What it costs a company to match Milbank's 2026 ladder
On 2 June 2026 Milbank raised associate base pay to $235,000 for first-years and $455,000 for eighth-years, effective 1 July 2026. This page is that branded class-year table, and what it costs a general counsel to clear it on an in-house offer.
The cash a general counsel has to match
Pick a class year. The figure that moves is the 1 July 2026 base — the number that lands in an in-house offer letter, not a compiler total.
First-year base on Milbank’s 1 July 2026 lockstep (classes of 2026 and 2025 share this floor). A general counsel matching it is already $87,000 above the ACC Attorney median base of $148,000 (data effective 1 March 2025). TaxProf Blog (AALS) ↗
The 2026 lockstep is a class-year table a company matches, not a market median. Year-end 2026 is not on this dial because no public memo had set it as of 11 September 2026. Memos and surveys cited below.
Sartori & Partners maps nearly 1.5 million lawyer profiles globally, with quarterly market surveys running since 2019. Sartori maps about 67,000 lawyers in New York. We have worked this market for more than 10 years, for companies filling in-house counsel and associate-general-counsel seats and for firms filling the lockstep rungs those companies hire from. The first question on this page is the buyer’s: what does the dated table cost to put on a company offer, class year by class year.

The 2026 milbank scale, class year by class year
Milbank announced the raise on 2 June 2026. Bases took effect 1 July. Specials followed on 27 July. Year-end 2026 has not been announced.
Law360 reported on 2 June 2026 that the firm attributed a new floor of $235,000 and a new top of $455,000. Above the Law the same day framed the move as $10,000 for junior classes and $20,000 for seniors, summer associates included, the same playbook the firm used in January 2022. Legal Business, on 3 June 2026, called it the first base hike since late 2023 and put the class of 2025–26 at $235,000. For an associate sitting on the ladder, that is a milbank salary reset after a freeze of about thirty months. For a chief legal officer, it is the new ask on any offer that has to look like lockstep. Reuters, on 10 June 2026, recorded Susman Godfrey at $240,000–$450,000, a boutique premium off the floor, not the lockstep a general counsel should treat as the default.
The prior first-year floor was $225,000. Reuters, on 7 November 2023, reported an internal memo lifting first-years from $215,000 to $225,000, effective January 2024, and recorded an eighth-year top that day of $425,000. ABA Journal printed the November 2023 class grid the same date. TaxProf’s 2026 “increase from prior scale” column implies the ladder in force immediately before 1 July 2026 ran $225,000 / $235,000 / $260,000 / $310,000 / $365,000 / $390,000 / $420,000 / $435,000. Those two senior tops are different published numbers from different days; they are not one unsourced figure.
| Class year | Seniority in 2026 | 2026 base | 2026 special | 2025 year-end |
|---|---|---|---|---|
| Class of 2026 | Incoming first-year | $235,000 | $6,000 | — |
| Class of 2025 | First-year sitting | $235,000 | $6,000 | $15,000 |
| Class of 2024 | Second-year | $245,000 | $10,000 | $20,000 |
| Class of 2023 | Third-year | $270,000 | $15,000 | $30,000 |
| Class of 2022 | Fourth-year | $320,000 | $20,000 | $57,500 |
| Class of 2021 | Fifth-year | $385,000 | $25,000 | $75,000 |
| Class of 2020 | Sixth-year | $410,000 | $25,000 | $90,000 |
| Class of 2019 | Seventh-year | $440,000 | $25,000 | $105,000 |
| Class of 2018 | Eighth-year | $455,000 | $25,000 | $115,000 |
Class of 2026 has no 2025 year-end because that class was not yet sitting as associates when Cravath set the November 2025 grid. Class of 2025 year-end was prorated, per the ABA Journal on 19 November 2025. Special counsel sat at $25,000 on the 2026 special grid (TaxProf). Seniority labels treat class of 2025 as the first-year sitting in 2026 and class of 2022 as the fourth-year — the mapping Reuters’s eighth-year top of $455,000 requires.
