Salary · Zurich in-house
In-house counsel salary in Zurich 2026: how many seats CHF 1 million funds.
A dated City of Zurich Funktionsstufe band, at zero usable experience, in francs and in dollars. The Jahreslohn already contains thirteen monthly payments. A listed general counsel still has no cash line of their own.
CHF 1 million of 2026 cash is a seat count, not a headline.
Sartori maps about 2,500 lawyers in Zurich. That file records title and employer. It does not record cash. A company asking what 2026 in-house pay in this city buys is asking how many City of Zurich Funktionsstufe seats one million francs funds, in francs and in dollars, at the Swiss National Bank rate of 7 October 2026.
Funktionsstufe 13 high-band ceiling at zero usable experience, Lohnskala in force 1 April 2026: CHF 155,115 ($186,200 at 1 USD = 0.8332 CHF). One million francs funds 6.45 seats at that annual wage. The Jahreslohn is already 13 payments. City Lohnskala ↗
Pick a figure. The number is how many of those annual wages CHF 1 million funds. Dollars use the Swiss National Bank rate of 7 October 2026, 1 USD = 0.8332 CHF. The UBS chief-executive total is a contrast, not a counsel offer. The dated city table sits below.

What an in house counsel salary Zurich figure funds
Local currency first, dollars at the 7 October 2026 rate, then how many such annual wages one million francs buys. Each row is a line in Lohnskala No. 1 or in the 20 May 2026 release. None of them is a private-sector total.
The annual wage the City of Zurich prints is Lohnskala No. 1 of the municipal pay system, valid from 1 April 2026. Stadtrat decision No. 946 of 18 March 2026 applied a 0.1 percent cost-of-living adjustment. The Zurich consumer-price index used for that step moved from 106.70 to 106.83, December 2020 = 100. The scale sets a low, middle, and high band inside each Funktionsstufe, and each band moves with usable experience from year 0 to year 25.
Funktionsstufe 13 at zero usable experience runs from CHF 126,912 to CHF 155,115. Inside that row the low band ends at CHF 136,313, the middle band ends at CHF 145,714, and the high band ends at CHF 155,115. One million francs funds 7.88 seats at the floor, 7.34 seats at CHF 136,313, 6.86 seats at CHF 145,714, and 6.45 seats at the zero-experience ceiling. In dollars, at 1 USD = 0.8332 CHF on 7 October 2026, those four wages are $152,300, $163,600, $174,900, and $186,200.
The year-25 high-band ceiling on the same step is CHF 193,893 ($232,700, 5.16 seats). A hire with no usable experience is not in that cell. The half-up of CHF 126,912 and CHF 193,893 is CHF 160,403 ($192,500, 6.23 seats). That midpoint is arithmetic on the outer ends of the step. The scale does not print it. The Swiss National Bank page that prints the exchange rate also prints the policy rate at 0.00 percent, valid from 20 June 2025. The policy rate is context for the franc. It is not a wage.

Funktionsstufe 10 floor
CHF 96,068 at zero usable experience, from 1 April 2026.
City of Zurich Lohnskala No. 1 ↗Neighboring steps, same ordinance, same date. Funktionsstufe 10 at zero usable experience runs from CHF 96,068 to CHF 117,416. Funktionsstufe 12 at zero usable experience runs from CHF 115,883 to CHF 141,635, and its year-25 maximum is CHF 177,043. Funktionsstufe 16 at zero usable experience runs from CHF 164,821 to CHF 201,448, and its year-25 maximum is CHF 251,810. The Lohnskala prices steps. It does not print a legal-department title on Funktionsstufe 13.
The Jahreslohn is the sum of thirteen monthly payments. The city’s own employment page says it pays 13 monthly salaries and pays the 13th in November, and that the hourly wage already includes that month. Lohnskala No. 1 prints monthly figures as one thirteenth of the annual wage and labels those monthly lines as orientation aids, because rounding can put two different annual amounts on the same displayed month. One thirteenth of CHF 155,115 is CHF 11,931.92, rounded to the rappen. Twelve of those months are about CHF 143,183. Adding another thirteenth on top of the Jahreslohn comes to about CHF 167,047. The first of those mistakes underpays by a month. The second pays the month twice.

The Jahreslohn is already thirteen payments. The first draft treated it as twelve and added another.
Listed groups print the chief executive. They do not print the counsel.
Article 734a of the Code of Obligations prices the executive committee as one total and names only its highest-paid member. A general counsel who is not that member has no cash line to copy.
