In-House Counsel Salary in Brussels 2026: a wage norm, not an average.

A dated public instrument in euros and dollars first, then who pays it. Belgium banned a real wage-cost increase for 2025–2026. The EU basic grid is the other employer in the same city. Neither one is a company-counsel average.

€1 million of 2026 basic pay is a seat count, not a counsel average.

A company asking what 2026 counsel pay in Brussels actually buys is asking how many public pay instruments one million euros funds, at the ECB reference rate of 30 September 2026. The city median is a payslip. The AD grid is an institution basic. Neither is a counsel average.

What an in house counsel salary Brussels figure can fund

The table is the page. Euros first, dollars at the 30 September 2026 reference rate, then how many such seats one million euros buys. Each row is a public instrument. None of them is a surveyed counsel average.

There is no published 2026 average for company counsel in Brussels that survives a source check. Salary guides that print one were opened in research and are not used here. Listed Belgian remuneration reports price an executive committee. They do not price the counsel. What can be dated, converted, and divided is the payslip median SD Worx published for the capital, and the basic salary the European Union still pays its own AD officials in the same city.

The European Central Bank’s euro reference rate on 30 September 2026 was €1 = $1.1355. Banca d’Italia printed the same 1.1355 dollars for 29 September 2026, and the rate did not move the next day. Every dollar figure below uses 30 September 2026. A later fixing is a different day and is not mixed in. The Official Journal prints the AD amounts in European notation, as 6 152,64. This page writes €6,152.64. The digits are unchanged.

SD Worx, 12 March 2026 ↗

Two readings of that table are easy to get wrong. The €50,400 row is twelve times a payslip. SD Worx, on 12 March 2026, defined the monthly figure as the amount on the payslip, outside the year-end premium and holiday pay. A Belgian payroll that also pays those elements is larger than €50,400. No primary instrument used here publishes a thirteenth-month multiplier for counsel, so none is applied. The AD rows are twelve monthly basics. Staff Regulations allowances, and the European Union’s own tax, sit outside the Official Journal table. An AD5 basic of €6,152.64 is not take-home pay.

One million euros of basic pay is a seat count before it is a paycheck. That million euros is $1,135,500 at the 30 September 2026 rate. The monthly city median of €4,200 is $4,769.10 at the same rate. Neither quotient is a 2026 counsel average.

On the 2026 figure
03 Who pays it

The employer is a company, an institution, or a public body.

The 2026 Brussels counsel seat is an in-house job. Law firms sit on panels and on secondments. They do not employ the counsel this page prices, and the bar headcount is not the company-lawyer headcount.

01

Listed Belgian companies

The counsel sits under a general counsel or on a small legal team. Remuneration reports price the executive committee in aggregate, or name the chief executive and a handful of bankers. They do not print a counsel line.

02

EU institutions

The alternative employer in the same city pays the Article 66 basic table. Brussels is the reference duty station, so the printed monthly amount applies here without a cost-of-living uplift. Allowances and the EU tax sit outside that basic.

03

Belgian public employers

Federal and other public salaries move on the health index. During the moderation window, the slice of a public reference wage above €4,000 is treated differently from the private-sector formula. It is still not a company-counsel band.

04

International headquarters

A Brussels HQ payroll is a Belgian contract: indexation, a joint-committee scale where one applies, and the 2025–2026 ban on a real wage-cost increase. A group grid written in dollars does not override that contract.

Listed Belgian companies price the executive committee and do not print a counsel line. A remuneration report that names a chief executive and a cluster of other executives has not disclosed the lawyer who reports to them. The counsel cell stays blank.

The institution next door is legible. Official Journal C/2025/6564, published 11 December 2025, sets basic monthly salaries from 1 July 2025. No later annual-update notice had replaced that table by 7 October 2026. AD5 step 1 is €6,152.64, AD9 step 1 is €10,082.77, and AD12 step 1 is €14,603.92. Brussels is the reference duty station under Articles 64 and 66, so the printed basic applies here without a cost-of-living uplift. A counsel comparing a company package with an AD grade is comparing a Belgian contract with an institution basic.

The counsel who earns it and the company that pays it are reading the same three constraints. Belgium’s 2025–2026 wage-cost margin is 0 percent. Indexation still happens. From 1 June 2026 the slice above €4,000 is moderated. A dollar grid from a parent company does not switch those rules off. The merger-control hiring note uses the same Brussels in-house book and omits a counsel band for the same reason: no primary survey published one. Amsterdam is a different wage system, priced on the Amsterdam in-house salary page. London public-body general-counsel cash, where a title and a number do sit on the same page, is on the London general-counsel salary page.

