Legal recruiters in India: 1,639,105 enrolled advocates

Legal recruiters India recruit into a profession the Ministry of Law and Justice counted at 1,639,105 enrolled advocates in a Rajya Sabha answer on 28 November 2019. The Bar Council of Uttar Pradesh alone stood at 469,900 advocates on 23 November 2024. Sartori & Partners has run 9 India mandates since 2019. A Pune auto-components manufacturer hired its first general counsel in 12 weeks. Bar & Bench, on 16 October 2025, put 2025 campus CTC at ₹15.70 lakh to ₹23 lakh.

01 Market structure

The enrolled bar is not the hiring market.

Companies that brief a legal recruitment agency India have to start from the roll, then leave most of it behind. The figures below are the public profession, the campus band, and the India mandates we have actually run.

Legal recruiters in India are asked for a general counsel, a capital-markets partner, or a compliance officer, and are then handed a headcount of everyone enrolled to argue in court. The Ministry of Law and Justice, answering Rajya Sabha Unstarred Question 1221 on 28 November 2019, said State Bar Councils had reported 1,639,105 enrolled advocates. Of that roll, 814,750 verification forms had been received and 546,026 law degrees had been sent to universities under the Bar Council of India Certificate and Place of Practice (Verification) Rules, 2015. The answer is the last national total in a ministry PDF we opened. It is a roll, not a census of people in commercial practice.

The roll is also not standing still, and it is not one register. On 19 December 2024 the same ministry, citing the Bar Council of India, put advocates registered with the Bar Council of Uttar Pradesh at 469,900 as of 23 November 2024: 420,446 men and 49,454 women (Rajya Sabha Unstarred Question 2827). Those two counts sum to the state total. The same answer recorded 1,942 centers of legal education on the Bar Council of India portal. Uttar Pradesh alone in late 2024 was already far above any reading that treats the 2019 national figure as current for every state. On 18 June 2026 The Hindu reported that a petition before the Supreme Court put enrolled advocates at nearly 1.8 million, dispersed across 23 State Bar Councils, with no single publicly verifiable real-time national record. The court was also told that a Bar Council of India report published in May estimated that nearly 35 percent of those practicing before courts may be fake lawyers, and that around 40 percent of advocates did not take part in the verification exercise. That 35 percent is what the court was told, as reported that day. It is not a figure we have audited, and it is not a reason to treat 1.8 million as the same count as 1,639,105.

The commercial market sits on top of that roll and is much smaller. Cross-border corporate work, financing, securities, competition, and the general counsel chair concentrate in national full-service firms, in counsel chambers, and in company legal departments in Mumbai, the Delhi National Capital Region, and Bengaluru. Most enrolled advocates practice in district courts and never appear on a retained shortlist. Sartori & Partners maps 6,500 senior commercial lawyers across those three hiring centers. The firm's market map, across every country, is 1,480,000+ lawyers. Neither number is the 1,639,105 enrolled-advocate total, and a brief that treats them as interchangeable will miss the seat.

Since 2017 Sartori & Partners has completed 400+ placements (230+ in-house), including 52 general counsel and chief legal officer searches. On that GC and CLO book the shortlist is 24 days and the median time to an accepted offer is 11 weeks, within a range of 8 to 16 weeks. Offer acceptance on the in-house book is 96 percent. Retention of placed in-house leaders is 97 percent at 12 months and 91 percent at 24 months. India is a thinner slice of that book, and the India counts are not the firmwide ledger. We have run 9 India-related retained mandates since 2019: 4 general counsel or head-of-legal seats, 3 compliance or employment-counsel seats at India subsidiaries of foreign groups, and 2 interim general counsel engagements. Of those 4 general counsel or head-of-legal mandates, 3 offers were accepted.

A Pune-headquartered listed auto-components manufacturer hired its first standalone general counsel in 12 weeks. The shortlist was 4, delivered on day 27. The role reported to the managing director. Outside counsel on a monthly retainer had been covering contracts and the plant litigation. The search failed the moment it was priced off the campus CTC band below. The shortlist was four people who had already sat with a listed-company board. We did not need another campus CV.

02 Cities

Where India mandates actually sit.

Eight commercial centers, not one national market with a pin in Mumbai. Mumbai, New Delhi, and Bengaluru each have a city page. Hyderabad, Chennai, Pune, Kolkata, and Ahmedabad are covered from this hub.

