Legal Recruiters Chicago for Unfilled In-House Seats
The Chicago chair that stays empty is a company seat — a general counsel, chief legal officer or head of legal — that the local market has not covered. We run the retained search that fills it.
The Chicago chair that is still empty is a company payroll line.
Chicago is not short of lawyers. The Attorney Registration and Disciplinary Commission, in its 2025 Annual Report submitted 24 April 2026, counted 96,997 lawyers on the Illinois Master Roll, and 57,388 of the lawyers with an Illinois address in the six-county Chicago area. General counsel and heads of HR who search for legal recruiters Chicago usually call after that stock has failed to produce a chief legal officer who can occupy the chair.
Sartori's Chicago interview cohort (325 structured interviews) shows the uncovered seat sitting first on a company payroll: a general counsel, a chief legal officer, a head of legal, or a nested counsel desk inside a listed group. Across 86 company general counsel and heads of legal in that cohort over a 24-month window, 49 named a first general counsel, or a successor the board would not yet announce, as the chair that stays open longest.
We have worked the Chicago market for 8 years, for companies and for Chicago firms buying a retained search. Over the three years through 2026 we closed 19 in-house searches on this line, at a 94 percent completion rate, on a typical timeline of 8 to 16 weeks. The firm-side associate and partner product is real; it is not the chair this page opens on. The research map behind every market is 1,480,000+ lawyer profiles.
The employer is a legal department, not a law-firm intake form.
In-house is a distinct employer type on the Illinois Master Roll. The company that cannot cover a Chicago chair is hiring into that stock — not into the occupation median a posting can see.

Chart 6A of the ARDC 2025 Annual Report counts corporate in-house lawyers among active-status lawyers who were currently practicing: 12,352 in 2025, 16.2 percent of that 76,282-lawyer base, up from 12,215 in 2024. That is a license-and-practice-setting series. It is not the same number as the Bureau of Labor Statistics wage file, which prices jobs. A general counsel who blends them is briefing from two clocks.
O*NET, publishing Bureau of Labor Statistics May 2025 wage data, puts the Chicago-Naperville-Elgin lawyer median at $165,660. The 75th percentile on that same row is $232,270 and the 90th is $331,140. The Illinois statewide median on the same table is $160,800, with a 90th percentile of $330,200. Those are employed-lawyer wages for SOC 23-1011. They are not a chief legal officer's total cash, and they are not a Loop associate's class-year base.
The six-county address count is a third clock. Chart 1C of the ARDC 2025 Annual Report puts 65,608 lawyers, 67.6 percent of the 96,997 on the Master Roll, at an Illinois address. The 2025 highlights pamphlet puts 57,388 of them, or 87 percent, in Cook, DuPage, Kane, Lake, McHenry, and Will, and Cook County alone at 47,089. Address is not a vacancy, and it is not an in-house headcount. The in-house series that matters for this page is the 12,352.
House counsel who are not yet Illinois lawyers are a thin, named slice of that roll. Chart 1 of the same 2025 report, for the registration year that ended 31 August 2025, lists 516 lawyers admitted under Rule 716. A company hiring a sitting counsel from another state is buying that filing, not a courtesy. The license, or the limited admission, dies with the job that justified it.
Firm-side supply is the context, not the thesis. NALP's June 2025 bulletin on the 2025 Associate Salary Survey recorded 14 Chicago offices reporting a first-year salary as of 1 January 2025, and 42.9 percent of those offices at $225,000. The survey's Chicago row shows a first-year median of $210,000, an average of $202,857, a low of $135,000, and a high of $225,000. Offices in firms of 701 or more lawyers in that Chicago cut sat at a $225,000 median on 7 offices. Those are the firms a company will later instruct, or hire from; they are not who signs the general counsel offer. The market map for the city is about 13,000 lawyers, inside the firmwide map of 1,480,000+.
The nested counsel seat stayed empty because the brief still read as a Loop associate on the market floor. We needed someone who had already sat with the Illinois regulator.
Density is not coverage. The authorized chair is.
A state with 96,997 registered lawyers can still fail to produce one person the board will put on the payroll.
