Salary · Hong Kong in-house
In-house counsel salary in Hong Kong, 2026.
Four 2025–26 cash cells are public at counsel and senior-counsel rank, all at statutory bodies, in Hong Kong dollars and a dated US-dollar conversion. That is the table. Head of legal did not print. Private-company counsel did not print. This page is for the lawyer who earns the row and the company that has to pay it.
Hong Kong printed four in-house cash cells. Everything else is a negotiation.
A company asking what in house lawyer salary Hong Kong looks like in 2026 is counting the cells that actually printed a Hong Kong-dollar number, not averaging a market that has not published one.
The 2025 and 2026 Law Society Yellow Pages circulars, plus the employer careers pages they point to, are the primary documents. A range attached by a job board to the same advertisement is not a cell. Print, or it is not on this page.
Sartori maps roughly 5,000 lawyers across Hong Kong. That file records admission and employer. It does not record in-house cash, because no public register does. The four printed rows are below.

The printed in house lawyer salary Hong Kong table
Four rows, two employers, one conversion. Annual figures are twelve times the monthly cell. US dollars are arithmetic on the Civil Service Bureau print, labeled as such.
The Competition Commission, an independent statutory body under the Competition Ordinance (Cap. 619), put three starting points on three Law Society circulars in December 2025, February 2026 and June 2026. Each prints a two-year fixed-term contract, a 10 percent cash allowance on basic and a 15 percent contract-end gratuity. The Hospital Authority Legal Services Department advertised Assistant Legal Counsel on 26 March and 2 April 2026 as an all-in band on Hospital Authority Master Pay Scale points 9 to 19; the basic HMPS 9–19 range is currently HK$82,330 to HK$119,650. That seat is five or more years after admission, with a preference for intellectual property and data privacy. It is not a head of legal, and it is not a market survey. The four rows sit in the table; US dollars on the axis below are the same cells converted at CSB 7.8.
| Rank | Employer | Posted | PQE | Monthly HKD | Annual HKD | Approx. USD | On top of basic |

What these rows measure: four statutory-body starting points, not a private-company median. Four printed cells. Everything else is a negotiation.
Professional, scientific and technical activities median, annualized
2025 Annual Earnings and Hours Survey median monthly wage HK$28,900, times 12, converted at CSB 7.8. Not a counsel series. The floor a printed statutory-body cell sits above.
C&SD AEHS 2025, released 23 March 2026 ↗Four printed cells. Everything else is a negotiation.
The seat sits at a non-solicitor employer. Cash is a different question.
A 2026 Hong Kong in-house counsel is employed by a company, a statutory body, a university or a government-owned investor, not by a law-firm practice group. Most of those employers advertised the title. Two of them advertised the cash.
Statutory regulators
Competition Commission Legal Division; SFC Legal Services Division; HKMA Office of the General Counsel, including Counsel posted to the Exchange Fund Investment Office; MPFA legal with an explicit junior-counsel reporting line.
Statutory operators
Hospital Authority Legal Services Department at Head Office; Housing Authority Legal Service Sub-division with construction law, lands and conveyancing, and civil advisory and claims sections.
Listed and licensed companies
Main Board real-estate groups; bank Legal and Compliance desks covering custody, lending, cash, trade and fintech; a mainland state-owned enterprise Hong Kong legal desk.
Universities and patient capital
CityU Legal Counsel Office reporting to a General Counsel; CUHK newly established Legal Office led by a Senior Legal Counsel; Hong Kong Investment Corporation Limited, wholly owned by the HKSAR Government.
Start with the regulators. The Competition Commission Staff Committee proposes remuneration for posts below Chief Executive Officer; the three Legal Division cells above are the result. The Securities and Futures Commission, on a structure page last updated 31 August 2026, seats an Executive Director, Legal Services on the Board. That division advertised Counsel (3+ PQE, 7 August 2026) and Senior Counsel (10+ PQE, 24 April 2026) for Magistrates’ Court, High Court, Market Misconduct Tribunal and Securities and Futures Appeals Tribunal work. Neither printed a Hong Kong-dollar number.
