General Counsel Salary in Dubai 2026: how many seats AED 1 million funds.
A dated dirham figure first, then the dollar line at the 11 September 2026 peg. The published average is a 15-profile base. The chair that clears sits in a higher cash band, and the listed-company filing still does not print it.
AED 1 million of 2026 base is a seat count, not a Group GC package.
The Dubai file records title and employer. It does not record cash. A company asking what AED 1 million buys is asking how many disclosed chairs that cash funds, in dirhams and in dollars.
Sartori maps about 4,000 lawyers in Dubai. A board that searches general counsel salary Dubai in 2026 usually lands on one number and treats it as the market. PayScale’s Dubai cut of the UAE General Counsel series, last updated 2 August 2025, puts the average base at AED 682,500 on 15 profiles. At the Central Bank of the UAE print of 3.6725 dirhams per dollar on 11 September 2026, that average is $185,841. One million dirhams of base funds 1.47 seats at that average. It does not fund the top of the 2026 DIFC general-counsel cash band.

What a 2026 general counsel salary Dubai cash figure actually funds
Local currency first, dollars at the 11 September 2026 peg, then how many such seats one million dirhams buys. Each row names the instrument. A survey average and a cash band are not the same object.
There is no exchange filing that prints a 2026 Dubai general-counsel salary. The number a board can actually divide is either a self-reported base or a cash band stated in dollars and converted. Recruiter salary guides were not used. The Central Bank of the UAE listed the US dollar at 3.6725 dirhams on 11 September 2026. Every dollar column on this page is the dirham figure divided by 3.6725 and rounded to the nearest dollar. A round 3.67 is not the print.
Seat-count arithmetic is AED 1,000,000 divided by the dirham cash, to two decimals. The PayScale average of AED 682,500 funds 1.47 seats per million. The median of AED 683,000 funds 1.46. The 90th percentile of AED 1,000,000 funds 1.00. The DIFC band floor of $220,000 is AED 807,950 and funds 1.24 seats. The band cap of $380,000 is AED 1,395,550 and funds 0.72 of a seat. One million dirhams buys the published 90th percentile once and does not buy the top of the band.

PayScale bases are employee-reported. The DIFC rows are a 2026 cash band converted at the same peg, not a filing. Housing, school fees, flights, and the DIFC employee scheme are outside every row. See the sources.
PayScale 10th-percentile base
AED 107,000. Same 15-profile sample as the average. Updated 2 August 2025.
PayScale General Counsel, Dubai cut ↗Two rows are easy to misuse. The 10th percentile of AED 107,000 ($29,135) is inside the same 15-profile sample as the average. It is not a General Counsel package a DIFC bank will sign, and it shows how wide a self-reported title average can be. The experienced total-compensation figure of AED 750,340 ($204,313), drawn from 7 salaries for 10 to 19 years on the same tracker, is the cell a board reaches for when it wants “a senior number, not the mean.” It is still AED 57,610 ($15,687) short of the $220,000 floor.
The same PayScale page also prints a bonus range of AED 35,000 to AED 164,000, profit-sharing of AED 0 to AED 30,000, and a total-pay span of AED 206,000 to AED 2,000,000, all last updated 2 August 2025. That span is not a hiring band. AED 2,000,000 converts to $544,588 at the Central Bank print of 3.6725 on 11 September 2026. A range that wide does not tell a compensation committee which point to offer.

AED 1 million buys the published 90th percentile once. It does not buy the top of the DIFC cash band.
The employer is a DIFC firm, a listed issuer, or a regional headquarters.
The 2026 Dubai general-counsel seat is an in-house job. Law firms sit on the panel the GC instructs. They do not employ this chair.
DIFC regulated firms
Banks, capital-markets firms, insurers, and wealth managers inside DIFC. The GC instructs DFSA-facing counsel. The seat is an employment contract, not a rights-of-audience registration.
Listed issuers
DFM and Nasdaq Dubai issuers put a General Counsel next to the board and then omit that seat from the governance extract. The CEO and CFO lines are printed. The GC line is not.
Family groups and GREs
Conglomerates and government-related operators hire a chair over a small desk or a regional one. Team size on the October 2025 legal-press list, for Dubai-seated chairs, runs from three people to about forty.
Regional headquarters
A multinational's Dubai GC covers the Emirates and often a wider region from one payroll. The package is a Dubai employment contract. The parent proxy, if any, is filed somewhere else.
DIFC’s own release on 5 February 2026 put active companies at 8,844 at the end of 2025, with 1,052 regulated financial-services firms. The half-year release on 28 July 2026 put companies at 10,018 and regulated firms at 1,134. That is 82 more regulated firms in six months. Each one is a possible buyer of a DFSA-literate head of legal or a general counsel. The company count is not a requisition list, and it is not a salary.
