The buyers are visible in filings. They are banks, an energy group and an insurance group whose registered offices are in Vienna and whose staff, customers and regulated entities are spread across Central and Eastern Europe. Headcount in a filing is a group number. It is the scale of the file a general counsel inherits. It is a census of Unternehmensjuristen only if the company has published one, and these filings have not.
Erste Group's 2025 annual financial report states that the group employed 49,024 people at 31 December 2025, against 49,094 a year earlier. The Austria line, which includes the New York and Hong Kong branches, was 20,111, against 19,952. Raiffeisen Bank International's English factsheet, data as at 31 December 2025, reports around 42,000 employees, 18.6 million customers and assets of EUR 193 billion, and records the listing on the ATX since 2005. The registered office is in Vienna. OMV's combined annual report for 2025 reports 22,315 employees at 31 December 2025, against 23,557, and sales revenues from continuing operations of EUR 24,308 million, against EUR 26,194 million in 2024. The December headcount is the employee figure.
Vienna Insurance Group's group annual report for 2025 prints an average of 33,279 employees for the year, and 5,837 employees in the Austria segment. The group's FY2025 results release, presented for the 12 March 2026 press conference, states gross written premiums of EUR 16,313.7 million and profit before taxes of EUR 1,161.3 million. VIG Holding coordinates the group from Vienna. A counsel hired onto the holding company reads Austrian corporate law in the morning and a subsidiary's local insurance file in the afternoon.
Two public clocks sit next to those employers, and neither is a hiring census. The Austrian Financial Market Authority, in its annual-report release of 2 June 2026, records 2025 as the first year of crypto-asset supervision in Austria under the EU Markets in Crypto-Assets Regulation, and the first year the Digital Operational Resilience Act applied to Austrian financial undertakings. The release discloses that the authority is publishing reporting data for licensed crypto-asset service providers. It does not publish a headcount of in-house counsel. The Vienna International Arbitral Centre's annual report for 2025 states that, of new cases received that year, Vienna was the seat in 94 percent, the language of the proceedings was English in 77 percent and German in 19 percent, and Austrian law was the applicable law in 53 percent. The average duration of proceedings closed in 2025 was 13 months. VIAC's April 2026 statistics sheet puts the aggregated amount in dispute of pending cases at EUR 4,595,911,845 and records 81 percent of cases as international. Those cases are the disputes a Vienna general counsel instructs. The counsel is a party representative inside the company. The advocate on the record is someone else.
Private-practice context for the city sits on legal recruitment in Vienna. The company-side question is who to hire when the employment contract is Austrian and the file is regional. A mandate whose real seat is a German Syndikus admission belongs on in-house counsel recruiting in Frankfurt, where that route exists. Austrian law does not copy it.