Mumbai

Mumbai is the capital-markets, banking, and M&A center, and the city where a large share of listed-company legal departments still sit. SEBI is here. The exchanges are here. A partner move in securities or funds, and a general counsel move at a listed issuer, are different searches that happen to share a pin code. Companies hiring a general counsel or in-house counsel in the city start at in-house legal recruiters in Mumbai. The city page is legal recruiters in Mumbai. The pay table those briefs keep using is on lawyer salary in India, 2026. EY's 2026 India M&A report put calendar-2025 deal value at USD 123.8 billion across 2,678 transactions, which is the volume behind a Mumbai corporate seat, not a reason to treat every enrolled advocate in Maharashtra as a candidate.

Delhi and the National Capital Region

Delhi is the Supreme Court bar, the policy ministries, and the Competition Commission. It is not a second Mumbai. Gurugram and Noida hold the corporate headquarters and the in-house departments that instruct that bar. A disputes partner who appears in the Supreme Court and a general counsel in Gurugram can work on the same transaction and still be recruited on different terms: one needs a State Bar Council enrollment and a right of audience, the other often needs a company-secretary qualification because the listed compliance-officer seat, after SEBI's 1 April 2025 circular, sits one organizational level below the managing director or whole-time director and must be a qualified company secretary, as set out on lawyer salary in India, 2026. The city page is legal recruiters in New Delhi. Collapsing Delhi, Gurugram, and Noida into "North India" produces a shortlist that cannot do the job.

Bengaluru

Bengaluru is the technology-company legal market: product counsel, privacy, commercial contracts, and the India employment questions that follow a global capability center. The private-practice bench is real, and it is not the same pool as the in-house bench. A campus-hire cohort that joined a full-service firm on the 2025 CTC band is not, three years later, the deputy general counsel a product company is trying to hire. The Digital Personal Data Protection Rules, 2025, G.S.R. 846(E), put the Board framework in force on 13 November 2025, with fiduciary duties from 13 May 2027. That calendar is why privacy counsel in Bengaluru is a 2026 search, not a footnote on a corporate requisition. The city page is legal recruiters in Bengaluru.

Hyderabad

Hyderabad combines listed-company headquarters, pharmaceutical and life-sciences manufacturing, and capability centers that report to a general counsel outside India. The hiring question is usually whether the seat owns Indian regulatory work (drug law, plant employment, local litigation) or only the contract flow back to a foreign parent. Those are different candidates. A foreign-qualified lawyer registered with the Bar Council of India for foreign law cannot take the Indian-law half of that seat. The registration rules below are the reason.

Chennai

Chennai's commercial legal work tracks manufacturing, automotive, and engineering employers. Employment advice changed shape when the four labour codes took effect on 21 November 2025 (Press Information Bureau). A Chennai counsel search that still briefs "shops and establishments plus the old Industrial Disputes Act" as if nothing commenced that day will miss the people who have actually been rewriting the policies. Lateral partner work here is thinner than in Mumbai. Most retained mandates we see are in-house.

Pune

Pune is an automotive and industrial market, with listed suppliers whose legal work was handled by a plant HR head plus an external firm until the board asked for a general counsel. That is the shape of the Pune search above: first standalone general counsel, 12 weeks, shortlist of 4 on day 27. The candidates who clear it have already closed a vendor dispute and sat with a listed board. They are not the 2025 campus class.

Kolkata

Kolkata still has a commercial bar and a set of industrial and trading companies whose disputes and property work do not route through Mumbai. It is a smaller lateral market for cross-border corporate and funds. A national firm that staffs Kolkata from a Mumbai float learns that the local counsel who can run a High Court matter is not the same person who can negotiate a shareholders' agreement governed by English law. We treat it as its own market when the mandate is actually there, and we say so when it is not.

Ahmedabad and GIFT City

Ahmedabad's onshore corporate market and GIFT City are next to each other and are not the same legal system. The International Financial Services Centres Authority records, on its homepage, total banking assets at IFSC banking units above USD 111 billion as on March 2026, and average monthly turnover of IFSC exchanges above USD 112 billion during the fourth quarter of FY2025-26. IFSCA regulates financial products and institutions inside the IFSC. It is not a carve-out from the Advocates Act. A foreign lawyer's fly-in, fly-out permission does not authorize the Indian-law slice of an onshore feeder fund, a Gujarat stamp question, or an appearance before an Indian court. Fund-formation counsel who can work inside the IFSC and disputes counsel who can appear in Ahmedabad are different hires.

