Merger Control Lawyer Recruiter
A merger control lawyer recruiter for law firms and for companies. The work is HSR, Form CO, and CMA filings. Fiscal 2025 produced 2,006 HSR-notified transactions.
2,006 HSR filings, FY 2025
For a merger control lawyer recruiter, the brief is filing counsel — HSR, Form CO and CMA — not an antitrust trial lawyer. In fiscal 2025 the FTC and DOJ recorded 2,006 HSR-notified transactions (report issued 2 July 2026). The European Commission received 384 merger notifications in 2025 (staff working document to COM(2026) 180). The CMA considered 881 mergers in calendar 2025 (GOV.UK, updated 10 September 2026). Sartori & Partners closed 17 merger-control searches from January 2023 through September 2026. A deputy general counsel at an NYSE-listed industrial in Chicago accepted in week 13 during 2025.
Three filing counts, three different year cuts.
Fiscal-year HSR notifications, calendar-year EU notifications, and calendar-year UK mergers considered. They are not one global total, and they are not a headcount of lawyers.

A merger control lawyer recruiter is instructed when the seat prepares and clears concentrations. Antitrust trial work is a different bench, on the antitrust litigation page. Unfair competition — trade secrets, false advertising, business torts — is a third bench, on the unfair competition page. The parent practice is antitrust and competition.
In fiscal year 2025, from 1 October 2024 through 30 September 2025, companies notified the Federal Trade Commission and the Department of Justice of 2,006 transactions under the Hart-Scott-Rodino Act. About 31.8 percent were valued above $1 billion. The agencies said so in the annual report they released on 2 July 2026. The same report records 41 second requests. The Department of Justice's 2 July 2026 release adds that the two agencies took 18 merger enforcement actions in that fiscal year.
In calendar 2025 the European Commission received 384 merger notifications and adopted 370 decisions. The simplified procedure accounted for 325 of those decisions, which the staff working document states as 88 percent. The Commission cleared nine mergers with commitments, prohibited none, and opened Phase II in four cases. Those figures are in the staff working document accompanying the 2025 competition-policy report, COM(2026) 180 final, dated 5 May 2026. The same report says the Commission launched a revision of the EU Merger Guidelines in 2025.
In calendar 2025 the Competition and Markets Authority considered 881 mergers, formally or informally. It investigated 39 at Phase 1. Four of those went to Phase 2: two were cleared unconditionally, one was cleared with remedies, and one was blocked. Of all mergers considered, 0.1 percent were blocked or abandoned. The figures are on the CMA's annual outcomes page, updated 10 September 2026.
Sartori & Partners closed 17 merger-control searches from January 2023 through September 2026. 9 were law-firm laterals. 8 were in-house filing seats. The firm has completed 400+ placements since 2017 (230+ in-house). That series is not this one. Do not add the 17 to the 230+. The market map of lawyers is 1,480,000+. It is not a count of merger-control specialists.

Live antitrust and competition roles.
These are antitrust and competition roles we can share. Merger-control mandates are often confidential and will not all appear in this list.
The HSR file changed twice in early 2026.
Volume is the fiscal 2025 report. The form in force, and the dollar thresholds, are 2026 events. A search brief that still assumes the expanded 2025 form is describing last year's filing.
The size-of-transaction threshold for 2026 is $133.9 million, up from $126.4 million. The adjusted $200 million threshold is $535.5 million. Above $535.5 million, the size-of-person test does not apply. Between $133.9 million and $535.5 million, it does. The FTC published the revised thresholds and the filing-fee schedule on 14 January 2026. Both took effect on 17 February 2026, as the Commission's Competition Matters note states. The fee runs from $35,000, for transactions under $189.6 million, to $2,460,000, for transactions of $5.869 billion or more. The FTC's own example: a deal valued at $130 million that closes on or after 17 February 2026 is below the new minimum, even though $130 million was above the prior $126.4 million minimum.
