In house legal recruiters Honolulu are retained when a chief executive hires counsel who already holds a Hawaii license. Sartori & Partners has completed 400+ placements since 2017 (230+ in-house), including 52 general counsel searches: a shortlist in 24 days and an accepted offer in a median of 11 weeks. Honolulu in-house searches since 2023 number 4. A privately held hospitality company in Honolulu hired its first general counsel in 14 weeks in 2025. Hawaii State Bar Association statistics dated 6 December 2024 count 334 in-house counsel. May 2025 Bureau of Labor Statistics data put the Hawaii lawyer median at $124,990.

01 — The brief answer

Honolulu hires a lawyer who already holds the card, or who will sit the exam.

A company looking for general counsel recruiters Honolulu is hiring into a bar that does not offer a limited license for in-house counsel. The National Conference of Bar Examiners lists Hawaii as not providing admission on motion except on a limited basis for law teaching and military practice. The only limited license the Supreme Court has opened, effective 14 August 2025 and expiring 30 November 2027, is criminal work for the public defender, a county prosecutor, or the Attorney General. A utility, a bank, a shipping line, or a hospitality company cannot use that pilot. The brief names whether the hire is already admitted in Hawaii before it names the title.

That is the work in-house counsel recruiting is retained to do in this city. Lorenzo Sartori founded the firm in early 2017. The California hubs in Los Angeles and San Francisco opened in 2024, and a Honolulu file is run from that US book. The research program maps 1,480,000+ lawyers and has run a quarterly survey since 2019. Corporate mandates have run in 23 countries and 41 cities. Honolulu has no published closed-search constant. The local count since 2023 is 4 in-house searches, inside the 400+ placements since 2017.

Private-practice context for the city is on legal recruitment in Honolulu. The Hawaii wage table, including the warning that lockstep is not a Honolulu scale, is on lawyer salary in Hawaii, 2026. Officer-level cash, as a national band, is on general counsel salary, 2026.

02 — The local market

The headquarters that print a legal officer already sit on Oahu.

Hawaiian Electric Industries’ 2026 proxy, signed 29 April 2026, describes the company after two sales. American Savings Bank was sold in 2024. The primary assets of Pacific Current were sold in 2025. The proxy says the company then adopted a pure-play model with Hawaiian Electric as the sole operating company. A general counsel seat at that holding company is an electricity, wildfire, and public-utilities file, and the 2025 title on the summary compensation table also reads chief administrative officer. When the chair itself is open, the brief moves to energy general counsel search. The proxy does not print legal-department headcount. Employment of the company and the size of the legal department are different counts.

Matson’s 2026 proxy places the annual meeting on 23 April 2026 at the company’s office in Honolulu. The officer whose 2025 compensation is cited below is executive vice president, chief administrative officer and general counsel. The legal work a Honolulu ocean carrier staffs is maritime commerce, labor, and securities disclosure. It is not the utility file, even when both buildings are on Oahu.

Two bank holding companies print Honolulu as headquarters and do not print a general counsel salary. First Hawaiian’s 2026 proxy, dated 12 March 2026, describes a Delaware corporation headquartered in Honolulu. As of 31 December 2025 the bank was the largest in Hawaii by loans and leases and by net income. The general counsel signs that proxy and is not a named executive officer in the summary compensation table, so the table cannot be used as the general counsel’s pay. Bank of Hawaii’s Form 10-K for the year ended 31 December 2025, filed 24 February 2026, describes a Delaware bank holding company headquartered in Honolulu. The bank’s 2025 annual report lists a vice chair and chief administrative officer, general counsel and corporate secretary, on the executive committee as of 31 December 2025, and does not disclose that officer’s cash. A bank mandate has its own practice: bank general counsel search.

Two further employers show the rest of the bench without a public salary. Kamehameha Schools publishes a general counsel and a legal services group covering education and administration, real estate, tax, and litigation. The page does not disclose cash. The visitor economy is the other large private file: the Hawaiʻi Tourism Authority’s July 2026 fact sheet puts calendar-year 2025 preliminary visitor spending at $21.75 billion and the fiscal 2026 transient accommodations tax at $864.7 million. Those are economy figures. They are not a count of hospitality general counsel, and they are not a compensation band.

The Hawaii State Bar Association’s statistics dated 6 December 2024 count 3,884 active members, of whom 334 are recorded as in-house counsel. The same table records 433 in-house counsel in 2023 and 324 in 2022. The label moves. It is not a stable census of employed counsel. A different instrument, the ABA National Lawyer Population Survey as restated by the Hawaiʻi Judiciary on 23 March 2026, counts 4,125 resident active attorneys as of December 2025. The 4,125 and the 3,884 are not the same year and not the same cut. William S. Richardson School of Law’s ABA employment summary for the class of 2024 records 96 graduates and 89 employed, of whom 4 were in business and industry and 77 were employed in Hawaii. The local school is a thin feeder into company seats. The Honolulu location page is the law-firm map. This search is the company side of the same island.

