›The license, the file rule, and the clock

Lateral partner recruiting Singapore starts from the license, not a name list. On 16 October 2025 the Ministry of Law named nine Qualifying Foreign Law Practices, with licenses that may run to 31 December 2027. Those nine produced over $2 billion of offshore revenue from 2021 to 2024. On 26 July 2026 K. Shanmugam put junior-partner pay at a top local firm at about S$200,000 to S$300,000. Sartori & Partners closed 15 Singapore partner searches over three years, in 4 to 7 months. A Qualifying Foreign Law Practice in Singapore hired a funds partner in 6 months.

01 — The brief answer

A Singapore lateral is a move between licenses. The book is the second question.

On 16 October 2025 the Ministry of Law named nine Qualifying Foreign Law Practices and said those licenses may be renewed from 1 January 2026 to 31 December 2027. That list is the live lateral market for a foreign practice that can do Singapore law in commercial areas. A partner hired into a Singapore law practice, a joint law venture, or a formal law alliance is a different seat, with a different payer and a different conflicts wall. Across 250 structured interviews with Singapore partners and counsel, 61 of 90 equity partners at Singapore law practices and Qualifying Foreign Law Practices said the partnership deed, not a statute, set both the non-solicit and the notice.

Sartori & Partners has run Singapore partner search for 8 years. That is a search record. Singapore is not one of the published hubs. Lorenzo Sartori founded the firm in early 2017. The research map covers 1,480,000+ lawyers. Partner-side proof on that map is 2,600+ partner conversations, which is not a Singapore placement count. Over three years the Singapore partner line closed 15 searches, at a 93 percent completion rate, on a typical timeline of 4 to 7 months. The method those files use is the one on lateral partner recruiting. The city context for the private-practice market is legal recruitment in Singapore.

Ministry of Law, 16 October 2025. Over $2 billion is the release's figure for offshore revenue from 2021 to 2024. Over 550 lawyers, more than 40 percent Singapore-qualified. Licenses may run to 31 December 2027.

02 — The license map

Five license categories. The count is the license.

The committee report dated 16 October 2025 is the census a hiring partner can actually use. Legal-services exports rose from S$0.64 billion in 2013 to S$1.74 billion in 2024, on SingStat Table Builder as at 7 August 2025. Foreign law practices stand at about 150, and foreign lawyers at about 1,400, on Legal Services Regulatory Authority data as at 31 December 2024. In 1999, when an earlier review closed, the same report puts the figures at about 70 foreign law practices and 300 foreign lawyers. Between 2017 and 2023 the number of Asian foreign law practices in Singapore doubled. Those are stocks of practices and of foreign lawyers. They are not a count of equity partners, and they are not a count of open seats.

The categories that decide a lateral are narrower than that stock. A Singapore law practice does Singapore law as a local practice. A licensed foreign law practice does foreign law, and Singapore law only in the international-arbitration settings the statute already allows. A Qualifying Foreign Law Practice may do Singapore law in commercial areas through Singapore-qualified lawyers who hold a practicing certificate, or foreign lawyers who hold a foreign practitioner certificate, and may not do criminal law, retail conveyancing, family law or administrative law. A joint law venture and a formal law alliance are collaborations between a Singapore law practice and a foreign practice, not a third kind of personal title. The Ministry of Law's 16 October 2025 release names the nine Qualifying Foreign Law Practices, in the spelling the release uses: Allen Overy Sherman Sterling, Clifford Chance, Gibson, Dunn & Crutcher, Latham & Watkins, Jones Day, Linklaters, Norton Rose Fulbright, Sidley Austin, and White & Case.

As at 7 August 2025 the same committee report counts nine licensed joint law ventures and ten formal law alliances. About 87 percent of foreign-practice entities are standalone licensed foreign practices or Qualifying Foreign Law Practices. Two of the nine Qualifying Foreign Law Practices are also in a formal law alliance. No Qualifying Foreign Law Practice has entered a joint law venture. A "Singapore litigation partner" title on a foreign brand is often a partner of the Singapore law practice in the alliance, not of the foreign practice. The drawings, the conflicts, and the deed are the alliance member's. In-house hiring in the same city is on the 2026 Singapore legal market.

