›Forty-one placements, and the line that covers this city

Compliance recruitment Sacramento is a retained search for a compliance leader the company does not already employ. Sartori & Partners has completed 36 compliance and regulatory leadership placements since 2017. The San Francisco in-house line that covers this city closed 22 searches over three years; a counter-offer arrived on 28 percent, and offer to acceptance ran 15 working days. A Sacramento health plan hired its chief compliance officer in week 11. The State Bar county file lists 9,001 active licensees in Sacramento County. In May 2025 the metro mean wage for compliance officers was $99,500.

01 — The brief answer

A capital full of regulators. A private seat that has to be named.

Compliance recruitment Sacramento is the retained brief a general counsel, a chief compliance officer, or a chief operating officer gives when the company needs a compliance leader it does not already employ. The person is usually in post at another institution, bound by an employment contract, and not free to start on the day the offer is signed. The capital makes the brief sharper than a title. The Department of Insurance, the Department of Financial Protection and Innovation, the Department of Cannabis Control, and the Department of Managed Health Care all sit in this metro. A state agency that employs lawyers is a different appointment from the private officer who has to sit across one of those departments.

That is the work compliance recruitment is retained to do here. Sartori & Partners was founded in early 2017 by Lorenzo Sartori. The California hubs, Los Angeles and San Francisco, opened in 2024. There is no Sacramento office and no Sacramento closed-search constant. The nearest labelled market is San Francisco, and the in-house line for that market is the covering book, kept separate below. The firm-wide compliance record is 36 compliance and regulatory leadership placements since 2017, inside 400+ placements (230+ in-house). The CCO clock on that book is 21 days to a shortlist and 10 weeks median to an accepted offer. The city hub is legal recruitment in Sacramento. Pay comparisons are on the compliance, AML, sanctions, and California lawyer salary pages.

02 — Local demand

The bar roll is the profession. The regulators are the reason the seat exists.

The State Bar of California’s county file, read on 7 October 2026, lists 9,001 active licensees with a Sacramento County address of record. The same row lists 2,180 inactive, 96 judges, and 564 not eligible to practice, for a county total of 11,841. The May 2025 wage area is wider than the county. The Bureau of Labor Statistics county map for that release assigns El Dorado, Placer, Sacramento, and Yolo to Sacramento–Roseville–Folsom. On the same State Bar file those three other counties list 400, 1,394, and 607 active licensees. The four rows add to 11,402. Statewide, that file lists 172,388 active licensees. The State Bar’s 2025 digital annual report, published 30 April 2026, counts 278,430 attorneys licensed and 7,120 newly admitted. Those two statewide figures are different counts. Neither is a count of compliance officers, and neither is a count of open seats.

The occupation that the wage file actually calls a compliance officer is smaller, and it is not the lawyer cell. The Bureau of Labor Statistics May 2025 release for this metro reports 2,820 compliance officers, a location quotient of 0.97, a mean hourly wage of $47.84, and a mean annual wage of $99,500. A location quotient of 0.97 means the local share of that occupation is close to the national share. The $99,500 is the compliance-officer mean. The lawyer median, below, is a different number.

The California Department of Insurance’s 2025 Annual Report of the Commissioner records $319,154,554 recovered for consumers through direct intervention on complaints and market conduct examinations. In fiscal year 2024–25, Department detectives handled 2,343 cases. The same report’s Investigation Division lists seven regional offices, and Sacramento is one of them. Rate filings are reviewed by six bureaus, one of them in Sacramento, for nearly 700 property-and-casualty companies licensed in the state. Those figures describe the supervisor’s year. They are not a headcount of insurer compliance departments, and they are not a Sartori search count.

The Department of Financial Protection and Innovation lists its main office in Sacramento. Its 2024 report under the California Consumer Financial Protection Law, dated April 2025, says enforcement reviewed 973 referred complaints, up 6 percent from 2023, opened 699 investigations, issued 202 public actions, up 12 percent, and collected $2.7 million in penalties. A licensee that answers to that department hires a compliance officer against examinations and public actions of that kind. The 202 public actions are the department’s work. They are not 202 searches.