Your 2026 lever is not a real base increase. The wage-cost margin is 0 percent. Indexation still runs, and from 1 June 2026 it runs on a clip above €4,000.

  • Do not budget a non-index raise and call it market. The royal decree of 12 September 2025 leaves indexation and baremic scale steps standing. It does not leave a free percentage on the wage bill.
  • Do not import an AD grade as the offer. AD5 at €6,152.64 is institution basic before allowances. The seat count shows the distance. It does not tell you to match the institution.
  • Price the elements the median excludes. The €4,200 figure leaves out the 13th month and holiday pay. A candidate comparing your offer with an institution basic adds those elements back, then applies the June clip.

Your title is not a published band. Unless you are on the Article 66 table, the number you earn will not be in a gazette, and a parent-company dollar grid will not cross the wage norm for you.

  • Ask which instrument the offer uses. Contractual base, joint-committee scale, indexation, year-end premium, holiday pay, bonus. Four of those can move without a real wage-cost increase. A fifth cannot, in 2025–2026.
  • Check the €4,000 line. If your reference wage is already above it, the indexation you receive from 1 June 2026 is the moderated formula, not the full health-index step.
  • An AD basic is the other employer, not your benchmark. €6,152.64 at AD5 step 1 is before allowances. Leaving an institution for a company, or the reverse, is a tax-and-allowance comparison, not a base-to-base comparison.
Listed Belgian companies price the executive committee and do not print a counsel line.

Company lawyers in Belgium hold a protected title that is not a bar admission.

The counsel on a Belgian payroll is a juriste d'entreprise or a bedrijfsjurist. That title is the Institute's. The 18,747 figure next to it is the bar. They are not the same population, and neither one is a salary.

The Act of 1 March 2000 created the company-lawyer title. The Institute of Company Lawyers, IBJ-IJE, tells applicants the title is juriste d’entreprise in French and bedrijfsjurist in Dutch, and describes that status as unique in Europe. Membership requires a law degree and an employment relationship with mainly legal duties, exercised with intellectual independence. It does not require admission to the bar. Advice to the employer is confidential by statute. That is the profession this salary question is about.

The Institute’s joining page, updated 23 April 2026, describes a community of 2,500 legal professionals and states the annual membership fee as €414. The fee regulation, adopted under the same Act and amended on 7 December 2023, is more precise: €414 for a member, €394 when the company or group already has at least 30 members, and €207 in the first year if the Council approves membership after 31 August. Permanent education on that joining page is 16 points a year. The fee is not compensation. It is the cost of holding the title.

The Council of Bars and Law Societies of Europe, in Lawyers’ Statistics 2024, counts 18,747 lawyers in Belgium as at 31 December 2023, of whom 9,046 were women. Those are bar members. They are not the Institute’s 2,500, and they are not a headcount of people employed as counsel.

Gross monthly pay, end of January 2026, full-time private sector. Payslip amount only. Brussels is the capital median, not a counsel median.

SD Worx, 12 March 2026. Brussels and Wallonia from the French release; Flanders from the Dutch release the same day.

The regional gap is arithmetic, not a slogan. Brussels at €4,200 sits €615 above Flanders at €3,585, and €930 above Wallonia at €3,270. The Dutch release says the capital is at least €600 above every other province. The French release’s history table puts Brussels at €3,255 in January 2021 and €4,024 in January 2025. SD Worx’s own evolution figures are 4.4 percent from January 2025 to January 2026 and 29.0 percent from January 2021 to January 2026. Those percentages are indexation-heavy years, not a counsel market tightening.

Twelve times €4,200 is €50,400. The cents-index threshold of €4,000 a month is €48,000 over twelve months, or $54,504 at €1 = $1.1355. The January median already sits €200 a month above the line where moderation starts. The chart below is that distance. It is not a survey of counsel.

Monthly euros. The €4,000 line is the cents-index threshold from 1 June 2026. The €4,200 bar is the city median. The AD5 bar is an institution basic, not a company grade.

05 The 2026 load

The seat is being repriced by a wage norm and a clipped index.

Two statutes, not a hiring boom, decide whether a 2026 Brussels offer can move. One sets the wage-cost margin at zero. The other changes the indexation formula above a monthly line.

Still allowedNot a real increase

  1. Indexation The health index still moves the scale. The 2025–2026 decree did not repeal indexation. It fenced off a real rise in wage cost.
  2. Scale steps Baremic increases, the steps on a published scale, stay permitted. They are not a discretionary raise with a new name.
  3. The June clip From the first moderation date, the part of a private-sector reference wage above the monthly threshold does not take the full index.
  4. A real raise A contractual increase that is not indexation and not a scale step is the thing the margin forbids. Renaming it does not change the margin.