The composition cap is a hiring constraint. The report records that the Legal Profession Act caps section 36E Singapore lawyers in a Qualifying Foreign Law Practice at 80 percent of the lawyers counted for that test. None of the nine had reached that cap. Average composition was about 43.7 percent. Licensed foreign practices sat at about 23.8 percent. The committee recommended a 50 percent cap, a further 35 percent limit for Singapore lawyers who are not dual-qualified, and a one-third cap on Singapore lawyers in a licensed foreign practice. The Ministry of Law said on 16 October 2025 that it would study those recommendations and publish a response. On 24 November 2025 it extended the consultation to 14 January 2026, and said that as of that November date it had engaged nearly 80 foreign law practices. A 2026 partner hire is written against the cap in force, inside a license that may run only to 31 December 2027. The next formal renewal outcome is to be announced in 2027.

Category What it is Dated count
Singapore law practice Local practice of Singapore law Four firms with more than 250 lawyers, speech of 26 July 2026
Licensed foreign law practice Foreign law, plus limited arbitration work Inside about 150 foreign practices, 31 Dec 2024
Qualifying Foreign Law Practice Commercial Singapore law, named exclusions 9, licenses may run to 31 Dec 2027
Joint law venture Licensed collaboration 9, as at 7 Aug 2025
Formal law alliance Licensed alliance 10, as at 7 Aug 2025

Counts are the committee report of 16 October 2025, except the four firms with more than 250 lawyers, which are in the Ministry of Home Affairs transcript of K. Shanmugam's speech on 26 July 2026. The four are not named here from a directory ranking.

03 — Portability

The client decides the file. The deed decides the non-solicit and the notice.

The Law Society of Singapore's Guidance Note 7.3.1, dated 31 January 2019, is the rule a Singapore partner move is run under. It was formerly Council's Guidance Note 2 of 2012. It applies to the current law practice and to the lawyer who leaves to practice as an employee or as a member of another practice. The client has the right to choose the current practice, the new practice, or a third practice. The client is the client of the current practice, and that practice has a right to retain the client. The exiting lawyer must still meet whatever contractual, fiduciary and confidentiality duties the current practice is owed.

The order of notice is not optional. The exiting lawyer informs the current practice before informing the client. The note says that telling the client first is unethical. Unless the two sides agree, the exiting lawyer does not remove lists of client names and addresses or other proprietary information. The two sides should then notify the client jointly and promptly. A one-sided note is allowed only if a joint note is not possible, and it must not suggest that the client is obliged to follow the lawyer or obliged to stay. Writing is preferred. If the client instructs a transfer, the current practice acknowledges it and moves the file under rule 26 of the Legal Profession (Professional Conduct) Rules 2015. If the client gives no instruction, the file stays. The exiting lawyer does not take it and does not undermine the existing retainer.

Rule 26, in S 706/2015, keeps the duties of honesty, competence and diligence alive until the retainer ends. Dissolution of the practice terminates the relationship with the practitioner who is in charge of the matter. On a withdrawal, the client decides whether another practitioner takes the matter, and which one. A lien for unpaid costs has its own release rules, including an undertaking from the new practitioner. None of that is a portable book. A book is the set of relationships that will instruct the new practice after this procedure has been followed, and after conflicts on the new practice's existing clients have been cleared. Of the 15 closed Singapore partner searches over three years, 5 had a portable origination, as first described, that did not survive conflicts screening and client-consent checks inside 90 days. Those 5 still closed, after the book was rebuilt. The first schedule was not the evidence.

A non-compete or a non-solicit in the partnership deed is a separate instrument from the guidance note. Singapore does not, on the sources below, have a professional-conduct rule that voids every lawyer non-compete. The Court of Appeal in Man Financial (S) Pte Ltd v Wong Bark Chuan David [2008] 1 SLR(R) 663 treats a restraint of trade as prima facie void. The covenantee has to show a legitimate proprietary interest, and then that the restraint is reasonable between the parties and reasonable in the public interest. That appeal was an employment dispute. CLAAS Medical Centre Pte Ltd v Ng Boon Ching [2010] 2 SLR 386 at [44] states the three conditions in terms the Singapore Academy of Law repeated on 17 October 2019: a legitimate proprietary interest, reasonableness between the parties, and reasonableness in the public interest. The High Court in MoneySmart Singapore Pte Ltd v Artem Musienko [2024] SGHC 94 restates the same employment test. It is not a judgment about a law-firm deed.