Across 250 structured interviews with Dubai in-house counsel and hiring general counsel, over a 24-month window, 46 respondents held a General Counsel or Chief Legal Officer title at a Dubai employer. Of that cut, 29 said their own cash was not in a DFM, Nasdaq Dubai, or parent-exchange filing. A compensation committee that asks for “the Dubai GC percentile” is asking for a column those filings do not have.
Law Middle East’s UAE list of 14 October 2025 named 14 in-house chairs. Dubai-seated teams on that list ran from three lawyers to about forty. The 200-person legal function on the same list sat in Abu Dhabi, which is a different payroll and a different page. A three-person chair at a Dubai operator and a national-oil legal department are not the same seat, and they do not clear at AED 682,500.
Cash is a trackerCash is a filing
- Self-reported base A title average from people who filled in a form. Useful as a floor check. Useless as the number a remuneration committee signs.
- Cash band, off filing The DIFC chair is priced in a dollar band the company can convert. The band is not in the issuer’s governance extract, because the issuer does not print the seat.
- Parent-proxy grouping Where a parent reports key management at all, the General Counsel is often bundled with the finance chief. The Dubai line still does not appear.
A general counsel at a DIFC-regulated payments company said the first 2026 offer matched the published average, and the conversation ended on that number. A chief people officer at a DFM-listed real-estate group said the remuneration committee had no GC line to copy, so it copied the CFO’s structure and then cut the cash to the published mean. Both remarks sit inside the same 24-month window as that GC-and-CLO cut. Neither names an employer a reader can identify, and neither is a filing.
Your first offer is a seat count. If the budget is AED 1 million of base, you have funded 1.47 PayScale-mean seats, or 0.72 of a seat at the top of the DIFC band.
- Name the instrument. An employee-reported base, a total-compensation cell, and a dollar cash band are not interchangeable. The experienced total of AED 750,340 still misses $220,000.
- Do not import a parent-proxy total. VEON’s 2025 report groups the General Counsel with the CFO. That grouping is not a Dubai salary, and e&’s extract does not fill the hole.
- Budget the layer under the chair. PayScale’s Legal Counsel average is AED 200,248. The GC figure does not staff that desk. School fees sit outside both numbers.
- Price the search as retained. The fee is 25 to 30 percent of the hire’s total first-year compensation. Thirty percent of that fee is paid at engagement and kept if the search is cancelled. The replacement guarantee on a GC or CLO search is 12 months.
Your title is not a published band. Unless a parent proxy isolates you, which the 2025 extracts above do not, the number you earn will not be in next year’s governance report.
- Ask which instrument you are being priced on. Base, bonus, profit-sharing, housing, school fees, flights. PayScale prints the first three as separate ranges. The last three are often the difference between a move and a decline.
- The mean is under the floor. AED 682,500 is $185,841. The DIFC cash band starts at $220,000. A move that “matches the market average” is a pay cut against that floor.
- The scheme is not the salary. The DIFC employee workplace savings scheme is an employer on-cost. It is not a reason to shrink the cash cell, and it is not inside the PayScale base.
- Acceptance on the retained GC clock is 96 percent once the offer is the offer. The stall happens earlier, when the first paper number is the published average.
The listed-company general counsel in Dubai sits next to a filing that prices the CEO and the CFO and leaves the chair out.
The counsel salary on the same payroll is a different cell.
One million dirhams of GC base does not staff the department. The counsel title, the bonus range, and the experience cut are the rest of what the tracker actually printed.
PayScale’s Legal Counsel series for the United Arab Emirates, last updated 2 July 2026, puts the average base at AED 200,248 on 43 profiles, or $54,526. Divided into the GC average, the chair’s published base is 3.4 times the counsel average (682,500 / 200,248). One million dirhams funds 4.99 of those counsel seats and 1.47 of the GC average. A company that writes one number for both titles will lose the chair and overpay the counsel, or the reverse, depending on which figure it copied.
The monthly 2026 cash medians for Legal Counsel, Senior Legal Counsel, and Head of Legal are a separate instrument, built from disclosed packages rather than from this tracker. They live on the Dubai in-house counsel salary page. Head of Legal on that page is still under a group general counsel. Mixing the two tables produces a third number that neither source printed.
PayScale’s mid-career total, last updated 2 August 2025, is AED 485,887 ($132,304) on 5 salaries for 5 to 9 years. It is less than three-quarters of the GC average base. It is the cell a first-time in-house counsel grows through. It is not a chair. The experienced total of AED 750,340, already on the scale above, is the first public cell that looks like senior cash, and it still misses the DIFC floor. Of the 46 GC and CLO respondents, 7 said they would not move for cash inside $220,000 to $380,000, because school fees for two children were larger than the gap between the published average and the band floor. The file does not contain a dated 2026 Dubai school-fee series. The gap is visible. The school invoice is not.
