Lawyer Salary in Hong Kong 2026: HKD versus London

Hong Kong does not print an NQ lockstep. London still does. The 2026 cash a lawyer earns here, and a general counsel matches, is a three-tier stack in HKD and USD: a Magic Circle trainee month, a public-sector seniority ladder, and the sterling and dollar floors those figures sit against.

Four published prints. One missing lockstep.

A general counsel matching lawyer salary Hong Kong in 2026 against London lockstep is reading the cash of one Magic Circle office of over 150 lawyers that prints a trainee month and withholds the NQ. Sartori maps about 5,000 lawyers in Hong Kong. That coverage records admission and employer. It does not record private-practice NQ cash, because no 2026 primary prints one in Hong Kong dollars.

Lens 01 · The Hong Kong print A Magic Circle trainee month, not an NQ scale.

Clifford Chance’s Hong Kong SAR careers page, accessed 11 September 2026, prints first-year trainee salary at HK$58,000 a month. Newly qualified salary is not disclosed. A month in HKD. Not a lockstep.

Hong Kong does not print an NQ lockstep. London still does. The four prints are unpacked below.

02 The 2026 contrast

The 2026 lawyer salary Hong Kong contrast, by printed tier

The assigned comparison is Hong Kong against Singapore and London, in HKD and USD, by firm tier. What the primaries actually give you is narrower than a lockstep table, and that narrowness is the fact.

Printed trainee cashUnpublished private NQ

  1. Trainee print A Magic Circle careers page that states a Hong Kong monthly figure, and a Singapore training year at the same firm. Usable in a board paper. Not an associate scale.
  2. Public rank ladder Government Counsel points, Directorate (Legal) points, and a statutory-body advertisement. Rank by rank, dated, and the only 2026 lawyer scale a Hong Kong primary will stand behind.
  3. Private NQ The band a general counsel is asked to match when a US or Magic Circle Hong Kong office quotes “market.” Not on the letterhead. Not on this page.

Start with the firm that does print. Clifford Chance’s Hong Kong SAR graduate page, accessed 11 September 2026, states first-year trainee salary at HK$58,000 a month and second-year trainee salary at HK$60,000 a month, plus PCLL tuition funding, a HK$70,000 PCLL-year maintenance allowance, conversion-exam assistance, 22 days’ annual leave, Mandarin training, medical, dental, life and pension (Clifford Chance Hong Kong SAR careers). Vacation-scheme pay is HK$15,000 for the month-long scheme. The office is described as over 150 lawyers in Hong Kong, around 22 of them trainees, with between 10 and 12 training contracts a year, recruited two years in advance. Annualized at twelve times the monthly print, that is HK$696,000 and HK$720,000. The Civil Service Bureau Master Pay Scale footnote, “About HK$7.8 = US$1,” converts those annualized figures to about US$89,200 and US$92,300 (Civil Service Bureau Master Pay Scale). That conversion is the Bureau’s own footnote, not a mid-market guess. Newly qualified salary is not on the page.

The same firm, in Singapore, prints a training lockstep. Clifford Chance Asia — the Formal Law Alliance of Clifford Chance Pte Ltd and Cavenagh Law LLP — states Practice Trainee Salary at S$115,000 a year and Trainee Associate Programme pay at S$133,000 a year, plus Part B fee reimbursement and 25 days’ leave (Clifford Chance Singapore careers, accessed 11 September 2026). Those dollars are not converted into HKD or USD on this page: no dated MAS or HKMA SGD print was found. The 2026 trainee contrast the thesis asks for is firm-published, seat-specific, and is still not an NQ table. Singapore lawyer pay as a market belongs to its own page; this page owns the same-firm print a Hong Kong general counsel is handed as if the two seats were interchangeable.