The Federal Public Service Employment records the available wage-cost margin for 2025–2026 as 0 percent. The instrument is the royal decree of 12 September 2025, published in the Belgian Official Gazette on 22 September 2025, executing the Act of 26 July 1996. Indexation stays. Baremic increases stay. Benefits the employer already granted in the prior two years may continue in another form. They may not be increased. A counsel offer that adds a point of base “to stay competitive” is the increase the margin was written to stop.

A reference wage above €4,000 is indexed on a clipped formula from 1 June 2026. The Act of 30 May 2026, in the Belgian Official Journal, is the statute. Deloitte Legal’s note of 8 June 2026, by Stijn Demeestere, is the operational reading this page uses. For the private sector, a full-time reference wage at or under €4,000 gross a month takes the full index. Above €4,000, the moderated step is a fixed €80 — 2 percent of €4,000 — plus indexation of the whole wage only to the extent the actual index exceeds 2 percent, until the cumulative index in the moderation period reaches 2 percent. The reference wage is the indexed scale amount or the contractual monthly base. Bonuses, overtime, the year-end premium, and holiday pay are outside it. Agreements that conflict with the moderation are treated as if they were not written.

The worked example in that Deloitte note is worth doing once, in euros only. A €5,000 reference wage through a 2.50 percent index would rise by €125 without the clip. With the clip it rises by €80 plus 0.50 percent of €5,000, which is €105. The employer difference is €20 a month. Half of that difference, €10, goes to the National Social Security Office under a new contribution code, and the ordinary employer social-security charges sit on top of that half. The second moderation period begins on 1 January 2028, when the threshold itself is indexed. Public-sector pay in the same window moves on 2 percent pivot steps, and the portion above €4,000 is not indexed during the moderation. That is a different formula from the private-sector €80-plus-excess rule. A company counsel is on the private-sector rule unless the employer is actually public.

Joint Committee 200 indexed by 2.21 percent on 1 January 2026. SD Worx said so on 23 December 2025, and said the cents-index clip would not apply to that January step. A scale that moves after 1 June 2026, on a reference wage above €4,000, takes the clip. The January city median of €4,200 is already on the clipped side of the line. Nothing in the decree or the barometer counts how many counsel roles will open this year.

06 Closing the hire

Price the seat on a public instrument, then run two clocks.

The Brussels network has been in place since 2019. The trailing three-year line and an eight-week specialist file are not the same clock. The offer that tries to beat the wage norm is the offer that does not close.

Of 15 closed Brussels in-house searches over three years, 8 were filing-manager seats and 7 were broader counsel seats. 14 of those searches reached an accepted offer. The line records that result as a 93 percent completion rate. The file that did not complete was one of the broader seats, not a filing-manager seat. The company tried to move contractual base by a real increase inside the 0 percent wage norm. There was no instrument left that the decree allowed, and the search stopped.

Counter-offers were 4 of those searches, which the line records as 27 percent. The median from offer to acceptance was 13 working days. Counter-offers are a minority. They are not what held the unfinished file open. The unfinished file never reached a lawful number the candidate could sign.

The typical search on this line runs 4 to 7 months. A privacy and AI-governance counsel at a Euronext-listed insurer in Brussels reached an accepted offer in 8 weeks, on a bilingual shortlist, for GDPR and model risk. The shortlist was out in 19 days. Eight weeks is shorter than four months, so the file sits outside the line’s typical band and does not replace it. Firm-wide, senior-counsel searches reach a shortlist in 18 days and an accepted offer in a median of 8 weeks. A general-counsel search is a third clock: 24 days to a shortlist and 11 weeks median to an accepted offer. Budgeting a first general counsel on the insurer’s 8 weeks will miss.

BriefSignature

  1. Name the instrument Contractual base, joint-committee scale, or an institution basic the company will not actually pay. If the brief cannot name the instrument, it is not a brief.
  2. Name the exclusions Year-end premium, holiday pay, bonus, and the June clip are four different lines. An offer that quotes only the monthly base has not described the package.
  3. Name the clock The city line, the specialist file, and a general-counsel search do not share a duration. The letter should say which one this mandate is.

The offer that tries to beat the wage norm is the offer that does not close. That is the uncomfortable result in the three-year book: completion failed where the company insisted on a real base increase, not where a counter-offer appeared. A head of HR at a Brussels-listed company put the same constraint in one sentence. The offer could not move base except by indexation. Anything else would have been a real increase, and the wage norm is zero.

A separate Brussels mandate, a chief compliance officer rather than the privacy counsel, produced a different kind of record. The chair of the audit committee at a Euronext-listed insurer said this, and the sentence is the whole of what we will print from that file:

We asked for a CCO who had sat across a regulator, not a policy author. The dossiers named examinations. We interviewed three. We hired one.

