In house legal recruiters San Jose are retained when a general counsel or a chief executive hires into a San Jose company. Sartori & Partners has completed 400+ placements since 2017 (230+ in-house), including 52 general counsel searches, with a shortlist in 24 days and an accepted offer in a median of 11 weeks. The San Francisco in-house line covering San Jose closed 22 searches in three years. A publicly traded software company in San Jose hired a successor general counsel in 13 weeks in 2025. May 2025 O*NET data put the metro lawyer median at $301,320.

01 — The brief answer

San Jose is a city. The wage table is a metro. The license is a state rule.

A chief executive writes San Jose on the requisition and then prices the seat from a number that is not the city. May 2025 Occupational Employment and Wage Statistics, republished by O*NET, put the lawyer median for San Jose-Sunnyvale-Santa Clara at $301,320. That geography includes Sunnyvale and Santa Clara. It is not a count of lawyers whose office is inside the San Jose city limits, and it is not a general counsel package. Cisco, Adobe, eBay, and PayPal each print a San Jose address as principal executive offices. A networking lawyer, a product lawyer, a marketplace lawyer, and a payments lawyer are four benches.

That is the work in-house counsel recruiting is retained to do here. Lorenzo Sartori founded the firm in early 2017. The California hubs in Los Angeles and San Francisco opened in 2024, and a San Jose file is run from that book. The research program maps 1,480,000+ lawyers and has run a quarterly survey since 2019. Corporate mandates have run in 23 countries and 41 cities. San Jose has no published closed-search constant. The nearest labelled in-house line is San Francisco: 22 closed searches over three years, a 94 percent completion rate, and a median of 12 weeks. Those figures are that line. They sit beside the firm book of 400+ placements since 2017 (230+ in-house), and they are marked so the internal book can replace them. They are not a San Jose headcount, and they are not added to the 230+.

The nearest city page for the private-practice market is legal recruitment in San Francisco. The California wage table, including the San Jose metro row, is on lawyer salary in California, 2026. Officer-level cash, as a national band, is on general counsel salary, 2026. The San Francisco company-search page, whose closed-search line covers San Jose, is in-house counsel recruiting in San Francisco.

02 — The local market

Four San Jose headquarters are four legal departments.

Cisco Systems is a Delaware corporation. Its Form 8-K dated 12 August 2026, reporting results for the fiscal year ended 25 July 2026, lists principal executive offices at 170 West Tasman Drive, San Jose, California. The Form 10-K index filed 2 September 2026 carries the same San Jose business address. The annual report for the fiscal year ended 26 July 2025 reports approximately 86,200 employees as of that date. The 86,200 is company-wide employment. It is not the size of the legal department, and it is not a 2026 headcount. A general counsel seat at that company is networking equipment, enterprise software, and a public-company securities file. The 86,200 does not tell a search how many of those people sit in San Jose.

Adobe’s fiscal 2025 Form 10-K lists principal executive offices at 345 Park Avenue, San Jose, California 95110-2704, and lists the common stock on Nasdaq. The same filing says that as of 28 November 2025 Adobe employed 31,360 people, of which 50 percent were in the United States. That is a software, product, and intellectual-property employer. The 31,360 and the 50 percent are company employment. A product counsel who has marked up Adobe-style customer paper is not a substitute for a networking counsel because both buildings have a San Jose zip code.

eBay’s Form 10-K for the year ended 31 December 2025 describes a Delaware corporation with principal executive offices at 2025 Hamilton Avenue, San Jose, California 95125, and common stock listed on Nasdaq. The filing says eBay was founded in 1995 in San Jose, enabled nearly $80 billion of gross merchandise volume in 2025, and as of 31 December 2025 employed approximately 12,300 people globally, of whom approximately 7,200 were in the United States. The $80 billion is merchandise volume. It is not a legal budget. The legal work a marketplace issuer staffs is consumer regulation, payments at the edge of the platform, privacy, and securities disclosure.

PayPal’s Form 10-K for the year ended 31 December 2025 describes a Delaware corporation with principal executive offices at 2211 North First Street, San Jose, California 95131. As of that date the company employed approximately 23,800 people globally, including approximately 9,600 in the United States. PayPal was distributed from eBay years ago. The two San Jose addresses are two employers. A payments lawyer and a marketplace lawyer do not swap because the buildings are a short drive apart. When the chair itself is a bank, broker-dealer, or payments general counsel, the brief moves to bank general counsel search.

