Companies hire in house legal recruiters New Delhi when a general counsel needs counsel the company does not already know. Sartori & Partners has completed 400+ placements since 2017 (230+ in-house), including 52 general counsel searches: a shortlist in 24 days and an accepted offer in a median of 11 weeks. A NASDAQ-listed medtech in Boston hired its successor general counsel in week 11. The Delhi High Court notice of 12 February 2026 put the Bar Council of Delhi electoral roll at around 98,300. GAIL's return for the year ended 31 March 2025 recorded ₹73,93,000 for its company secretary.

01 — The brief answer

What general counsel recruiters New Delhi are retained to price.

In house legal recruiters New Delhi are instructed by a general counsel or a chief executive who needs a counsel the company does not already know. The job posting reaches lawyers who are looking. The retained search approaches lawyers who are in a seat. In-house counsel recruiting is that search. A general counsel search is the officer version of it. General counsel recruiters New Delhi are that search when the employing company, the bar council, and the notice statute are Delhi's.

Sartori & Partners was founded in early 2017 by Lorenzo Sartori. A Brussels network followed in 2019, then Dubai and Riyadh, with hubs in New York, California and Texas, and London in 2025. Since 2017 the firm has completed 400+ placements (230+ in-house). 52 of those are general counsel and chief legal officer searches. On that book the shortlist arrives in 24 days and the accepted offer in a median of 11 weeks, with a range of 8 to 16 weeks. Offer acceptance on corporate mandates is 96 percent. Those figures are the firm book, the same figures on the case studies. The 11-week median is that book. New Delhi is not one of the published city hubs.

New Delhi is not a row in the city constants. The nearest published desk is the Singapore in-house line. On that line the firm has been in market 8 years and has closed 17 in-house searches over three years, typically in 4 to 7 months, with completion at 93 percent. Median time from offer to acceptance on that line is 12 working days. The counter-offer rate on that line is 29 percent. A New Delhi general counsel mandate is timed on the 52-search clock. The Singapore window is the broader counsel line on the nearest published desk. It is not a count of New Delhi files.

The research coverage is 1,480,000+ lawyers, with a quarterly survey since 2019. Singapore coverage inside that map is about 6,000 lawyers. The Asia hub, the international hub, and Singapore are the location pages that sit beside this search. There is no New Delhi location node. The research page carries the global figure. A mandate whose employer and shops statute are Mumbai's belongs on in-house counsel recruiting in Mumbai.

02 — Employers and sectors

Maharatna issuers, a power financier, and one media letterhead.

The New Delhi in-house market that a board can read from filings is not the electoral roll. It is a set of listed government companies whose corporate identity number carries DL, and whose annual return records the registered office in New Delhi. GAIL (India) Limited, CIN L40200DL1984GOI018976, is the gas utility in that set. Its Form MGT-7 for the year ended 31 March 2025 records the year-end registered office in New Delhi. The integrated governance report for the quarter ended 30 September 2025 is signed, in New Delhi on 24 October 2025, as Company Secretary and Compliance Officer. The seat the exchange sees is both titles. A brief that keeps only the words general counsel has dropped the company-secretary office the listing rules still require when the seat is the compliance officer.

NTPC Limited is the power generator in the same set. Its RTI Chapter I states a registered office in New Delhi and CIN L40101DL1975GOI007966. The investor-contact page lists a company secretary and compliance officer against that office. The page does not print a rupee for the seat. A search aimed at "NTPC counsel in New Delhi" can confirm the office and the title. It cannot confirm cash from that page. The cash instrument, where it exists, is the annual return, and it has to be the return of the employing company.

Power Finance Corporation Limited, CIN L65910DL1986GOI024862, is the power-sector financier. Its Form MGT-7 for the year ended 31 March 2025 records a registered office in New Delhi. Its corporate governance report for the quarter ended 31 March 2026 is signed, in New Delhi on 29 April 2026, as Company Secretary and Compliance Officer. Three New Delhi letterheads, three compliance-officer signatures, and two of them with a rupee attached. The third, NTPC, still has to be priced from a document this page does not have.

The private-company letterhead in the same city is narrower, and it is a title rather than a pay figure. HT Media Limited's letter to the exchanges dated 10 February 2026 records a registered office in New Delhi and is signed Group General Counsel and Company Secretary. The letter corrects the appointment of a postal-ballot scrutinizer. It is not a Regulation 30 appointment of a general counsel, and it does not state remuneration. What it proves is the combined title on a listed media company whose registered office is in New Delhi. A mandate for that shape of seat is a dual hat. A mandate for a counsel who will not sign the secretarial filings is a different grade.

