In house legal recruiters Mumbai are retained for counsel a company does not already know. Sartori & Partners has completed 400+ placements since 2017 (230+ in-house), including 52 general counsel and chief legal officer searches: shortlist in 24 days, accepted offer in a median of 11 weeks. A NASDAQ-listed medtech in Boston hired its successor general counsel in week 11, from a shortlist of four on day 24. Bar & Bench on 16 October 2025 put Khaitan & Co fresher pay at ₹23 lakh. Tata Steel’s FY2024-25 return recorded ₹4,32,60,654 for its company secretary.

01 — The brief answer

Three clocks. Each one has its own denominator.

In house legal recruiters Mumbai are instructed by a general counsel or a chief executive who needs a counsel the company does not already know. The job posting reaches lawyers who are looking. The retained search approaches lawyers who are in a seat. In-house counsel recruiting is that search. A general counsel search is the officer version of it.

Sartori & Partners was founded in early 2017 by Lorenzo Sartori. A Brussels network followed in 2019, then Dubai and Riyadh, with hubs in New York, California and Texas, and London in 2025. Since 2017 the firm has completed 400+ placements (230+ in-house). 52 of those are general counsel and chief legal officer searches. On that book the shortlist arrives in 24 days and the accepted offer in a median of 11 weeks, with a range of 8 to 16 weeks. Offer acceptance on corporate mandates is 96 percent. Those figures are the firm book, the same figures on the case studies. The 11-week median is that book.

The longer counsel window is the Singapore in-house line. On that line the firm has been in market 8 years and has closed 17 in-house searches over three years, typically in 4 to 7 months, with completion at 93 percent. Median time from offer to acceptance on that line is 12 working days. The counter-offer rate on that line is 29 percent. A Mumbai general counsel mandate is timed on the 52-search clock. The Singapore window is the broader counsel line on that desk.

The research coverage is 1,480,000+ lawyers, with a quarterly survey since 2019. Singapore coverage inside that map is about 6,000 lawyers. The Asia hub and the Singapore pages, including Singapore the city, are the location pages that sit beside this search. The research page carries the global figure.

02 — Employers and sectors

Fort, Dalal Street and Bandra-Kurla hire different lawyers.

Mumbai's in-house market is three districts with three kinds of seat. Listed industrial groups still keep their registered offices at Fort. Tata Steel's Business Responsibility and Sustainability Report for the year ended 31 March 2025 records the registered office at Bombay House, 24 Homi Mody Street, Fort, Mumbai 400001, CIN L27100MH1907PLC000260. The transmittal of that report, dated 6 June 2025, is signed as Company Secretary and Chief Legal Officer. The signature block uses both titles. A brief that keeps only the words general counsel has dropped the company-secretary office the listing rules still require when the seat is the compliance officer.

The same report lists the exchanges: BSE Limited and the National Stock Exchange of India Limited. BSE's shareholder FAQ records the exchange's registered office at 25th Floor, P.J. Towers, Dalal Street, Mumbai 400001. A listed-company letter dated 28 May 2026 addresses the National Stock Exchange of India at Exchange Plaza, Bandra-Kurla Complex, Bandra (East), Mumbai 400051. SEBI's head office is in that complex: SEBI Bhavan, Plot No.C4-A, G Block, Bandra-Kurla Complex, Bandra (East), Mumbai 400051, as the regulator's contact page states. Banks, brokerages, asset managers and the compliance staff who file to those addresses cluster there. A metals company at Fort and a bank at Bandra-Kurla can both ask for a "head of legal." The filings they sign are different documents.

The private-practice supply is public, and it is a fresher class. Bar & Bench RecTracker, published 16 October 2025, recorded CMS IndusLaw hiring 31 freshers: 11 in Delhi, 10 in Bengaluru, 8 in Mumbai, 1 in Chennai and 1 in Hyderabad. Those 8 Mumbai hires are first-year associates at a firm. Khaitan & Co hired 106 freshers across 31 law schools. Cyril Amarchand Mangaldas hired 170. The firms that train that class are where a general counsel later recruits, years after the campus letter. The RecTracker count is a fresher class at law firms.

