Hong Kong partner pay in 2026 is not the PEP you were sent.

Firm-wide Magic Circle and Am Law profits-per-equity-partner are London and New York averages. The cash a general counsel can actually match sits on the Directorate (Legal) grid from 1 April 2026, in Hong Kong dollars, with a published US dollar note.

Clifford Chance, Linklaters and A&O Shearman all released FY26 PEP in July 2026. None of those announcements, and none of the Law Gazette live Top-50 table that reprints them, gives a Hong Kong-office PEP, a Hong Kong lockstep plateau, or a Hong Kong draw. Global average. Not local cash.

02 The discard

Firm-wide PEP is a London average. It is not a Central draw.

The number that circulates in 2026 as Hong Kong partner pay is a partnership-profit average computed in another city. Treating it as local take-home is how a general counsel writes a board paper that cannot be paid.

Quoted as payUsable as payroll

  1. Firm-wide PEP Global partnership profit divided by equity-partner count. A results-release average. Not an office draw, not a lockstep plateau, not a Hong Kong dollar payroll.
  2. Aggregator average Self-reported profiles under a 2026 title. Useful as a rumor of the local salaried band. Not a census, and not profits-per-partner.
  3. Public legal cash Directorate (Legal) points from 1 April 2026, plus the court-quoted local salaried letter. These are the cells a company payroll, and a profits-tax computation, can actually be written against.

Clifford Chance’s 22 July 2026 results for the year ended 30 April 2026 state firm-wide PEP of £2.3 million, and the firm’s own US dollar equivalent of US$3.1 million. Linklaters, on 21 July 2026, stated profit per equity partner of £2.48 million and profit per all partners of £2.31 million. A&O Shearman, on 16 July 2026, stated PEP of US$2.9 million (GBP 2.2 million). The Law Gazette’s live Top-50 table of 20 August 2026 reprints those three figures. None of the four documents gives a Hong Kong-office PEP.

The Law Gazette went further on 7 August 2026: average PEP at Linklaters, Clifford Chance and A&O Shearman was about £1 million higher in 2025/26 than in 2015/16, and Freshfields and Slaughter and May do not publish PEP. The story is explicit that the figure is City-wide. A general counsel who pastes it into a Hong Kong offer paper is pasting a decade-change in London partnership profit into a salaries-tax payroll.

United States firm-wide PEP is a second discarded cell, not a second Hong Kong scale. Above the Law’s 15 April 2026 recap of the 2026 Am Law 100 (2025 performance) puts Wachtell at US$12.152 million, Kirkland & Ellis at US$11.121 million, Davis Polk at US$9.800 million, Quinn Emanuel at US$9.545 million, Gibson Dunn at US$8.890 million and Latham & Watkins at US$8.654 million, with Am Law 100 PEP up 14 percent in 2025. Kirkland gross revenue was US$10.556 billion; Latham US$8.300 billion. Those figures live on the US partner-pay page. They are not a Central lockstep.

Hong Kong Lawyer, in October 2021, described lockstep firms adding gateways, holds, downward moves, acceleration and a “super lockstep” under pressure from US guarantees. That is a qualitative account of remuneration mechanics, dated 2021, in the Law Society’s journal. It is not a 2026 Hong Kong pay table, and it does not convert a London PEP into a Hong Kong dollar draw.

Of 72 international-firm equity-capital-markets and mergers-and-acquisitions partners and counsel inside Sartori’s Hong Kong interview cohort, over a 24-month window, 58 said the first number a company general counsel quotes them is firm-wide PEP. That 72 is a segment of the same cohort, not a second census. A hiring partner at a Magic Circle Hong Kong ECM desk put it without decoration: the London results release is what lands in the inbox, and it is the wrong instrument for a Hong Kong offer.

03 The matchable cash

What a general counsel can actually put on a payroll.

The public legal cash grid from 1 April 2026 is the only primary scale a company offer can be written against without inventing a Hong Kong draw.

