Lawyer salary in Japan 2026: pay the cell, or wait.
The dated table is a split print. JFBA measured nationwide receipts. Tokyo prices a gaiben or experienced bengoshi on a statute that is already in force. This page tells the lawyer who earns the figure, and the general counsel who pays it, which cell still closes this year.
Two clocks, one yen figure, one year left to close.
JFBA's 2023 economic survey, covering calendar-2022 results, puts median lawyer receipts in Japan at 15.00 million yen. The lawyer salary Japan question for 2026 is not that median. It is whether a Tokyo gaiben or experienced bengoshi hire still has to close before December. Across 250 structured interviews with Hong Kong lawyers, that is the split companies actually fund.
Among respondents to JFBA’s 2023 survey, 95.4 percent had filed a kakutei shinkoku. Median net income sat at 8.00 million yen. The 4.5 percent salary-only slice is too small to read as the employed Tokyo associate market. A tax-return table, not a lockstep.
The nationwide survey is real. The Tokyo closing-year cell is a different number, priced by statutes already in force. The pay-or-wait map is below.

The lawyer salary Japan table is two prints, not one.
One print is a nationwide survey of tax-return filers. The other is the unpublished Tokyo employed cell. Only the first can be sourced without a recruiter. The second is inferred from who is bidding, not from a lockstep memo.
Start with what can actually be read. The Japan Federation of Bar Associations reprinted its 2023 economic and activity survey in the 2023 White Paper: among respondents, median 収入 (gross receipts) was 15.00 million yen on 1,954 answers, and median 所得 (net income after expenses) was 8.00 million yen on 1,839 answers, both for calendar 2022. A five-percent trimmed mean of receipts sat at 20.826 million yen. That is the dated national table. It is not a Big Five associate scale, and it is not a gaiben W-2. The 2026 cell is priced by a statute that is already in force, not by a survey of 2022 tax returns.
The survey population is the point. JFBA reported that 95.4 percent of respondents had filed a kakutei shinkoku; 4.5 percent had salary income and no return. Receipts for return-filers can include non-legal income. A general counsel who treats 15.00 million yen as “what a Tokyo M&A associate costs” is reading the wrong column of the wrong document. A lawyer who earns that median is, in the typical case, a self-employed bengoshi whose net after expenses is the 8.00 million yen column, not a W-2. The seniority bands inside that same survey are still the only measured ladder we will print.
Under 5 years
Median receipts. Median net income on this rung: ¥3.00 million.
JFBA White Paper 2023, pp. 145–147 ↗The net-income time series inside the same White Paper is the other dated fact: median 所得 ran 11.00 million yen in the 2008 survey, 9.59 million in 2010, 6.00 million in 2014, 6.50 million in 2018, 7.00 million in 2020, and 8.00 million in 2023. The 2026 conversation that opens on a rising lockstep is not this series. This series recovered from a trough. It did not become a Cravath ladder.
Most Japanese lawyers are not in the cell this page prices. As of 31 March 2025, JFBA counted 18,591 law offices, of which 11,558 were sole offices — 62.17 percent of offices and 24.99 percent of bengoshi. Offices of 101 or more lawyers numbered 14 and held 4,662 lawyers, 10.08 percent of the 46,243 bengoshi stock on that date. The Tokyo gaiben and Big Five employed cell sits inside those 14 large offices plus the foreign-law joint enterprises that JFBA files separately. The national median is pulled by the other 90 percent.
The one dated employed-lawyer yen figure on an employer careers page is not a Big Five print. JICA recruited a Legal Affairs Division specialist (attorney) with a printed grade-7 monthly base of ¥555,630 and about ¥10 million annual, bonus twice yearly, no housing, family or retirement allowance, Japan attorney qualification, preferably three or more years of corporate legal practice. That is a public-corporation in-house cell. It sits next to the under-five-year JFBA receipts median of 5.50 million yen and well below the 10-to-15-year receipts median of 18.00 million yen. It is useful as a floor for what a registered bengoshi can be paid on a published spec. It is not the 2026 M&A gaiben number. A chief legal officer comparing an offer to the JFBA ladder should compare it to net income on the same seniority rung, not to receipts, and should not treat JICA’s printed yen as a listed-company general counsel cell. The Tokyo general-counsel title and the ¥100 million individual-disclosure gate are on general counsel salary Tokyo 2026. The dated Tokyo in-house cash table is on in-house counsel salary in Tokyo for 2026.