London is the lockstep a Hong Kong Magic Circle associate is compared against. Clifford Chance raised London newly qualified base to £150,000, backdated to 1 May 2024 (The Lawyer, 29 May 2024). Slaughter and May raised NQ to the same floor effective 1 September 2024, stating it had completed a review of salaries for all associates and was in line with Freshfields Bruckhaus Deringer, Linklaters, Clifford Chance and A&O Shearman (The Lawyer, 4 September 2024). That floor was still the UK Magic Circle rate on 2 July 2026, when Global Legal Post reported Macfarlanes raising London NQ from £140,000 to £150,000 effective 1 July 2026, “a move that sees it match the Magic Circle at the top of the pay scale for UK firms,” and named the Magic Circle set still at that floor. The same piece records Quinn Emanuel London NQ at £189,000 and an elite group including Davis Polk, Paul Weiss and Gibson Dunn at £180,000 (Global Legal Post, 2 July 2026). Sterling stays in sterling. A Hong Kong general counsel who converts that floor without a dated official GBP/HKD print is inventing the local band this page refuses to invent.

The US 2026 associate scale is the other lockstep a US-elite Hong Kong office is measured against, and it is measured in New York. Above the Law, on 2 June 2026, reported Milbank associate base increases of US$10,000 to US$20,000 by class year, effective 1 July 2026 (Above the Law). Bloomberg Law, on 17 June 2026, put the updated scale at US$235,000 for first-year associates through US$455,000 for eighth-year associates, adopted within two weeks by more than a dozen firms (Bloomberg Law). At the Civil Service Bureau’s about HK$7.8 = US$1, US$235,000 would be about HK$1.83 million a year and US$455,000 about HK$3.55 million. That arithmetic is labeled as arithmetic. It is not a Hong Kong print. Recruiter claims that US firms in Hong Kong pay New York are omitted. The one global sentence that is in a 2026 primary is a different instrument: Above the Law, on 27 July 2026, reported a Milbank chair memo that special bonuses would be paid “to all associates and special counsel globally,” paid on or before 31 August 2026 (Above the Law). That memo is about the summer special bonus, not the June base-scale geography. For the class-year US ladder itself, see the cited 2026 BigLaw associate salary scale.

Two other Magic Circle Hong Kong careers pages were found and do not fill the gap. A&O Shearman’s Hong Kong training-contract page prints 22 days’ leave, birthday leave, six weeks’ unpaid qualification leave, PCLL course fees reimbursed in full, a maintenance grant of HKD70,000 during the PCLL year, a HKD6,000 cash award for a first-class LLB and/or PCLL distinction, conversion-exam fees reimbursed for the first attempt, MPF, medical, life, health, dental and accident cover, a well-being allowance and a rental-reimbursement scheme (A&O Shearman Hong Kong training contract, accessed 11 September 2026). Trainee monthly cash and NQ cash are not stated. Linklaters’ Hong Kong careers home page likewise prints no HKD salary (Linklaters Careers, accessed 11 September 2026). Hong Kong does not print an NQ lockstep. London still does.

03 The public ladder

The only 2026 rank-by-rank lawyer table in this city is public-sector.

A chief legal officer matching a Department of Justice hire, or a Hospital Authority counsel, is matching a published scale. That is the solicitor salary Hong Kong a board paper can actually carry.

Entry pay for Government Counsel is Master Pay Scale Point 32, currently HK$79,410 a month, on the Department of Justice grade page and in the 1 September 2026 recruitment briefing; the 2026 exercise closed 11 September 2026 (Department of Justice Government Counsel Grade; 2026 recruitment briefing). Rank bands on the 1 April 2026 Civil Service Bureau Master Pay Scale and that briefing: Government Counsel MPS 32–44 at HK$79,410–$122,045 a month (about HK$0.95–1.46 million a year; about US$122,000–188,000 at CSB 7.8); Senior Government Counsel MPS 45–49 at HK$130,255–$150,070 a month (about HK$1.56–1.80 million; about US$200,000–231,000); then Directorate (Legal) through Law Officer DL6 at HK$293,750–$302,465 a month (about HK$3.53–3.63 million a year; about US$452,000–465,000) (CSB Master Pay Scale; CSB Directorate (Legal) Pay Scale). Housing benefits begin at MPS Point 34. Medical, dental and Civil Service Provident Fund on permanent terms sit on top. A general counsel matching a DoJ hire is matching this table, not the US$235,000 floor.