A Mumbai brief names the employer it actually has: a listed manufacturer whose registered office is in Fort, as Tata Steel's is; a bank, broker, fund or other filer whose correspondence goes to Bandra-Kurla; or the Indian operating company of a group whose parent board sits somewhere else. The grade still has to be named. Compliance recruitment is the search when the seat is the officer the circular describes. The general counsel search is the search when the seat instructs that officer.

03 — Compensation sources

A campus CTC and a statutory gross answer different questions.

Bar & Bench, on 16 October 2025, published the fresher numbers companies still paste into a brief. Khaitan & Co paid ₹23 lakh (₹23,00,000). Shardul Amarchand Mangaldas made 70 campus recruits at ₹20,00,000. Trilegal onboarded 80 plus freshers in the range of ₹19,50,000. J Sagar Associates welcomed close to 50 freshers at an average of ₹15,70,000. Cyril Amarchand Mangaldas onboarded 170 freshers. The RecTracker page gives no CTC beside that count. The published full-service points run from the JSA average of ₹15,70,000 to Khaitan & Co at ₹23 lakh. Each figure is what a law firm paid a 2025 fresher.

The instrument for a named officer of a listed company is the annual return. Tata Steel's Form MGT-7 for the year ended 31 March 2025 records gross salary of ₹4,32,60,654 for the company secretary, commission of zero, and a total amount of ₹4,32,60,654. Gross salary on that form is the statutory total the form asks for. Base salary is a line the employment contract has to state. A board that treats ₹4,32,60,654 as base, or that treats ₹23 lakh as the market for the Fort chair, has picked the document that belongs to a different person.

A general counsel at a privately held manufacturing group in Mumbai told us a campus CTC in the brief is how the search dies before a name is called. The rupee walk-through of the campus band is lawyer salary in India, 2026. The nearest published in-house cash page is in-house counsel salary in Singapore, 2026. The deputy cash band on the Houston file is $220,000–$380,000. That band is the instruction for a deputy seat in that file. A Mumbai offer is built from the contract, the annual return, and the package the candidate would leave.

04 — Notice and licensing

The statute sets who may practice. The contract sets the notice.

On 31 October 2025 the Supreme Court decided In Re: Summoning Advocates who give legal opinion or represent parties during investigation of cases, 2025 INSC 1275. The Court held that in-house counsel fall outside the definition of advocates practicing in courts, so privilege under Section 132 of the Bharatiya Sakshya Adhiniyam does not cover their communications with the employer. Section 134 can protect a communication the in-house counsel makes to the legal advisor of the employer. The hire is a full-time employee. The right of audience stays with the firm the company instructs.

Foreign lawyers are a separate gate, and the Bar Council of India closed it to Indian law on 14 May 2025. The amended Rules for Registration and Regulation of Foreign Lawyers and Foreign Law Firms, earlier gazetted on 10 March 2023, prohibit foreign lawyers from Indian law, from litigation, and from appearing before Indian courts, tribunals or statutory authorities. Permitted work is foreign law, international law and international arbitration, particularly on cross-border transactions. Fly-in, fly-out advice is limited to 60 days in any 12-month period, counted from the first day of arrival, with later days in that period counted even if the lawyer leaves and comes back. Registration lasts a maximum of five years. A Mumbai general counsel seat is employment on the company's payroll. The 60-day limit is the cap on a foreign lawyer's visit.

The compliance-officer grade is SEBI's. Circular SEBI/HO/CFD/PoD2/CIR/P/2025/47, dated 1 April 2025, explains the words inserted into LODR Regulation 6 by the Third Amendment of 12 December 2024. "One level below the board of directors" means one level below the managing director or the whole-time director who sits on the board. Where the company has neither, the compliance officer is not more than one level below the chief executive officer. The officer is in whole-time employment and is a key managerial personnel. CAIRR's restatement of Regulation 6, valid as on 7 October 2026, adds the rest of the rule: the listed entity appoints a qualified company secretary; a vacancy is filled within three months; an interim appointee has to meet the rule that applies to a fresh appointment. A chief legal officer at a bank based in Bandra-Kurla told us the compliance-officer grade is the seat the circular created, and a general counsel title does not fill it.