Of 250 structured interviews with Brussels in-house counsel, 62 discussed reference wage and whether base could move. 51 of that group already had a reference wage above €4,000. 44 of that group said that any base movement offered to them in the current wage-norm period was indexation or a baremic step. 17 of that group said they would not move for a base that cannot beat indexation. That last group is the mobility fact. It is not a reason to break the decree.

Sartori maps about 4,000 lawyers in Brussels. That coverage is a map of titles and employers. It is not a pay survey.

The global map covers 1,480,000+ lawyers. It does not contain a Brussels counsel average either. Since 2017 the firm has completed 230+ in-house placements. Offer acceptance on placed in-house searches is 96 percent. Those are firm-wide figures. They are not the Brussels completion rate of 93 percent on the trailing three-year line, and they are not a promise that a mispriced Brussels offer will be accepted.

The commercial terms are the same on every retained search. The fee is 25–30 percent of the hire’s first-year total compensation. 30 percent of that fee is the retainer at engagement. A counsel search that is not a general counsel, chief legal officer, or chief compliance officer carries a 6-month replacement guarantee. Those three leadership searches carry 12 months. The privacy file above is a counsel search, so the shorter guarantee is the one that applies to it.

If you are the company putting this lawyer on a Brussels payroll, the next conversation is a search brief that names the instrument and the clock. Sartori’s in-house counsel recruiting desk runs that brief. Start with a hiring enquiry or a conversation with the desk. The research method is on the methodology page.

We asked for a CCO who had sat across a regulator, not a policy author. The dossiers named examinations. We interviewed three. We hired one.

Brussels in-house counsel pay: common questions

What is an in house counsel salary Brussels figure in 2026?

Belgium fixed the 2025–2026 wage-cost margin at 0 percent by royal decree of 12 September 2025. No published 2026 average for company counsel in Brussels is used here. The comparable public instruments are the January 2026 private-sector payslip median of €4,200 and the EU AD5 step-1 basic of €6,152.64 a month, still the table in force from 1 July 2025. From 1 June 2026, indexation of a reference wage above €4,000 a month is moderated.

How many Brussels seats does €1 million of basic pay fund?

One million euros funds 13.54 AD5 step-1 annual basics, or 19.84 annualized Brussels private-sector medians. At the AD9 step-1 basic it funds 8.26 seats, and at AD12 step 1 it funds 5.71. Dollars use the 30 September 2026 ECB reference rate of €1 = $1.1355. The median row is a payslip × 12. It excludes the 13th month and holiday pay, and it is not a counsel salary. The AD rows are twelve months of institution basic, before allowances.

Does the June 2026 cents index apply above €4,000?

From 1 June 2026, a reference wage above €4,000 gross a month is indexed at €80 plus any index above 2 percent. Deloitte Legal’s 8 June 2026 note works a €5,000 wage through a 2.50 percent index: €125 without the clip, €105 with it. The employer difference is €20, and half of that difference, €10, is paid toward a new social-security contribution before the ordinary employer charges on top. A reference wage at or under €4,000 keeps the full index. The second moderation period starts on 1 January 2028.

Is the EU AD salary grid a company-counsel band?

No: the AD5 step-1 basic of €6,152.64 a month is an EU institution salary, not a company-counsel average. Official Journal C/2025/6564 of 11 December 2025 sets the table from 1 July 2025, and that table was still the one in force in October 2026. AD9 step 1 is €10,082.77 and AD12 step 1 is €14,603.92. Brussels is the reference duty station, so those basics apply here before allowances. A company offer is a Belgian payroll, with indexation and the elements the SD Worx median leaves out.

How long does a Brussels in-house counsel search take to close?

The Brussels in-house line typically runs 4 to 7 months across 15 searches in three years. 14 of those searches reached an accepted offer, recorded as a 93 percent completion rate. A privacy and AI-governance counsel at a Euronext-listed insurer in Brussels reached an accepted offer in 8 weeks, after a 19-day shortlist. That file is the short specialist case. It does not reset the line. Firm-wide, a senior-counsel accepted offer takes a median of 8 weeks; a general-counsel accepted offer takes a median of 11 weeks.

What does the Brussels private-sector median exclude?

SD Worx measured a €4,200 gross monthly median in Brussels at the end of January 2026, excluding the 13th month and holiday pay. The French release the same day, 12 March 2026, defines the figure as the monthly amount on the payslip, outside the year-end premium and holiday pay. Twelve times €4,200 is €50,400, or $57,229 at the 30 September 2026 rate. That annualization is a seat-count denominator. It is not the counsel’s full-year cash, and it is not a legal-department band.
