A company that types legal recruitment agency Turkey is usually hiring a lawyer who can sit inside the business, not a contingent desk that forwards resumes. The field those recruiters have to read is the bar roll. On 31 December 2025 the Union of Turkish Bar Associations (Türkiye Barolar Birliği) recorded 206,678 lawyers, 100,015 women and 106,663 men. Anadolu Agency, using those figures, put women at 48.4 percent of the profession and men at 51.6 percent.
The same agency reported the earlier anchor: 143,330 lawyers on 31 December 2020. The roll grew by 63,348 people in five years, which Anadolu Agency stated as 44 percent. Headcount growth of that size changes a search. A shortlist built from people a recruiter already knew in 2020 misses a large share of the lawyers now on the roll, including lawyers who qualified into corporate, finance, and energy seats rather than into a courtroom practice.
Turkey is a civil-law jurisdiction. The profession is governed by Attorneyship Law No. 1136 of 19 March 1969. The right to appear as an avukat belongs to a lawyer who has a Turkish law degree, or a recognized foreign degree plus the missing Turkish courses, who has finished the internship and who is registered with a provincial bar. There is no split profession of solicitor and barrister. One title covers advice and advocacy, and the title is reserved.
Bars are provincial. Law No. 7249, the 2020 amendment, allows a second bar in a province that already has more than 5,000 lawyers, if at least 2,000 lawyers sign the founding petition. It permits a second bar. It does not create one automatically. On the 31 December 2025 table, second bars exist in Istanbul and in Ankara. Izmir, at 14,300 lawyers, Antalya at 8,038, Bursa at 6,544, and Adana at 5,020 are still single bars, even where the headcount has crossed 5,000.
Istanbul and Ankara together account for 100,726 of the 206,678 lawyers, or 48.7 percent. Istanbul alone is 71,442, or 34.6 percent. A national search that starts and ends in one Istanbul neighborhood is a search of a third of the profession, not of the country. The rest of the roll sits in industrial cities, in the capital's regulatory bar, and in smaller provinces where a company still needs a lawyer who can file.
The bar does not publish an in-house share. A registered avukat may practice in a firm or under a contract with a company. Many heads of legal are employees under Labor Law No. 4857 rather than partners drawing a profit share. That is why a Turkey mandate is briefed as an employment hire, with notice, severance, and bar status in the same letter, and why the in-house counsel search is the usual corporate instruction. Law-firm instructions sit on lateral partner recruiting. Both are read against the same roll.
Sartori & Partners was founded in 2017. The map a search starts from is 1,480,000+ lawyers. Turkey is one jurisdiction inside that map, not a separate database. The EMEA markets around it are on the EMEA hub, and cross-border moves that leave Turkey for another jurisdiction are on the international recruitment page.
Where the roll, and the hiring, actually sit.
Six bars hold the commercial work. Only Istanbul has its own in-house search page. The others are briefed from this hub.
- 01 Istanbul · 71,442 Istanbul Bar 67,463 and Istanbul Second Bar 3,979. Banks, listed companies, and the commercial bench.
- 02 Ankara · 29,284 Ankara Bar 26,206 and Ankara Second Bar 3,078. Ministries, the Capital Markets Board, the banking regulator, and the competition authority.
- 03 Izmir · 14,300 A single bar. Ports, manufacturing, and Aegean industry counsel.
- 04 Antalya · 8,038 A single bar. Hotels, real estate, and hospitality operators.
- 05 Bursa · 6,544 A single bar. Automotive and industrial groups.
- 06 Adana · 5,020 A single bar, just over the statutory line at which a second bar may be formed.
Istanbul is the commercial market. The Istanbul Bar Association had 67,463 lawyers on 31 December 2025 and the Istanbul Second Bar Association had 3,979, together 71,442. Borsa Istanbul listings, bank holding companies, and the Turkish subsidiaries of foreign groups concentrate their legal hiring here. A general counsel brief for the city, including the two rolls and Labor Law notice, is written up at in-house legal recruiters in Istanbul. Partner moves in corporate, finance, and disputes are run against both Istanbul rolls. Registration on either bar is admission as an avukat.
