Across 250 structured interviews with Singapore in-house counsel over 36 months, we heard 98 say connected-group remaps stalled when markets legal and credit legal sat in different reporting lines. Of 250 interviews in Sartori's Singapore program, 68 involved lawyers who had advised on MAS Notice 656 or merchant-bank credit limits in the previous three years. A head of talent at a merchant bank reported to us that three shortlisted candidates withdrew after the brief named the 1 June 2027 clock.

The addressees sit in plain sight. DBS Bank Ltd., Oversea-Chinese Banking Corporation Limited, and United Overseas Bank Limited are Singapore-incorporated local banks and domestic systemically important banks. Standard Chartered Bank (Singapore) Limited, Citibank Singapore Limited, Maybank Singapore Limited, and HSBC Bank (Singapore) Limited are Singapore-incorporated qualifying full banks under Notice 656. Bank of America Singapore Limited and J.P. Morgan (S.E.A.) Limited are Singapore-incorporated merchant banks under Notice 1012. MAS's 2026 D-SIB list names seven banking groups at country level, including merchant-bank entities in the same group.

Related-corporation tightening went live on 1 July 2026. MAS dated Notice 656 (Amendment No.2) 2026 on 4 September 2026, effective 4 September 2027, still at 25 percent of Tier 1. DBS reported on 6 August 2026 second-quarter loans of SGD 469 billion and transitional CET1 of 16.6 percent. General counsel at Singapore-incorporated merchant banks needed the book rebuilt before 1 June 2027, including derivatives and equity MAS brought inside the 25 percent Tier 1 cap in 2026. Median timeline 14 weeks. Complication: credit wanted a documentation lawyer; the file needed connected-group opinions.
  • Related-corporation repairs — five files after 1 July 2026. In-house teams at locally incorporated banks had to test holding-company and affiliate-bank exemptions that Notice 656 had just narrowed. Timeline 8 to 12 weeks once the map existed; two files ran to 16 weeks when the map did not.

Citibank's 3 September 2026 Singapore country-counsel posting omitted a base, bonus, and LTIP figure. Sartori's 17 closed in-house searches on this line never arrived with a published band either. Singapore employers do not publish bands for this seat. United Overseas Bank Limited's 29 August 2026 First VP posting also omitted compensation.

Package shape still repeats across the incorporated banks. Grade is usually vice president, first vice president, or country counsel at a qualifying full bank; annual bonus eligibility is the norm; deferred shares or LTIP vest at the Singapore entity; contractual notice is bank-standard; benefits follow the bank medical, leave, and club stack. General counsel who withhold the grade before the first approach watch Sartori's 29 percent counter-offer rate arrive as a surprise. Our median offer-to-acceptance window is 12 working days, which is too short to build a new grade after the candidate has already spoken to her current compensation committee. The same Citi brief asked for 6 to 10 years — a seniority range, not a pay range.
