Legal Recruiters Zurich for Unfilled In-House Seats
The Zurich chair that stays empty is a company seat — a general counsel, chief legal officer or head of legal — that the local market has not covered. We run the retained search that actually fills it.
The Zurich chair that is still empty is a company payroll line.
Zurich is not short of lawyers. The Zurich Bar Association, the largest section of the Swiss Bar Association, stated 3,967 members on its homepage as read on 7 October 2026. That is association membership, not the cantonal register of every person allowed to plead. General counsel and heads of HR who search for legal recruiters Zurich usually call after that stock has failed to produce a chief legal officer who can occupy the chair.
Sartori’s Zurich interview cohort (250 structured interviews, one count) shows the uncovered seat sitting first on a company payroll: a general counsel, a chief legal officer, a head of legal, or a Group Legal desk inside a bank, insurer or reinsurer. Across 88 respondents sitting in those Group Legal departments over a 24-month window, 61 named dual-qualified sanctions or transactions counsel as harder to hire than a Swiss-patent commercial lawyer.
We have worked the Zurich market for 5 years, for companies and for Zurich firms buying a retained search. Over the last three years we closed 12 in-house searches on this line, at a 93 percent completion rate, on a typical timeline of 4 to 7 months. The firm-side associate and partner product is real; it is not the chair this page opens on.
Since 2017 the firm has completed 400+ placements (230+ in-house), of which 52 were general counsel or chief legal officer. The Zurich 12 are the city line inside that ledger, not a second national total. The market map is 1,480,000+ lawyers. Separately, the Zurich coverage file maps about 2,500 lawyers in this city.
The employer is a legal department, not a law-firm intake form.
In-house in Zurich is a company payroll line with its own credential rule. The company that cannot cover the chair is hiring into that stock — not into a posting the Swiss independents can already see.

KPMG, on 14 January 2026, counted 502 M&A transactions with Swiss involvement in 2025, worth around USD 166.8 billion, up from 464 transactions and USD 115.1 billion in 2024. Private equity accounted for 142 of those 2025 transactions, 28 percent, and around USD 46.2 billion. Pharmaceuticals and life sciences carried the highest sector value, around USD 53.0 billion. Telecommunications, media and technology led by number of deals. The five largest transactions were around USD 69.7 billion, nearly 40 percent of the year’s value, led by Holcim’s spin-off of Amrize at USD 33.7 billion. That tape is why Zurich corporate and banking teams hire. It is not a public-takeover factory.
The Competition Commission and its secretariat, in the 2025 annual report published with the 31 March 2026 press briefing, treated 34 concentrations, ran 18 investigations, 8 preliminary inquiries and 43 market observations, and took positions in around 350 official consultations. One concentration, Hotelplan and DERTOUR, went to an in-depth review and was cleared. The same briefing recorded the Cartel Act revision adopted on 19 December 2025, covering merger control, the opposition procedure, and civil cartel claims. A Zurich competition counsel is hired against that docket, not against a London phase-2 calendar.
FINMA’s 2025 annual report states that at the beginning of 2025 the authority raised its permanent headcount limit by 121.1 FTEs, to 734.7 from 613.6 in 2024, so it could do more of its own on-site inspections in banking, insurance and asset management. Average staffing in permanent and temporary employment was 698 FTEs in 2025. The seats this page fills are the Group Legal chairs at the banks, insurers and asset managers that have to answer those inspections.
Public pay is a grid, not a general counsel median. Canton of Zurich Lohnklasse 21 for 2026 runs from CHF 112,382 at Anlaufstufe 2 to CHF 175,068 at Lohnstufe 29, Grundlohn including the 13th month. Lohnklasse 23 on the 2026 cross-table runs from CHF 128,067 at Anlaufstufe 2 to CHF 201,049 at Lohnstufe 29. The Federal Statistical Office’s Earnings Structure Survey, released 25 November 2025, put the 2024 monthly gross median for a full-time job at CHF 7,502 in the Zurich region and CHF 7,024 for Switzerland. Banking, all occupations, sat at CHF 10,723 a month. None of those cells is a private lawyer lockstep. Companies that need the franc table for a commercial lawyer or an in-house counsel use lawyer salary in Switzerland, 2026 and in-house counsel salary in Switzerland, 2026. The market narrative sits on the Zurich legal market in 2026.
Firm-side supply is the context, not the thesis. Legal recruitment Zurich for a company is a search into Group Legal and into the Swiss independents’ Zurich corporate and banking benches, which remain the panel a general counsel will later instruct. Those firms are not who signs the general counsel offer. City coverage, practices and how a local search is scoped are on legal recruitment in Zurich.
