Legal Recruiters Houston for Unfilled Company and Firm Seats

Legal recruiters Houston are hired when a company general counsel chair, or a firm partner seat, has stayed empty. Density is not coverage. We run the retained search that fills the chair.

Brief a Houston search In-house counsel considering a move
01 The uncovered seat

The Houston chair that is still empty is a payroll line, not a headcount problem.

Houston is not short of lawyers. The State Bar of Texas, in its 2025-26 population report, counted 32,395 active in-state attorneys in the Houston-Pasadena-The Woodlands metro as of 31 December 2025, 32 percent of the 101,162 active in-state members statewide. General counsel and hiring partners who search for legal recruiters Houston usually call after that stock has failed to produce one person the board, or the partnership, will actually appoint.

The uncovered seat sits on one of two payrolls. On the company side it is a general counsel, a chief legal officer, a head of legal, or a deputy under a sitting general counsel at an energy, midstream or industrial group. On the firm side it is a partner whose book has to travel, or an associate at years 3 to 6 who has already owned operator or midstream work. Sartori’s Houston interview cohort is 275 structured interviews. The two payrolls do not hire the same person.

The Texas hub, covering Houston and Dallas, opened in 2024. Sartori has worked the Houston market for eight years. Over the last three years we closed 19 in-house searches on this line, at a 93 percent completion rate, on a typical mandate-to-start of 4 to 7 months. Firmwide, the corporate book is 400+ placements since 2017 (230+ in-house), of which 52 are general counsel or chief legal officer. The firm-side associate and partner product is a separate retained search. It is not the company chair.

02 Who hires it

The employer is a legal department or a partnership, and the pay clocks do not match.

A metro with 32,395 active attorneys can still fail to staff one energy general counsel and one portable partner in the same quarter.

Statewide context is not the Houston pool. The State Bar’s 2025-26 population report records 118,430 active members as of 31 December 2025, of which 101,162 were in-state and 17,268 were out of state. The 2025-26 occupation table counts 10,298 corporate and in-house counsel, 12 percent of that table, and a private-practitioner subtotal of 51,955, 62 percent. A general counsel who treats 10,298 as a Houston bench is briefing from the statewide file. The Houston metro figure is 32,395.

Company demand is concentrated. The Greater Houston Partnership’s Economy at a Glance for June 2026, published 15 June 2026, counted 27 Fortune 500 headquarters in the Houston metro on the 2026 list, up one from the year before, tying Chicago and trailing New York. The roster is led by energy producers, midstream and related industrials. Those law departments hire a general counsel, a deputy and a small bench of commercial counsel. They do not hire the Texas Lawbook 50.

Firm demand is a different tape. The Texas Lawbook 50, published 15 April 2026, counted 8,413 lawyers at the 50 largest corporate firms in Texas in 2025, up 2.9 percent from the year before. Kirkland & Ellis reached 500 Texas lawyers after adding 51 in 2025, the first firm to that mark. Thirty-two of the 50 are firms headquartered or founded outside Texas, and those outside firms grew Texas headcount at twice the rate of the firms based in the state. That is who buys a Houston partner. The American Lawyer reported on 6 November 2025 that Kirkland and Weil partners moved to Vinson & Elkins in Houston.

Pay is three clocks. O*NET, citing Bureau of Labor Statistics May 2025 occupational wages, lists a $157,980 median for lawyers in Houston-Pasadena-The Woodlands, a 90th percentile of $363,120, and a Texas median of $154,200. The State Bar’s 2025 income survey of full-time attorney respondents put the Houston-Pasadena-The Woodlands median at $173,586, up 14.4 percent from $151,689 in 2023, against a statewide respondent median of $164,705. The median hourly rate for full-time private practitioners in the Houston metro was $377. The survey’s margin of error is ±1.2 percent. A respondent median is not an occupational median, and neither is a first-year lockstep.

NALP’s 2025 U.S. Associate Salary Survey, salaries as of 1 January 2025, reported an overall first-year median of $200,000 and named Houston among six cities where the median starting salary had reached $225,000. Above the Law, on 4 June 2026, reported that Vartabedian Katz Hester Haynes — offices in Dallas, Fort Worth and Houston — matched a first-year base of $235,000 and a top-of-scale base of $455,000, effective 1 July 2026. Reuters, on 27 July 2026, reported the same endpoints at Milbank: $235,000 for first-years and $455,000 for eighth-years. The distance between the May 2025 metro median and that July 2026 floor is $77,020. A company that prices a 10-year commercial counsel off $157,980 is not in the same conversation as a firm that has already printed $235,000 for a first-year.