NALP’s 2025 U.S. Associate Salary Survey, as of 1 January 2025, is the last office-weighted check before this raise. Median first-year base was $200,000 across 437 responding offices and $215,000 in firms of more than 700 lawyers. $225,000 was the modal first-year figure — 32 percent of offices, 45 percent of 701-plus offices — but not the median even at the largest firms, NALP said on 28 May 2025. Six of 19 analyzed cities already had a $225,000 first-year median: Austin, Boston, Houston, New York City, San Francisco, and the Washington DC area. The June 2026 lockstep sits above that measured median, not in place of it.
For the associate who earns the figure, the raise is uneven by class: $10,000 from the incoming class through class of 2022, $20,000 from class of 2021 back. Specials, paid globally to associates and special counsel on or before 31 August 2026 per Above the Law’s 27 July 2026 report, add $6,000 at the junior end and $25,000 from class of 2021 back. That extra is already in a 2026 W-2 at the originating firm. A company offer written in September 2026 is not required to replicate it, but the associate will still count it when they compare cash.
Who actually pays this ladder
One employer prints the table. A short list of firms chose to match it. A company matching it on an in-house offer is doing something else: buying years of lockstep work onto its own payroll.
Prints the tableMatches it on payroll
- The originating firm Milbank posts the first-year rate on its own law-student page and staffs it through a New York transactional rotation and a separate advocacy track.
- Matching firms A scored list of Am Law names and boutiques announced a match. That list is not a census of the Am Law 100, and several large firms held back.
- The company legal department A general counsel matching a class year is not joining lockstep. They are converting a firm rung into a title, a grade, and usually an LTI conversation.
The employer that prints the scale, and the firms that chose to match the floor.
Milbank’s law-student page, accessed 11 September 2026, states that first-year associates “are paid at a rate of $235,000 per year.” New York 3L hiring for the class of 2027 was open for a Transactional Rotation — Alternative Investments; Corporate Finance and Securities; Global Corporate; Global Project, Energy and Infrastructure Finance; Transportation & Space — plus direct-hire seats in selected groups. Associate development names seven transactional groups on a nine-month, three-rotation first year, with litigation on a separate Advocacy track. Chambers USA 2026, firm-provided, lists 979 lawyers and 231 partners. Legal 500 US 2026 (firm announcement, 16 June 2026) placed the firm in Tier 1 for capital markets global offerings, commercial lending including private credit, project finance energy and power, restructuring, structured finance, and aviation finance — the product mix sitting on the lockstep.
Above the Law’s 2026 compensation scorecard logged McDermott Will & Schulte matching on 2 June (2,000 hours), Hueston Hennigan the same day, Vartabedian Katz Hester Haynes on 3 June (1,800 hours), Quinn Emanuel on 4 June (2,000 hours), Katten on 4 June (2,000 hours, published top on that tracker Class 2019+ at $440,000, not $455,000), and Groom Law Group on 5 June (1,900 hours). Sullivan & Cromwell followed on 26 June; Norton Rose Fulbright on 30 June (1,900 hours). Ice Miller (10 August) and McKool Smith (18 August) announced matches effective 1 January 2027. Reuters, on 10 June 2026, wrote that Katten, McDermott, and Quinn Emanuel had moved quickly, that boutiques including Hueston Hennigan and Seward & Kissel had matched, and that “other large and prominent firms have held back so far.” Cravath, as of the ABA Journal on 19 November 2025, still printed 2026 bases at $225,000–$420,000 when it set year-end bonuses — not a 2026 Milbank-scale payer on base as of that date.
Hours are part of the firm-side price. The same ATL tracker lists Milbank specials with no minimum hours. McDermott and Quinn Emanuel published 2,000-hour gates on the raise. A company does not inherit those hours; it inherits the cash number the candidate’s last W-2 was built on.
In-house is a later move off this ladder, not a campus product.
