Legal recruiters New Delhi price a search against the public roll. The Delhi High Court notice of 12 February 2026 put the Bar Council of Delhi electoral roll at around 98,300. The Council homepage states over 165,000 registered advocates, and its services page shows total enrollment of 202,394. Sartori & Partners has run 9 New Delhi searches since 2017, inside 400+ placements (230+ in-house). A listed power company in New Delhi hired its general counsel in 12 weeks, from a shortlist of 4 on day 26.

Legal recruiters New Delhi start from the roll the Bar Council of Delhi actually uses, then from the employers who file a registered office in this city. On 12 February 2026 the Delhi High Court published notice No. 569/GA-II/DHC. Elections for 23 members of the Bar Council of Delhi, a body under the Advocates Act, 1961, were set for 21, 22 and 23 February 2026. The notice states that the electoral roll of voters was around 98,300. That is a voter cut for one election. It is the only Delhi advocate count in this section that carries a date on the face of the document.

The Council's own site publishes two further cuts, and neither page dates them. The homepage states over 1,65,000 registered member advocates. In international grouping that is over 165,000. The services page at the Council's enrollment desk displays total enrollment of 202,394, alongside separate counters for welfare, LL.B. verification, and the All India Bar Examination. A hiring manager who adds 98,300 to 165,000 to 202,394 is counting the same profession three ways. The electoral roll is who could vote in February 2026. The homepage is a membership statement. The services counter is an enrollment total. Sartori does not collapse them into one "lawyers in Delhi" figure.

The bench that those advocates appear before is a smaller, dated set. Lok Sabha Unstarred Question 3251, answered on 7 August 2026 by the Minister of State for Law and Justice, gives sanctioned strength, working strength, and vacancies as on 3 August 2026. The Supreme Court, which sits in New Delhi, had 35 judges in post against a sanctioned strength of 38, with 3 vacancies. The Delhi High Court had 44 judges in post against 60 sanctioned, with 16 vacancies. Delhi's district and subordinate courts had 832 judicial officers in post against 950 sanctioned, with 118 vacancies. Nationally, subordinate courts stood at 23,558 working against 30,868 sanctioned on the same date. A disputes partner hire in this city is a hire into that court system. It is not a hire into the enrollment counter.

The transactional book is national, and a large share of the regulatory seat for it is in New Delhi. EY's 2026 India M&A report put calendar-2025 deal value at USD 123.8 billion across 2,678 transactions. The Competition Commission of India, whose office is in New Delhi, received 149 merger filings in calendar 2025, disposed of 146 merger notices, registered 54 antitrust matters, and passed final orders in 38 antitrust cases. Those figures are from a written Lok Sabha reply reported by ANI on 9 February 2026. The same reply recorded that the Competition (Amendment) Act, 2023, cut the outer limit for combination approval from 210 days to 150 days. For the prior financial year, the Commission's annual report for 2023–24 records 112 combination notices received and 101 disposed. Combination counsel who file those notices practice in Delhi and in Mumbai. The 149 is the Commission's national intake, not a count of Delhi-only deals.

The number companies still paste into a New Delhi requisition is a campus CTC. Bar & Bench RecTracker, on 16 October 2025, compiled 2025-batch fresher pay at India's full-service firms: Khaitan & Co at ₹23 lakh, Shardul Amarchand Mangaldas at ₹20 lakh, Trilegal at ₹19.50 lakh, and a JSA average of ₹15.70 lakh. That band is what a law firm pays a lawyer in the first year. It is the wrong comparator for a listed company secretary, a general counsel, or a deputy who has already signed a statutory return. The full comparison, including why a posted campus figure does not close a Mumbai or Delhi chair, is on lawyer salary in India, 2026.

Sartori & Partners has run 9 New Delhi searches since 2017. 4 were general counsel or head of legal, 3 were senior counsel, and 2 were compliance leadership. Those nine sit inside 400+ placements since 2017 (230+ in-house), of which 52 are general counsel and chief legal officer searches. They do not sit inside the 1,480,000+ lawyer market map, which is the firm's global coverage figure and not a Delhi census. Across 28 structured interviews with New Delhi in-house counsel and partners from 2023 through 2026, the binding constraint named on a listed legal chair was the statutory gross on Form MGT-7, read next to the company-secretary line, rather than the campus CTC.

02 Employers

Who hires, by sector.

Courts, energy issuers with a New Delhi registered office, the competition regulator, and the full-service firms that publish a Delhi desk. No street address is printed. CIN and the city on the annual return are the location facts.

Courts and the bar. The Supreme Court of India sits in New Delhi. As on 3 August 2026 it had 35 of 38 sanctioned seats filled. The Delhi High Court had 44 of 60. The district and subordinate courts in Delhi had 832 of 950. The advocates who appear in those courts are on the Bar Council of Delhi roll described above. A lateral partner search in disputes, writs, or arbitration that has to be conducted in an Indian court is a search for an advocate enrolled under the Advocates Act. The foreign-lawyer rules in the next section do not supply that person.

