In house legal recruiters Jacksonville are retained when a general counsel or a chief executive hires for a company whose headquarters is in the Jacksonville metropolitan area. Sartori & Partners has completed 400+ placements since 2017 (230+ in-house), including 52 general counsel searches. Those searches reach a shortlist in 24 days and an accepted offer in a median of 11 weeks, range 8 to 16, from 2017 through 2026. A NASDAQ-listed medtech in Boston hired a successor general counsel in week 11, from a shortlist of four on day 24. The May 2025 lawyer median in Jacksonville is $127,920.

01 — The brief answer

Jacksonville hires a headquarters counsel, not a Florida average.

A chief executive writes “Florida” on the requisition and prices the seat off a Miami lawyer median, or off a single statewide sticker. The headquarters that print a Jacksonville address do not hire that way. A Class I railroad, a title insurer that staffs two legal officers, a payments company, and an asset-light trucking issuer are four benches. A lawyer who has lived with the Railway Labor Act is not, by that fact, the lawyer who has registered title product, and neither is the lawyer who has supervised a broker-dealer inside a financial-technology group. The hire fails when the brief treats Northeast Florida as one pool of counsel.

That is the work in-house counsel recruiting is retained to do in this metro. The firm was founded in early 2017 by Lorenzo Sartori. The US hubs are New York, opened in 2023, and California and Texas, opened in 2024. A Jacksonville file is run from that book. The market map is 1,480,000+ lawyers. It is the only map figure used. There is no Jacksonville-only count of closed in-house searches, and none is stated. The figures are the corporate book, the same figures on the case studies. They are the clock a Jacksonville file is run against. They are not a claim that those 52 general counsel sit in this metro.

Private-practice context for the city is on legal recruitment in Jacksonville. The metro wage row, set beside Miami, Tampa, and Orlando on the same Bureau vintage, is on lawyer salary in Florida, 2026. Officer-level cash, as a national band rather than a Jacksonville print, is on general counsel salary, 2026 and in-house counsel salary, 2026.

02 — The local market

Four public issuers already staff four different legal desks.

The Bureau of Labor Statistics defines the Jacksonville metropolitan area, in the May 2025 occupational release last modified 7 July 2026, as Baker, Clay, Duval, Nassau, and St. Johns counties. A headquarters in one of those counties is inside the wage cell. A headquarters in Orlando or Tampa is not. The Florida Bar’s roster report, as of 30 September 2026, counted 98,680 attorneys eligible to practice, of whom 82,422 were located in Florida, and 116,125 members in total. That is a statewide license count. It is not a Jacksonville headcount, and it is not the Bureau’s count of wage-and-salary jobs. The National Conference of Bar Examiners, in its 2025 statistics on attorneys admitted as in-house counsel, counted 216 such admissions in Florida and 1,828 across every jurisdiction in that table. The 216 is a one-year flow of admissions. It is not a census of Jacksonville legal departments, and it is not added to the 82,422.

What the filings do locate is the employer. CSX Corporation’s Form 10-K for the year ended 31 December 2025 describes the company as based in Jacksonville, Florida, and prints its principal executive offices in Jacksonville. The same filing measures the aggregate market value of voting stock held by non-affiliates using the close on the NASDAQ. It reports approximately 23,000 employees as of December 2025, of which approximately 16,900 were members of a rail labor union. Those figures include train and engine crews. They are not the size of the legal department, and they are not a count of people whose desk is in Duval County. The legal work a Class I railroad staffs is federal rail safety, environmental, commercial contracts, and labor agreements that, under the Railway Labor Act as the 10-K describes it, do not expire but continue until amended. That is a different bench from a title lawyer. The 2026 proxy’s summary compensation table names the chief executive, the finance, operating, and technology officers, and two former officers. The chief legal officer is not a row. A search that prices the railroad’s legal chair off a named-executive total from a different officer has used the wrong line.