NALP’s Class of 2024 National Summary Report (tables dated July 2025; status as of 17 March 2025) counted 7,126 entry jobs at firms of 501 or more lawyers — 34.2 percent of private-practice jobs, with a full-time long-term 75th-percentile salary of $225,000. Business-sector jobs were 2,474 (7.0 percent of employed grads). Of those business jobs, in-house lawyers were 22.6 percent, NALP’s selected findings said. For the Class of 2022, NALP wrote in June 2024 that 2.1 percent of employed graduates sat as in-house lawyers (666 seats), a share “fairly stable since the Class of 2016,” and that most lawyers move in-house after several years of private practice.
Goldman Sachs Legal states on its own careers page that for experienced hires the bank generally does not hire from law schools, and instead hires attorneys with private-practice experience. The desks named there — Investment Banking Legal, Global Markets Legal, Asset and wealth management, bank regulatory, litigation-regulatory, technology legal — are the same product skills Milbank’s rotation trains. ACC’s 2025 compensation survey found 77 percent of 1,632 U.S. in-house respondents already had law-firm experience; at Attorney level, that background carried a 16 percent higher median base and 18 percent higher total cash than no firm background.
A New York license is a statutory gate, not a firm preference. The New York State Board of Law Examiners requires the Uniform Bar Examination, an online New York Law Course, a New York Law Examination, and the MPRE; 22 NYCRR 520.16 requires at least 50 hours of qualifying supervised pro bono before filing for admission. Public-sector alternatives do not pay this ladder: NALP’s Class of 2024 full-time long-term government median was $79,900; federal clerkships sat at $76,000. Those seats feed credentials back into lockstep. They are not competing payers of $235,000.
What a company actually pays, title by title
Matching year-four base already clears median associate general counsel base. The rest of the ACC ladder is how a head of legal translates class year into grade.
The Association of Corporate Counsel / Empsight 2025 Law Department Compensation Survey (1,632 self-reported U.S. respondents; data effective 1 March 2025) is the ruler a general counsel actually holds. Median base / median total cash: Attorney $148,000 / $160,000 (90th total cash $230,000); Senior Attorney $201,000 / $228,000 (90th $319,000); Expert Attorney $227,000 / $260,000; Managing Attorney $239,000 / $283,000; Associate General Counsel $245,000 / $294,000 (90th $450,000); Deputy GC $280,000 / $368,000; General Counsel / Chief Legal Officer $330,000 / $410,000 (90th total cash $764,000). Long-term incentive eligibility rises with title: 17 percent at Attorney (median LTI target $32,000), 43 percent at Senior Attorney ($40,000), 59 percent at AGC ($78,000), 63 percent at GC/CLO (median LTI target $134,000).
Matching Milbank year-four base ($320,000, class of 2022) already clears ACC median AGC base ($245,000) by $75,000. Matching year-eight base ($455,000) sits $45,000 above ACC median GC/CLO total cash ($410,000) on salary alone. Matching eighth-year base already clears median GC total cash. Those two gaps are the conversation a compensation committee hears. They are not a fully loaded employer cost — benefits, payroll tax, and bonus reserve for a match are not public, and this page does not invent them.
ACC Attorney median base
1,632 U.S. in-house respondents; data effective 1 March 2025. 90th total cash at this title is $230,000 — still under the new first-year lockstep.

NALP 701+ medians: participants summary of the 2025 U.S. Associate Salary Survey (n approximately 134–153 offices by year). Milbank column: TaxProf class-year grid, 1 August 2026. ABA Journal on 29 May 2025 printed all-firm (not 701+) medians that sit lower still — first-year $200,000 through eighth-year $330,000.
Bureau of Labor Statistics Occupational Employment and Wage Statistics for May 2025, released 15 May 2026 as USDL-26-0725, put U.S. lawyers at 754,500 employed, a mean annual wage of $185,840, and a median hourly wage of $76.76 — $159,661 at the BLS 2,080-hour convention. That occupational floor is not a Big Law class-year table and is not an in-house GC package. It is the national wage the lockstep left behind years ago.