The U.S. Attorney’s Office for the Northern District of California describes a district that runs from Del Norte County to Monterey County and contains San Francisco, Oakland, and San Jose, with more than 300 public companies centered on Silicon Valley and nearly 9 million people in the district. Those 300 companies are a district fact. They are not 300 San Jose legal departments, and they are not a lawyer census. A shortlist that mixes a networking lawyer, a product lawyer, a marketplace lawyer, and a payments lawyer because all four have a San Jose address stalls in the second interview. The San Francisco location page is the law-firm map for the nearest published city. This search is the company side of San Jose.

03 — Compensation

The metro median, the lockstep sticker, and the proxy total are three instruments.

O*NET Online republishes May 2025 Occupational Employment and Wage Statistics for lawyers, SOC 23-1011. In San Jose-Sunnyvale-Santa Clara the 10th percentile is $129,350, the 25th is $176,840, the median is $301,320, the 75th is $375,400, and the 90th is $421,000. The same table puts the California median at $195,080, the San Francisco-Oakland-Fremont median at $212,500, and the United States median at $159,670. The San Jose median sits $66,320 above the $235,000 first-year associate base that Bloomberg Law reported on 2 June 2026, effective 1 July 2026, on the national grid that runs to $455,000 at the eighth year. The $66,320 is subtraction. It is not a San Jose premium on the lockstep, and the occupation series mixes government, in-house, and firm seats. Equity is outside the wage. The full California table is on lawyer salary in California, 2026.

A named executive officer’s package is on a proxy, and it is not the occupation median. Cisco’s definitive proxy for fiscal 2025 compensation, with materials first sent on or about 28 October 2025, reports the summary compensation table for its executive vice president and chief legal officer as salary of $732,875, stock awards of $13,300,768, non-equity incentive plan compensation of $1,660,402, all other compensation of $132,689, and a total of $15,826,734. The proxy computes stock awards as grant-date fair value and states that there can be no assurance that fair value will be realized. The same discussion says that officer’s annual base salary will increase from $732,875 to $750,000 effective 1 November 2025. The $732,875 is fiscal 2025 salary. The $750,000 is the stated next salary. The $15,826,734 is the table total. Those three numbers answer three questions.

The Association of Corporate Counsel and Empsight, in the 2025 Law Department Compensation Survey executive summary, put the national general counsel and chief legal officer median at $330,000 base and $410,000 total cash, data effective 1 March 2025. The executive summary has no California-metro cut. Cisco’s fiscal 2025 salary of $732,875 can be read against the firm’s published large-cap listed general counsel base of $650,000 to $1.1 million. The proxy itself does not assign Cisco to that band. The $15,826,734 total stays out of the base band. It also stays out of the $4.76 million median total compensation for sitting general counsel who are named executive officers at 236 of the largest US-listed companies in the 2026 proxy season, which is Sartori & Partners’ analysis of SEC filings on the general counsel pay page. One company’s grant-date total is not that median.

The other published US cash bands, a national frame and a separate instrument from the San Jose occupational table, put a Series B to C first general counsel at $240,000 to $340,000 base with a 20 to 40 percent bonus, a growth-stage general counsel at $300,000 to $420,000 base with a 30 to 60 percent bonus, and a mid-cap listed general counsel at $450,000 to $650,000 base with a 60 to 100 percent bonus. Private companies in San Jose do not file a summary compensation table. Where a band is absent from a filing, the offer is built from the seat. From 1 January 2026, California Labor Code section 432.3, as amended by SB 642, requires an employer with 15 or more employees to include a good-faith pay scale in a job posting, with civil penalties of $100 to $10,000 per violation. The statute discloses a range the employer expects to pay upon hire. It does not set the Cisco salary, and it does not apply a number to a confidential search that never posts. The national officer page is general counsel salary, 2026. In-house cash by seniority is on in-house counsel salary, 2026, and the San Francisco salary rows are on in-house counsel salary in San Francisco and general counsel salary in San Francisco.

04 — Notice and licensing

Seventy-two hours is a wage rule. It is not a notice period.

The start date on a San Jose hire is the date in the current employment agreement, or the date the parties waive. California Labor Code section 201 says that if an employer discharges an employee, the wages earned and unpaid at the time of discharge are due and payable immediately. Section 202 covers an employee who does not have a written contract for a definite period and who quits. Wages are due not later than 72 hours after the quit, unless the employee has given 72 hours’ previous notice, in which case the wages are due at the time of quitting. An employee who quits without that notice may ask that payment be mailed, and the date of mailing is the date of payment for the 72-hour requirement. The Division of Labor Standards Enforcement states the same split: 72 hours’ notice means payment at quitting; no such notice means payment within 72 hours.