They treated succession as a confidentiality problem first. Our sitting GC was not shopped. The deputy we appointed had already run a carve-out.

03 Why it stays open

Density is not coverage. The authorized chair is.

The lawyers who could take a Houston general counsel chair, or a Houston energy partner seat, are already employed. A public posting is how the market hears the chair is open.

Sartori maps 11,000 lawyers in Houston.

Of 19 closed Houston in-house searches over three years, 11 were energy, midstream or industrial company chairs and 8 were other sectors, including PE-backed platforms that are not a pure operating-company energy desk. 4 of those 19 ran past month 7. The four were files the company would not announce while the incumbent remained. That is the number that does not flatter the method. We cannot outrun a company that has not told its own general counsel.

Across 275 structured interviews with Houston partners and counsel, 52 percent of 88 energy and energy-adjacent hiring partners, over a 24-month window, named years 3 to 5 with operator or midstream ownership as the scarcest associate band. In the same cohort, 34 of 61 sitting energy in-house counsel, over that same 24-month window, said they would not move for base alone while a Houston office was printing a $235,000 first-year floor. The associate the firm cannot hire and the counsel the company cannot hire are often the same class year, priced on different clocks.

The energy partner bench is senior on purpose. Sartori’s Houston energy map holds 633 individually identified practitioners at the major firms, about 340 of them at partner level, at 0.65 associates per partner against 0.91 across Houston practices. Adding depth means winning a partner, not training an associate. A posted “energy partner, Houston” is how the market learns the firm felt thin. The confidential file is a different product: a Houston energy partner search run through one channel.

Credential gates are specific and they are not the London certificate. A lawyer who appears in a Texas court, or who is held out as a Texas attorney, needs a State Bar of Texas license. A pure in-house seat that will not appear in court is a different gate, and the brief has to say which one it is before anyone is approached. The Texas salary note walks through that admission point: lawyer salary in Texas, 2026. Counter-offers on the Houston in-house line land on 26 percent of files. On the associate line they land on 34 percent. On the partner line they land on 39 percent. The percentages are not interchangeable, because the fights are not.

04 What we run

What legal recruitment Houston actually runs, split by who signs the offer.

Four products, one geography. The in-house figures on this page are the Houston in-house line. Associate and partner work is retained search, quoted as a different product.

01

General counsel, CLO and head of legal

Standing company chairs: first general counsel, successor while the incumbent remains, chief legal officer, and head of legal at a PE-backed platform. This is the uncovered company seat.

02

Energy, midstream and industrial counsel

Deputy general counsel after a carve-out, LNG and marketing counsel, and the commercial seat under a sitting general counsel. The Houston deputy file closed in week 8.

03

Associate seats for Houston firms

Retained associate search for energy, corporate, finance and disputes. Of 26 closed Houston associate searches over three years, 15 were energy-anchored seats at years 3 to 6.

04

Partner seats for Houston firms

Retained partner search where the book has to travel and the market will notice a rumor. 18 Houston partner searches closed over three years. The buyer is the firm.

The company composite we will put a name to is already on the record. A PE-backed industrial group in Houston had come out of a larger parent. The next chapter was a public-company cadence if the sponsor exited by a listing. The sitting general counsel stayed. The search was for a deputy who had already run a carve-out. The shortlist arrived in 18 days. The accepted offer closed in week 8. That file is one of 47 deputy general counsel and head of legal placements inside the 400+ placements since 2017 (230+ in-house). The full note is the Houston deputy case study. Deputy and head of legal searches firmwide run 21 days to a shortlist and 10 weeks to an accepted offer.

A second composite, firm-side: a national firm needed a Houston energy partner and could not let the market hear it. The first book did not travel; conflicts with an existing client killed it before an offer. The file that did close sat inside the Houston partner line of 18 searches over three years, where the median from offer to acceptance is 17 working days. Partner economics and the practice cut live on energy lateral partner recruiting, not in a company general counsel brief.

Of 26 closed Houston associate searches over three years, 15 were energy-anchored mid-level seats at years 3 to 6. Median offer-to-acceptance on that associate line is 8 working days, and the typical fill is 6 to 12 weeks. When the gap is a defined program rather than a standing chair, the faster product is interim and fractional counsel. Company buyers who want the standing team start at in-house and general counsel recruiting, energy general counsel search, and our work for companies.