The waiting period is statutory. For most acquisitions it is 30 days. For a cash tender offer it is 15 days. That split is in the HSR Act itself, 15 U.S.C. § 18a(b). The period starts when the filing is complete. The weeks a company actually spends are the ones before submission, on the overlap narrative. Those weeks are why an in-house filing seat exists. The merger-control market article is the buy-versus-rent read for that calendar. This page is the search for the lawyer who holds the seat, or for the firm lawyer who files it.
The form itself moved the other way. The expanded HSR form that took effect on 10 February 2025 was vacated by the U.S. District Court for the Eastern District of Texas on 12 February 2026. On 19 March 2026 the Fifth Circuit denied the FTC's motion for a stay, so the vacatur took effect while the appeal continues. Filers may use the form and instructions that were in force before 10 February 2025. The FTC has also said it will still accept a voluntary filing on the 2025 form. White & Case's 19 March 2026 alert records the docket, Chamber of Commerce v. FTC, No. 6:25-cv-00009, and both dates.
Hiring follows that sequence. Fiscal 2025 still produced 2,006 notifications and 41 second requests, on the 2 July 2026 report, so the investigation tail did not disappear. What changed in March 2026 is the ordinary file. A senior associate hired only because a team needed bodies for the expanded narrative is a weaker brief than a counsel who has run a second request, a remedy negotiation, or a pull-and-refile. Equity partners whose clients are repeat filers are still a long notice-period hire. Washington and New York are the U.S. markets where those filing laterals concentrate: antitrust recruiters in Washington and antitrust recruiters in New York.
Of the 9 law-firm laterals in the January 2023 through September 2026 series, the median shortlist was day 41 and the median accepted offer was week 19. One of those nine, in 2024, was a merger-control partner moving from Washington to a New York platform. The search landed on that median: shortlist on day 41, accepted offer in week 19. The partnership notice period was 90 days. The clients who moved were repeat filers. The litigation docket stayed behind. That file is one of the 9, not a separate count.
Brussels, London, and a new Australian gate.
EU Phase I is 25 working days after a complete notification. The UK volume is a considered-mergers count, not a Phase 1 count. Australia's mandatory regime started on 1 January 2026.
Council Regulation (EC) No 139/2004, Article 10(1), sets Phase I at 25 working days from the working day after a complete notification. Where the parties offer commitments, the period becomes 35 working days. Chambers' Merger Control 2026 guide for the EU records no Commission filing fee. Pre-notification has no fixed timeline in that regulation. A simplified decision is still a lawyer's file. In calendar 2025, 325 of 370 decisions used the simplified procedure, and nine mergers were cleared only with commitments, in the staff working document to COM(2026) 180 of 5 May 2026. Four Phase II openings in that year covered wholesale branded food, wholesale distribution of recorded music, low-carbon ferronickel, and container-terminal services, as the staff working document describes them. Those four consume a Brussels filing partner. The median case is one of the 325 simplified decisions.
A company that signs one concentration a decade should keep Form CO on a panel. A serial acquirer that builds the economic file before signing is the company that hires. That line, including when the seat pays for itself, is argued on the merger-control and antitrust-economics article. Its Brussels interview series and its in-house search counts are a city book. They are not added to the 17 searches on this page. The countercyclical read on the wider practice is antitrust and competition as a countercyclical practice.
The UK figure to hire against is 881 mergers considered in calendar 2025, not 39. The 39 are the Phase 1 investigations. The CMA outcomes page, updated 10 September 2026, is explicit that 881 includes mergers the authority was told about and mergers it found itself. Four reached Phase 2. One was blocked. A London counsel hire justified only by "Phase 2 volume" is a hire against four cases. A hire justified by briefing papers, the mergers-intelligence function, and the Phase 1 minority is a hire against the 881. The pound thresholds, and the instrument that moved them, are on the market article. This page does not restate them.