Civil Service Bureau Directorate (Legal) points, effective 1 April 2026, and reprinted in Finance Committee paper FCR(2026-27)23 in June 2026 after a 2 percent civil-service pay adjustment, are monthly salaries in Hong Kong dollars. Assistant Principal Government Counsel (DL1) sits at HK$167,205 rising to HK$183,015. Deputy Principal Government Counsel (DL2) sits at HK$198,720 to HK$217,160. Principal Government Counsel (DL3) sits at HK$230,975 to HK$252,145. Law Officer (DL6) sits at HK$293,750 to HK$302,465. Annualized at twelve months, that is about HK$2.01 million–HK$2.20 million (about US$257,000–US$282,000) at APGC; about HK$2.38 million–HK$2.61 million (about US$306,000–US$334,000) at DPGC; about HK$2.77 million–HK$3.03 million (about US$355,000–US$388,000) at PGC; and about HK$3.53 million–HK$3.63 million (about US$452,000–US$465,000) at Law Officer, using the Bureau’s stated HK$7.8 = US$1.

The Department of Justice maps those points onto ranks and, on the Government Counsel grade page retrieved 11 September 2026, states that entry pay for Government Counsel is Master Pay Scale Point 32, currently HK$79,410 a month. The same page places Government Counsel on MPS 32–44 (ceiling HK$122,045 a month) and Senior Government Counsel on MPS 45–49 (HK$130,255 to HK$150,070 a month). Annualized: Government Counsel about HK$952,920–HK$1,464,540 (about US$122,000–US$188,000); Senior Government Counsel about HK$1,563,060–HK$1,800,840 (about US$200,000–US$231,000). The 2026 Government Counsel recruitment closed on 11 September 2026; the next exercise is described as around August 2027. That public desk is not this page’s subject — the Hong Kong market article owns Government Counsel demand — but it is the cash ladder a company head of legal actually has in front of them when a Magic Circle partner is being priced onto a payroll.

Of 41 general counsel and heads of legal inside the same Hong Kong interview cohort, over an 18-month window, 29 said they budget a partner-to-in-house move against Directorate (Legal) cash plus a retention overlay, not against a London results release. A group general counsel at a Hong Kong-listed exchange operator put the constraint in board language: if Magic Circle PEP goes on the paper, the number cannot be paid and the tax treatment is not the one the company runs. HKEX’s own Group General Counsel biography, updated 6 February 2026, is the public career bridge in the other direction — Magic Circle and US elite partnership into the listed-exchange GC seat — without publishing a pay figure, and without a name on this page.

Directorate (Legal) annual cash from 1 April 2026, Hong Kong dollars, twelve times the published monthly point. This is salaries, not PEP. USD equivalents in the table above use the Civil Service Bureau note of about HK$7.8 = US$1.

Civil Service Bureau Directorate (Legal) Pay Scale, w.e.f. 1 April 2026; Finance Committee FCR(2026-27)23, June 2026.

The court-quoted local salaried-partner cell sits closer to Senior Government Counsel than to Magic Circle PEP. The District Court judgment of 1 February 2019 quotes clause 9 of a 13 February 2012 employment letter: monthly salary HK$130,000, a 10 percent commission on net fees from primary clients, three months’ notice, titled non-equity partner. The court recorded it as common ground that the defendant was engaged as the plaintiff’s employee. Annualized HK$1,560,000 is about US$200,000 at HK$7.8 — the same neighborhood as Senior Government Counsel from 1 April 2026, not the neighborhood of Clifford Chance’s firm-wide US$3.1 million. It is one contract at one local firm in 2012. It is also the only court-quoted local salaried-partner cash on the public record this research opened.

The London results release is what lands in the inbox, and it is the wrong instrument for a Hong Kong offer.
On the match
04 Two readers

The partner who earns the figure is not the buyer who matches it.

Partnership cash is earned inside private-practice firms. The take-home a company general counsel matches is earned on a payroll, at a regulator, or at the Department of Justice.

