In-house legal recruiters in Doha

General counsel recruiters in Doha are retained when a chief executive needs counsel the company does not already know, under one of three employment regimes.

Companies that hire through in house legal recruiters Doha are retaining a search across three employment regimes. Sartori & Partners has run 9 Doha in-house searches since the Dubai hub opened in 2021, inside 400+ placements since 2017 (230+ in-house). Across 52 general counsel and chief legal officer searches, the shortlist arrives in 24 days and the accepted offer in a median of 11 weeks. A NASDAQ-listed medtech in Boston hired a successor general counsel in week 11, from a shortlist of four on day 24. The Qatar Financial Centre reported over 4,700 registered firms at the end of June 2026.

01 — The brief answer

A Doha seat is three employment regimes wearing one job title.

A chief executive in Doha writes one description: Qatar experience, Arabic and English, comfortable with the shareholder. The description collapses three bodies of employment rules into a single adjective. Counsel employed by an ordinary private-sector company is under Labour Law No. 14 of 2004, as amended. Counsel employed inside the Qatar Financial Centre is under the QFC Employment Regulations. Counsel at QatarEnergy, and at a wide set of petroleum and government companies, is outside the Labour Law altogether. The person who can negotiate a QFC English-language fund document is often the wrong person to hold a Ras Laffan joint venture, and neither of them is automatically the person who can brief an advocate for the onshore courts.

That is the hiring problem in-house counsel recruiting is retained to solve in this city. Lorenzo Sartori founded the firm in early 2017. A Brussels network followed in 2019, the Dubai hub in 2021, and Riyadh in 2022. Doha mandates run from that Gulf coverage. The research programme maps 1,480,000+ lawyers and has run a quarterly survey since 2019. No Doha interview cohort is published. The strip below is the corporate book on the case studies, which is the clock a Doha file is measured against.

Sartori & Partners corporate track record, 2017–2026. GC range is 8 to 16 weeks. Acceptance is 96%.

Inside that book, the working Doha count is 9 in-house searches since the Dubai hub opened in 2021. 2 of the nine were a general counsel or a head of legal. On those nine, the median shortlist was 26 days and the median accepted offer was 13 weeks. One of the two chair-level files was a QFC-licensed asset manager hiring its first head of legal: a shortlist of 3 reached the chief executive on day 26, and the accepted offer closed in week 12. That count is the working set for this city. The case studies print the firm book as one corporate total.

A general counsel or chief legal officer search, across the 52, is 24 days to a shortlist and 11 weeks to an accepted offer. A deputy or head of legal, across 47 placements, is 21 days and 10 weeks. Senior counsel, across 87 placements, are 18 days and 8 weeks. A cross-border search is 28 days and 14 weeks. The Doha medians, 26 days and 13 weeks, sit between the GC median and the cross-border median.

02 — Employers and sectors

Energy, the Qatar Financial Centre, and everyone else.

QatarEnergy sits at the centre of the energy book. On 25 February 2026 it awarded the onshore engineering, procurement and construction contract for North Field West: two liquefaction trains with a combined 16 million tons a year, plus about 175,000 barrels of oil equivalent a day of condensate, ethane and liquefied petroleum gas. QatarEnergy said the wider programme raises State production to 142 million tons a year. North Field East is 32 million tons a year and North Field South is 16 million tons a year. The West onshore contractors are Technip Energies, Consolidated Contractors Company and Gulf Asia Contractor. A general counsel on that programme covers joint ventures, offtake, construction claims and financing, and the documents are not all under one law.

The nearest published energy file is a head of legal for a Tadawul-listed energy company in Riyadh, with London and Houston coverage. The head of talent there said: "Most firms sent regional CVs. They mapped who had actually built a sanctions desk, including people not in the Kingdom. The search closed in ten weeks." The file closed in week 10. A Doha energy chair is briefed the same way: name the sanctions, projects or venture work already done. The sector brief is energy general counsel search.

The Qatar Financial Centre is the other large employer pool, and it is not a headcount of in-house lawyers. On 24 August 2026 the QFC Authority reported that firm registrations in the first half of 2026 were 37 percent higher than in the first half of 2025. It onboarded 1,135 firms in the half and reported over 4,700 registered firms at the end of June 2026. New firms in the half were concentrated in Technology and Innovation (544), Media and Entertainment (173), Consulting and Professional Services (166), Wealth (84) and Fintech (65). At Web Summit Qatar 2026 the Centre received about 2,300 business licensing applications, about 44 percent more than the year before, with registration and annual fees waived for the first three years. The half also registered Salwa REIT, which the Authority described as Qatar's first real-estate investment trust on the QFC platform, and it recorded reciprocal data-protection adequacy with the Abu Dhabi Global Market and the Dubai International Financial Centre. The Centre moved its headquarters to Lusail in the same half.