ACC also records what a company is buying when it pays up for firm years and school. Compensation rises with graduation year for Attorney, Senior Attorney, and AGC. A top-20 law-school credential carried up to 39 percent more base at Attorney level. CLOs at companies with more than $5 billion in revenue sat 44 percent above base and 173 percent above total target compensation versus CLOs at companies under $1 billion. Securities, antitrust, and bankruptcy specialties “tend to pay higher” in that survey; IT, corporate contracts, and entertainment “tend to pay less.” Non-promoted merit moved 3.5 percent on average (median 3.0 percent) — a company that tries to close a $75,000 lockstep gap with a merit cycle will not close it.
Matching eighth-year base already clears median GC total cash.
Hours went up. In-house headcount did not.
Most large firms plan to grow associates through 2027; most do not plan to grow first-year classes. The expensive band is the one a company is trying to hire.
Thomson Reuters Institute and Georgetown Law, in the 2026 Report on the State of the US Legal Market posted 7 January 2026, measured 2025 demand as billable hours: average growth of 2.5 percent, a July peak of 4.4 percent, third-quarter growth of 3.9 percent year on year. Worked rates rose 7.3 percent for the average firm. Average Am Law 100 lawyer standard rates cracked $1,000; everyone else averaged around $600. Lawyer FTE grew 2.9 percent. The report said transactional work (M&A, real estate, corporate general) and countercyclical work (litigation, labor and employment) grew together — a pairing last seen in 2011–2013 and late 2019–2020. That mix is why a finance-heavy New York lockstep could fund a base raise without waiting on a single practice.
Deal volumes priced the same desks. SIFMA’s Equities 4Q25 research quarterly, using Dealogic completed M&A, put 2025 completed U.S. M&A at $1,789.2 billion, up 27.1 percent year on year, with private-equity deal value at $1,155.5 billion, up 36.3 percent. The 2Q26 quarterly put completed M&A through the first half of 2026 at $1,459.2 billion, up 29.9 percent year on year. SIFMA’s Capital Markets Fact Book, published 13 August 2026, recorded 2025 corporate bond issuance of $2.2 trillion, up 12.5 percent, and announced U.S. M&A of $2.6 trillion, up 58 percent. Those are issuance and deal-value series, not law-firm fee take. They are why capital-markets, leveraged-finance, and sponsor-M&A associates — Milbank’s rotation groups — were the rungs that took the $20,000 step.
Citi Law Firm Group’s nine-month 2025 flash survey, published in the 2026 Citi Hildebrandt Client Advisory (185 firms), is the mix call a chief legal officer should read before matching a fifth-year. Through the first nine months of 2025, surveyed firms posted revenue growth of 11.3 percent, demand growth of 1.9 percent, rate growth of 9.6 percent, and headcount growth of 2.9 percent, with equity-partner headcount down 0.5 percent and income partners up 6 percent. Looking forward, 86 percent of large firms planned to increase associate ranks through 2027, but only 35 percent planned to increase first-year classes and 37 percent summer classes. The 2025 average first-year class size was 109. The survey describes a pyramid flattening toward a cylinder as generative AI takes low-value junior work. A company matching a class-of-2021 base of $385,000 is matching the scarce band, not the campus hire.
The company-side constraint is the opposite shape. Thomson Reuters Institute’s 2025 Legal Department Operations Index (survey July 2025, 128 U.S. corporate legal-department professionals) found 56 percent of departments under-resourced, 55 percent with flat or decreasing legal-department budgets, and 46 percent expecting to bring more work in-house — while 86 percent of 2024 legal spend still went to traditional firms. Expected outside-counsel spend increases of up to 20 percent were attributed to rising firm rates plus flat in-house headcount. The 2026 State of the Corporate Law Department Report (24 March 2026) found that as of the fourth quarter of 2025, 36 percent of general counsel expected to increase overall outside-counsel spend over the next year against 20 percent expecting a decrease. A flat legal budget and a lockstep-matching offer are two different conversations.
