Law Firm Partner Salary Abu Dhabi 2026

The 2026 Abu Dhabi partner is still priced as a Dubai leftover. The work sits in ADGM. This page is for the partner who earns that figure and the firm or company that pays or matches it.

The dated 2026 number is not a take-home.

Abu Dhabi still prices many 2026 partners as a Dubai leftover. Across 250 structured interviews with Abu Dhabi partners and counsel, 61 of the 94 sitting as ADGM-seated partners over a 24-month window told Sartori their cash still referenced a Dubai lockstep or a London or New York PEP conversion rather than an Abu Dhabi office P&L. A company matching a law firm partner salary Abu Dhabi package is matching ADGM counsel — funds, projects, FSRA — not a satellite.

Lens 01 · The leftover The directory split Abu Dhabi from Dubai. Compensation mostly has not.

Chambers Global 2026 now publishes a dedicated Corporate/M&A: Abu Dhabi-based individual table, separate from the Dubai-based table and from the UAE-wide firm ranking. That is the directory admitting the seat is no longer a satellite. Cash is slower to follow. Ranked in Abu Dhabi. Priced from elsewhere.

The 2026 number the market did publish is ADGM capital, licenses and courts. The 2026 number it did not publish is the partner’s drawing. The seat is broken down below.

02 The leftover

Abu Dhabi ranked the seat. Cash still copies another city.

Chambers Global 2026 did what compensation has not: it printed an Abu Dhabi-based Corporate/M&A table. The partner who earns the 2026 figure, and the general counsel who matches it, are still being shown a Dubai leftover.

Priced from elsewherePriced from the seat

  1. Dubai leftover A lockstep rung or PEP conversion, billed as Abu Dhabi coverage. The work has moved. The cash has not.
  2. Dual-desk English-law ADGM partner plus an onshore advocate. Two credentials, two pay conversations, one client.
  3. ADGM-native A physically present managing partner on Al Maryah, sitting on funds, projects, FSRA and ADX work.

Chambers Global 2026 now runs a dedicated “Corporate/M&A: Abu Dhabi-based” individual ranking covering public-company and private-equity work, separate from the Dubai-based table and from the UAE-wide firm table. UAE-wide Corporate/M&A Band 1 in that same edition is A&O Shearman, Clifford Chance, Freshfields, Gibson Dunn and White & Case — all with documented Abu Dhabi and/or Dubai offices. Band 2 is Ashurst Perkins Coie, King & Spalding and Linklaters. That split is the directory’s admission that the Abu Dhabi seat is no longer a satellite. White & Case’s own Chambers review, in the same cycle, puts corporate and M&A specialist work typically from Dubai and real estate and energy mandates mostly from Abu Dhabi. Neighbouring-geo lockstep is named here for contrast; it is not the map this page is matching.

The 2025 opening wave made the same point in headcount rather than in a directory. Skadden announced its first Middle East office, in ADGM, on 9 January 2025. The Global Legal Post reported on 19 May 2025 that Paul Hastings had hired seven energy and infrastructure partners across Abu Dhabi, Paris and London since 1 April 2025, six of them from White & Case, and had chosen Abu Dhabi rather than Dubai for the Middle East hub. Greenberg Traurig opened its 50th global office in Abu Dhabi on 1 October 2025, with two Latham & Watkins partners as co-managing shareholders in financing and restructuring and in M&A and private equity; the same Global Legal Post piece, citing American Lawyer data, put Greenberg Traurig’s 2024 revenue at more than USD 2.6 billion and profit per equity partner at just over USD 2.6 million. That PEP print is a firmwide profitability average. It is not an Abu Dhabi take-home, and it is not used here as one.

Law.com reported on 14 April 2026 that Am Law 100 profits per equity partner were up 14.0 percent in 2025, the 2026 ranking on 2025 performance. That, too, is a US-cohort average. An equity partner salary conversation that starts from that print and then “adjusts for Abu Dhabi” is still a leftover conversation. The partner who actually sits on Al Maryah is being paid for ADGM funds, FSRA permissions, ADX follow-ons and GRE capital — or is being underpaid relative to that seat because the lockstep still lives in another office.