Those figures count firms and applications, not in-house lawyers. A technology company, a wealth manager, a fintech and Salwa REIT can each be a QFC employer and still sign onshore contracts, or hold a petroleum affiliate outside the Labour Law. Data moving between the QFC, ADGM and DIFC has an adequacy recognition from that same 2026 release. The employment contract of the counsel who handles the data is still the regime that employs them. Private-practice context for the city is on legal recruitment in Doha. The country hub is Qatar.

Question the offer must answer Onshore private sector Qatar Financial Centre QatarEnergy and Article 3 employers
Employment law Labour Law No. 14 of 2004, as amended by Law No. 18 of 2020 Regulation No. 10 of 2006, Version 8 (February 2025) Special or government terms. Article 3, as amended by Law No. 3 of 2014, takes these employers outside the Labour Law
Minimum notice after probation One month in the first two years; two months after that Two weeks, one month, or three months by service. Parties may agree shorter or longer Whatever the special terms say. The Labour Law clock does not supply it
End of service At least three weeks' basic wage per year after one year, Article 54 No statutory gratuity. Qatari employees go into the state pension Contractual, or the special law that governs the employer
Language of the file Arabic for the courts and the statute English for QFC employment records The venture's documents, often English, under a state shareholder
Who may plead onshore A lawyer on the practising roll A lawyer on the practising roll, if the case is in the Qatari courts A lawyer on the practising roll. The in-house seat still does not become that roll by job title
Work authorisation A work permit is required before a non-Qatari is employed Sponsorship follows the QFC employer Sponsorship follows the excluded employer, on its own terms

Senior contracts often agree a longer notice than the statutory cell, and that longer number sets the start date.

03 — Licensing

Audience before a Qatari court is a roll. A company counsel is a job.

Law No. 23 of 2006 is in force. Article 3 says that only lawyers practise, and it lists representation before the courts, the prosecution, arbitration and investigators, together with legal opinions and the drafting of contracts. Article 12 includes a non-practising lawyers roll beside the practising roll. On the English text of Article 13, entry on the practising roll requires Qatari citizenship, or GCC citizenship where reciprocity and committee approval are both present. That is the screen for the advocate. An in-house seat that must sign pleadings uses it. An in-house seat that must hold the contracts uses the scorecard below.

  • Language. English for QFC records and most venture documents. Arabic for the onshore counterparty, the statute and the court.
  • Home admission. England and Wales, New York, another US state, or the civil-law qualification the documents were drafted under. It explains the documents. Audience in the Qatari courts is a separate roll.
  • Practising roll. Needed when the company's employee must appear or sign pleadings. The English text of Article 13 is the nationality screen. Running the department is a different screen: the general counsel instructs counsel on the roll.
  • QFC legal-services licence. The QFC Authority's note of 10 November 2020 requires at least three full-time lawyers on the ground, each at a minimum of QAR 15,000, for a firm providing legal services. A company general counsel is an employee. The QAR 15,000 floor prices that licence. The general counsel offer is the package in the compensation section.
  • Regulatory familiarity. The QFC Regulatory Authority, the North Field counterparties, or the 2026 data-protection adequacy with ADGM and DIFC. The brief names which of the three is the job.

The brief writes language, home admission and the practising roll on separate lines. A single screen labelled "Qatar qualified" mixes an advocate with the funds counsel a QFC wealth manager is actually hiring.

04 — Notice, gratuity and the work permit

Acceptance is the end of the search clock. Notice starts the next one.

The published general-counsel clock stops at the accepted offer: 24 days to a shortlist and 11 weeks median across the 38, range 8 to 16. Notice and the work permit start after that, often under a different regime from the offer about to be signed.

Onshore notice is Article 49 of Labour Law No. 14 of 2004, as replaced by Law No. 18 of 2020. The ILO's English text of that law is the text cited here. After probation, either party may terminate without cause on written notice: one month during the first two years of service, and two months after that. Pay in lieu equals the worker's basic wage for the notice period or for what remains of it. The same statute says that a foreign worker who leaves before honouring Article 49 is not granted a work permit for one year from departure. A candidate who has walked off a mainland contract is not immediately sponsorable on that text. Article 39, also replaced by Law No. 18 of 2020, caps probation at six months and requires the employer to give at least one month's notice before ending the contract during probation. Law No. 18 of 2020 replaces Articles 39, 43, 49, 115 bis, 144, 145 and 145 bis. It does not replace Article 54, and it does not replace Article 3.