Energy and power finance. Three government companies file a New Delhi registered office and a company-secretary remuneration that is public. GAIL (India) Limited, CIN L40200DL1984GOI018976, filed Form MGT-7 for the year ended 31 March 2025. The company-secretary line is gross salary of ₹49,84,021, others of ₹24,08,979, and a total of ₹73,93,000. Power Finance Corporation Limited, CIN L65910DL1986GOI024862, filed Form MGT-7 for the same year. The company-secretary line is gross salary of ₹51,66,110, others of zero, and a total of ₹51,66,110. NTPC Limited, CIN L40101DL1975GOI007966, states a New Delhi registered office in the Chapter I disclosure under the Right to Information Act. These are KMP lines on a statutory return. They are not a survey of general-counsel pay, and they are not interchangeable with a ₹23 lakh campus CTC.

A listed power company in New Delhi hired its general counsel in 12 weeks, from a shortlist of 4 on day 26. That search is one of the 4 general counsel or head-of-legal mandates in the city since 2017. The firm-wide clock on 52 GC and CLO searches is a shortlist in 24 days and a median accepted offer in 11 weeks, range 8 to 16. The New Delhi file sat inside that range. It did not reset it.

Competition and corporate regulation. The Competition Commission of India works from New Delhi. Calendar 2025, on the Lok Sabha reply of 9 February 2026, was 149 merger filings, 146 merger notices disposed, 54 antitrust matters registered, and 38 antitrust final orders. The 2023–24 annual report, for the year before that reply, recorded 112 combination notices received and 101 disposed. Counsel who draft Form I and Form II, and in-house lawyers who own the filing for a Delhi-registered acquirer, are hired against that docket. The 150-day outer limit under the Competition (Amendment) Act, 2023, is the clock on the Commission's approval, not the clock on a search.

Law firms. Full-service firms publish Delhi, often as Delhi NCR, beside Mumbai and Bengaluru. Trilegal's press release of 17 August 2026, describing a new disputes office in Mumbai, stated 161 partners on a lockstep and over 1,300 professionals across Mumbai, Delhi, Gurugram, Bengaluru, Chennai, Pune, and GIFT City. The fresher pay those firms published for the 2025 batch is the Bar & Bench band above. A partner move is a different market from that fresher band: conflicts, portable business, and the right to appear. Sartori runs that work as lateral partner recruiting and associate work as associate recruiting. The Mumbai company-side sibling, with its own issuers, is in-house legal recruiters in Mumbai.

The pattern across these sectors is the same. The employer who can be named from a public filing is a court, a government company with a DL CIN, a regulator with a New Delhi office, or a firm that lists Delhi among its offices. Sartori does not publish client names. The case in this section is identified by role, sector, and city: general counsel, listed power, New Delhi.

03 Foreign lawyers

What a foreign lawyer may do in New Delhi.

Gazette notification dated 13 May 2025. Indian-law advice and court appearance stay with advocates enrolled in India. Fly-in, fly-out is a narrow, timed exception.

The Bar Council of India Rules for Registration and Regulation of Foreign Lawyers and Foreign Law Firms in India, 2022, were amended by notification F. No. BCI:D:3335/2025, New Delhi, 13 May 2025. The notification says the amended rules take effect on publication in the Official Gazette. It records that the rules being amended were gazetted on 10 March 2023. The Bar Council of India republishes the notification on its site. The operative limits below are the rule text, not a firm's summary of it.

The rules open the profession on the principle of reciprocity, and they open a defined slice. Foreign lawyers and foreign law firms may practice foreign law, international law, and international arbitration in non-litigious matters. A registration application includes an undertaking on oath that the applicant shall not practice Indian law in any form and shall not appear before any court, tribunal, board, or other authority legally entitled to record evidence on oath. That undertaking does not apply to an Indian advocate, or an Indian law firm, who seeks registration in the foreign-lawyer category. An Indian advocate who is also registered as a foreign lawyer keeps the rights of an advocate under the Advocates Act, 1961, including appearance in Indian courts.

Fly-in, fly-out is the route that does not require registration, and it is narrower than an office. The rules limit it to legal advice concerning foreign law, the foreign lawyer's own legal system, or diverse international legal issues. The lawyer must not establish, operate, or maintain an office, infrastructure, or regular presence in India for that practice. The total duration shall not exceed 60 days in aggregate within any 12-month period. The gazette calculates that period as consecutive calendar days commencing from the first day of arrival, irrespective of interim departures and re-entries. Form C must specify the nature of the work, the legal areas, the client details, and the jurisdictions, and it must state that the practice does not constitute practice of Indian law. The foreign lawyer or firm must inform the Bar Council of India before arrival and intimate the details of the work and the duration of the stay. A dispute about whether a visit is permitted fly-in practice or prohibited practice is determined by the Bar Council of India.

