›Compliance recruitment London, the short answer

Compliance recruitment London is a retained search for a Chief Compliance Officer, an MLRO, or a Head of Financial Crime who can hold an FCA Senior Manager function. The FCA’s 2025/26 annual report says it regulates the conduct of around 35,500 firms. In 2025/26 it commissioned 31 skilled-person reviews, 12 of them on financial crime, in figures published on 9 July 2026. Of Sartori’s 24 closed London in-house searches over three years, 5 were compliance leadership seats. Median offer-to-acceptance on that line is 13 working days. A PE-backed payments company in London hired its first CCO in 10 weeks.

01 — The brief answer

Compliance recruitment for London companies

Companies that ask for compliance recruitment London already know the title. What fails is hiring a general counsel, a policy author, and a money-laundering reporting officer as if they were one person. The FCA’s Senior Managers page, updated 11 September 2026, still requires a Compliance Oversight function, SMF16, at every dual-regulated firm. SMF17, the money-laundering reporting function, is approved by the FCA as well. Both are often held by someone who is not on the governing body. A search that starts from a job title, and not from which of those functions the board will actually allocate, approaches the wrong list.

Sartori & Partners has worked the London in-house line for more than 10 years. Over the trailing three years that line closed 24 searches, at a 93 percent completion rate, on a typical timeline of 4 to 7 months from signed brief to accepted offer. Counter-offers arose on 32 percent of offers. Once the package was written, median offer-to-acceptance was 13 working days. Compliance recruitment London is a subset of that line, not a second book: 5 of the 24 were compliance leadership seats. Those 5 reached an accepted offer between 10 and 16 weeks, shorter than the line’s 4 to 7 months, which is weighted toward general counsel and head of legal chairs.

The firm-wide Chief Compliance Officer clock is separate and not a London cell. Sartori has completed 36 compliance and regulatory leadership placements since 2017, inside 400+ placements (230+ in-house). The CCO clock is 21 days to a shortlist and 10 weeks median to an accepted offer. The replacement term on a retained CCO search is 12 months. Across corporate mandates, 96 percent of offers taken to a signed letter are accepted. That 96 percent is the firm-wide acceptance rate. It is not the 93 percent completion rate on the London line, and it is not a rate computed on the 5.

Of 750 structured interviews in the London cohort, 61 people who held or had held SMF16 said they would not take a seat that also carried SMF17 unless a deputy money-laundering reporting officer was already named. That 61 is a subset of the same 750. It is not a second survey. A general counsel at a PE-backed payments company in London told us: We had priced the officer against a legal-adviser median. The person who had actually held SMF16 would not take that number. The second offer matched the function, and it was accepted.

The city hub is London. The parent desk, including the roles that are not an SMF, is compliance and regulatory recruitment. The officer brief is a Chief Compliance Officer search. A general counsel hire in the same city is a different search, with the same London in-house constants and a different seat: in-house counsel recruiting in London.

02 — The local market

Where London demand for a compliance officer actually sits

Compliance recruitment London is a search against a regulator’s book of work, not against a headcount of solicitors. The FCA’s Annual Report and Accounts 2025/26 says the FCA regulates the conduct of around 35,500 firms and prudentially supervises around 34,000, with around 14,000 subject to the prudential standards in its Handbook. Those firms are UK-wide. The Senior Manager who holds SMF16 or SMF17 for a dual-regulated bank, a wholesale firm, or an insurer is, in the files we run, usually in London. The census of the profession is a different number. The SRA’s population table records 178,428 practicing solicitors in England and Wales in July 2026. TheCityUK, on 9 December 2025, reported 43,811 in-house solicitors on the roll in 2025, up 8 percent, and London legal-services employment of 133,000 in 2023, the latest year in that report. None of those three figures is a count of Chief Compliance Officers.

The supervisory tape for 2025/26 is more useful than the roll. The FCA’s skilled-person report, published 9 July 2026, says it commissioned 31 skilled-person reviews in 2025/26. Financial crime was the largest panel lot, 12 of the 31. By market, insurance was 7, wholesale sell-side 6, consumer investments 5, retail banking 5, payments and digital assets 3, wholesale buy-side 2, consumer finance 2, and Annex 1 financial institutions 1. Infrastructure and exchanges were 0. The FCA completed 19 of those reviews in the year, at a total cost of £47.6 million and an average of £2.5 million. The FCA notes that, from this year, cost is reported on reviews completed in the year, so some of that £47.6 million may already have been reported while the review was open. The hiring consequence is narrower than the bill: a skilled-person review on financial crime, controls, or governance is a reason a board replaces or adds the person who holds the function. It is not, by itself, a job description.