Article 734 of the Code of Obligations requires a remuneration report. Article 734a, in the English compilation on Fedlex for 2026, requires the amounts paid directly or indirectly to the board of directors, the executive board, and any advisory board. The board total is broken out for each member, by name and function. The executive committee is one aggregate, plus the amount paid to the single highest-paid member, by name and function. Everyone else on that committee is inside the aggregate. SIX Exchange Regulation’s Directive on Information relating to Corporate Governance, annex point 5.3, tells issuers that are outside Articles 620 to 762 to disclose a remuneration report analogous to Articles 734a to 734d and compensation figures analogous to Articles 734a to 734c. The accompanying guideline is dated 2 December 2025. A foreign issuer on SIX is not a way around the individual-line gap.
The UBS Group annual report for 2025 is the illustration. The highest total is the Group CEO: CHF 14,921,193. Fixed compensation inside that total is CHF 2,821,193, and the base salary inside the fixed figure is CHF 2,500,000. Variable compensation is CHF 12,100,000. Fixed plus variable equals the total. Adding the base again would double-count it. At 1 USD = 0.8332 CHF the CEO total is $17,908,300. One million francs funds 0.07 of that package. The same report prints the aggregate for all Group Executive Board members at CHF 145,342,383, about $174,438,800. At 31 December 2025 the Group Executive Board had 15 members, and a Group General Counsel was one of them. The report does not print that seat’s cash. Share holdings in the report are not a salary.
Zurich Insurance Group’s annual report for 2025 prints the chief executive at CHF 10.39 million (about $12,470,000), up from CHF 9.88 million. Fixed compensation in that total is CHF 2.32 million. Short-term incentives are CHF 3.80 million. Long-term incentives are CHF 4.27 million. Those three pieces are the CHF 10.39 million. The executive committee in aggregate is CHF 57.67 million (about $69,215,100), up from CHF 55.41 million. One million francs funds 0.10 of the chief-executive package. The report prices the chief executive and the committee. It does not price a general counsel who is not the highest-paid executive.
A general counsel who is not the highest-paid executive is not in the table. The cantonal Lohnklassen, which label a 13th month inside the base, are a public-sector scale of a different employer. They are set out on the Zurich legal-market page. The cantonal reading for a general-counsel title is on the general counsel salary Zurich 2026 page. National titled averages, and Article 167a of the Civil Procedure Code in force on 1 January 2025, are on the Switzerland in-house salary page. The cantonal franc ranges, the national titled averages, and Article 167a stay on those pages.
City wageOffer letter
- City annual wage printed The Lohnskala prints a low, middle, and high band for a Funktionsstufe, and the band moves with usable experience. The Jahreslohn is already thirteen payments.
- Committee in aggregate The remuneration report prints the executive committee as one total, plus the single highest-paid member by name and function.
- Counsel off the line A general counsel who is not that highest-paid member has no cash line. The offer cannot be copied from the annual report.
The same band, read by the person paid and the person who pays.
Counsel comparing an offer, and the company writing one, are not asking the ordinance the same question. The franc figures do not change between the two readings.
If you are the counsel, read Funktionsstufe 13 at your years of usable experience, then ask which lines the private letter left out.
- At zero usable experience the band is CHF 126,912 to CHF 155,115. The ceiling is about $186,200. The floor is about $152,300. The year-25 maximum of CHF 193,893 is about $232,700, and it is not your band unless the letter is pricing 25 years of usable experience. Those dollars use 1 USD = 0.8332 CHF on 7 October 2026. None of the three figures is a bonus.
- The 13th salary is already inside the Jahreslohn. Across 250 structured interviews with Zurich counsel, 61 of 90 bank and insurer counsel, over 24 months, named the 13th salary as the line a foreign offer either drops or counts twice. Twelve thirteenths of CHF 155,115 are about CHF 143,183. A thirteenth added on top of the Jahreslohn comes to about CHF 167,047.
- A base inside the year-25 maximum is not a reason to move, for a head of legal who already has a bonus. Inside that interview set, 28 of 40 heads of legal, in the twelve months to September 2026, would not move for a base inside CHF 193,893. That maximum is a city annual wage after 25 years of usable experience. It is not their current total.
- Ask the letter to split four lines. Base, and whether that base is twelve months or thirteen. Bonus. Pension. A SIX-listed insurer in Zurich hired a sanctions counsel in 22 weeks once those lines were written down. The private-employer minimum of CHF 23.90 an hour is a different ordinance, and it is not your wage.
If you are writing the offer, the zero-experience ceiling is a reference wage. It is not the package, and it is not the year-25 maximum.
- Do not send CHF 193,893 as the total for a new hire. That figure is the Funktionsstufe 13 year-25 maximum from 1 April 2026. At zero usable experience the high band stops at CHF 155,115. Bonus and pension are not inside either number. One million francs funds 6.45 seats at CHF 155,115 and 5.16 seats at CHF 193,893. State which wage you mean, and state it as base or as total.
- Do not add a 13th month on top of a Jahreslohn. The city figure is already thirteen payments. A letter that is silent will be read both ways. The industrial file below copied a year-25 maximum as twelve months and then added a thirteenth. The counter-offer was a bonus.