The 2026 cell is priced by a statute that is already in force, not by a survey of 2022 tax returns.
The yen is paid by a company desk, a joint enterprise, and the state.
In-house counsel salary in Japan is a Tokyo seat with a thin Osaka overlay. The same mid-level bengoshi is also bid by foreign-law joint enterprises and, in 2026, by a public competition-law hire at scale.
Japan In-house Lawyers Association, stock 30 June 2026, counted 3,756 in-house bengoshi at 1,552 corporations, foreign-company Japan branches and other non-state employers — 7.8 percent of 48,106 JFBA-registered bengoshi, gaiben excluded. The prior print, 30 June 2025, was 3,596 at 1,539 employers. The in-house pay cell is a Tokyo seat: Tokyo Bar 1,197, Dai-ichi Tokyo 989, Dai-ni Tokyo 944, or 3,130 of 3,756 in the three Tokyo bars, with the Kanto federation at 3,207.
Who writes the check, by industry, is still the 30 June 2025 JFBA/JILA mix (of 3,596): manufacturing 996 (27.7 percent), information and communications 518 (14.4 percent), services 466, securities and other finance 443, banking and insurance 363, wholesale and retail 363. Women were 1,474 of 3,596, or 41.0 percent. A head of legal in machinery, pharma, TMT or a megabank is the buyer this page is for. A sole-office bengoshi in a regional bar is not.
The named employer types at the top of the 30 June 2026 JILA roster, by in-house bengoshi headcount, are a listed TMT and internet platform at 73 (down from 80), a sogo shosha at 42, another at 35, a US digital-platform Japan entity at 33, a major trust bank at 31, a major securities house at 30, another trust bank at 28, and a global consultancy, a megabank and a third sogo shosha at 27 each. Those are the companies that already pay a multi-lawyer in-house cell. They are also the companies that buy the Big Five and international-firm M&A seat on the other side of the same deal.
The top of that cell is splitting. JILA’s GC/CLO study-group seminar, posted 10 March 2026 and held 14 April 2026, framed General Counsel and Chief Legal Officer seats that go beyond 法務部長, sitting in management and owning talent and risk. Public titles on the notice, employer type only: a listed pharmaceutical Senior Executive Officer for legal, IP, risk and compliance; a listed industrial conglomerate Representative Executive Officer, CLO and General Counsel; a megabank Group CLO; a US-listed medtech Japan unit Head of Legal Japan. That is not a census of how many companies have a CLO. It is how the association now labels the seat that pays the 2026 figure.
The organizational upgrade underneath those titles is a members’ survey, not JILA’s headcount. The Association of Corporate Legal Affairs and Shoji Homu ran the 13th Legal Department Fact-Finding Survey with questionnaires dated 7 May 2025, close 31 July 2025. Interim notice: 5,176 questionnaires, 906 responses. Nikkei, on 20 April 2026, reported the lead of that survey: for the first time since the 1965 series, a majority of responding companies place the legal function at department (部) level, and average legal-staff count exceeds 10. The 906-response base is the one that can be cited. The majority and the “more than ten” line are the newspaper’s report of a members-only book.
The public payer is smaller and, in 2026, louder. JFBA counted 276 registered attorneys in public office as of 1 June 2025 (160 central, 116 local). Largest central desks: Financial Services Agency 21, Ministry of Economy, Trade and Industry 20, Japan Fair Trade Commission 18, MHLW 13, Consumer Affairs Agency 12, Personal Information Protection Commission 11, Digital Agency 6. In August 2026 JFBA listed 123 local governments employing 177 lawyer-qualified staff. Those municipal seats are not the Tokyo gaiben cell. The JFTC’s 53-post 2026 hire is.