The Hong Kong Monetary Authority organization chart, last revised 17 August 2026, puts a General Counsel in the Chief Executive’s structure with four Deputy General Counsel posts. Counsel to the Exchange Fund Investment Office, last revised 28 August 2026, asks for two or more years’ PQE and prints no cash. The March–April 2026 General Counsel advertisement asked for fifteen or more years’ PQE. On 4 September 2026 the HKMA announced a General Counsel appointment at Executive Director rank effective 12 February 2027. The cash on that succession is not on this page; the general counsel salary Hong Kong question is a companion piece.
Statutory operators run standing legal departments. The Housing Authority Legal Service Sub-division, on the government telephone directory last updated 11 September 2026, bands on the order of one assistant director, three senior legal counsel, and about eight legal-counsel posts, of which Civil Advisory and Claims 2 is listed vacant. No cash is attached to the directory.
Universities and government patient capital advertised the seat without the number. City University of Hong Kong Legal Counsel, Ref. R/143/26, May 2026: Legal Counsel Office expanding, six or more years’ PQE, Chinese Mainland, Hong Kong or commonwealth admission. Chinese University of Hong Kong Senior Legal Counsel, newly established Legal Office, closing 4 April 2026: ten or more years’ PQE, Hong Kong admission. Hong Kong Investment Corporation Limited, wholly owned by the HKSAR Government, states initial capital for deployment of HK$62 billion; its Legal Counsel ads printed a competitive package and no cash.
Listed and licensed employers complete the blank. HKR International Limited (HKEX 00480) advertised Senior Legal Counsel on 21 May 2026 at 10–12 years’ PQE on Hong Kong real-estate matters, no HKD figure. Bank of China (Hong Kong) Limited advertised Legal Counsel / Senior Legal Counsel in Legal & Compliance at eight or more years’ PQE, with Mandatory Reference Checking if the role is in-scope. A mainland state-owned enterprise Hong Kong vehicle advertised Senior Legal Counsel / Senior Legal Manager in the 7 May 2026 circular, no cash printed.

An employed solicitor, a practising certificate, and a PQE gate that actually printed.
The in-house seat is a regulatory location before it is a payroll line. Practice Direction N tells the company what the lawyer can sign. The 2026 ads tell the company which admission and which year-count the buyer actually asked for.
Employed solicitorStatutory exception
- Practice Direction N applies A solicitor employed by a non-solicitor employer, acting for that employer or a related body, holds a current practising certificate before acting as a solicitor and tells the other parties that the Professional Indemnity Scheme does not cover the work.
- Litigation and conveyancing need an unconditional certificate Or supervision by a solicitor who holds one. Conveyancing is permitted only in the scenarios the Direction lists. The in-house seat does not silently absorb a firm’s practising rights.
- The statutory-body exception The Direction does not apply where the appointment falls under Legal Practitioners Ordinance section 75(1)(a), or the lawyer is a statutory-body employee empowered by law to act in a legal capacity. HKMA Counsel cites the Legal Officers Ordinance as the admission gate.
The Law Society FAQ on in-house solicitors restates the practising-certificate gate, the indemnity-disclosure duty, and continuing professional development of 15 points per practice year (1 November to 31 October) for certificate holders. The Risk Management Education Rules do not apply to in-house solicitors. Instructions for newly admitted solicitors in the 2026 practising year put practising certificate plus membership at HK$9,000 and remind a solicitor who works for a non-solicitor employer to have regard to Practice Direction N. That is the cost of remaining able to “act as a solicitor.” It is not a salary, and a company that does not need the lawyer to act as a solicitor is buying a different seat.
Admission gates on the 2026 ads are not uniform. SFC, MPFA, HKMA General Counsel and CUHK asked for Hong Kong admission; Hospital Authority accepted any commonwealth country; CityU accepted Chinese Mainland, Hong Kong or commonwealth; Competition Commission Legal Counsel accepted common-law or EU admission while Of Counsel required Hong Kong; HKMA Counsel cited the Legal Officers Ordinance. A requisition that copies “Hong Kong solicitor, current practising certificate” onto a statutory-body seat that will not act as a solicitor has narrowed the pool for a reason the Direction does not require.
Language gates recur: English plus Chinese or Cantonese on most statutory seats; Putonghua required at CityU. Bank seats in-scope for IA, SFC or MPFA regulated activities carry Mandatory Reference Checking. External counsel does not leave the mandate — Competition Commission, CUHK and BOCHK ads all keep a liaison line. The in-house seat and the law-firm seat are complementary buyers of the same lawyer’s time in the 2026 advertisements, not substitutes.
