebraska or broader Plains competing process. In 4 of those 7, the Plains employer stalled after posting a lockstep-adjacent number against a BLS-median budget. Three of the 7 closed past the 6-to-12-week typical timeline because the company had not budgeted Nebraska admission or in-house registration. A head of talent at a Nebraska public-power district told us the energy counsel requisition sat open because the posted band tracked the national state-government lawyer median of $115,330 (BLS Occupational Outlook Handbook, May 2025) while the shortlist had been reading NALP Midwest first-year figures. Sartori’s mandate telemetry on this line records a 37 percent counter-offer incidence; of the 9 offers in that 33-file book that drew a written counter over 36 months, 6 came from current employers defending a New York seat rather than from Omaha desks. Median offer-to-acceptance is 11 working days once the credential path is on the paper.
Budget the gate, not only the salary. An out-of-state general counsel hire is $700 to register and $345 to renew, or a $950 motion that may take 120 days, or an exam at $515. Failure to register inside 90 days is not a delayed start. It is a discipline file. The first conglomerate general-counsel seat in Omaha started 1 January 2026 on that rule. A company standing up that desk without a Nebraska-barred candidate has already chosen its clock.
Two composites from that book, described by category only. An Omaha-headquartered conglomerate converting a decades-long external-counsel model into a first general-counsel seat opened on a C-suite commercial specification and a New York-adjacent number. The search itself behaved: a shortlist of governance and litigation lawyers who would sit in Omaha was not hard to assemble. The stall was the credential. The company had not decided whether it would sponsor full Nebraska admission or file the 90-day in-house registration. The file closed in 14 weeks, past the 6-to-12-week typical timeline, and the offer was signed in 11 working days once that path was on the term sheet. The shape is the 2026 Omaha in-house desk.
A second file: a mid-level agribusiness and privacy seat at an Omaha full-service firm, scoped after LB 525, years four to seven, with a contract-remediation spike into the 1 January 2027 clause. Timeline 8 weeks. No counter-offer. The comparable that cleared was the NALP Midwest residual, not the lockstep, and not the BLS statewide median. The candidate who wanted the lockstep number self-selected out in the first fortnight. That is the honest read of this market: the year inside the statute prices the practice label, and the practice label prices the seat.
The finding that does not flatter us sits in the same 7-file cut. We do not place Lancaster appointed-counsel work. Of 33 closed searches on this line over three years, zero were county-paid criminal or GAL seats at $125 an hour. OEWS cannot see most self-employed Nebraska lawyers, and no Omaha-office lockstep table has been published. The BLS median is a payroll survey, not a picture of the whole profession.
BLS Quarterly Census of Employment and Wages for the first quarter of 2026, released 4 September 2026, puts the floor this cell sits on in plain view. Nebraska covered employment was 1,008,200 in March 2026, down 0.1 percent year over year. Average weekly wage $1,274 statewide, 42nd among states and D.C., up 3.7 percent over the year. Douglas County (Omaha) $1,441 on 337,700 jobs; Lancaster $1,199 on 173,800; Sarpy $1,196 on 83,000. The U.S. average weekly wage was $1,654. Douglas is still 13 percent below that national payroll average. A company that pays a Nebraska lawyer as if Douglas were Manhattan is not reading the 2026 cell.
Legal-services output is the other capital number. Gross Domestic Product for Legal Services (NAICS 5411) in Nebraska was $1,517.1 million in 2024, up from $1,407.7 million in 2023 — a $109.4 million lift, 7.8 percent, per the Bureau of Economic Analysis series updated 26 September 2025. That is industry GDP, not law-firm revenue and not lawyer pay. It is the market the 2026 wage cell sits inside.
For the company reader who has to make the hire: open on the dated table, budget the 90-day gate, and scope the seat to the 2026 statute that actually created the work. For the lawyer who earns the figure: the comparable is the Midwest residual and the practice label, not last year’s Chicago lockstep. The national scale, if you need the contrast, is the 2026 BigLaw associate salary scale. Companies standing up a first in-house desk, rather than refilling one, should start with the first general counsel sequence before they pick a number.

Common questions about lawyer pay in Nebraska in 2026
What is the lawyer salary Nebraska figure for 2026?
The Bureau of Labor Statistics May 2025 survey prices employed Nebraska lawyers at a $109,170 median, the cell that still prices 2026 offers. That median sits 31.6 percent below the national lawyer median of $159,670 published in the Occupational Outlook Handbook (last modified 27 August 2026). It is an employer-reported wage-and-salary figure: it excludes most self-employed lawyers and equity partners of unincorporated practices. A first-year at an Omaha office outside NALP’s 19 named cities is a different cell again — the 2025 Associate Salary Survey’s Midwest residual median of $160,000 as of 1 January 2025.