The sanctions seat was written so a UK- or EU-qualified lawyer could start without waiting on the Zurich Praktikum. The patent sat on the head of legal, not on the sanctions counsel.
Membership is not coverage. The authorized chair is.
A bar association with 3,967 members can still fail to produce the one person a board will put on the payroll, because the gate is the patent on the head seat and a dual qualification on the line seat.
Sartori maps about 2,500 lawyers in Zurich. That coverage figure describes who can be reached in the city. It is not the 1,480,000+ market map, and it is not the Zurich Bar Association’s 3,967. Of 41 respondents who held a general counsel or head of legal title at a commercial-register company, over the same 24-month window inside the 250, 29 said Article 167a had changed the specification for the head seat after 1 January 2025.
Of 12 closed Zurich in-house searches over three years, 7 were Group Legal seats at banks, insurers or reinsurers, 3 were general counsel or head-of-legal seats conditioned on a cantonal patent, and 2 were public-adjacent or funds seats. 5 of those 7 Group Legal files were written as dual-qualified specifications. 4 of the 12 still ran past seven months, because the company insisted on a cantonal Anwaltspatent for a sanctions or transactions seat that insurers and reinsurers were already treating as dual-qualified. That is the number that does not flatter the method: we cannot outrun a brief that names the wrong gate.
The credential rules are specific. Article 7 of the Federal Act on the Free Movement of Lawyers lets a canton issue the patent only after a Swiss law degree, or an equivalent degree from a state with mutual recognition, and at least one year of internship in Switzerland closed by an examination. The Zurich Obergericht’s internship note of 18 November 2025 counts 12 net months, confirmed to the bar-examination commission, and limits full credit to practice that meets the canton’s rules, including a lawyer entered on the Zurich register and the public prosecutor’s office. The commission’s vademecum of 1 October 2024 sets the cost advance for the ordinary path — one written examination and one oral — at CHF 3,000. From 1 January 2025 the written examinations are sat anonymously, under a candidate number.
Article 167a of the Civil Procedure Code, in force since 1 January 2025, lets a party refuse to cooperate and to produce documents about its in-house legal service in civil proceedings when three conditions hold: the company is on the Swiss commercial register or an equivalent foreign register; the legal service is headed by a person with a cantonal license to practice, or who meets the professional requirements to practice in their country of origin; and the activity is one that would be profession-specific for an external lawyer. The right does not run in Swiss criminal or administrative proceedings. A head of legal search that wants the refusal right is a patent search. A sanctions counsel search usually is not. Companies that blur the two keep the chair empty.
What legal recruiters Zurich actually run for the company.
Four products, one geography. The telemetry figures on this page are the Zurich in-house line. Firm-side associate and partner work is retained search, quoted as a different product.
General counsel, CLO and head of legal
Standing company chairs: first general counsel, successor while the incumbent remains, chief legal officer, and head of legal where the company wants Art. 167a available. This is the uncovered seat the page opens on.
Group Legal desks
Inside a Zurich bank, insurer or reinsurer: trade-sanctions counsel, transactions counsel, investigations, funds. The title may say counsel; the reporting line is Group Legal, and the credential is often dual-qualified rather than a Zurich patent.
Associate seats for Zurich firms
When a Zurich firm buys a retained associate search — corporate, banking, disputes, tax, employment — we run it as a firm mandate, not as a company general counsel. The credential gate is the cantonal patent path, including 12 net months of Praktikum.
Partner seats for Zurich firms
Retained partner search for Swiss-headquartered firms and the Zurich offices of international firms. The buyer is the firm. Company-side compensation sits on the Switzerland salary pages, not in a partner-equity model.
A composite from that telemetry: a Zurich-headquartered multi-line insurer needed a trade-sanctions counsel, 80 to 100 percent, two to four years’ PQE, English essential, bar admission a plus. The first draft of the brief asked for a Swiss Anwaltspatent. The sanctions seat was written so a UK- or EU-qualified lawyer could start without waiting on the Zurich Praktikum. The patent sat on the head of legal, not on the sanctions counsel. We rewrote the brief to that credential line. The seat closed in five months, inside the 4 to 7 month window, after a counter-offer from a London financial-institution desk that the candidate declined.
A second composite: a Zurich-headquartered reinsurer needed transactions counsel on reinsurance, insurance-linked securities and capital-management structures, five years’ PQE, a UK or Swiss qualification. The search ran six months. The complication was a counter-offer. Zurich mandate telemetry records counter-offer incidence of 31 percent; this file sat in that class and still signed. The start date moved two weeks for notice, not for a patent.