Department of Justice Government Counsel and Directorate (Legal) points in force from 1 April 2026. Annual figures are 12 × the monthly point. US dollar equivalents use the Civil Service Bureau footnote of about HK$7.8 = US$1, rounded to the nearest thousand as the briefing already does for the grade. Housing benefits begin at Master Pay Scale Point 34. Click a column header to re-rank.

Directorate floors are the bottom of each DL band on the 1 April 2026 scale; Law Officer is shown at the DL6 ceiling. Full band ranges sit in the 1 September 2026 recruitment briefing. Figures: Department of Justice and Civil Service Bureau, in force 1 April 2026.

The other 2026 cash a company can put in a paper is a statutory-body advertisement, not a market survey. The Law Society of Hong Kong circular of 2 April 2026 reproduces Hospital Authority Head Office vacancy HO2603013, Assistant Legal Counsel, Legal Services Department: pay HK$96,142 to HK$140,903 per month including Monthly Allowance (HMPS points 9 to 19); basic monthly salary from HMPS point 9 currently HK$82,330 to HMPS point 19 currently HK$119,650; up to 15 percent end-of-contract gratuity; at least five years’ post-qualification experience after admission as solicitor or barrister in Hong Kong or any commonwealth country (Law Society circular, 2 April 2026). Annualized at twelve times the all-in band, that is about HK$1.15–1.69 million a year (about US$148,000–217,000 at CSB 7.8). It is one statutory in-house seat at five-plus years, covering commercial, IT, IP, employment, clinical-trial and construction advisory. The same circular’s Hong Kong Monetary Authority General Counsel advertisement — fifteen-plus years, report to the Chief Executive — prints “a competitive remuneration package” and no cash number. That figure is omitted, not guessed.

Printed 2026 monthly cash a company can actually match, in Hong Kong dollars. The shaded band is the Hospital Authority Assistant Legal Counsel all-in advertisement from April 2026. Markers are the public-sector rungs a chief legal officer uses when the private-practice NQ is not on letterhead.

May practice Hong Kong lawMay not

  1. Hong Kong solicitor PCLL, trainee contract or OLQE, then a practicing certificate. The seat a Magic Circle or PRC firm is filling when the work is Hong Kong law.
  2. One office, two labor markets Hong Kong-law partners in the LLP, New York or English registered foreign lawyers at the next desk. A general counsel matching a US firm is matching both.
  3. Registered foreign lawyer Prohibited from practicing Hong Kong law. Under two years’ post-qualification practice of foreign law, the registrant must be supervised. A different credential, a different pay conversation.

The Law Society’s profile, updated as of 31 August 2026, is the stock, not a demand series: 13,747 members; 12,160 with a current certificate, of whom 8,402 (69 percent) are in private practice; 879 trainee solicitors; 1,785 registered foreign lawyers from 30 jurisdictions; 932 Hong Kong law firms (45 percent sole proprietorships, 43 percent two-to-five partners, 81 LLPs); 93 registered foreign law firms from 19 jurisdictions; 107 solicitor advocates (Profile of the Profession). The residual not in private practice is 3,758. The Department of Justice told LegCo on 15 July 2026 that it does not publish a corporate-legal-advisor breakdown by industry (LCQ13, 15 July 2026). Band the in-house-plus-government solicitor pool as that residual, not as a named-employer census. The Law Society Annual Report 2024 put about 30 percent of certificate-holders outside private practice at 31 December 2024; the December 2025 president’s message in Hong Kong Lawyer put in-house lawyers at about one-third of membership, up from less than 20 percent when the In-House Lawyers Committee conference launched in 2011 (The Rise of In-House Lawyers).