The Law Society’s Profile of the Profession as of 31 August 2026 records 12,160 practising certificates, of which 8,402 (69 percent) sit in private practice. That private-practice stock is where a Hong Kong-law partnership is paid. LCQ13, the 15 July 2026 written answer by the Secretary for Justice, gives the private-practice series the Department of Justice actually holds: practising certificates 11,235 (December 2021), 11,457 (2022), 11,589 (2023), 11,758 (2024) and 11,977 (December 2025), of whom in private practice 7,940 / 7,930 / 7,966 / 8,019 / 8,181. The Bar Association, as at June 2026, has over 1,700 practising members, including 109 Senior Counsel. LCQ13 also states that the Law Society and the Bar Association do not publish a breakdown of corporate legal advisers. The matching general-counsel seat lives in the not-in-private-practice remainder plus unadmitted in-house lawyers the Society does not count. There is no 2026 census of Hong Kong general counsel, and this page does not invent one.

Most of the firms that pay a local partnership are not Magic Circle offices. The Law Society Standing Committee on Compliance report for the year ended 31 December 2024 counted 421 sole practitioners, 393 firms with 2 to 5 partners, 46 with 6 to 10, 48 with 11 to 20, and 15 with over 20, totaling 923 firms (2023: 926). The August 2026 snapshot has moved the firm count to 932. A salaried partner at a 2-to-5-partner independent firm is not paid on Clifford Chance’s firm-wide PEP, and a general counsel matching that person should not budget as if they were.

Hong Kong solicitors' firms by partner-band at 31 December 2024. These are counts of firms, not a sum of partners, and they are not a pay table.

Law Society Standing Committee on Compliance, Annual Report 2024 (year ended 31 December 2024).

Chambers Greater China Region 2026 is the ranking table that prices which international desks hire Hong Kong partners on equity capital markets and mergers and acquisitions — a ranking, not a vacancy count. Capital Markets: Equity (International Firms) Band 1 is Clifford Chance, Davis Polk & Wardwell and Freshfields. Band 2 includes Herbert Smith Freehills Kramer, Kirkland & Ellis, Latham & Watkins and Skadden. Independent Hong Kong Firms Corporate/M&A Band 1 is Deacons and Johnson Stokes & Master. Dispute Resolution: Litigation (International Firms) Band 1 is Deacons, Herbert Smith Freehills Kramer and MinterEllison — a local independent and two international disputes desks sharing the top band. The 2012 court-quoted salaried-partner letter sits in the independent/local tier, not in Band 1 ECM.

PRC-headquartered and offshore firms are a third earner, not a clone of either table. A PRC firm’s 2 July 2026 promotion circular listed 88 new partners, senior counsel and counsel across the Mainland, Hong Kong SAR and Tokyo, with Hong Kong-office partner promotions as a separate line and Hong Kong counsel promotions that included registered foreign lawyers (New York; PRC). An offshore firm’s April 2026 global promotions named Hong Kong partner seats in Cayman/Bermuda/BVI corporate work — IPOs of those companies on Hong Kong and US exchanges — and a Head of Regulatory & Risk Advisory (Asia) covering private equity, mutual funds and listed-company licensing. Those seats sell foreign law from a Hong Kong office. They are complementary to, not a substitute for, the Hong Kong-law ECM partner the Listing Rules require.

The buyer who pays a matching take-home is not those firms. It is a listed-exchange or bank general counsel, a statutory regulator, or the Department of Justice. The Securities and Futures Commission advertised Counsel in Legal Services (Litigation) on 7 August 2026 (apply by 9 September 2026) for a Hong Kong-qualified solicitor with at least three years’ post-qualification experience, and Senior Counsel on 24 April 2026 for at least ten. The Hong Kong Monetary Authority advertised Counsel on 28 August 2026, reporting to the General Counsel, advising the Exchange Fund Investment Office on alternative investments, with admission under the Legal Officers Ordinance and at least two years’ post-qualification experience in private equity, real estate or infrastructure. Those are in-house and public-body seats that advertise Hong Kong-qualified solicitor or Legal Officers Ordinance admission. They do not advertise PEP.

The 2026 figure is earned in a partnership, on a draw or a salaried-partner letter, inside the 8,402 private-practice practising certificates.