When a company should pay the 2026 cell, and when waiting is cheaper.
Two clocks do not move together. The M&A and platform clock is already in force. The first-year and IPO clock is still cheap. A general counsel who blends them writes the wrong number into the requisition.
Waiting is cheaperPay the 2026 cell
- First-year and IPO Apprenticeship has not ended. Listing-maintenance grace has. Capital-markets laterals are a 2026 wait unless the offering is already live.
- Commercial in-house Toriteki and the Freelance Act moved volume onto manufacturing and TMT desks. Pay a mid-level bengoshi. Do not attach a gaiben premium.
- M&A, PE, TOB, gaiben The statute is live, the 2025 print was a record, and a new joint enterprise is bidding. A 2026 close is not cheaper in 2027.
The live reason to pay a Tokyo M&A or TOB cell this year is statutory. Diet law amending the Financial Instruments and Exchange Act was promulgated 22 May 2024. The Financial Services Agency, on 4 July 2025, gazetted the related Cabinet orders: in force 1 May 2026. The mandatory-TOB net is restated as a 30 percent rule, with a de minimis carve-out when the increase in ownership is under 0.5 percent and the buyer has made no other purchases in the prior six months; on-market auction purchases are brought into the net. Daiwa Institute of Research, 15 July 2025, restated the same 30 percent / on-market / 0.5 percent de minimis and the 1 May 2026 application date. Every TOB that starts on or after 1 May 2026 is a new-law deal. Pre-start TOBs keep the old statute. Waiting until 2027 does not cheapen a 2026 close.
METI’s 2023 takeover guidelines remain the non-statutory script for listed-company boards. A study group restarted on 3 February 2026 because the FIEA rewrite had moved the statute. On 30 July 2026, after a June–July public comment from 59 respondents, METI published Points, Q&A and an interpretation note without amending the 2023 Guidelines, and stated that Japan-related M&A count and value rose in both 2024 and 2025. Listed-company in-house M&A and general counsel seats that run special committees will cite that Q&A through 2026 and 2027. That is a structural demand driver, not a one-deal spike.
Cyclical capital is the other half of the same sentence. RECOF DATA / MARR, in the February 2026 issue, put calendar 2025 Japanese-company M&A at 5,115 deals (+8.8 percent) and ¥35.7 trillion (+74.7 percent), both records: IN-IN 4,086 / ¥11.2 trillion; IN-OUT 657 / ¥18.2 trillion; OUT-IN 372 / ¥6.2 trillion. RECOF’s cross-border desk then recorded H1 2026 at 2,647 deals (+5.1 percent versus H1 2025) and USD 121.959 billion (−19.8 percent). Count still supports staffing an M&A desk. Value cooling is a reason not to overpay a capital-markets or mega-deal premium in the second half if the company can wait.
A US private-equity firm made the 2026 bid structural. Kirkland & Ellis, on 31 May 2026, launched a Tokyo office as Kirkland & Ellis (Gaikokuho Kyodo Jigyo), its 24th worldwide, for private equity, strategic transactions and leveraged finance, and described 2025 as Japan’s largest M&A deal value in over 20 years. A company that needs that dual-qualified bengoshi or gaiben this year is bidding against a new employer, not waiting for the 2027 associate class. Chambers’ 2026 International Corporate/M&A band for Japan is led by a US firm, not a domestic one; that is a demand map of who in-house counsel say they instruct, not a ranking to reprint.
The wait-is-cheaper cell is capital markets. Tokyo Stock Exchange listing-maintenance grace ended from the first test date on or after 1 March 2025. Grant Thornton Japan, on 3 April 2026, counted calendar 2025 IPOs at 110 including TOKYO PRO and Fukuoka PRO, down from 134 in 2024; Growth listings 40 (down 23); TSE delistings excluding PRO 125, a second consecutive record. JPX’s own 2025 headline was 105 companies newly listed on TSE, plus 46 on TOKYO PRO Market; year-to-date 2026 through August, when accessed, showed 55 TSE IPOs (Prime 0, Standard 7, Growth 15, TOKYO PRO 33). Delisting and take-private work feeds the M&A cell. It does not rescue the IPO associate brief.
