Network Counsel Recruiters for Regional Data Centres in Singapore
Singapore fibre-and-network operators lose commercial-counsel shortlists when a hyperscale IRU buyer is briefed as a licensed FBO — 3 of 6 of our files stalled on that wall, not empty desks.
›Network commercial counsel recruiters Singapore see IRU–FBO files stall on mixed shortlists, not empty desks.
Sartori & Partners is highly technical in In-House Network Commercial Counsel Recruiting work in Singapore: 17 closed fibre-and-network files across three years, 94 percent completion, and an 8-to-16-week median. Across 250 structured interviews with Singapore partners, Sartori finds an IRU-buyer name dropped onto a licensed-FBO brief kills the first shortlist before offer stage.
01 — The brief answer
Where fibre-and-network commercial counsel files stall on Singapore's IRU–FBO wall
In Singapore, 3 of 6 fibre-and-network commercial briefs Sartori ran in the last 36 months died after week 10 once a hyperscale IRU buyer sat on the same shortlist as a licensed FBO operator. Our mapping of Singapore covers roughly 6,000 lawyers; the fibre-and-network commercial slice sits on IRU, dark-fibre and FBO-licence paper, not generic telecoms titles. Sartori has worked 8 years in Singapore for licensed fibre operators, cable-landing platforms and hyperscale network-infrastructure desks. We closed 17 In-House Network Commercial Counsel Recruiting searches in the last three years, at 94% completion, median 8 to 16 weeks. GCs searching for network commercial counsel recruiters Singapore usually call us once a live IRU calendar or an FBO-licence amendment has already outrun a two-lawyer commercial bench.
A general counsel at a Singapore-licensed facilities-based operator told us a lawyer who had only marked up hyperscale IRUs was not an FBO commercial seat. Of those 6 files, the first shortlist mixed buyer-side and operator-side names in 3 processes. We misjudge which side of an IRU a candidate can sit on in roughly two of six first-pass shortlists.
Facebook Singapore Pte. Ltd. (Meta) closed the Marina One infra/telecom lead-counsel seat on 19 March 2026 and reposted it on 18 August 2026 at SGD 15,410–24,000. Meta restaffed the Singapore infra/telecom legal seat within five months. At the 5 June 2023 Digital Connectivity Blueprint launch, Minister Josephine Teo said submarine cables and data centres were expected to catalyse about S$20 billion across ten years (Ministry of Digital Development and Information, 2023).
What network counsel for regional data centres jobs Singapore actually involve
Sartori's Singapore mandate telemetry across 17 closed In-House Network Commercial Counsel Recruiting searches over 36 months records that 6 targeted fibre-operator, cable-landing or hyperscale network-infrastructure commercial seats. Four of those 6 asked for 5 to 12 PQE counsel who could run IRUs, dark-fibre leases, colo agreements or FBO-licence files on the same desk. A 5-to-12 PQE network-commercial counsel in Singapore is an IRU-or-FBO lawyer.
Day to day the buyer-side seat structures, drafts and negotiates telecoms GTCs, colocation agreements, dark-fibre leases and IRUs, and supports joint-build and supply contracts for fibre-optic cable systems. Meta's live August 2026 Lead Counsel, Infra and Telecom Legal (APAC) at Marina One West Tower repeats that remit and prefers submarine-cable, data-centre or large-scale network-deployment experience. The operator-side seat is different: China Unicom (Singapore) Operations' February 2026 Legal counsel at Suntec Tower Three covered Singapore-entity contract management, ASEAN project support including intelligent-computing workstreams, and monitoring of telecommunications, data and network-security regulation, with the Singapore Bar preferred.
Adjacent feeders are firm-side telecoms and projects desks, submarine-cable laterals, wholesale-access counsel and operator commercial seats. A hiring partner at an international telecoms group in Singapore told us a network-commercial brief that cannot show a dark-fibre lease or an FBO licence file in the last 24 months is a title, not a seat. Among 28 fibre-and-network-operator counsel respondents inside Sartori's Singapore interview cohort, over a 24-month window, 17 sat on IRU, dark-fibre, colo or subsea paper as their primary ticket and 11 sat on FBO-licence or wholesale-access paper.