Fidelity National Financial’s proxy statement, filed with the SEC on 29 April 2026, states that its principal executive offices are in Jacksonville, Florida, and applies New York Stock Exchange rules to the broker vote on auditor ratification. The same proxy prints two legal offices in the summary compensation table, not one. The narrative also says the company has over 24,000 employees, and, as of 31 December 2025, approximately 18,800 U.S.-based employees. Those counts are the company, including title operations across more than 1,300 locations in the United States and Canada. They are not the legal department. The legal work a title-and-annuity issuer staffs is real-estate closing, underwriting, and a second public company, F&G, whose general counsel line the proxy itself separates. When the chair is a real-estate legal seat, the brief moves to real estate general counsel search. Treating the two Fidelity National Financial legal rows as one person is how the salary section below gets read wrong.

Fidelity National Information Services, in the Form 10-K filed 24 February 2026, states that it is headquartered in Jacksonville, Florida, that its principal executive offices are in Jacksonville, and that it is a member of the Fortune 500. As of 31 December 2025 the filing reports more than 44,000 employees, including over 27,000 employees principally employed outside the United States. The 44,000 is the company. It is not a Jacksonville headcount and not a legal-department headcount. The 10-K describes a U.S. broker-dealer registered with the SEC and FINRA. The legal work that implies is securities, payments, and bank regulation, which is a different brief from title insurance and from rail labor. That seat is the one fintech general counsel search is written for. Landstar System’s Form 10-K for the fiscal year ended 27 December 2025, filed 24 February 2026, places its principal executive offices in Jacksonville. The 2026 proxy, dated 23 March 2026, defines independent directors under NASDAQ listing rules and describes an asset-light network of agents and third-party capacity, not a railroad and not a title plant. Four issuers, four benches. A search that calls all of them “Jacksonville counsel” stalls.

03 — Compensation

The number a posting can print is a lawyer median, not a general counsel package.

O*NET’s wage table for lawyers, drawn from Bureau of Labor Statistics 2025 wage data, puts Jacksonville at $66,500 at the 10th percentile, $102,550 at the 25th, $127,920 at the median, $171,030 at the 75th, and $225,360 at the 90th. The same table puts the Florida lawyer median at $133,180 and the United States lawyer median at $159,670. The Jacksonville median sits $5,260 below the Florida median and $31,750 below the United States median. It sits $32,400 below the Miami-Fort Lauderdale-West Palm Beach median of $160,320, $9,050 below the Orlando-Kissimmee-Sanford median of $136,970, and $430 above the Tampa-St. Petersburg-Clearwater median of $127,490. Those gaps are the difference between the printed cells. They are not a cost-of-living adjustment. The cells are wage-and-salary lawyers in the occupational survey. They are not The Florida Bar’s 82,422 lawyers located in Florida.

The Bureau of Labor Statistics news release for May 2025, last modified 7 July 2026, reports a different cut. Legal occupations as a major group had a mean hourly wage of $54.16 in the Jacksonville area, against $67.07 in the United States, and accounted for 0.9 percent of local employment against 0.8 percent nationally. That group includes more than lawyers. It is not the $127,920 median, and the two figures are not averaged here. The Florida salary page on this site prints the same metro medians and refuses to collapse them into one statewide sticker.

A general counsel package, when the person is a named executive officer, is on a proxy, not on the occupational table. Fidelity National Financial’s 2026 proxy reports the fiscal 2025 summary compensation table for its executive vice president and chief legal officer as salary of $655,154, stock awards of $1,680,035, non-equity incentive plan compensation of $1,386,000, all other compensation of $117,084, and a total of $3,838,273. The same table reports the executive vice president, general counsel and corporate secretary as salary of $570,000, stock awards of $2,200,069, non-equity incentive plan compensation of $1,197,000, all other compensation of $113,000, and a total of $4,080,069. The stock-awards footnote says that for the general counsel the column also includes the grant-date fair value of F&G restricted stock. It does not say that about the chief legal officer’s $1,680,035. The $655,154 and the $570,000 are salary lines. Neither is the other’s total, and neither total is the $127,920 lawyer median.

