Companies asking what in house counsel salary Singapore looks like in 2026 are still being handed a June 2024 monthly. Across 250 structured interviews with Singapore in-house counsel and heads of legal, the seat a general counsel is actually filling sits against a funds and ECM book the occupation cell does not price.
The Straits Times, on 25 August 2025, reported a June 2024 Ministry of Manpower median of S$17,972 gross a month for private-sector in-house legal counsel. That cell is still quoted as the rate. It is a 2024 occupation monthly, before bonus. Dated monthly. Wrong year. Wrong package.

Sartori’s Singapore interview cohort, over a 24-month window, includes 88 in-house counsel sitting at licensed fund-management companies, variable-capital-company managers, tax-incentivized single-family offices and listed-issuer or REIT-manager legal desks. Of those 88, 34 sat at Legal Counsel and 41 at Senior Legal Counsel on the Singapore Academy of Law LIFTED map. Median 2026 cash — base plus contractual bonus, excluding employer CPF and unvested equity — was S$168,000 (US$130,831) at Legal Counsel and S$272,000 (US$211,822) at Senior Legal Counsel. US dollars use the Monetary Authority of Singapore year-end 2025 rate of USD/SGD 1.2841, the same rate the 2025 asset-management survey used to state S$6.7 trillion as US$5.2 trillion. An in house lawyer salary Singapore conversation that stops at the occupation monthly will miss both the bonus inside those medians and the desk that produces them. The company paying the figure, and the counsel earning it, are looking at the same two rungs.

The MOM monthly is what finance brings to the first compensation committee. It is not what we pay a funds counsel who has closed a VCC.
What the 2024 monthly measures, and what it does not.
The public cell is real, dated and still useful as a floor conversation. It is not a 2026 total-compensation grid and it is not a funds premium.
The 2025 Occupational Wage Survey did not yield a printed in-house median in The Straits Times recap.
The Straits Times, on 25 August 2025, reported the June 2024 Occupational Wage Survey: in-house legal counsel (except judiciary, ministries and statutory boards) at a median gross monthly wage of S$17,972. The survey window was July to December 2024. The sample was about 407,800 full-time resident employees at private-sector establishments with at least 25 employees. Gross wage, in that series, includes basic pay, overtime, commissions, allowances and other regular cash. It excludes employer Central Provident Fund, bonuses, stock options, other lump sums and payments in kind.
Annualized with no bonus and no change in the monthly, that cell is S$215,664 a year, or US$167,950 at USD/SGD 1.2841 on 31 December 2025. That arithmetic is not a 2026 salary and it is not total compensation. MOM itself, in the 2025 methodology note released on 30 June 2026, tells readers not to treat year-on-year occupation cells as a clean time series, because the survey is a sample.
The Straits Times recap of 28 July 2026, on the Occupational Wages Survey conducted July to December 2025, still ranks in-house legal counsel among the best-paid occupations for workers in their 50s. It does not print a 2025 occupation-wide median, 25th or 75th for the in-house code. That overall 2025 cell is therefore not on this page. A separate MOM series released in January 2026 put median pay for full-time resident employees in 2025 at S$5,000 a month, against S$4,860 in 2024: national context, not an in-house figure. The June 2024 micro-tables sit on data.gov.sg as “Resident Occupational Wages, June 2024,” last updated 1 April 2026, with the same bonus exclusion; occupation-row percentiles from that CSV are not quoted here. Public-sector in-house lawyers — judiciary, ministries, statutory boards — are coded 26119, not 26112, and they are outside every MOM cell this page uses. A company filling a statutory-board legal seat is not hiring from the private-sector occupation monthly, and should not budget as if it were.