How much does an Omaha first-year associate earn versus the 2026 lockstep?
NALP’s 2025 U.S. Associate Salary Survey, as of 1 January 2025, priced first-year bases in Midwest offices outside the 19 named cities at a $160,000 median. The 2026 Cravath-style first-year base is $235,000. Omaha is not among those 19 cities. A company that posts the lockstep number in Douglas County is not matching a local scale; it is importing a New York cell. The Omaha-founded national firm of 600-plus lawyers sits in NALP’s 251–700 / approaching-701+ bands, whose January 2025 first-year medians were $190,000 and $215,000 — still not the lockstep, and still not the statewide BLS median.
What does an Omaha in-house general counsel cost a company in 2026?
There is no published Omaha general-counsel scale; the 2026 in-house cell is a C-suite commercial seat plus a 90-day registration. An out-of-state hire employed exclusively by a single Nebraska entity must register under Neb. Ct. R. § 3-1201 or seek full admission within 90 days of the start date: $700 initial under § 3-1202, $345 to renew by 20 January under § 3-1203. Failure is discipline, an unauthorized-practice referral, and ineligibility for admission on motion. The first conglomerate general-counsel seat in Omaha was created effective 1 January 2026; a Class I railroad filled its chief legal officer seat on 21 March 2025. Both are commercial C-suite desks, not BLS-median lawyer jobs.
Do out-of-state lawyers hired into Nebraska in-house seats need to register?
Yes. Out-of-state lawyers employed exclusively by a single Nebraska entity must register or seek full admission within 90 days. Registration is required regardless of job title. Full admission is the other door: UBE score 270, score transfer, or a practice-time motion covering three of the five years immediately preceding the application. The motion process may take up to 120 days. NextGen UBE does not sit in Nebraska until July 2027, so a 2026 start still runs on the legacy exam.
Which 2026 Nebraska statutes actually move legal hiring?
Four 2026 instruments move hiring: LB 525, LB 1261, LB 921, and Executive Order 26-17. LB 525, signed 14 April 2026, is the first-in-nation agricultural data-privacy act, with a mandatory contract clause from 1 January 2027 and Attorney General-only enforcement. LB 1261, approved the same day, lets public-power districts contract around privately owned generation serving a single industrial customer above 1,000 MW. LB 921, the Nebraska WARN Act, takes effect in July 2026: 90 days’ notice at a 100-employee trigger. EO 26-17, dated 21 July 2026, closes ImagiNE Act incentives to new data-center applications; it is an incentive freeze, not a general-counsel hiring wave.
How long does a Nebraska-priced associate or in-house search take?
Sartori’s associate line works to a typical 6 to 12 week timeline, with a median 11 working days from offer to acceptance. Of 33 closed searches over three years, the seven files that carried a Nebraska or broader Plains competing process split cleanly: four stalled when the Plains employer posted a lockstep-adjacent number against a BLS-median budget, and three of the seven closed past that 6-to-12-week window because the company had not budgeted Nebraska admission or in-house registration. Completion on the line is 94 percent. Counter-offers arrived on 37 percent of files.
BLS cells, bar rules, and the 2026 session
Employed-lawyer wages come from the May 2025 OEWS vintage. Associate first-year medians come from NALP as of 1 January 2025. Fee, admission, and in-house rules come from the Nebraska Judicial Branch. Session instruments come from the slip laws and the Governor's office.

BLS OEWS May 2025 is employer-reported wages for wage-and-salary lawyers and excludes most self-employed lawyers and equity partners of unincorporated practices. ABA NLPS is the licensed-resident count. NALP's Midwest residual is the first-year median outside the 19 named cities; Omaha is not one of those cities. Lancaster rates are what the county will pay appointed counsel, not a private billing survey. The 2026 lockstep first-year is a contrast scale. Kutak Rock's published headcount is national, not an Omaha-office table. EO 26-17 is an incentive freeze; the Governor's text says it is not a moratorium.
Our own numbers — the New York interview cohort, the mandate telemetry, the counter-offer incidence and the offer-to-acceptance window — come from the continuous research program described on our research page, which sets out the cohorts, the survey waves running since 2019, and the mapping coverage behind every Sartori figure quoted above. Nearly 1.5 million lawyer profiles are mapped globally.