03 — Compensation

The occupational median, the posted band, and the proxy total are three instruments.

WageDex, compiling Bureau of Labor Statistics Occupational Employment and Wage Statistics on 10 August 2026, puts May 2025 pay for lawyers, SOC 23-1011, in Hawaii at a median of $124,990, a 10th percentile of $73,890, a 90th percentile of $179,010, and a median hourly wage of $60.09, on about 2,270 covered jobs. Rippling, republishing the same May 2025 vintage, puts the statewide mean at $127,280 and the Urban Honolulu mean at $126,580. The Urban Honolulu mean sits $700 below the statewide mean. The Bureau of Labor Statistics Occupational Outlook Handbook reports a United States lawyer median of $159,670. The Hawaii median sits below that national median. A company that prices a Honolulu seat from $159,670 is using the national row.

The Bureau of Labor Statistics news release for May 2025 reports a different cut of Urban Honolulu. Legal occupations as a major group had a mean hourly wage of $51.02, against $67.07 in the United States, and accounted for 0.8 percent of local employment and 0.8 percent of national employment. That group includes more occupations than lawyers. The $51.02 mean and the $124,990 lawyer median stay in separate sentences. The state table behind the lawyer percentiles was not readable as BLS HTML. The percentiles above are the WageDex compilation of that release, dated 10 August 2026.

A posted hiring range is a third instrument, and it is not a proxy total. Hawaiian Electric’s careers page, posting dated 6 August 2026, location Honolulu, lists associate general counsel, transactional, at $141,000 to $156,200, and senior associate general counsel at $159,400 to $179,700. The senior ceiling of $179,700 sits just above the statewide 90th percentile of $179,010. The posting is an advertised range. It is not a salary the company reports as paid.

A named executive officer’s package is on a proxy, and in both Honolulu issuers cited here the legal officer’s title also includes chief administrative officer. Hawaiian Electric Industries’ 2025 summary compensation table reports, for the executive vice president, general counsel, chief administrative officer and corporate secretary, salary of $528,167, bonus of $149,940, stock awards of $443,561, non-equity incentive plan compensation of $716,836, a change in pension value of $326,145, all other compensation of $10,254, and a total of $2,174,903. The proxy states that a base-salary increase took effect on 1 March 2025, so the salary column is cash received across two rates, not a single annual rate. The bonus column is cash received on time-based awards, and the non-equity column is the annual incentive. Stock-award amounts are grant-date fair values. The salary and the total answer different questions.

Matson’s 2025 summary compensation table reports, for the executive vice president, chief administrative officer and general counsel, salary of $536,248, stock awards of $857,000, non-equity incentive plan compensation of $464,789, a change in pension value of $87,573, all other compensation of $34,747, and a total of $1,980,357. The same caution applies. The $1,980,357 is not cash received in 2025. First Hawaiian’s general counsel is not in that company’s summary compensation table, so no parallel line is available. Bank of Hawaii’s annual report names the seat and does not disclose the cash.

The firm’s published US bands, which are a national frame and a separate instrument from the Hawaii occupational table, put a Series B–C first general counsel at $240,000 to $340,000 base with a 20 to 40 percent bonus, a mid-cap listed general counsel at $450,000 to $650,000 base with a 60 to 100 percent bonus, and a large-cap listed general counsel at $650,000 to $1.1 million base. Hawaiian Electric Industries’ 2025 salary of $528,167 can be read against the mid-cap base band. The proxy itself does not assign the company to that band, and the title is not a pure general counsel title. The $2,174,903 total stays out of the base band. It also stays out of the $4.76 million median total compensation for sitting general counsel who are named executive officers at 236 of the largest US-listed companies in the 2026 proxy season, which is Sartori & Partners’ analysis of SEC filings on the general counsel pay page. The Bureau of Economic Analysis, in the regional price parity release dated 19 February 2026, put Hawaii’s 2024 all-items parity at 110.0. FRED series RPPALL46520 records Urban Honolulu at 110.961 for 2024. A price index of 110.0 is not a reason to replace the $124,990 median with a mainland officer total.

04 — Notice and licensing

The statute sets the last paycheck. The bar sets whether the lawyer can start.