A third composite: a commercial-register industrial with a Zurich legal department asked for a head of legal who could invoke Article 167a. The specification was the patent, not the bonus. That file is one of the 3 head-of-legal searches in the 12, and one of the 4 that ran past seven months, because the company spent the first two months interviewing dual-qualified deputies who could not satisfy the organizational condition. Once the brief named the gate, the shortlist behaved.
When the gap is a defined program rather than a standing chair — a deal surge, parental leave, a sanctions build — the faster product is interim and fractional counsel, not a 4 to 7 month permanent hire. Company buyers who want the standing team start at in-house and general counsel recruiting, general counsel search and our work for companies. Sanctions, AML and financial-crime leadership sits with compliance recruitment.
Retained, exclusive, written down before the first call.
Companies engage us on a retained basis for Zurich mandates. We agree scope and terms in writing before any approach is made. There is no contingency option.
- 01
Mandate blueprint
We write the chair before we name a person: reporting line, whether Art. 167a of the Civil Procedure Code has to be available, and whether the sitting general counsel will be told. A Zurich brief that still reads as a firm-side partner is rewritten as a company seat.
- 02
Market map
We map the relevant in-house bench — bank, insurer and reinsurer Group Legal, the Swiss independents’ corporate and banking partners, and the dual-qualified sanctions and transactions counsel who can move — then the firm-side supply. No posting. No job-board scrape.
- 03
Blind outreach
Approaches go to sitting counsel who are not looking. The company is not named until both sides have agreed a qualified conversation. Zurich is a small, talkative market; exclusivity is the process, not an optional extra.
- 04
Credential and conflicts screen
We test the cantonal patent, the 12-net-month Zurich Praktikum, and whether the head of the legal department must hold a license for Art. 167a. A sanctions or transactions seat that the company has already described as dual-qualified is not rewritten as a patent gate.
- 05
Offer engineering
We set cash against the published poles that actually exist — the 2026 cantonal Lohnklassen, not an invented private lockstep — then hold the offer-to-acceptance window. Counter-offers are expected on this line.
- 06
Close and ramp
Notice under the Code of Obligations, the start date and the first 90 days are part of the mandate. A placement counts when the counsel is in the chair, not when the term sheet is signed.
Completion on the Zurich in-house line is 93 percent. Typical time from mandate to start is 4 to 7 months. Median offer-to-acceptance is 15 working days. The Code of Obligations, Article 335c, sets a default notice period of one month in the first service year, two months from the second year through the ninth, and three months thereafter, to the end of a month. That notice is why mandate-to-start is longer than the firm-wide general counsel clock: across 52 general counsel and chief legal officer searches since 2017, a shortlist is reached in 24 days and an accepted offer in a median of 11 weeks.
The fee on every retained search is 25 to 30 percent of the hire’s total first-year compensation. Thirty percent of that fee is paid as a retainer at engagement and kept if the client cancels. A 12-month replacement term applies to retained general counsel, chief legal officer and chief compliance officer searches; other in-house searches carry 6 months. Offer acceptance on corporate mandates is 96 percent. Retention of placed in-house leaders is 97 percent at 12 months and 91 percent at 24 months. We do not approach lawyers we have placed for as long as they stay, and we do not recruit from a client’s legal department for 24 months after a mandate. Those are firm-wide terms. They are not a second Zurich completion rate.
The full method — mandate blueprint, total-market mapping, blind outreach, vetting, offer engineering, close — is on our methodology. The parent note on who may be approached, who pays, and how a company or firm seat is filled is legal recruiters. People comparing legal headhunters Zurich are usually comparing that retained letter with a contingency posting. The posting cannot hold a successor search the board has not yet named.
The company’s 2026 calendar is a statute pile, not a public-takeover boom.
Demand for the Zurich in-house chair is being rewritten by dated instruments. Deal count without the credential rule does not tell a company whom to hire.
Article 167a has been in force since 1 January 2025. That is an organizational condition on the head of a commercial-register legal department, not a new practice area for every counsel on the team. Parliament adopted the Investment Screening Act on 19 December 2025. Advestra’s note of 23 December 2025 records that the Act is aimed at acquisitions by foreign state-controlled investors in critical sectors, that the threshold design is narrow, and that entry into force is expected in 2027 at the earliest. The 2026 hire on that file is ordinance advice. It is not yet a filing desk.