Notice for this chair is the contract. The Maharashtra Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2017, puts a worker in a confidential, managerial or supervisory position outside the Act, on the India Code text. Majmudar & Partners' note on the Act records that it specifies no notice period for resignation or termination, so the contract does. The Industrial Relations Code, 2020 came into force on 21 November 2025 by notification S.O. 5320(E). Section 70 requires one month's written notice, or wages in lieu, before a worker with at least one year of continuous service is retrenched, plus fifteen days' average pay for every completed year of continuous service or any part over six months, and notice to the appropriate government. Section 2(zr)(iii) of the Code leaves out a person employed mainly in a managerial or administrative capacity. A general counsel employed mainly in that capacity is outside section 70. The date the new employer can expect is the notice clause in the contract the candidate is leaving. Acceptance of the offer ends the search. That notice runs after acceptance.

05 — Timeline

Eleven weeks ends at acceptance. Notice is the next clock.

The retained sequence is the same on every company mandate. Week 1 is the Mandate Blueprint: the entity, the grade, the conflicts, the fee. Mapping runs in weeks 1 and 2. Private outreach runs in weeks 2 to 4. The shortlist, with dossiers, is week 3 to 4. Interviews and the offer run in weeks 5 to 9, and the close covers resignation, notice and the 90-day check-in. On the 52 general counsel and chief legal officer searches since 2017, that sequence produces a shortlist in 24 days and an accepted offer in a median of 11 weeks, range 8 to 16. The Boston file sat on that clock: a shortlist of four on day 24, accepted offer in week 11.

A seat that is senior counsel, and is the general counsel's report, uses a different book. Across 87 senior and specialist in-house placements, the shortlist is 18 days and the accepted offer is 8 weeks. Deputy general counsel and head of legal, a book of 47, run to 21 days and 10 weeks. The Houston file is one of those 47, and it was faster than the category: a shortlist in 18 days and an accepted offer in week 8. The category median stays 21 days and 10 weeks. The file stays 18 days and week 8.

The Singapore in-house line is the longer window: 4 to 7 months across 17 closed searches over three years, then 12 working days from offer to acceptance, with a counter-offer on 29 percent of that line. The 12 working days start when the offer is out. The 24 days end when the general counsel shortlist is in. Completion on the Singapore line is 93 percent. Completion of retained corporate mandates on the firm book is 92 percent. The two percentages have different denominators, and a board reads them on the line they belong to.

Clock Denominator Figure Where it stops
General counsel / chief legal officer 52 GC and CLO searches since 2017 24 days to shortlist; 11 weeks median; range 8 to 16 Accepted offer
Senior counsel 87 placements since 2017 18 days; 8 weeks Accepted offer
Deputy / head of legal 47 deputy GC and head of legal placements since 2017 21 days; 10 weeks. Houston file: 18 days and week 8 Accepted offer
Singapore in-house line 17 searches over three years 4 to 7 months, then 12 working days Acceptance, after the longer counsel window
Notice after acceptance The contract being left Whatever that contract states. Section 70's month applies to a worker. Start date

Where the permanent seat cannot wait on the notice clause, interim cover is a separate book: 60+ interim and fractional engagements since 2017, counted outside the 400+ placements, with a median of 7 days from first call to start. One published file, an interim general counsel for a Series C fintech in San Francisco, was live on day 6. That product is interim legal talent. It covers the work. It leaves the licensing rule and the notice clause where they are.

06 — What the interviews show

9 candidates declined when a gross figure was read as base.

Across 250 structured interviews on the Singapore in-house line, 64 had been shown a Mumbai in-house offer over 24 months. 9 of those 64 declined because a statutory gross was read as base. Sartori cannot see the split of salary, bonus and perquisites inside that gross until the filing or the contract is in the file. The offer those 64 were shown is an event in the interviews. It is a separate count from the 17 closed searches on the Singapore line, and from the 52 general counsel searches on the firm book.