The in-house commercial clock is a third schedule, and it is already running. The Smartphone Software Competition Promotion Act, enacted 12 June 2024, saw the Japan Fair Trade Commission designate Apple Inc., iTunes K.K. and Google LLC on 26 March 2025, with full enforcement from 18 December 2025. JFTC’s 2026 activity on that statute includes compliance reports dated 17 February and 27 July 2026. That is a live TMT and antitrust seat at the designated operators’ Japan units and at Japanese app-developer counterparties — counsel who already know the Antimonopoly Act, not first-years. The Freelance Act has been in force since 1 November 2024; JFTC’s 15 May 2025 enforcement census for FY2024 recorded 5,018 consultations, 137 new suspected-violation files and 54 guidance cases, concentrated in game software, animation, relaxation and fitness. Toriteki, the rewritten Subcontract Act, took effect on 1 January 2026, adding an employee-count gateway (300 / 100) beside capital, specified transport consignment, a ban on unilateral price-setting without talks, and a ban on promissory-note payment. A manufacturer, trading house or logistics company newly captured as a consignor is paying a three-to-ten-year bengoshi for that file this year. It is not paying a US-qualified M&A premium for it.
Merger control is the second-year confirmation, not a one-off. JFTC’s FY2025 print, published 24 June 2026, was 458 notified combinations against 437 in FY2024: 449 Phase I clearances, 8 withdrawn in Phase I, 1 Phase II, 15 non-notifiable reviews closed, 5 cases cleared on remedies. The FY2024 conduct census (press 1 May 2025) recorded 21 cease-and-desist orders covering 61 undertakings and an affected market above ¥92.1 billion; FY2025 (press 8 June 2026) recorded 11 orders covering 26 undertakings and cartel/bid-rig market size above ¥287.0 billion. Those are JFTC case-output series, not law-firm hours, but they are why a competition bengoshi at a Big Five desk or an in-house counsel at an OUT-IN acquirer is a 2026 pay cell, and why the Commission’s own 53 attorney posts are a parallel bidder for the same people.
A general counsel at a listed TMT platform told us, in the Hong Kong interview cohort, that the 2026 cell the company would actually sign was “the bengoshi who has already run a TOB,” not a newly minted class. That is the pay side of the split. The wait side is a head of legal at a US digital-platform Japan unit, who said they would hold a privacy lateral until the APPI decree date was known: paying 2026 money for a 2028 commencement is a gift to the candidate. The Personal Information Protection Commission promulgated Act No. 56 on 17 July 2026, in force on a date within two years of promulgation. Design work can start. The yen cell for a surge hire is not this calendar year.

A company that budgets a first-year yen figure for an M&A brief has not priced the seat. It has priced a different job.
Bengoshi, gaiben, in-house, public: four ways to earn the same year's yen.
The 2026 figure is earned under two statutory titles and paid by three kinds of employer. Mixing them in one requisition is how a search for lawyer salary Tokyo turns into a search that cannot close.
A bengoshi is a Japan-qualified attorney on the JFBA roll after the judicial bar exam and apprenticeship. As of 1 September 2026, that roll held 48,057 attorneys. Tokyo’s three bars held 24,382 of them — 50.7 percent — and 534 of 583 registered foreign lawyers. Gaiben is a two-gate credential: Minister of Justice approval, then JFBA gaiben registration. Practice is in principle limited to the law of the original-qualification jurisdiction. A 2020 amendment lets up to two years of lawful Japan practice count toward the three-year experience gate (in force 29 August 2020). The working vehicle remains the foreign-law joint enterprise. Joint bengoshi–gaiben corporations, in force 1 November 2022, still numbered zero on both the 1 April 2025 white-paper date and the 1 September 2026 roll.
