Permanent cash and interim cash are different instruments. The June 2025 Ministry of Manpower cell, as Vulcan Post printed it on 16 July 2026, is S$12,507 a month for private in-house legal counsel and S$10,000 a month for a practicing advocate or solicitor. Gross, bonuses out, residents with CPF, establishments of at least 25 people. A company that annualizes S$12,507 into S$150,084 and then calls that a general counsel offer has used the wrong rung. The general counsel rung is on the Singapore general counsel salary page. Shanmugam, in the same 26 July 2026 remarks, put first-year qualified pay at a major local firm above S$100,000 a year, and junior partners after six to eight years at about S$200,000 to S$300,000. Those are firm drawings, not an interim invoice.
On the interim book itself, experienced counsel in commercial, funds, shipping or disputes work cleared S$1,600-S$2,400 a day once insurance and the conflicts grid were set. A fractional general counsel at 2 days a week cleared S$2,600-S$4,200 a day on the days worked, not a salary smoothed across a five-day week. Those bands are Sartori's Singapore interim files, not a Ministry of Manpower publication. They sit above a mechanical split of the S$12,507 median across a working year, because the median includes junior counsel and excludes the bonus a senior lawyer is giving up for a defined gap. They are also not the United States interim general counsel band. A US rate pasted onto a Singapore invoice fails the candidate who is comparing CPF-able wages.
What moves the number, in our quarterly read of this desk, is classification, not the headline. Of 18 interim offers we tracked in Singapore over 36 months, the 4-working-day median to acceptance appeared after the letter named contract of service or contract for services, the CPF position, and the start date. Offers that led with a daily figure and left those three blank sat past a week. Counter-offers landed on 19 percent of the 28 closed searches, usually a permanent conversion or a base increase that did not move the leave date. Days billed on the interim letter credit against a later retained fee if the same seat becomes permanent. That later fee is 25-30 percent of first-year total compensation, with 30 percent of the fee paid as a retainer. The permanent general counsel clock, if the company still wants it, is a different book: 52 GC and CLO placements inside the 230+ since 2017, a shortlist in 24 days, and a median accepted offer in 11 weeks.
