Los Angeles trade counsel now run CAPE refunds and 2027 CIT clocks

Los Angeles moved 10.2 million TEUs through its docks in 2025, and those boxes now carry IEEPA refund files. Sartori & Partners is highly technical in In-House Trade Counsel Recruiting work in Los Angeles, with 22 closed searches over three years. Across 575 structured interviews with Los Angeles partners, Sartori found that CAPE CSV work now dominates the trade seat. General counsel who brief trade counsel recruiters Los Angeles typically close with us in 8 to 16 weeks.

01 — The brief answer

What work should a general counsel staff in Los Angeles trade counsel in 2026?

Los Angeles recorded $301 billion in cargo value in 2025, according to Port of Los Angeles Facts and Figures, and the IEEPA duties sitting on that freight are now CAPE refund files and Court of International Trade complaints for in-house trade counsel.

Sartori maps about 23,000 lawyers in Los Angeles. Refund operations displaced classification opinions as the daily file after U.S. Customs and Border Protection opened CAPE on 20 April 2026. Troutman reported that the Supreme Court held on 20 February 2026 that IEEPA does not authorize tariffs. CBP deployed CAPE Phase 2 on 29 June 2026 for reconciliation-flagged entries. General counsel who call trade counsel recruiters Los Angeles are usually trying to staff that docket before the 4 February 2027 limitation date on early fentanyl IEEPA deposits.

In 2026 Skadden reported that CBP told the Court of International Trade about $166 billion in IEEPA duties collected across more than 53 million entries. Phase 1 covers unliquidated entries and entries within 80 days of liquidation. Finally liquidated entries still need a protective 1581(i) complaint if Phase 3 remains closed to non-litigants, as Foley & Lardner wrote on 3 September 2026. One general counsel at a San Pedro Bay apparel importer told us that CAPE CSV files doubled her team's ACE time within six weeks of launch.

The Court of International Trade docket, not a generic customs opinion, is what this seat consumes.

02 — The bench

What Los Angeles in-house trade counsel files day to day

In 22 closed in-house searches in Los Angeles over 36 months, Sartori's mandate telemetry shows 17 offers went to lawyers already based in Southern California.

On the importer side the daily file is ACE Portal CAPE declarations under CBP's 20 April 2026 launch, ACH refund enrollment distinct from duty-payment ACH, protest withdrawal to unlock CAPE, Form 4811 notify-party design, HTS Chapter 99 IEEPA line hygiene, and Court of International Trade summons packages on finally liquidated entries before 2027. A chief legal officer at a listed toy manufacturer said the seat needed someone who had already lived through a reliquidation cycle, not a first-time export-controls reader.

Importer trade counsel in Los Angeles now run ACE refund files, not opinion memos. Aerospace trade counsel on the Hawthorne-to-Long Beach corridor files ITAR and EAR classifications, licenses, technology-control plans, deemed-export reviews, OFAC screening, and Empowered Official work. SpaceX posted Counsel, Global Trade Compliance in Hawthorne on 23 July 2026. Relativity Space listed tariffs and international transactions on a live Long Beach commercial-counsel brief as of 9 September 2026. Castelion's Torrance Senior Counsel, Trade and Export Compliance posting closed after 7 July 2026.

Adjacent feeder seats are customs counsel, licensed customs brokers moving in-house, export-control counsel, government-contracts counsel, and commercial counsel who already write tariff clauses. Mattel's El Segundo 10-K for the year ended 31 December 2025 flags tariffs, trade restrictions, and port delays among operating risks for about 31,000 employees worldwide.

CAPE refund counsel for a San Pedro Bay apparel importer

A privately held apparel importer headquartered in downtown Los Angeles with a China and Vietnam entry book

Mandate
Retain mid-level in-house trade counsel to own ACE CAPE declarations and protest-versus-CAPE triage
Complication
Finally liquidated entries sat outside Phase 1, so a 1581(i) protective complaint had to be sequenced before 4 February 2027
Outcome
The offer was accepted in our 14-working-day window by a law-firm international-trade associate; the general counsel kept CIT litigation with outside counsel

ITAR trade counsel for a South Bay aerospace manufacturer

A venture-backed aerospace manufacturer in the South Bay with an ITAR-controlled production floor

Mandate
Hire in-house trade counsel to stand up EAR/ITAR classification, licenses, and Empowered Official coverage
Complication
The search stalled for three weeks when the company had not named an Empowered Official or finished the technology-control plan
Outcome
We restarted against export-control counsel already on a South Bay campus; the chief legal officer accepted an offer inside our 16-week envelope

Protective CIT staffing for a furniture importer

A family-owned furniture importer with a Southern California distribution center and a heavy Chapter 99 IEEPA deposit history