Original qualification on the 1 April 2025 gaiben print (530 nationally) was United States 244, PRC 83, United Kingdom 78, Australia 37. The 583 print at 1 September 2026 is the later stock. A 2026 gaiben hire is almost always into a joint enterprise, or into a new one: Kirkland. It is not into a joint corporation, and it is not a Japanese-law court seat.
Earns on a company payrollEarns inside a joint enterprise
- In-house GC / legal Bengoshi who lists the company as JFBA office. The 2026 close is the deal, platform or supplier statute the company already has, not a first-year class.
- Public fixed-term JFTC, FSA/SESC, PPC, JICA. A parallel buyer for mid-level competition and financial-law bengoshi, on a 2026 calendar.
- Joint-enterprise bengoshi and gaiben Domestic Big Five mix plus international PE/M&A/debt desks. Dual qualification is the gate that sits on both sides of a cross-border file.
JFBA filings under the Gaiben Act at 1 April 2025 counted 2,191 employed bengoshi and 121 employed gaiben across notified joint enterprises, plus 520 bengoshi and 104 gaiben as joint-enterprise principals. Anderson Mori & Tomotsune’s own site, on the same day as the September 2026 JFBA roll, stated 675 Japanese-qualified lawyers and 82 non-Japanese-qualified lawyers including 15 gaiben. Baker McKenzie’s Tokyo brochure, as of July 2025, stated 108 Japanese attorneys, 8 gaiben and 6 foreign attorneys, and called itself the largest foreign-law joint enterprise in the country. Those mixes are the firm-side payers of the unpublished Tokyo associate cell. They are landscape. They are not a yen table.
Civil e-filing became obligatory for attorneys as litigation agents from 21 May 2026. Tokyo District Court had 70-plus online filings by 17:00 on day one, Jiji reported. That is a litigation-ops tax on partner time, not a reason to pay a 2026 PE gaiben premium, and first-years who finish apprenticeship around December 2026 arrive after the switch. Foreign Exchange and Foreign Trade Act screening tightened in May 2025 for specified foreign investors; inbound PE still closes, and the memo got longer. Do not staff a standalone “CFIUS-Japan” bench from that Q&A alone.
| Seat | Gate | What it can do | Who pays | 2026 posture |
|---|---|---|---|---|
| Bengoshi (JFBA-registered) | Bar exam, apprenticeship, local-bar registration (Attorney Act arts. 4, 8–9) | Japanese-law reserved work, court, most in-house lawyer titles | Companies, Big Five joint enterprises, JFTC and ministry desks | The 2026 closing-year cell is 5–15 year M&A, PE, TOB, antitrust — not the new class |
| Gaiben (gaikokuho-jimu-bengoshi) | Minister of Justice approval plus JFBA gaiben roll; practice limited to original-qualification law | Foreign-law advice inside a joint enterprise; not Japanese-law reserved work | International joint enterprises (Kirkland 2026 is one more) | Pay in 2026 if the company needs US/UK-law PE or cross-border M&A this year |
| In-house bengoshi | Same bengoshi credential; company address listed as JFBA office | Internal legal, deals, platform and supplier statutes; GC/CLO seats now sit on some executive committees | 1,552 employers at 30 June 2026, heavy in manufacturing, TMT and finance | Pay a closing-year M&A or platform GC; wait on a first-year req |
| Public fixed-term attorney | Bengoshi or completed apprenticeship; Japanese nationality on SESC seats | Antimonopoly Act, Toriteki, Freelance Act, Smartphone Act, FIEL surveillance | JFTC (53 posts from 20 February 2026), FSA/SESC, PPC, JICA | A 2026 calendar close competing with private antitrust |
Open on the dated cell. Close on a brief the 2026 market can fill.
Sartori covers Japan laterals from the Hong Kong associate desk. The files that closed on the first shortlist were the ones whose yen cell matched the statute already in force. The files that did not had budgeted a first-year for an M&A seat.