Across the same cohort, a practice chair at a US elite ADGM office told us the eight-year managing-partner gate ended the fly-in: the registered office now has to hold a partner-grade body, not a visiting origination story. That is the uncomfortable half of the leftover. Firms that treated Abu Dhabi as a coverage city now have a statutory reason, dated 28 October 2025, to put a partner on the island. Companies that still match as if the partner commutes in are matching last year’s license.

For the partner who earns the figure, the leftover shows up as origination credit that still posts to another office’s matter-number series, and as a points conversation that treats Abu Dhabi as a hardship posting rather than as a P&L. For the general counsel who matches it, the leftover shows up as an offer letter that copies a lockstep rung and then adds housing. Neither reader is helped by a converted PEP. An equity partner salary print from a US ranking is a profitability average for a different partnership. A salaried partner package on Al Maryah is a presence cost plus a book that has to survive FSRA, ADGM Courts and the GRE panel. Those are different instruments. Mixing them is how a leftover package gets written.

The eight-year gate ended the fly-in.
On the leftover
03 Who pays it

Two buyers. One figure. Neither is a leftover.

The 2026 figure is earned on a partnership ledger or matched in-house as chief legal officer, general counsel or head of legal. The desks do not share a title. They share the seat.

Partnership ledgerCompany payroll

  1. Law-firm partner US elite, Magic Circle, international full-service or regional UAE firm. Title is partner. Cash is drawings or a salaried partner package.
  2. GRE and bank in-house Chief legal officer, legal director, senior legal counsel. Title is not partner. The package is what matches one.
  3. Fund and family-office GC A thin desk at launch that still buys the law-firm partner, then hires a general counsel once the license is live.

The partnership ledger that pays the 2026 Abu Dhabi partner is no longer a coverage line in another UAE office. It is an ADGM P&L with a managing-partner gate on it.

Law Middle East reported on 2 April 2026 that after a second internal promotion since launch, Skadden’s Abu Dhabi office had four partners, one counsel and seven associates — a band of roughly 12 fee-earners — and had moved from ADGM Square to the 28th and 29th floors of Al Sila Tower in November 2025. Paul Hastings’ Abu Dhabi office page places the firm on the 13th floor of Al Maqam Tower, ADGM Square, with a practice focus of M&A, large-scale project development and construction, and debt and project finance, for sovereign wealth funds, asset managers, banks and global corporates. Those are launch benches, not mature locksteps. A newly made-up ADGM partner is not sitting on a Greenberg Traurig-style firmwide PEP of just over USD 2.6 million; that figure, reported by The Global Legal Post on 1 October 2025 citing American Lawyer, is global economics, not an Abu Dhabi drawing.

Regional firms supply the onshore layer the international offices cannot. Law.com International’s 2025 largest-Middle-East-firms table, published 23 June 2025 and recapped the same day, put Al Tamimi & Co first, with more than 580 lawyers across 17 offices in ten countries and Middle East revenues in the USD 150–200 million band. Clyde & Co, White & Case and A&O Shearman sat in the USD 100–150 million band. Those are regional revenue bands, not Abu Dhabi office P&L and not partner drawings. They are the scale against which a regional equity partner salary is actually set, and they are the firms that still hold the advocate who can plead onshore.

IFLR 1000 2026 ranks UAE banking, projects, M&A, financial-services regulatory and capital markets with both Abu Dhabi and Dubai seats. Chambers Middle East-wide Projects & Energy Band 1 in the 2026 cycle is A&O Shearman, Clifford Chance and White & Case. The practice labels that created partner seats in 2025 and 2026 were Corporate/M&A (Abu Dhabi-based), energy and infrastructure / project finance, investment management / FSRA licensing, financing and restructuring / private credit, capital markets, white-collar, and ADGM Courts disputes / real property. A leftover generalist is not on that list.