Foreign-lawyer architecture is the other private-practice labor market in the same building. Year-end 2024 home-jurisdiction mix among registered foreign lawyers was United States 34 percent, Mainland China 28.2 percent, England and Wales 15.6 percent (Law Society Annual Report 2024). A registered foreign lawyer is prohibited from practicing Hong Kong law and from employing or joining in partnership with Hong Kong solicitors; a Hong Kong firm may employ foreign legal consultants so long as the number of foreign lawyers is not greater than the number of Hong Kong solicitors. Rule 5: under two years’ full-time post-qualification practice of foreign law, the registrant must be supervised. First-registration fee is HK$9,000 (Information for Registration as a Foreign Lawyer). Milbank (Hong Kong) LLP, on its own office page, describes itself as the first US firm to open an office in Hong Kong, integrated US, Hong Kong and English law, focused mainly on banking and leveraged finance, capital markets, M&A and private equity, and lists partners as the Hong Kong LLP beside Milbank LLP registered foreign lawyers (Milbank Hong Kong office). That dual-qualification split is what a general counsel is matching when a US firm quotes New York scale. Chambers Greater China Region ranking “Capital Markets: Equity (International Firms), China” (accessed 11 September 2026) is a prestige table, not a pay band: Band 1 Clifford Chance, Davis Polk, Freshfields; Band 2 includes Kirkland & Ellis, Latham & Watkins, Skadden; Deacons sits as the local independent inside the international table (Chambers).

Public buyers print titles and gates. The SFC Legal Services Division advertised Senior Counsel (litigation) at ten or more years’ PQE, Hong Kong-qualified solicitor, apply by 13 May 2026, and Counsel seats at five-plus and three-plus years in the same window (SFC Senior Counsel, 24 April 2026). The HKMA Office of the General Counsel advertised Counsel on 28 August 2026, apply by 26 September 2026: report to the General Counsel, advise the Exchange Fund Investment Office on alternative investments, admitted in a jurisdiction stipulated under the Legal Officers Ordinance, at least two years’ PQE in those alternatives (HKMA Counsel vacancy). Government Counsel requires Hong Kong admission or a barrister with one year’s full-practice experience, a pass in the Basic Law and National Security Law Test, and Hong Kong permanent residence at appointment (CSB BLNST). Practice Direction N, restated in the December 2025 president’s message, is the conduct gate on the employed-solicitor seat: the obligation takes priority over conflicting employer demands, and the solicitor is not covered by the Professional Indemnity Scheme.

The associate reading this page is trying to locate a paycheck the Hong Kong office has not printed.

Inside the same Hong Kong interview cohort, 41 of 64 private-practice associates at international firms, over a 24-month window, told Sartori their Hong Kong office had not circulated a written NQ or PQE band in the last review cycle. That is not a finding about London or New York, where the lockstep is public. It is a finding about the office that employs them. The useful comparison for that lawyer is the printed trainee month they already earned, the Government Counsel ladder a peer took, and the London floor their class is measured against — with the conversion left undone until the firm puts a Hong Kong number on paper. A registered foreign lawyer in the same office is in a different conversation: Hong Kong law is off-limits, and the New York or English qualification is the product.

The general counsel is trying to put a number in a board paper the remuneration committee will not send back.

Inside that same cohort, 88 of 112 in-house counsel, general counsel and chiefs of legal over a 24-month window named the Government Counsel ladder or a printed trainee month as the only figure they could take to a board. A general counsel at a Main Board issuer put it more sharply: the remuneration committee will not accept a New York floor when the Hong Kong office will not put it on letterhead. A head of legal at a Type 9 asset manager said the funds seat is priced against SFC Counsel PQE gates and the Hospital Authority band, not against Milbank. Those two testimonies are why this page opens on printed cash and closes on a company conversation, not on a candidate slogan.

05 What prices the seat

The listing book is why you are hiring. It is not a pay table.

