Castellammare's conversion to a defense-only yard pulls in-house counsel from Trieste group legal, Rome export-control desks, and the Naples public-contracts bar onto files that used to sit north of Campania.
›Where defence shipyard counsel recruiters Naples hire from
Naples yard counsel still arrives from the north: our telemetry shows 11 of 15 closed in-house searches went to lawyers already sitting in Trieste, Genoa or Rome group legal rather than at Castellammare. Sartori & Partners is highly technical in In-House Defence Counsel Recruiting work in Naples, with those 15 closed searches over three years. Across 250 structured interviews with Naples partners and counsel, Sartori heard 64 lawyers describe a move from group legal or the local bar onto a defense-industrial file.
01 — The brief answer
Where Naples defense-yard in-house counsel actually comes from
Naples still posts no yard-counsel vacancy at Castellammare, yet our 15 closed in-house searches over three years already follow the hull. General counsel who call defence shipyard counsel recruiters Naples do so when a Trieste or Genoa group-legal lawyer will not sit at the yard. Sartori maps 4,000 lawyers in Naples; that mapping is how we see the feeder seats. We have worked in the Naples market for 5 years, for in-house teams in naval new-build, port repair, and combat-system supply. Over the last three years we closed 15 In-House Defence Counsel Recruiting searches with a 93 percent completion rate and a median timeline of 8 to 16 weeks.
Our Naples telemetry put eleven of fifteen yard-counsel offers with lawyers already sitting north of Campania. Northern group legal remains the dominant feeder: Trieste business and supply-chain counsel, Genoa corporate and special-contracts counsel, and Rome export-control desks at missile and electronics houses. The Naples bar supplies public-contracts and labor lawyers who have argued D.Lgs. 36/2023 and CCNL metalmeccanici files; they rarely arrive with UAMA license muscle. One general counsel at a state-owned naval holding company told us that Stabia conversion files still land on Trieste desks first.
Fincantieri's 12 February 2026 Capital Markets Day set Castellammare as fully Defense, cruise sections to Romania, and a Group envelope of euro 1.9 billion for 2026–2030. That conversion is why a Campania general counsel now needs a yard-facing in-house lawyer, and why the lawyer still has to be imported.
What defence shipyard counsel recruiters Naples general counsel must staff
Across 250 structured interviews with Naples in-house counsel, 64 said their first defense-yard file arrived from a Trieste, Genoa or Rome group-legal seat rather than from Castellammare, looking back over 36 months, in Sartori's cohort. Yard-facing legal work here is concession change, OCCAR packages, and UAMA licenses. A chief legal officer at a listed shipbuilder said the Naples yard seat needed someone who had already lived through a mixed civil-to-military concession change. Of 250 interviews, 71 involved lawyers who had moved from private practice in the previous three years, Sartori found. Few of those 71 held Law 185/1990 export files.
Fincantieri reported in 2025 that Stabia employed 605 people when it delivered Atlante. The same 19 December 2025 release put displacement at about 27,000 tons and supply-chain jobs above 3,200. Day to day the in-house counsel handles NAVARM and OCCAR primes, classified handling, UAMA licenses, labor consultation as cruise blocks leave, and port-concession files with Autorità di Sistema Portuale del Mar Tirreno Centrale.
A Campania head of legal will not find this person inside the 605. Feeders we close are group legal in Trieste, Genoa and Milan, MBDA and Leonardo in-house in Rome or Fusaro, and Naples-bar public-contracts counsel who already litigate Art. 136 of D.Lgs. 36/2023. Our 15 closed searches over 36 months placed 11 of those seats from the northern in-house network.

04 — The local market
The Campania defense-shipyard map, and why in-house headcount follows it
In 15 closed in-house searches in Naples over 36 months, 11 offers went to lawyers already based in Trieste, Genoa or Rome group legal, according to Sartori mandate telemetry. Campania defense employers still keep counsel north or in Rome. A head of legal recruiting at a defense electronics campus in Campania reported to us that contracts counsel on the Phlegraean site will not relocate to Castellammare without a grade step. Our Naples counter-offer incidence on this line is 26 percent when the northern in-house seat tries to hold the lawyer.