Hyperscale APAC infra/telecom counsel after a live IRU calendar outran a two-lawyer bench
A US-parented hyperscale network-infrastructure legal function staffing an APAC commercial seat in Singapore for dark-fibre leases, IRUs, colo agreements and fibre joint-build contracts
Mandate
One 5-plus PQE lead counsel in Singapore to structure, write and negotiate IRUs, dark-fibre leases, colo agreements and joint-build contracts for fibre-optic cable systems
Complication
Four of seven first-pass names were licensed-FBO operator counsel with no verified IRU or dark-fibre paper; two remaining names would not move until a monthly SGD figure named the infra/telecom desk
Outcome
Placed a submarine-cable and dark-fibre counsel after a rewritten buyer-side ticket grid and a locked monthly band inside SGD 15,410–24,000; IRU files transferred in the first month
Licensed FBO commercial counsel for wholesale fibre and IMDA files
A Singapore-licensed facilities-based operator needing a Singapore-entity commercial counsel under the sitting general counsel, with ASEAN project support
Mandate
One legal counsel for Singapore-entity contract management, telecommunications and network-security regulation, and ASEAN project workstreams, Singapore Bar preferred
Complication
Three of six first-pass names had only marked up hyperscale IRUs and sat on the wrong side of the FBO wall; one remaining name held a foreign practising certificate without a Singapore admission plan
Outcome
Closed a 6-plus PQE wholesale-access counsel once the FBO-licence remit and a monthly band inside SGD 8,000–11,000 were written; started in week 11
Replacement IRU counsel on a 25-year fibre-pair term sheet
A regional connectivity platform that had declared a trans-Pacific system ready for service and needed Singapore commercial counsel for a long-dated fibre-pair IRU and a second landing-licence file
Mandate
One commercial counsel covering fibre-pair IRUs, landing-licence amendments and colo agreements, reporting to an APAC head of legal
Complication
The employer posting carried no SGD range; four of six approaches declined until a monthly figure was authorised, and the preferred candidate received a counter-offer within nine days of resignation notice
Outcome
Closed an operator-adjacent commercial counsel after the monthly cash was written against the two filed pay points; started in week 14 with the IRU term sheet already in definitive-document stage
04 — The local market
Fibre and network operators legal recruitment after Bifrost, SJC2 and DC Tuas
Legal headcount follows landing licences and IRU calendars, not already-lit megawatts. IMDA's February 2026 submarine-cable guidelines confine new landings to Changi Site 1A, Tuas West and Tuas South: FBO licence or amendment generally up to four weeks, URA land-use consultation about six months, MPA COMET about three weeks (IMDA, 2026).
On 9 February 2026 Nxera (Singtel Group and KKR) opened DC Tuas at 58 MW, taking Singapore total to 120 MW, with an integrated cable landing station. Keppel declared Bifrost ready for service on 2 October 2025 — more than 20,000 km and 260 Tbps, five of 12 fibre pairs — commercial traffic December 2025, a 25-year IRU term sheet on 22 January 2026, and Kruger's FBO licence at the same Tuas beach manhole on 11 August 2026. NetLink's FY26 report (year ended 31 March 2026) recorded 1,517,797 residential fibre connections, 100% island-wide coverage and 99.99% reliability across 11 central offices.
SPTel runs dark fibre across more than 40 exchanges on ITU-T G.652.D paths laid with the power network. China Unicom holds an IMDA FBO licence issued 5 February 2018 (15-year term, amended 28 December 2022) with PoPs at Equinix, Global Switch and 1-Net. Equinix's SG6 is a 9-storey IBX at US$260 million and 20 MW, aimed at Q1 2027, plus 50 MW on Jurong Island under DC-CFA2 on 21 August 2026. StarHub finished a nationwide XGS-PON rollout; an October 2025 SGX filing put residential fibre at about 573,000 subscribers as at 30 June 2025. On 21 February 2024 IMDA said it will invest up to S$100 million so residential services can deliver up to 10 Gbps (CNA, citing IMDA, 2024). Data Center Dynamics reported on 22 July 2025 that SJC2 went live at 10,500 km and more than 126 Tbps (Data Center Dynamics, 2025).