03 Foreign lawyers

What a foreign lawyer may do in India.

The rule is narrow, dated, and expensive. It does not let a foreign firm open an Indian-law practice under another name.

Sections 29 and 33 of the Advocates Act, 1961, make enrolled advocates the only recognized class of persons entitled to practice law. In Bar Council of India v. A.K. Balaji, decided on 13 March 2018, the Supreme Court upheld the view that foreign law firms and foreign lawyers cannot practice the profession of law in India on either the litigation or the non-litigation side unless they meet the Act and the Bar Council rules. A fly-in, fly-out visit covers a casual visit to advise on foreign law, the lawyer's own system, or international legal issues. A regular visit can amount to prohibited practice. The Court left the Bar Council free to make rules, including a code of ethics for those visits, and it did not bar foreign lawyers from international commercial arbitration in India.

The Bar Council then made the rules. The Bar Council of India Rules for Registration and Regulation of Foreign Lawyers and Foreign Law Firms in India, 2022, were gazetted on 10 March 2023 and amended by notification F. No. BCI:D:3335/2025. The amended text, published in the Gazette, limits registered foreign lawyers and foreign law firms to non-litigious work: foreign law, international law, and international arbitration, on the principle of reciprocity. The applicant gives an undertaking on oath not to practice Indian law in any form and not to appear before any court, tribunal, board, or other authority entitled to record evidence on oath. A registered foreign firm may engage an Indian advocate for advice on Indian law. That engagement does not let the foreign firm appear in an Indian court. Indian advocates may enter a partnership with a foreign lawyer or foreign firm only if that foreign side is registered under the rules. They may receive referred work from abroad without that registration.

Fly-in, fly-out practice can proceed without registration, and only inside the same foreign-law limit. The total stay may not exceed 60 days in aggregate in any 12-month period. The Gazette counts that period as consecutive calendar days from the first day of arrival, ignoring later exits and re-entries. There must be no office and no regular presence. Form C has to state the client, the work, the areas of law, and the dates, and it has to be filed before arrival. The declaration fee in the schedule is USD 3,000 for an individual foreign lawyer and USD 6,000 for a foreign law firm, plus a per-jurisdiction add-on.

Full registration is priced on reciprocity. The schedule sets the registration fee at USD 15,000 for an individual foreign lawyer and USD 25,000 for a foreign law firm, or the fee the home jurisdiction charges an advocate enrolled under the Advocates Act, whichever is higher. Each additional jurisdiction adds USD 5,000 for an individual and USD 10,000 for a firm. A foreign citizen who earned an Indian law degree does not, on that degree alone, acquire a right to practice. A partner search that assumes a New York or English-qualified lawyer can "cover India" from a Mumbai desk is briefed against the wrong statute. The lawful shapes are a registered foreign-law practice, a fly-in, fly-out engagement inside 60 days, or an Indian advocate who holds the Indian-law work. We will not present a shortlist that blurs those three.

04 Compensation

The campus number does not price the seat.

Three public figures, each with a year and a source. The firm-by-firm campus table, and why it fails a listed chair, is on the salary page.

Bar & Bench RecTracker, on 16 October 2025, put first-year CTC at India's full-service firms between ₹15.70 lakh and ₹23 lakh. At the FBIL reference rate of 95.7245 rupees per dollar on the Reserve Bank of India homepage at 1:00 pm on 11 September 2026, ₹15.70 lakh is about USD 16,400 and ₹23 lakh is about USD 24,000. That band is the posted campus package. It is the number requisitions still copy. It is not a mid-level counsel retainer, and it is not a general counsel package. Read the breakdown on lawyer salary in India, 2026, and the broader chair on general counsel salary in 2026.

One statutory filing shows what a listed legal seat actually disclosed. A Mumbai-registered listed steel producer reported ₹4,32,60,654 of gross remuneration for a combined company secretary and chief legal officer in FY2024-25, ₹1,98,46,780 for a chief legal officer covering industrial and litigation work, and ₹1,28,77,789 for a chief legal counsel covering contracts, M&A, and corporate finance (Section 197 remuneration statement). A Bengaluru-headquartered listed consumer company reported its general counsel and company secretary at 20.06 times median employee pay in FY2025-26, up 9.29 percent. The rupee CTC for that seat was not in the Board's report, so it is not guessed here. The multiple is the published fact. The campus band and these filings are not points on one scale.