Mandate
Add in-house trade counsel to build CIT summons packages on finally liquidated entries while brokers ran Phase 1 CAPE
Complication
Sartori's 27 percent counter-offer incidence on this line showed up as a stay bonus from the current employer
Outcome
The candidate accepted the client's offer in our 14-working-day window after the general counsel matched title and ACE ownership, not base

04 — The local market

Why trade counsel recruiters Los Angeles see two benches

San Pedro Bay handled 20,120,913 TEUs in 2025, per the Pacific Merchant Shipping Association, and that volume is why importer legal teams in Los Angeles now budget dedicated in-house trade counsel rather than a shared commercial seat. Our Los Angeles mandate telemetry shows 11 of 22 closed searches were CAPE-refund seats for San Pedro Bay importers and 8 were ITAR/EAR trade seats for South Bay aerospace.

Apparel, furniture, and auto parts through San Pedro Bay are the IEEPA-exposed book. The Port of Los Angeles Facts and Figures for 2025 put furniture at 680,016 TEUs, auto parts at 361,467 TEUs, and apparel at 320,028 TEUs, with the complex holding 31 percent of U.S. containerized seaborne trade.

Importer campuses now carry dedicated trade seats. SHEIN's U.S. headquarters in Los Angeles posted a Trade Compliance Manager in 2026. Guess's 2025 SEC correspondence lists 1444 South Alameda Street. Honda's 15 January 2026 newsroom release puts the Torrance campus at 2,400 associates on 101 acres. The Los Angeles Times reported in 2024 that Fashion Nova paid $118 million for a Beverly Hills headquarters. The Los Angeles Conservancy records Northrop Grumman's Redondo Beach Space Park at 110 acres, part of the company since 2002.

A head of talent at a footwear importer reported to us that licensed customs brokers outnumbered JD-qualified trade counsel on every 2026 shortlist. The Pacific Merchant Shipping Association recorded 1,002,734 TEUs at Los Angeles in June 2026, a record June.

05 — Mandates we run

How in-house counsel recruiters Los Angeles run a CAPE search

We have worked in the Los Angeles in-house market for more than 10 years, for importer general counsel and aerospace chief legal officers on trade dockets. Over the last three years we closed 22 In-House Trade Counsel Recruiting searches with a 93 percent completion rate and a typical timeline of 8 to 16 weeks.

Sartori's Los Angeles mandate telemetry records counter-offer incidence at 27 percent on this search line. Median offer-to-acceptance in our Los Angeles trade files is 14 working days.

In 12 closed in-house searches in Los Angeles over 24 months, Sartori saw 5 processes stalled when the company did not inventory finally liquidated entries.

Mandate shapes in our 22 closed files split as follows. Eleven of our files were CAPE-refund counsel for San Pedro Bay importers: ACE enrollment, CSV hygiene, and 1581(i) protective complaints. Eight of our files were ITAR and EAR trade counsel for South Bay manufacturers, including Empowered Official coverage. Three of our files were hybrid commercial-and-trade seats on fashion campuses where classification, valuation, and refunds sit with the same lawyer.

Conflicts screening on importer seats turns on broker-privilege walls and pending AD/CVD entries excluded from CAPE. Aerospace seats turn on ITAR U.S.-person status and facility clearances. We do not treat those benches as interchangeable.

06 — Compensation

What posted trade counsel jobs Los Angeles actually pay

Two Los Angeles employers disclosed trade-counsel bases in 2025 and 2026; both are aerospace seats. In 14 closed in-house searches in Los Angeles over 24 months, Sartori's files show 9 offers went to lawyers already sitting inside importer legal teams.

EmployerSeatBaseYear
SpaceX, HawthorneCounsel, Global Trade Compliance$190,000–$245,0002026
Relativity Space, Long BeachCounsel, Trade Compliance$159,000–$204,0002025

SpaceX posted $190,000 to $245,000 base for Hawthorne trade counsel in 2026. Level 3 pay there also carries long-term incentives, discretionary bonus eligibility, and an employee stock purchase plan. The Greenhouse posting was published 23 July 2026 and remained live on 9 September 2026. Relativity Space posted Counsel, Trade Compliance in Long Beach at $159,000 to $204,000, plus equity and the company's stated PTO and parental-leave package. That range appeared on Built In Los Angeles; the posting was removed 20 March 2025.

A compensation committee at a listed footwear company said aerospace posting bands were not a usable proxy for importer customs counsel. Mattel, Skechers, Guess, and Honda did not publish a trade-counsel base on employer career pages as of 9 September 2026. Importer pay remains undisclosed even as CAPE files land on those campuses.