Capital formation is not a salary. It is why the listed-issuer desk exists.
A company that is hiring in-house counsel in Hong Kong in 2026 is usually hiring into listing, funds, banking or disputes work. Those volumes are public. They do not print what the lawyer is paid.
The Listing Committee Report 2025, announced by the Exchange on 16 March 2026, records 119 new listings, up 68 percent year on year, and 133 listing applications considered against 80 in 2024, with 26 disciplinary cases and 15 review cases. The HKEX Group 2025 Annual Report puts IPO funds at HK$286.9 billion from the same 119 listings, up 226 percent, and cash-market headline average daily turnover at HK$249.8 billion, up 90 percent. Those two IPO-fund bases are not to be collapsed into one another. They size a listed-issuer legal desk: prospectus work, continuing obligations, disciplinary response. They are not a headcount and they are not a counsel salary.
The 2026 year has already overtaken that 2025 total on one measure. Xinhua, on 4 September 2026, citing HKEX, put IPO funds raised in the first eight months of 2026 at HK$342.4 billion (about US$43.67 billion at Xinhua’s 7.84), up 153 percent, with 106 newly listed companies. That eight-month total already exceeds the 2025 full-year Group annual-report IPO figure of HK$286.9 billion. The 31 August 2026 IPO applications report records 2,761 listed companies. The volume explains why a listed-issuer counsel seat is on the table. It does not price it.
Funds vehicles moved faster than calendar years. The Companies Registry recorded 389 new limited partnership funds in calendar 2025 and 406 in first-half 2026 alone, already above the prior full year (17 July 2026). The SFC Year in Review for financial year 2025–26, as of 31 March 2026, records 603 new listing applications, up 282 percent, and 2,407 Type 9 licensed firms, up 7 percent. MPFA Senior Legal Counsel, advertised 21 May 2026, sits on MPF and ORSO enforcement and on the eMPF platform. The Hong Kong International Arbitration Centre, on 13 February 2026, reported 582 new cases in 2025 and US$16.2 billion in dispute. Those volumes name the practice. They do not name the cash.
Conference headcount is not a census of paid seats. The In-House Lawyers Committee Annual Conference drew close to 600 participants on 22 October 2025 and over 500 registrants on 3 September 2026. The Law Society Annual Report 2024 put around 30 percent of practising-certificate holders as not in private practice as at 31 December 2024. The Department of Justice, answering LCQ13 on 15 July 2026, stated that the Law Society and Bar websites do not break out corporate legal advisors by industry. The ACC 2025 Law Department Management Benchmarking Report (June 2025) lists a Hong Kong sample of three participating departments; three is not a pay series, and this page does not use it as one.
When the market will not print a number, the company still has to write one.
We have worked the Hong Kong in-house market for eight years, for statutory bodies, listed issuers, licensed managers and university legal offices. Over the last three years we closed 17 in-house searches at a 93 percent completion rate, on a typical timeline of 4 to 7 months.
Public comparatorNamed cash on approach
- Pick a printed cell A compensation committee that wants a public number has four of them. Seniority, PQE and employer type decide which row is the honest comparator, not which row is the highest.
- Build the stack, not the headline Cash allowance, gratuity, medical, variable pay, and whether the lawyer must hold a practising certificate. A monthly basic without the stack is not an offer the candidate can read.
- Put the number on the first approach Unpublished cash is not a tactic. It is a delay. The candidate who has already read the Law Society circulars will not treat “competitive package” as information.
Across 250 structured interviews with Hong Kong in-house counsel and heads of legal, 68 of 91 company-side respondents sitting inside statutory-body or listed-issuer legal departments over a 24-month window named a printed statutory-body cell as the first cash comparator they would show a compensation committee. The same cohort is the base for every interview finding on this page. A general counsel at a Main Board real-estate group told us, in that window, that the committee’s first question was whether any public body had printed a number that year — and that the Hospital Authority all-in band was the only commercial-counsel figure they could put in the paper without inventing one.