Enforcement makes the same point with a name and a date. On 16 July 2025 the FCA fined Barclays a total of £42 million for financial crime risk management failures: £39,314,700 on Barclays Bank PLC, in the Stunt & Co matter, and £3,093,600 on Barclays Bank UK PLC, in the WealthTek matter. That is a public notice about a control failure. It is not a Sartori client, and it is not a template for every London bank. It is evidence that the money-laundering reporting officer and the compliance oversight function are seats a board can be asked to explain.

Phase 1 of the Senior Managers and Certification Regime review does not delete those seats. Policy Statement 26/6, published 21 April 2026, brought most changes in on 24 April 2026. Improvements to regulatory reporting apply from 10 July 2026. The cuts land on criminal-record checks, the 12-week rule, SMF7 and SMF18, statements of responsibilities, the certification regime, regulatory references, and the threshold for an enhanced firm. A second phase is expected later in 2026 if Treasury legislation proceeds. A London search opened on the theory that SMF16 will lapse in phase 1 is opened on a document that does not say that.

Our London mapping coverage, the slice we use when we build a long list, is about 30,000 lawyers, inside the global map of 1,480,000+ profiles. The interview cohort for the city is a separate count, stated above, and it is not added to the 30,000. The yearly picture of firms, pay, and the general-counsel chair is on general counsel salary in London 2026. That page prices a legal officer. This page prices a compliance function.

03 — Sector mix

Five London files, four kinds of employer

The 5 compliance leadership seats inside the 24 split in a way a hiring committee can use. 2 were payments or e-money. 1 was wholesale markets. 1 was insurance. 1 was an asset manager’s money-laundering reporting officer. That is the whole compliance subset. It is not a ranking of sectors, and it is not the FCA’s 31-review mix rewritten as our book.

Payments and e-money. These are the files where the firm is scaling into a permission, or explaining safeguarding and financial crime to a supervisor, and the board wants one accountable officer. 2 of the 5 sat here. One was a first Chief Compliance Officer at a PE-backed payments company, accepted in 10 weeks. The other was an e-money deputy who became the named SMF16, accepted in 14 weeks. Both sit inside that subset’s range, from 10 weeks to 16 weeks. Neither was hired as general counsel.

Wholesale markets. 1 file. The seat was SMF16 at a wholesale sell-side firm, accepted in 12 weeks. The complication was a brief that also assigned SMF17 to the same person. That is the combination 61 interviewees in the London cohort refused unless a deputy was named. The firm kept SMF16 on the officer and left SMF17 on the incumbent for 12 months. The FCA’s skilled-person table put wholesale sell-side at 6 of 31 reviews in 2025/26. Six reviews are not six vacancies. They are the reason this category stays on the list.

Insurance. 1 file, an SMF16 at a London insurance group, accepted in 16 weeks, the long end of the subset. The first specification asked for a solicitor who had never held the function. That specification did not survive the second conversation with the audit committee. Insurance was 7 of the 31 skilled-person reviews. Lloyd’s and the company market staff this seat differently from a bank. We do not move a wholesale SMF16 across that line because the title matches.

Asset managers. 1 file, an MLRO, accepted in 11 weeks. Consumer Duty work sat beside the financial-crime work and was not the same hire. The FCA lists Consumer Duty among the issues examined in the 2025/26 skilled-person reviews. A conduct counsel and an MLRO can report to the same chief compliance officer. They are not substitutes.

Outside financial services, the 2025 statute that creates a compliance seat in a listed or large corporate is the failure-to-prevent-fraud offense. The Economic Crime and Corporate Transparency Act 2023 (Commencement No. 4) Regulations 2025 brought that offense into force on 1 September 2025. It is an organization-level offense. It does not create an SMF16. A London industrial or consumer company that asks for “a CCO” after that date is often asking for procedures, a senior manager who owns them, and a general counsel who can explain them. That company seat is briefed on in-house counsel recruiting in London when the reporting line is legal, and on this page when the reporting line is the compliance function. We did not have a non-financial-services file inside the 5.

LONDON × COMPLIANCE RECRUITMENT 3 OF 5 ENGAGEMENTS · ANONYMIZED

First CCO for a PE-backed payments company

A London payments company hiring its first compliance officer

Mandate
One Chief Compliance Officer to hold SMF16. The firm was already authorized. The function had sat with the general counsel.
Complication
The first offer used a legal-adviser cash figure. The candidate who had held SMF16 declined it. This file is one of 2 of the 5 that refused the first offer.
Outcome
The second offer was accepted. Shortlist on the firm-wide CCO clock of 21 days. Accepted offer in 10 weeks, the firm-wide CCO median. One of 2 payments or e-money files inside the 5.