Section 203, amended effective 1 January 2020, is the penalty, not a second notice period. If the employer willfully fails to pay wages due under sections 201 and 202, wages continue as a penalty from the due date until paid or until an action is commenced, and they do not continue for more than 30 days. A counsel who resigns on a written term looks to that contract for how much notice the parties agreed. The statute does not insert a one-month or three-month resignation period. The search clock ends at acceptance. Sections 201, 202, and 203 run after it, and so does whatever notice the prior contract requires.

The license is a separate clock. California Rule of Court 9.46, amended effective 1 October 2025, is registered in-house counsel. A qualifying institution is a corporation, partnership, association, or other legal entity, including subsidiaries and affiliates, with an office in California. A governmental entity is not a qualifying institution. An entity that provides legal services to others is not one either. The institution must employ at least five full-time employees, or employ in California an attorney who is an active licensee in good standing of the State Bar. The lawyer must be licensed and in good standing in another United States jurisdiction, must reside in California, and must practice law exclusively for that single institution, except for pro bono through an eligible legal-aid organization. The lawyer is not permitted to make court appearances in California state courts or to do other work that would require pro hac vice admission.

The State Bar says a complete and accurate application is typically processed within 30 days of receipt. If the lawyer does not complete the application, submit the documents, or pay the fee within 60 days of submission, the application is deemed abandoned and the fees paid are not refunded. The September 2025 qualifying-institution declaration has the institution notify the State Bar within 30 days if the lawyer’s employment ends. That 30 days is the employer’s notice to the Bar after a departure. It is not the candidate’s notice to the current employer. A San Jose general counsel who must appear in Santa Clara County Superior Court cannot hold the seat on Rule 9.46 alone. The registration covers advice to the one employer. Litigation coverage is a California licensee, on staff or at a firm.

Labor Code section 432.3 sits next to the offer, not next to the license. From 1 January 2026 an employer with 15 or more employees that posts the job must include the pay scale, meaning a good-faith estimate of the salary or hourly range the employer reasonably expects to pay upon hire. Civil penalties run from $100 to $10,000 per violation. Cisco, Adobe, eBay, and PayPal are all far above 15 employees. A posted San Jose requisition therefore prints a number before the first call. A retained search that stays confidential, and never posts, does not print that scale. The two paths should not be described as the same offer.

05 — Timeline

Eleven weeks is the firm GC clock. The San Francisco line is a different book.

General counsel and chief legal officer searches, 52 of them since 2017, reach a shortlist in 24 days and an accepted offer in a median of 11 weeks, with a range of 8 to 16. Deputy general counsel and head of legal searches, 47 of them, run to a shortlist in 21 days and an offer in 10 weeks. Senior and specialist counsel, 87 of them, run to a shortlist in 18 days and an offer in 8 weeks. Retained corporate mandates complete at 92 percent. Offer acceptance is 96 percent. Placed in-house leaders are still in seat at 97 percent after 12 months and 91 percent after 24 months. The replacement term on a retained GC, CLO, or CCO search is 12 months. On other in-house searches it is 6 months. The fee is retained only: 25 to 30 percent of total first-year compensation, with 30 percent of that fee paid at engagement and kept if the client cancels. Off-limits on the client’s legal department run 24 months after a mandate.

San Jose has no row of its own in the city constants. The nearest labelled in-house line is San Francisco, and a San Jose brief uses that line. On that line, 22 searches closed over three years, completion was 94 percent, and the median from signed brief to accepted offer was 12 weeks. Counter-offer incidence on that line was 28 percent. The median from offer to acceptance was 15 working days. The interview cohort on the line is 350. The 94 percent is that line. It is not the firm’s 92 percent completion on retained corporate mandates. The 12 weeks mix counsel seats and officer seats. They are not the 11-week median across the 52 general counsel searches. The 15 working days are offer to acceptance. They are not the 24-day shortlist.

A NASDAQ-listed medtech in Boston hired a successor general counsel on the GC clock: a shortlist of four on day 24, an accepted offer in week 11, and the 12-month retention checkpoint held. The general counsel there later said: “The shortlist arrived in just over three weeks and every name could already sit with our board. The person we hired is still in post two years later.” A venture-backed SaaS company in California hired its first general counsel with a shortlist on day 24 and an accepted offer in week 10, still in post at 24 months. Those two files are published case studies. They show the clock. They are not San Jose files, and they are not counted inside the San Francisco 22.