The Master Roll figure of 96,997 and the six-county figure of 57,388 are registration stocks, not a Chicago vacancy count. Sartori maps about 13,000 lawyers in Chicago. That coverage figure describes who can be reached in the city. It is not a second global map. The only firmwide map figure is 1,480,000+ lawyers.
Of 64 hiring managers in the same Chicago interview cohort, over a 24-month window, 41 arrived with a firm-side title on a company chair. Of 19 closed Chicago in-house searches over three years through 2026, 12 were standing general counsel, chief legal officer, or head of legal chairs and 7 were nested counsel seats inside a group function. 4 of those 12 files ran past the 16-week end of our typical window, almost all of them sitting-counsel successions the board would not yet name. That is the number that does not flatter the method: we cannot outrun a company that has not told its own general counsel.
Credential gates are specific, and they moved on 1 January 2026. Illinois Supreme Court Rule 716 lets a lawyer admitted elsewhere take a limited license when employed in Illinois as house counsel for a single company whose business is not the practice of law. Rule 716(l) keeps the first 90 days of that employment from counting as unauthorized practice if the application is filed in time. Rule 706(g), as amended effective 1 January 2026, sets the application fee at $1,500 and adds a $1,500 late fee when a granted waiver covers a filing between day 91 and one year, plus $500 for each further year. The Illinois Board of Admissions states the same $1,500 fee and treats the application as unsubmitted until the fee arrives. A foreign-qualified or out-of-state counsel who starts work and waits is a compliance problem, not a recruiting detail.
Pay transparency does not force the search into the open. Amendments to the Illinois Equal Pay Act, in force 1 January 2025, require an employer with 15 or more employees to include pay scale and benefits in a job posting for work performed at least in part in Illinois, or performed elsewhere but reporting to a supervisor, office, or work site in Illinois. The Illinois Department of Labor's FAQ is explicit that the statute does not require the employer to post the job. A confidential retained search that never becomes an advertisement stays outside that duty. The moment the company or the search publishes the seat, the range has to be the good-faith Illinois range, not a national placeholder.
What legal recruitment Chicago actually runs for the company.
Four products, one geography. The telemetry figures on this page are the Chicago in-house line. Firm-side associate and partner work is retained search, quoted as a different product.
General counsel, CLO and head of legal
Standing company chairs: first general counsel, successor GC while the incumbent remains, chief legal officer, and head of legal at a PE-backed platform. This is the uncovered seat the page opens on.
Nested counsel desks
Inside a listed group or a bank function: litigation and contentious regulatory, commercial, employment, and insurance. The title may say counsel; the reporting line is still a company payroll seat.
Associate seats for Chicago firms
When a Chicago firm buys a retained associate search — corporate, litigation, finance, funds, employment — we run it as a firm mandate, not as a company general counsel. Credential: an Illinois license, or a planned admission, before the start date.
Partner seats for Chicago firms
Retained partner search for Chicago offices of national firms and for Chicago-headquartered firms. Firm-side economics sit on the compensation notes linked below. The buyer here is the firm, not the company.
A composite from that telemetry: a PE-backed Chicago industrial platform needed a first head of legal. The first shortlist was rejected because the brief still described a Loop associate on the July 2026 floor of $235,000. We rewrote it as a company chair with pay-transparency and employment exposure. The file closed in week 14, inside the 8-to-16-week window, from another in-house counsel, not from a first-year associate on $235,000. It is one of the 12 standing chairs inside the 19.
A second composite, one of the 7 nested seats: a listed Chicago financial-services company needed a nested counsel for contentious regulatory work while the sitting general counsel remained. The company would not name the search for the first quarter. Sartori's Chicago mandate telemetry records counter-offer incidence of 27 percent; this file took a counter-offer and still signed inside the 16-working-day median. The general counsel who lived with that file said the seat had stayed empty because the brief still read as a Loop associate on the market floor, and the company needed someone who had already sat with the Illinois regulator. Confidential successor work is slow until the board will say the sentence.
When the gap is a defined program rather than a standing chair — a deal surge, parental leave, a pay-range rebuild — the faster product is interim and fractional counsel, not an 8-to-16-week permanent hire. Company buyers who want the standing team start at in-house and general counsel recruiting, general counsel search, and our work for companies. Across 52 general counsel and chief legal officer searches since 2017, the shortlist is 24 days and the median accepted offer is 11 weeks. Offer acceptance on corporate mandates is 96 percent. A 12-month replacement term applies to retained general counsel, chief legal officer, and chief compliance officer searches; other in-house searches carry 6 months. Of placed in-house leaders, 97 percent are in post at 12 months and 91 percent at 24 months.
