What the 2026 general counsel salary UAE cell actually pays

Dated table first. PayScale is the only clean, dated compensation series for the UAE General Counsel title that is not a recruiter survey. It is a hiring input. It is not a hiring number.

PayScale’s page General Counsel Salary in United Arab Emirates in 2026, last updated 2 August 2025, reports average base pay of AED 682,500 a year on 15 salary profiles. The median is AED 683,000. The 10th percentile is AED 107,000; the 90th is AED 1 million. The bonus band on that sample is AED 35,000 to AED 164,000; profit-sharing is AED 0 to AED 30,000; the total-pay band is AED 206,000 to AED 2 million. Highest pay stated for Dubai on the same page is AED 1 million a year; lowest is AED 107,000. At the UAE dirham peg of AED 3.6725 to the dollar, the average is about USD 185,800 a year, or roughly AED 56,875 a month; the 90th percentile is about USD 272,300, or roughly AED 83,300 a month. Housing, education, flights, car and club are not in the PayScale base; total-pay adds bonus and profit-sharing only.

The experience cuts on that sample are small and should be read that way. Mid-career (five to nine years) total compensation averages AED 485,887 on five salaries. Experienced (ten to nineteen years) averages AED 750,340 on seven salaries. A gender split is reported on eight responses: 62.5 percent male, 37.5 percent female. Medical benefit is reported by 100 percent of the benefit sample. What the tracker measures is self-reported base and total pay for people who selected the job title “General Counsel” in the UAE. It is not an employer-posted band and it is not a seniority-gated CLO sample.

03 Who hires

The 2026 cell is an in-house chair, in two emirates.

Law firms sit on the panel and feed the seat. They are not the employer of the posted cell. The company that pays the 2026 figure puts a General Counsel, Chief Legal Officer, Head of Legal or Vice President Legal on its own payroll.

Law Middle East’s UAE edition of the GCC Power List, published 14 October 2025, is the dated public map of who actually holds the title at scale. Fourteen chairs, independently selected, not ranked. Two of the fourteen are explicitly Abu Dhabi: a national-oil Chief Legal Officer running 200-plus legal, compliance and governance people, and a national AI-cloud General Counsel running eleven legal plus two compliance. The rest that name an emirate are Dubai: listed operators, family conglomerates, fintech and super-app groups, and MNC regional headquarters. PQE on that page runs from 10 to 30 years. Team size runs from 3 to 200-plus. That range is the reason a federal average cannot close the open cell.

The employer types on that list, named here as landscape and not as case studies, are the buyer universe behind the 2026 figure: ADNOC Group, G42 / Core42, Majid Al Futtaim, Salik, Careem, Tabby, Dubizzle Group, Mastercard, Microsoft, Apple, IBM Consulting, Gartner, Siemens Energy, Sunset Hospitality. A ports and logistics GRE sits just off that list: Law Middle East, on 25 June 2026, recorded the legal department at DP World at 16 lawyers, structured to mirror business divisions. Law.com’s General Counsel Conference Middle East, held at the Conrad Dubai on 30 April 2025, put the same in-house room on stage: utilities, national oil, AI-cloud, payments, hospitality, logistics, family retail, fintech, classifieds, software MNCs. Legal 500 launched GC Powerlist: Middle East 2025 in Dubai on 15 October 2025.

The Ministry of Economy, as reported by The National on 6 January 2026, put the UAE company stock at approximately 1.4 million at end-2025, with about 250,000 new companies in 2025. That is the wrong denominator. Almost none of those entities employ a General Counsel. The GC market is the thin layer above: 199 CMA-listed companies at year-end 2025; 1,052 DIFC-regulated financial-services firms at end-2025, 1,134 at H1 2026; 347 ADGM financial institutions at end-2025; family offices and foundations inside DIFC; national energy and investment vehicles in Abu Dhabi; G42-class AI and cloud desks; homegrown fintech; MNC regional headquarters.

  2. MNC regional Head of Legal Three to twenty people in Dubai or Abu Dhabi, reporting into a global legal function, paid on a global band plus a free-zone allowance. A regional product, not a Group CLO.
  3. Group GC / Chief Legal Officer UAE-incorporated listed operator, family group, GRE or energy desk. Local tax-free cash plus housing and education. Government affairs and an Emiratisation pipeline sit in the mandate. This is the open cell.

Mixing those three products into one “UAE GC average” is how the federal mean fails to close the seat. A Head of Legal (MEA) at a US software or consumer-tech MNC and a Chief Legal Officer over a national-oil legal function are both in the 2026 posted cell on paper. They do not share a cash cell, a reporting line, or a government-affairs load. The Dubai in-house counsel salary page owns the band under the chair; this page owns the chair.

04 Two emirates

Dubai and Abu Dhabi hire the same title onto different files.