One marked San Jose file, inside the 52 general counsel searches and not added on top of the 22, was a publicly traded software company in San Jose. It hired a successor general counsel from a shortlist of 4 on day 27, with the accepted offer in week 13 in 2025. Week 13 sits inside the general-counsel range of 8 to 16. Day 27 is this file’s shortlist, set against the 24-day GC average. The 13 weeks are the acceptance. Section 202 and the prior contract run after it, and so does a Rule 9.46 application if the lawyer is not already a California licensee.

Interim cover is the bridge when the contract will not move and the desk cannot wait. Interim and fractional legal talent is a separate book from the 400+ placements (230+ in-house): 60+ engagements, with a median of 7 days from first call to start. A published Series C file in San Francisco was live on day 6. The chief executive of a Series C payments company in San Francisco later said: “We thought we needed a full-time GC. They said fractional for two quarters, then a permanent search. Both were right. The fractional counsel started in a week.” That file is San Francisco. It is not one of the 22, and it is not the San Jose software succession. Interim cover does not convert an out-of-state license into a California state-court appearance. It covers the work while the permanent search, or the Rule 9.46 application, runs.

06 — How a file is run

The brief names the employer, the license, and which printed number the candidate is shown.

The retained steps are the same in San Jose as on any other corporate mandate. Week 1 is the written seat: which decisions the hire owns, whether those decisions include a California state-court appearance, and who the employer is. Weeks 1 and 2 map the market from coverage the firm already holds, the 1,480,000+ lawyer map. Outreach is confidential and starts once the reporting line, the competitor classes, and the license path are settled. The shortlist on a GC search is the 24-day mark. Interviews and the offer sit in weeks 5 to 9. Closing includes the contractual notice, the first months in the seat, and the 90-day check-ins. A lawyer the firm has placed is not approached while that lawyer remains in that seat.

Four San Jose questions are answered in that first week. First, whether the office is the City of San Jose, or a Sunnyvale or Santa Clara campus that the wage table folds into the same metro. Second, whether the employer is networking equipment, software and product, a marketplace, or payments, because those four benches do not substitute for one another. Third, whether the hire must appear in California state court. If the answer is yes, Rule 9.46 is the wrong path. Fourth, which printed number the candidate is shown: the May 2025 metro median of $301,320, the national CLO cash median of $330,000 base and $410,000 total cash, or a proxy line such as Cisco’s fiscal 2025 salary of $732,875 and table total of $15,826,734. A counsel who is shown the occupation median and then handed a grant-date total has been shown two instruments.

A chief financial officer at a London-headquartered private-credit manager put the engagement rule in one sentence: “Fee, replacement window and off-limits were in the letter before they called anyone. That is the only way I will sign a search firm. The hire accepted on the first offer.” That file is a published reference. It is not a San Jose mandate. The rule a San Jose chief executive is asked to sign is the same one. The fee, the 12-month or 6-month replacement term, and the off-limits period go in the letter first. The 30 percent retainer is paid at engagement. On the San Francisco line, the median from that written offer to acceptance is 15 working days, and counter-offers land on 28 percent of the closed searches.

General counsel search is the officer-seat practice when the hire is the first GC or the successor. The San Francisco company page keeps its own closed-search count. A San Jose brief borrows that count, marked, because San Jose has none. The San Jose successor file, week 13 in 2025, stays inside the 52 and is not stacked onto the 22.

07 — Selected engagements

Two published files, and one San Jose file inside the 52.

The corporate book is 400+ placements since 2017 (230+ in-house). The Boston and California files are published case studies. The San Jose file is one of the 52 general counsel searches. It is not added to the San Francisco line of 22. The company is unnamed.

CORPORATE BOOK · ONE LOCAL FILE 3 FILES

Successor general counsel, publicly traded software company

San Jose · one of 52 GC/CLO searches · not added to the San Francisco 22

Mandate
Replace a sitting general counsel. The company is publicly traded. The principal office is in San Jose. The company is unnamed.
Complication
The GC median is 11 weeks. The license path and the competitor classes had to be named before outreach. A Rule 9.46 registration does not authorize a California state-court appearance.
Outcome
A shortlist of 4 on day 27. Accepted offer in week 13 in 2025. Notice under the prior contract ran after acceptance. The general counsel’s account: “The competitor wall was in the letter before anyone was called. The counsel we hired is still in the seat.”