The Department of Cannabis Control is headquartered in Sacramento County. A June 2025 performance audit by the Department of Finance reports that, as of 30 June 2024, the department had 6,055 active annual licenses and 3,011 active provisional licenses, 9,066 in total. Its legislative report for fiscal year 2024–25, published 1 March 2026, says the Law Enforcement Division served search warrants at 264 locations that year, 156 of them led by the department and 108 in support of other agencies, and that those operations seized 234,924 pounds of untested product with an estimated retail value of about $424 million. Separately, CalPERS, headquartered in Sacramento, reports a Public Employees’ Retirement Fund fiduciary net position of $563.0 billion as of 30 June 2025 and health benefit services to 1.5 million members. It is a governmental entity. The research program maps 1,480,000+ lawyers. This page does not add a Sacramento slice of that map.

03 — Sector mix

Insurers, finance licensees, cannabis operators, and the health plan. The state desk is a different hire.

The demand that a retained search can actually staff splits into four employer shapes, plus a fifth that the registration rule takes off the table. California Rule of Court 9.46, amended effective 1 October 2025, lets a lawyer licensed in another U.S. jurisdiction practice for one qualifying institution without the California bar examination. Subdivision (a), amended effective 25 October 2025, says a qualifying institution has an office in California, is not a governmental entity, and is not an entity that provides legal services to others. It must employ at least five full-time employees, or employ in California an active licensee of the State Bar. The registered lawyer must reside in California, practice only for that institution, and may not appear in a California state court. A department, a pension system, or a municipal utility fails the governmental-entity sentence. Its lawyers are a civil-service or exempt appointment, not a Rule 9.46 registration. CalPERS, with the $563.0 billion fund and the 1.5 million health-benefit members, sits on that side of the line.

The first private shape is an insurer whose California compliance seat is in this metro. The Department of Insurance recovered $319,154,554 for consumers through complaints and market-conduct examinations in the 2025 annual report, and its detectives handled 2,343 cases in fiscal year 2024–25. Market conduct examines rating, underwriting, and claims. A compliance leader hired against that supervisor has sat those examinations, or has built the program an examination reads. The Sacramento rate bureau, one of six, is the filing desk. It is not the person the company is hiring. A brief that treats “insurance experience” as one skill, without saying whether the last examination was market conduct, financial surveillance, or producer licensing, is the brief that slips.

The second shape is a finance company, a lender, or a payments firm that holds a license the Department of Financial Protection and Innovation supervises. The department’s main office is in Sacramento. In 2024 it issued 202 public actions under the consumer-protection law and collected $2.7 million in penalties, on 699 investigations. Those actions are a statewide enforcement total. A Sacramento compliance seat hired against them still has to name which license the company holds and which examination the officer will sit. A money-transmission or lending program is not a cannabis track-and-trace program by another name.

The third shape is a commercial cannabis licensee. The Department of Cannabis Control, headquartered in Sacramento County, reported 9,066 active licenses as of 30 June 2024, of which 6,055 were annual and 3,011 were provisional. In fiscal year 2024–25 it served search warrants at 264 locations. The licensee’s compliance officer owns track-and-trace, testing failures, recalls, and the local permit that sits under the state license. The department’s own enforcement lawyers are not that hire.

The fourth shape is a health plan. The Department of Managed Health Care’s contact page places the department in downtown Sacramento. A Knox-Keene plan’s compliance officer is the person who sits across that department on filings, surveys, and grievances. The privacy officer, if the plan also processes consumer data at scale, is a second scorecard. The scorecard in week one, before any name is discussed, is short.

  • Which supervisor. Insurance market conduct, a DFPI license, a cannabis license, or a Knox-Keene plan. One file names one of them.
  • Which institution the rule allows. Rule 9.46 excludes a governmental entity and a law firm. CalPERS and a state department are not registered-in-house paths.
  • Where the person lives. A lawyer using Rule 9.46 must reside in California. A California licensee does not use that rule at all.
  • Which officer is actually being hired. The health-plan compliance officer and the privacy officer are different scorecards. Of 40 compliance counsel in the covering cohort, 18 had already said they would not combine them.
  • Which number is a headcount. 9,001 active licensees, 2,820 compliance officers, and 9,066 cannabis licenses are three different universes. None of them is the 22.

04 — Timeline

Acceptance ends the search. The regulator’s notice, if the statute requires one, opens the next morning.

Sacramento has no closed-search constant. The San Francisco in-house line that covers it closed 22 searches over three years, at 94 percent completion. The median from signed brief to accepted offer on that line is 12 weeks. From written offer to acceptance, those 22 files ran 15 working days. A counter-offer arrived on 28 percent of them. The 15 days are the offer step. They sit inside the 12 weeks. They are not a Sacramento average, because Sacramento does not have one.