The company that matches a 2026 Abu Dhabi partner does not hire a partner. It hires a chief legal officer, a general counsel or a head of legal, and it pays enough to take one off a partnership ledger.

Of 86 respondents in the same cohort sitting as in-house general counsel, chief legal officer, legal director or head of legal at GREs, banks, ADGM managers and family offices over a 24-month window, 48 told Sartori they would not match a Dubai leftover package for an Al Maryah seat. A general counsel at a national-oil GRE put it without decoration: we do not match a Dubai leftover for an Al Maryah seat. That is the buyer’s test. The careers portal of the national oil group lists Legal, Compliance & Audit as a standing job family, with a Business, Arts & Law graduate stream restricted to Emirati nationals; ADNOC Global Trading Ltd is an ADGM company.

ADGM-licensed fund and asset managers are the other in-house buyer, and they arrive thin. A head of legal at an ADGM-licensed manager told us the first 18 months after permission were panel-firm months: the partner was bought, not hired, until the officer seats were filled. Single-family offices sit on a different license. ADGM’s family-offices page still states a minimum family net-asset test of USD 10 million for the single-family-office controlled activity, with incorporation at USD 5,600 and renewal at USD 5,300. Forsters, writing on 16 June 2026, restated the split that matters for matching: intra-family legal and regulatory services can sit inside the SFO activity; offering legal services as a business to third parties is a separate controlled activity. The in-house desk at an SFO is usually one to four lawyers and still buys funds, trusts, tax and disputes partners.

Listed banks and ADX issuers generate the capital-markets layer. IFLR key-client lists in the 2026 UAE chapter name First Abu Dhabi Bank, Abu Dhabi Commercial Bank, ADNOC, TAQA and EWEC. Role titles in the wild are general counsel, head of legal, and senior legal counsel, capital markets. Public bodies — the ADGM Registration Authority, FSRA, ADGM Courts registry, Abu Dhabi Judicial Department — hire legal and policy staff; those are government seats, not law-firm partner seats, and they are named here so a company does not confuse them with the figure this page is matching.

04 The seat

The 2026 number the market did publish is the capital cycle.

The partner sits on ADGM funds, projects and listing work that grew in public, dated series. A leftover package was built for a coverage city.

ADGM reported on 8 September 2026 that 1,814 licenses were issued in the first half, operational entities stood at 3,986, and financial-services entities at 392, up 27 percent from 308 at end-H1 2025. Institutions established in ADGM held more than USD 100 billion of AI-focused capital. Asset managers that set up in H1 2026 oversaw more than USD 2.1 trillion of global AUM. FSRA issued 50 in-principle approvals and 45 new Financial Services Permissions in the half. None of those series is a count of law-firm partners. They are the demand that pays one.

Sartori maps roughly 2,500 lawyers in Abu Dhabi. That file records employer and practice. It does not record drawings, and it will not be asked to invent them. The coverage is a density read: enough of a bench to run a partner search, not enough of a published cash table to skip one.

ADGM-licensed fund and asset managers, Q1 2025 through H1 2026. This is manager count, not lawyer count, and it is the cycle that makes a 2026 ADGM partner more expensive to replace than a generalist sitting in another UAE office.

Al Maryah workforce, Q1 2025

ADGM described the Al Maryah workforce as over 29,000, up 17 percent, in its 3 June 2025 first-quarter stocktake.