Age is the only official seniority split in the recaps we can cite. Among professionals aged 25 to 29, and again in the 30s, in-house lawyers rank among the highest median earners; those two mentions in The Straits Times carry no occupation-specific dollar. The 30 to 39 dollar that is printed sits in Her World on 19 March 2025, citing MOM 2024 tables: about S$11,292 gross a month, or S$135,504 a year (US$105,524) if the monthly ran unchanged and with no bonus. In the 40s, median salaries of top earners including in-house lawyers “all hit $20,000” a month on the same 25 August 2025 recap — S$240,000 a year (US$186,901) on the same assumptions. Those are age slices. They are not Legal Counsel, Senior Legal Counsel or general counsel.

A general counsel filling an in-house role in Singapore in 2026 is usually filling it against asset management, listings, or a regional headquarters that sits next to both. The pay conversation starts there.
Occupation monthlyNamed desk

Singapore fund managers ran S$6.7 trillion of AUM at the end of 2025.
The Monetary Authority of Singapore Asset Management Survey 2025, covering the year to 31 December 2025 across 1,346 respondents, put assets under management at that S$6.7 trillion, up 10 percent, with net inflows of S$376 billion (The Business Times, 28 July 2026). Seventy-six percent of AUM was sourced outside Singapore; 88 percent was invested outside Singapore. Licensed fund management companies numbered 1,320, a net gain of 22 in 2025. Variable capital companies incorporated or re-domiciled numbered 1,406, representing 3,443 sub-funds. The survey names lawyers among the supporting professional-services network. It is not a compensation survey. It is the book the funds legal seat sits on.
VCC counts are not one number. MAS circular IID 04/2025, dated 26 June 2025, put approximately 1,200 VCCs as at 31 March 2025, managed by about 600 MAS-regulated institutions. A parliamentary reply dated 8 April 2026 put 1,338 VCCs managed by licensed fund managers and banks as at 1 April 2026. The year-end survey count of 1,406 is incorporations and re-domiciles, a different cut from “managed by licensed managers and banks” on 1 April. A company hiring VCC counsel is hiring into that stock, not into an occupation monthly.
Single-family offices with tax incentives grew from 400 as at end-2020 to over 2,000 as at end-2024, per the MAS parliamentary reply of 5 February 2025. The Straits Times recap of the 2025 survey briefing, 28 July 2026, still described Singapore as home to over 2,000 single-family offices, with the pace of new formations moderated. SFO-specific in-house headcount is not published. The implication for pay is operational: many of those desks are one counsel, with no internal comparator, which is why they move slowly when they move at all.
Equity capital markets is the other wall of the same room. Singapore Business Review, citing London Stock Exchange Group, put calendar-2025 ECM proceeds at about S$9.6 billion (US$7.4 billion), more than double 2024 and the highest annual amount since 2021, with 38 IPOs by Singaporean companies raising about S$3.2 billion. Real estate accounted for about 42.7 percent of those ECM proceeds (about S$4.1 billion), largely REITs, with high technology at 33.2 percent — the two sectors that most often walk into a listing-counsel brief. SGX’s own FY2026 results, year ended 30 June 2026, recorded 21 new equity listings raising S$4.1 billion, against six listings that raised S$25.7 million the year before (The Straits Times, 6 August 2026), with a pipeline of about 50 companies at various stages of engagement. The first half of that fiscal year, ended 31 December 2025, had already seen 15 new equity listings raise S$3.0 billion. CNA, on 26 May 2026, reported SGX on track for close to 30 listings in calendar 2026. The Business Times, on 13 July 2026, counted five IPOs in the first half of 2026 raising about S$1.1 billion.
Public capital sits behind part of that listing work. MAS expanded the Equity Market Development Programme from S$5 billion to S$6.5 billion at Budget 2026, with S$3.95 billion allocated across nine appointed asset managers as of the 12 February 2026 announcement. The Grant for Equity Market Singapore scheme, valid 21 July 2025 to 31 December 2028, co-funds eligible listing expenses including legal fees: 70 percent, capped at S$2 million or S$1 million on the Mainboard depending on market capitalization, and 20 percent capped at S$300,000 on Catalist. The Business Times, on 14 July 2026, reported the listing grant had supported 85 listings since 2019. That is external legal spend on the listing. It does not replace the issuer’s in-house listing counsel; it is the panel sitting next to that counsel.
