In house legal recruiters Hong Kong are retained when a general counsel or chief executive needs counsel who is not already looking. Sartori & Partners has completed 400+ placements since 2017 (230+ in-house), including 52 general counsel searches, and records 17 closed Hong Kong in-house searches over three years. GC searches reach a shortlist in 24 days and an accepted offer in a median of 11 weeks. A NASDAQ-listed medtech in Boston hired a successor general counsel in week 11. As of 31 August 2026 the Law Society counted 12,160 practising certificates, and HKEX recorded 106 new listings through that date.

01 — The brief answer

A Hong Kong seat is an employer, a certificate, and a notice law.

A chief executive in Hong Kong writes one description: regional experience, English and Chinese, comfortable with the regulator. The description hides the decision that actually fills the seat. Which entity employs the lawyer. Whether that lawyer must act as a solicitor, and therefore hold a current practising certificate under Practice Direction N. Whether the person being hired is leaving a contract whose notice is measured in months. Whether Cantonese is required to read the file or only to sit in the meeting. A posting collects applicants. In house legal recruiters Hong Kong are retained when the counsel the company needs is already in a job.

That is the work of in-house counsel recruiting on this desk. The firm was founded in early 2017 by Lorenzo Sartori, opened a Brussels network in 2019, and then expanded to Dubai and Riyadh. The research programme maps 1,480,000+ lawyer profiles and has run a quarterly survey since 2019. The figures in the row below are the corporate book, the same figures printed on the case studies. They are the clock a general counsel file is run against. The Hong Kong in-house line is counted separately, further down, and it includes counsel seats as well as chairs.

02 — Employers and sectors

Listed issuers hire in volume. Three public employers printed the cash.

The buyer on this desk is a company, a statutory body, or a public authority. Private-practice context for the city sits on legal recruitment in Hong Kong and on the 2026 Hong Kong legal market note. The company-side question is who was actually hiring counsel in 2026, and which of those employers were willing to print a number.

HKEX's Report on IPO Applications, Delisting and Suspensions, dated 31 August 2026, is the issuer count. At 1 January 2026 the Exchange had 2,374 companies on the Main Board and 312 on GEM, 2,686 in total. Newly listed in 2026 through that date were 104 and 2, 106 in total. Delistings were 31. As at 31 August 2026 the stock was 2,455 and 306, 2,761 in total. Applications under processing were 511. A listing file is prospectus work, connected transactions, and continuing obligations, which is how a company that has never employed counsel discovers the gap.

Banks, brokers, and licensed corporations hire on that same listing calendar. This brief does not restate a licensee census. The cash that is safe to quote is the cash an employer printed. Three 2026 Law Society circulars, read for this brief, are that print: two counsel seats and one general counsel seat. They are not a private-company pay survey. The fuller statutory table is on in-house counsel salary in Hong Kong, 2026.

Employer Seat and circular What was printed Close
Competition Commission Legal Counsel · YP-20260212 Starting basic HK$62,335 a month. 4+ years PQE. Common-law or EU admission. Two-year term. Cash allowance 10% of basic. Gratuity 15% of basic, including 5% employer MPF. Fluent English and good Cantonese. 27 February 2026
Hospital Authority Assistant Legal Counsel · YP-20260326, 26 March 2026 HK$96,142 to HK$140,903 a month, including Monthly Allowance. Basic currently HK$82,330 at HMPS point 9 to HK$119,650 at point 19, plus allowances. Gratuity up to 15% of total basic after the Authority's MPF contribution. 5+ years after admission as a solicitor or barrister in Hong Kong or a commonwealth country. Excellent English and Chinese. 13 April 2026
HKMA General Counsel · same circular Admitted in Hong Kong. 15+ years PQE, in-house and in private practice. Reports to the Chief Executive. Financial regulation, banking, company and commercial work, governance, and management of a legal team. Excellent English. Cantonese and Putonghua an advantage. Package described as competitive. No Hong Kong-dollar figure. 11 April 2026

A statutory body and the Hospital Authority printed monthly cash. The Monetary Authority printed a general counsel specification and withheld the number. A listed company usually withholds it too. The search prices the seat against the nearest printed cell and against the candidate's current package, on the salary page, with the circular named.