That schooling refusal is the finding that does not flatter a clean band. A cash cell can be right and still lose the candidate when the offer letter is silent on schooling. Companies that answer with the absence of personal income tax on employment salaries are describing the employee’s personal position. They are not describing a school bill.
The chair is being repriced by tax, filings, and a courts law, not by a hiring boom.
Four loads hit a Dubai general counsel in 2026. None of them publishes a census of open seats. Each one changes what the cash is paying for.
Every employerNamed buyer only
- Corporate tax year The filing calendar now has a date on it. The GC owns the return’s legal judgments even when finance owns the model.
- Employment in the Courts A DIFC employment dispute can sit in the Courts. The GC’s employment counsel is part of the chair, not a panel afterthought.
- Issuer silence Listed buyers still have no GC line to point at. The 2026 offer is written without a local comparable, which is how the published average gets into the letter.
- The desk under the quota Emiratisation binds the team the chair manages. It does not set the chair’s cash. Budget it as a team cost.
Gulf News, reporting the Federal Tax Authority, put the 2026 filing peak at 30 September 2026. Federal Decree-Law No. 47 of 2022 still taxes taxable income at 0 percent up to AED 375,000 and at 9 percent above that line. Employment salaries are outside personal income tax. A company that hears “tax-free” and then offers AED 682,500 has mixed the employee’s personal position with a GC cash band. The GC who signs off on the return is not priced by the AED 375,000 threshold. That threshold is a corporate computation, not a salary.
Dubai Law No. 2 of 2025 has been in force since 14 March 2025. Curtis’s note on the statute records that employment disputes can fall inside the DIFC Courts’ jurisdiction. The general counsel does not need rights of audience to hold the seat. The advocate does. What the chair needs is someone who knows the dispute will not stay in a free-zone HR policy. That is a scope point, and it is why a GC package that copies a counsel salary fails twice: once on cash, and once on the work.
The property book is a workload, not a wage. Dubai Media Office, on 12 January 2026, put 2025 real-estate transactions above AED 917 billion (USD 249.7 billion) across more than 270,000 deals. A general counsel at a developer or a listed landlord is buying sale contracts, joint ventures, and the disputes those files throw off. The transaction total does not contain a GC salary. It does explain why a three-person legal team on the October 2025 list is a different chair from a forty-person one.
Emiratisation is the team cost under the chair. Private-sector employers with 50 or more staff step skilled Emirati hiring up by 2 percent a year toward 10 percent by 2026, on the u.ae description updated 12 August 2026. Gulf News reported on 22 June 2026 that from 1 July 2026 the contribution on an unfilled skilled post is AED 10,000 a month. That invoice does not set the general counsel’s base. It does change the fully loaded cost of the desk the GC is hired to run. A search brief that ignores it will rediscover it in month two, from finance, not from the candidate.
Price the seat on a named instrument, then run two clocks.
Firmwide, a GC or CLO search reaches a shortlist in 24 days and an accepted offer in a median of 11 weeks. The Dubai in-house line, taken as a whole, keeps a slower typical fill.
Sartori & Partners has worked Dubai since the hub opened in 2021. Over the trailing three years the Dubai in-house line closed 15 searches, at a 93 percent completion rate, with a median of 16 working days from offer to acceptance. Counter-offers landed on 31 percent of that line. The typical fill is 4 to 7 months. Those closed files are the company-side line. They are not a second interview count, and they are not the firmwide GC clock.
The firmwide clock is the one a general-counsel mandate is built on. Of 52 GC and CLO searches since 2017, the shortlist lands at day 24 and the accepted offer at a median of 11 weeks, inside a range of 8 to 16 weeks. Offer acceptance on retained corporate work is 96 percent. Retention of placed in-house leaders is 97 percent at 12 months. The replacement guarantee on a GC, CLO, or CCO search is 12 months. The fee is 25 to 30 percent of total first-year compensation, and the retainer is 30 percent of that fee.
Of the 46 GC and CLO respondents in the Dubai cohort, 18 said a first offer in 2025 or 2026 was built from a published average near AED 682,500. That is the stall. The shortlist was not the scarce object. The number on the first paper was. A board that then “tests the market” at the mean spends the offer-to-acceptance window discovering that the mean is $185,841 and the band starts at $220,000.
BriefSignature
- Name the instrument PayScale base, experienced total, or the DIFC dollar band. If the brief cannot name which of those three the first offer uses, it is not a brief.
- Name the on-cost Housing, school fees, flights, and the employee scheme. The schooling refusal is what happens when those lines are left blank.