The neighboring geo is named once: Saudi is pulling some international-firm capacity east. It is not this market. The 2026 UAE cell is a two-emirate, two-legal-system seat.

Dubai hires the listed-operator, family-conglomerate, fintech and MNC-regional chair.

DIFC’s own release on 5 February 2026 put organically acquired active companies at 8,844 at end-2025, up 28 percent year on year, with 1,052 regulated financial-services firms, more than 500 wealth and asset managers including 102 hedge funds, 1,289 family-related entities and 1,115 foundations. The H1 2026 release, dated 28 July 2026, put active companies at 10,018 for the first time above 10,000, with 1,134 regulated firms, 327 banks and capital-markets firms, 165 insurers and 592 wealth and asset managers. Each new regulated firm and family office is a buyer of a DFSA-literate Head of Legal or GC. Companies searching legal recruiters Dubai for that chair are buying dual-jurisdiction coverage, not a contracts manager.

Dubai Law No. 2 of 2025, in force 14 March 2025, expanded DIFC Courts jurisdiction — including employment and a tightened opt-in test. DIFC Courts, on 11 February 2026, recorded 1,509 cases in 2025 with total claim value of AED 18.6 billion, and 235 law firms / 1,224 practitioners on the register. By 13 July 2026 the first half had already put 810 cases on the docket at AED 10.02 billion, with 42 percent of Court of First Instance claims opting in, and the practitioner register at 1,351 lawyers across 256 firms. In-house GCs supervise that docket; they do not usually hold Part II rights themselves. A general counsel salary Dubai cut belongs to the sibling page; the federal seat has to carry this caseload as a supervision load, not as a pay premium.

Off-plan and mortgage volume is a second Dubai engine. The Dubai Public Debt Management Office, on 12 January 2026, recorded more than 270,000 real-estate transactions worth AED 917 billion in 2025. Developer GCs, bank GCs on security and Ijara, and family-office GCs sit on that flow. Federal Decree-Law No. 20 of 2025, in force 15 October 2025, rewrote the onshore Commercial Companies Law for share classes, drag and tag, and re-domiciliation — the statute that lets a Dubai listed-operator or homegrown unicorn GC restructure without a DIFC holdco.

Abu Dhabi hires the GRE, energy, SWF and AI-cloud chair.

ADGM, on 30 March 2026, put active licenses at 12,671 at end-2025, with a workforce of 44,339, 347 financial institutions (80 licensed in 2025), 171 asset and fund managers running 244 funds, and 3,495 operational entities. The FSRA Annual Report 2025 recorded 94 Financial Services Permissions granted, 37 financial penalties totaling USD 9.24 million (AED 33.95 million), 37 Rulebook amendments and 235 risk assessments. April 2025 coordinated action on unlicensed virtual-asset activity carried penalties totaling USD 8.85 million. That is the regulatory load on an ADGM-based GC and Head of Legal, not a PayScale cell.

The file that keeps the Abu Dhabi Group CLO seat open is not a salary survey. Gulf News, on 17 December 2025, reported that ADNOC’s XRG held about 95.10 percent of Covestro voting rights after a roughly €14.7 billion (Dh63 billion) offer, described as ADNOC’s largest deal. Covestro’s PR Newswire note of 21 November 2025 recorded German foreign-investment approval and a €1.17 billion capital increase, and described XRG as an international investment company with enterprise value of $150 billion, wholly owned by ADNOC, headquartered in Abu Dhabi. EU foreign-subsidy and German FDI clearance is the class of work a 200-person legal, compliance and governance function is built to run.

UNCTAD, via Gulf News on 8 July 2026, recorded UAE inbound FDI of AED 177.3 billion in 2025, a fourth consecutive record year, ninth globally, with greenfield project count of 1,562. Communications was 29 percent of greenfield, including the Stargate UAE / OpenAI–G42 1 GW cluster in Abu Dhabi; manufacturing was 30 percent; real estate 7 percent. The National Investment Strategy 2031 target is AED 240 billion of annual inflows. The Abu Dhabi AI-cloud GC on the Power List is the Stargate-adjacent seat. It does not clear at the federal mean. CMA’s 2025 foreign-inflow split, as reported by Arabian Business on 5 May 2026, put AED 14.1 billion into Abu Dhabi against AED 4.6 billion into Dubai; the capital is not evenly distributed, and neither is the CLO cell.

On the federal average
05 The dual gate

The GC holds the seat. The panel holds the rights of audience.

Onshore advocacy, DIFC Part II and ADGM legal-services licensing are three different gates. An in-house General Counsel needs a panel that can walk all three. The chair itself is usually a dual-qualified, often expatriate, 15-to-25 PQE CLO.