A lawyer who does register may open an office for the practice described in the rules, and must keep the Bar Council informed of the particulars of that office. Registration does not confer a right of audience in an Indian court. A registered foreign lawyer may procure the advice of an advocate enrolled with a State Bar Council on Indian law. The advocate appears, if appearance is required, under that advocate's own enrollment, not in the foreign firm's name. Indian lawyers and Indian firms may enter a partnership with a foreign lawyer or foreign firm only where the foreign side is registered under the rules. They may receive referred work from abroad without that registration.

For a company hiring in New Delhi, the rule draws a clean line through the job description. A general counsel who advises the board on Indian company law, competition filings, employment, or a contract governed by Indian law is doing work the undertaking forbids a foreign lawyer to do. A company secretary named on Form MGT-7 is an officer under the Companies Act, 2013, not a fly-in adviser. A disputes partner who must file or appear in the Delhi High Court or the Supreme Court must be an advocate on the roll. The seat a foreign lawyer can fill, on these rules, is advice on that lawyer's home law, on international law, or on an international arbitration, either inside the 60-day fly-in cap with a Form C, or from a registered practice that still does not practice Indian law. Reciprocity is a condition of registration: the Bar Council examines whether Indian lawyers receive comparable treatment in the applicant's home jurisdiction, and it may cancel a registration if they do not.

Sartori's 9 New Delhi searches since 2017 were searches for lawyers who could do the work the role actually contained. 7 of the nine required an advocate enrolled in India on day one, because the seat included Indian-law advice or a court-facing practice. The other 2 were scoped to foreign law or international arbitration and were briefed against the May 2025 rules before outreach. Those two are inside the nine, not a tenth and eleventh file: one was a senior-counsel arbitration seat, and one was a compliance seat limited to sanctions advice under foreign law. The four general counsel searches all required Indian enrolment. None of the nine was a fly-in substitute for a general counsel.

04 Searches and pay

How a New Delhi search is run, and what to read next.

Retained only. The firm-wide GC clock is 24 days to a shortlist and 11 weeks to an accepted offer. The New Delhi file below is one case inside that range.

Every search is retained. The fee is 25–30 percent of the hire's total first-year compensation. Thirty percent of the fee is paid as a retainer at engagement and is kept if the client cancels. GC, CLO, and CCO searches carry a 12-month replacement term. Other in-house searches carry 6 months. Offer acceptance on corporate mandates is 96 percent. Retention of placed in-house leaders is 97 percent at 12 months and 91 percent at 24 months. Those figures are the firm book since 2017. They are not a New Delhi percentage.

Across 52 general counsel and chief legal officer searches, the shortlist arrives in 24 days and the median accepted offer is 11 weeks, with a range of 8 to 16. Senior counsel, a book of 87, run to 18 days and 8 weeks. The New Delhi general counsel at the listed power company was a shortlist of 4 on day 26 and an accepted offer in week 12. The person hired had already been the company secretary or the deputy on a statutory filing. The offer letter used total first-year compensation. The campus CTC stayed off that letter.

The shortlist was people who had already signed a statutory return. We hired in week 12. The campus number never entered the letter.

Pay research for this market lives on one page, so a Delhi brief and a Mumbai brief do not cite two different campus bands. Lawyer salary in India, 2026 sets out the 16 October 2025 RecTracker figures, the statutory gross on listed issuers, and why those two numbers do not close the same seat. A company that wants the search itself, rather than the pay note, starts at in-house counsel recruiting in New Delhi or the practice page for in-house and general counsel search. A first legal hire is first general counsel search. A compliance chair is chief compliance officer search or compliance recruitment.

Neighbouring markets we already publish are Asia, Singapore, and Hong Kong. Mumbai's company-side brief is in-house legal recruiters in Mumbai. The research programme that holds the 1,480,000+ market map is the research programme. A conversation about a mandate starts at talk or contact.

Can a foreign lawyer take a New Delhi general counsel seat?

The Bar Council of India Rules for Registration and Regulation of Foreign Lawyers and Foreign Law Firms in India, 2022, as amended by the notification dated 13 May 2025, F. No. BCI:D:3335/2025, keep Indian-law practice with advocates enrolled under the Advocates Act, 1961. A registered foreign lawyer gives an undertaking not to practice Indian law and not to appear before a court, tribunal, board, or other authority entitled to record evidence on oath. Fly-in, fly-out advice on foreign law, the lawyer's own system, or international legal issues is capped at 60 days in any 12-month period, counted as consecutive calendar days from the first day of arrival, and it does not permit an office. A New Delhi general counsel who advises the company on Indian law, or who signs as company secretary on a statutory return, is an Indian-enrolled seat.

Tell us the mandate. We will tell you whether the seat is an Indian-enrolled hire, a foreign-law scope under the May 2025 rules, or a search we should not run.