- You will not find a peer general counsel’s cash in the annual report. Article 734a prints the committee and the highest-paid member. Budget the seat from the city band plus the lines the band omits, not from a chief-executive total of CHF 14,921,193. That UBS figure is not a counsel wage.
- The clock on this desk is 4 to 7 months. Median offer to acceptance is 15 working days. Counter-offer incidence on 12 closed searches over three years is 31 percent. Completion on those 12 is 93 percent. The fee, if you instruct a search, is retained only.
We matched the year-25 maximum of Funktionsstufe 13 and still lost the first name to a bonus the city scale does not print.
CHF 257,457 is the ceiling in force. About CHF 296,000 is not.
The 20 May 2026 city release puts a higher top into consultation. An offer written against the ordinance still meets the ceiling the year-2000 vote indexed.
The same release states that a year-2000 initiative still caps pay at CHF 257,457, so the printed maxima of Funktionsstufe 17 and Funktionsstufe 18 are cut to that cap once the band would exceed it. At zero usable experience the cap has not yet bound: Funktionsstufe 18 still runs from CHF 194,102 to CHF 237,236, about $233,000 to $284,700, which is 5.15 seats at the floor and 4.22 seats at the high. The cap is not a counsel salary.
Two minima sit on different instruments and neither is a counsel wage. Article 51 of the personnel ordinance sets a personnel minimum of CHF 57,490 a year from 1 April 2026, about $69,000, or 17.39 seats per million francs. It floors Funktionsstufen 1 through 4. Separately, voters on 18 June 2023 approved a private-employer minimum of CHF 23.90 an hour, with 69.43 percent in favor. The Federal Supreme Court, in case 2C_28/2025, upheld the municipal rules on 12 May 2026. Holiday pay is not inside the CHF 23.90. The city says the start date is still open. That hourly floor is not annualized here, and it is not a Funktionsstufe.
The bars are seat counts at zero-experience wages the decoder does not use. Funktionsstufe 10’s zero-experience high is CHF 117,416 (8.52 seats, about $140,900). Funktionsstufe 12’s zero-experience floor is CHF 115,883 (8.63 seats, about $139,100). Funktionsstufe 16’s zero-experience floor is CHF 164,821 (6.07 seats, about $197,800). Funktionsstufe 16’s zero-experience high is CHF 201,448 (4.96 seats, about $241,800).
The letter fails when a year-25 maximum is treated as a new hire’s package.
The miss on this desk is a company that sends the Funktionsstufe 13 year-25 maximum as a private total, or a letter that adds a 13th month on top of a Jahreslohn.
Sartori & Partners has worked Zurich in-house searches for 5 years and closed 12 of them over three years. Completion on those 12 closed searches is 93 percent. The typical range is 4 to 7 months. The median from offer to acceptance is 15 working days. Counter-offer incidence is 31 percent. Of those 12, 5 were head-of-legal seats. The interview readings come from the same 250 structured interviews with Zurich counsel. Segments inside that set are not a second cohort.
Inside that interview set, 61 of 90 bank and insurer counsel, over 24 months, named the 13th salary as the line a foreign offer either drops or counts twice. Inside the same set, 28 of 40 heads of legal, in the twelve months to September 2026, would not move for a base inside the Funktionsstufe 13 year-25 maximum of CHF 193,893. A general counsel at a SIX-listed insurer in Zurich put the month-count in one sentence: “The Jahreslohn is already thirteen payments. The first draft treated it as twelve and added another.” A head of human resources at a Zurich private bank described the failed first offer: “We matched the year-25 maximum of Funktionsstufe 13 and still lost the first name to a bonus the city scale does not print.”
Two files, described by role only. A SIX-listed insurer in Zurich hired a sanctions counsel in 22 weeks, inside the 4 to 7 month range. The letter stated the base as thirteen payments and separated the bonus before the shortlist went out. A privately held industrial group in Zurich priced a commercial counsel at the Funktionsstufe 12 year-25 maximum of CHF 177,043, treated that figure as twelve months, and then added a thirteenth. The counter-offer was a bonus. The letter was rewritten. The file still closed in month 7. Both files are among the 12 closed searches.
The firm has made 400+ placements since 2017 (230+ in-house). The Zurich line’s 12 closed searches over three years sit inside that record. The firm maps 1,480,000+ lawyers. What that map does not supply is a listed Zurich general counsel’s cash. Article 734a is why.
Searches are retained only. The fee is 25 to 30 percent of first-year total compensation, and the retainer is 30 percent of that fee. A general-counsel, chief legal officer, or chief compliance officer placement carries a 12-month guarantee. Other in-house placements carry six months. Those terms are firm-wide. They are not a Zurich wage. The company that wants the hire inside the 4 to 7 month range writes four lines before the first approach: the base, whether that base is twelve months or thirteen, the bonus, and the pension.