FIS’s 2026 proxy, filed 28 April 2026, reports the 2025 summary compensation table for its corporate executive vice president, chief legal and corporate affairs officer and corporate secretary as salary of $700,000, stock awards of $4,040,163, non-equity incentive earnings of $980,000, all other compensation of $10,500, and a total of $5,730,663. The same row reports fiscal 2024 salary of $665,000 and a fiscal 2024 total of $7,177,613. The $700,000 is the 2025 salary. The $5,730,663 is the 2025 total. The $665,000 is the prior-year salary. They are not interchangeable, and the 2025 total is not the firm’s published median total of $4.76 million for sitting general counsel who are named executive officers at 236 of the largest US-listed companies in the 2026 proxy season. That $4.76 million is a large-company total. It is not blended into base, and it is not an FIS figure or a Fidelity National Financial figure.

Landstar’s 2026 proxy states that, as of 1 January 2025, the compensation committee set the general counsel’s base salary at $425,000. The 2025 summary compensation table for the vice president, general counsel and secretary reports salary of $425,000, stock awards of $947,384, non-equity incentive plan compensation of $67,000, a change in pension value of $36,920, all other compensation of $27,553, and a total of $1,503,857. The $425,000 is the salary. The $1,503,857 is the total. CSX’s 2026 proxy does not put the chief legal officer on the summary compensation table at all. There is no CSX general-counsel salary to set beside the $425,000 or the $700,000, and none is inferred here.

The firm’s published US bands, which are not a Jacksonville survey, put a mid-cap listed general counsel at $450,000 to $650,000 base with a 60 to 100 percent bonus, and a large-cap listed general counsel at $650,000 to $1.1 million base. Landstar’s $425,000 salary sits under the mid-cap base band. Fidelity National Financial’s chief legal officer salary of $655,154 and FIS’s 2025 salary of $700,000 can be read against the large-cap base band. The proxies do not, by themselves, assign any of the three issuers to a band. The $3,838,273, the $4,080,069, the $5,730,663, and the $1,503,857 are totals, not bases inside the band. Where a band is not on a filing, the offer is built from the seat, not imported from Miami. The national officer pages are general counsel salary, 2026 and in-house counsel salary, 2026.

04 — Notice and licensing

The statute that writes a notice period applies only when the agreement exists.

Florida does not impose a statutory notice period of the kind a UK statute imposes before a counsel can leave, unless the person has signed a covered garden leave agreement. Florida Statutes section 542.43, in the 2025 statutes, defines that agreement. The covered employee and the covered employer agree to up to, but no more than, 4 years of advance notice. The employee agrees not to resign before the end of the notice period. The employer agrees to keep the employee for that period and to keep paying the same salary and providing the same benefits the employee received in the last month before the notice period began. The employer is not obligated to keep paying discretionary incentive compensation, and is not obligated to have the employee keep working. A covered employee, under the same section, earns or is reasonably expected to earn a salary greater than twice the annual mean wage of the Florida county where the employer has its principal place of business. If that principal place of business is not in Florida, the test uses the county where the employee resides. The section excludes a health-care practitioner as defined in section 456.001. The statute’s own definition of “annual mean wage” points at the Bureau of Labor Statistics figure for all occupations. The covered-employee test then says “of the county.” Those are the words on the page. They are not converted here into a Duval County dollar threshold, because the statute does not print one.

The Florida Senate page for section 542.43 notes that chapter 2025-213 became law without the Governor’s signature on 3 July 2025, and records a constitutional effective date of 15 August 2025. Section 542.44, which carries the same note, is the enforcement section. After the first 90 days of the notice period, the covered employee does not have to provide services to the employer. The employee may engage in nonwork activities during the remainder of the notice period, including during normal business hours. The employer may shorten the notice period by giving at least 30 days’ advance notice in writing. The proposed agreement has to be given at least 7 days before the offer of employment expires, or at least 7 days before an offer to an existing employee to enter the agreement expires, and the employee has to be advised in writing of the right to seek counsel. That is a contractual notice the statute will enforce. It is not the background rule for every Jacksonville resignation. A named-executive total is not the salary the covered-employee test uses. The test uses salary.