  • International ECM and M&A desks are the seats Chambers 2026 treats as the partnership employers on listings and takeovers. Dual New York and Hong Kong admission is the credential those desks promoted in 2026 partner announcements.
  • Independent Hong Kong firms pay a different instrument. The 2012 court-quoted HK$130,000 monthly letter is the public local cash, not a London PEP.
  • PRC and offshore offices promote Hong Kong partners on M&A, capital markets, funds and foreign-law corporate seats. A registered foreign lawyer in those offices is not yet a Hong Kong-law partner.
  • Equity is profits tax. The draw is not a payroll, and it will not survive a BIR60 comparison with a company offer.

The matching take-home is paid by a company, a regulator or the Department of Justice, on salaries tax, against the Directorate grid.

  • Listed-exchange and bank general counsel are the in-house match for an international-firm partner. The public career bridge is partnership into a Group GC seat; the public cash grid is Directorate (Legal), not PEP.
  • Securities and monetary-authority counsel hire Hong Kong solicitors onto litigation and Exchange Fund desks at stated PQE floors of three, ten and two years. Those are regulator payrolls, not partnership drawings.
  • DoJ directorate ranks are the published monthly points a board can actually see. PGC and Law Officer are the two cells that sit in the same annual neighborhood as a senior local salaried partner, not as firm-wide PEP.
  • In-house Hong Kong pay is a separate article. This page prices the partner figure and the cash used to match it, not the corporate-counsel ladder.
05 Take-home

The split a buyer matches is the tax instrument.

Headline cash without tax character is not a 2026 Hong Kong partner figure. Equity drawings, salaried-partner letters and general-counsel payrolls do not share a form.

Partnership profitCompany payroll

  1. Equity draw Profits tax, charged in the name of the partnership on a BIR52. A partner does not report that amount on a BIR60. This is why firm-wide PEP is the wrong Hong Kong take-home cell.
  2. Salaried partner as employee Salaries tax, where the court or the contract treats the person as an employee. The 2012 letter is this stop. Mandatory Provident Fund employee cap applies.
  3. General counsel payroll Salaries tax on a BIR60, two-tier standard rates from 2024/25, employee MPF cap. This is the instrument a company actually runs when it matches a partner.

Inland Revenue Department PAM 58(e), the Department’s partnership leaflet of July 2012 and still the live guide, states that a partnership is treated as a separate person for profits tax, that tax is charged in the name of the partnership on a BIR52, and that a partner does not report salary drawn from the partnership on a BIR60 because the amount is included in the assessable profits of the business. The Community Legal Information Centre restates the same rule: salary from a partnership is profits tax, not salaries tax, and no IR56B should be filed for that amount. GovHK profits-tax rates for unincorporated businesses from 2018/19 onwards are 7.5 percent on the first HK$2,000,000 of assessable profits and 15 percent on the remainder, with a 100 percent waiver capped at HK$3,000 for 2025/26.

A general counsel on salaries tax is on a different scale. GovHK salaries-tax pages retrieved 11 September 2026 state progressive rates of 2 / 6 / 10 / 14 / 17 percent on net chargeable income, or two-tiered standard rates from year of assessment 2024/25 onwards of 15 percent on the first HK$5,000,000 of net income and 16 percent on the remainder, whichever is lower. A single taxpayer approaches the standard-rate zone at HK$2,022,000 in 2024/25 and 2025/26, and at HK$2,132,500 in 2026/27. IRD PAM 61(e) (August 2026) restates those rates, lifts basic allowance to HK$145,000 and married person’s allowance to HK$290,000 from 2026/27, and records a 100 percent tax reduction capped at HK$3,000 for 2025/26. At the PGC and Law Officer bands, the standard-rate computation applies.

Mandatory Provident Fund takes a capped 5 percent off employee cash. The MPFA states that for monthly-paid employees both employer and employee contribute 5 percent of relevant income, with maximum relevant income HK$30,000, so each side’s mandatory contribution is capped at HK$1,500 a month (HK$18,000 a year). IRD PAM 61(e) lists HK$18,000 as the maximum deduction for mandatory contributions to recognized retirement schemes through 2026/27. Equity partners as self-employed persons sit in a different MPF bucket. The employee cap is what a general counsel and a salaried partner-as-employee actually lose from monthly cash.