End-of-service gratuity on an ordinary private-sector contract is Article 54, still the 2004 text. The employer pays it at termination to a worker with one year or more of service. The parties may agree the amount, provided it is not less than three weeks' remuneration for every year. Fractions of a year are pro rata. The last basic wage is the base. Housing and schooling sit outside that base.

QFC notice is Article 23 of the Employment Regulations, Regulation No. 10 of 2006, Version 8 of February 2025. Where continuous service is one month or more, notice is two weeks under three months' service, one month from three months to under five years, and three months at five years or more. Notice is in writing, and salary is paid during it. The parties may agree a longer or a shorter period, waive notice, or accept payment in lieu, so a signed QFC contract can sit below the scale. Article 25 requires outstanding wages within 30 days after termination.

Crowell & Moring's note of 25 February 2025 records two further QFC facts that change the offer. The regulations do not require an end-of-service gratuity. Some employers still promise one in the contract, and that promise is then a contract term. Amended Article 25A brings Qatari employees into the General Retirement and Social Insurance Authority under Law No. 24 of 2002, for Qatari employees of QFC employers, without a requirement that the Council of Ministers designate the employer first. A Qatari candidate and a non-Qatari candidate leaving the same QFC firm are not looking at the same end-of-service instrument.

Article 3 is the third clock. Law No. 3 of 2014 rewrote Article 3(1). On the Gulf Labour Markets and Migration abstract, the Labour Law excludes ministries and other government bodies, public institutions, government petroleum and petrochemical companies, companies founded by Qatar Petroleum or that it invests in, the contractors on petroleum exploration, development, production-sharing and joint-venture agreements, and anyone whose employment is governed by a special law. Qatar Petroleum is now QatarEnergy. A general counsel on that payroll serves the notice, gratuity and pension in the special terms. The one-month and two-month Labour Law scale does not supply them.

The work permit is the other half of the close. The Gulf Labour Markets and Migration abstract of Law No. 14 of 2004 states that Article 23 requires a non-Qatari to obtain a work permit before being employed, and Article 23 is outside the list Law No. 18 of 2020 replaced. No guaranteed processing time is stated in that abstract, on the research page, or on the case studies. The search ends when the offer is accepted. Notice and sponsorship are scheduled before the candidate resigns.

Where the permanent seat cannot wait on a two-month or three-month notice, interim cover is a different product. Across 60+ interim and fractional engagements since 2017, counted outside the 400+ placements (230+ in-house), the median from first call to start is 7 days. One published file, an interim general counsel for a Series C fintech in San Francisco, was live on day 6. That is cover while a Doha search runs. It is not a way through the work-permit rule, and it is not folded into the 38. The product sits on interim and fractional legal talent.

05 — Compensation

Price the package the statute actually builds.

No dated Doha general-counsel cash band appears in a regulator page, a court report, or a company filing cited here, so this search prints none. The offer is built from base wage, housing, schooling, bonus, and then one end-of-service instrument: the Article 54 gratuity, a contractual QFC promise, or the General Retirement and Social Insurance Authority pension for a Qatari national.

The nearest published Sartori salary pages are federal and Dubai pages, and they are labeled that way. General counsel salary in the UAE, 2026 is a UAE chair. In-house counsel salary in the UAE, 2026 is the federal desk under that title. In-house counsel salary in Dubai, 2026 is a Dubai band. Use them to see how a Gulf package is argued. A dirham mean stays on the UAE page that published it. The programme's own 2026 cash band for a DIFC general counsel, and the separate band for a deputy general counsel or head of legal, are each $220,000 to $380,000. Each band prices its own seat. A Qatari offer is built from the Doha package parts above.

The QAR 15,000 figure belongs in the same warning. The QFC Authority's 10 November 2020 note to firms that want to provide legal services requires at least three full-time lawyers on the ground, each at a minimum salary of QAR 15,000. That is a licence floor for a law firm, dated 10 November 2020. The firm-registration release is dated 24 August 2026. The two documents answer different questions. Market pay for a head of legal is the package in the offer, built from base, housing, schooling, bonus and the end-of-service instrument that actually applies.

The retained fee is 25–30% of total first-year compensation, with 30% paid at engagement. Replacement is 12 months on a GC, CLO or CCO search and 6 months on other in-house searches. Off-limits on the client's legal department run 24 months. Acceptance is 96%, completion of retained mandates is 92%, and retention is 97% at 12 months and 91% at 24 months. Those rates are the firm book. They are the rates on a Doha letter.

06 — How a search runs

The same six steps. The Doha work is in the first one.