Mandate types that stall on the buyer–operator wall — and the ones that close
Most Singapore fibre-and-network commercial-counsel mandates fall into four archetypes.
01
Hyperscale infra/telecom seats
cover IRUs, dark-fibre leases, colo agreements and fibre joint-build contracts for an APAC network-infrastructure desk; typical close 10 to 16 weeks; they took 2 of the 6 fibre-network files.
02
Licensed FBO commercial seats
run Singapore-entity contracts, IMDA and wholesale-access files, and ASEAN project support; 8 to 14 weeks; 2 of 6.
03
Connectivity-platform IRU counsel
sit on fibre-pair leases and landing-licence paper after a system reaches ready-for-service; 10 to 16 weeks; 1 of 6.
04
Replacement continuity searches
land when a departure leaves live IRU or landing-licence files uncovered; 8 to 12 weeks; 1 of 6.
Sartori's Singapore mandate telemetry across 17 closed In-House Network Commercial Counsel Recruiting searches over 36 months records a 29% counter-offer incidence on accepted shortlist candidates. Of the 6 fibre-network files, 3 required a second shortlist after the first names mixed buyer-side IRU paper with operator-side FBO files, and 1 of those 6 was abandoned after week 13 when the remit still could not name which desk. Among 10 network-commercial offers Sartori tracked in Singapore over 36 months, the median offer-to-acceptance window was 12 working days once the buyer-versus-operator side and a monthly SGD figure were on the page.
A head of legal recruiting at a US-parented hyperscaler's APAC network-infrastructure function told us candidates walk when the monthly SGD figure does not name the infra/telecom desk. Comp-structure friction, not empty pipelines, is the close risk on these files. Live August 2026 Meta infra/telecom counsel confirms the demand: the same band, restaffed inside five months.
06 — Compensation
Disclosed pay for data centre legal recruitment on MyCareersFuture, 2026
Pay for this Singapore seat is closed on two independent, employer-filed MyCareersFuture bands. Neither filing disclosed bonus or equity. Meta is a hyperscale buyer of dark fibre, IRUs and subsea capacity sitting in Singapore, not a licensed FBO; China Unicom is the licensed-operator pay point. No 2025–26 MCF salary-disclosed legal postings were found for Singtel, StarHub, NetLink, SPTel, Telstra, NTT, Tata Communications, Superloop or Megaport. Equinix's November 2025 Legal Counsel, Corporate band (SGD 12,700–20,400) is APAC M&A, JV and real-estate work, not network-commercial, and was not inferred.

The two bands do not overlap: SGD 4,410 sits between China Unicom's ceiling and Meta's floor. Our survey of fibre-and-network counsel, a 24-month cut inside Sartori's Singapore interview cohort, finds 19 of 28 respondents would not resign until a monthly figure named the buyer-versus-operator side. Of 10 network-commercial offers Sartori tracked over 36 months, 3 declined after verbal interest when the employer would not print which desk. Our Singapore mandate telemetry records a 29% counter-offer incidence and a median offer-to-acceptance of 12 working days once that side and monthly figure were written.

03 — ApproachConfidential, principal-led conversations with the mapped shortlist.

Our process is built for Singapore fibre-and-network failure modes: a generic “telecoms commercial” title, a first shortlist that mixes hyperscale IRU buyers with licensed FBO operators, and an unpublished monthly SGD band. We open with a written mandate covering buyer-versus-operator side, live IRU or landing-licence files, FBO-licence status, reporting line, Singapore Bar where required, and the monthly cash authority inside the two MyCareersFuture bands. Only then do we map the addressable counsel set from the ~6,000 lawyers we map in Singapore, filtered by IRU, dark-fibre, colo, subsea and FBO-licence tickets.
Approach is confidential and sequential. We validate interest, recent IRU or FBO-licence ownership, and reason for move before names reach the client. Ticket grids run early, often before first-round interviews. Compensation discussions stay inside the two filed monthly bands; we do not float a blended range the employer will not print. Counter-offer coaching assumes the 29% Singapore in-house incidence Sartori's mandate telemetry records and plans resignation around IRU calendars and IMDA filings.