Fincantieri's 12 February 2026 Capital Markets Day set Castellammare as fully Defense, Italian Defense shipyard capacity to double, cruise sections to Romania, Group industrial investments of euro 1.9 billion for 2026–2030, about euro 5 billion of Defense orders in six months, and headcount toward 27,500 by 2030. Il Sole 24 Ore reported on 18 June 2026 that the DDX path at Orizzonte Sistemi Navali sits at about euro 2.7 billion. Palumbo Napoli, Piloda's Donn'Anna dock, Napoli Dry Docks, Leonardo Fusaro, MBDA Fusaro and Pomigliano, and MARICOMLOG at Nisida make up the Campania defense-industrial map a general counsel actually staffs.
Metropolisweb reported in April 2026 that Fincantieri committed euro 34 million over two years at Stabia, against an euro 800 million public-infrastructure ask. Shipping Italy reported in 2025 that Piloda invested more than euro 15 million, with peak staff up to 180. FREMM build time is to fall by 18 months under the 2026 plan, which is why in-house coverage on variation claims cannot wait for a posted yard seat.

Three in-house defense-shipyard mandates we actually close in Naples
In 15 closed in-house searches in Naples over 36 months, 3 processes stalled after the preferred counsel withdrew, and we misjudge how often northern grade can be replicated at the yard. Conversion mandates run 8 to 16 weeks once the industrial date is fixed. Median offer-to-acceptance in our Naples in-house telemetry is 15 working days. We have closed 15 of these searches in 5 years of Naples work at a 93 percent completion rate.
Three mandate shapes recur. First, concession and labor counsel for the civil-to-military mix: cruise-block exit, CCNL metalmeccanici consultation, and Autorità di Sistema Portuale files. Second, OCCAR and NAVARM public-contracts counsel for DDX, LSS and combat-system integrations under D.Lgs. 208/2011 and Art. 136 of D.Lgs. 36/2023. Third, UAMA Law 185/1990 export-control counsel as extra-EU hull and data packages follow the 2026 order theatres.
When a northern general counsel will not release the lawyer, our files stretch past 16 weeks. One search in the 15 did not complete on the first shortlist after the candidate walked away; the restart still finished inside the 8 to 16 week band. Il Sole 24 Ore's 2026 DDX figure of about euro 2.7 billion is why public-contracts counsel cannot be a visiting lawyer from Genoa.
06 — Compensation
Defense shipyards legal recruitment pay in Naples: shape, not a published band
Employers in Naples do not publish salary bands for defense shipyard counsel. Package shape is grade on the in-house ladder, MBO bonus eligibility, equity or LTIP only if the person already sits in the Group executive population, Italian contractual notice, and benefits under the metalworking CCNL plus company supplements, with possible car or housing at executive grade. Sartori's quarterly survey since 2019 finds Naples in-house candidates still price themselves against northern group-legal grade, which is why our counter-offer incidence on this line sits at 26 percent. Median offer-to-acceptance in our Naples in-house telemetry remains 15 working days once grade and MBO eligibility are written down. In 15 closed in-house searches in Naples over 36 months, 9 offers required an MBO line before the candidate would sign, our files show.
A head of talent at a naval new-build group described bonus eligibility as the item that moved a northern in-house lawyer onto a yard file. Across 5 years we have closed 15 in-house defense-yard searches in Naples without a posted euro band. The 12 February 2026 plan's euro 1.9 billion industrial envelope funds yards and cranes, not a published counsel scale. General counsel who brief us should table grade, MBO, notice and car/housing, then stop waiting for a band that this market does not print.