Salaries-tax geography of the matchable cash, Hong Kong dollars. Markers are the published 2026/27 standard-rate threshold and the two-tier first slice, with Directorate annual floors as the payroll cells that already sit above the threshold. Firm-wide PEP is off this axis on purpose.

06 Who can hold the seat

Hong Kong-law equity is a credential, not a title on a foreign-firm card.

A registered foreign lawyer may not practice Hong Kong law or join a Hong Kong partnership. The 2026 OLQE is the gate from that status to a local equity seat.

The Law Society’s Information for Registration as a Foreign Lawyer, updated 14 May 2026, restates Legal Practitioners Ordinance ss.39A and 50B: a person who offers services to the public as a practitioner of foreign law, other than a solicitor or barrister, must register. A registered foreign lawyer is prohibited from practising Hong Kong law and from employing or joining into partnership with Hong Kong solicitors, but may be employed as a foreign legal consultant by a Hong Kong solicitor so long as foreign lawyers in the firm are not greater in number than Hong Kong solicitors. First-registration fee is HK$9,000 in the 1 July–31 March window. Applicants with less than two years’ post-qualification full-time practice of foreign law need a supervision proposal. That is why a US or PRC partner in Hong Kong is often a registered foreign lawyer until OLQE admission.

A registered foreign firm cannot practice Hong Kong law either. The Law Society foreign-firm package (Form FF, 2025, still the live package) restates s.39B: the firm may practice home and third-jurisdiction law but is precluded from practising Hong Kong law or taking Hong Kong solicitors into partnership. First-registration fee is HK$35,000. Hong Kong Lawyer, in January 2025, recorded registered foreign firms rising from 73 in January 2024 to 84 in December 2024 across 21 jurisdictions, with 33 of 84 (over 39 percent) in Association with Hong Kong firms, and 92 former foreign firms converted to Hong Kong firms. The 31 August 2026 Profile puts Associations at 44 and registered foreign firms at 93. Association or localization is the path to a Hong Kong-law partner seat; a foreign-firm title is not.

The 2026 Overseas Lawyers Qualification Examination is the credential gate. The Law Society 2026 Information Package and FAQs require entitlement to practice in a jurisdiction outside Hong Kong, good standing, and at least two years’ post-admission experience in a common-law jurisdiction or five years in a non-common-law jurisdiction. Application (Form A) and fee HK$6,600 were due Friday 20 March 2026. A computer-based examination was introduced in 2026. After pass or full exemption, admission still requires good standing and a residence gate (three months immediately before the certificate of eligibility, intention to reside three months after, seven years’ ordinary residence, or 180 days’ presence in each of at least seven years). Domestic solicitor admission remains PCLL plus a two-year trainee solicitor contract; the Conversion Examination Board confirmed June 2026 results for release on 31 July 2026.

Dual New York and Hong Kong admission is the credential international firms actually promoted on Hong Kong ECM partnerships in 2026. An international firm’s 29 June 2026 Hong Kong announcement (effective 1 June 2026) named two internal promotions to partner: one seat described as equity capital markets, corporate finance and M&A, qualified in New York and Hong Kong, spanning Hong Kong, the United States and Mainland China; the other corporate finance, equity and debt financings, M&A and listing-related counsel for financial institutions, private-equity sponsors and asset managers. The lawyers are not named here. The credential and the desk are the 2026 fact.

Deal volume is why those desks are priced as partnerships, not why this page becomes a market survey. The HKEX Listing Committee Report 2025, approved for boards on 25 February 2026, records 119 new listings in 2025 and IPO funds of HK$285.8 billion. HKEX Insight of 9 February 2026 restates 2025 ECM at US$103 billion and IPOs at US$37.4 billion, with Hong Kong finishing 2025 as the world’s top IPO fundraising venue on Dealogic. HKIAC, on 13 February 2026, reported 582 new cases and 388 arbitrations for 2025, amount in dispute HK$126.2 billion, 23.6 percent corporate and shareholder. Those volumes belong in full to the market page. They are here only as the reason an ECM or arbitration partner is the person a listed-exchange general counsel is trying to match.