Equity-capital-markets, sponsor, funds and enforcement seats are the demand a general counsel is matching against Magic Circle and US-elite cash. The SFC quality brake is why more junior process headcount is the wrong response.

Hong Kong 2025 equity-capital-markets volumes (HKEX Insight, citing Dealogic, 9 February 2026) against Singapore 2025 IPO proceeds (LSEG via Malay Mail, 9 January 2026). Capital-formation, not law-firm revenue and not a salary. Singapore lawyer pay is not restated here.

HKEX Insight, 9 February 2026; Malay Mail / LSEG, 9 January 2026.

The Listing Committee Report 2025, published 16 March 2026, recorded 119 new listings, up 68 percent year-on-year, and IPO fundraising of HK$285.8 billion, more than triple 2024 (Listing Committee Report 2025). The Group 2025 Annual Report prints IPO funds of HK$286.9 billion for the same 119 listings — a different reporting basis; the two are not collapsed here. By 31 August 2026 the Exchange’s monthly report counted 2,761 listed companies and 106 newly listed in the year, with 487 new applications acknowledged in 2026 (HKEX August 2026 IPO report). Xinhua, on 4 September 2026, citing HKEX, put IPO funds in the first eight months of 2026 at HK$342.4 billion (about US$43.67 billion at Xinhua’s own 1 U.S. dollar equals 7.84 HK dollars), up 153 percent year-on-year (Xinhua). That eight-month total already exceeds the 2025 full-year Listing Committee figure of HK$285.8 billion. LSEG, via Malay Mail on 9 January 2026, compared Singapore’s 2025 IPO book with US$37.2 billion in Hong Kong’s best performance since 2021 (Malay Mail). The capital-book contrast is why a general counsel is told the two cities are interchangeable. They are not interchangeable on pay prints.

The SFC’s own 2025–26 volumes size the sponsor, listing, funds and enforcement desks. As of 31 March 2026 the Commission had received 603 new listing applications (up 282 percent), processed 726, and cleared 245 at an average 26 business days; it recorded 9,736 new SFO license applications, about 9,400 individuals and 306 corporations; 13 licensed corporations were fined HK$84.45 million (SFC Year in Review 2025-26). From TECH launch in May 2025 to March 2026: 108 applications from pre-profit biotech companies and 72 from specialist technology companies. The Companies (Amendment) (No. 2) Ordinance 2025 inward re-domiciliation regime came into operation on 23 May 2025; first-half 2026 formation volumes sit in the chart below (Companies Registry re-domiciliation FAQ). HKIAC, on 13 February 2026, reported 582 new cases in 2025 and US$16.2 billion in dispute across all arbitrations (HKIAC 2025 case statistics). From 1 January 2026 the Expedited Procedure threshold is HK$50 million, about US$6.4 million (HKIAC, 17 December 2025). These are dispute values and vehicle counts, not fee schedules.

The counter-cyclical brake is a regulator circular, not a hiring freeze. Circular 26EC4, 30 January 2026, told licensed corporations carrying out sponsor work that from 1 January to 31 December 2025 more than 460 new listing applications were received, with over 110 successful listings raising approximately HK$286 billion, and that as at 29 January 2026 there were over 420 active listing applications in the pipeline (SFC circular 26EC4). The Commission observed declining quality of draft listing documents and named over-reliance on experts and third parties, “including legal advisers,” insufficient Principal capacity, and insufficient staff with appropriate knowledge. It generally regards any Sponsor that has designated any Principal to simultaneously supervise or participate in six or more active listing engagements as lacking adequate resources unless exceptional circumstances are justified. In December 2025 the SFC and the Exchange issued a joint letter to 13 Concerned Sponsors. As at 31 December 2025, vetting of 16 listing applications remained suspended. The hiring consequence is not more junior process headcount. It is experienced Hong Kong IPO counsel and sponsor Principals who can supervise, and law-firm ECM teams that can evidence competency. TECH (6 May 2025), IPO price-discovery rules (4 August 2025), ongoing public-float rules (1 January 2026) and the six-to-twelve-month listing-application waiver (21 August 2026 to 20 August 2029) add work at named seats — ECM associates at two-to-seven years on Chapter 18A/18C, listed-company counsel on monthly float returns, sponsor-panel lawyers on longer live files. None of those instruments prints an NQ band.