The practical consequence is in the first letter. The brief names the document: campus CTC, Form MGT-7 gross, or the contract the candidate holds now. The manufacturing general counsel's remark and the Bandra-Kurla chief legal officer's remark both describe failures that show up before week 2, while the grade and the pay document are still wrong. Mapping on a misnamed grade spends the shortlist on a seat the regulation fills by a different test.

Counter-offers on the Singapore line land on 29 percent of those 17 searches. The firm has worked that line for 8 years. An offer that treats a statutory gross as base meets the conversation those 9 already ended. The fix is the document, read the way the form is written, before the first call. Tata Steel's ₹4,32,60,654 is the filed gross for its company secretary in FY2024-25. The 9 are a count from the interviews.

Compliance officer, general counsel, or counsel under either. The letter records the fee and the replacement term before any approach.

07 — How a search runs

The same six steps. The Mumbai work is in the first one.

  1. 01 — BriefMandate, success profile and conflicts frame agreed in writing.
  2. 02 — Market mapThe live universe mapped from our coverage, not whoever is in motion.
  3. 03 — ApproachConfidential, principal-led conversations with the mapped shortlist.
  4. 04 — ShortlistUnderwritten candidates presented with evidence, not CVs.
  5. 05 — OfferPackage design, references and counter-offer defence.
  6. 06 — CloseResignation, notice and the first hundred days, managed.

The blueprint states which group company employs, which law and which contract govern the person who would leave, and whether the vacancy is the compliance officer. That officer is a qualified company secretary, whole-time, a key managerial personnel, and one level below the managing director or whole-time director, on the reading in the 1 April 2025 circular. A general counsel who is the company secretary holds both. A general counsel who is not a company secretary holds one. The fee letter goes out with that page. The fee is 25–30 percent of the hire's total first-year compensation. Thirty percent of the fee is the retainer at engagement. A GC, CLO or CCO search carries a 12-month replacement term. Any other in-house search carries 6 months. Off-limits on the client's legal department run 24 months, and a lawyer the firm has placed is left in place for as long as that lawyer stays.

Mapping uses the research coverage of 1,480,000+ lawyers, cut to people who have held the file the grade actually requires: a listed Indian manufacturer's secretarial and commercial seat, a Bandra-Kurla regulatory seat, or a regional counsel whose contracts are governed by Indian law and whose board pack is written for a parent elsewhere. Outreach stays blind until both sides want a conversation. For a general counsel, the published average to the shortlist is 24 days. The offer is built from the salary page that matches the instrument, the India page for the campus figures and the Singapore in-house page for that desk's cash, plus the annual return when the candidate is a named officer. Notice is scheduled before the candidate resigns.

Offer acceptance on corporate mandates is 96 percent. Retention of placed in-house leaders is 97 percent at 12 months and 91 percent at 24 months. Retained corporate mandates complete at 92 percent. The Singapore in-house line completes at 93 percent, on its own 17 searches. Of the 400+ placements, 36 are compliance and regulatory leadership. That is the book a compliance-officer mandate is read against. The 52 remain the general counsel book.

08 — Published files

Three published files: Boston, California, Houston.

Seven case studies are published. Six are company-side. The three below are a NASDAQ-listed medtech in Boston, a venture-backed SaaS company in California, and a PE-backed industrial group in Houston. The method and the dates are what a buyer can check.

CORPORATE BOOK · FIRM CLOCK 3 OF 7 PUBLISHED FILES

Successor general counsel, NASDAQ-listed medtech

Boston · one of 52 GC/CLO searches · blind process

Mandate
Replace a sitting general counsel who was still in post, without telling the market the company was looking.
Complication
The sitting employer counter-offered. The 12-month replacement term was already in the letter. The sitting general counsel was left in place while the search ran.
Outcome
A shortlist of four reached the board on day 24. The accepted offer closed in week 11. The 12-month retention checkpoint held. Full file: GC succession, Boston.