07 The search

Price the Hong Kong cash, then run the search on that number.

Sartori has worked the Hong Kong partner line for eight years. The failure mode we see is not a shortlist problem. It is a first package built on the wrong cell.

Sartori & Partners runs a continuous research program over nearly 1.5 million lawyer profiles mapped globally, with quarterly market surveys since 2019. Over the trailing three years we closed 15 Hong Kong partner searches at a 93 percent completion rate, on a typical timeline of 4 to 7 months, with a median 18 working days from offer to signature and a 39 percent counter-offer incidence. Of those 15 files, 9 were international-firm ECM or M&A laterals, 4 were independent Hong Kong firm partnership seats, and 2 were partner-to-in-house moves into a general-counsel or head-of-legal chair. Three of the 15 had their first package withdrawn and recut after the buyer had built it on firm-wide PEP. Fourteen completed. One did not. That recut rate is the finding that does not flatter the method: we still let a wrong cell reach an offer letter, and we now brief the cash table before the longlist.

Of 54 independent Hong Kong firm partners inside the interview cohort, over a 24-month window, 31 described themselves as salaried or non-equity rather than as profit-sharing equity. A hiring partner at a 2-to-5-partner independent firm told us the 2012 court figure is closer to what they actually write into a salaried-partner letter than anything in a London results release. That is testimony about a local instrument, not a second pay survey.

Three anonymized composites from that book, described by category only.

International ECM into a listed-exchange GC chair. A Hong Kong-listed market-infrastructure operator asked us to match an international-firm equity-capital-markets partner, dual New York and Hong Kong admission, onto a group general-counsel seat. The first board paper arrived with Clifford Chance FY26 PEP as the comparable. We withdrew it. The recut package was built on Directorate (Legal) Principal Government Counsel cash plus a two-year retention overlay. Time-to-fill six months, inside the 4-to-7-month band. The firm issued a counter-offer. The candidate signed on day 16 of the 18-day median window. Completed.

Independent-firm salaried partner, local cash. A 2-to-5-partner independent Hong Kong firm needed a non-equity corporate partner with listing-related counsel. The letter was written as employment, monthly cash in the Senior Government Counsel neighborhood, plus a fee commission, echoing the 2012 court structure rather than a Magic Circle draw. Four months brief to signature. No counter-offer. Completed.

Bank general counsel, stalled on PEP, then recut. A licensed bank’s head of legal opened on A&O Shearman FY26 PEP as the number required to hire a funds and M&A partner in-house. The process sat still for eight weeks while compensation committee language could not be reconciled with a salaries-tax payroll. We recut to Law Officer cash plus a guaranteed bonus. The file closed in the seventh month. It is one of the three recuts in the 15, and the reason the cash table now opens the brief.

A chief legal officer reading this as a buyer should take three numbers into the compensation committee and leave the fourth outside. Take the Directorate (Legal) monthly points from 1 April 2026. Take the tax instrument: salaries tax on a BIR60, not profits tax on a BIR52. Take the credential: Hong Kong solicitor, or OLQE already passed, not a registered-foreign-lawyer card. Leave firm-wide PEP outside the paper. The partner reading this as the person who earns the figure should ask the same three questions of any in-house offer that claims to “match partnership”: which public cell, which tax form, which admission.

The service view of this book sits on our partner recruiting page. Companies hiring the matching in-house chair, rather than the partnership itself, should start with how to run a general counsel search. All-lawyer Hong Kong pay, including seats this page does not price, sits on lawyer salary in Hong Kong 2026. Legal recruiters Hong Kong conversations that arrive as a PEP screenshot are the ones we send back to this table.

Hong Kong partner pay in 2026: common questions

What is the law firm partner salary Hong Kong in 2026?