Sartori maps nearly 1.5 million lawyer profiles globally and has run quarterly market surveys since 2019. The Hong Kong file is the Asia coverage from which Japan laterals are read; it covers about 5,000 lawyers, and it records admission, employer and practice, not an unpublished Tokyo W-2. Of 23 closed associate searches over three years on that line, 14 were Japan-facing Tokyo seats: nine M&A, PE, TOB or gaiben briefs, five capital-markets or junior. Completion on the line is 93 percent. Typical time-to-fill is 6 to 12 weeks. Median offer-to-acceptance is 11 working days. Counter-offer incidence is 36 percent. We have worked that associate line for eight years, for companies and for joint enterprises, on Japan-facing seats that have to close against a Tokyo clock rather than against a Hong Kong one.
Across the same 250-interview Hong Kong cohort, 91 respondents had sat on a Tokyo in-house or joint-enterprise desk over a 24-month window. Of those 91, 68 named an experienced M&A or PE bengoshi — not a first-year — as the 2026 seat they would actually fund. That is the company side of the table talking, not a candidate wish-list.
The number that does not flatter this desk: of those 14 Japan-facing closed files, four required a second shortlist after the company opened on a first-year yen cell for an M&A or platform brief. We still closed them. We did not close them on the first pass, and we do not brief the 6-to-12-week band as if those four had behaved. A company that budgets a first-year yen figure for an M&A brief has not priced the seat. It has priced a different job. A sitting employer defended the M&A and gaiben seats harder than the capital-markets ones; that is where the 36 percent counter-offer incidence concentrated. The five capital-markets and junior files inside the 14 were the ones a company could have waited on; two of those five were re-briefed mid-search when the IPO calendar the client had counted on did not appear. That is not a failure of supply. It is a failure to read the 2026 clock before the req was opened.
Your job is to put a lawyer on the payroll this year, not to average a 2022 tax-return median into a 2026 M&A req.
- Name the statute in the brief. FIEA TOB, JFTC Form 4, Smartphone Act, Toriteki, FEFTA filing. A general counsel who cannot name the instrument is not ready to name the yen cell.
- Do not budget a first-year for a five-to-fifteen-year file. The November 2025 class is in apprenticeship. The 14 Japan-facing files that needed a second shortlist started there.
- Price the public bidder. Fifty-three JFTC posts from February 2026 are competing for the same mid-level antitrust bengoshi. Waiting until 2027 does not recreate those seats.
- Leave the gaiben premium off a domestic commercial brief. Toriteki and freelance enforcement are bengoshi work. Dual qualification is the gate for cross-border PE, not for supplier terms.
- Decide pay-or-wait before the search, not after the first decline. In-house counsel recruiters cannot manufacture a 2026 first-year class in September.
Your 2026 number is a cell, not the JFBA median. The cell that still moves is the one a company cannot wait on.
- An M&A, PE or gaiben seat is in a bid. A new joint enterprise opened in May 2026 for exactly that work. Sitting employers counter; incidence on this line is 36 percent.
- A first-year print is not a 2026 close. If you pass in November 2025, you are a December 2026 attorney. Companies that advertise otherwise are writing a 2027 start date.
- In-house is a Tokyo three-bar market. 3,130 of 3,756 in-house bengoshi sit there. Osaka is real and thin. Regional bars are not this cell.
- Public fixed-term is a parallel offer, not a consolation. JFTC, SESC and JICA print gates and, in JICA’s case, yen. Treat them as competing employers.
- Privacy laterals can wait without missing a 1 May-style cutover. APPI Act No. 56 has no 2026 commencement date. The company that pays 2026 money for it is choosing to, not being forced to.
The market map that sits next to this pay table is our Tokyo legal market note for 2026. Companies building a legal function from nothing, rather than adding a seat to a 部 that already exists, should start with hiring your first general counsel before they price a Tokyo cell. The research program behind the Hong Kong figures is on the research page.
Lawyer pay in Japan: questions from both sides of the table
What is the lawyer salary Japan figure for 2026?