- Name the deputies The GC cash is one line. Employment, tax, DFSA perimeter, and the panel are the rest of the year’s legal spend. The counsel average is not a substitute for that list.
Two composites, described by category only. A DIFC-regulated payments company in Dubai hired its first general counsel on the firmwide clock: shortlist at day 24, accepted offer in week 11. The signed cash was AED 920,000 ($250,511), inside the DIFC band and above both the PayScale average and the experienced total. A family conglomerate in Dubai opened a Group GC search, put AED 682,500 on the first offer, and lost the candidate. That file did not complete. The second composite is the one to read twice. A completion rate that hides it is not a rate a chief financial officer should trust.
The company that wants the 11-week median has three decisions before a shortlist moves. First, whether the seat is a pure general counsel, a GC and company secretary, or a regional GC covering more than the Emirates: those three jobs do not share a cash instrument. Second, whether the first offer will be shown as a base, a total, or a dollar figure inside $220,000 to $380,000, with school fees on a separate line. Third, whether the deputies are being hired under the chair this year or bought from a panel. A brief that cannot answer those three will spend the first month discovering them.
The firm maps 1,480,000+ lawyers. The Dubai file is the local cut of that map, and it still does not contain a listed-company GC cash distribution, because the issuers do not publish one. When a Dubai board asks for that distribution, the honest answer is the table in section 02, the missing lines in the e& extract and the VEON report, and a search that fails if the first offer is the 15-profile average.
If you are the company putting this lawyer on a Dubai payroll, the next conversation is a search brief. The Dubai in-house search desk runs it. The firmwide GC mandate sits on general counsel search. The method is on methodology. Retained work starts from a conversation, not from a salary-guide download.
Dubai general counsel salary: common questions
What is the general counsel salary Dubai figure for 2026?
PayScale’s average base is AED 682,500 on 15 profiles, last updated 2 August 2025, or $185,841. The median on that sample is AED 683,000 ($185,977). The 10th percentile is AED 107,000 and the 90th is AED 1 million. Dollars use the Central Bank of the UAE print of 3.6725 on 11 September 2026. That average sits under the 2026 DIFC general-counsel cash band of $220,000 to $380,000, which is AED 807,950 to AED 1,395,550 at the same peg.
How many seats does AED 1 million of Dubai GC base fund?
AED 1 million funds 1.47 seats at the AED 682,500 mean and 0.72 seats at the $380,000 top of the DIFC band. At the band floor of $220,000 (AED 807,950) it funds 1.24 seats. At the PayScale 90th percentile of AED 1 million it funds one seat. At the Legal Counsel average of AED 200,248, updated 2 July 2026, the same million funds 4.99 counsel seats, which is a different job.
Why is a Dubai listed-company general counsel salary missing from filings?
Neither e&’s 2025 governance extract nor VEON’s 2025 remuneration report isolates a Dubai general-counsel salary. e& prints CEO and CFO lines. VEON groups the CFO and the General Counsel as Other Key Management Personnel and does not break out a UAE cash figure. There is no DFM single-figure series for the title. A board that treats the gap as a median waiting to be inferred is guessing.
How long does a Dubai general-counsel search take to close?
Across 52 general counsel and chief legal officer searches since 2017, the median is 11 weeks to an accepted offer and 24 days to a shortlist. The range on that clock is 8 to 16 weeks. Offer acceptance on retained corporate mandates is 96 percent, with a 12-month replacement guarantee on GC and CLO searches. The Dubai in-house line, which is mostly seats under the chair, runs a typical 4 to 7 months across 15 closed searches over three years.
Should a company budget the PayScale average to hire a Dubai Group GC?
No. AED 682,500 is $185,841, which is under the $220,000 floor of the 2026 DIFC general-counsel cash band. PayScale’s own experienced total-compensation cell, AED 750,340 on 7 salaries for 10 to 19 years, converts to $204,313 and still misses that floor by AED 57,610. Of 46 Dubai GC and CLO respondents inside the interview cohort, 18 said a 2025 or 2026 first offer was built from a published average near AED 682,500.
What does the lawyer under a Dubai general counsel earn?
PayScale’s Legal Counsel average base is AED 200,248 on 43 profiles, last updated 2 July 2026, or $54,526. The GC average base of AED 682,500 is 3.4 times that counsel figure, and it is a different mandate. Monthly 2026 cash medians for Legal Counsel, Senior Legal Counsel, and Head of Legal sit on the Dubai in-house counsel salary page. Housing, school fees, and the DIFC employee scheme sit outside both cells.
PayScale, the Central Bank peg, DIFC counts, and the filings that omit the chair.
Published pay is the PayScale sample and a 2026 cash band converted at a dated peg. Company and regulated-firm counts come from DIFC. The governance extracts are cited because they do not contain the salary.