ADGM, 3 June 2025 ↗

The capital-markets layer is a follow-on market, not an IPO market. EnterpriseAM reported on 9 January 2026 that the UAE saw only three IPOs in 2025, while state-linked entities raised USD 4.75 billion via follow-on offerings in the first nine months of 2025, nearly triple 2024. ADX market cap rose 3.7 percent to AED 3 trillion. ADX’s own 9 February 2026 year-in-review described the first Arab-world cross-listing of NYSE-domiciled ETFs representing around USD 10 billion AUM, 21 listed ETFs, the region’s first DLT digital bond, and more than AED 52 billion of dividends captured in the FTSE ADX Dividend Stars Index. ADGM-registered entities listed on ADX were valued at more than AED 500 billion at H1 2025, per ADGM’s 8 September 2025 stocktake. Listing, follow-on and disclosure counsel for that flow sits in Abu Dhabi because the issuers and the exchange sit in Abu Dhabi.

Sovereign and GRE capital is the other origination engine. ADGM’s 3 June 2025 first-quarter stocktake cited USD 1.7 trillion of sovereign wealth capital as the access story. In December 2025 Mubadala and Aldar announced an AED 60-plus billion joint venture to expand Al Maryah Island by 1.5 million square meters of office, residential, retail and hospitality space, recorded in ADGM’s 30 March 2026 decade review. Chambers and IFLR 2026 work highlights on the same capital include First Abu Dhabi Bank’s USD 2.8 billion takeover of Network International and combination with Magnati, the Walt Disney / Miral theme-park resort in Abu Dhabi, TAQA’s AED 1.6 billion Shuweihat 4 reverse-osmosis desalination financing, and a Masdar–ReNew USD 2.8 billion take-private. Paul Hastings built the entire Abu Dhabi office thesis on energy and infrastructure sitting next to that capital. A general counsel matching a projects partner is matching that book, not a leftover corporate generalist.

05 The gates

The perimeter moved. Then the capital filled it.

Demand for the 2026 Abu Dhabi partner is a stack of dated ADGM and federal instruments, not a spillover. The leftover package collides with every layer of that stack.

LandLicense

  1. Al Reem expansion Cabinet Resolution No. 41 of 2023 put English-law ADGM onto Al Reem. Existing businesses had until year-end 2024 to convert.
  2. Courts and property A real-property rewrite, then a Real Property Division and a Fast Track, turned the extra land into English-law disputes and conveyancing.
  3. Controlled legal services From late 2025 a partner-grade managing partner has to sit in the registered office. Presence is the license.

UAE Cabinet Resolution No. 41 of 2023, dated 24 April 2023, extended ADGM’s jurisdiction from Al Maryah to Al Reem. ADGM operations on Al Reem commenced 1 November 2023; from that date new Al Reem businesses had to take an ADGM commercial license. Existing businesses held a transitional exemption until 31 December 2024. Geographic footprint: about 14.38 million square meters, described by ADGM as ten times larger. ADGM’s 3 June 2025 first-quarter stocktake recorded 600-plus new Al Reem businesses, 500-plus migrations, 1,100 new entities in the expanded jurisdiction and 3,509 new ADGM work permits issued to Al Reem businesses. That is the 2024–26 wave of licensing, dual-license and migration work. It is partner and counsel work, timed to a cliff that has already passed and still running as renewals.

After the expansion, ADGM issued a new real-property framework in 2024. Gibson Dunn, in a 4 November 2025 client alert, recorded that on 17 October 2025 ADGM Courts created a Real Property Division with exclusive Court of First Instance jurisdiction over ADGM real-property claims, and a Fast Track in the Commercial and Civil Division aimed at six-month disposal, with a USD 100,000–500,000 financial-value band among the suitability factors and typical hearings of two days or fewer. Short-term residential leases with a term under four years are aimed at two-month disposal. The reforms were framed as serving approximately 30,000 residents and 1,500 businesses. Practice Directions 15 and 16 are live. Disputes partners with ADGM Courts rights of audience are a 2025–27 hiring product. They are not a recycle of a real-estate associate from another emirate.