The start date on a Honolulu hire is the date in the current employment agreement, or the date the parties waive. Hawaii Revised Statutes section 388-3 says that when an employer discharges someone, wages are due in full at the time of discharge, or not later than the next working day if the discharge occurs at a time and under conditions that prevent immediate payment. When an employee quits, wages are due no later than the next regular payday, except that if the employee gives at least one pay period’s notice of intention to quit, wages earned are due at the time of quitting. The section is a final-pay rule. It is not a minimum notice period.

Section 388-41 covers the case where the employer has required advance notice and the employee has given it. The employer is then liable for the wages the employee would have earned during the stated period in that notice, starting from the day notice is given, unless the employee voluntarily terminates or is terminated for cause before the last day of the period. The statute still does not choose the length. The contract, or the employer’s own rule, chooses it. A counsel leaving a Honolulu payroll and a counsel leaving a mainland payroll can be on different contractual notice clocks. Both of those clocks run after acceptance.

There is no Hawaii rule that admits a lawyer to practice solely for one corporate employer. The National Conference of Bar Examiners lists admission on motion as not provided except on a limited basis for law teaching and military practice, legacy Uniform Bar Exam scores as not accepted, and transferred MBE scores as not accepted. The minimum passing combined score on the current exam is 132. The MPRE minimum is 85. The same chart lists the bar-exam fee for a first-time taker at $500, plus a character-and-fitness fee, and a laptop fee of $133.50 where a laptop is permitted. Hawaii publishes a separate Hawaiʻi Legal Ethics Examination of 15 multiple-choice questions. Rule 1.3 of the Rules of the Supreme Court, in the October 2025 text, requires a J.D. or an LL.B. from an ABA-accredited law school. An LL.M. is not a substitute. A lawyer who is not a graduate of an accredited school may sit after admission and active practice in another United States jurisdiction for five of the six years preceding the application. Full-time faculty at the University of Hawaiʻi law school may be admitted without examination under Rule 1.8, as pro tem members for 3 years. At the end of that term the dean may certify continued full-time faculty service, and the Board may then admit without a time limit. Rule 1.7 admits a full-time active-duty uniformed-service judge advocate without examination for 4 years, with one extension available, and limits that practice to enlisted grades E-1 through E-5 and their dependents. None of those paths is an in-house license.

The Supreme Court’s order 592 opens a pilot effective 14 August 2025 and expiring 30 November 2027. The applicant must be hired by the Office of the Public Defender, a county prosecutor, or the Department of the Attorney General, and the practice is criminal. The license ends when that employment ends, unless the lawyer moves to another qualifying government office or is admitted by another route. A Hawaiian Electric lawyer, a bank lawyer, and a Matson lawyer are outside the pilot. The National Conference of Bar Examiners lists July 2028 as Hawaii’s first NextGen administration and does not yet publish a NextGen passing score. It lists 1 November 2026 as the first filing deadline for the February 2027 examination. The July 2026 first filing deadline was 1 April 2026.

A lawyer moving from a mainland in-house seat to a Honolulu payroll does not carry the former license into Hawaii practice. Advice given before Hawaii admission is a different problem from the search. The search can close on the 11-week median and still leave the February 2027 examination, or a later sitting, in front of the lawyer. The 14 weeks on the hospitality file are the acceptance. They are not the first day the lawyer may practice.

05 — Timeline

Eleven weeks is the firm GC clock. The bar examination starts after acceptance.

General counsel and chief legal officer searches, 52 of them since 2017, reach a shortlist in 24 days and an accepted offer in a median of 11 weeks, with a range of 8 to 16. Deputy general counsel and head of legal searches, 47 of them, run to a shortlist in 21 days and an offer in 10 weeks. Senior and specialist counsel, 87 of them, run to a shortlist in 18 days and an offer in 8 weeks. Retained corporate mandates complete at 92 percent. Offer acceptance is 96 percent. Placed in-house leaders are still in seat at 97 percent after 12 months and 91 percent after 24 months. The replacement term on a retained GC, CLO, or CCO search is 12 months. On other in-house searches it is 6 months. The fee is retained only: 25 to 30 percent of total first-year compensation, with 30 percent of that fee paid at engagement and kept if the client cancels. Off-limits on the client’s legal department run 24 months after a mandate.

A NASDAQ-listed medtech in Boston hired a successor general counsel on that GC clock: a shortlist of four on day 24, an accepted offer in week 11, and the 12-month retention checkpoint held. The general counsel there later said: “The shortlist arrived in just over three weeks and every name could already sit with our board. The person we hired is still in post two years later.” A venture-backed SaaS company in California hired its first general counsel with a shortlist on day 24 and an accepted offer in week 10, still in post at 24 months. Those two files are published case studies. They show the clock. They are separate from a Honolulu tally.