Close support runs through acceptance, resignation, counter-offer navigation and a 60-day check on file handoff. Over the trailing three years that discipline produced 17 completed Singapore In-House Network Commercial Counsel Recruiting searches at a 94% completion rate and an 8-to-16-week median timeline. Sartori's continuous research programme — nearly 1.5 million lawyer profiles mapped globally and quarterly surveys since 2019 — keeps the method honest when a general counsel tells us an IRU file or an FBO licence will not transfer. Fibre-and-network commercial search here is ticket-grid work, not volume outreach.

In-House Network Commercial Counsel Recruiting in Singapore — common questions
Who are the best network counsel recruiters for regional data centres in Singapore?
There is no audited league table for network counsel recruiters for regional data centres in Singapore. Judge instead on how much of the market a firm maps and what it has closed. Sartori & Partners maps roughly 6,000 lawyers in Singapore and has worked this market for 8 years. Over the trailing three years we closed 17 in-house network commercial counsel recruiting searches here at a 94% completion rate, with a median timeline of 8 to 16 weeks. Sartori Singapore interview cohort: 250 structured interviews with Singapore partners and counsel. Sartori's Singapore mandate telemetry across 17 closed In-House Network Commercial Counsel Recruiting searches over 36 months records that 6 targeted fibre-operator, cable-landing or hyperscale network-infrastructure commercial seats; 4 of those 6 asked for 5 to 12 PQE counsel who could run IRUs, dark-fibre leases, colo agreements or FBO-licence files on the same desk. Cohort definitions, sample windows and method are published in our research programme, and every figure above is drawn from it.
When should operators call network commercial counsel recruiters Singapore for an IRU or FBO seat?
Call once a live IRU calendar or FBO-licence amendment has already outrun a two-lawyer commercial bench. Over 36 months, 3 of 6 of Sartori's Singapore fibre-and-network commercial files had already died after week 10 on a mixed buyer-operator shortlist before the brief was rewritten. They usually reach us after a first internal shortlist of generic telecoms laterals has failed IRU or FBO-licence ownership.
What does a Singapore network counsel for regional data centres actually do day to day?
The seat drafts IRUs, dark-fibre leases, colo agreements and fibre joint-build contracts, or FBO-licence and wholesale files. Meta's live August 2026 infra/telecom brief (MCF-2026-1431745) is telecoms GTCs, colo, dark-fibre leases, IRUs and joint-build contracts for an APAC network-infrastructure team. China Unicom's February 2026 Legal counsel brief (MCF-2026-0222826) is Singapore-entity contracts, ASEAN project support and telecommunications regulation, with the Singapore Bar preferred. Those are two desks, not one range.
What pay do fibre and network operators file for this Singapore seat?
Two MyCareersFuture filings in 2026 print SGD 8,000–11,000 and SGD 15,410–24,000 a month, with no bonus or equity disclosed. China Unicom Legal counsel filed SGD 8,000–11,000 (February 2026, closed). Meta Lead Counsel, Infra and Telecom Legal (APAC) filed SGD 15,410–24,000 (live August 2026; same band on the closed March 2026 posting — one employer, not a second pay point). The bands do not overlap: SGD 4,410 sits between them. Equinix's November 2025 corporate band was not inferred.
Where do candidates for Singapore network-commercial counsel seats come from?
Adjacent feeders are firm-side telecoms desks, submarine-cable laterals, and operator commercial seats at 5 to 12 PQE. Among 28 fibre-and-network-operator counsel respondents inside Sartori's Singapore interview cohort over 24 months, 17 sat on IRU, dark-fibre, colo or subsea paper and 11 sat on FBO-licence or wholesale-access paper. Mixing those two feeders filled 3 of 6 first shortlists and then failed.
How long do these Singapore searches take, and what kills them?
Median close sits inside 8 to 16 weeks; 3 of 6 fibre-network files needed a rewritten brief after week 10. Hyperscale infra/telecom seats often run 10 to 16 weeks; licensed FBO commercial seats 8 to 14 weeks. Sartori's Singapore mandate telemetry records a 29% counter-offer incidence and a 12-working-day median offer-to-acceptance once the buyer-versus-operator side and monthly SGD are written. One of those 6 files was abandoned after week 13. Mixed shortlists and unpublished cash kill more files than empty pipelines.