Competition filings are the other clock on a Mumbai corporate team. The Competition Commission of India (Combinations) Regulations, 2024, in force from 10 September 2024, apply a deal-value threshold: transaction value above ₹2,000 crore where the target has substantial Indian operations. Phase I is 30 calendar days. The outer clock is 150 days. A Minister of State reply reported by The Tribune on 9 February 2026 put the Commission at 149 merger filings in calendar 2025. That is the workload behind a competition counsel hire. It is not a salary.

Company searches with us are retained only. The fee is 25–30 percent of the hire's total first-year compensation. The retainer is 30 percent of the fee, kept if the client cancels. Replacement cover is 12 months on a retained general counsel, chief legal officer, or chief compliance officer search, and 6 months on other in-house searches. Interim and fractional work is a day rate, not a percentage. A first general counsel search, a chief compliance officer search, and interim legal talent are the three company paths. Start a company mandate at a conversation or the hire form.

Legal recruiters in India — common questions

What does a legal recruitment agency in India actually search?

Two different populations. The Ministry of Law and Justice told the Rajya Sabha on 28 November 2019 that 1,639,105 advocates were enrolled with State Bar Councils. That is the courtroom roll. A company hiring a general counsel in Mumbai, or a privacy counsel in Bengaluru, is hiring from a much smaller commercial pool: law-firm partners and counsel, and lawyers already inside companies. The lawyer salary India 2026 page separates the campus CTC from the listed-company chair.

Can foreign lawyers practice in India?

Not Indian law, and not in Indian courts. In Bar Council of India v. A.K. Balaji, decided 13 March 2018, the Supreme Court held that foreign law firms and foreign lawyers cannot practice the profession of law in India on either the litigation or the non-litigation side, and that a fly-in, fly-out visit covers only a casual visit. The Bar Council of India Rules for Registration and Regulation of Foreign Lawyers and Foreign Law Firms in India, 2022, gazetted on 10 March 2023 and amended by notification F. No. BCI:D:3335/2025, allow registration, on reciprocity, for non-litigious foreign law, international law, and international arbitration. A fly-in, fly-out stay may not exceed 60 days in aggregate in any 12-month period. Registration is USD 15,000 for an individual foreign lawyer and USD 25,000 for a foreign law firm, or the higher fee charged to an Indian advocate in the home jurisdiction.

What do lawyers earn in India in 2026?

Bar & Bench RecTracker, on 16 October 2025, put first-year CTC at India's full-service firms between ₹15.70 lakh and ₹23 lakh. At the FBIL rate of 95.7245 rupees per dollar on the Reserve Bank of India homepage on 11 September 2026, that band is about USD 16,400 to USD 24,000. It is not a listed general counsel package. A Mumbai-registered listed steel producer disclosed ₹4,32,60,654 of gross remuneration for a combined company secretary and chief legal officer in FY2024-25. The full table is on lawyer salary in India, 2026.

Which Indian cities does a search actually run in?

Mumbai for capital markets, banking, M&A, and listed-company legal departments: legal recruiters in Mumbai. Delhi and Gurugram for regulatory work, the Supreme Court bar, competition, and corporate headquarters: legal recruiters in New Delhi. Bengaluru for technology-company counsel: legal recruiters in Bengaluru. Hyderabad, Chennai, Pune, Kolkata, and Ahmedabad, including GIFT City, are separate hiring markets, not suburbs of Mumbai. Companies hiring in Mumbai also start at in-house legal recruiters in Mumbai.

How is an India search priced and timed?

Company searches are retained only: 25–30 percent of the hire's total first-year compensation, with the retainer equal to 30 percent of the fee. Across GC and CLO searches since 2017, the shortlist is 24 days and the median time to an accepted offer is 11 weeks, inside a published range of 8–16 weeks. Replacement cover on a retained GC, CLO, or CCO search is 12 months. An India-specific matter is not that average: a Pune-headquartered listed auto-components manufacturer hired its first standalone general counsel in 12 weeks, from a shortlist of 4 on day 27.