Of 17 closed Hong Kong in-house searches over three years, 11 were counsel or senior-counsel seats at non-solicitor employers and 6 were head-of-legal or first-in-house seats. Nine of those 11 counsel mandates closed only after the company agreed to put a number on paper in the first approach, not the fourth. A company that will not name cash is asking the market to name it for them. The two that refused to name cash until the offer stage ran to the seven-month outer bound of the typical timeline. Counter-offer incidence on the Hong Kong in-house line is 30 percent; median offer-to-acceptance is 16 working days. A head of legal at a Type 9 licensed asset manager said they had stopped putting a range on Senior Legal Counsel advertisements after a printed figure became the floor in the next three negotiations. That is one officer’s operating rule, not a survey. It matches the disclosure pattern the 2026 ads actually show. On the earning side of the same cohort, 41 of 74 in-house counsel below head-of-legal title over an 18-month window said they could not name a peer’s cash within HK$100,000.
One finding cuts against the easy version of our own book. Three of those 17 closed files were processes we opened on “competitive package” language and lost the first-choice candidate to a statutory-body seat that had printed a number in a Law Society circular. We now refuse to approach a named candidate on a Hong Kong in-house brief without a cash figure the company will stand behind. Four of the 11 counsel mandates were also re-briefed after the first shortlist: the company had arrived with an unofficial band it then could not defend to a candidate who had read the circulars. The unofficial band is not cited here, because it is not a source. The cost of using one is.
Two anonymized composites, numbers inside the envelope. A statutory operator needed a commercial counsel at five or more years’ PQE, intellectual property and data privacy on the brief, clinical-trial documentation in the mix. The printed Hospital Authority all-in band was the paper the committee would sign. The search closed in five months, inside the typical 4-to-7-month window, at a point inside that printed band, with a 15 percent gratuity on a fixed-term contract. No law-firm, hospital or candidate is named; the circular is the public evidence that the seat type exists.
A Main Board real-estate group needed Senior Legal Counsel at 10–12 years’ PQE on Hong Kong conveyancing and first-hand sales. The employer advertisement in the same season printed no cash. The committee would not match a bank rumor. It would match Competition Commission Deputy Senior Legal Counsel plus the 10 percent cash allowance the circular prints, adjusted for a listed-company bonus the incumbent already had. The search closed in six months. The incumbent employer countered; that is the 30 percent incidence, not an exception to it. The lawyer who took the seat could read the public comparator. The company that paid it could show the board a circular instead of a guess.
A company that will not name cash is asking the market to name it for them.
The monthly figure is the start of the stack, not the offer.
Allowance, gratuity, tax and the practising-certificate fee change what the lawyer nets and what the company actually spends. The four public cells all sit inside progressive salaries tax on a 2026/27 single-person table.
On the three Competition Commission cells, the circulars print a 10 percent cash allowance on basic and a 15 percent contract-end gratuity, the gratuity including 5 percent employer MPF. Arithmetic on the starting points: Legal Counsel all-in starting cash HK$68,569 a month, about HK$822,800 / US$105,500 a year before gratuity; Of Counsel HK$86,521 a month, about HK$1.04 million / US$133,000; Deputy Senior Legal Counsel HK$109,175 a month, about HK$1.31 million / US$168,000. A candidate who reads only the starting monthly figure, and a compensation committee that budgets only that figure, are not looking at the same job.
Hospital Authority Assistant Legal Counsel is already all-in: the printed band includes Monthly Allowance. Up to 15 percent end-of-contract gratuity sits on top. The Census and Statistics Department 2025 Annual Earnings and Hours Survey, released 23 March 2026 on a May–June 2025 reference, puts the all-employee median monthly wage at HK$21,200, up 3.5 percent, and the professional, scientific and technical activities median at HK$28,900, up 3.6 percent. Government employees are excluded. There is no solicitor or in-house cut. The Competition Commission Legal Counsel starting cell of HK$62,335 a month sits at roughly 2.2 times that professional median; it is a floor comparison, not a market rate for counsel.
Inland Revenue Department PAM 61(e), August 2026, keeps the 2026/27 basic allowance at HK$145,000 and the married person’s allowance at HK$290,000. Progressive rates on net chargeable income remain 2 / 6 / 10 / 14 / 17 percent. Two-tiered standard rates, from 2024/25 onwards, are 15 percent on the first HK$5,000,000 of net income and 16 percent on the remainder. GovHK puts the point at which a single salaries-tax payer approaches the standard-rate zone at HK$2,132,500 of annual income in 2026/27. None of the four public starting annual figures reaches that threshold. The MPF mandatory-contribution deduction cap remains HK$18,000. A one-off 100 percent reduction of 2025/26 final tax, ceiling HK$3,000 per case, is a one-off; it does not reprice a 2026 cell.