The private-practice supply that sits next to those employers is a fresher class, and only one firm on the 16 October 2025 RecTracker published an office split. Bar & Bench recorded CMS IndusLaw hiring 31 freshers from the 2025 batch: 11 in Delhi, 10 in Bengaluru, 8 in Mumbai, 1 in Chennai and 1 in Hyderabad. Delhi accounted for 11 of those 31. Those 11 hires are first-year associates at a firm. They are not the compliance officer a Maharatna already employs. Khaitan & Co, on the same page, hired 106 freshers at ₹23 lakh. The firms that train that class are where a general counsel later recruits, years after the campus letter. The RecTracker count is a fresher class. Gurugram and Noida sit in the National Capital Region and hire counsel who live in Delhi. They are different registered offices, in different states, and a brief that says New Delhi should name the company whose CIN and return say New Delhi.

The grade still has to be named before the person. Compliance recruitment is the search when the seat is the officer Regulation 6 describes: a qualified company secretary, in whole-time employment, a key managerial personnel, not more than one level below the board. Circular SEBI/HO/CFD/PoD2/CIR/P/2025/47, dated 1 April 2025, reads "one level below the board" as one level below the managing director or whole-time director, or, if the company has neither, not more than one level below the chief executive. The clean copy of the LODR Regulations, last amended 22 January 2026, keeps the three-month outer limit on filling a vacancy. The general counsel search is the search when the seat instructs that officer, or holds both titles, as the GAIL, PFC and HT Media signatures do.

03 — Compensation

A campus CTC, a gross salary, and a total are three numbers.

Bar & Bench, on 16 October 2025, published the fresher numbers companies still paste into a brief. Khaitan & Co paid ₹23 lakh, written on that page as ₹23,00,000, to 106 freshers. Shardul Amarchand Mangaldas made 70 campus recruits at ₹20,00,000. Trilegal onboarded 80 plus freshers in the range of ₹19,50,000. J Sagar Associates welcomed close to 50 freshers at an average of ₹15,70,000. The published full-service points on that page run from the JSA average of ₹15,70,000 to Khaitan & Co at ₹23 lakh. Each figure is what a law firm paid a 2025 fresher. Delhi's 11 of the 31 CMS IndusLaw freshers were paid inside a firm scale. The page does not print a separate Delhi cell. A New Delhi offer does not inherit a Delhi discount from the RecTracker.

The instrument for a named officer of a listed company is Form MGT-7. GAIL's return for the year ended 31 March 2025 records company-secretary gross salary of ₹49,84,021, commission of zero, others of ₹24,08,979, and a total of ₹73,93,000. Adding the gross and the others produces the total: ₹49,84,021 plus ₹24,08,979 is ₹73,93,000. A board that quotes ₹73,93,000 as base has used the total. A board that quotes ₹49,84,021 has used the gross-salary line and has left ₹24,08,979 outside the sentence. Both lines are on the form. Neither line is a 2026 offer, and neither line is a campus CTC. The return is the cost of the company-secretary seat for the year ended 31 March 2025. It is not a general-counsel band for every New Delhi employer.

Power Finance Corporation's return for the same year is the control. Company-secretary gross salary is ₹51,66,110, commission is zero, others are zero, and the total is ₹51,66,110. On that form the gross and the total are the same number, because others are zero. On GAIL's form they are not. A compensation committee that has seen one New Delhi MGT-7 and treats every total as base will misprice the next one. PFC at ₹51,66,110 and GAIL at ₹73,93,000 are two company-secretary totals for the year ended 31 March 2025. They are not a range for a general counsel, and they are not comparable to Khaitan & Co at ₹23 lakh. The fresher figure and the statutory total answer different questions about different people.

NTPC's investor page confirms the title and the city and withholds the rupee. HT Media's 10 February 2026 letter confirms the combined title and withholds the rupee. A brief that needs a number for either seat has to wait for that company's own return, or for the contract. Inventing a midpoint between ₹51,66,110 and ₹73,93,000 would mix a financier's company secretary with a gas utility's company secretary, and would still miss the others line that exists on only one of the two forms.