Ankara is not a smaller Istanbul. The Ankara Bar had 26,206 lawyers and the Ankara Second Bar had 3,078, together 29,284. The Capital Markets Board, the Banking Regulation and Supervision Agency, and the Turkish Competition Authority sit in the capital. A compliance hire for a bank, a broker, or a company in a competition investigation is often an Ankara lawyer, or an Istanbul lawyer who has already sat across one of those authorities. Treating Ankara as a relocation market for Istanbul candidates, without asking who has actually filed there, produces a shortlist that looks senior and cannot do the work.
Izmir's single bar held 14,300 lawyers. The work is industrial and maritime: exporters, port operators, and manufacturers whose contracts are in Turkish and whose disputes are in the Izmir courts. Antalya's bar held 8,038, weighted to hotels, construction, and real estate. Bursa's bar held 6,544, weighted to automotive and the suppliers around it. Adana's bar held 5,020. That is enough, under Law No. 7249, for a second bar to be formed. None had been formed by the 31 December 2025 count.
A group with a headquarters in Istanbul and a plant in Bursa or an export company in Izmir does not need two search firms. It needs one brief that says which city the lawyer must be able to work in, which bar they must be on, and whether court advocacy is part of the job or will stay with outside counsel. We say which of those is required before the first call. A foreign-law advisory seat inside a Turkish subsidiary is not an avukat seat. Admission rules for that seat are different.
Who may practice, and who may only advise.
Article 3 of Attorneyship Law No. 1136 makes Turkish citizenship a condition of admission as an avukat. A foreign law degree does not substitute for that. A person who is not a Turkish citizen is not registered with a Turkish bar and cannot hold themselves out as an avukat, sign a pleading, or appear in a Turkish court.
The narrow statutory route for a foreign law firm is Article 44. A foreign attorney partnership may be established under the foreign-capital rules, and only if reciprocity holds: each foreign partner's home country must allow Turkish lawyers and Turkish attorney partnerships to do the equivalent work. The partnership may give consultancy on foreign law and on international law. It may not litigate, and it may not give Turkish-law advice as the practice of avukatlık. The Attorney Partnership Regulation of the Union of Turkish Bar Associations repeats the limit and extends it to every lawyer the partnership employs, Turkish citizens included. Hiring a Turkish avukat into a foreign attorney partnership does not unlock Turkish court work for that partnership. The partners themselves need not be on a bar roll. The partnership must be entered on the partnership register of the bar where it works, or it cannot use the title or operate.
Employment is a different door from admission. A Turkish company can hire a New York, English, or German qualified lawyer as an employee under Labor Law No. 4857. That person can negotiate an English-language credit agreement, coordinate outside counsel, and report to a foreign general counsel. They cannot appear as counsel of record in a Turkish lawsuit, and they should not be given the title avukat on a card, a pleading, or a regulatory filing. When the job includes advocacy, the brief asks for a bar-registered avukat, or for a foreign-qualified counsel plus a named Turkish advocate. Mixing those two seats into one job description is the usual reason a Turkey search stalls once interviews start.
Joint-stock companies have a further rule. Article 35 of Law No. 1136 requires a contracted avukat once share capital reaches five times the minimum capital in the Turkish Commercial Code. From 1 January 2024 that statutory minimum capital is 250,000 TL, so the Article 35 threshold is 1,250,000 TL. The contracted lawyer on that duty is a bar-registered avukat, not a foreign-qualified employee. A subsidiary above the threshold that has only a foreign general counsel sitting in London or Dubai has not met the duty. It still needs the contracted Turkish avukat, and the monthly floor for that contract is set out below.