One of the 4 Honolulu in-house searches since 2023, and one of the 52 general counsel searches, was a privately held hospitality company in Honolulu. It hired its first general counsel from a shortlist of 3 on day 29, with the accepted offer in week 14 in 2025. Week 14 sits inside the general-counsel range of 8 to 16. Day 29 is this file’s shortlist, set against the 24-day GC mark. Every name on that shortlist already held a Hawaii license. The 14 weeks are the acceptance. Section 388-3 and section 388-41 run after it, and so does whatever notice the prior contract requires.

Interim cover is the bridge when the contract will not move, or when the permanent hire is not yet admitted. Interim and fractional legal talent is a separate book from the 400+ placements (230+ in-house): 60+ engagements, with a median of 7 days from first call to start. A published Series C file in San Francisco was live on day 6. Interim cover does not create a Hawaii license. It covers the work, with a lawyer who can already practice, while the permanent search or the bar examination runs. It sits outside the 4.

06 — How a file is run

The brief names the license, the employer, and the printed pay.

The retained steps are the same in Honolulu as on any other corporate mandate. Week 1 is the written seat: which decisions the hire owns, whether those decisions are the practice of Hawaii law, and who the employer is. Weeks 1 and 2 map the market from coverage the firm already holds, the 1,480,000+ lawyer map, screened to people who already hold a Hawaii license when the start date cannot wait for an examination. Outreach is confidential and starts once the reporting line and the license are settled. The shortlist on a GC search is the 24-day mark. Interviews and the offer sit in weeks 5 to 9. Closing includes the contractual notice, the first months in the seat, and the 90-day check-ins. Off-limits on that legal department run 24 months after the mandate.

Three Honolulu questions are answered in that first week. First, whether the person will practice before admission, which this market does not allow for a company seat, or only after a Hawaii license is in hand. Second, whether the client is a utility, an ocean carrier, a bank, a charitable trust, or a hospitality operator, because those benches do not substitute for one another. Third, which printed number the candidate is shown: the May 2025 lawyer median of $124,990, the Hawaiian Electric associate general counsel range of $141,000 to $156,200, or a proxy total such as Hawaiian Electric Industries’ $2,174,903. A counsel who is shown the occupational median and then handed a named-executive total has been shown two instruments.

A chief financial officer at a London-headquartered private-credit manager put the engagement rule in one sentence: “Fee, replacement window and off-limits were in the letter before they called anyone. That is the only way I will sign a search firm. The hire accepted on the first offer.” That file is a published reference. The rule a Honolulu chief executive is asked to sign is the same one. The fee, the 12-month or 6-month replacement term, and the off-limits period go in the letter first. The 30 percent retainer is paid at engagement.

General counsel search is the officer-seat practice when the hire is the first GC or the successor. The nearest US hub city pages are in-house counsel recruiting in Los Angeles and San Francisco. Those hubs opened in 2024. Their closed-search counts stay on those pages.

07 — Selected engagements

Does a Honolulu general counsel need a Hawaii license, or is there an in-house admission?

A company seat needs a Hawaii license. The National Conference of Bar Examiners lists Hawaii as not providing admission on motion except on a limited basis for law teaching and military practice, as not accepting a legacy Uniform Bar Exam score, and as first administering the NextGen exam in July 2028. The Supreme Court pilot effective 14 August 2025 and expiring 30 November 2027 is a limited criminal license for the public defender, a county prosecutor, or the Attorney General. It does not open a utility, bank, shipping, or hospitality legal department. The search can close on the 11-week median and still leave the bar examination in front of a lawyer who is not already admitted.

What notice period applies before a Honolulu counsel can start?

The start date is the date in the current contract. Hawaii Revised Statutes section 388-3 makes wages of a discharged employee due at discharge, or not later than the next working day if immediate payment is prevented. On a resignation, wages are due by the next regular payday, or at the time of quitting if the employee gave at least one pay period’s notice. Section 388-41 does not set a notice length. It makes the employer liable for wages through a notice period the employer required and the employee gave, unless the employee quits or is fired for cause before that period ends. The search ends at acceptance. Across 52 general counsel searches since 2017, that acceptance is a median of 11 weeks.

The fee is retained only, 25 to 30 percent of total first-year compensation. Thirty percent of that fee is paid at engagement and kept if the client cancels. GC, CLO, and CCO searches carry a 12-month replacement term. Other in-house searches carry 6 months. Offer acceptance on corporate mandates is 96 percent. The Honolulu hospitality file closed in 14 weeks in 2025, which is the acceptance. Contractual notice, and the Hawaii bar if the lawyer is not already admitted, run after it.