Three dated legal events kept mid-level hours on. The Supreme Court, on 20 February 2026, held in Learning Resources, Inc. v. Trump (6–3) that IEEPA does not authorize presidential tariffs, unwinding a February 2025–February 2026 stack Milbank’s own note described as 10 to 145 percent on most imports — trade, MAE, and then refund work for corporate and project desks. DOJ and the FTC reported 2,006 Hart-Scott-Rodino notifications in fiscal 2025, 31.8 percent valued over $1 billion (2 July 2026); the 2023 Merger Guidelines remained in force after 18 February 2025 staff memos. The American Bankruptcy Institute / Epiq count for calendar 2025 was 565,759 total filings, up 11 percent, with commercial filings at 31,810, up 5 percent (6 January 2026). Those dockets do not set associate lockstep. They explain why years 3–8 on finance, M&A, restructuring, and trade desks were the rungs a general counsel found expensive to hire and expensive to replace with a first-year.
Milbank could pay the table from a measured 2025 P&L. Legal Business, on 16 April 2026, reported firmwide revenue of $2.14 billion, up 15 percent, and profits per equity partner of $7.62 million, up 12.1 percent from $6.8 million. Reuters on 27 July 2026 restated the $7.62 million PEP figure via American Lawyer. That is context for who can print lockstep. It is not a per-associate cost of the raise, and it is not what a company matching the table will spend.
How we price a lockstep-matching offer
Two of 33 closed New York associate files ended without a hire when the company would not reprice. The class-year table is not a suggestion.
Published lockstepCompany levers
- Base The 1 July 2026 class-year table. This is the number that has to clear or the conversation is not a match.
- Last year-end The November 2025 grid, still the last public market year-end. Treat it as last cycle’s cash, not a 2026 promise.
- Specials The 2026 summer extra, already paid by 31 August at the originating firm. A company does not owe it; a candidate will still count it.
- Title and LTI The only levers a company owns: grade, reporting line, and long-term incentive. They do not replace a short base.
Over the last three years we closed 33 New York associate searches with a 93 percent completion rate and a typical timeline of 6 to 12 weeks. Of those 33 closed files, 19 were company-side seats — in-house counsel, senior counsel, or associate general counsel — priced against lockstep. Fourteen were firm-side associate seats. Inside the 19 company-side files, 11 were years 3–6, the band that took the $20,000 2026 step. Counter-offer incidence on this associate line was 37 percent. Median offer-to-acceptance was 11 working days. Company-side lockstep-match seats ran to the long end of the 6-to-12-week band whenever the first approved number sat below the candidate’s class-year step.
Sartori’s New York interview cohort (1675 structured interviews) shows the same bind from the other side of the table. Of 412 general counsel, heads of legal, and in-house hiring managers in that cohort over a 24-month window, 251 — 61 percent — named the lockstep class-year table as the first number they had to clear on a mid-level in-house offer. Of 214 New York associates in years 4–6 in the same cohort over the same window, 124 — 58 percent — said they would not move in-house for a base more than 15 percent below their class-year lockstep. In Sartori’s 2026 first-half New York survey wave, 74 of 119 company legal-hiring respondents said a lockstep-matching fourth-year would require a title of associate general counsel or above in their grade structure.
A general counsel at a New York-listed financial-services company told us the board would approve an associate-general-counsel seat at the ACC median, but the candidate’s spreadsheet opens on the lockstep table. A head of talent at a PE-backed infrastructure owner said they lost a year-five capital-markets lawyer when the approved base sat $40,000 under the July 2026 class-of-2021 step. Those are not compliments to the search. They are why a brief that opens at ACC median for a lockstep sitter is not a brief.
Six of those 19 company-side files required a rewritten compensation brief because the first approved band sat below the then-prevailing fourth-year lockstep step. Four of those six still closed, after the company moved the title or the number. Two files in the 33 ended without a hire when the board would not reprice and would not drop the lockstep-match requirement. That is the finding that does not flatter the desk: we can fill a New York associate seat on this line in 6 to 12 weeks when the number is real, and we cannot fill it when the number is a company median wearing a lockstep job description.
Two composites from that closed set, described by employer type only. A PE-backed infrastructure owner needed an associate general counsel for capital markets and project finance, matching a class-of-2021 sitter. The approved base had to reach $385,000. The search ran 10 weeks. The firm made a counter-offer. The company held the step; the candidate signed in 11 working days. Scope, reporting line, and a long-term incentive target did work that a short base would not have.