For a US or European parent, the practical split is stable. Strategic and cross-border work can sit with a foreign-qualified head of legal in Istanbul. Turkish litigation, enforcement, and the opinions a regulator expects from an avukat sit with a bar member, in-house or at a firm. We write that split into the scorecard before anyone is approached. A candidate who wants the avukat title without the citizenship and the bar is not a candidate for that seat.
Floors the statute sets, and the cash a senior seat actually pays.
Turkey does not publish a general-counsel survey that a hiring company can treat as a tariff. What it does publish, every year, is a floor under lawyers' fees. The 2025–2026 Attorney Minimum Fee Tariff was issued by the Union of Turkish Bar Associations and published in the Official Gazette on 4 November 2025, issue 33067. The Union stated that fixed fees in that tariff rose by 36.15 percent on average.
Two different lines in that tariff are both 45,000 TL, and they are not the same number. The monthly minimum for the contracted avukat that a joint-stock company must keep under Article 35 is 45,000 TL a month. The fixed fee for a lawsuit in the court of first instance (asliye) is also 45,000 TL, and that figure is per matter, not per month. Building-cooperative contracted lawyers are floored at 27,000 TL a month. A contracted lawyer retained by a private person, by a company outside the Article 35 duty, or by a public body is floored at 33,000 TL a month. If the fees the tariff would award on the matters that lawyer actually runs exceed the annual contract, the difference is paid on top. Agreeing a monthly number under the floor does not stick. The tariff replaces it.
Those floors are not a general-counsel band. A head of legal at a listed industrial group, or at the Turkish subsidiary of a foreign parent, is paid as an executive, in base, bonus, and sometimes a long-term award denominated in another currency. The public comparisons we use for that conversation are the 2026 general counsel salary page and the 2026 in-house counsel salary page. They are not Turkish lira tables. They stop a company from pricing an Istanbul head of legal off a 45,000 TL statutory floor, and they stop a candidate from pricing it off a New York cash number with no notice and no severance math underneath.
Notice is statutory and short by US standards. Article 17 of Labor Law No. 4857 sets the minimum, on an indefinite-term contract, at 2 weeks if service is under six months, 4 weeks from six months to one and a half years, 6 weeks from one and a half years to three years, and 8 weeks after three years. Either party may pay wages in lieu. A contract may extend the period. It may not cut it. A partner or a head of legal with more than three years' service is on at least eight weeks, and many contracts say more. An offer that assumes a two-week arrival is an offer written for a different statute.
Severance is separate from notice. For employment that ends from 1 July 2026 through 31 December 2026, the Ministry of Treasury and Finance set the ceiling at 73,729.87 TL per year of service. The ceiling is not a salary. It is the maximum severance for each year of service on a qualifying exit. A ten-year employee is not capped at 73,729.87 TL in total. The cap applies year by year. Cash above the ceiling can still be paid. The tax treatment of the excess is a payroll question, not a search question, and it belongs in the offer letter next to the base.
Our fee is not a percentage of the statutory floor. Company searches are retained only. The fee is 25–30% of the hire's total first-year compensation. Thirty percent of that fee is paid as a retainer at engagement and is kept if the client cancels. General counsel, chief legal officer, and chief compliance officer searches carry a 12-month replacement guarantee. The scope of what "total first-year compensation" includes, base against bonus against a currency allowance, is agreed in the letter before anyone is called.

The firmwide clock, and the Turkey book inside it.
Since 2017 Sartori & Partners has completed 400+ placements (230+ in-house), including 52 general counsel and chief legal officer searches. On those general counsel searches the shortlist takes 24 days and the median time to an accepted offer is 11 weeks. Acceptance on the offers we close is 96%. Those figures are the firmwide record. They are not a Turkey average.
The Turkey book is smaller and is kept separate. We have run 7 Turkey searches since 2019. 3 of the seven were for a general counsel or a head of legal. The shortlist on that book has come in 26 days. In 2025, a Borsa Istanbul-listed energy group in Istanbul hired its head of legal in 12 weeks. That is one instruction, not the median of the seven. It sits one week past the firmwide 11-week general-counsel median, which is what a regulated energy seat with an Ankara filing record tends to do.