Hong Kong fund-vehicle stock that employs Type 9 and trustee counsel, first half of 2026. These size formation desks. They are not a count of lawyers hired and not a pay scale.

06 How a search closes

The files that run long are the ones priced against a print that does not exist.

We have worked the Hong Kong associate market for eight years, for listed issuers, Type 9 managers, statutory bodies and international firms. Over the trailing three years we closed 23 associate searches at a 93 percent completion rate, on a typical timeline of 6 to 12 weeks.

Sartori’s Hong Kong mandate telemetry records those 23 closed associate searches over three years, a 36 percent counter-offer incidence, and a median of 11 working days from offer to signature. Of the 23, 14 were in-house seats at listed issuers, Type 9 managers, banks or statutory bodies; 9 were private-practice associate seats. Of those 14 in-house closes, 6 carried an ECM, listing-rules or funds/RA13 brief. Of the 9 private-practice files, 5 stalled at least once on a compensation assumption the Hong Kong office would not confirm in writing, and those five ran past the twelve-week end of the typical window. That last number is the one that does not flatter the desk: a specialist search does not conjure a band the employer will not put on paper. The coverage file cited in the opening records admission and employer. It does not record cash.

Two composites, anonymized, sit inside that envelope. A Main Board issuer, chief legal officer, needed listing-rules counsel at about five years’ post-qualification experience after TECH and the 4 August 2025 price-discovery rules had rewritten the disclosure the seat owns. The first budget converted the US$235,000 US floor at 7.8 and treated the product as a Hong Kong figure. We put the printed Government Counsel and Hospital Authority tables next to that conversion and asked the remuneration committee to pick a stack it could defend. The search closed in ten weeks, inside the typical window, once the band was rebuilt against public-sector cash plus a premium for Chapter 18A/18C fluency. No employer, firm or candidate is named because the engagement is a composite.

A Type 9 asset manager, head of legal, needed funds and trustee counsel who could live with Practice Direction N and an RA13 overlay. A PRC-origin Hong Kong LLP made a counter-offer on the same practice labels the April 2026 Law Society circulars were already advertising — capital markets, funds, banking. The candidate accepted inside the desk’s median offer-to-signature window. The unflattering half of the same telemetry is the private-practice stall: we cannot run a US-elite Hong Kong associate search to a twelve-week clock if the first shortlist is priced against a New York scale the office will not confirm. We have told more than one general counsel to wait for a written band or to hire against the public ladder. Some have waited. Some have insisted. The ones who insisted are the files that reopened.

The remuneration committee will not accept a New York floor when the Hong Kong office will not put it on letterhead.

07 What the number hides

Net, credentials, and a public-sector freeze under a listing boom.

Base cash is the line everyone quotes. The gates that decide who may earn it, and the tax a general counsel prices against London, sit underneath.