Adjacent books, named once: Singapore-involved M&A of S$90.1 billion in 2025 (LSEG via Singapore Business Review), and corporate-debt issuance of about S$340 billion in 2025 (The Business Times, 28 July 2026, citing the MAS annual report). SGX’s half-year to 31 December 2025 also recorded 560 bond listings raising S$272.8 billion, against 395 raising S$145.6 billion a year earlier. They size the corporate legal load around the same desks. They are not a wage table. The Minister for Law, on 8 April 2026, put the location case in investment language: fixed-asset investment from S$11.5 billion in 2015 to S$14.2 billion in 2025, and nearly half of global multinationals with Asia-Pacific regional headquarters choosing Singapore. That is why an RHQ legal seat exists to be paid. It does not tell you the cash.
Who writes the offer, and what the seat actually is.
The 2026 figure is earned inside a corporate legal department. The company that pays it is an asset manager, an issuer, a regional headquarters, a bank, an insurer, or a sovereign-wealth desk — not a law-firm partnership.
One-counsel deskMulti-practice department

- Bank, insurer, sovereign wealth A Legal and Compliance department across asset classes. The large-desk end of the same in-house market.
Singapore in-house counsel do not need a practicing certificate to sit in the seat.
The Singapore Corporate Counsel Association, in its FAQ, states that the in-house profession in Singapore is not regulated: Bar admission, in Singapore or elsewhere, and a practicing certificate are not conditions of employment. In-house counsel may advise on laws they are competent to advise on. They may not appear or plead in a Singapore court, appear before a Singapore quasi-judicial or regulatory tribunal unless otherwise permitted, or attest documents reserved to an advocate and solicitor. Ministry of Law lists working as in-house counsel as a distinct pathway from Legal Services Regulatory Authority registration, which covers law-practice entities. SILE confirms that lawyers who do not hold a Singapore practicing certificate, including in-house counsel, do not have to fulfill CPD points requirements. SCCA ordinary membership, under by-laws dated 3 April 2022, covers in-house counsel in SMEs, MNCs, public listed companies and government organizations, including secondments; private-practice lawyers sit outside that class. The association’s public title list is the buyer’s vocabulary: General Counsel; Director Legal / Head Legal; Legal Director, Legal Executive, Legal Advisor, Legal Officer, Legal Manager; Counsel / Lawyer; Corporate Counsel; In-house Counsel. Premium Corporate membership exists specifically for employers with multiple eligible in-house counsel — a useful tell that many Singapore desks are still one-to-few. FPE plus section 36B registration is a later law-firm gate into permitted areas of Singapore law, including banking and finance, mergers and acquisitions and intellectual property. Listed-company in-house work can count toward FPE eligibility. It is not a condition of holding the in-house job.
Privilege is why a company pays for a legal employee rather than only a panel firm. Evidence Act 1893 section 128A, inserted by the Evidence (Amendment) Act 2012, bars a legal counsel in an entity from disclosing communications made in the course and for the purpose of that employment, or legal advice given to the entity, except with the entity’s express consent. The Minister for Law, speaking at the SCCA APAC Legal Congress on 8 April 2026, dated that policy choice to 2012 and treated it as infrastructure for multinational legal departments in Singapore.
The in-house ladder this salary page can use without taking the general-counsel sibling is the SAL LIFTED map, revitalized in early 2025 and launched for in-house counsel in October 2025 with SCCA: Legal Counsel, Senior Legal Counsel, General Counsel. It is a competency framework developed with SkillsFuture Singapore, the Law Society, SCCA, SILE, MinLaw and the Reform of Legal Education Standing Committee. It is not a license. The SAL In-house Counsel Programme for 2026–27 maps six courses onto that framework, including dawn-raid, ESG-into-governance and legal-operations modules. Employers can require it. The statute does not.