Onshore civil-law courtsCommon-law free zones

  1. Onshore roll Dubai and Abu Dhabi courts hear in Arabic. Rights of audience sit with advocates on the Ministry of Justice and Dubai Legal Affairs Department roll. Foreign-qualified lawyers practice onshore as legal consultants: they advise, draft and negotiate; they do not plead.
  2. DIFC Part II Five years of full rights of audience, or two years of limited rights, plus an interview before the Registration of Legal Practitioners Committee. This is a law-firm and advocate gate. Most in-house GCs never appear.
  3. ADGM license From 28 October 2025, legal services is a controlled activity: 8-PQE managing partner, USD 1 million of professional indemnity insurance per claim, an ADGM office and a full-time qualified employee on an ADGM work permit. A firm license, not an in-house license.

DIFC Courts’ Register of Legal Practitioners guidelines, accessed 11 September 2026, split the register in two. Part I is firms: professional license, Dubai Legal Affairs Department license if the firm is in Dubai, up to seven lawyers included without extra fee. Part II is individuals with rights of audience: five years’ post-qualification experience as an advocate with full rights of audience in courts, arbitrations or tribunals immediately preceding the application, or two years with limited rights; a right of audience before the superior courts of the home jurisdiction; sufficient English; sufficient knowledge of the common-law system and DIFC Courts rules; a practicing certificate or letter of good standing issued within three months; an advocacy-experience schedule; an interview; provisional registration until first appearance is observed. King’s Counsel and Senior Counsel from the United Kingdom, New Zealand, Australia, Singapore and Canada are exempt from interview and first-appearance observation. Civil-law applicants with more than five years’ advocacy but minimum common-law knowledge receive limited rights only. Annual renewal; lapse means a full re-registration fee.

ADGM Courts take a different path. There is no practitioner register as a pre-requisite for rights of audience. Section 219 of the ADGM Courts Regulations: a person practicing or employed as a lawyer for a continuous period of at least five years immediately prior to appearing has a right of audience; otherwise leave of the Court. Proceedings in English. Separately, from 28 October 2025, the ADGM Registration Authority treats legal services as a controlled activity under the Commercial Licensing Regulations 2025. The knock-on for an Abu Dhabi ADGM-based General Counsel is on the panel: boutique fly-in counsel without an ADGM office and an 8-PQE managing partner is harder to instruct from 2026. In-house counsel at ADGM entities are employees, not legal-services providers, unless they hold out to third parties.

Emiratisation is the onshore constraint on the team under the chair, not a DIFC or ADGM employment-law quota. The UAE Government portal, updated 12 August 2026, requires companies with 50-plus workers to raise the Emirati share of skilled jobs by 2 percent a year, targeting 10 percent by 2026. Since 2023, non-compliant firms pay a monthly contribution per unfilled citizen role, rising AED 1,000 a year through 2026. Gulf News, on 22 June 2026, citing the Ministry of Human Resources and Emiratisation, put the contribution at Dh10,000 a month (Dh120,000 a year) per unfilled skilled Emirati post from 1 July 2026. The minimum monthly wage for Emiratis in the private sector is AED 6,000 from 1 January 2026. GPSSA takes 20 percent of salary into pensions (employee 5 percent, employer 12.5 percent, government 2.5 percent). Nafis is the matching platform. GRE and large onshore private employers need Emirati lawyers in the pipeline; the posted Group GC cell itself is still usually filled by a dual-qualified CLO. Companies with 20 to 49 workers in 14 named sectors, including financial and insurance, real estate, professional and technical, construction, hospitality and transport, had to hire one Emirati by end-2024 and a second by end-2025.

Across 250 structured interviews with Dubai in-house counsel, 31 of 55 respondents sitting at GRE, listed-operator and regulated financial-institution desks over a 24-month window named dual-qualified bilingual counsel as the scarce intersection, not title-holders. A common-law practicing certificate, a prior in-house or firm seat in energy, financial services, TMT or private equity, and — for GRE and some family desks — Arabic plus a government-stakeholder track record. That is the 2026 posted cell. It is not the PayScale mean.

06 Running the search

The cash cell is the constraint. The shortlist is not.

We have worked the Dubai in-house market for 5 years, for listed operators, family groups, regulated financial institutions and GRE-adjacent energy desks. Over the trailing three years we closed 15 in-house searches at a 93 percent completion rate, on a typical timeline of 4 to 7 months.

Of those 15 closed Dubai in-house searches over three years, 9 were Group GC, Chief Legal Officer or Head of Legal seats at listed operators, family groups, regulated financial institutions or GRE-adjacent energy desks — not SME titles wearing the same words. Of those 9 chairs, 6 required a dual-jurisdiction file, DIFC or ADGM plus onshore, as a hard gate rather than a preference, over the same 36-month window. Counter-offer incidence on the Dubai in-house line is 31 percent. Median offer-to-acceptance is 16 working days, and that clock does not start while the compensation committee is still arguing with a published average.