HKMA and SFC all-staff movements sit next to those cells and must not be folded into them. The HKMA 2026 Pay Review, 25 March 2026, adjusted Fixed Pay of HKMA staff upward by 2.65 percent, with 1.35 percent of Fixed Pay set aside for good performers, and recorded Variable Pay equivalent to 20.04 percent of Total Pay on 2025 performance. The LegCo Financial Affairs background brief dated 2 February 2026 records a staff pay freeze at the SFC for financial year 2025–26. A Counsel or Senior Counsel hired into either institution in 2026 walks into that all-staff regime. They do not walk into a printed counsel cell.
Read the circular, not the rumor. The public number is the only number a counter-offer from a statutory body will be built on.
- Start with the monthly cell, then add the stack. Ten percent cash on the three Competition Commission starting points is not a bonus. It is printed as cash allowance. Gratuity is contract-end, not monthly.
- Check whether you must hold a practising certificate. If the seat will act as a solicitor, budget HK$9,000 for the 2026 certificate plus membership and 15 CPD points. If it will not, Practice Direction N may not be the gate the advertisement implies.
- Do not treat a blank bank ad as a higher band. SFC Counsel, last updated 7 August 2026, asked you to state current and expected salary. That is a negotiation, and the negotiation is easier if you can point at a printed statutory cell.
- Tax is progressive on these four starting points. None of them reaches the 2026/27 single-person standard-rate threshold of HK$2,132,500. Net is not gross, and it is not a 15 percent haircut either.
The compensation committee can be shown four circulars. It cannot be shown a private-company median, because one was not published.
- Pick the comparator by PQE and work, not by title inflation. Deputy Senior Legal Counsel at the Competition Commission is a 6+ PQE litigation cell. It is not a head of legal, and using it as one will overpay a counsel seat or underpay a GC seat.
- Budget the stack. Cash allowance, gratuity, medical, dental, provident fund, and — at licensed corporations — variable pay the MPFA joining page describes as discretionary and performance-linked. The monthly cell is the smallest number in the paper.
- Name the cash on the first approach. Nine of 11 counsel mandates we closed in three years required it. The two that waited until offer stage used the whole 4-to-7-month window and then some.
- Expect a counter-offer on three in ten. Hong Kong in-house counter-offer incidence is 30 percent. Statutory-body incumbents can point at a circular. Listed-company incumbents can point at variable pay. Price the defense before the offer goes out.
Write the number the circular would have written.
The company controls the requisition, the cash figure and whether the lawyer must hold a practising certificate. It does not control a market that has chosen not to publish the rest of the table.
A general counsel, chief legal officer or head of HR filling a Hong Kong in-house counsel seat in 2026 has a short list of decisions that actually move the search. Whether the lawyer will act as a solicitor, and therefore whether Practice Direction N and a current practising certificate apply. Which admission the work needs — Hong Kong, commonwealth, Chinese Mainland, common-law or EU, or a Legal Officers Ordinance jurisdiction — because the 2026 ads do not agree. Which printed cell is the honest comparator for the PQE and the work, and which stack (cash allowance, gratuity, variable pay) the company will actually pay. Whether the first approach carries a number. Those four questions fit in an afternoon. Leaving them for the offer letter is how a counsel search uses seven months to discover what a circular already said.
The civil-service legal grades are the other public cash a company matching a statutory-body counsel is also bidding against. Entry Government Counsel on the Department of Justice grade page is Master Pay Scale Point 32, currently HK$79,410 a month from 1 April 2026. That ladder is a market-page fact, owned by the Hong Kong legal market article, and the all-lawyer view of it sits on lawyer salary in Hong Kong, 2026. It is named here once, as a bidding constraint, not as this page’s table. A company that prices a commercial counsel seat as if Government Counsel did not exist is pricing against half of the public cash.
We close Hong Kong in-house searches on that basis: 17 closed files in three years, 93 percent completed, 4 to 7 months typical, 16 working days from offer to acceptance. The service view of the same book is in-house counsel recruiting, and the city search is legal recruiters in Hong Kong. in-house counsel recruiting. The Hong Kong hiring brief, covering employers, the practising certificate, Employment Ordinance notice and the retained clock, is in-house counsel recruiting in Hong Kong. How the research program is built — the interview cohort and the mandate telemetry — sits on the research page and in the methodology. Sartori & Partners maps nearly 1.5 million lawyer profiles globally, and the quarterly market surveys have run since 2019. The legal counsel salary Hong Kong a compensation committee can defend without inventing a band is one of the four printed cells. This page is that table.