Australia is the 2026 regime change. The ACCC states that a mandatory, suspensory merger-control system is in effect from 1 January 2026, under the Treasury Laws Amendment (Mergers and Acquisitions Reform) Act 2024. Parties who meet the thresholds must notify and wait for a decision or a notification waiver before completion. The ACCC's thresholds page, applying from 1 January 2026 unless a later date is stated, sets a large-merged-firm test: combined Australian revenue of at least A$200 million, and either the target's Australian revenue at least A$50 million or global transaction value at least A$250 million. A very-large-acquirer test uses acquirer-group Australian revenue of at least A$500 million and target Australian revenue of at least A$10 million. Voting-power thresholds commence 1 April 2026. Treasury's merger-reform page confirms the 1 January 2026 start for the core system and the 1 April 2026 start for the control and asset thresholds. This page does not invent an ACCC notification count for 2026.
The hiring consequence is a first filing seat, not a graduate program. Serial Australian acquirers, and foreign groups with Australian revenue above those tests, need someone who can tell corporate development whether a deal is notifiable before the SPA is signed. That person is often a counsel who has filed in Europe or the United States and can learn the ACCC form, or a Sydney or Melbourne competition lawyer moving in-house. It is rarely a first-year associate. Sartori & Partners was founded in 2017 by Lorenzo Sartori. The merger-control series on this page starts later, in January 2023, and it is the 17 searches already stated.
Four buyers. The shortlist is not the same for each.
Law firms, serial acquirers, sponsors, and companies meeting a regime for the first time. A single antitrust shortlist fails at least one of them.
Law-firm filing groups
Washington, New York, Brussels, and London groups hiring a partner, counsel, or senior associate who has signed the form and stayed through a remedy or a second request.
Serial acquirers
A deputy general counsel or filing manager under the chief legal officer, owning the file before notification. One deal a decade does not justify the seat.
Sponsors
Private-equity and infrastructure platforms whose acquisitions clear HSR, Form CO, or the CMA more than once a year. The lawyer sits with the deal team, not in a standing compliance silo.
New-regime companies
Groups brought into a mandatory system they did not file under before. Australia from 1 January 2026 is the case dated on this page. The first hire is senior.
Law firms hire when a filing partner is at capacity, when a counsel leaves for government or in-house, or when a platform wants a Washington or Brussels capability it has been renting. The test on the shortlist is documentary. Has this lawyer been the principal drafter on a Form CO, an HSR filing that drew questions, or a CMA briefing paper that ended in a no-further-questions letter? Tribunal experience matters for the litigation page. It does not substitute here. Of the 9 law-firm searches, the median ran to week 19 because notice periods and conflicts run long, not because the market has no names.
Companies hire a different person. The in-house filing manager decides when the clock is allowed to start, which form to use, and when outside counsel is instructed for a remedy or a second request. The chief legal officer still signs the company's position. The in-house search line is the route for that seat. General counsel and chief legal officer searches, which are not this brief, reach a shortlist in 24 days and an accepted offer in a median of 11 weeks. On the 8 in-house filing seats in this series, the median shortlist was day 29 and the median accepted offer was week 13.
One of those eight, in 2025, was a deputy general counsel for an NYSE-listed industrial group in Chicago. The search landed on that in-house median: shortlist on day 29, accepted offer in week 13. The antitrust market in that city is on the Chicago antitrust page. The deputy had signed Form CO filings in more than one regime. The company did not hire a litigator and rename the role.
The shortlist was people who had signed the form. We did not need another litigator. The deputy we hired had already run a multi-regime filing calendar.
Sponsors look like the company hire, with a faster deal cadence and a fund structure the lawyer has to tolerate. The wrong profile is a second-request specialist who has never lived inside a sponsor's signing calendar. The wrong profile the other way is a funds lawyer with no merger filing. New-regime companies, the Australian case above all, are hiring a first competition counsel who can say "this one notifies" before external counsel is on the clock. Agency alumni are candidates in all four categories. We do not recruit for the agencies themselves on this page.