Commercial Licensing Regulations 2025 made legal services a controlled activity from 28 October 2025. No person may carry on legal services in or from ADGM unless licensed or exempt. New applicants need a managing partner or equivalent with at least eight years of relevant post-qualification experience, a recognized professional qualification, and good-standing membership of a recognized professional body. Ongoing conditions include professional indemnity insurance of at least USD 1,000,000 per single claim, an ADGM office, and at least one full-time qualified employee with an ADGM work permit, generally physically present in ordinary hours. An Annual Legal Services Provider Return starts from 1 January 2027, filed by end-April, covering the prior calendar year. Existing licensees had six months from 28 October 2025 for the PII and presence conditions. Law Middle East reported on 17 July 2024 that from 1 January 2025 ADGM law firms pay 37.5 percent less to renew, USD 8,000 to USD 5,000, and 50 percent less to set up, USD 10,000 to USD 5,000. The cheaper license is an invitation. The eight-year gate is the price of using it.

Federal Decree-Law No. 34 of 2022 still splits the onshore market. Only licensed advocates on the Ministry table may plead before onshore courts, the Public Prosecution and judicial committees. Legal consultants provide services through a licensed firm, on firm letterhead, signed by a registered advocate in the same firm; they may not plead, file cases, sign statements of claim, or sign fee agreements, as restated on Mondaq on 30 July 2026. Al Bayan, on 25 February 2026, citing the Ministry of Justice Lawyers Affairs Department, put 1,729 practicing lawyers on the federal roll at end-2025, of whom 1,714 were UAE nationals, with GCC lawyers up from 12 to 15. That is the onshore advocate table. It is not the international-firm partner market, and it is not a 2026 partner salary universe.

Two further instruments sit on the same island. FSRA implemented digital-asset amendments on 10 June 2025. The National reported on 8 December 2025 that a global crypto-exchange group had secured a formal FSRA license through three ADGM entities — a Recognised Investment Exchange, a Recognised Clearing House and a broker-dealer — with go-live targeted at 5 January 2026. ADGM’s H1 2026 announcement recorded that FSRA had finalized a virtual-asset staking framework and updated the AML and Sanctions Rulebook in May 2026. Markets-infrastructure work at Recognised Investment Exchange and Recognised Clearing House level is partner-grade. Dubai’s virtual-asset regulator sits next door; it is named, not explained.

The enforcement stick is already public. Khaleej Times reported on 27 March 2025 that FSRA had withdrawn a legal consultancy’s DNFBP registration for AML-rule failures over a significant period; the firm may no longer provide legal consultancy in ADGM. Prior penalties on that file were USD 10,000 in May 2021 and USD 26,000 in September 2023. The FSRA Annual Report 2025 records 37 financial penalties totaling USD 9.24 million, one DNFBP registration withdrawn, one FSP cancellation and one individual prohibition order. AML systems are a condition of staying licensed, not a pay item. They are a reason a firm staffs a qualified compliance seat in ADGM rather than covering it from another city.

Matching a leftover package against matching the ADGM seat. Neighbouring-geo lockstep is named for contrast; it is not priced here.

06 Matching the figure

Matching a law firm partner salary Abu Dhabi package

Open the file on the seat, not on a converted PEP. Sartori's Abu Dhabi partner telemetry is small, slow when presence is a fiction, and honest about what it cannot see.

We have worked the Abu Dhabi partner market for 5 years, for international and regional firms seating partners in ADGM and for the GREs, managers and family offices that match them in-house. Of 18 partner-line processes run over 36 months, 7 stalled before an offer because the candidate’s Abu Dhabi seat was still a fly-in. Those 7 never became closed searches. The closed files on this line, counted above, split across ADGM-seated funds, projects and Corporate/M&A mandates and a thinner dual-desk cut. The tail past seven months is the finding that does not flatter the method: we close slowly when the “Abu Dhabi partner” is still commuting. The 3 funds and FSRA, 2 energy and projects, and 2 Corporate/M&A seats inside the ADGM-seated closed files are the practice labels that actually moved.