Across 250 structured interviews with Dubai in-house counsel, 48 of 72 respondents sitting in Group GC, Chief Legal Officer or Head of Legal chairs over a 24-month window told Sartori that a hiring manager who budgets the published UAE mean will not clear their own seat. A Chief Legal Officer at a Dubai listed mobility operator, running a three-person legal desk, put it without decoration: the published mean hires a mid-level counsel; it does not hire the chair. A Head of Legal at an Abu Dhabi AI-cloud vehicle said the federal average is a different job from a General Counsel who sits in front of the FSRA and a sovereign shareholder.

  • A Dubai-listed infrastructure operator. Group Chief Legal Officer, dual DIFC opt-in and onshore enforcement, a small internal desk plus a heavy panel. The first cash cell was built from the published UAE mean. Four months of committee education. Completed in month six, inside the 4-to-7-month band, after a second package. Dual-qualified, English and Arabic, 20-plus PQE. No real company is named.
  • An Abu Dhabi AI-cloud vehicle. First in-country General Counsel. FSRA-adjacent contracting, data and government stakeholders, a legal team to build rather than inherit. Ran to seven months, the long end of the band. The scarce intersection was dual-qualified bilingual counsel with a TMT in-house seat, not a title-holder at the PayScale mean. No real company is named.

The company that pays the 2026 figure should decide three things before a search opens. Which of the three products it is actually hiring: SME title, MNC regional Head of Legal, or Group GC / CLO. Whether the chair must cover onshore, DIFC, ADGM, or some combination, because that decision sets the panel and the candidate pool. Whether the cash cell is a posted Group GC number or a 15-profile average. A board that has not decided those three has not opened the search. When it has, in-house and general counsel recruiting is the retained desk, and the conversation starts with the mandate, not with the mean.

The lawyer who earns the figure already knows the spread. A general counsel salary Dubai enquiry and a federal UAE enquiry are the same title problem at different zooms. What neither PayScale cell will tell you is who still has the seat open, and why. That is the 2026 question this page was assigned, and it is a buyer’s question as much as a candidate’s. The company writes the offer. The federal average does not.

Does general counsel salary Dubai differ from Abu Dhabi?

No clean dated tracker publishes a Dubai-versus-Abu Dhabi General Counsel premium. The split that actually moves the 2026 cell is the mandate: a three-person listed-operator CLO in Dubai and a 200-person national-oil legal function in Abu Dhabi are not the same seat, and they do not clear at the same cash number. Law Middle East’s 14 October 2025 UAE GC Power List placed two of 14 named chairs in Abu Dhabi (national oil; national AI-cloud) and the rest that named an emirate in Dubai. CMA’s 2025 annual report, as reported by Arabian Business on 5 May 2026, put 2025 net foreign equity inflows at AED 14.1 billion into Abu Dhabi against AED 4.6 billion into Dubai. Saudi is named only as a neighboring pull on international-firm capacity; it is not this market.

Who actually hires a UAE General Counsel in 2026?

The buyers are listed issuers, GREs, energy groups, DFSA- and FSRA-regulated firms, AI-cloud vehicles, homegrown fintech and MNC regional headquarters — a thin layer, not the 1.4 million UAE companies the Ministry of Economy recorded at end-2025. CMA’s 2025 year closed on 199 listed companies. DIFC ended 2025 with 1,052 regulated financial-services firms and H1 2026 with 1,134. ADGM ended 2025 with 347 financial institutions and 171 asset and fund managers. Public bodies hire legal advisers on a civil-service scale this page does not have as a dated series.

How long does a UAE in-house General Counsel search take?

Should a company budget the PayScale average to hire a Group GC?

No. A hiring manager who budgets AED 682,500 will not clear a listed-operator, GRE or energy Group GC. PayScale’s own 90th percentile on that 15-profile sample is still AED 1 million a year, and there is no ADX or DFM proxy-statement series that isolates a UAE General Counsel line. Of 15 closed Dubai in-house searches over three years, four Group GC files reached the 16-day acceptance window only after the compensation committee abandoned a first package built from the published mean.

What credentials does a UAE in-house General Counsel need?

An in-house General Counsel does not need DIFC Part II or ADGM section 219 rights of audience to hold the seat. Those gates belong to the panel the GC instructs. DIFC Part II, on the Courts’ own guidelines, wants five years of full rights of audience or two years of limited rights, plus an interview. ADGM Courts Regulations section 219 wants five years of continuous practice. From 28 October 2025, ADGM legal-services firms need an 8-PQE managing partner and USD 1 million of professional indemnity insurance per claim. Onshore advocacy remains a UAE-national roll.