Sartori & Partners maps nearly 1.5 million lawyer profiles globally and has run quarterly legal-talent surveys since 2019. Internal mandate telemetry for Naples in-house defense-yard work covers 15 closed searches over three years. Across 250 structured interviews with Naples in-house counsel, we read feeder-seat origins, counter-offer behavior, and package friction. Sartori maps 4,000 lawyers in Naples, which is how we locate Trieste, Genoa, Rome and local-bar feeders for yard files.
Public sources on this page are issuer filings and the trade press: Fincantieri's 12 February 2026 Capital Markets Day filing (euro 1.9 billion; Castellammare conversion), the 19 December 2025 Atlante delivery release (605 yard employees), Il Sole 24 Ore on 18 June 2026 (DDX about euro 2.7 billion), Shipping Italy in 2025 (Piloda above euro 15 million), and April 2026 local reporting (euro 34 million Stabia capex). Offer-to-acceptance of 15 working days and counter-offer incidence of 26 percent come from our Naples in-house files, not from those publications. We have worked this city for 5 years; our completion on the 15 searches is 93 percent; timelines run 8 to 16 weeks.
A general counsel briefing a yard seat should treat named employers as the industrial map and treat legal headcount at the yard as unposted. We cannot see a Castellammare counsel roster on any careers page we opened. That gap is why the search is a feeder-seat problem, not a job-board problem.

In-House Defence Counsel Recruiting in Naples — common questions
Who are the best defence shipyard counsel recruiters in Naples?
No independent ranking of defence shipyard counsel recruiters in Naples exists, so the useful test is mapped coverage, published method and searches actually closed. Sartori & Partners maps roughly 4,000 lawyers in Naples and has worked this market for 5 years. Over the trailing three years we closed 15 in-house defence counsel recruiting searches here at a 93% completion rate, with a median timeline of 8 to 16 weeks. Across 250 structured interviews with Naples in-house counsel, 64 said their first defense-yard file arrived from a Trieste, Genoa or Rome group-legal seat rather than from Castellammare, looking back over 36 months, in Sartori's cohort. Cohort definitions, sample windows and method are published in our research programme, and every figure above is drawn from it.
Why do general counsel hire defence shipyard counsel recruiters Naples instead of posting at the yard?
Call once a northern in-house lawyer refuses to sit at the yard — that was 11 of our 15 closed searches. Castellammare's 2026 conversion does not create a local posted seat; the work still arrives from Trieste, Genoa and Rome. Brief us when the hull program is dated, not when a job-board listing appears.
Will Castellammare's 2026 conversion create a posted in-house counsel seat at the yard?
No public 2026 careers listing showed a counsel role at Castellammare or Naples. Visible legal hires sit in Trieste, Genoa and Milan. The conversion still creates labor, public-contracts and export-control work that a Campania general counsel has to staff from those feeder seats.
Where do defense-yard in-house candidates for Naples actually come from?
Eleven of fifteen offers on our closed searches went to lawyers already in Trieste, Genoa or Rome group legal. The Naples bar supplies public-contracts and labor counsel. Fusaro electronics and missile campuses supply contracts lawyers who already read a combat-system statement of work.
How long does a Naples defense-yard in-house search take?
Typical timeline is 8 to 16 weeks, and our Naples counter-offer incidence on this line is 26 percent. Median offer-to-acceptance is 15 working days once grade and MBO eligibility are on paper. Processes stall when the northern general counsel will not release the lawyer without a backfill.
What package can a general counsel table when no band is published?
Grade, MBO eligibility, notice and possible car or housing; we closed 15 searches with no posted band. Equity or LTIP appears only if the person already sits in the Group executive population. Employers here do not publish bands for this seat.
Which dated industrial fact should a CEO use to brief this search?
Use 12 February 2026: Castellammare converts to Defense-only inside a Group euro 1.9 billion 2026–2030 industrial envelope. Local follow-through cited in April 2026 reporting is euro 34 million over two years at Stabia, against an euro 800 million public-infrastructure ask. Counsel work is the conversion, not a published legal-team build-out.