Direct testimony matches the telemetry. A practice chair at a US elite ADGM office said the eight-year gate ended the fly-in. A general counsel at a national-oil GRE said they do not match a Dubai leftover for an Al Maryah seat. A head of legal at an ADGM-licensed fund manager said the first 18 months after permission were panel-firm months. Companies that call legal recruiters Abu Dhabi for this figure are usually holding one of those three briefs, not a generic partner requisition.

Three anonymized composites, tier and type only, sit inside that envelope.

US elite ADGM office, funds partner. An international firm licensed in ADGM asked for an investment-management partner to sit on Category 3C work and manager launches, reporting into a two-partner Abu Dhabi bench. The shortlist was four names, all already on GRE or sponsor work. The complication was presence: the strongest origination story was still spending three days a week in another UAE office. The file closed in five months on a candidate who would sit in the registered office full-time, with a dual-hat FSRA-licensing counsel behind them. Book verification dropped one name whose origination was still booked to a Dubai matter-number series.

National-oil GRE, legal director match. A government-related energy group asked to take a projects partner off a Magic Circle / US energy bench and seat them as legal director, reporting to the chief legal officer, on outbound infrastructure and trading-subsidiary work. The package was cash and allowance, not equity. A counter-offer arrived from the firm on day 12. The candidate accepted the in-house seat on day 19, inside the 17-day median plus a short tail. Timeline: six months, including shareholder clearance. The company matched ADGM projects work, not a leftover corporate rung.

Regional dual-desk, onshore plus ADGM. A regional UAE firm needed an English-law ADGM partner who could work with an onshore advocate on GRE joint ventures. The advocate seat was the scarce credential; the English-law partner was the scarce origination. The file ran seven months, past the typical band, because the first preferred partner failed the physical-presence condition and the second wanted a guarantee the regional P&L would not underwrite. Closed on a dual-qualified counsel promoted into the partner seat with a defined origination split. That is the slow product on this line, and it is the product Federal Decree-Law No. 34 of 2022 still requires whenever the dispute can leave ADGM Courts for the Abu Dhabi Judicial Department.

For the partner weighing the figure: ask where the cash is actually set. If the answer is a lockstep in another office, you are being paid as a leftover. If the answer is an Abu Dhabi P&L plus a managing-partner gate, you are being paid for the seat. Housing, schooling and a 0 percent personal-tax headline are real; they are not a substitute for origination credit that still sits on another matter-number series. Ask who holds the ADGM legal-services license, who is named as managing partner on it, and whether your book will be originated against an Abu Dhabi matter series. If those three answers are vague, the package is a leftover no matter what the headline says. Our equity partner salary page sets the global PEP print this market should not copy blindly; our Abu Dhabi lawyer salary page covers the rungs below partner.

For the general counsel, chief legal officer or head of HR matching it: write two specifications. One is the legal work — funds, projects, FSRA, ADX, GRE capital. The other is presence — ADGM office, work permit, managing-partner PQE, onshore advocate if the dispute can leave the island. Confusing them produces a requisition nobody can fill. Budget 4 to 7 months, and budget past that if the first shortlist is still commuting. The service view of the in-house half of this book sits on our Abu Dhabi in-house counsel recruiting page; the firm-side half sits on partner and lateral recruiting. Companies building a legal function from nothing rather than matching a partner already on a ledger should start with the first general counsel guide.

Common questions about law firm partner pay in Abu Dhabi

What is the law firm partner salary Abu Dhabi figure for 2026?

There is no dated 2026 Abu Dhabi partner cash table from a regulator, court or legal-press primary publisher. Matching starts from ADGM capital and license volumes — 13,974 active licenses and assets under management up 54 percent at H1 2026, per ADGM on 8 September 2026 — against a 0 percent personal-tax package (PwC Worldwide Tax Summaries, reviewed 9 September 2026) and an eight-year managing-partner gate that took effect on 28 October 2025. Recruiter monthly AED grids exist; they are not used here. Firmwide PEP, including the 2026 Am Law 100 average that Law.com reported on 14 April 2026 as up 14.0 percent in 2025, is a global profitability print, not an ADGM drawing.