3 of the 8 in-house filing seats drew a counter-offer. Acceptance across all 17 searches was 94 percent. Firm-wide in-house offer acceptance is 96 percent. Retention of placed in-house leaders is 97 percent at 12 months and 91 percent at 24 months. This page does not publish a separate retention rate for these 17 searches. Across all 17, the combined median shortlist was day 34 and the combined median to an accepted offer was week 16. Those combined medians sit between the in-house medians and the law-firm medians. They are not a third clock.
Pay is published by title and by city, not by Form CO.
Use the public surveys for the band, then the city pages for the cell a general counsel is matching. There is no merger-control salary cell in either survey.
NALP's associate-salary release of 28 May 2025, covering salaries as of 1 January 2025, put the overall median first-year base at $200,000. In firms of more than 700 lawyers the first-year median was $215,000. In six cities, including the Washington, DC area, New York, and San Francisco, the median first-year base was $225,000. That is a first-year, all-practice figure. It is the floor a Washington merger-control associate is hired against at firms that pay the city median. It is not evidence that a fifth-year filing associate earns a stated multiple of it. NALP did not publish a merger-control cut.
In-house cash is the ACC and Empsight 2025 Law Department Compensation Survey. The data's effective date is 1 March 2025. The executive summary reports 1,632 respondents and is explicit that it is the self-reported edition. Median base and median total cash: Senior Attorney $201,000 and $228,000; Associate General Counsel $245,000 and $294,000; General Counsel / Chief Legal Officer $330,000 and $410,000. Antitrust is not a row. A filing manager hired as a senior attorney should be priced off $201,000 base and $228,000 total cash unless the company's revenue band, in the full survey, says otherwise. A deputy general counsel is a different title. The executive summary's deputy general counsel median base is $280,000 and median total cash is $368,000, on the same table, effective 1 March 2025. Do not blend that title into the senior-attorney row, and do not blend proxy total compensation for named executive officers into any of these cash figures.
The pages that carry the city and practice cells, without a second set of numbers invented here:
- Washington antitrust associate pay for the practice-city cell.
- Lawyer salary in Washington, DC, 2026.
- Lawyer salary in New York, 2026.
- Lawyer salary in London, 2026, for the CMA and Form CO associate comparing a London seat with a U.S. scale.
- Washington competition partner search and the Washington competition associate search.
Partner compensation is not a scale. It is origination, the filing clients who will actually move, and the notice period. The 90-day notice on the 2024 New York lateral is an illustration inside the 9, not a market rule. The firm's partner-conversation record is 2,600+. That figure is not a merger-control census. Fee terms are in the next section. They are a percentage of the hire's first-year total compensation, so the ACC or NALP band is an input to the fee, not a substitute for the offer the client will make.
Retained, both sides blind until there is mutual interest.
The fee and the guarantee are firm terms. The days and weeks below are this filing series only, from January 2023 through September 2026.
Every search is retained. There is no contingency. The fee is 25–30 percent of the hire's total first-year compensation. Thirty percent of that fee is paid as a retainer at engagement and kept if the client cancels. The replacement guarantee is 12 months on retained general counsel, chief legal officer, and chief compliance officer searches, and 6 months on other in-house searches. A deputy general counsel hired for merger filings is in the 6-month category unless the role is itself a chief legal officer seat. We do not approach lawyers we have placed for as long as they stay in post, and we do not recruit from a client's legal department for 24 months after a mandate.
The method is the same on a firm lateral and an in-house filing seat, and the clock is not. Week one is the brief: regimes in scope, whether the hire will own foreign-subsidy and foreign-investment forms as well as merger control, and whether the company should stay on a panel. The market article is the document a general counsel should read before that week if the question is still "hire or rent." Mapping and private outreach follow. Nothing is sent to the client without the candidate's written consent. Conflicts are checked before the first call.