Headcount around those desks is measured nationally, not per employer. The Minister for Law, on 8 April 2026, put active in-house counsel at about 4,800, a 33 percent rise from 2015 to 2025, against more than 4,000 businesses with revenues exceeding $100 million and multinational regional headquarters that have chosen Singapore. The Singapore Academy of Law series, cited by the Chief Justice in an e-First lecture of 3 September 2025, put in-house counsel at about 2,800 in 2015 and about 4,900 in 2025. The 4,800 and 4,900 sit in a band; they are not forced to a single point. As of 2025, around a quarter to a third of each 2, 3 and 4 PQE cohort sits in-house, and the share of lawyers in private practice fell from about 57 percent in 2015 to 50 percent in 2025. Singapore-qualified in-house counsel more than doubled between 2015 and 2024, against more than 7,000 MNCs present, per the Committee of Supply speech on 2 March 2026. The Law Society President, at the Opening of the Legal Year on 12 January 2026, said most lawyers who leave firms remain in the profession as in-house counsel.
Employer types that actually write the 2026 offer, typed from MinLaw, MAS, SCCA membership classes and the Legal 500 GC Powerlist: Southeast Asia 2025, without converting that list into a general-counsel page: multinational regional headquarters and APAC legal hubs; Singapore-listed issuers and their group legal and company-secretarial desks; licensed fund management companies, REIT managers and listed investment managers; tax-incentivized single-family offices; local banks, foreign-bank Singapore branches and private banks; insurers; sovereign-wealth and state-linked investment entities; and statutory boards — real in-house employers, but excluded from the MOM 26112 private-sector wage cell. Legal 500’s 2025 Powerlist editorial line put Singapore’s corporate-counsel ecosystem at a level of complexity that rivals any other jurisdiction. Public titles on that list, used here only as types: capital markets counsel at a US bank; head of legal and company secretary at a Singapore-based asset manager; group general counsel fused with secretariat at a listed real-estate investment manager; managing director, general counsel of an Asia infrastructure-funds platform; AVP/VP legal counsel inside a sovereign-wealth Legal and Compliance department.
One published specification, as landscape not as a case study: GIC’s AVP/VP Legal Counsel (Real Estate) seat in Singapore asks for at least five years’ post-qualification experience as a corporate and M&A lawyer, in private practice or in-house, a law degree, and the ability to instruct international and local firms. It does not ask for a Singapore practicing certificate. That is the funds-desk in-house product: a Legal and Compliance title, a five-year PQE floor, corporate and M&A as the practice label.
The same funds and ECM work sits on the other side of the instruction letter. Legal 500 Asia Pacific 2026 ranks local capital-markets (equity and debt) practices at Allen & Gledhill LLP and WongPartnership LLP in the first tier, with Rajah & Tann Asia in the second, and a third tier that includes Bird & Bird ATMD, CNPLaw, Dentons Rodyk, Drew & Napier, Morgan Lewis Stamford and A&O Shearman. Test total cash, then equity, then the desk. The occupation monthly will not do that work for you.
- Ask which bonus is contractual. The MOM cell excludes it. Funds and ECM offers often live or die on that line, not on the base.
- Separate employer CPF from take-home. It is a company cost. Treating it as your cash inflates the comparison to a law-firm package.
- Name the product. Funds documentation at an unlisted FMC is not listing counsel plus company secretary at a REIT manager, even at the same LIFTED rung.
- A practicing certificate is optional. Court rights and attestations are not. If the seat needs either, it is not a pure in-house job.
- LIFTED is a map, not a license. Legal Counsel and Senior Legal Counsel are competency rungs an employer can require. They do not change SCCA’s unregulated status.
Finance will table the occupation monthly. The candidate will table total cash. The search fails in the gap.
- Price the desk, not the code. SSOC 26112 is a national ranking. Your requisition is a funds, listing or RHQ seat with a bonus line.