SMF16 at a wholesale firm, without SMF17 attached

A London wholesale sell-side firm

Mandate
Replace the compliance oversight function. The draft statement of responsibilities also named the money-laundering reporting function.
Complication
Candidates who had held SMF16 treated the combined statement as two jobs. The London interview subset that refuses that combination, absent a deputy, is 61 of 750.
Outcome
SMF17 stayed with the incumbent for 12 months. The SMF16 offer was accepted in 12 weeks. The only wholesale file inside the 5.

Insurance SMF16 whose first specification missed the function

A London insurance group

Mandate
One compliance oversight officer. The audit committee wanted someone who had sat an examination, not a solicitor new to the function.
Complication
The first draft asked for a solicitor who had never held SMF16. That draft is why this file, not the market, ran to 16 weeks. We did not catch the mismatch in the opening brief.
Outcome
The specification was rewritten to the function. The offer was accepted. This is the only insurance file inside the 5, and the long end of that range.

05 — Mandates we run

What a London compliance mandate usually is

Three shapes cover the 5. The other 19 of the 24 were general counsel, head of legal, deputy, or specialist counsel seats. They are on the in-house page, not restated here as compliance work. 5 plus 19 is 24.

First officer. The function has been borrowed by the general counsel or the chief operating officer. The board wants it named. The payments file above is this shape: 10 weeks to an accepted offer, after a first offer that missed the cash. The firm-wide shortlist clock on a CCO search is 21 days. FCA approval of the Senior Manager, if the person is not already approved for that function at that firm, starts after acceptance. We do not fold the approval into those 10 weeks.

Replacement of a named function. SMF16 or SMF17 is already allocated, and the holder is leaving or has lost the board’s confidence. The wholesale file and the asset-manager MLRO, accepted in 11 weeks, are this shape. Speed is limited by the statement of responsibilities, not by an empty market. A combined SMF16 and SMF17 statement is the usual reason the first long list is wrong.

Specification that has to be rewritten. The insurance file is the one that does not flatter the method. It took 16 weeks, because the opening draft asked for a solicitor who had never held the function. 2 of the 5, the payments file and the e-money file at 14 weeks, refused a first offer. Both had been priced off the legal-adviser median cited below. Counter-offers on the London in-house line land on 32 percent of offers. On this compliance subset the count is 2 of 5. That is a subset rate. It is not a second 32 percent.

Financial-crime seats that are not the officer, including a head of sanctions who is not the MLRO, are briefed on sanctions and AML recruitment. Privacy and the data-protection officer are not in the 5. They are briefed on the parent compliance recruitment desk when the seat is the program, and on the privacy pages when the seat is the officer. A chief operating officer who is hiring the compliance officer, rather than a general counsel, is the buyer on the first-officer shape. The reporting line still has to be written down before the approach.

06 — Compensation

What is published, and what a London officer search should not use

There is no public 2026 scale for London SMF16 or SMF17 cash. The documents companies forward into a brief are solicitor tables. Using them as the officer’s base is how 2 of these files lost a first offer.

Incomes Data Research, publishing on 11 December 2025, put the London legal-adviser median base at £66,934. In the same survey the London in-house newly qualified median base was £57,000, and heads of legal sat close to £150,000. Those three numbers describe solicitors. They do not describe a Chief Compliance Officer, an MLRO, or a head of financial crime. The £66,934 median is the figure that was in the first offer on 2 of the 5 London compliance files. Both candidates declined. The seats still closed, at 10 weeks and 14 weeks, after the cash was rewritten to the function. That refusal is the finding that does not flatter the opening brief.

Where the site does publish compliance cash, it is labeled by source and by what the source measures. The officer reconciliation, including why a base-only benchmark and a total-compensation benchmark are not the same population, is on chief compliance officer pay in 2026. The counsel and specialist ranges are on compliance officer salary in 2026. The London solicitor table those ranges must not be swapped with is on in-house counsel salary in London 2026. General counsel cash, including the disclosed London public-body figures, is on general counsel salary in London 2026. A compliance search that imports a general counsel number is hiring a different chair.