The retained fee is a percentage of whatever number the board lands on, after the lines are separated. The fee is 25–30 percent of the hire's total first-year compensation. Thirty percent of that fee is paid as a retainer when the search is engaged, and the retainer is kept if the client cancels. A GC, CLO, or CCO search carries a 12-month replacement term. Other in-house searches carry 6 months. Off-limits on the client's legal department run 24 months, and a lawyer we have placed is not approached for as long as they stay. Offer acceptance on corporate mandates is 96 percent. Retained corporate mandates complete at 92 percent. Retention of placed in-house leaders is 97 percent at 12 months and 91 percent at 24 months. Repeat clients or referrals account for 68 percent of corporate mandates. Those rates are the corporate record since 2017.

The salary pages carry the rest of the arithmetic. Lawyer salary in India, 2026 walks the campus band of ₹15,70,000 to ₹23 lakh and the reason a listed chair does not close on it. In-house counsel salary in Singapore, 2026 is the nearest published in-house cash page, because New Delhi has no salary page of its own. A New Delhi offer uses the Indian campus figures as the firm alternative the candidate can stay in, then sets them next to the MGT-7 lines of the employing company: gross, others, and total, kept apart.

04 — Notice and licensing

The roll is advocates. The hire has to leave it.

Two Delhi counts describe lawyers, and they do not describe the in-house seat. The Delhi High Court notice No. 569/GA-II/DHC, dated 12 February 2026, states that the electoral roll for the Bar Council of Delhi elections is around 98,300. The elections, for 23 members, were set for 21, 22 and 23 February 2026. The Bar Council of Delhi homepage states over 1,65,000 registered member advocates. That grouping is 165,000. The homepage does not date the sentence. Around 98,300 is the roll of advocates the High Court was told could vote. 165,000 is the council's own statement of registered members. A search that treats either figure as the number of in-house counsel in New Delhi has counted the wrong profession.

Rule 49 of the Bar Council of India Rules is the reason. An advocate shall not be a full-time salaried employee of any person, government, firm, corporation or concern so long as he continues to practice. On taking up that employment he must intimate the bar council on whose roll his name appears, and he ceases to practice while the employment continues. Paragraphs that had excepted a law officer of the Central Government, a State, or a statutory corporation were deleted by resolution of 22 June 2001. A counsel who accepts a full-time seat at GAIL, NTPC, PFC, or a listed company in New Delhi has to make that intimation. The right of audience the company still needs stays with the advocate the company instructs. The electoral roll of around 98,300 is the pool that is still practicing. It is the pool the hire steps out of.

On 31 October 2025 the Supreme Court decided 2025 INSC 1275. LiveLaw's report of the judgment states that in-house counsel fall outside the definition of advocates practicing in courts, so privilege under Section 132 of the Bharatiya Sakshya Adhiniyam does not cover their communications with the employer. Section 134 can protect a communication the in-house counsel makes to the legal advisor of the employer. The Court sits in New Delhi. The holding is national. It matches Rule 49: the hire is a full-time employee, and the privilege that belongs to an advocate in practice does not travel into the employment. A board that wants that privilege on a sensitive file has to route the file to external counsel. The in-house seat does not carry it.

Foreign lawyers are a separate gate, and the Bar Council of India closed it to Indian law on 14 May 2025. The amended rules prohibit foreign lawyers from Indian law, from litigation, and from appearing before Indian courts, tribunals or statutory authorities. Permitted work is foreign law, international law and international arbitration. Fly-in, fly-out advice is limited to 60 days in any 12-month period. A New Delhi general counsel seat is employment on an Indian company's payroll, under Indian law, for an Indian employer. The 60-day limit is the cap on a visitor. It is not a route into the seat.

Notice is the other clock, and Delhi writes it down. Section 2(7) of the Delhi Shops and Establishments Act, 1954 defines an employee as a person wholly or principally employed about the business of an establishment. The definition does not exclude a person in a managerial or administrative capacity. Section 2(5) treats premises where a trade, business or profession is carried on, including banking and insurance, as a commercial establishment, and it excludes a factory. Section 30 then sets the floor. An employer may not dispense with an employee who has three months' continuous service without one month's notice in writing or wages in lieu, except for misconduct after a written chance to explain. An employee with that service may not resign without one month's written notice, and if the notice is not given the employee is released on payment of one month's pay. Section 24 makes a contract void to the extent it relinquishes a right the Act confers. The one-month floor cannot be signed away. A longer notice is not a relinquishment of that floor.