03 — Licensing

Acting as a solicitor requires a current practising certificate. Employment alone does not.

Hong Kong Lawyer, in the Secretariat note on online renewal, reports the Law Society's monthly statistics updated as of 31 August 2026. Members, with or without a practising certificate, were 13,747. Members with a practising certificate were 12,160, of whom 8,402 (69 percent) were in private practice. Trainee solicitors were 879. Registered foreign lawyers were 1,785, from 30 jurisdictions. Hong Kong law firms were 932, of which 45 percent were sole proprietorships, 43 percent had two to five partners, and 81 were limited liability partnerships. Solicitor advocates were 107: 100 in civil proceedings, 6 in criminal proceedings, and 1 in both. The same note's renewal table shows 12,310 approved applications for the 2026 practising certificate exercise, 2,366 of them online, against 12,048 approved in 2025, 1,564 of them online. The 12,310 and the 12,160 are different bases. One is approved renewal applications. The other is members holding a certificate on 31 August 2026.

Subtracting 8,402 from 12,160 leaves 3,758 solicitors with a practising certificate who are not in private practice. That residual mixes government, statutory bodies, and companies. It is arithmetic on the two published figures. It is not a count of in-house counsel, and it is not a pool a search can call. Registered foreign lawyers sit on a separate register. A brief that says "Hong Kong lawyer" has to say which register, and whether the work is Hong Kong law.

The Law Society's in-house solicitors FAQ states the rule that decides most briefs. Section 7 of the Legal Practitioners Ordinance requires a name on the roll, no suspension, a current practising certificate, and compliance with the indemnity rules or an exemption. Paragraph 2 of Practice Direction N applies the roll, suspension, and certificate conditions before an in-house solicitor acts as a solicitor. The FAQ's conclusion: an in-house solicitor needs a current practising certificate to act as a solicitor in employment. A counsel who drafts and instructs firms, and who does not hold out as a solicitor, is a different seat. The brief should say which seat the company is buying.

  • Indemnity. An in-house solicitor is outside the Professional Indemnity Scheme under the Solicitors (Professional Indemnity) Rules, Cap. 159M. Paragraphs 3, 6, and 8 of Practice Direction N require disclosure. Employer cover is a separate question.
  • CPD. The CPD year runs from 1 November to 31 October. A current certificate means 15 CPD points, subject to exemption or suspension. Rule 9 allows a suspension for one continuous period of at least 70 days outside practice in Hong Kong. Shorter absences do not aggregate.
  • Risk-management education. Under the RME Rules, "solicitor" means practice in one's own name or in a Hong Kong law firm. The Rules do not apply to in-house solicitors. A mid-year move from a firm may raise a Rule 8 exemption. The company does not inherit an RME quota.
  • Statutory bodies. Practice Direction N does not apply to an appointment under section 75(1)(a), or to a statutory-body employee empowered by law to act in a legal capacity. Paragraph 1 of the Direction says so. An HKMA general counsel and a Competition Commission counsel are different appointments from a listed-company commercial counsel.

The Law Society's Instructions for Newly Admitted Solicitors state that the total application fee for a 2026 practising certificate and membership is HK$9,000, and that the membership fee is HK$2,500 per calendar year with no pro-rata for part of a year. The same instructions point a solicitor who works for a non-solicitor employer to Practice Direction N. A lapsed certificate cannot be presented as authority to act as a solicitor.

Conveyancing for the employer sits in paragraph 4 of the Direction. Litigation for the employer is permitted subject to paragraphs 2, 3, and 5. Neither permission makes the general counsel one of the 107 solicitor advocates. A company that needs its own employee to hold that higher-rights credential should say so in week one. A company that will instruct the Bar, or a firm, should screen for the file the hire has actually run.