How should a general counsel match an Abu Dhabi partner package?

Match the ADGM seat, not a Dubai leftover: 61 of 94 ADGM-seated partners in Sartori’s Abu Dhabi interview cohort still sat on Dubai- or London-referenced cash. A chief legal officer buying a funds, projects or FSRA-licensing partner is buying English-law presence on Al Maryah, a physically present managing partner, and a book that survives conflicts with the company’s panel. Housing, schooling and a tax-free headline are the comparison the candidate will run; the comparison the company should run is whether the work is ADGM counsel or a satellite of another office.

Is partner salary Abu Dhabi tax-free in 2026?

The partner’s salary remains 0 percent personal income tax, per PwC Worldwide Tax Summaries reviewed on 9 September 2026. The firm or company that pays it does not. Federal Decree-Law No. 47 of 2022, as restated on the UAE Government portal updated 30 March 2026, applies 0 percent corporate tax on taxable income up to AED 375,000 and 9 percent above, from the first financial year starting on or after 1 June 2023. Free-zone incentives continue only for qualifying free-zone persons that meet the conditions. Matching a 2026 package is still a 0 percent personal-tax conversation; it is not a 0 percent conversation for the payer’s P&L.

How long does it take to hire an ADGM partner in Abu Dhabi?

Sartori’s Abu Dhabi partner desk works to a typical 4 to 7 months; 4 of 11 closed searches over three years ran past that. Median offer-to-acceptance on this line is 17 working days, and counter-offer incidence is 38 percent. The clock that slips is not the shortlist. It is the presence test: from 28 October 2025 an ADGM legal-services licensee needs a managing partner with eight years’ post-qualification experience and a full-time qualified employee generally physically present in the registered office. A candidate whose Abu Dhabi “seat” is still a Dubai fly-in fails that test, and the file stretches.

What is the difference between an ADGM partner and an onshore Abu Dhabi advocate?

Most international-firm partners in Abu Dhabi are legal consultants, not the 1,729 onshore advocates Al Bayan reported in February 2026. Federal Decree-Law No. 34 of 2022 keeps onshore court rights with licensed advocates; legal consultants may not plead, file cases or sign statements of claim (Mondaq restatement, 30 July 2026). ADGM Courts rights of audience are a separate registration. Dual-desk hiring — English-law ADGM partner plus an onshore advocate — is the structural product, not a preference.

Should we hire the partner in-house as general counsel, or keep using the firm?

Newly licensed ADGM managers often run 6 to 18 months on panel firms before hiring a general counsel. Buy the partner as external counsel while the desk is still thin; hire in-house when the seat needs a UAE-resident officer. FSRA Category 3C fund-manager licenses already require UAE-resident officers — Licensed Director or Partner, Senior Executive Officer, Finance Officer, Compliance Officer, MLRO — as Cleary Gottlieb’s Abu Dhabi office restated on 20 February 2026. A family office licensed as a single-family office may provide legal services for the family; offering legal services as a business is a separate controlled activity.

ADGM announcements measure licenses, workforce, funds and AUM, not lawyers. FSRA counts permissions, approved persons and penalties. Chambers and IFLR rank firms and, for Chambers, Abu Dhabi-based individuals. PwC and the UAE Government state the personal and corporate tax rates. Law.com International prints regional revenue bands, not Abu Dhabi office P&L. Firmwide PEP is a global profitability average. Consultation Paper 12 of 2025 is a proposal until enacted. The official ADGM family-offices page still states a USD 10 million SFO net-asset test.

Our own numbers — the interview cohort, the mandate telemetry, the counter-offer incidence and the offer-to-acceptance window — come from the continuous research program described on our research page. That program sits on nearly 1.5 million lawyer profiles mapped globally and on quarterly survey waves running since 2019.