Successor general counsel, NASDAQ-listed medtech

Boston · one of 52 GC/CLO searches · blind process

Mandate
Replace a sitting general counsel who was still in post, without the market being told the company was looking.
Complication
The process stayed blind. The 12-month replacement term was in the letter before anyone was called.
Outcome
A shortlist of four reached the board on day 24. The accepted offer closed in week 11. The 12-month retention checkpoint held. The general counsel’s account: “The shortlist arrived in just over three weeks and every name could already sit with our board. The person we hired is still in post two years later.” Full file: GC succession, Boston.

First general counsel, venture-backed SaaS

California · one of 52 GC/CLO searches · still in post at 24 months

Mandate
The board had outgrown outside counsel. The hire was the company’s first general counsel.
Complication
The relevant people were sitting deputy general counsel in software.
Outcome
Shortlist on day 24. Accepted offer in week 10. In post at the 24-month checkpoint, against program retention of 91 percent at 24 months. Full file: first GC, California.

A general counsel or a chief executive hires them when the office is in San Jose and the license, the equity, and the product bench are three different questions. Which San Jose employers set the in-house bench?

Four public issuers keep principal executive offices in the city, and they are four briefs. Cisco's Form 8-K dated 12 August 2026 and its Form 10-K filed 2 September 2026 list 170 West Tasman Drive, San Jose. As of 26 July 2025 Cisco reported approximately 86,200 employees. Adobe's fiscal 2025 Form 10-K lists 345 Park Avenue, San Jose, and 31,360 people as of 28 November 2025. eBay's Form 10-K for the year ended 31 December 2025 lists 2025 Hamilton Avenue, San Jose, and approximately 12,300 people, of whom approximately 7,200 were in the United States. PayPal's Form 10-K for the same date lists 2211 North First Street, San Jose, and approximately 23,800 people, of whom approximately 9,600 were in the United States. Those counts are company employment. They are not legal-department headcount.

What does a San Jose in-house counsel seat pay in 2026?

The public lawyer wage is a May 2025 metro median, and a general counsel package is a proxy line. O*NET's republication of May 2025 Occupational Employment and Wage Statistics puts the San Jose-Sunnyvale-Santa Clara lawyer median at $301,320, the 10th percentile at $129,350, and the 90th at $421,000. The same table puts California at $195,080 and San Francisco-Oakland-Fremont at $212,500. Cisco's proxy materials, first sent on or about 28 October 2025, report fiscal 2025 salary of $732,875 and total compensation of $15,826,734 for the executive vice president and chief legal officer. The total includes stock awards at grant-date fair value. It is not the $4.76 million median total for 236 named-executive-officer general counsel in the 2026 proxy season.

Does a San Jose general counsel need a California license?

A lawyer who will appear in a California state court needs to be a licensee of the State Bar of California. An out-of-state lawyer hired to practice only for one qualifying private employer can register under California Rule of Court 9.46, amended effective 1 October 2025, without the California bar exam. The rule requires California residence, practice for that one institution, and no California state-court appearances. The institution needs a California office and either at least five full-time employees or a California licensee already on staff. A government office and a law firm cannot use the rule. The State Bar states that a complete application is typically processed in about 30 days, and that an application left incomplete for 60 days is abandoned without a refund of fees paid.

What notice period applies before a San Jose counsel can start?

California does not set a resignation notice period of weeks. Labor Code section 201 makes wages earned and unpaid at discharge due immediately. Section 202, for an employee without a written contract for a definite period, makes wages due within 72 hours of a quit, or at the time of quitting if the employee gave 72 hours' notice. Section 203, amended effective 1 January 2020, continues wages as a penalty for a willful failure to pay, for not more than 30 days. A written executive agreement can still name a longer notice. That contract runs after acceptance. Across 52 general counsel searches since 2017, acceptance is a median of 11 weeks.

How long does a general counsel search take, and how is it paid?

Across 52 general counsel searches since 2017, the shortlist arrives in 24 days and the accepted offer in a median of 11 weeks, range 8 to 16. The fee is retained only, 25 to 30 percent of total first-year compensation. Thirty percent of that fee is paid at engagement and kept if the client cancels. GC, CLO, and CCO searches carry a 12-month replacement term. Other in-house searches carry 6 months. Offer acceptance on corporate mandates is 96 percent. The San Francisco in-house line that covers San Jose uses a different clock: 12 weeks median across 22 closed searches, with 15 working days from offer to acceptance and a 28 percent counter-offer incidence. The San Jose software file closed in 13 weeks in 2025. Week 13 is the acceptance. Contractual notice and Rule 9.46 registration run after it.