05 How the search runs

Retained, exclusive, written down before the first call.

Companies and firms engage us on a retained basis for Houston mandates. We agree scope and terms in writing before any approach is made.

  1. 01

    Mandate blueprint

We write the chair before we name a person: reporting line, Texas court exposure, the outside-firm panel, and whether the sitting general counsel will be told. A Houston brief that still reads as a firm-side energy partner is rewritten as a company seat, or moved to the partner desk.

  2. 02

    Market map

We map energy and midstream legal departments, PE-backed industrials, and the firm-side partners and associates who might move. Sartori maps 11,000 lawyers in Houston. No posting. No job-board scrape.

  3. 03

    Blind outreach

Approaches go to sitting counsel and partners who are not looking. The company or the firm is not named until both sides have agreed a qualified conversation. Houston energy is a small, talkative market; exclusivity is the process.

  4. 04

    Credential and conflicts screen

We test Texas admission where the seat requires it, conflicts with the company's panel or the firm's clients, and, on a partner file, whether the book travels. Of 18 closed Houston partner searches over three years, counter-offers landed on 39 percent, and the median from offer to acceptance was 17 working days.

  5. 05

    Offer engineering

Company cash is set against the published poles: a May 2025 metro lawyer median of $157,980 and a $235,000 first-year floor matched by a firm with a Houston office from 1 July 2026. Houston in-house files show a median 13 working days from offer to acceptance. Counter-offers land on 26 percent of that line.

  6. 06

    Close and ramp

Notice, start date and the first 90 days are part of the mandate. A placement counts when the lawyer is in the chair. Firmwide, general counsel and chief legal officer searches reach an accepted offer in a median of 11 weeks. The Houston deputy file closed in week 8.

Completion on the Houston in-house line is 93 percent. Typical mandate-to-start is 4 to 7 months. Median offer-to-acceptance is 13 working days. Sartori’s research program maps 1,480,000+ lawyer profiles, with quarterly surveys since 2019. Offer acceptance on corporate mandates is 96 percent. Retention of placed in-house leaders is 97 percent at 12 months and 91 percent at 24 months. The full method is on our methodology.

The fee is 25-30 percent of the hire’s total first-year compensation. Thirty percent of the fee is paid as a retainer at engagement and kept if the client cancels. A 12-month replacement term applies to retained general counsel, chief legal officer and chief compliance officer searches. Other in-house searches carry 6 months. Off-limits runs 24 months against the client’s own legal department. There is no contingency option on these mandates.

General counsel and chief legal officer searches, firmwide, reach a shortlist in 24 days and an accepted offer in a median of 11 weeks, range 8 to 16, across 38 placements since 2017. That clock is the company officer. It is not the 8-working-day associate window, and it is not the 17-working-day partner window. A brief that asks for all three in one sentence is three searches.

Brief a Houston search

06 The 2025–26 stack

Houston hiring in 2026 is export capacity, a business court, and a pay floor that moved.

The company calendar and the firm calendar are being rewritten by the same barrels and the same salary memo. They still hire different lawyers.

The U.S. Energy Information Administration’s Natural Gas Monthly, in the annual totals published with the February 2026 edition, reported LNG exports up 26.5 percent, from 11.9 billion cubic feet per day in 2024 to 15.1 billion cubic feet per day in 2025. In a 3 March 2026 Today in Energy note, EIA reported that U.S. developers signed sale-and-purchase agreements for 40 million tons per annum in 2025, equal to 5.2 billion cubic feet per day, the highest volume since 7.0 billion cubic feet per day in 2022. Port Arthur Phase 2 accounted for 1.4 billion cubic feet per day of that capacity, the largest project total that year. The molecules do not all leave Harris County. The commercial, finance and marketing counsel who paper them are hired in Houston.

Disputes have a new forum. The Business Court of Texas came into existence on 1 September 2024 under House Bill 19 of the 88th Legislature. The court has eleven divisions, five of them active. The Eleventh Division sits in Houston and centers on Harris County. Montgomery County moved into that Eleventh Division on 1 September 2025. A Houston commercial litigator who has not read the court’s opinions is a different hire from a trial lawyer whose docket is still entirely in state district court. Firm laterals and company disputes counsel both feel that split. They are not the same seat.