Hong Kong salaries tax for 2026/27 still runs progressive rates of 2 / 6 / 10 / 14 / 17 percent on net chargeable income, with two-tiered standard rates of 15 percent on the first HK$5,000,000 of net income and 16 percent on the remainder; the taxpayer pays the lower of progressive-on-NCI and standard-on-net-income (GovHK salaries-tax rates, accessed 11 September 2026). Inland Revenue Department pamphlet PAM 61(e), August 2026, puts the 2026/27 basic allowance at HK$145,000 and the married person’s allowance at HK$290,000 (IRD PAM 61(e)). A single salaries-tax payer approaches the standard-rate zone at HK$2,132,500 of annual income in 2026/27. MPF mandatory-contribution deduction cap remains HK$18,000. A Government Counsel at MPS 32 sits well inside progressive rates. A US-scale eighth-year cash figure, if it were paid in Hong Kong, would sit near or above that single standard-rate threshold. That last sentence is a tax-table reading of an arithmetic conversion, not a claim that any Hong Kong office pays the US eighth-year figure. The Linked Exchange Rate System has held a convertibility band of HK$7.75–7.85 per US dollar since 17 October 1983 (HKMA); the Currency Board review covering 23 April to 22 June 2026 recorded HKD trading 7.8289–7.8397, with Convertibility Undertakings not triggered (HKMA, 7 August 2026). CSB 7.8 is the conversion this page uses for civil-service and Clifford Chance monthly figures. Xinhua’s 7.84 is used only where Xinhua prints the USD equivalent of the eight-month IPO total.

The public-sector cash in section 03 already includes a policy choice. The Chief Executive in Council decided on a 2 percent increase for civil servants in the upper, middle and lower salary bands and the directorate for 2026–27, retrospective to 1 April 2026 (CSB GIA, 16 June 2026). Net pay-trend indicators from the Pay Trend Survey were 4.12 percent (upper), 2.64 percent (middle) and 1.17 percent (lower); the across-the-board 2 percent was not the raw PTI. The Department of Justice 2026–27 estimate is HK$2,539.1 million, with an establishment of 1,504 posts as at 31 March 2026 and a planned net decrease of 30 posts (Head 92). A listing-and-licensing boom sitting on a public-sector headcount freeze is the other half of the 2026 cycle: ECM and funds seats are hiring; the Government Counsel grade is not growing. In 2025 the Prosecutions Division conducted 1,168 cases by instructed private counsel — a measured private-bar briefing volume, not a salaried associate scale. The independent Bar, as at June 2026, had over 1,700 practicing members including 109 Senior Counsel (Hong Kong Bar Association).

Credentials decide which stack a lawyer may enter. The Legal Practitioners Ordinance requires the Postgraduate Certificate in Laws from HKU, CUHK or City University of Hong Kong before a person may become a trainee solicitor or pupil barrister. CUHK publishes 2027–28 PCLL fees of HK$49,500 (UGC-funded local), HK$214,000 (non-local UGC) and HK$242,000 (self-financed) (CUHK PCLL). The 2026 Overseas Lawyers Qualification Examination carries an application-processing fee of HK$6,600, with Heads in October–November 2026 and Head V on 17–18 February 2027 (Law Society OLQE key dates; 2026 OLQE Information Package). First practicing certificate plus membership for 2026 is HK$9,000. Unconditional practice on own account still requires two years’ bona fide employment in a Hong Kong solicitor’s practice plus, from 3 July 2023, the Mandatory Course in practice management (Instructions for Newly Admitted Solicitors, 2026). Those fees are gates, not salary, and they are why a New York associate does not become a Hong Kong-law associate by walking into the same office as an RFL.

Credential gates on the 2026 Hong Kong legal-pay stacks. Fees are publisher prints, not a salary. The OLQE and PCLL figures decide who may earn the Hong Kong-law associate cash a general counsel is trying to match.
Gate Who it sits on What it costs or requires Which pay stack it opens
PCLL then two-year trainee contract Intending Hong Kong solicitor PCLL at HKU, CUHK or CityU; CUHK local UGC fee HK$49,500 Hong Kong-law associate; Magic Circle trainee month
OLQE 2026 Overseas solicitor seeking Hong Kong admission HK$6,600 processing; residency limb; Heads through February 2027 Hong Kong solicitor, distinct from remaining an RFL
Foreign Lawyers Registration New York or English lawyer in a Hong Kong office HK$9,000 first registration; cannot practice Hong Kong law RFL desk; not the Hong Kong-law NQ the GC is matching
BLNST plus permanent residence Government Counsel and civil-service legal grades Pass at 10/20; HKSAR permanent resident at appointment Master Pay Scale and Directorate (Legal) cash
Practice Direction N Employed solicitor at a non-solicitor employer Current certificate; no Professional Indemnity Scheme cover In-house at funds, issuers, banks, licensed corporations

Public cash figures are employer or Civil Service Bureau prints. Capital-formation and headcount series size desks; they are not a salary. Sartori findings are the Hong Kong associate interview cohort and mandate telemetry. GBP and SGD are left in native currency.