A listed financial-services company opened a senior-counsel seat for a class-of-2022 capital-markets associate and first approved a band at the ACC AGC median of $245,000. The file stalled. The brief was rewritten to an associate-general-counsel title at $320,000. It then closed. The delay was the re-brief, not the market. That pattern — six re-briefs inside 19 company-side files — is the expensive way to learn that the July 2026 table is the first number, not the last concession.
What this desk cannot see: we do not have a public, company-by-company list of in-house offers that matched $235,000–$455,000. No employer has published a fully loaded cost of the match. Milbank has not published associate headcount by class year. Those gaps are real. The dated table, the ACC ruler, and the telemetry on 33 closed New York associate files are what we will stand in front of. If you are the general counsel who has to put this lawyer on the payroll, start a confidential search brief. If you are the associate sitting on the table, the same conversation is how we test whether a company number is a match or a discount.
Matching this ladder: questions we hear
What is the 2026 milbank scale a general counsel has to match?
It is $235,000 for first-years and $455,000 for eighth-years, effective 1 July 2026. TaxProf Blog reprinted the class-year grid on 1 August 2026: classes of 2026 and 2025 share the $235,000 floor; class of 2022 (a fourth-year) sits at $320,000; class of 2018 sits at $455,000. Law360 on 2 June 2026 attributed the floor and top to the firm. That is annual base, not total cash and not a 2026 year-end bonus.
Did Milbank also pay a milbank bonus on top of the 2026 base raise?
Yes, a 2026 special of $6,000 to $25,000, paid on or before 31 August 2026. Reuters reported on 27 July 2026 that an internal memo set specials starting at $6,000 for first-years; TaxProf printed the class grid. That special is not a 2026 year-end bonus. The last public year-end grid is Cravath’s 18 November 2025 scale of $15,000 to $115,000, which Milbank matched, according to the ABA Journal on 25 November 2025.
Is a 2026 year-end bonus on this associate salary scale public?
No public 2026 year-end memo had been issued as of 11 September 2026. Treat any compiler “total” that adds 2026 base, the 2026 summer special, and the November 2025 year-end as a stack of three dated instruments, not as a 2026 all-in announcement. A general counsel matching cash this autumn is matching the July base; bonus language belongs in the offer letter as a separate, still-open item.
How does matching Milbank’s 2026 bases compare with ACC in-house medians?
Matching a fourth-year base of $320,000 already clears the ACC median associate-general-counsel base of $245,000. Matching eighth-year base of $455,000 clears ACC median general-counsel / chief-legal-officer total cash of $410,000 on salary alone. Those ACC figures are from the 2025 Law Department Compensation Survey, 1,632 U.S. respondents, data effective 1 March 2025. Long-term incentive eligibility is 59 percent at AGC and 63 percent at GC/CLO — the company lever that is not on the lockstep table.
Which employers actually pay this biglaw salary scale in 2026?
Milbank prints it: its law-student page, accessed 11 September 2026, states first-years “are paid at a rate of $235,000 per year.” Above the Law’s 2026 scorecard logged same-week or near-term matches including McDermott Will & Schulte (2 June, 2,000 hours), Quinn Emanuel (4 June, 2,000 hours), and Sullivan & Cromwell (26 June). Reuters on 10 June 2026 wrote that other large firms had held back. A company matching the table is not joining a census of the Am Law 100; it is choosing to clear a named lockstep on an in-house offer.
How long does a New York associate search take when the offer has to match lockstep?
Sartori’s New York associate desk works to a typical 6 to 12 week timeline, with a 93 percent completion rate on 33 closed searches over three years. Company-side seats priced against the July 2026 table ran to the long end of that band when the first approved number sat below the candidate’s class-year step. Median offer-to-acceptance on that line is 11 working days; counter-offer incidence is 37 percent.
The memos, the surveys, and the New York desk
Class-year bases are a 1 July 2026 lockstep. In-house medians are ACC figures from 1 March 2025. NALP office medians are as of 1 January 2025. 2026 year-end is omitted because it was not public.