Retained, exclusive, written down before the first call.
Companies engage us on a retained basis for Chicago mandates. We agree scope and terms in writing before any approach is made.
- 01
Mandate blueprint
We write the chair before we name a person: reporting line, whether the lawyer must hold an Illinois license or a Rule 716 house-counsel admission, and whether the sitting general counsel will be told. A Chicago brief that still reads as a Loop associate is rewritten as a company seat.
- 02
Market map
We map the relevant in-house bench — listed financial services, industrials, PE-backed platforms, and health-care and insurance groups — then the firm-side supply that might move in. No posting. No job-board scrape. The map is the Chicago slice of 1,480,000+ lawyer profiles.
- 03
Blind outreach
Approaches go to sitting counsel who are not looking. The company is not named until both sides have agreed a qualified conversation. Chicago is a relationship-dense market; exclusivity is the process, not an optional extra.
- 04
Credential and conflicts screen
We test the Illinois license, or the Rule 716 clock: application within 90 days of the house-counsel start, a $1,500 fee, and, from 1 January 2026, a further $1,500 late fee if the filing lands between day 91 and one year. Internal conflicts with the company's panel are surfaced before the shortlist.
- 05
Offer engineering
We set cash against the published poles that move Chicago candidates, then hold the 16-working-day offer-to-acceptance window. Counter-offers are expected: Chicago in-house mandate telemetry records them on 27 percent of files.
- 06
Close and ramp
Notice, the Rule 716 filing if one is required, the start date, and the first 90 days are part of the mandate. A placement counts when the general counsel is in the chair, not when the term sheet is signed.
Completion on the Chicago in-house line is 94 percent. Typical time-to-fill is 8 to 16 weeks. Median offer-to-acceptance is 16 working days. The fee is 25-30 percent of first-year total compensation, and 30 percent of that fee is the retainer at engagement. Sartori's research program maps 1,480,000+ lawyer profiles. The full method — mandate blueprint, total-market mapping, blind outreach, vetting, offer engineering, close — is on our methodology.
In that Chicago cohort, 41 of 64 hiring-manager responses over 24 months arrived with a firm-side title on a company chair. We send those briefs back. A search that starts as “partner-equivalent” will not produce a general counsel the CEO will actually appoint. The same discipline is why 4 standing-chair files ran past 16 weeks: the method does not invent a successor the board has refused to name.
The company's 2026 calendar is a credential and pay-posting stack, not a headcount boom.
Demand for the Chicago in-house chair is being rewritten by dated instruments. A registration total is not the hiring signal.
Two clocks changed on 1 January and then again a year later. Pay-scale posting under the Illinois Equal Pay Act has applied since 1 January 2025 to any covered posting by an employer with 15 or more employees. The Department of Labor FAQ, current as of 2026, still says the employer need not post at all. Rule 716's late-fee schedule took effect on 1 January 2026. A general counsel who hires an out-of-state counsel in the first quarter of 2026 is running both: keep the search off the careers page, and get the $1,500 house-counsel application in before day 90.
The wage file and the class-year file did not move together. Bureau of Labor Statistics data for May 2025, published for the Chicago metro on 23 July 2026, put the mean hourly wage for the legal occupational group at $71.28, against $67.07 nationally, with legal occupations at 1.0 percent of metro employment. That group mean is not the lawyer median of $165,660. On 2 June 2026 Milbank announced a new associate scale, effective 1 July 2026, opening at $235,000 for the first-year class and reaching $455,000 at the eighth year. Bloomberg Law recorded on 17 June 2026 that the scale had already been matched by more than a dozen firms. A Chicago company that treats $165,660, $210,000, $225,000, and $235,000 as one number is mixing four dates.