04 — Notice, visa, and the two clocks

Acceptance is not a start date. The Ordinance and the visa sit between them.

Two clocks are in use, and they measure different books. Across 52 general counsel and chief legal officer searches since 2017, the shortlist arrives in 24 days on average and the accepted offer in a median of 11 weeks, with a range of 8 to 16. That clock stops at acceptance. The Hong Kong in-house line has been worked for 8 years. On that line, 17 searches closed over three years, at a completion rate of 93 percent, on a typical time-to-fill of 4 to 7 months. Median offer-to-acceptance is 16 working days. Counter-offer incidence is 30 percent. Those Hong Kong figures include counsel seats. They are not a second median for the 52 general counsel searches, and the 93 percent is not the firm-wide completion rate of 92 percent on retained corporate mandates.

The 16 working days run from offer to acceptance. The 11 weeks stop at that same event on a general counsel file. The Labour Department's FAQ on the Employment Ordinance, Cap. 57, then sets the floor. On a continuous contract the notice is as agreed but not less than 7 days, and not less than 1 month if the contract is silent. During the first month of probation, notice and payment in lieu are not required. After the first month of probation the floor is 7 days. Either party may pay wages in lieu, using average wages over the prior 12 months and excluding unpaid or partial periods. On a contract that is not continuous, the agreed period applies.

Senior contracts in listed companies and banks often agree three months or six months. The longer number sets the start date. Garden leave, where it exists, is a clause. The Ordinance does not supply a garden-leave day count, so none is invented here. Payment in lieu, where the contract and the Ordinance allow it, is priced before the candidate resigns.

A counsel without the right to work is on a second calendar. The General Employment Policy covers a professional whose skills are not readily available in Hong Kong, and it does not apply to Chinese residents of the Mainland, who fall under the Admission Scheme for Mainland Talents and Professionals. Guidebook ID(E) 991, whose form page carries a supplementary note marked 03-08-2026, requires no security objection and no serious crime, a good education normally including a first degree, a genuine vacancy, a confirmed offer the local workforce cannot readily fill, and remuneration, including income, accommodation, medical and other fringe benefits, broadly commensurate with the market. The search does not treat a processing-time heading as a start date. Notice and any visa run after acceptance.

The Hong Kong in-house research line rests on an interview cohort of 250. The closed-search count, the counter-offer rate, and the offer-to-acceptance window are mandate telemetry on that line. They are not percentages drawn out of the interviews. Where the permanent seat cannot wait on a long notice, interim cover is a different product. Across 60+ interim and fractional engagements since 2017, counted outside the 400+ placements (230+ in-house), the median from first call to start is 7 days. One published file, an interim general counsel for a Series C fintech in San Francisco, was live on day 6. That is cover while a permanent search runs. It is not a visa shortcut, and it is not folded into the 38 or into the 17.

05 — Compensation sources

Quote a circular, or say the circular printed no number.

Hong Kong cash for a private-company general counsel is not restated here as a band. In-house counsel salary in Hong Kong, 2026 holds the statutory cells and the reason a head-of-legal number is usually a negotiation. Lawyer salary in Hong Kong, 2026 is the all-lawyer view, including the civil-service grade a company is also bidding against. Law firm partner salary in Hong Kong, 2026 is the private-practice package a counsel may be leaving, which is the package a counter-offer tries to defend. Those pages carry the cash. A search uses the nearest printed cell as a comparator and names the circular.

The table is the source. Competition Commission cash is a monthly basic plus a stated allowance and gratuity. Hospital Authority cash is an all-in monthly range with a separate basic band and a gratuity. The HKMA line in the 26 March 2026 circular prints the general counsel specification and withholds the Hong Kong dollars. Converting either printed cell into US dollars, or multiplying a monthly basic into a total the circular did not state, leaves the source. When a board wants that arithmetic, it is labeled on the salary page.