Partnership restraints sit in the doctrine, not outside it. The Academy's article of 17 October 2019, [2019] SAL Prac 21, says the doctrine has been applied to partnerships and cites Robin M Bridge v Deacons [1984] AC 705, a Privy Council appeal from Hong Kong. Reasonableness is then a question of the activity restrained, the geography, and the duration. A deed that restrains the whole of legal practice, with no client connection and no time, is the clause that fails. A deed that protects goodwill with a stated client set, a stated geography and a stated period is the clause that has a chance. Of the 90 equity partners inside the 250, the 61 who pointed at the deed were describing that contract. They were not describing a ban, and they were not describing a clause the court had already enforced.

04 — Compensation

The only dated public cell is junior-partner cash at a top local firm.

The Ministry of Home Affairs transcript of K. Shanmugam's speech at the NUS Law inauguration on 26 July 2026 is the public cell. After six to eight years, the best performers can make junior partner. At the top end, pay could be $200,000 to $300,000 a year. First-year qualified pay at a top local firm can be more than $100,000, and $120,000 to $140,000 at the very top firms. Channel NewsAsia, the same day, printed the junior-partner band as about S$200,000 to S$300,000 and converted the S$100,000 first-year floor as US$77,480. That figure is junior-partner cash in the speech. It is not a lateral-partner guarantee. No public 2026 Singapore lateral guarantee, in Singapore dollars or in US dollars, is in those sources. The full table, and the firm-wide profits-per-partner figures that are not a Singapore salary, are on law firm partner compensation in Singapore, 2026. The associate lockstep under that cell is on associate and newly qualified pay in Singapore.

The same speech sizes the profession the cell sits in. Singapore has around 6,400 lawyers. Four firms have more than 250 lawyers. There is around one lawyer for every 570 citizens. The Business Times, reporting the speech on 26 July 2026, adds the in-house stock Shanmugam put next to that profession: about 4,800 in-house counsel, a one-third increase since 2015. The same report says he cited Law Minister Edwin Tong's May parliamentary figures: between 2015 and 2024, about 60 percent of lawyers remained in practice after five years, and the number of Singapore lawyers in practice grew 26 percent. The 4,800 are a destination and a client base. They are not the partner bench. In-house cash for the city is on general counsel salary in Singapore.

Across the 250 interviews, the 61 of 90 were talking about the deed. A separate cut of the same cohort is published on the compensation page. What this line's closed files show about price is narrower. Of the 15, 7 were Qualifying Foreign Law Practice seats in funds, banking, mergers and acquisitions or arbitration, 5 were equity laterals into a Singapore law practice, and 3 were US or Swiss-verein local-partner seats. Those three groups are the whole of the 15. Counter-offers landed on 39 percent of them. The median from offer to signature was 14 working days. 3 of the 15 sat at the seven-month outer bound, and all 3 were nonequity-to-equity conversions at local Singapore law practices, where the published cash cell and the internal points split were not the same number.

The fee is not a Singapore band. Every search is retained. The fee is 25-30 percent of the hire's total first-year compensation. Thirty percent of the fee is paid at engagement and kept if the client cancels. That is the firm-wide term. It is not a guarantee length, and it is not the junior-partner cell.

05 — The move

Four to seven months is an accepted offer. The start date still has the deed on it.

  1. 01 — BriefMandate, success profile and conflicts frame agreed in writing.
  2. 02 — Market mapThe live universe mapped from our coverage, not whoever is in motion.
  3. 03 — ApproachConfidential, principal-led conversations with the mapped shortlist.
  4. 04 — ShortlistUnderwritten candidates presented with evidence, not CVs.
  5. 05 — OfferPackage design, references and counter-offer defence.
  6. 06 — CloseResignation, notice and the first hundred days, managed.

The guidance note of 31 January 2019 does not set a notice period. It keeps the contractual duties that already exist. The search clock on this line is the 4 to 7 months from signed brief to accepted offer, and then 14 working days to signature. Anything after signature is the deed. A partner who resigns into a three-month notice does not start in month four. The weeks end at acceptance. The notice runs after the resignation.

One of the 7 Qualifying Foreign Law Practice files was a funds partner. The accepted offer came in month 6, inside the 4 to 7 months. Signature took 14 working days, the same gap as the city line. The deed required 3 months' notice. The partner started in month 10. The first origination schedule did not survive the conflicts and client-consent check. The file is one of the 5. It closed on the rebuilt book, not on the first one. The managing partner who hired described the close this way: The book was smaller than the first schedule, and the deed still had three months on it. We hired anyway.