The names were counsel who had already filed with the Capital Markets Board, not a stack of resumes from a job board. That note came from the general counsel of a US-listed industrial group with a plant in Istanbul, after a search for local counsel who could sign Turkish filings rather than only translate them.
The sequence is the same as any retained mandate. Week one is the brief: bar status required or not, city, regulator, compensation in lira and in the parent's currency, and the notice the preferred profile is actually on. The map is then cut to lawyers who can do that job, including people who are not looking. Approaches are private. A CV does not move without consent. Conflicts are checked before a name is introduced. The offer is engineered against the 2-, 4-, 6-, and 8-week notice scale and against the severance ceiling in force on the day the employment would end, not against a template written for New York.
If you are hiring, start with a confidential brief or a conversation. If you are a lawyer weighing a move, the candidate route is a confidential registration, separate from the company instruction.
Legal recruiters in Turkey — common questions
What does a legal recruiters Turkey search actually cover?
Legal recruiters Turkey work a profession the Union of Turkish Bar Associations counted at 206,678 lawyers on 31 December 2025. Istanbul's two bars hold 71,442 of them and Ankara's two hold 29,284. Sartori & Partners has run 7 Turkey searches since 2019, 3 of them for a general counsel or a head of legal, with a shortlist in 26 days. A Borsa Istanbul-listed energy group in Istanbul hired its head of legal in 12 weeks in 2025.
Can a foreign lawyer practice in Turkey?
Not as an avukat. Article 3 of Attorneyship Law No. 1136 requires Turkish citizenship for admission to the profession. Article 44 allows a foreign attorney partnership, on reciprocity, to advise only on foreign law and international law. That limit binds Turkish lawyers employed by the partnership as well. A company may employ a foreign-qualified lawyer under Labor Law No. 4857, but that lawyer cannot appear in a Turkish court or use the title avukat. Court work goes to a bar-registered avukat.
What is the pay floor for a company lawyer in Turkey in 2026?
The 2025–2026 Attorney Minimum Fee Tariff, published in the Official Gazette on 4 November 2025 (issue 33067), sets a monthly minimum of 45,000 TL for the contracted avukat a joint-stock company must retain under Article 35, and 33,000 TL a month for other contracted lawyers of a private person, a company, or a public body. Those are floors, not general-counsel cash. For a senior in-house seat, use the in-house counsel salary and general counsel salary pages, then adjust for Turkish lira floors and the severance ceiling of 73,729.87 TL per year of service on exits from 1 July 2026 through 31 December 2026.
How long does notice run when a lawyer resigns in Turkey?
Labor Law No. 4857, Article 17, sets minimum notice on an indefinite-term contract at 2 weeks under six months' service, 4 weeks from six months to one and a half years, 6 weeks from one and a half years to three years, and 8 weeks after three years. The contract may set a longer period. The party who skips notice pays wages for the unused weeks. A search that ignores this clock offers a start date the candidate cannot meet.
Do you recruit only in Istanbul?
No. Istanbul holds 71,442 of the 206,678 lawyers and is where most commercial mandates sit, which is why in-house counsel search in Istanbul has its own brief. Ankara (29,284), Izmir (14,300), Antalya (8,038), Bursa (6,544), and Adana (5,020) are separate bars with their own employers. A mandate outside those cities is still run. Tell us the city and we will say whether we are the right firm.
How is a Turkey search charged?
Company searches are retained only. The fee is 25–30% of the hire's total first-year compensation. Thirty percent of that fee is paid as a retainer when the search is engaged and is kept if the client cancels. General counsel, chief legal officer, and chief compliance officer searches carry a 12-month replacement guarantee. The firmwide record since 2017 is 400+ placements (230+ in-house), including 52 general counsel and chief legal officer searches, a 24-day shortlist, an 11-week median to an accepted offer, and a 96% acceptance rate. The Turkey book inside that record is 7 searches since 2019.