The Swiss Arbitration Centre’s 2025 annual report, published 24 February 2026, recorded 125 new cases, a 25 percent increase on the prior year. Seventy-seven percent were international, with parties from 67 countries. The two largest new cases had a combined amount in dispute of more than CHF 4.4 billion. The Centre also registered 10 new mediation cases. Disputes hiring at the Zurich independents follows that Swiss caseload. It is not a separate Zurich filing count.
FINMA’s extra 121.1 permanent FTEs, authorized at the start of 2025, are the supervisory capacity behind sanctions, recovery and insurance reviews that land on Group Legal in Zurich. WEKO’s 34 concentrations in 2025, and the Cartel Act revision of 19 December 2025, are the competition file. KPMG’s 502 transactions are the private M&A file. A company that staffs all three as if they were one associate class will miss the chair. Legal headhunters Zurich who treat them as one posting will miss it too.
Default notice under Article 335c of the Code of Obligations still closes the calendar. A search that reaches an accepted offer inside the firm-wide 11-week general counsel median can still start in month five or month six once three months’ notice runs to month-end. Budget the credential rewrite in week one, and budget notice after the offer, not instead of it.
The rest of the Zurich brief lives on pages we already wrote.

Zurich legal search — questions companies actually ask
How do legal recruiters Zurich run a confidential general counsel hire?
A single retained, exclusive mandate, terms in writing before any approach. Sartori closed 12 Zurich in-house searches over three years at a 93 percent completion rate, typically in 4 to 7 months from mandate to start. Companies engage us on that retained basis; we do not run a confidential successor search as a multi-agency contingency. See how a retained legal search actually runs.
Who hires the uncovered Zurich in-house seat?
A company’s general counsel, chief legal officer, CEO or head of HR — not a posting. KPMG, on 14 January 2026, counted 502 Swiss-involved M&A transactions in 2025, worth around USD 166.8 billion, with private equity on 142 of them. FINMA raised its permanent headcount limit by 121.1 FTEs at the start of 2025. Zurich firms buy associate and partner searches as a second buyer.
How long does a Zurich general counsel search take?
On the Zurich in-house line, typically 4 to 7 months from mandate to start, with a median 15 working days from offer to acceptance. We have worked the Zurich market for 5 years. Of 12 closed Zurich in-house searches over three years, 4 ran past seven months. Across all general counsel and chief legal officer searches since 2017, the firm-wide median to an accepted offer is 11 weeks — a different clock from mandate to start, because Swiss notice still has to run.
How are you paid for a Zurich search?
Retained only. The fee is 25 to 30 percent of the hire’s total first-year compensation, and 30 percent of the fee is paid as a retainer at engagement and kept if the client cancels. The hiring company pays. There is no contingency option. Read working with a legal recruiter and brief a search.
Do you recruit Zurich associates and partners as well as in-house counsel?
Yes. The 12 closed files quoted here are the Zurich in-house line; associate and partner work is a separate retained product. Company buyers start at in-house and general counsel recruiting and general counsel search. Firm buyers start at associate recruiting and partner recruiting.
What does a Zurich in-house chair actually pay?
We will not invent a private-sector Zurich general counsel cash band. The published poles are the Canton of Zurich 2026 Lohnklasse 21, CHF 112,382 to CHF 175,068 including the 13th month, and Lohnklasse 23, CHF 128,067 to CHF 201,049 on the same grid. The Federal Statistical Office’s 2024 Zurich-region median for all occupations is CHF 7,502 a month, which is not a lawyer wage. The lawyer and in-house tables are on lawyer salary in Switzerland and in-house counsel salary in Switzerland.
What credentials does a Zurich lawyer seat require?
A cantonal Anwaltspatent if the person is held out as a Rechtsanwalt or must carry the Art. 167a condition as head of a commercial-register legal department. The Federal Act on the Free Movement of Lawyers requires at least one year of internship in Switzerland. The Zurich Obergericht counts 12 net months of Praktikum, and its 1 October 2024 vademecum puts the standard examination cost advance at CHF 3,000. Line counsel in sanctions or transactions are often hired dual-qualified, without that patent.
Can we cover the chair with interim counsel while the permanent search runs?
Yes. A defined gap — parental leave, a deal surge, a sanctions build — is often faster as interim and fractional counsel than as a 4 to 7-month permanent hire. We can run both in parallel so the work is covered while the general counsel search is live. The permanent chair is still the mandate this page is for.

Zurich in-house search
If the chair is still empty, brief it as a company seat.
A general counsel, chief legal officer or head of legal search in Zurich is a retained mandate. We listen first — to the reporting line, the patent gate, and whether the sitting counsel has been told. No obligation.