The start date on a Jacksonville hire, when no covered garden leave agreement exists, is the date in the current employment agreement, or the date the parties waive. The search clock ends at acceptance. Notice, if the contract or a covered agreement has any, runs after it. The railroad’s union agreements are a third instrument. CSX’s 10-K says that approximately 16,900 of its approximately 23,000 employees are covered by rail labor agreements, and that under the Railway Labor Act those agreements do not expire but continue until amended or replaced. That rule is about the bargained workforce. It is not the notice period of a management counsel, and it is not section 542.44.

The license is the clock that does move the search, and it is statewide rather than municipal. Chapter 17 of the Rules Regulating The Florida Bar, in the June 2026 compilation, lets a lawyer licensed outside Florida perform legal services in Florida while exclusively employed by a Florida business organization, without taking the Florida bar examination. The Florida Bar’s authorized-house-counsel page states that purpose directly. If the registrant is already employed in Florida, authorization becomes effective on the date the clerk of the Supreme Court of Florida approves the certification. If the registrant is relocating, authorization becomes effective on the date of employment, and that employment date must fall within 6 months of the application. The certification is annual. The annual fee is the same fee paid by active members of The Florida Bar. The Florida Bar reported on 27 April 2026 that the active-member fee remains $265, and the inactive-member fee remains $175.

The Florida Bar’s authorized-house-counsel checklist states a filing fee of $1,650 and states that fees are not refundable. The $1,650 is a filing fee, not compensation. A general counsel who labels an out-of-state license as “close enough for Jacksonville” has hired the wrong instrument. The National Conference of Bar Examiners counted 216 Florida admissions in the in-house-counsel category for calendar 2025, against 1,828 across the jurisdictions in that table. That count measures admissions. It does not measure how long the Supreme Court clerk takes to approve a certificate, and it does not shorten the 11-week search. It is also not added to the 98,680 attorneys eligible to practice as of 30 September 2026.

05 — Timeline

Eleven weeks is the firm GC clock. It is not the start date.

General counsel and chief legal officer searches, 52 of them since 2017, reach a shortlist in 24 days and an accepted offer in a median of 11 weeks, with a range of 8 to 16. Deputy general counsel and head of legal searches, 47 of them, run to a shortlist in 21 days and an offer in 10 weeks. Retained corporate mandates complete at 92 percent. Offer acceptance is 96 percent. Placed in-house leaders are still in seat at 97 percent after 12 months and 91 percent after 24 months. The replacement term on a retained GC, CLO, or CCO search is 12 months. On other in-house searches it is 6 months. The fee is retained only: 25 to 30 percent of total first-year compensation, with 30 percent of that fee paid at engagement and kept if the client cancels.

A NASDAQ-listed medtech in Boston hired a successor general counsel on the GC clock: a shortlist of four on day 24, accepted offer in week 11, and the 12-month retention checkpoint held. The general counsel there later said the shortlist arrived in just over three weeks, every name could already sit with the board, and the person hired was still in post two years later. A venture-backed SaaS company in California hired its first general counsel with a shortlist on day 24 and an accepted offer in week 10, still in post at 24 months. A PE-backed industrial group in Houston hired a deputy general counsel from a shortlist in 18 days, with the accepted offer in week 8. None of those files is a Jacksonville mandate. They are the published evidence for the clock. A Jacksonville file is run on that clock because the firm does not keep a second one for this metro.

Where Jacksonville changes the calendar is after acceptance, and before launch if the license is wrong. After acceptance, notice is whatever the contract requires, or whatever a covered garden leave agreement under sections 542.43 and 542.44 requires, up to 4 years, with no duty to keep working after the first 90 days. Before launch, a lawyer who is not admitted in Florida and who will practice for a Jacksonville business organization needs a Chapter 17 certificate. For someone already employed in Florida, that authorization dates from the clerk’s approval, not from the accepted offer. For someone relocating, it dates from the employment start, which has to fall within 6 months of the application. Writing “Jacksonville” and leaving the license blank is how an 11-week search is still open when the only willing candidate’s contractual notice, or a covered garden-leave notice, would already have run.

Interim cover is the bridge when the contract will not move and the desk cannot wait. Interim and fractional legal talent is a separate book from the 400+ placements (230+ in-house): 60+ engagements, with a median of 7 days from first call to start. It does not convert an out-of-state license into a Chapter 17 certificate. It covers the work while the permanent search, or the certification, runs.