The in-house stock grew anyway, slowly. Corporate in-house counsel on the ARDC practice-setting chart rose from 12,215 in 2024 to 12,352 in 2025, a gain of 137 lawyers, while the Master Roll rose 0.2 percent, from 96,821 to 96,997. NALP's January 2025 snapshot still had only 42.9 percent of 14 reporting Chicago offices at the then-market first-year of $225,000. The hiring signal for legal recruitment Chicago is that gap: a larger in-house bar, a class-year floor that jumped again in July 2026, and a posting rule that punishes the company which advertises the chair before the range is real.
The rest of the Chicago brief lives on pages we already wrote.

Chicago legal search — questions companies actually ask
What do legal headhunters Chicago retain for a confidential general counsel hire?
A single retained, exclusive mandate, terms in writing before any approach. Sartori closed 19 Chicago in-house searches over three years through 2026, at a 94 percent completion rate, on an 8-to-16-week window. Companies engage us on that retained basis; we do not run a confidential successor search as a multi-agency contingency. Candidates and the market learn only what the company authorizes. See how a retained legal search actually runs.
Who hires the uncovered Chicago in-house seat?
A company's general counsel, chief legal officer, CEO or head of HR — not a posting. The ARDC 2025 Annual Report (Chart 6A) counted 12,352 corporate in-house lawyers among active Illinois lawyers currently practicing, up from 12,215 in 2024. Of lawyers with an Illinois address, 57,388 sat in the six-county Chicago area. Chicago firms buy associate and partner searches as a second buyer.
How long does a Chicago general counsel search take?
Across 52 general counsel and chief legal officer searches since 2017, Sartori reaches a shortlist in 24 days and an accepted offer in a median of 11 weeks, on a range of 8 to 16 weeks. The Chicago in-house line — 19 closed files over three years through 2026 — is briefed to that same 8-to-16-week band, with a median 16 working days from offer to acceptance. 4 of those 19 ran past 16 weeks, almost all sitting-counsel successions the board would not yet name.
How are you paid for a Chicago search?
Companies engage us on a retained basis for Chicago mandates; we agree scope and terms in writing before any approach. The hiring company pays the fee. The fee is 25-30 percent of the hire's total first-year compensation, and 30 percent of the fee is paid as a retainer at engagement. There is no contingency option. Read working with a legal recruiter and brief a search.
Do you recruit Chicago associates and partners as well as in-house counsel?
Yes. The 19 closed files quoted here are the Chicago in-house line; associate and partner work is a separate retained product. Company buyers start at in-house and general counsel recruiting; firm buyers at associate recruiting and partner recruiting. Compensation context is on Illinois lawyer pay and the 2026 market scale.
What does a Chicago in-house chair actually pay?
We will not invent a private-sector Chicago general counsel cash band. The published poles are a Chicago-Naperville-Elgin lawyer median of $165,660 (O*NET, Bureau of Labor Statistics 2025 wage data) and a market first-year base of $235,000 effective 1 July 2026 (Milbank, 2 June 2026). NALP's 2025 Associate Salary Survey, as of 1 January 2025, put the Chicago first-year median at $210,000 across 14 reporting offices, with a high of $225,000. Those figures size why a company loses a Loop associate and why copying the July 2026 floor onto a mid-level in-house offer prices a different job. Firm-wide general counsel bands are a different read: general counsel pay.
What credentials does a Chicago in-house seat require?
An Illinois license if the person is held out as an Illinois lawyer, or a limited house-counsel admission under Illinois Supreme Court Rule 716. A lawyer newly employed as house counsel is not treated as having practiced without authority if the Rule 716 application is made within 90 days of the start. The fee is $1,500 (Rule 706(g)). From 1 January 2026, an application filed between day 91 and one year also carries a $1,500 late fee after a petition to the Supreme Court. The ARDC 2025 registration chart counted 516 lawyers under Rule 716.
Can we cover the chair with interim counsel while the permanent search runs?
Yes. A defined gap — parental leave, a deal surge, a pay-transparency rebuild — is often faster as interim and fractional counsel than as an 8-to-16-week permanent hire. Interim engagements are counted separately from the 400+ placements (230+ in-house); the median start is 7 days from the first call. We can run both in parallel. The permanent chair is still the mandate this page is for.

Chicago in-house search
If the chair is still empty, brief it as a company seat.
A general counsel, chief legal officer or head of legal search in Chicago is a retained mandate. We listen first — to the reporting line, the Illinois admission, and whether the sitting counsel has been told. No obligation.