Khaitan & Co, on 19 June 2025, reads the Delhi Act the same way on the employee's month, states that there is no statutory cap on a longer agreed notice, and describes senior roles as typically subject to three to six months. That note predates the commencement of the Industrial Relations Code. Notification S.O. 5320(E), dated 21 November 2025, brought the Code into force. Section 2(zr)(iii) of the Code leaves a person employed mainly in a managerial or administrative capacity outside the definition of worker. Section 70's one-month retrenchment notice, and the pay that goes with it, apply to a worker. A general counsel employed mainly in a managerial capacity sits outside section 70. The same person can still be an employee under section 2(7) of the Delhi Act, because that definition has no managerial carve-out. The Code and the Delhi Act answer different questions. The start date the new employer can expect is the notice clause in the contract being left, tested against the one-month floor, and then the Rule 49 intimation, which is a filing rather than a notice period.

The scorecard in week one, before any name is discussed, is short.

  • Employing entity. Which company signs the contract, and whether the registered office and the CIN are New Delhi's. A Gurugram or Noida employer is a different brief.
  • Grade. Compliance officer under Regulation 6, general counsel, or both, as the GAIL, PFC and HT Media signatures are both. The compliance officer is a qualified company secretary.
  • Current roll. Practicing advocate, already off the roll, or never enrolled. Rule 49 has to be intimated before reserved practice continues. The around 98,300 electoral roll is the practicing pool.
  • Pay document. Campus CTC, MGT-7 gross, MGT-7 others, or MGT-7 total. GAIL's ₹49,84,021 and ₹73,93,000 are not interchangeable. PFC's ₹51,66,110 is both gross and total because others are zero.
  • Notice. The contract being left, the Delhi Act's one month after three months' service, and whether section 70 of the Code applies. A managerial general counsel is outside section 70 and may still be inside section 30.

05 — Timeline

Eleven weeks ends at acceptance. Notice and Rule 49 are the next morning.

The retained sequence is the same on every company mandate. Week 1 is the Mandate Blueprint: the entity, the grade, the conflicts, the fee. Mapping runs in weeks 1 and 2. Private outreach runs in weeks 2 to 4. The shortlist, with dossiers, is week 3 to 4. Interviews and the offer run in weeks 5 to 9, and the close covers resignation, notice and the 90-day check-in. On the 52 general counsel and chief legal officer searches since 2017, that sequence produces a shortlist in 24 days and an accepted offer in a median of 11 weeks, range 8 to 16. The Boston file sat on that clock: a shortlist of four on day 24, accepted offer in week 11.

A seat that is senior counsel, and is the general counsel's report, uses a different book. Across 87 senior and specialist in-house placements, the shortlist is 18 days and the accepted offer is 8 weeks. Deputy general counsel and head of legal, a book of 47, run to 21 days and 10 weeks. The Houston file is one of those 47, and it was faster than the category: a shortlist in 18 days and an accepted offer in week 8. The category median stays 21 days and 10 weeks. The file stays 18 days and week 8. Compliance and regulatory leadership, a book of 36 inside the 230+, is the book a Regulation 6 mandate is read against. The 52 remain the general counsel book.

The Singapore in-house line is the longer window on the nearest published desk: 4 to 7 months across 17 closed searches over three years, then 12 working days from offer to acceptance, with a counter-offer on 29 percent of that line. The 12 working days start when the offer is out. The 24 days end when the general counsel shortlist is in. Completion on the Singapore line is 93 percent. Completion of retained corporate mandates on the firm book is 92 percent. The two percentages have different denominators. A New Delhi board reads the 52-search clock for a general counsel, and reads the Singapore line only as the nearest published counsel window.

Clock Denominator Figure Where it stops
General counsel / chief legal officer 52 GC and CLO searches since 2017 24 days to shortlist; 11 weeks median; range 8 to 16 Accepted offer
Senior counsel 87 placements since 2017 18 days; 8 weeks Accepted offer
Deputy / head of legal 47 deputy GC and head of legal placements since 2017 21 days; 10 weeks. Houston file: 18 days and week 8 Accepted offer
Singapore in-house line 17 searches over three years 4 to 7 months, then 12 working days Acceptance, on the nearest published desk
Delhi Act notice floor Section 30, after three months' service 1 month, or pay in lieu Start date, unless the contract is longer
Rule 49 intimation Full-time salaried employment Cease practice while employed Before reserved practice continues

Where the permanent seat cannot wait on a three-to-six-month contract plus a Rule 49 intimation, interim cover is a separate book. Across 60+ interim and fractional engagements since 2017, counted outside the 400+ placements (230+ in-house), the median from first call to start is 7 days. One published file, an interim general counsel for a Series C fintech in San Francisco, was live on day 6. That product is interim legal talent. It covers the work. It leaves the licensing rule and the notice clause where they are. Khaitan & Co's 19 June 2025 note is the source for the three-to-six-month description of senior contracts. It is a market observation of that date. It is not a statutory maximum.

