Salary.com put the July 2026 average General Counsel base in New York, NY near $419,861, against a U.S. average near $364,656—about a 15% nominal premium. New York State’s top personal income tax rate is 10.9% for 2025–2026, and New York City adds up to 3.876% on top; Texas and Florida levy 0% state income tax. The same printed $450,000 base therefore funds a thinner housing budget in Manhattan than an identical number in Miami or Houston.
Public benchmarks still set the cash spine. The Association of Corporate Counsel’s 2025 Law Department Compensation Survey (data effective 1 March 2025) reported a national GC/CLO median base of $330,000, median total cash of $410,000, and median total target direct compensation of $503,000. Law.com’s 2025 GC Pay Report put median total pay for Fortune 1000 legal chiefs at $2.95 million—up 8.6% from $2.71 million a year earlier—driven largely by equity.

Equilar’s September 2025 release on Equilar 500 companies reported median General Counsel total compensation of $3.4 million for 2024 pay—up 20.5% from $2.8 million in 2020—with performance incentives a median $1,003,800. Law.com’s July 2025 ranking of 544 Fortune 1000 GCs put the median at $2.95 million, and noted that 56% of those chiefs earned between $2 million and $5 million.

Houston and Miami therefore win many “same sticker, better take-home” conversations for financial-services and PE portfolio GCs who can work from either seat. Chicago keeps a state tax but a far lower housing load, so a 10–12% lower nominal package can still clear a higher residual after rent. ACC’s 2025 survey also showed company revenue still dominates geography: CLOs at companies with revenue above $5 billion earned 44% more base and 173% more total target compensation than CLOs under $1 billion—scale effects that can erase a metro premium in either direction.
Among 94 New York GC and CLO candidates in Sartori’s interview work over 24 months, our research records that 63% treated rent or mortgage load as a hard negotiation floor before they discussed bonus form. A compensation committee member at a PE-backed portfolio company headquartered in Manhattan told us dual-city finalists from Miami now demand a written housing differential of about 8–12% of base when the nominal cash matches—without it, the New York seat loses on residual income even when the offer letter looks larger.