The only nationwide measured print is JFBA’s 2023 survey of calendar-2022 results: median receipts of 15.00 million yen and median net income of 8.00 million yen. That is a tax-return distribution, not a Tokyo Big Five W-2 and not a gaiben lockstep. A company paying an experienced Tokyo M&A or gaiben seat in 2026 is not paying that median; it is paying a cell priced by the Financial Instruments and Exchange Act rewrite that took effect on 1 May 2026 and by a second year of Japan Fair Trade Commission merger filings above 430. First-year bengoshi from the November 2025 exam class are still in apprenticeship and are not in this year’s closing window.
How much does in-house counsel salary run at a Tokyo company in 2026?
The one dated employed-lawyer yen print on an employer page is JICA’s Legal Affairs Division attorney seat at about ¥10 million a year (monthly base ¥555,630). That is a public-corporation cell, not a listed TMT or sogo shosha general counsel. Japan In-house Lawyers Association counted 3,756 in-house bengoshi at 1,552 employers as of 30 June 2026, 7.8 percent of the national roll, concentrated in the Tokyo three bars. No Big Five or international-firm Tokyo associate scale was published on the firm pages, and recruiter surveys are not used here.
Should a company pay a Tokyo gaiben or M&A bengoshi now, or wait?
Pay in 2026 if the seat is an experienced Tokyo M&A, PE, TOB or gaiben brief: the 30 percent TOB rule is already live. Wait if the brief is a first-year bengoshi or a capital-markets associate without a live offering: Growth listings fell, H1 2026 M&A value dropped 19.8 percent on RECOF’s cross-border desk, and the November 2025 bar class is not yet at a desk. Privacy implementation under the July 2026 APPI amendment is a 2027–28 yen cell, not a 2026 close.
When do 2025 bar passers become first-year bengoshi?
The Ministry of Justice announced 1,581 passers on 12 November 2025; they finish apprenticeship around December 2026. They are not 2026 first-year attorneys. The 2026 newly minted class is the prior cohort. JFBA, compiling Supreme Court figures, recorded 1,826 finishers in the 77th class (ended 2024), of whom 1,455 became attorneys immediately. A company that opens a 2026 first-year req in September is buying a 2027 start date.
Who actually pays the 2026 Tokyo cell, companies or firms?
Both: 1,552 employers roster 3,756 in-house bengoshi, and joint enterprises employed 2,191 bengoshi plus 121 gaiben at 1 April 2025. The fattest company desks sit at a listed TMT platform, sogo shosha, a US digital-platform Japan unit, megabank/trust groups and a global consultancy. The Japan Fair Trade Commission opened 53 fixed-term attorney posts from 20 February 2026, a public bidder for the same mid-level competition-law bench.
How long does a Japan-facing associate search take from Sartori’s Hong Kong desk?
Typical time-to-fill is 6 to 12 weeks, with a median 11 working days from offer to signature. Completion is 93 percent across 23 closed associate searches over three years. Japan-facing M&A and gaiben files that opened on a first-year yen cell needed a second shortlist and ran to the outer edge of that band. Counter-offer incidence on the Hong Kong associate line is 36 percent.
Bar rolls, the JFBA survey, the deal census, and the statutes that price the cell.
Nationwide receipts come from JFBA's 2023 survey of 2022 results. Headcount comes from the September 2026 roll and from JILA. The 2026 pay-or-wait call is read off FSA, METI, JFTC, JPX and employer pages, not off a recruiter scale.

収入 and 所得 are self-reported receipts and net income in JFBA's 2023 survey of calendar-2022 results, not contractual associate base. JILA counts registered in-house bengoshi, not unregistered legal staff. RECOF/MARR measures announced Japan-related M&A, not legal fees. JFTC 458 is mandatory notifications, not deals done. Grant Thornton's 110 IPOs include PRO markets; JPX's 105 is TSE listings — different series. Latham's $225,000 is US payroll. The MHLW lawyer-row wage was not extracted. Kirkland laterals are not named.

We cover Japan laterals from the Hong Kong associate desk, and we are as willing to tell you to wait on a first-year cell as to open an M&A search. Confidential, no obligation — for the general counsel who pays the seat, and for the lawyer who earns it.