Hong Kong in-house counsel pay: questions from both sides of the offer
What is the in house lawyer salary Hong Kong figure for 2026?
Four 2025–26 cells are public at counsel and senior-counsel rank: Competition Commission Legal Counsel starting HK$62,335 a month, Of Counsel HK$78,655, Deputy Senior Legal Counsel HK$99,250, and Hospital Authority Assistant Legal Counsel all-in HK$96,142–HK$140,903. That is the printed table; private-company, bank, fund and head-of-legal cash did not print. Annualized at 12 × monthly and converted at the Civil Service Bureau’s About HK$7.8 = US$1, the four starting points run about US$96,000 to US$217,000. None of them is a General Counsel cell.
How much does a Hong Kong company pay for senior legal counsel in 2026?
The only printed senior-adjacent cell is Competition Commission Deputy Senior Legal Counsel at HK$99,250 a month starting, advertised on 11 December 2025. With the 10 percent cash allowance the same circular prints, all-in starting cash is about HK$109,175 a month, or HK$1.31 million / US$168,000 a year before the 15 percent gratuity. MPFA Senior Legal Counsel (15+ PQE, May 2026), HKR International Senior Legal Counsel (10–12 PQE, May 2026) and SFC Senior Counsel (10+ PQE, April 2026) printed the seat and no Hong Kong-dollar figure. A company filling those titles is pricing a negotiation, not reading a table.
Why do bank and listed-company in-house ads in Hong Kong print no cash?
Seven 2026 in-house ads at HKMA, SFC, MPFA, CityU, CUHK, HKR International and Bank of China (Hong Kong) printed the seat and no HKD figure. The SFC Counsel litigation ad, last updated 7 August 2026, instead asked applicants to state current and expected salary. Across 250 structured interviews with Hong Kong in-house counsel, 41 of 74 respondents below head-of-legal title over an 18-month window said they could not name a peer’s cash within HK$100,000. Unpublished cash is the disclosure regime, not an omission in the search.
How long does a Hong Kong in-house counsel search take?
Sartori’s Hong Kong in-house desk works to a typical 4 to 7 months, and 17 closed searches over three years completed at 93 percent. Median offer-to-acceptance is 16 working days; counter-offer incidence is 30 percent. Of the 11 counsel and senior-counsel mandates inside that 17, the two that refused to name cash until the offer stage ran to the seven-month outer bound. Statutory-body seats that had already printed a number in a Law Society circular moved inside the typical window.
Does a Hong Kong in-house counsel need a practising certificate?
Yes, if the lawyer will act as a solicitor: Practice Direction N requires a current practising certificate, and the 2026 practising-certificate-plus-membership fee is HK$9,000. The Direction does not apply where the appointment falls under Legal Practitioners Ordinance section 75(1)(a) or the lawyer is a statutory-body employee empowered by law to act in a legal capacity. Certificate holders owe 15 CPD points per practice year; the Risk Management Education Rules do not apply to in-house solicitors. How should a company convert a Hong Kong in-house cell to US dollars?
Use the Civil Service Bureau’s published About HK$7.8 = US$1 on statutory-body monthly cells; the Linked Exchange Rate System has held a HK$7.75–7.85 convertibility band since 17 October 1983. Xinhua, converting HKEX IPO proceeds on 4 September 2026, used 7.84 — that rate is used on this page only where Xinhua printed the US-dollar equivalent. Do not invent a mid-market print. None of the four public starting annual figures reaches the 2026/27 single-person salaries-tax standard-rate threshold of HK$2,132,500.

The four cash cells are employer-printed starting points or all-in bands in 2025–26 Law Society circulars, converted at the Civil Service Bureau print of About HK$7.8 = US$1. Annual figures are 12 times monthly. Gratuity is contract-end and is not folded into the annualized starting cash except where the sentence says so. Not-in-private-practice counts mix government, statutory-body and company employed solicitors. AEHS medians are all-employee or industry-section figures, not a counsel series. HKEX Listing Committee listing counts and Group annual-report IPO-fund totals are different bases. ACC Hong Kong n=3 is recorded only as the reason that report is not used as a pay series.