Counter-offers are why the number has to travel with the first approach. On the Hong Kong in-house line, counter-offer incidence is 30 percent. A statutory-body incumbent can point at a circular. A listed-company incumbent can point at variable pay, housing, and a notice period the new employer has not priced. The 16 working days from offer to acceptance are long enough for that conversation to happen, and short enough that an unpriced defense loses the candidate inside the same window.

The fee is 25–30 percent of total first-year compensation. Thirty percent of that fee is the retainer at engagement, kept if the client cancels. GC, CLO, and CCO searches carry a 12-month replacement guarantee. Other in-house searches carry 6 months. Off-limits run 24 months on the client's legal department, and a placed lawyer is not approached while they stay. Offer acceptance on corporate mandates is 96 percent. Retained corporate mandates complete at 92 percent. Retention is 97 percent at 12 months and 91 percent at 24 months. Repeat clients or referrals are 68 percent of corporate mandates, a book that has run in 23 countries and 41 cities. The Hong Kong completion rate of 93 percent is the 17 closed searches on the local line.

06 — How a search runs

The same six steps. The Hong Kong work is in the first one.

  1. 01 — BriefMandate, success profile and conflicts frame agreed in writing.
  2. 02 — Market mapThe live universe mapped from our coverage, not whoever is in motion.
  3. 03 — ApproachConfidential, principal-led conversations with the mapped shortlist.
  4. 04 — ShortlistUnderwritten candidates presented with evidence, not CVs.
  5. 05 — OfferPackage design, references and counter-offer defence.
  6. 06 — CloseResignation, notice and the first hundred days, managed.

The blueprint names the employing entity: listed issuer, licensed corporation, statutory body, or the Monetary Authority. It records whether Practice Direction N applies or the appointment sits under section 75(1)(a). It records whether the hire must hold a current practising certificate to act as a solicitor, whether Cantonese is a reading requirement or, as in the HKMA advertisement, an advantage beside excellent English, and whether a candidate outside the local workforce is a General Employment Policy file or an Admission Scheme for Mainland Talents and Professionals file. It records the notice clause the likely leaver will serve, including garden leave. The fee letter goes with that page.

Mapping uses the research programme's profile map of 1,480,000+ lawyers, cut to people who have held the file: listing rules, an SFC licensing condition, a bank's recovery plan, a statutory investigation, or a regional headquarters reporting to London, Singapore, or Shanghai. Outreach stays blind until both sides want a conversation. For a general counsel, the published average on the corporate book is 24 days to that shortlist.

The offer is engineered against the salary page, and against the circular when one exists. HK$62,335 is a comparator for a counsel seat at the Commission's PQE. An HKMA advertisement with no dollar figure means the number is negotiated. Notice, garden leave, and any visa are scheduled before the candidate resigns. The 30 percent counter-offer rate is why the defense is written into the offer before it is spoken.

07 — Published files

The clock is real. It is the corporate book.

Seven case studies are published. Six are company-side. They show the method and the dates. The Hong Kong in-house line, 17 closed searches over three years, is not one of these files.

CORPORATE BOOK · SEPARATE FROM THE HONG KONG LINE 3 OF 7 PUBLISHED FILES

Successor general counsel, NASDAQ-listed medtech

Boston · one of 52 GC/CLO searches · blind process

Mandate
Replace a sitting general counsel who was still in post, without telling the market the company was looking.
Complication
The sitting employer counter-offered. The 12-month replacement term was already in the letter. The sitting GC was not shopped.
Outcome
A shortlist of four reached the board on day 24. The accepted offer closed in week 11. The 12-month retention checkpoint held. Full file: GC succession, Boston.

First general counsel, venture-backed SaaS

California · one of 52 GC/CLO searches · still in post at 24 months

Mandate
The board had outgrown outside counsel. The hire was the company's first general counsel.
Complication
The right people were sitting deputy general counsel in software, not partners who wanted a title.
Outcome
Shortlist on day 24. Accepted offer in week 10. In post at the 24-month checkpoint, against a programme retention rate of 91 percent at 24 months. Full file: first GC, California.