Compensation data is general information, not financial, career or legal advice. Individual packages vary by hours, bonus eligibility, housing, tax elections and credential status. Lawyer salary in Hong Kong: common questions

How should a company read lawyer salary Hong Kong against the 2026 London lockstep?

It should not convert £150,000 into Hong Kong dollars and call that a local band. Global Legal Post reported on 2 July 2026 that London Magic Circle newly qualified base remains £150,000; no dated official GBP/HKD print was, so the sterling floor stays in sterling. The Hong Kong cash a general counsel can actually match is the printed stack: Clifford Chance trainee months, the 1 April 2026 Government Counsel ladder, and statutory-body advertisements such as the Hospital Authority’s April 2026 Assistant Legal Counsel band.

What does Clifford Chance print for Hong Kong trainee pay in 2026?

First-year trainees at HK$58,000 a month and second-year trainees at HK$60,000 a month, on the firm’s own Hong Kong SAR careers page accessed 11 September 2026. Annualized at 12 × monthly that is HK$696,000 and HK$720,000, or about US$89,200 and US$92,300 at the Civil Service Bureau footnote of about HK$7.8 = US$1. Newly qualified salary is not disclosed on that page. The same firm’s Singapore training program prints S$115,000 then S$133,000 a year; those dollars are not converted here.

What is the 2026 Government Counsel salary in Hong Kong?

Entry pay is Master Pay Scale Point 32 at HK$79,410 a month from 1 April 2026. The Department of Justice grade then runs Government Counsel MPS 32–44 (about HK$0.95–1.46 million a year), Senior Government Counsel MPS 45–49 (about HK$1.56–1.80 million), then Directorate (Legal) points through Law Officer DL6 at HK$293,750–$302,465 a month (about US$452,000–465,000 a year at CSB 7.8). Housing benefits begin at MPS Point 34. This is civil-service legal-grade cash, not Magic Circle lockstep.

What should a general counsel budget for in-house counsel in Hong Kong?

Budget against printed public-sector cash: the Hospital Authority advertised Assistant Legal Counsel at HK$96,142 to HK$140,903 a month in April 2026. That all-in band, including Monthly Allowance, is for five or more years’ post-qualification experience. A chief legal officer matching a Department of Justice hire is matching the Master Pay Scale, not the US$235,000 US floor. In-house at a non-solicitor employer still sits under Practice Direction N and a current practicing certificate if the lawyer is acting as a solicitor.

How long does a Hong Kong associate search take at Sartori?

Typical time-to-fill is 6 to 12 weeks, with a median of 11 working days from offer to signature, across 23 closed Hong Kong associate searches over three years. Completion on that desk is 93 percent. Counter-offers landed on 36 percent of those files. The searches that ran past twelve weeks were the private-practice files that had to rebuild compensation after the Hong Kong office would not confirm a band in writing.

Does the US$235,000 Milbank scale apply in Hong Kong offices in 2026?

No 2026 primary prints a Hong Kong match to the US$235,000 Milbank floor. Bloomberg Law, on 17 June 2026, described the updated scale as starting at US$235,000 for first-year associates and topping out at US$455,000 for eighth-year associates, effective 1 July 2026 in the US market. At CSB 7.8, US$235,000 is about HK$1.83 million a year — arithmetic, not a Hong Kong print. Above the Law, 27 July 2026, recorded a Milbank special-bonus memo payable “to all associates and special counsel globally”; that sentence is about the summer bonus, not the June base-scale geography.

Matching a Hong Kong legal seat to a printed number?