  1. 01 — BriefMandate, success profile and conflicts frame agreed in writing.
  2. 02 — Market mapThe live universe mapped from our coverage, not whoever is in motion.
  3. 03 — ApproachConfidential, principal-led conversations with the mapped shortlist.
  4. 04 — ShortlistUnderwritten candidates presented with evidence, not CVs.
  5. 05 — OfferPackage design, references and counter-offer defence.
  6. 06 — CloseResignation, notice and the first hundred days, managed.

The brief names the employing entity, which of the three regimes governs the contract, whether a QFC company also owns an onshore business or a petroleum affiliate, whether Arabic is a reading requirement, whether the counsel must be on the practising roll or must instruct someone who is, what notice the likely leavers will serve, and who sponsors the work permit. The fee letter goes out with that page.

Mapping uses the research programme's map of 1,480,000+ lawyers, cut to people who have held the file: QFC regulatory permissions, petroleum joint ventures, project claims, sanctions, or a regional headquarters reporting to London, Houston or Singapore. Outreach stays blind until both sides want a conversation. For a general counsel the published average is 24 days to a shortlist. The working Doha median on the nine files is 26 days. A two-month Labour Law notice, a three-month QFC notice and a QatarEnergy special term are three different gaps, and each one is scheduled before the candidate resigns.

07 — Published files

The clock is real. The published files are the evidence of it.

Seven case studies are published. Six are company-side. The Doha count of nine searches, including the QFC asset-manager file, is a working city count held apart from these studies.

09 — Questions

In-house counsel in Doha — common questions

What do in house legal recruiters in Doha actually get hired to do?

A general counsel or a chief executive hires them when the company needs counsel it does not already know. A posting reaches people who are looking. A retained search approaches counsel who are in post. The Doha brief has to name which employment regime applies: the Labour Law, the Qatar Financial Centre, or a contract outside the Labour Law. Sartori & Partners has completed 400+ placements since 2017 (230+ in-house), including 52 general counsel and chief legal officer searches. The published case studies do not break that book out by city.

Which employers in Doha actually hire in-house counsel?

Energy, projects and state-linked petroleum companies sit outside the ordinary Labour Law clock, and the Qatar Financial Centre is a separate platform. QatarEnergy said on 25 February 2026 that the North Field West award is part of a programme that raises national production to 142 million tons a year. The Qatar Financial Centre, on 24 August 2026, reported over 4,700 registered firms at the end of June 2026, after onboarding 1,135 firms in the first half. Private-practice context for the city is on legal recruitment in Doha.

What notice period applies before a Doha counsel can start?

It depends on the contract being left. Onshore, Law No. 18 of 2020 sets written notice at one month during the first two years of service and two months after that. In the Qatar Financial Centre, Regulation No. 10 of 2006, Version 8 (February 2025), Article 23 sets two weeks, one month, or three months by length of service, and the parties may agree a shorter or longer period. A QatarEnergy counsel, and many petroleum-sector counsel, sit outside the Labour Law under Article 3 as amended by Law No. 3 of 2014. The search clock ends at acceptance. Notice and the work permit run after it.

Does a Doha general counsel need to be on the practising roll?

Pleading before the Qatari courts is the practising roll under Law No. 23 of 2006. Article 3 of that law describes practice as representation, legal opinions and the drafting of contracts, and it says that only lawyers practise. The English text of Article 13 conditions the practising roll on Qatari citizenship, or GCC citizenship with reciprocity and committee approval. A company that needs pleadings signed instructs a lawyer on that roll. A company that needs an employee to hold the contracts, the venture and the regulator writes that as a separate screen. The QFC licence floor for a law firm is a different instrument again.

How long does a general counsel search take, and how is it paid?

Across 52 general counsel and chief legal officer searches since 2017, the shortlist arrives in 24 days on average and the accepted offer in a median of 11 weeks, with a range of 8 to 16. A NASDAQ-listed medtech in Boston hired a successor general counsel on that clock: a shortlist of four on day 24, accepted offer in week 11. The fee on a retained search is 25–30% of the hire's total first-year compensation. Thirty percent of the fee is paid at engagement. GC, CLO and CCO searches carry a 12-month replacement term. Other in-house searches carry 6 months.

Where should a company read compensation for a Doha seat?

No dated public source prices a Doha general counsel cash band. The nearest Sartori salary pages are the UAE general counsel salary page and the Dubai in-house counsel salary page. Both price UAE seats. A QFC law-firm applicant note dated 10 November 2020 sets a minimum of QAR 15,000 for each of at least three full-time lawyers. That figure is a licence condition for a firm providing legal services. A general counsel package is built from base, housing, schooling, bonus and the end-of-service term that applies to the employer.
