In 12 closed in-house searches in Riyadh over 24 months, Sartori's mandate telemetry shows 8 first-shortlist CVs were holding-company or group-secretariat counsel whose files never included an outbound minerals SPA or offtake book.
Offtake books decide this Riyadh minerals-investment seat. Day to day, in-house counsel here negotiate outbound equity, offtake and trader joint ventures, competitive licensing rounds on the Ta'adeen Platform, consortium shareholders' agreements, Mining Investment Law filings with the Ministry of Industry and Mineral Resources, in force since January 2021, and disputes.
Manara Minerals already lists a Riyadh-based chief legal officer on its 2026 management page. Maaden and Hancock Prospecting signed a 50.1/49.9 shareholders' agreement in Riyadh dated 29 December 2025 covering more than 24,000 square kilometers, and attended the Round 9 license award at the Future Minerals Forum on 14 January 2026. Maaden and Saudi Aramco signed a 51/49 shareholders' agreement on 18 August 2026 over about 182,000 square kilometers in Zone-4. Ivanhoe Electric's 50/50 Arabian Shield joint venture with Maaden announced copper intercepts on 13 January 2025 across about 48,500 square kilometers. The Legal 500 GC Powerlist Saudi Arabia 2025 names Maaden's chief legal officer and a phosphate-and-industrial-minerals general counsel.
A chief legal officer at a listed mining company said the seat needed someone who had already lived through an outbound metals stake. Adjacent feeder seats are international mining M&A counsel, commodity general counsel already inside a listed miner, and industrials-and-mining investment lawyers at a sovereign fund. We do not treat a group-secretariat lawyer who has never closed an offtake book as this hire.