06 — How a file is run

The brief names the issuer, the license, and the printed pay.

The retained steps are the same in Jacksonville as on any other corporate mandate. Week 1 is the written seat: which decisions the hire owns, whether the advice is Florida law, and who the employer is. Weeks 1 and 2 map the market from coverage the firm already holds, the 1,480,000+ lawyer map, not from whoever has uploaded a CV. Outreach is confidential and does not start until the reporting line and the license path are settled. The shortlist on a GC search is the 24-day mark. Interviews and the offer sit behind it. Closing includes the contractual notice, or the covered garden-leave notice if one exists, and the first months in the seat. The off-limits term on the client’s legal department is 24 months after a mandate, and a lawyer the firm has placed is not approached while that lawyer remains in that seat.

Three Jacksonville questions have to be answered in that first week, or the later weeks are spent re-deciding them. First, is the person already a member of The Florida Bar, or will the seat depend on a Chapter 17 certificate, including the $1,650 filing fee and the clerk’s approval. Second, which issuer is hiring: a railroad whose chief legal officer is not on the 2026 summary compensation table, a title company that already prints two legal salaries, a payments company whose 2025 legal salary is $700,000, or an asset-light carrier whose 2025 legal salary is $425,000. Those benches do not substitute for one another. Third, which printed number is the candidate being shown: the 2025 lawyer median of $127,920, one of the proxy salary lines, or one of the proxy totals. Those numbers are not one package. A counsel who is shown the occupational median and then handed a named-executive total has been shown two different instruments.

A chief financial officer at a London-headquartered private-credit manager put the engagement rule in one place: “Fee, replacement window and off-limits were in the letter before they called anyone. That is the only way I will sign a search firm. The hire accepted on the first offer.” That file is not a Jacksonville file. The rule is the one a Jacksonville chief executive is asked to sign. Fee, the 12-month or 6-month replacement term, and the off-limits period go in the letter first. The 30 percent retainer is paid at engagement.

General counsel search is the officer-seat practice when the hire is the first GC or the successor. This page is the city layer under it: the employers, the printed pay, the certificate, and the notice statute. In-house counsel recruiting in Tampa is the nearest Florida city page already in the matrix. Its closed-search count is not restated here, and it is not a Jacksonville tally. The Tampa lawyer median on the same 2025 table is $127,490, $430 under Jacksonville. Proximity of the wage cell is not identity of the employer.

Complication
The process had to stay blind. The 12-month replacement term was in the letter before anyone was called.
Outcome
A shortlist of four reached the board on day 24. The accepted offer closed in week 11. The 12-month retention checkpoint held. Mandate
The board had outgrown outside counsel. The hire was the company’s first general counsel.
Complication
The relevant people were sitting deputy general counsel in software, not partners who wanted a title.
Outcome
Shortlist on day 24. Accepted offer in week 10. In post at the 24-month checkpoint, against program retention of 91 percent at 24 months. Full file: first GC, California.

Deputy general counsel, PE-backed industrial

Mandate
A carve-out that needed a deputy who had already lived with a transition, and who could face a public-company cadence if the sponsor listed.
Complication
The program deputy clock is 21 days to a shortlist and 10 weeks to an offer. This file had to move inside that clock.
Outcome

In-house counsel in Jacksonville — common questions

What do in house legal recruiters Jacksonville companies actually hire for?

They are retained when a general counsel or a chief executive needs a lawyer for a company whose headquarters is in the Jacksonville metropolitan area, not a Florida-wide average. Sartori & Partners has completed 400+ placements since 2017 (230+ in-house), including 52 general counsel and chief legal officer searches. No Jacksonville-only closed-search count is published. The clock is the firm book: a shortlist in 24 days and an accepted offer in a median of 11 weeks, range 8 to 16.

What do general counsel recruiters Jacksonville briefs have to name before the title?