The firm-wide CCO clock is a different book. Across 36 compliance and regulatory leadership placements since 2017, the shortlist arrives in 21 days and the accepted offer in a median of 10 weeks. Ten weeks is shorter than the covering line’s median of 12 weeks. A Sacramento file budgeted at 10 weeks is budgeted on the firm-wide CCO median. The 36 are a separate count from the 22. Offer acceptance on corporate mandates is 96 percent. Retention of placed in-house leaders is 97 percent at 12 months and 91 percent at 24 months. The replacement term on a retained CCO search is 12 months. Off-limits on the client’s legal and compliance department run 24 months.

Rule 9.46 does not set a resignation period. An out-of-state lawyer starts only with California residence, one qualifying private employer, and no California state-court appearances. A governmental entity cannot use the rule, so that start date is not the 12 weeks.

Of the Sacramento compliance files inside the 36, one closed in week 11, inside both the firm-wide CCO median’s neighborhood and the covering line’s 12 weeks. The shortlist on that health-plan file was on day 23. A second file, a combined compliance-and-privacy brief, closed in week 16, past the 12-week median. It closed. It closed late. The miss was a brief that had named one officer for two scorecards. Both files are inside the 41. Neither is added to the 22.

Clock Base Figure
In-house searches closed San Francisco line, three years, covering Sacramento 22
Brief to accepted offer Median on that line 12 weeks
Written offer to acceptance Those 22 files 15 working days
Counter-offer Share of those 22 28 percent
Completion That in-house line 94 percent
Firm-wide CCO median 36 compliance placements since 2017 21 days to shortlist, 10 weeks to offer
Sacramento health-plan file Inside the 41, not added to the 22 Day 23, week 11
Rule 9.46 residence Out-of-state lawyer, private qualifying institution Must reside in California

The 15 working days and the 12 weeks are the covering line. The health-plan hire is one file inside the 41. It is separate from the combined brief that closed in week 16. The shortlist on the combined file was in week 5. The general counsel of the health plan later said: The dossier named the examinations the candidate had sat. We kept the health-plan compliance officer separate from the privacy seat.

Hiring in Sacramento?

Name the supervisor, the officer, and the rule before the person.

The letter records the fee, the retainer, and the off-limits period before any approach.

05 — Compensation

The compliance-officer mean is not a Sacramento CCO band.

The Bureau of Labor Statistics May 2025 release for Sacramento–Roseville–Folsom puts the compliance-officer mean at $99,500 a year, $47.84 an hour, on 2,820 jobs. O*NET’s republication of the same survey’s lawyer cell for that metro puts the 10th percentile at $80,540, the 25th at $128,420, the median at $178,540, the 75th at $209,650, and the 90th at $284,610. The lawyer median is $79,040 above the compliance-officer mean. A company that prices a Sacramento chief compliance officer at $99,500 because that is the occupation mean is pricing a different job. A company that prices the same seat at $178,540 because that is the lawyer median is pricing every employed lawyer in the metro, government and private, lockstep and not, as one person.

The comparison pages, which do not print a Sacramento chief compliance officer band, are compliance officer salary, 2026, AML compliance officer salary, 2026, sanctions compliance officer salary, 2026, and lawyer salary in California, 2026. The California page already prints the Sacramento lawyer percentiles above.

The fee is 25–30 percent of the hire’s total first-year compensation. Thirty percent of that fee is the retainer at engagement, and it is kept if the client cancels. The search is retained only. Splitting one combined seat into two hires changes the compensation the percentage applies to. It does not change the percentage.

06 — How a search runs

Six steps. The Sacramento work is the supervisor and the rule.

  1. 01 — BriefMandate, success profile and conflicts frame agreed in writing.
  2. 02 — Market mapThe live universe mapped from our coverage, not whoever is in motion.
  3. 03 — ApproachConfidential, principal-led conversations with the mapped shortlist.
  4. 04 — ShortlistUnderwritten candidates presented with evidence, not CVs.
  5. 05 — OfferPackage design, references and counter-offer defence.
  6. 06 — CloseResignation, notice and the first hundred days, managed.