- Budget employer CPF as cost. It does not appear in the MOM gross monthly and it does not appear in the candidate’s take-home. It appears in yours.
- Do not use GEMS as a salary proxy. The listing grant co-funds external legal fees. It does not pay your in-house listing counsel.
- Privilege is the reason the seat is employed. Section 128A is why a panel firm cannot fully replace a legal employee on advice to the entity.
- Lean desks have no comparator. A one-counsel SFO or FMC will not find the number in an internal band. That is a search problem, not a spreadsheet problem.
How the offer actually clears.
Sartori has worked the Singapore in-house market for 8 years. The telemetry below is the in-house line, not a second interview count.
Singapore in-house searches on this desk typically take four to seven months to fill.
Over the trailing three years the Singapore in-house line closed 17 searches, at a 93 percent completion rate, with counter-offer incidence of 29 percent and the same 12-working-day median from offer to acceptance. Of those 17 files, 11 were funds, ECM, listing or licensed-manager seats, 4 were multinational regional-headquarters commercial seats, and 2 were single-family-office one-counsel desks. Inside the 11 funds and listing files, 7 were Senior Legal Counsel and 4 were Legal Counsel. No file in that cut was a group general counsel at a listed issuer or bank.
One finding that does not flatter the easy story: 4 of those 17 closed searches needed a revised cash offer after first-round candidates declined packages anchored to the annualized June 2024 occupation monthly. Both single-family-office files ran to the seven-month end of the typical window. We do not place those one-counsel SFO seats quickly, because there is no internal band to underwrite against and the first number that arrives is often the occupation cell. Quarterly surveys running since 2019, across the global research program, keep showing the same friction: the public monthly is a convenient board-pack comparator, and it is the wrong instrument for a bonus-heavy funds seat.
Of 72 heads of legal, general counsel and HR directors hiring in-house in the same 250-interview Singapore cohort, over that 24-month window, 44 said they had at least once used a Ministry of Manpower occupation recap as a board-pack comparator. Of the 88 funds and issuer respondents, 61 said the first number they test an offer against is total cash including contractual bonus, not the occupation monthly.
Direct testimony from that cohort, roles and organization types only. A head of legal at a MAS-licensed alternatives manager told us the occupation monthly is what finance brings to the first compensation committee, and that it is not what the house pays a funds counsel who has closed a VCC. An HR director at an MNC regional headquarters said the company lost two shortlists in a year because the envelope was the occupation median times twelve. A head of legal and company secretary at a listed investment manager described the fused seat — listing rules, continuous disclosure, MAS-manager obligations — as a different hire from a funds-documentation lawyer at an unlisted FMC, even when both titles say Senior Legal Counsel.
Three composite files
A licensed manager, Senior Legal Counsel. Alternatives FMC, VCC documentation and manager-side fund formation, reporting to a head of legal who also held the company-secretarial brief. Shortlist of four, all with private-practice funds or ECM years. Timeline five and a half months. A counter-offer arrived from the incumbent manager inside the 29 percent incidence on this line; the candidate still moved. Offered cash sat inside the Senior Legal Counsel band above, not on the annualized occupation cell.
A listed REIT manager, capital-markets counsel. Mainboard process, company-secretarial overlap, panel of local capital-markets firms already instructed. The GEMS scheme could co-fund the external legal fees; it could not pay the employee. Timeline six months, inside the four-to-seven band. The complication was not candidate supply. It was a first-round envelope that treated listing counsel as a generic in-house monthly.
An MNC regional headquarters, Legal Counsel. Three-person APAC legal desk, corporate and commercial, no funds license. First envelope set at the annualized June 2024 occupation monthly. Two declines. Revised offer. Closed at seven months. That file is why the occupation cell stays on this page as a warning, not as a 2026 rate.
We lost two shortlists in a year because the envelope was the occupation median times twelve.
Write the requisition as a desk, not as a monthly.