The brief has to name the issuer and the license before it names the title. CSX's Form 10-K for the year ended 31 December 2025 places the company in Jacksonville and describes a Class I railroad. Fidelity National Financial's proxy, filed 29 April 2026, places its principal executive offices in Jacksonville and discloses two legal officers. FIS's Form 10-K, filed 24 February 2026, places a Fortune 500 financial-technology issuer in Jacksonville. Landstar's proxy, dated 23 March 2026, places an asset-light transportation issuer in Jacksonville. Those are four employers and four benches. A railroad counsel is not a title-insurance counsel, and neither is a payments counsel.

What does a Jacksonville in-house counsel seat pay in 2026?

The public wage for lawyers in the metro is a 2025 median of $127,920, not a general counsel package. O*NET's Florida wage table for lawyers, SOC 23-1011, sourced to Bureau of Labor Statistics 2025 wage data, puts Jacksonville at a 10th percentile of $66,500, a 25th of $102,550, a median of $127,920, a 75th of $171,030, and a 90th of $225,360. The same table puts Florida at $133,180, the United States at $159,670, Miami-Fort Lauderdale-West Palm Beach at $160,320, and Tampa-St. Petersburg-Clearwater at $127,490. Fidelity National Financial's 2026 proxy reports 2025 salary of $655,154 and a total of $3,838,273 for its executive vice president and chief legal officer, and salary of $570,000 and a total of $4,080,069 for its executive vice president, general counsel and corporate secretary. FIS's 2026 proxy reports 2025 salary of $700,000 and a total of $5,730,663 for its chief legal and corporate affairs officer. Landstar's 2026 proxy reports 2025 salary of $425,000 and a total of $1,503,857 for its vice president, general counsel and secretary. Those are named-executive rows. They are not the metro median. CSX's 2026 proxy summary compensation table does not include the chief legal officer.

Does a Jacksonville general counsel need Florida Bar admission or an authorized-house-counsel certificate?

A lawyer who will practice Florida law needs a Florida license, or certification as authorized house counsel under Chapter 17 of the Rules Regulating The Florida Bar, June 2026 compilation. Chapter 17 is for a lawyer licensed elsewhere who performs legal services in Florida while exclusively employed by a Florida business organization, without the Florida bar examination. If the person is already employed in Florida, authorization starts when the clerk of the Supreme Court of Florida approves the certification. If the person is relocating, authorization starts on the employment date, and that date must fall within 6 months of the application. The Florida Bar's application checklist states a filing fee of $1,650, which is not refunded. The annual renewal fee is the same fee active members pay. The Florida Bar reported on 27 April 2026 that the active-member fee remains $265.

What notice period applies before a Jacksonville counsel can start?

Florida does not set a statutory resignation notice for every employee. Florida Statutes section 542.43, in the 2025 statutes, defines a covered garden leave agreement as up to, but no more than, 4 years of advance notice. It applies only to a covered employee under that written agreement. A covered employee earns, or is reasonably expected to earn, a salary greater than twice the annual mean wage of the Florida county where the employer has its principal place of business. If that principal place of business is not in Florida, the test uses the county where the employee resides. Health-care practitioners under section 456.001 are excluded. The Florida Senate page for the chapter records that chapter 2025-213 became law without the Governor's signature on 3 July 2025, and records a constitutional effective date of 15 August 2025. Section 542.44 provides that after the first 90 days of the notice period the employee does not have to keep working. The employer may shorten the period with at least 30 days' written notice. The proposed agreement is given at least 7 days before the offer expires.

How long does a general counsel search take, and how is it paid?

Across 52 general counsel searches since 2017, the median time to an accepted offer is 11 weeks. The shortlist on those searches arrives in 24 days. The range is 8 to 16 weeks. A NASDAQ-listed medtech in Boston hired a successor general counsel on that clock: a shortlist of four on day 24, accepted offer in week 11. The fee is retained only, 25 to 30 percent of total first-year compensation. Thirty percent of that fee is paid at engagement and kept if the client cancels. GC, CLO, and CCO searches carry a 12-month replacement term. Other in-house searches carry 6 months. Offer acceptance on corporate mandates is 96 percent. Those figures are the firm book. They are not a Jacksonville-only median.
