The general counsel salary Washington story in 2026 is adoption density: how many local employers actually pay the printed national GC/CLO median, and what the rest pay. The Association of Corporate Counsel’s 2025 Law Department Compensation Survey (effective 1 March 2025) put U.S. GC/CLO median base at $330,000, median total cash at $410,000, and median total target direct compensation (with LTI) at $503,000. Salary.com’s District of Columbia read as of 1 July 2026 puts average General Counsel base near $403,747 and, as of 1 May 2026, average Chief Legal Officer base near $511,213—above the national CLO average of about $462,112.

The other 59% cluster in trade associations, mid-size government contractors, policy nonprofits and single-lawyer shops where base often lands nearer $200,000–$300,000 and LTI is thin or absent.
Equilar’s 2025 General Counsel Pay Trends report put median Equilar 500 GC total compensation at $3.4 million for 2024—relevant only to the thin public large-cap slice of this market, not to the modal District seat. Chief legal officer salary and GC compensation in Washington therefore split by employer class long before they split by a single city premium.

As of July 2026, the table on this page separates employer classes rather than a single ladder. ACC’s 2025 self-reported survey (1,632 respondents) shows single-lawyer GCs at $234,000 median base and $255,000 median total cash; division/subsidiary GCs at $279,000 / $341,000; and GC/CLO at $330,000 / $410,000, with 90th-percentile total cash at $764,000. Median STI target for GC/CLO was 35% of base; 63% were LTI-eligible at a 40% median LTI target (~$134,000).
Sartori’s Washington offer telemetry on 48 GC and CLO packages over 36 months records median closed total cash about 7% below the candidate’s opening cash ask—base moves little; STI target language and sign-on or first-year equity true-up absorb most of the gap. Among those 48 packages, only 19 (about 40%) included a meaningful new or refresh LTI grant at acceptance. A general counsel at a mid-size federal contractor told us boards in this city still treat equity as optional for non-public entities even when base is already below the ACC median.
CLOs at companies above $5 billion revenue earn 44% more base and 173% more total target direct compensation than CLOs under $1 billion, per ACC 2025—so company scale, not District geography, explains the upper tail. Equilar’s 2024 large-public median of $3.4 million total GC pay is the extreme public-company cell, not the Washington modal package.

Against ACC’s 2025 national GC/CLO median total cash of $410,000, Salary.com’s July 2026 District GC average base of about $404,000 sits near the national cash centre once bonus is stripped—Washington’s edge is not a huge base premium but a denser mix of regulated employers and association seats. Salary.com’s May 2026 District CLO average of about $511,000 base is roughly an 11% premium over the national CLO average of about $462,000 as of July 2026.
Peer metros that share Washington’s mix of associations, contractors and regional HQs look different from New York or San Francisco tech stacks. Baltimore and Philadelphia GCs more often sit inside regional hospital systems, mid-market industrials and professional-services platforms with thinner LTI; Atlanta’s growing corporate HQ base prints more public-company and PE-portfolio CLO packages with full equity grids. The metric that leads the comparison here is LTI eligibility and equity depth, not first-dollar base: ACC 2025 put only 63% of GC/CLOs LTI-eligible nationally, and Washington’s association-heavy lower half pulls that share down further in local practice.
Sartori’s Washington interview cohort shows that among the 186 GC-side respondents over 24 months, trade-association and nonprofit seats realised full target STI in only 54% of reported cycles, versus 81% among public-company and large contractor seats in the same cut—bonus realisation, not the printed base, is the city-specific cash swing. A chief legal officer at a national trade association headquartered in the District reported to us that board-approved STI pools still lag corporate peers by 10–15 percentage points of base even when the GC title matches.

Demand in mid-2026 clusters in federal-contractor legal leadership, financial-services and fintech compliance-heavy CLO seats, healthcare and life-sciences operators with District policy footprints, trade-association general counsel roles, and PE portfolio first-GC builds—not a single Fortune-500-style market.
When sitting GCs resign, Sartori’s Washington mandate telemetry records a 32% counter-offer incidence. Sartori’s Washington in-house processes show a median offer-to-acceptance window of 14 days once cash and reporting lines are written. Of 61 GC and deputy-GC candidates in Sartori’s Washington interview work who discussed next-move expectations over 30 months, 44% opened asking for at least the ACC $410,000 total-cash median; only 29% of closed packages in that segment actually cleared it—employer class capped the outcome more often than negotiation skill.