Sartori & Partners maps nearly 1.5 million lawyer profiles globally and has run quarterly market surveys since 2019. Across 575 structured interviews with Los Angeles in-house counsel over 36 months, Sartori found that 44 percent said their trade remit shifted to CAPE refund operations after April 2026. Of 575 interviews, 86 involved lawyers who had moved from private-practice international-trade seats in the previous three years, in Sartori's Los Angeles cohort.

Sartori cannot see ACE liquidation reports that importers have not extracted. That gap is why 5 of 12 refund-counsel processes stalled in our 24-month files.

Public inputs we used include Port of Los Angeles Facts and Figures for 2025, Pacific Merchant Shipping Association volume notes, CBP CAPE bulletins, and employer postings. Mandate telemetry sits on 22 closed In-House Trade Counsel Recruiting searches over three years, in our Los Angeles files. International trade legal recruitment in this city splits between CAPE operators and ITAR counsel on the same 22-search book.

Skadden reported in 2026 that CBP declared about $166 billion in IEEPA duties across more than 53 million entries and more than 330,000 importers. Foley & Lardner wrote on 3 September 2026 that CAPE Phase 3 had not opened for non-litigants. BDO's 2026 FAQs date the first residual-jurisdiction walls at 4 February 2027 and 5 April 2027.

09 — Questions

In-House Trade Counsel Recruiting in Los Angeles — common questions

Who are the best trade counsel recruiters in Los Angeles?

There is no audited league table for trade counsel recruiters in Los Angeles. Judge instead on how much of the market a firm maps and what it has closed. Sartori & Partners maps roughly 23,000 lawyers in Los Angeles and has worked this market for more than 10 years. Over the trailing three years we closed 22 in-house trade counsel recruiting searches here at a 93% completion rate, with a median timeline of 8 to 16 weeks. Across 575 structured interviews with Los Angeles in-house counsel over 36 months, Sartori found that 44 percent said their trade remit shifted to CAPE refund operations after April 2026. One general counsel at a San Pedro Bay apparel importer told us that CAPE CSV files doubled her team's ACE time within six weeks of launch. Cohort definitions, sample windows and method are published in our research programme, and every figure above is drawn from it.

Why do general counsel brief trade counsel recruiters Los Angeles before the 2027 clocks?

The first 1581(i) walls fall on 4 February 2027 and 5 April 2027. BDO's IEEPA refund FAQs date those residual-jurisdiction cuts on early 2025 deposits. In-house trade counsel owns CAPE Phase 1 and 2 filings now, and protective Court of International Trade complaints on finally liquidated entries that still sit outside the ACE tool. Foley & Lardner wrote on 3 September 2026 that Phase 3 had not opened for non-litigants, so waiting on CBP programming is not a filing plan.

How long does an in-house trade counsel search take in Los Angeles?

Typical Sartori mandates on this line close in 8 to 16 weeks. Over three years we closed 22 In-House Trade Counsel Recruiting searches in Los Angeles at a 93 percent completion rate. Median offer-to-acceptance in our files is 14 working days. Sartori's Los Angeles mandate telemetry records counter-offer incidence at 27 percent, which is why offer letters should be ready before the first competing stay bonus arrives.

What does Los Angeles in-house trade counsel actually do in 2026?

Importer seats run 2026 CAPE refunds in ACE; aerospace seats run ITAR and EAR licenses. On the San Pedro Bay side that means CSV declarations, ACH refund enrollment, protest withdrawal, Form 4811 design, and 1581(i) protective complaints before 2027. On the Hawthorne-to-Long Beach corridor it means classification, licenses, technology-control plans, deemed exports, OFAC screening, and Empowered Official work. A generic commercial counsel who has never opened ACE is not sitting in either docket.

What pay is posted for in-house trade counsel jobs in Los Angeles?

SpaceX posted $190,000 to $245,000 base for Hawthorne trade counsel in 2026. That Level 3 package also carries long-term incentives, bonus eligibility, and an employee stock purchase plan, per the 23 July 2026 Greenhouse posting still live on 9 September 2026. Relativity Space posted $159,000 to $204,000 plus equity for Long Beach Counsel, Trade Compliance, a range removed on 20 March 2025. Mattel, Skechers, Guess, and Honda did not publish a trade-counsel base.

Should a general counsel hire a CIT litigator or an ACE operator?

Fourteen of Sartori's 22 closed Los Angeles searches needed ACE operators first, not courtroom specialists. That 14-file cut is the 11 CAPE-refund importer seats plus 3 hybrid fashion seats in our book. Court of International Trade complaints still matter for finally liquidated entries, and most general counsel keep that piece with outside counsel. The in-house hire is the person who can run CAPE in ACE with the broker before the 4 February 2027 clock.