Our fee on a London compliance search is the firm-wide retained term: 25–30 percent of the hire’s total first-year compensation, with a retainer equal to 30 percent of the fee, kept if the client cancels. The replacement term on a retained CCO search is 12 months. We do not run this work on a contingency. Offer-to-acceptance, once that package is written, has a median of 13 working days on the London in-house line. The gap before that median, on the 5, was the function and the cash, not a shortage of names.

07 — How a search runs

From the function to the day FCA approval can start

The search is retained and written down before anyone is approached. The brief names the function, SMF16 or SMF17 or both, the reporting line, and whether the person must already be approved. A chief operating officer, a general counsel, and an audit-committee chair do not get three versions of that sentence. They get one.

Mapping uses the London coverage of about 30,000 lawyers inside the global map of 1,480,000+ profiles, filtered to people who have held the function. The London interview cohort is not added to that map. Approach is confidential. Names reach the committee after the statement of responsibilities has been read, not before. The firm-wide CCO shortlist clock is 21 days. We do not promise that clock on a brief whose function is still unallocated.

The 5 London compliance files reached an accepted offer inside one range: 10, 11, 12, 14, and 16. The parent London in-house line, all 24 searches, still carries the typical window of 4 to 7 months, completion of 93 percent, and counter-offers on 32 percent of offers. We have been on that line for more than 10 years. Median offer-to-acceptance, once the package is written, is 13 working days.

After acceptance, two clocks start that are not the search. Notice is whatever the employment contract says. FCA approval, where the candidate is not already approved to perform that function for that firm, is an application the firm makes. Phase 1 of PS26/6, effective 24 April 2026, shortens some of the paperwork around the regime. It does not remove the requirement that an SMF be approved before starting. We do not quote a start date that ignores either clock.

The research programme that holds the interview cohort is described on our research page. A company that wants the method, rather than the London tape, starts at methodology. An officer considering a move, for whom the hiring company pays the fee, can use the compliance candidate page. The company brief itself goes through a conversation or a hiring enquiry.

09 — Questions

Compliance recruitment in London — common questions

Who are the best compliance recruiters in London?

A ranking does not exist. The useful test is whether the search names the Senior Manager function before it prices the seat. Over three years Sartori closed 24 London in-house searches, 5 of them compliance leadership, at a 93 percent completion rate. Counter-offers arose on 32 percent of that line. Median offer-to-acceptance was 13 working days. The firm-wide Chief Compliance Officer clock, across 36 compliance and regulatory leadership placements since 2017, is 21 days to a shortlist and 10 weeks to an accepted offer.

How long does compliance recruitment London take?

The London in-house line, of which these compliance files are a subset, typically runs 4 to 7 months from signed brief to accepted offer. The 5 London compliance leadership files inside those 24 closed between 10 and 16 weeks. The firm-wide Chief Compliance Officer median is 10 weeks. Once the package is written, median offer-to-acceptance on the London in-house line is 13 working days. Notice and FCA approval of an SMF16 or SMF17 sit after that acceptance. They are not inside the 10 weeks.

Which London compliance seats are actually hired?

5 of the 24 closed London in-house searches were compliance leadership: 2 payments or e-money officers, 1 wholesale-markets compliance oversight seat, 1 insurance compliance oversight seat, and 1 asset-manager money-laundering reporting officer. That split is this book, not a forecast. Firm-wide, Sartori has completed 36 compliance and regulatory leadership placements since 2017, inside 400+ placements (230+ in-house). The officer mandate is a Chief Compliance Officer search. Financial-crime seats that are not the officer are briefed on sanctions and AML recruitment.

What does a London compliance officer get paid?

There is no public 2026 table for London SMF16 or SMF17 cash. Incomes Data Research, on 11 December 2025, put the London legal-adviser median base at £66,934 and heads of legal close to £150,000. Those are solicitor seats, not the compliance officer. 2 of the 5 London compliance files refused a first offer priced off that legal-adviser median. Cash bands the site does publish are on the chief compliance officer pay page, the compliance officer salary page, and the London in-house counsel salary page. The search fee is 25–30 percent of first-year total compensation.

Does SM&CR reform remove the London compliance officer?

No. FCA Policy Statement 26/6, published 21 April 2026, took most phase-1 changes into effect on 24 April 2026, with reporting changes from 10 July 2026. The phase cuts burden on the certification regime, on SMF18, and on statements of responsibilities. It does not abolish SMF16, compliance oversight, or SMF17, the money-laundering reporting function. The FCA’s Senior Managers page, updated 11 September 2026, still requires SMF16 at every dual-regulated firm. A London search that waits for phase 1 to delete the seat is waiting for a change the policy statement does not make.
