The Madrid PPA legal market after the 2026 recut

Of 750 interviews, 86 involved lawyers who had moved from private practice in the previous three years, Sartori's Madrid notes show. The rest of that energy-contracting slice already sat in-house: at utilities such as Iberdrola España and Endesa, at IPPs such as Encavis, Grenergy, ACCIONA Energía, Statkraft Spain, Sonnedix and Capital Energy, or on offtaker desks that now absorb data-center and industrial volume. A head of talent at a renewables developer reported to us that three of five shortlisted in-house counsel had come from utility legal teams rather than law firms, our intake notes show.

Legal headcount follows offtake recuts, not nameplate GW. Veyt reported in 2026 that Spain was Europe's most active PPA market in 2025, with 46 deals and 4.5 GW. Iberdrola España, citing Renewable Market Outlook 2025, put 2024 at 47 Spanish PPAs and 4.66 GW. Grenergy's 27 May 2026 Madrid plan set Iberian Oasis at 1 GW solar, 3.2 GWh storage and about EUR 1 billion. Statkraft told ICEX in 2025 that nearly 90 of about 300 Spanish staff sit in new Madrid offices. Endesa's 24 February 2026 briefing set a 3,000 MW hybrid platform for data-center PPAs inside EUR 10.6 billion capex. Negative-price hours in January–March 2026 reached 397 against 48 a year earlier, UNEF told pv magazine España on 15 June 2026.