The brief names which officer is being hired, which Sacramento supervisor that officer will sit across, and whether the employer is a qualifying institution under Rule 9.46 or a governmental entity the rule excludes. It names whether the lawyer must already be a California licensee. It names whether the privacy officer, the financial-crime officer, or the market-conduct officer is the same person. Conflicts are checked before outreach. The approach stays blind until both sides want a conversation. The shortlist is set against that scorecard, not against whoever has told the market they are movable.

Mapping uses the research program’s map of 1,480,000+ lawyers. Interviews use the 350 in the San Francisco cohort that covers this city. 40 of them are compliance, MLRO, or financial-crime counsel. They are interview records, not placements. The two Sacramento files are in the next section.

07 — Two files

One health-plan hire inside the median. One combined seat that missed it.

Both files are inside the 36 compliance and regulatory leadership placements since 2017. Neither is added to the 22 on the San Francisco in-house line.

09 — Questions

Compliance recruitment in Sacramento

What is compliance recruitment Sacramento hired to do?

Compliance recruitment Sacramento is a retained search for a compliance leader a company in the capital does not already employ. Sartori & Partners has completed 36 compliance and regulatory leadership placements since 2017, inside 400+ placements (230+ in-house). The CCO clock on that book is 21 days to a shortlist and 10 weeks median to an accepted offer. Sacramento has no closed-search constant of its own. The San Francisco in-house line that covers it closed 22 searches over three years. The city hub is legal recruitment in Sacramento. The practice is compliance recruitment.

Which Sacramento employers actually hire a compliance leader?

Four private shapes, and they are different seats from a state desk. An insurer answers to the California Department of Insurance, whose 2025 annual report records $319,154,554 recovered for consumers through complaints and market-conduct examinations, and whose Investigation Division lists Sacramento among seven regional offices. A finance licensee answers to the Department of Financial Protection and Innovation, which lists its main office in Sacramento and, in its 2024 consumer-protection report, issued 202 public actions. A cannabis licensee answers to the Department of Cannabis Control, headquartered in Sacramento County. A health plan answers to the Department of Managed Health Care, whose contact page places the department in downtown Sacramento. A governmental entity cannot use California Rule of Court 9.46.

How long does a Sacramento compliance search take?

The firm-wide CCO median is 10 weeks to an accepted offer, and 21 days to a shortlist, across 36 compliance and regulatory leadership placements since 2017. The San Francisco in-house line that covers Sacramento runs a median of 12 weeks on 22 closed searches over three years, at 94 percent completion. Written offer to acceptance on those 22 ran 15 working days, and a counter-offer arrived on 28 percent. A Sacramento health plan hired its chief compliance officer in week 11, from a shortlist on day 23. One combined brief closed in week 16. Acceptance on corporate mandates is 96 percent. The fee is 25–30 percent of total first-year compensation, and 30 percent of the fee is the retainer, kept if the client cancels.

What does compliance recruitment in Sacramento pay against?

There is no published Sacramento chief compliance officer band. The Bureau of Labor Statistics May 2025 release for Sacramento–Roseville–Folsom puts compliance officers at a mean annual wage of $99,500, on employment of 2,820 and a location quotient of 0.97. That cell is the occupation mean. It is not an officer package. O*NET’s republication of the same May 2025 survey puts the lawyer median in that metro at $178,540, which is $79,040 above the compliance-officer mean. The comparison pages are compliance officer salary, 2026, AML compliance officer salary, 2026, sanctions compliance officer salary, 2026, and lawyer salary in California, 2026.

Can one person be both the health-plan compliance officer and the privacy officer?

The briefs are different scorecards. A Knox-Keene plan’s compliance officer sits across the Department of Managed Health Care. A privacy officer sits across the California Privacy Protection Agency and the statutes that agency administers. Of 40 compliance, MLRO, or financial-crime counsel inside the San Francisco interview cohort of 350 that covers this city, 18 said they would not take a seat that combined the two. The 18 are a subset of the 40, and the 40 are a subset of the 350. One Sacramento file that started as a combined seat closed in week 16, past the 12-week median on the covering line, after the brief was recut to the compliance officer alone.

Where does a Sacramento compliance hire sit next to the rest of the legal search?

The officer mandate, when the seat is the chief compliance officer, is a chief compliance officer search. Financial-crime seats are on sanctions and AML recruitment. The wider company legal department is in-house counsel recruiting. The city hub is legal recruitment in Sacramento. Pay is on the California lawyer salary page. The research map behind the work is 1,480,000+ lawyers. Sacramento has no separate mapped-lawyer total on this page.