The company controls the product, the bonus line and the comparator it will defend in a counter-offer. Everything below follows from taking that seriously.

A listing counsel who is also company secretary is a different product from a funds documentation lawyer.
Sartori maps about 6,000 lawyers in Singapore as a coverage exercise. That mapping is a density read, not an interview count, and it is how the in-house line knows where the funds and listing desks actually sit. The interview work that prices those desks is the cohort already used above. Global framing sits behind both: nearly 1.5 million lawyer profiles, and quarterly market surveys running since 2019. The counsel reading this page and the company paying them are looking at the same two rungs and the same three products. A Legal Counsel offer that ignores the bonus line will not hold. A Senior Legal Counsel requisition that treats listing-plus-secretariat as funds documentation will shortlist the wrong people. A one-counsel family-office hire that copies a private-sector occupation monthly will wait out the window. The research program does not see every SFO desk, and it does not see unvested carry; those two blind spots are why a board pack built only from our medians still needs the actual bonus and equity terms in the offer letter.
For the company writing the brief:
- Name the book. VCC and FMC, listing and REIT, or RHQ commercial. A generic “in-house counsel” requisition produces a generic monthly in the envelope.
- Split cash from equity. Base, contractual bonus, discretionary bonus, carry or options, employer CPF. Candidates will unbundle it even if the board pack does not.

What is in house counsel salary Singapore in 2026?
Sartori’s 2026 Singapore observations put Legal Counsel cash at a S$168,000 median and Senior Legal Counsel at S$272,000, including contractual bonus. Those medians sit inside 88 funds, fund-management, family-office and listed-issuer respondents from 250 structured interviews over a 24-month window, converted at the MAS year-end 2025 rate of USD/SGD 1.2841 to about US$130,831 and US$211,822. They are not the June 2024 Ministry of Manpower occupation monthly of S$17,972, which excludes bonuses and mixes titles inside one SSOC code. Group general counsel pay is a separate Singapore page.
Does the Ministry of Manpower in-house figure include bonuses?
No: the June 2024 occupation median of S$17,972 a month excludes bonuses, employer CPF, stock options and lump sums. The Straits Times reported that cell on 25 August 2025 from the Occupational Wage Survey. MOM’s 2025 methodology note, released 30 June 2026, repeats the exclusion and warns that occupations where bonuses are a large share of pay will read lower than expected. How long does it take to hire in-house counsel in Singapore?
Sartori’s Singapore in-house desk typically fills in four to seven months, with a median 12 working days from offer to acceptance. That is the in-house line over three years on 17 closed searches, completed at 93 percent. Single-family-office one-counsel desks ran to the long end of the window. A first envelope copied from the occupation monthly is the delay we see most often, not a shortage of lawyers.
Do Singapore in-house counsel need a practicing certificate?
No: a practicing certificate is not required, and Evidence Act section 128A from 2012 is why the company employs counsel. In-house counsel may not appear in a Singapore court or attest documents reserved to an advocate and solicitor. The Singapore Corporate Counsel Association states the profession is unregulated. The Foreign Practitioner Examination is a later law-firm gate, not an entry condition for the corporate seat.
How does legal counsel salary Singapore differ from general counsel pay?
Legal Counsel cash in our 2026 Singapore cohort sat at a S$168,000 median; the group general counsel seat is a different page and a different budget. Of 88 funds and issuer respondents, 34 sat at Legal Counsel, 41 at Senior Legal Counsel, and 13 in a one-to-five person desk with a head-of-legal or general-counsel title. What should a company budget if finance tables the MOM monthly?
Budget total cash including contractual bonus; 44 of 72 hiring respondents in our 24-month window had used a MOM recap as a board comparator. It under-prices a funds or listing seat because the occupation cell excludes the bonus the candidate tests first. Counter-offer incidence on this Singapore in-house line is 29 percent. Companies that call legal recruiters Singapore desks with only the monthly in the envelope usually reopen the number after the first shortlist.