First general counsel, venture-backed SaaS

California · one of 52 GC/CLO searches · still in post at 24 months

Mandate
The board had outgrown outside counsel. The hire was the company's first general counsel.
Complication
The relevant people were sitting deputy general counsel in software, rather than partners who wanted a title.
Outcome
Shortlist on day 24. Accepted offer in week 10. In post at the 24-month checkpoint, against a firm retention rate of 91 percent at 24 months. Full file: first GC, California.

Deputy general counsel, PE-backed industrial

Houston · one of 47 deputy GC / head of legal placements

Mandate
A carve-out that needed a deputy who had already lived with a transition-services clock, and who could face a public-company cadence if the sponsor listed.
Complication
The deputy category median is 21 days to a shortlist and 10 weeks to an offer. This file was faster, because a rumor that legal was being rebuilt would have traveled.
Outcome
Shortlist in 18 days. Accepted offer in week 8. Full file: deputy GC, Houston. The other published company files are a New York chief compliance officer, a legal-operations hire in Austin, and an interim general counsel in San Francisco.

10 — Questions

In-house counsel in Mumbai — common questions

What do in house legal recruiters Mumbai get hired to do?

They are retained when a company needs a counsel it does not already know. A posting reaches people who are looking. A retained search approaches counsel who are in post. Sartori & Partners has completed 400+ placements since 2017 (230+ in-house), including 52 general counsel and chief legal officer searches: a shortlist in 24 days and an accepted offer in a median of 11 weeks, range 8 to 16. The practice is in-house counsel recruiting.

What should general counsel recruiters Mumbai put in the first letter?

The letter should name the employing entity, the grade, and the document that prices the seat. A compliance officer under LODR Regulation 6 is a qualified company secretary, in whole-time employment, not more than one level below the board, and a key managerial personnel. A general counsel who instructs that officer is a different grade. The fee is 25–30 percent of first-year total compensation, with 30 percent of the fee paid at engagement, and it is in the letter before anyone is called.

Which Mumbai figure can a board put into an offer?

A campus CTC prices a fresher at a law firm. A statutory gross is the total an annual return records. Bar & Bench on 16 October 2025 put Khaitan & Co fresher pay at ₹23 lakh. Tata Steel's Form MGT-7 for the year ended 31 March 2025 records ₹4,32,60,654 as gross salary for its company secretary, and the same figure as the total amount, with commission at zero. The India lawyer salary page walks the campus band. Cash for a Singapore in-house seat is on the Singapore in-house salary page.

What notice and licensing rules apply before a Mumbai counsel can start?

Acceptance ends the search clock. Notice in the contract being left runs after it. On 31 October 2025 the Supreme Court, in 2025 INSC 1275, held that in-house counsel are not advocates practicing in courts and are outside privilege under Section 132 of the Bharatiya Sakshya Adhiniyam for communications with the employer. The Bar Council of India, on 14 May 2025, confined foreign lawyers to foreign law, international law and international arbitration, with fly-in work limited to 60 days in a 12-month period. Section 70 of the Industrial Relations Code, in force from 21 November 2025, sets one month's notice for retrenchment of a worker. A general counsel employed mainly in a managerial capacity sits outside that definition.

How long does a general counsel search take, and how is it paid?

Across 52 general counsel searches since 2017, the median accepted offer is 11 weeks. The range is 8 to 16, and the shortlist arrives in 24 days. A NASDAQ-listed medtech in Boston hired its successor general counsel in week 11, from a shortlist of four on day 24. Senior counsel, a book of 87, run to 18 days and 8 weeks. The fee on a retained search is 25–30 percent of total first-year compensation. Thirty percent of the fee is paid at engagement. GC, CLO and CCO searches carry a 12-month replacement term. Other in-house searches carry 6 months. Offer acceptance on corporate mandates is 96 percent.

Where do the location and salary pages for this search sit?

The location pages beside this search are the Asia hub and Singapore. Mumbai compensation starts from two public instruments: the 16 October 2025 campus CTC figures, and a listed company's annual return. Read Asia, Singapore, lawyer salary in India, 2026, and in-house counsel salary in Singapore, 2026 with the grade named first.
