Across 250 structured interviews with Paris in-house counsel, our notes show 41 said a prior Enedis or AODE mandate blocked the next distribution-liability file. That cohort sits on the insurance-and-liability desk, not on generation. The live Puteaux seat in 2026 takes third-party and customer civil-liability files, splits civil from administrative liability, applies general civil-liability (RCG) rules and CARD network-access contracts, instructs avocats and experts, and runs appeal strategy. Enedis DIR2S Agence Indemnisation listed a team of about ten lawyers and a portfolio of about 200 civil-liability files, with ten years asked. Claims-desk geometry is the work: intake, legal-and-technical analysis, settlement or recovery against identified third parties, fee control, and explanation of indemnity decisions.
Of 250 interviews, 71 involved lawyers who had moved from private practice in the previous three years, Sartori's Paris notes record. Adjacent supply into this in-house seat is narrow: insurance and civil-liability associates who have already run RCG files; industrial in-house claims counsel; Enedis business-line lawyers in real estate, IRVE, IP or corporate; AODE public-law juristes at SIPPEREC, SIGEIF or FNCCR members; and CRE Direction des affaires juridiques lawyers on raccordement disputes. A head of legal at a conceding authority does not need a generation counsel. RTE is transmission and is out of this pool. We closed 19 In-House Liability Counsel Recruiting searches in Paris over three years, and 11 of those briefs specified distribution claims or concession control rather than generation.