Headcount did not keep up with the work. The Texas Lawbook’s 2.9 percent rise, to 8,413 lawyers at the 50 largest corporate firms in 2025, is the supply number sitting under record demand in the same article. Outside firms growing Texas offices at twice the pace of Texas-based firms are the buyers in a Houston partner search. The $235,000 floor effective 1 July 2026 is what those firms show an associate before a company has printed a band. The scale itself is on the BigLaw associate salary scale for 2026. The metro comparison, including Dallas, is on lawyer salary in Texas.

Houston legal search — questions companies and firms actually ask

What do legal recruiters Houston actually run for a company?

A single retained, exclusive mandate, terms in writing before any approach. Sartori closed 19 Houston in-house searches over three years at a 93 percent completion rate, on a typical mandate-to-start of 4 to 7 months. Companies engage us on that retained basis. We do not run a confidential successor search as a multi-agency contingency. See how a retained legal search actually runs and the national legal recruiters page.

Who hires through legal recruitment Houston?

A company's general counsel, chief legal officer, CEO or head of HR, and, on a separate product, a Houston firm's hiring partner. The State Bar of Texas counted 32,395 active in-state attorneys in the Houston-Pasadena-The Woodlands metro as of 31 December 2025, and 10,298 corporate and in-house counsel statewide on the 2025-26 occupation table. The Greater Houston Partnership, on 15 June 2026, counted 27 Fortune 500 headquarters in the metro on the 2026 list. Those headquarters are the company buyers. Firm buyers are in the Texas Lawbook 50.

How long does a Houston general counsel search take?

Firmwide, general counsel and chief legal officer searches reach a shortlist in 24 days and an accepted offer in a median of 11 weeks, on a range of 8 to 16 weeks, across 38 placements since 2017. On the Houston in-house line, 19 closed searches over three years show a median 13 working days from offer to acceptance. 4 of those 19 ran past month 7. A PE-backed industrial group in Houston hired a deputy general counsel in week 8, from a shortlist in 18 days. Read the Houston deputy case study.

How are you paid for a Houston search?

The hiring company or firm pays. The fee is 25-30 percent of the hire's total first-year compensation. Thirty percent of the fee is paid as a retainer at engagement. There is no contingency option. A 12-month replacement term applies to retained general counsel, chief legal officer and chief compliance officer searches; other in-house searches carry 6 months. Brief it at contact.

Do you recruit Houston associates and partners as well as in-house counsel?

Yes. The 19 closed files quoted as the Houston in-house line are not the associate or partner product. Associate telemetry is 26 closed searches over three years, a 34 percent counter-offer rate, and 8 working days from offer to acceptance, on a 6 to 12 weeks fill. Partner telemetry is 18 closed searches, a 39 percent counter-offer rate, and 17 working days. Start at associate recruiting, partner recruiting, or energy partner recruiting.

What does a Houston in-house chair actually pay?

Three published clocks, and they are not the same job. O*NET, citing Bureau of Labor Statistics May 2025 wages, lists a $157,980 median for lawyers in Houston-Pasadena-The Woodlands. NALP's 2025 Associate Salary Survey put the Houston first-year median at $225,000 as of 1 January 2025. Above the Law, on 4 June 2026, reported that Vartabedian Katz Hester Haynes, which has a Houston office, matched $235,000 for the class of 2025/2026 effective 1 July 2026. A PE-backed portfolio general counsel is a different band: $280,000 to $420,000 base and a 25-50 percent bonus. The Texas comparison is on lawyer salary in Texas, 2026.

Why do legal headhunters Houston still miss a sitting energy partner?

Because the bench is visible and the book is not. Our Houston energy map holds 633 practitioners at the major firms, about 340 of them partners, at 0.65 associates per energy partner against 0.91 across Houston practices. A posted search is a rumor. The confidential channel is the Houston energy partner case. The American Lawyer reported on 6 November 2025 that Kirkland and Weil partners moved to Vinson & Elkins in Houston: the market reads movement quickly.

Can we cover the chair with interim counsel while the permanent search runs?

Yes, when the gap is a defined program: a carve-out, a financing, parental leave. That product is interim and fractional counsel, not a 4 to 7 months permanent hire. Firmwide, interim engagements are a separate book of 60+, with a median of 7 days from first call to start. We can run both so the work is covered while the general counsel or deputy search is live.

Houston search

If the chair is still empty, brief it as the seat it actually is.

A general counsel, chief legal officer, partner or associate search in Houston is a retained mandate. We listen first — to the reporting line, the book or the regulated work, and whether the sitting counsel has been told. No obligation.