Measured on this series, from January 2023 through September 2026: in-house filing seats, 8 searches, median shortlist day 29, median accepted offer week 13. Law-firm laterals, 9 searches, median shortlist day 41, median accepted offer week 19. All 17 searches, median shortlist day 34, median accepted offer week 16. Acceptance 94 percent. Counter-offers on 3 of the 8 in-house seats. The Chicago deputy general counsel search and the New York partner search are the two files described above. They are inside those medians, not additional searches.
A general counsel comparing this with a chief legal officer search should keep the books apart. Chief legal officer shortlists in 24 days and accepted offers in a median of 11 weeks are the officer search. Week 13 is the filing-counsel median on 8 seats. They are close. They are not the same mandate, and the samples are not the same sample.

Read the merger-control market article before opening an in-house requisition. It is the calendar: when the seat belongs on the payroll, what U.S. cash data will and will not price, and why the weeks that matter sit before the statutory clock. This recruiter page does not repeat that argument. It says who gets hired once the company, or the firm, has decided the seat is real, and what the 2025 filing volumes and the 2026 U.S. and Australian rule changes do to the brief.

Merger control recruitment — common questions
What does a merger control lawyer recruiter search for?
A merger control lawyer recruiter searches for counsel who file and clear concentrations: HSR in the United States, Form CO in the European Union, and CMA review in the United Kingdom. In fiscal year 2025 the FTC and DOJ recorded 2,006 HSR-notified transactions, in the report issued on 2 July 2026. In calendar 2025 the European Commission received 384 merger notifications, in the staff working document accompanying COM(2026) 180. Sartori & Partners closed 17 merger-control searches from January 2023 through September 2026. Trial lawyers sit on the antitrust litigation page.
Who hires merger control lawyers?
Four buyers. Law firms hiring a partner, counsel, or senior associate whose record is filings rather than trials. Serial acquirers hiring an in-house filing manager or deputy general counsel. Private-equity and infrastructure sponsors whose platform deals clear more than one regime a year. Companies meeting a new mandatory regime, including Australia's suspensory system from 1 January 2026, as the ACCC describes it. The in-house timing question is on the merger-control market article.
How long does a merger control search take?
From January 2023 through September 2026, 8 in-house filing seats reached a shortlist in a median of 29 days and an accepted offer in a median of 13 weeks. 9 law-firm laterals reached a shortlist in a median of 41 days and an accepted offer in a median of 19 weeks. Across all 17 searches the medians were 34 days and 16 weeks. General counsel and chief legal officer searches, a different book, are 24 days to shortlist and 11 weeks to an accepted offer.
What do merger control lawyers earn?
No public survey publishes a merger-control cell. NALP's 28 May 2025 release put the Washington, DC area median first-year associate base at $225,000 as of 1 January 2025. The ACC and Empsight 2025 survey, effective 1 March 2025, put U.S. Senior Attorney median base at $201,000 and total cash at $228,000, and Associate General Counsel at $245,000 and $294,000, by title. City and practice pages are linked in the compensation section.
How is merger control hiring different from antitrust litigation hiring?
The fiscal 2025 HSR report, issued 2 July 2026, records 2,006 notified transactions and 41 second requests. Most files end in the initial wait. In calendar 2025 the Commission adopted 325 of 370 decisions under the simplified procedure, in the staff working document to COM(2026) 180. A shortlist built from lawyers who have only tried monopolization cases will not staff a Form CO or an HSR filing. Litigation recruiting is a separate page.
Do you recruit merger control counsel for companies as well as law firms?
Yes. Of 17 merger-control searches closed from January 2023 through September 2026, 8 were in-house filing seats and 9 were law-firm laterals. Acceptance on those 17 searches was 94 percent. Firm-wide in-house offer acceptance is 96 percent. That is a different series. Companies start at contact. Candidates use the confidential CV form.
Merger control
The right filing hire begins with a quiet conversation.
Tell us the regimes and whether the seat is a firm lateral or an in-house filing manager. We will say if a retained search is the right instrument. No obligation.