The 5 of 15 are the finding that does not flatter the method. A third of the closed set had to be re-underwritten after the first conversation. Completion on the line is 93 percent. That rate is not a claim that the first book was right. Counter-offers, at 39 percent of the 15, land after the offer is out, which is why the 14 days are part of the close and not an afterthought. The 3 files at the seven-month bound were a different delay: points versus the published cell, not a missing name.

Of the 15, the split stays 7, 5 and 3. The 5 rebuilt books sit inside the 15. The 3 at the outer bound sit inside the 5 local equity laterals. The rebuilt books and the slow files are already inside that closed set.

A partner weighing the same deed from the other side of the table can read the note for partners exploring a move. The firm that is paying for the search briefs it at contact or on a call. The cash cell, kept current, stays on the 2026 Singapore partner compensation page.

07 — Questions

Lateral partner recruiting in Singapore — common questions

When do firms retain lateral partner recruiting Singapore?

Firms retain lateral partner recruiting Singapore once the license type and the book are both named, and Sartori closed 15 such searches over three years. The Ministry of Law, on 16 October 2025, named nine Qualifying Foreign Law Practices whose licenses may run from 1 January 2026 to 31 December 2027. The typical clock on those 15 files is 4 to 7 months from brief to accepted offer, then 14 working days from offer to signature. Notice after that is whatever the partnership deed already says.

What do legal recruiters for partners Singapore have to underwrite?

Legal recruiters for partners Singapore underwrite the license, the book, and the deed, and 5 of 15 closed files had a book that did not survive the first conflicts check. A Singapore law practice, a Qualifying Foreign Law Practice, a joint law venture and a formal law alliance are different payers. The Law Society guidance note of 31 January 2019 says the client decides who keeps the file, and that telling the client before the current practice is unethical. A non-compete in the deed is tested under restraint of trade. It is not banned, and it is not automatically enforced.

Which license categories make up the Singapore partner market?

Nine Qualifying Foreign Law Practices were named on 16 October 2025, beside nine joint law ventures and ten formal law alliances counted as at 7 August 2025. The committee report of that October date puts foreign law practices at about 150 and foreign lawyers at about 1,400, on Legal Services Regulatory Authority data as at 31 December 2024, against about 70 practices and 300 foreign lawyers in 1999. About 87 percent of foreign-practice entities are standalone licensed foreign practices or Qualifying Foreign Law Practices. Two of the nine Qualifying Foreign Law Practices are also in a formal law alliance. None is in a joint law venture.

Can a departing Singapore partner take the client file?

Only if the client instructs the transfer, under rule 26 of the Professional Conduct Rules 2015. The Law Society guidance note of 31 January 2019 says the current practice and the exiting lawyer should notify the client jointly, and that neither side may tell the client there is an obligation to stay or to follow. If the client gives no transfer instruction, the file stays and the exiting lawyer must not take it. Client lists are not removed unless the current practice agrees. Contractual, fiduciary and confidentiality duties in the deed survive the move.

Does Singapore ban a partner non-compete?

The 2015 professional-conduct rules do not void every partner non-compete. The Court of Appeal in Man Financial, reported at [2008] 1 SLR(R) 663, treats a restraint as prima facie void unless it protects a legitimate interest and is reasonable. CLAAS Medical Centre [2010] 2 SLR 386 at [44] states the same three conditions. The High Court restated that employment test in MoneySmart Singapore Pte Ltd v Artem Musienko [2024] SGHC 94. A partnership deed is a different contract. The Singapore Academy of Law, on 17 October 2019, placed partnership restraints inside the same doctrine.

How long does a Singapore partner move take, and what is the cash cell?

The search on this line runs 4 to 7 months to an accepted offer, and 14 working days from that offer to signature. The 31 January 2019 guidance note does not set the notice that follows. On one Qualifying Foreign Law Practice funds file, acceptance was month 6, the deed required 3 months' notice, and the partner started in month 10. The Ministry of Home Affairs transcript of 26 July 2026 puts junior-partner pay, after six to eight years at a top local firm, at $200,000 to $300,000 a year. Channel NewsAsia printed that band the same day as S$200,000 to S$300,000.