No Hong Kong office publishes a 2026 profits-per-equity-partner figure. Clifford Chance’s 22 July 2026 results state firm-wide PEP of £2.3 million (the firm’s own US$3.1 million) for the year ended 30 April 2026; Linklaters, on 21 July 2026, stated £2.48 million; A&O Shearman, on 16 July 2026, stated US$2.9 million. Those are global partnership averages. The public cash a general counsel can match is the Directorate (Legal) grid from 1 April 2026: Principal Government Counsel at HK$230,975–HK$252,145 a month, about HK$2.77 million–HK$3.03 million a year (about US$355,000–US$388,000 at the Civil Service Bureau’s stated HK$7.8 = US$1).

Is Magic Circle PEP the number a Hong Kong partner takes home?

No. The Law Gazette’s 7 August 2026 Magic Circle PEP story is explicit that the figure is City-wide, not Hong Kong. Freshfields and Slaughter and May do not publish PEP at all. Inland Revenue Department PAM 58(e) (July 2012) further splits the cash: equity-partner drawings are profits tax charged on a BIR52, not salaries tax on a BIR60. A general counsel matching an employee package is not matching that instrument.

What cash should a general counsel budget to match a Hong Kong partner?

Budget the Directorate (Legal) grid from 1 April 2026, not firm-wide PEP. Principal Government Counsel sits at HK$230,975 to HK$252,145 a month; Law Officer at HK$293,750 to HK$302,465. Across 41 general counsel and heads of legal inside Sartori’s Hong Kong interview cohort, over an 18-month window, 29 said they price a partner-to-in-house move against that public grid plus a retention overlay, not against a London results release. In-house pay itself is a separate page.

How is a Hong Kong equity partner's draw taxed compared with a general counsel's pay?

Equity-partner draw is profits tax; a general counsel's pay is salaries tax. Inland Revenue Department PAM 58(e) (July 2012) states that a partner does not report salary drawn from the partnership on a BIR60, because the amount is included in the partnership’s assessable profits. Unincorporated profits tax from 2018/19 is 7.5 percent on the first HK$2,000,000 and 15 percent on the remainder. A GC on salaries tax from 2024/25 faces two-tier standard rates of 15 percent on the first HK$5,000,000 of net income and 16 percent on the remainder, or the progressive scale, whichever is lower.

How long does a Hong Kong partner search take, and how often does a counter-offer appear?

Typical time-to-fill on the Hong Kong partner line is 4 to 7 months. Sartori has closed 15 partner searches in the city over the trailing three years at a 93 percent completion rate, with a median 18 working days from offer to signature and a 39 percent counter-offer incidence. Of those 15 files, three had their first package withdrawn and recut after the buyer had built it on firm-wide PEP rather than on Hong Kong cash.

Can a registered foreign lawyer hold a Hong Kong-law partnership?

No: a registered foreign lawyer may not practice Hong Kong law or join a Hong Kong partnership. The Law Society’s information package updated 14 May 2026 restates Legal Practitioners Ordinance ss.39A and 50B on that prohibition, and sets a first-registration fee of HK$9,000. The 2026 Overseas Lawyers Qualification Examination — application by 20 March 2026, fee HK$6,600 — is the gate from foreign-lawyer status to solicitor admission, and only then to a local equity seat.

Firm-wide PEP is a global partnership average for the year ended 30 April 2026, not Hong Kong-office take-home. Directorate (Legal) points are monthly salaries from 1 April 2026. USD conversions of Hong Kong dollar salaries use the Civil Service Bureau note of about HK$7.8 = US$1; Clifford Chance's US$3.1 million is the firm's own equivalent. PayScale is a 16-profile sample last updated 16 December 2023. The 2012 salaried-partner letter is one local contract preserved in a 2019 judgment. Chambers bands are rankings, not vacancy counts or a pay scale.

Our own numbers — the interview cohort, the mandate telemetry, the counter-offer incidence and the offer-to-acceptance window — come from the continuous research program described on our research page, which sets out the cohorts, the survey waves and the mapping coverage behind every Sartori figure quoted above.

Matching a Hong Kong partner without paying a London PEP?