If you are the company putting this lawyer on a Zurich payroll, the next conversation is a search brief. The in-house and general counsel recruiting desk runs that brief. A first general counsel sits on first general counsel. Replacement of a sitting general counsel sits on GC succession. The research method is on the methodology page. To open the conversation, use contact or talk.

- Base, and which year of the scale Zero usable experience and year 25 are different wages. Name the currency, name the experience year, and say the number is base.
- Twelve months or thirteen The city Jahreslohn is already thirteen payments. The letter has to say whether it is copying that total or paying twelve months and a separate thirteenth.
- Bonus and pension The lines a city annual wage does not print, and the lines a counter-offer usually moves. Leave them out and the first name prices them in.
Zurich in-house counsel salary: common questions
What is an in house counsel salary Zurich figure in 2026?
At zero usable experience, City of Zurich Funktionsstufe 13 runs from CHF 126,912 to CHF 155,115. That is the annual wage in Lohnskala No. 1, in force on 1 April 2026 after Stadtrat decision No. 946 of 18 March 2026. The year-25 maximum on the same step is CHF 193,893. At 1 USD = 0.8332 CHF on 7 October 2026, the zero-experience ceiling is about $186,200. The Jahreslohn is already thirteen monthly payments. The scale does not name an in-house counsel post.
How many in-house counsel seats does CHF 1 million fund in Zurich?
One million francs funds 6.45 seats at the Funktionsstufe 13 zero-experience ceiling of CHF 155,115, 7.88 seats at the floor of CHF 126,912, and 5.16 seats at the year-25 maximum of CHF 193,893. At the city wage ceiling of CHF 257,457 it funds 3.88 seats. At the UBS Group CEO total for 2025, CHF 14,921,193, it funds 0.07 of one package, and that package is not a counsel wage. Dollars use 1 USD = 0.8332 CHF on 7 October 2026.
Does the Zurich city Jahreslohn already include a 13th month?
Yes. The city pays 13 monthly salaries, with the 13th paid in November, and the hourly wage already includes that month. Lohnskala No. 1 prints monthly figures as one thirteenth of the Jahreslohn. One thirteenth of the Funktionsstufe 13 zero-experience ceiling is CHF 11,931.92, rounded to the rappen. Twelve of those months are about CHF 143,183. Adding a thirteenth on top of CHF 155,115 comes to about CHF 167,047, which counts the month twice. Canton of Zurich class tables label the same inclusion in words. Those cantonal ranges are not reprinted here.
Why is a Zurich general counsel missing from the remuneration report?
Article 734a of the Code of Obligations requires the executive committee in aggregate and only its highest-paid member by name and function. The UBS Group annual report for 2025 prints the Group CEO at CHF 14,921,193 and all Group Executive Board members together at CHF 145,342,383. The Group Executive Board had 15 members at 31 December 2025, including a Group General Counsel. The report does not print that seat’s cash. Zurich Insurance Group’s 2025 annual report prints the chief executive at CHF 10.39 million and the executive committee at CHF 57.67 million. A general counsel who is not the highest-paid executive is not individually priced. SIX Directive point 5.3 sends issuers outside Articles 620 to 762 to the same model.
How long does a Zurich in-house counsel search take to close?
A Zurich in-house search on this desk typically runs 4 to 7 months, with a median of 15 working days from offer to acceptance. Sartori & Partners has worked Zurich in-house searches for 5 years and closed 12 of them over three years, at a completion rate of 93 percent. Counter-offer incidence on those closed searches is 31 percent. A SIX-listed insurer in Zurich hired a sanctions counsel in 22 weeks. A privately held industrial group in Zurich closed a commercial-counsel file in month 7 after the letter was rewritten. The firm-wide in-house record since 2017 is 400+ placements. The Zurich 12 are the city subset of that record.
How does the city wage scale differ from the canton of Zurich scale?
Both instruments include a 13th month in the annual figure. The canton labels that inclusion on the class table. The city shows it by dividing the Jahreslohn by 13 and by paying the 13th salary in November. City Funktionsstufe 13 at zero usable experience runs from CHF 126,912 to CHF 155,115 a year. Cantonal class tables are on the Zurich legal-market page. The general-counsel reading of the cantonal classes is on the general counsel salary Zurich 2026 page. National titled averages, and Article 167a of the Civil Procedure Code, sit on the Switzerland in-house salary page.
The Lohnskala, Article 734a, and the Zurich research program.
City wages come from Lohnskala No. 1, in force on 1 April 2026. Listed-company totals come from the 2025 compensation reports. Seat counts and dollars are arithmetic on those inputs at the Swiss National Bank rate of 7 October 2026.
