Salary.com put the July 2026 average General Counsel base in Houston, TX near $363,270—almost flat to the U.S. average of about $364,656, a nominal gap under 1%. The local edge is take-home: Tax Foundation’s 2025 state tables list Texas among the eight no-income-tax states, while California’s schedule climbs to a 13.3% top marginal rate and New York’s tops 10.9%. On an identical $450,000 base, that state wedge alone is five figures before rent.

Public benchmarks still set the cash spine. The Association of Corporate Counsel’s 2025 Law Department Compensation Survey (data effective 1 March 2025) reported a national GC/CLO median base of $330,000, median total cash of $410,000, and median total target direct compensation of $503,000. Law.com’s 2025 GC Pay Report put median total pay for Fortune 1000 legal chiefs at $2.95 million—up 8.6% from $2.71 million a year earlier—driven largely by equity.