Deputy general counsel, PE-backed industrial

Houston · one of 47 deputy GC / head of legal placements

Mandate
A carve-out that needed a deputy who had already lived with a transition-services clock, and who could face a public-company cadence if the sponsor listed.
Complication
The programme deputy clock is 21 days to a shortlist and 10 weeks to offer. This file was faster, because a rumour that legal was being rebuilt would have travelled.
Outcome
Shortlist in 18 days. Accepted offer in week 8. Full file: deputy GC, Houston. The other published company files are a New York CCO, a legal-operations hire in Austin, and an interim GC in San Francisco. The seventh file is a law-firm partner search, which is not an in-house one.

09 — Questions

In-house counsel in Hong Kong — common questions

What do in house legal recruiters Hong Kong get hired to do?

In house legal recruiters Hong Kong are retained to approach counsel who are in post. Sartori & Partners has completed 400+ placements since 2017 (230+ in-house), including 52 general counsel searches. The Hong Kong in-house line closed 17 searches over three years, separate from the 52. The firm book is on the case studies. The research map is 1,480,000+ lawyer profiles.

What do general counsel recruiters Hong Kong change about the brief?

General counsel recruiters Hong Kong rewrite the brief before any name is discussed. The week-one page names the employing entity, whether the hire must hold a current practising certificate under Practice Direction N, and whether the appointment is a Legal Practitioners Ordinance section 75 role where that Direction does not apply. It also names whether Cantonese is a reading requirement, and whether a candidate without the right to work would use the General Employment Policy or the Admission Scheme for Mainland Talents and Professionals. The fee letter goes out with that page.

Which Hong Kong employers printed a counsel seat in early 2026?

Three circulars read for this brief printed a seat. Competition Commission Legal Counsel, YP-20260212, starts at HK$62,335 a month and closed 27 February 2026. Hospital Authority Assistant Legal Counsel, YP-20260326 of 26 March 2026, is HK$96,142 to HK$140,903 a month including Monthly Allowance, closing 13 April 2026. The same circular's HKMA General Counsel, reporting to the Chief Executive, prints no Hong Kong-dollar figure and closed 11 April 2026. The wider table is on the Hong Kong in-house salary page.

Does a Hong Kong general counsel need a practising certificate?

A counsel who will act as a solicitor needs one. Section 7 of the Legal Practitioners Ordinance, applied by Practice Direction N paragraph 2, requires the roll, no suspension, and a current practising certificate. The Law Society's in-house FAQ states that result. Paragraph 1 of the Direction and section 75(1)(a) leave a statutory-body appointment that the law itself empowers outside the Direction. Solicitor advocates, a separate higher-rights credential, numbered 107 as of 31 August 2026.

What notice period applies before a Hong Kong counsel can start?

The contract sets the date, inside a statutory floor. The Labour Department's guide to the Employment Ordinance, Cap. 57, states that on a continuous contract after probation, or with no probation, notice is as agreed but not less than 7 days, and not less than 1 month if the contract is silent. During the first month of probation, notice and payment in lieu are not required. After the first month of probation the floor is 7 days. Either party may pay wages in lieu. Garden leave is a contract term. The search clock ends at the accepted offer. Notice, and any visa, run after it.

How long does a Hong Kong general counsel search take, and how is it paid?

Across 52 general counsel searches since 2017, a shortlist takes 24 days and an accepted offer a median of 11 weeks. The range is 8 to 16. The Hong Kong in-house line, which includes counsel seats, runs 4 to 7 months across 17 closed searches over three years, completed at 93 percent, with offer-to-acceptance in 16 working days. The fee is 25–30% of total first-year compensation. Thirty percent of the fee is paid at engagement. GC, CLO and CCO searches carry a 12-month replacement guarantee. Other in-house searches carry 6 months.