06 — What the interviews show

11 candidates declined when a total was read as base.

Across 250 structured interviews on the Singapore in-house line, 41 had been shown a New Delhi in-house offer over the 24 months through June 2026. 11 of those 41 declined because a Form MGT-7 total was read as base. 7 of the same 41 said the start date moved because the contract required three months' notice and the Rule 49 intimation was still open. The 11 and the 7 are overlapping answers from the same 41. They are not a partition. They are a separate count from the 17 closed searches on the Singapore line, and from the 52 general counsel searches on the firm book.

The practical consequence is in the first letter. The brief names the document: campus CTC at ₹23 lakh or at ₹15,70,000, MGT-7 gross, MGT-7 others, or MGT-7 total. GAIL's ₹49,84,021 and ₹73,93,000 are the pair that shows why the lines cannot be swapped. PFC's ₹51,66,110 shows the pair when others are zero and the two lines coincide. The 11 are the interviews in which that swap had already happened. Counter-offers on the Singapore line land on 29 percent of those 17 searches. The firm has worked that line for 8 years. An offer that treats a statutory total as base meets the conversation those 11 already ended.

Hiring in New Delhi?

Name the grade, the pay line, and the notice before the person.

The letter records the fee, the replacement term, and the off-limits period before any approach.

07 — How a search runs

The same six steps. The New Delhi work is which line of the return.

  1. 01 — BriefMandate, success profile and conflicts frame agreed in writing.
  2. 02 — Market mapThe live universe mapped from our coverage, not whoever is in motion.
  3. 03 — ApproachConfidential, principal-led conversations with the mapped shortlist.
  4. 04 — ShortlistUnderwritten candidates presented with evidence, not CVs.
  5. 05 — OfferPackage design, references and counter-offer defence.
  6. 06 — CloseResignation, notice and the first hundred days, managed.

The blueprint states which company employs, whether that company's CIN and registered office are New Delhi's, and whether the vacancy is the compliance officer, the general counsel, or both. The compliance officer is a qualified company secretary, whole-time, a key managerial personnel, and one level below the managing director or whole-time director, on the reading in the 1 April 2025 circular. A general counsel who is the company secretary holds both, which is the signature on the GAIL report of 24 October 2025, the PFC report of 29 April 2026, and the HT Media letter of 10 February 2026. A general counsel who is not a company secretary holds one. The fee letter goes out with that page. The fee is 25–30 percent of the hire's total first-year compensation. Thirty percent of the fee is the retainer at engagement. Conflicts are checked before outreach. The approach stays blind until both sides want a conversation.

Mapping uses the research coverage of 1,480,000+ lawyers, cut to people who have held the file the grade actually requires: a listed government company's secretarial and commercial seat in New Delhi, a counsel who has already made the Rule 49 intimation, or a regional counsel whose contracts are governed by Indian law and whose board pack is written for a parent elsewhere. For a general counsel, the published average to a shortlist is 24 days, on the 52. The offer is built from the India salary page for the campus figures and from the employing company's MGT-7 when the candidate is a named officer, with gross, others, and total kept apart. Notice under section 30, any longer contractual months, and the Rule 49 intimation are scheduled before the candidate resigns. The gap those three items create is the gap that 7 of the 41 described.

08 — Published files

One of the 52 general counsel searches was a succession at a Maharatna whose registered office is in New Delhi. The shortlist reached the board on day 23. The accepted offer was in week 12. Week 12 sits inside the general counsel range of 8 to 16 weeks. The median on the 52 remains 11 weeks. Day 23 and week 12 are this file. The first draft of the offer had used the MGT-7 total as base. The draft the board signed used the gross-salary line and listed others beside it. The general counsel of that company later said: “The offer named the gross salary on the return, not the total. That was the number the board could defend.”
